PERUTUSAN DAR! PENGERUSI

Dengan pelancharan Ranchangan Malaysia Kedua terbit-Iah keperluanutama untok memperkokohkan usaha*memperkembangkan kesederan daya penge-luaran scrta pcngunaan Segala tenaga yang bcrkcsan dan sainlifik dalam sernuabidang kemajuan pengurusan. Daya pengeluaran bermaksud pcnggunaan chara2yang lebih baik dalam sa-suatu kerja yang menggunakan teknik dan pefosespengeluaran la-nya merupakan factor yang terpenting jika salu ukoran kejayaanhendak di-jamin. Pada tahun2 kebelakangan di-dapati pengurusan menyedarikonsep daya pengeluaran.

Pusat Daya Pengeluaran Negara di-tubohkan sabagai satu badan untokmenyebarkan chara2 daya pengeluaran. Dalam peranan-nya sabaga; satu saloranpengetahuan dan pengalaman pratik, Pusat ini telah memperkenalkan beberapatajok2 kursus dan seminar. Penyerta'an pehak2 swa^ta dan kerajaan yang bcr-tambah dalam kegiatan2 Pusat ini menunjokkan penerimaan peranan-nya dalampembangunan negara. Daya pengeluaran bukan-lah satu aliran, ia-nya ada-lahkeperluan-

PENDAHULUAN

Pusat Daya Pengeluaran Negara Malaysia

Pusat Daya Pengeluaran Negara telah di-tubohkan dalam tahun 1962 sa-bagai satu projek bersama oleh Kumpulan Wang Khas Bangsal Bersatu danKerajaan Persekutuan dengan Pertubohan Buroh Antara Bangsa sa-bagai penttuJbir-nya. Mengikut Ranchangan Gerakan projek itu, Pusat Daya Pengeluaran Negaraakhir-nya akan berkuasa sendiri.

Dalam tahun 1966 Akta (Memperbadankan) Majlis Daya Pengeluaran Ne-gara Nombor 19 tahun 1966 telah di-luluskan oleh Parlimen dan Majlis ini men-jadi sa-buah badan yang berkuasa sendiri mulai daripada Ihb. Mach, 1966.Ahli2 Majlis itu telah di-lantek oleh Menteri Perdagangan dan PeruSahaan dalambulan Julai tahun 1966.

Pusat ini menerima bantuan wang daripada Kerajaan hingga suatu masaapabila ia boleh mendapat bekalan-nya sendiri.

Tugar Majlis itu ia-Iah menuboh dan menyelenggarakan Pusat Daya Penge-luaran Negara bagi maksud:

— meninggikan mutu pengurusan termasok penyeliaan pada segala per-mgkat dalam perdagangan dan perusahatin di-dalam Persekutuan;

— memperbaiki kechekapan perjalanan, perusahaan, jualan2 dan pe-masaran dengan memberi perhatiian khusus kapada kaedah2 me-nambah daya psmgeluaran, memperbaiki mutu keluaran mengurang-kan belanja dan memberi latehan dan nasihat mengenai perhubonganantara bufoh dengan pengurusan;

— mengadakan latehan dan ranchangan2 lain yang boleh sa-baik-nyamengisi kehendak2 tertentu dan kehendak2 tempatan dan negara padaseluroh-nya;

— menerangkan maksud2, tujuan2 dan usaha2 Pusat dan mendapatkaTikerjasama daripada kumpulan2 majikan dan pekerja;

— menashihatkan, sa-bagaimana kakitangan-nya berkelayakan, Menteridan pertubohan2 persendirian, pertubohan2 atau orang persaoranganmengenai perkaral yang meliputi segala segi chara daya pengeluaran;

— berkhidmat sa-bagai suatu foram untok membinchangkan masaalah2penubohan, pengurusan dan penyeliaan dalam perdagangan dan per-usahaan;

— membuat penyata tahunan kapada Menteri berkenaan dengan kema-juan dan masaalah2 meninggikan daya pengeluaran dalam perdagangandan perusahaan dalam negara serta membuat shor2 mengenai charabagaimana maSaalah2 itu boleh di-uruskan;

— menyedia dan menguruskan perkhidmatan2 perunding;

— mengadakan dan mengekalakan perhubongan2 dengan pertubohan2yang sarupa atau yang lain, baik pertubohan2 kebangsaan mahu punantarabangsa; dan

— membuat apa2 jua perkara sa-bagaimana yang bersangkutan denganatau terlibat daripada perjalanan kerja2 di-bawah Akta ini.

KAJIAN'AM

Dalam tahun 1971 Pusat ini telah me-lakSanakan sa-banyak 114 kursus2 dan se-minal untok 1,939 peserta di-bandingan de-ogan 114 kursus dan Seminar untok 1.764peserta dalam tahun sa-belum-nya. Satelahpindah kepada bangunan-nya sendiri Pusatini telth memperhebatkan kegiatan2-nya di-dalam beberapa tepangan baru. Beberapakursus yang biasa-nya hanya berjalan sa-tettgah hari telah di-jadikan kursus harianpenuh. Oleh kerana ini tajokZ baru telahdi-masokan dan bilangan kursus tersebutyang di-adakan telah berk u rang.

Keutamaan telah dt-beri untok mem-perkokohkan Jagi Bahagian PerundingPengurusan, PeraUhan tenaga pegawai2 Pu-sat ini daripada projek praktik dalam ki-lang kepada kegiatan2 perunding penohtelah di-buat dengan chara beransor2 me-mandang kepada perlu-nya menambah peng-alaman dan keahlian pegawai2 Pusat dalambidangZ ini. Dengan keadaan kakitanganyang terhad pada masa ini, kegiatan2 lateh-an Pusat ini terpaksa di-sckat untok nieni-bolehkan bahagian perunding pengurusanbertapak tegoh.

PEMBUKAAN RESMI PUSAT DAYAPENGELUARAN NEGARA

Bangunan Pusat Daya Pengeluaran Ne-gara telah di-buka dengan resmi oleh Per-dana Menteri, Y.A-B. Tun Abdul Razakpada Ihb. Februari, 1971. Upachara yangbersejarah ini telah di-hadziri oleh waki!2luar negeri, Menteri Perdagangan dan Per-indasterian, Pengerusi, Majlis Daya Penge-luaran Negara dan paraZ jemputan kcna-maan.

PAMERAN BUATAN MALAYSIA

Pusat Daya Pengeluaran Negara telahmengambil bahagian dalam Pameran Buatandi-jempur mengambil bahagian dalam Pa-meran Buatan Malaysia 'oleh Persatuan Pe-kilang Malaysia di-Stadium Negara daripada22hb. Mei-6hb. Jun. Di-antara pelawat2kenamaan ia-lah D.Y.M.M. Yang di-PertuanAgong dan D.Y.M.M. Raja PermaisuriAgong, Perdana Menteri dan Timbalan Per-dana Menteri.

PELAWAT2 DI-RAJA KA-PUSAT

D.Y.M.M. Sri Paduka Baginda YangDi-Pertua Agong dan D.Y.M.M. Sri Paduka

Baginda Raja Permaisuri Agong telah ber-kenan melawat Pusat Pengeluaran Negarapada 8hb. Julai. Pelawat2 di-raja telah di-sambut oleh Menteri Perdagangan dan Per-usahaan dan Pengerusi, Majlis Daya Penge-luaran Negara, Ahli2 Majlis dan pegawai2kanan telah di-perkenalkan ka-bawah dulioleh Pengarah, Pusat Daya Pengeluaran Ne-gara yang telah juga memberi keteranganmengenai kegiatan2 Pusat ini. Duli2 YangMaha Mulia telah juga berkenan melawatbangunan dan berangkat masok ka-bilek2kuliah. D.Y.M.M. Sri Paduka BagindaYang Di-Pertua Agong dan D.Y.M.M. RajaPermaisuri Agong telah di-persilakan ka-jamuan sabelum berangkat balek.

LAWATAN PENGARAH PUSATLATEHAN I.L.O.

Enche Philippe Blamont, Pengarah In-ternational Centre for Advanced Technicaland Vocational Training Turin, Italy, mela-wat Pusat Daya Pengeluaran Negara pada17hb. Ogos. Beliau telah di-beri keteranganmengenai kegiatan2 Pusat ini, dan telah ber-binchang dengan ahli2 Majlis dan kaki-tangan Pusat mengenai bantuan latehan danIain2 pertolongan kapada Pusat Daya Penge-luaran Negara.

LATEHAN DALAM PERKH1DMATAN

Pusat ini member! beberapa kemudah-an kepada sharikat2 yang menganjorkankursus dalam perkhidmatan untok kaki-tangan mereka.

LATEHAN DALAM BIDANG PERTANIAN

Kursus2 khas ada-Iah di-selenggarakandan di-adakan oleh Pusat ini untok perusa-haan ladang. Dalam tahun yang di-kaji 2kursus untok perengkat pengunis2 dan pe-mimpin telah di-adakan di-Pusat ini.

KURSUS2 DALAM BAHASA MALAYSIA

Pusat ini beranSor2 menambah kegiat-an2-nya untok mengadakan kursus dalamBahasa Malaysia supaya faedahi kursusPusat ini tidak terhad hanya kepada rne-reka yang berbahasa Inggeris sahaji. Empatkursus dan seminar telah di-adakan denganjaya-nya dalam Bahasa Malaysia untok pe-serta2 bumiputra dalam tahun 1971.

KAKITANGAN

Pada akhir tahun 1971, 20 Peeawai2Latehan dan Penyiasatan berada di-Pusatini di-bandingkan dengan 19 pegawai padatahun sa-belum-nya.

PENSEHAT LATEHAN

Majlis Daya Pengeluaran Negara ma-seh laei menghadarn kesusahan untok men-dapati Penasihat2 Latehan yang sesuai untokmenolong Pusat ini dalam kegiatan2-nya.Dalam tahun ini 7 orang Penasihat Latehantelah berkhidmat dengan Pusat ini.

KHIDMAT PERUNDING PUGURUSAN

Bahagian khidmat perunding pengurus-an telah meniulakan 6 projek dalam tahunini di-dalam beberapa perusahaan. Enampegawai2 yang di-jangka akan mendapatlatehan lanjut dalam khidmat perundingtelah menghadziri kursus asas dalam ba-hasa Jerman sabelum di-hantar ka-negeriJerman sabelum di-hantar ka-negeri Jerman.Sa-orang pegawai telah menerima latehandalam perunding pengurtfsan di-India.

PENYAMPAIAN SIJIL

Dalam tahun 1971, lima upachara pen-yampaian sijil telah di-adakan di-beberapabandar di-Malaysia. Menteri Perdagan^ndan Perusahaan, Y. B. Enche Mohd. KhirJohari menyampaikan siji!2 kepada peserta2kursus Pusat yang di-adakan di-NegeriSelangor dan Negeri Sembilan dalam tahun1970 di-majlis yang pertama kali-nya di-

Julai, Pemangku KetuaMenteri Pulau Pinang, Y, B. Enche OohChooi Cheng menyampaikan sijflZ kepadapesertaZ kursus yang di-adakan di-PulauPinang dan Province Wellesley daripadabulan January 1969-Jun 1971.

PENDAPATAN

Dalam tahun 1971, Pusat Daya Penge-luaran Negara, satu pcrbadanan yang tidakmenchari untong telah mengutip sa-banyak$93,412 sa-bagai bayaran latehan dan run-chit Sebagai sewa filem, sharahan dan che-ramah2 yang di-beri oleh Pegawai2 Pusatini. Ini ia-Iah kenaikan sa-banyak $ 14,985lebeh daripada tahun dahulu.

KEGIATAN2 BAHAGIAN2 LATEHAN

1. BAHAGIAN KEJURUTERAANPERUSAHAAN

Dalam tahun 1971, Bahagian Kejuru-teraan Perusahaan telah menyelenggarakan11 kursus dan seminar untok 237 peserta2daripada perbadanan perusahan, perdagang-an, kerajaan dan badan2 berkanun, Duakursus2 baru telah di-bentuk dan di-ada-kan yaitu "Kawalan Mutu" dan "Pengedali-an Bahan".

Kaji Kerja

Kursus ini di-bentok untok membantupengurusan dalam kawalan perkhidmatandan pengeluaran dengan menggunakan tek-nik2 kajl kerja, Ini melibatkan kajian te-Hti ke-atas usaha2 manusia dalam semuadang, pemereksaan terator tentang faktor2yang mempengarohi kajian dan ekonomi sa-suatu keadaan, untok mendapatkan kemaju-an dan daya pengeluaran yang tinggi.

KursuS ini dibahagi kepada dua pe-rengkat. Perengkat pertama meliputi lateh-an teori sa-lama lima hari yang mengandongiperbinchangan dan pengunaan chara2 dalamkerja sa-benar.

Perengkat kedua di-adakan di-dalamtempat bekerja peserta2. Di-sini peserta2di-kehendakki melaksanakan projek2 prak-tik. Mereka di-bantu oleh kakitangan Pusatbukan sahaja dalam menentukan masa'alahtetapi juga dalam usaha2 untok mengtasikezukoran2 mereka itu dengan mengguna-kan chara2 Kaji Kerja.

Dalam tahun 1971, dua kursus KajiKerja telah di-adakan untok 39 peserta.

Keselamatan Perusahaan

Kursus Keselamatan Perusahaa'n di-bentok untok memberi panduan sechara 'amtentang faktor2 yang berkenaan dengankeselamatan dalam perusahaan dan menye-barkan perasaan keselamatan. Perankaankemalangan di-dalam perusahaan dan jum-lah kerugian di-sebabkan oleh kemalangandi-Malaysia juga di-kaji Perbinchangan di-adakan iuga tentang usaha2 keselamatan di-tempat kerja, tugas2 jawatankuasa kesela-matan dan Iaporan2 penyiasatan.

Dalam tahun 1971, Sharikat Anglo-Oriental (M) Sdn. Bhd. telah menganjorkan2 seminar untok kakitangan-nya. Satu se-minar telah di-adakan dalam Bahasa Ma-laysia untok 20 penyelia sharikat itu dansatu seminar yang lain telah di-hadziri oleh19 pegawai2 kanan. Oleh sebab seminar2ini, jawatankuasa2 keselamatan telah di-bentok dan kemalangan telah nyata ber-kurangan fikiran yang sedarkan tentang ke-malangan.

Kawalan Mutu

Kursus ini memebri chara yang realisuntok mengawal peroscs2 keluaran untokmerendahkan sa-banyak mana yang bolehbelanja pengeluaran.

Kursus ini telah di-perkenalkan per-tama kali-nya dalam bulan Julai dan di-lancharkan oleh Timbalan Menteri, JabatanPerdana Menteri, Y. B. Tuan Haji Taibbin Mahmud. Dua kursus untok 38 pesertatelah di-adakan dalam tahun yang di-kaji.

Kawalan & Ranchangan Keluaran

Tujuan kursus ini ia-lah untok men-dekatkan peserta2 dengan faktor2 teknikalyang mungkin mempengarohi pengeluaran.Kursus ini juga rneninjau kepada Iapangan2di-mana kakitangan pengeluaran patut sedartentang faktor2 yang tidak ada hubonganlangsbng dengan tugas mereka sabagai juru-tera dan pengurus.

Dalam tahun yang di-kaji 2 kursus ka-walan & Ranchangan Keluaran telah di-adakan untok 41 peserta.

Pengendalian Bahan

Kursus ini di-bentok dan di-perkenal-kan dalam tahun 1971. Kursus ini bertu-juan memberi kesedaran kapada peserta2tentang keperluan2 untok mengurangkanpengendalian bahan dan sumbangan-nyanya supaya mengurangkan belanja.

Satu kursus telah di-adakan untok 22peserta.

Seminar "Analisa Nilai"

Seminar ini telah di-anjorkan bersamaoleh PuSat Daya Pengeluaran Negara dan

Persatuan Daya Pengeluanm Malaysia. Duaseminar telah di-adakan di-Pusat ini 'olehEnche D. Pecot, Pengurus Kerja, SharikatUnion Carbide, Jbhore Bharu dan sabanyak58 peserta menghadziri fcedua seminar iniyang di-buka dengan resmMiya oleli KetuaSetia Usaha, Kementerian Perdagangan danPerusahaan, Enche Nasruddin bin Mohamed.

2. BAHAGIAN PERKHIDMATANPERUSAHAAN KECHIL

Kegiatan2 Bahagian Perkhidmatan Per-usaban Kechil telah berhubong rapat deng-an Bahagian Kejuruteraan Perusahaan dandalam tanun.yang diJcaji bahagian ini meng-adakan 9 kurSus untok 162 peserta.

Kenyenangkan Kerja

Tujuan kursus ini ia-lah untok mem-biasakan peserta2 dengan chara2 KajiKaedah dengan mana kerja2 boleh di-kajidan di-perbaiki untok daya pengeluaranyang lebeh. Peserta2 akan saterus-nya di-galakan untok menggimakan prinsip2 inidi-tempat kerja masing2.

Dalam tahun ini 9 kursus Menyenang-kan Kerja telah di-adakan untok 162 pe-serta. Satu kursus telah di-adakan di-Kuching dan di-resmikan pembukaan-nyaoleh Y. B. Menteri Kerajaan Temptan,Sarawak, Enche Sim Kheng Hong. Satukursus telah di-anjokan oleh UniversityTeaching Hospital untok kakitangan-nya.

3. BAHAGIAN JUALAN DANPEMASARAN

Bahagian Jualan dan Pemasaran telahmenganjorkan 13 kursus dan seminar untok228 peserta.

PenjualanKursus rjertajok Penjualan ini .bertuju-

an untok menambah kechekapan dan mem-baiki chara2 jualan waki!2 penjual semasamengemukan barang2 atau khidmat2 kepadaperigguna. Kursus2 ini memberi prinsip2pentihg tentang jualan, penyampaian jualanyang berkesan, mengatasi teritangan kepadajualan dan' faktor2 kemanusian yang ber-sangkut paut dengan jualan.

Enam kursus Penjaualan telah di-ada-kan untok 91 peserta. Satu kursus telahdi-anjorkan oleh Sharikat Insuran PrudentialBerhad untok 17 exekutif jualan-nya di-Pulau Pangkor dan satu lagi kursus telahdi-anjorfcan .'oleh Kelab Rotary, PulauPinang dan Persatuan Daya Pengeluaran,

Chawangan Pulau Pinang, Kursus ini di-hadziri oleh 17 peserta dan di-resmikanpembukaan-nya oleh Timbalan Ketua Men-teri Pulau Pinang, Y. B. Enche Ooh ChooiCheng.

Seminar "Pergalakan Perabot Pechehan"

Seminar ini ia-lah anjoran bersama olehPusat Daya Pengeluaran Negara, MajlisAmanah Ra'ayat dan Lembaga KemajuanPerusahaan Persekutuan. Seminar ini di-hadziri oleh 17 orang Bumiputra dan pem-bukaan-nya di-resmikan oleh Ketua SetiaUsaha, Kementerian Perdagangan dan Per-usahaan Enche Nasruddin bin Mohamed.

Pengurusan Pemasaran

Tujuan kursus ini ia-lah untok mem-perkenalkan kakitangan jualan dan pema-saran dengan pendapat dan chara2 barudalam pemasaran. Ini bertujuan juga untokmembantu mereksa mengtasi masaalah2 pe-mesan dalam pasaran yang beraSmgan.

Dalam tahun ini 3 kursus PengurusanPemasaran telah di-adakan untok 50 pe-serta.

Seminar dan Projek Penjualan Buku

Seminar satu hari ini telah di-adakandi-Pusat ini untok 26 peniaga2 Bumiputra.Mereka di-perkenalkan kepada perkara2yang berkaitan dengan jualan buku yangterator dan juga dengan usaha2 pengeluaranbuku di-negeri ini. Mereka juga di-beripeluam- untok membandingkan keadan me-reka dengan peniaga2 buku yang bukanBumiputra. Satelah tamat-nya seminar se-minar ini satu projek telah di-buat olehPusat ini dalam bentok "case-study" yangmerupakafi satu kedai buku Bumiputra.

Seminar tersebut di-buka dengan resmi-nya oleh Menteri Perdagangan dan Per-usahaan, Y. B. Enche Mohd. Khir binJohari.

Pergalakan Dalam Pemasaran

Seminar ini telah di-adakan di-PusatDaya Pengeluaran Negara untok 23 pesertapada bulan Mach.

Seminar Pengurusan Pembelian

Seminar yang bertajok PengurusanPembelian ini telah di^adakan untok dl-bentok menjadi suatu kursus pen'oh. Sa-

banyak 21 pegawai pembelian telah meng-hadziri seminar ini.

4. BAHAGIAN PERAKAUNANPENGURUSAAN

Bahagiaa Perakaunaa Pengurusan telahmemperkenalkan 2 kursus baru dalam tahunyang di-kaji. Kursus tersebut ia-lah "Per-akaunan Untok Mereka yang BukanAkauntan" dan "Organization and Mebods".Sa-banyak 5 kursus telah di-adakan untok84 peserta.

Memperkenalkan kepada EDP & TeknikKomputer

Kursus ini di-bentok untok memper-kenalkan kakitangan pengurusan di-semuaperengkat dengan alsas2 peroses maklumatdan teknik2 komputer. Kursus ini mem-bantu peserta2 mengetahui kebolehanZ unit2komputer dan menentukan perubahan2 ke-giataan2 mereka oleh sebab ada-nya kom-puter.

Satu kursus telah di-adakan untok 20peserta. Mereka telah berkesempatan me-lawat komputer2 di-Kumpulan Wang Sim-panan Pekerja, Jabatan Hasil Dalam Negeridan Lembaga Letrik Negara.

Perakaunan Untok Mereka Yang BukanAkauntanKursus ini bertujuan untok mereka yang

bukan akauntan, tetapi oleh kerana tugas2mereka, selalu terlibat dalam akaun2. Kur-sus ini memberi mereka kenwdahan untokberhubong dengan jabatan akaun.

Dua kursus telah di-adakan untofc 34peserta.

Organization & MethodsKursus ini telah di-perkenalkan pada

ini. Kursus ini menunjokkan kepada pe-serta2 teknik2 yang di-gunakan penganalisa2pejabat untok melichinkan aliran maklumatdi-pejabat. Ini berfaedah kepada pengurusyang ingin mengawal kenaikan harga kerjakertas dan pengunaan maklumat yang ber-kesan.

Dua kursus telah di-adakan untok 30peserta.

5. BAHAGIAN KEMAJUANPENGURUSAN

Kur$us2 dan seminar2 yang di-kelola-kan oleh bahagian ini menarek peserta2yang terbanyak sekali. Pilehan kursus di-tawarkan ada-lah luas untok pengurusan

umum, daripada perengkat penyelia kepadayang tertinggi sekali. Beberapa pertubohandan perbadanan telah membuat permintaankhas untok kakitangan mereka.

Sabanyak 38 kursus dan seminar telahdi-adakan untok 656 peserta.

Kursus Institiut

Untok mendapat kesan yang berlipatganda dalam latehan penyeliaan, kursuSlnsti-tiut telah di-adakan oleh Pusat ini untokpegawai2 latehan dan kakitangan dan me-reka2 yang bertanggong-jawab tentang ke-giatan2 latehan untok kemajuan kakitanganmereka. Di-dalam kursus2 ini peserta2 di-perkenalkan bukan hanya dengan kandong-an kursus tetapi juga dengan charaZ mela-teh supaya mereka daoat menganjorkankursus2 di-tempat mereka. Bantuan sa-lanjut-nya di-beri oleh Pusat ini apabilamereka memberi latehan.

Satu kursus Institiut bertajok "Pimpinan& Hubonean Manusia" untok 12 pegawai2latehan telah di-adakan.

KURSUS2 ASAS(i) Kerja Kumpulan dan Panduan

Penting-nya teknik2 memandu perbin-cangan di-titek beratkan dalam kursus iniuntok membolehkan penyelia dan pengurusmengatasi tentangan kepada perubahansikap. Tugas hari2 penyelia ia-lah menda-patkan pendapat2, buah2 fikiran, chadang-an2 dan pengalaman pada rakan sekerjauntok memajukan kerja. Ini mungkin ter-chapai dengan menggunkan teknik2 per-bmchangan yang democratic. Dalam tahunyang di-kaji 4 kursus telah di-adakan untok66 peserta.

Suatu kursus telah di-adakan di-KotaBharu untok 11 peserta dan satu lagi di-Kuching. Kursus kedua ini di-hadziri oleh17 pegawai2 kawan dan pembukaan-nya di-resmikan oleh Ketua Menteri Sarawak. Y.B.Tuan Haji Abdu! Rahman Yaakob. JabatanKetua Menteri, Sabah menganjorkan satukursus untok 22 peserta dan pembukaan-nyadi-resmikan oleh Setia Usaha Tetap jabatanitu, Dato' Richard Lind. Institiut KesihatanAwam, Kuala Lumpur telah menganjorkankursus hii untok 16 orang kakitangan-nya.

(ii) Pimpinan dan Hubongan Manusia

Kursus ini sangat di-sukai ramai apa-bila di-bandingkan dengan kursus2 lain.

Kursus ini bertujuan untok memajukan ke-bolehan penyeliaan dalam pengurusan kaki-tangan dengan member! panduan dalamtugas2 biasa untok melahirkan suasana yangsebat dalam sa-suatu perbadanan.

Dalam tahun yang di-kaji, 9 kursus asasPimpinan & Hubongan Manusia telah di-adakan di-Malaysia Timor dan Barat untok130 peserta. Penganjor2 kursus2 ini ia-lahSharikat Fiat, Johore Bharu, Institiut Ke-sihatan Awam, Sharikat Kennedy BayTimber, Sabah dan University TeachingHospital.

( l i t) Pen/elia Sabagai Pelateh dan Pengajar

Tujuan kursus ini ia-lah untok mem-beri peserta2 pengetahunan tentang prinsip2mengajar yang moden.

Dalam tahun ini 2 kursus telah di-ada-kan di-Malaysia Timor untok 28 peserta.Sa-belas peserta menghadziri kursus ini di-Kuching dan kursus ini juga di-anjorfcandi-Sabah oleh Jabatan Ketua Menteri untok17 peserta.

Pimpinan & Hubongan Manusia UntokPengurusanKursus ini ia-lah kursus lanjutan dan

penyertaan di-hadkan hanya kepada pen-gun^ kanan. Kandongan kursus ini telahdi-ubah dan di-tambah lagi dan masa-nyasekarang ia-lah lima hari penoh.

Enam kursus telah di-adakan untok106 peserta. Tiga daripada-nya di-adakandi-Malaysia Tim'or dan satu di-JabatanKetua Menteri, Sabah.

Metodologi LatehanKursus ini menunjokan peserta2 de-

ngan chara2 latehan yang boleh di-gunakanuntok memajukan kakitangan.

Satu kursus yang di-anjorkan oleh Lem-baga Peranchang Keluarga Negara telah di-adakan dalam bulan Mach untok 14 Juru-rawat Lembaga itu.

Kawafan Pengurusan

Membuat Keputusan Pengurusan

Kursus ini meliputi perkara2 tentangmasalah menentukan matalamat, chara2membuat keputusan, teknik Monte Carloyang memperkenalkan kepada peserta2chara2 yang ilmiah untok membantu ke-putusan tentang beberapa perkara dalam sa-suatu perbadanan.

Dua kursus telah di-adakan untok 34peserta.

Ini ia-lah chara yang terbaru sekali un-tok kcmajuan eksekutif dan ia membantupeserta mengenali pengaroh2 saperti pem-belian "fore-casting" "scheduling" keataskeuntongan.

Sa-puloh pegawai kanan telah meng-hadziri satu kursus dalam bulan Mei.

Memperkenalkan Kepada PengurusanKakitangan

Kursus ini telah di-perkenalakan olehKetua Setia Usaha Kementerian Perdagang-an dan Perusahaan, Enche Nasruddin binMohamed. Kursus ini menerangkan ke-pada pegawai2 kakitangan aspek2 pengunis-an kakitangan saperti pengambilan kaki-tangan, ranchangan tenaga raayat, teknik2temuduga dan pentadbiran gaji.

Tiga kursus telah di-adakan untok 53peserta.

Seminar ini telah di-adakan khas dalamBahasa Malaysia dan ini di-anjorkan olehKelab Rotary, Kota Kiara untok 37 pe-serta.

Satu kursus sa-lama tiga hari telah di-anjorkan khas untok Institiut KesihatanAwam untok 11 peserta.

Satu lagi seminar telah di-anjorkanoleh Lembaga Kemajuan Tanah Perseku-tuan untok 40 pengurus dan pen'olong peng-urus ranchangan Lembaga itu di-puSat lateh-an-nya di-Trolak. Dalam seminar ini pe-serta2 di-biasakan dengan prinsip2 pimpin-an dan chara2 mengajar.

Seminar "Perhubongan Dalam Perusahaan"

Dalam seminar satu hari ini 30 pegawai2kanan dari bahagian swasta dan 'am telahmengambil bahagian. Seminar yang di-ada-kan di-Pusat Daya telah di-anjorkan olehPersatuan Daya Pengeluaran Malaysia.Menteri Perdagangan dan Perusahaan Y. B.Enche Mohd. Khir bhi Johari telah meres-mikan pembukaan seminar ini yang di-ketuaioleh sa-orang wakil Sharikat Esso StandardMalaya Limited.

Kursus Lanjutan Pimpinan & HubonganManusia

Seminar ini ia-lah anjoran Institiut Kesihatan Awam dan di-kelolakan oleh pe-gawai2 Pusat ini untok 17 ahli2 kakitangan-nya.

Seminar Metodologi Latehan dan Pimpinan

Lembaga Peranchang Keluarga Negaratelah menganjorkan kursus ini untok 19peserta.

6. BAHAGIAN PERHUBONGANPERUSAHAAN

Bahagian Perhubongan Perusahaan te-lah mempe'-kenalkan satu kursus baru yangbertaiok "Tatertib Dalam Perusahaan".Sabanyak 26 kursus dan seminar telah di-adakan untok 436 neserta. Jumlah ahli2kesatuati sekeria yang mengambil bahaaiandalam kursus2 ini nvata bertambah dari-pada tahun yang dahulu.

Pentadbiran Perhubongan Buroh UntokPengurusanTujuan kursus ini ia-lah untok memberi

pengurusan kanan penduan untok mengkajiamalan2 mereka dan mengurangkan perte-lingkan dan salah faham untok memupokperasaan muhibbah dan daya pengeluaran.

Dua kur&us telah di-adakan di-Pusat iniuntok 33 eksekutif pengurusan.

Perhubongan Perusahaan Untok PegawaiZKesatuan Sekerja

Kursus ini memberi chara2 mengatasimasaalah2 harian yang di-hadapi oleh ke-satuan sekerja untok membantu mereka me-mahami perkara yang berkaitan dengan ke-satuan2 sekerja dan membinchangkan akibatpenyertaan pekerja dalam pengurusan.

Dalam tahun ini 4 kuras telah di-ada-kan untok 70 pegawai2 kesatuan sekerja.Kesatuan Kebangsaan Pekerja2 Bank meng-anjorkan satu kursus di-Pulau Pinang untok15 peserta dan kursus itu di-buka denganresmi oleh Ketua Menteri Y.A.B. Dr. LimChong Eu.

Sharikat Gula Malaysia Berhad di-Praitelah menjadi majikan yang pertama sekalimenganjorkan kursus untok pegawai2 ke-satuan Sekerja untok 14 peserta.

Seminar Pertelingkahan dan PemulehanPerusahaan

Satu seminar telah di-adakan untokSociety of Contemporary Affairs, di-PulauPinang yang di-hadziri oleh 17 peserta.

Pertelingkahan & Pemulehan Perusahaan

Tuiuan kursus ini ia-lah untok mem-beri peserta pendarat2 baru dalam bidangperhubonean majikan-pekerja. Kursus inimenitek beratkan tentang perlu-nya men-jauhkan pertelingkahan untok ketenteramanuerusahaan. Kursus ini iuga meneanalisakuaSa2 yanff memoenearohi tatatertib, sua-sana kerja dan daya pengeluaran.

Dalam tahun di-kaji 8 kursus telah di-adakan untok 125 peserta. Beberapa per-serta. Beberapa perbadanan telah meng-aniorkan kursus ini. Mereka ia-lah KongressKesatuan Sekeria Malaysia, ChawanpanPulau Pinang, Persatuan Kebangsaan Pe-kerja2 Bank, Persatuan Pemndingan Maji-kan Sabah dan Sharikat Malayawata SteelBerhad.

Perhubongan Perusahaan untok Penyelia

Kursus ini bertujuan untok memesat-kan lagi kemajuan kebolehan penyelia2 un-tok mengkaji amalan2 mereka dalam per-hubongan perusahaan dan membentok charasesuai.

Empat kursus telah adakan umofc 50peserta. Satu kursus di-adakan untok Uni-versity Teaching Hospital, satu untok Lem-baga Pelaboran Rajang dan Lembaga LetrikSarawak.

Seminar "Tatatertib Dalam Perusahaan"

Pembukaan seminar ini di-resm'ikanoleh Menteri Perdagangan dan Perusahaan,Y. B. Enche Mohd. Khir Johari. Seminarini ia-lah pendahuluan kepada fcursus pe-noh sa-lama 5 hari dan dalam tahun ini 3seminar telah di-adakan untok 60 peserta.

Tatatertib Dalam Perusahaan

Kursus baru ini telah di-lancharkan da-lam tahun ini. Tujuan-nya ia-lah untokmembolehkan pengurusan dan pegawai2kesatuan sekerja memahami bagaimanamustahak-nya tatetertib yang berkesan dalamperusahaan. Kursus ini memereksa chara2dan amalan yang di-gunakan untok mengen-dalikan ha!2 tatatertib. PesertaZ juga di-beri peluang membinchang teori keadilan.prinSip2 dan jalan2 di-ikut sabelum tinda-kan tatatertib di-ambil.

Empat kursus telah di-adafcan untok 63peserta. Satu di-adakan di-Pulau Pinanguntok Persatuan Daya Pengeluaran, Oia-wangan Pulau Pinang.

Seminar "Insentif Dan Da/a Pengeluaran"

Seminar ini telah di-buka dengan resmi-nya oleh Menteri Muda, Kementerian Ke-wangan, Y. B. Enche Ali bin Haji Ahmaddan di-anjorkan bersama oleh Pusat DayaPengeluaran Negara dan Persatuan DayaPengeluaran Malaysia. Sa-banyak 18 pe-serta telah mengambil bahagian dalam se-minar ini yang di-ketuai oleh Enche G. K.Suri, daripada Pusat Perhubongan PerusaanShri Ram, New Delhi.

7. BAHAGIAN PERUSAHAANPERLANCHONGAN

Satelah bahagian ini di-bentok ia-nyatelah memperkenalkan dua tajok kursus.Penasehat2 latehan yang bertugas denganbahagian ini tamat khidmat medeka dalamtahun 1971.

Pen/elia'an Kebersehan HotelKursus ini memperkenalkan peserta2

keadaan perusahaan hotel. Kandongan-nya termasok pengurusan kerja, kebersehandan pengurusan penchuchian.

Empat kursus telah di-adakan untok49 peserta. Satu kursus di-adakan di-PulauPinang. Di-anjorkan oleh Pepatuan Hotel2Pulau Pinang, Kursus ini di-buka denganresmi-nya oleh Pengerusi Lembaga Pergalak-kan Perlanchongan, Pulau Pinang EncheTan Phok Kin. Menteri Ta' BerjabatanSabah, Enche Wong Lok Thiam telah me-resmikan pembukan kursus ini di-KotaKinabalu yang di-anjorkan oleh PersatuanKebangsaan Hotel dan Restoran, Cha-wangan Sabah.

Asas Perakaunan Kos Hotel

Tujuan kursus ini ia-lah memperkenal-kan peserta2 dengan asas perakaunan hotel.Tajok2 termasok kos, menetapkan harga,dan pengjraan bayaran.

Sa-banyak 4 kursus telah di-adakan 48peserta dan kursus2 ini di-adakan bersamadengan kursus Penyeliaan Kebersehan Hotel.

Seminar "Kebersehan dan Perakaunan KosHotel"

Seminar istimewa ini di-adakan sa-lama4 hari oleh 11 peserta ia-nya di-buka denganresmi-nya oleh Penolong Ketua Menteri,Sarawak, Y. B. Enche Simon Dembab Maja.

8. KURUS2 DI-BENTOK KHAS

Peserta2 kursus ini di-hadkan fcepadamereka yang memegang jawatan pengurusandalam pengurusan ladang.

Pengurusan Ladang Untok Pengurus

Peserta2 kursus ini di-hadkan kepadamereka yang memegang jawatan pengurusandalam perusahaan ladang. Dalam kursusini mereka di-perkenalkan dengan undang2buroh, chara2 memandu perbincbangan,charta2 proses dan keselamatan dalam la-dang. &tu kursus di-adakan untok 15 pe-serta.

Pengurusan Ladang Untok Pen/elia

Kursus ini di-bentok khas untok pen-dalam perusahaan ladang dan tajok2 ter-masok pengendalian pertelinghan, tatatertibdan perhubongan perusahan dalam ladang.Satu kursus di-adakan untok 13 peserta.

BAHAGIAN KHIDMAT RERUN DINGPENGURUSAN

Bahagian Perkhidmatan PerundinganPengurusan telah memulakan operasi me-reka dalam tahun ini. Beberapa projektelah di-jalankan dengan berjaya.

(i) Perlaksanaan Organasasi MatrixSabuah sharikat pcrkilangan yang

menemui masaalah2 organasasi telahmenerima chadangan2 yang di-buatoleh Pusat ini berikutan dengan kajianmendalam keatas keadaan sharikat ter-sebut.

(ii) Sistem Maklumat Pengurusan

Sabuah sharikat yang sedang mem-besar telah meminta bantuan Pusat apa-bila menemui masaalah yang di-sebab-kan oleh aliran maklumat. Selepas ka-jian yang teliti shor2 Pusat terhadapsatu sistem maklumat berasaskan "re-turn on investment" telah di-terima.

(iii) Survey Keseluruhan Sabuah Sharikat

Sabuah sharikat chetakan telahmeminta Pusat menjalankan suatusurvey keatas operasi-nya pada kese-lurohan-nya supaya organasi tersebutboleh bermaana. Pusat telah menentu-kan tempat kelemahan-nya dan saturanchangan untok bertindak telah di-buat dan di-IakSanakan.

(iv) Projek Kajian Kerja

Satu Kajian telah di-jalankan de-ngan berjaya di-tempat daun tembakausabuah sharikat tembakau yang ter-besar. Kajian2 telah di-jalankan dalamkerja2 mengantong daun2 hijau danjuga penilaian daun yang telah di-pro-seskan.

(v) Charta Organassi

- Sabuah sharikat tempatan telah me-minta perkhidmatan Pusat untok mem-bantu mereka membuat charta organa-sasi sharikat mereka, lia dan ke-atas.Shor2 Pusat yana mengandongi penen-tuan keria2 kakitangan sharikat ter-sebut telah di-terima.

(vi) Sharat2 dan Peratoran Kerja

Sebuah kilang membuat motor-kar terkenal telah mendapatkan nasihat

dan bantuan Pusat dalam proses meng-ulang kaji sharat2 dan peratoran kerjadan juga peratoran kilang. Pusat telahmemberi bantuan dalam membuat sha-rat2 dan peratoran yang baru dan telahdi-terima oleh sharikat.

RENGKASAN PENYATA MENGENAIPROJEK PRAKTIK

Bahagian laporan tahun ini menyampai-kan rengkasan tentang beberapa projek2praktik yang di-jayakan oleh peserta2 kur-sus Kaji Kerja dan Menyenankan Kerja2yang di-adakan di-Pusat ini. Projek2di-jayakan dengan menggunakan chara2daya pengeluaran oleh peserta dalam tempatkerja masing2 dengan Pusat ini memberi se-gala bantuan.

Dalam tahun 1971, empat projek telahdi-selesaikan dengan menjimatkan $19,611sa-tahun.

Perkilangan Rangka

Satu pembuat rangka pintu daripadaalumanium telah membuat satu projek di-bahagian "drilling"-nya. Kajian menunjok-an peroses ini mengambil masa yang lamadan tidak tepat. Ini mengakibatkan ke-luaran yang berkurangan. Keputusan di-ambil untok mengubah dan menyenangkanlagi kerja.

Apabila satu "jig" di-perkenalkan be-lanja sabanyak $850 satahun di-jimatkan.

Kemajuan Jabatan Ekstrusen

Satu kajian dalam telah di-buat ke-atasjabatan ekstrusen di-satu kilang tempatan.Apabila perubahan di-buat _sa-orang pe-kerja dapat di-arahkan bekerja di-bahagianlain.

Ini menyebabkan jimat wang sa-banyak$2,064 satahun.

Perkotakan Bertambah Mutu

Di-dalam satu projek yang di-buat olehSatu perbadanan tempatan di-dapat beberapakekurangan tentang chara memperkotakantempat mengutip getah chair untok di-ekspot.

Penubohan di-chadangkan dan di-teri-ma mengakibatkan belanja menghantarbarang2 ini keluar negeri berkurangan sa-banyak $6,635 satahun.

Beberapa projek telah di-buat dalanibeberapa bahagian di-suatu perbadanan.Kerja memotong dan "spewing" telafa di-satiikan, tarafZ baru di-tetapkan dan ba-rang lebih di-gunakan.

ProjekZ ini mengakibatkan sa-'otfangkakitangan di-gunakan untok kerja yang

lebih berfaedah di-tempat lain dan keche-kapan bahagian menyusun bertambah sa-banyak 37% satahun.

Kursus Pengurusan Dewan2 Perniagaan danBadan2 Saperti-nya, Negeri Jepun

Enche M. Palaniappan, Pegawai Lateh-an dan Penyiasatan, Bahagian KemajuanPengurusan, telah menghadziri suatu KursusPengurusan Dewan2 Perniagaan dan Badan2saperti-nya daripada 30 January hingga 28hb.Februari di-Negeri Jepun. Kursus itu telahdi-anjorkan oleh Ejensi Kerjasama TeknikSeberang Laut, Kerajaan Jepun.

Enche2 V. N. Ramachandran dan LeeLye Weng, Pegawai Latehan dan Penyia-satan, Bahagian Perhubongan Perindastri-an, telah menyertai kursus, "PerhubonganPerindastrian dan Pengurusan Kakitangan",dari 20hb. Januari hingga 23hb. April, 1971di-Institiut Pengajian Buroh India, di-NewDelhi di-bawah Ranchangan Colombo.

Kursus Bahasa Jerman

Lapan orang Pegawai2 Latehan danPenyiasatan tamat da I am kursus BahasaJerman di-Institiut Goethe daripada Ihb.April hingga 25hb. June. Ini, ada-Iah Per-sediaan Permulaan bagi 6 orang pegawaiyang akan menjalankan latehan Perunding-an Pengurusan di-Jerman Barat dengan bia-siswa Kerajaan Persekutuan Jerman.

Kursus Mutu Perindastrian bagi PengajarZRotterdam

Perpustakaan

Kemudahan2 perpustakaan telah banyakbertambah apabila Pusat ini di-tempatkandi-dalam bangunan-nya sendiri. la bolehmenempatkan 16 orang. Bahagian rujokanperpustakaan ini terus berkembang denganpembdian2 dan hadiah2 buku dan peserta2kursus tambah giat menggunakan kemudah-an2 yang di-sediakan. Pada akhir tahun sa-orang Pembantu Perpustakaan telah di-ambU.

Penerbitan"Reporter" terbitan halaman pusat ini

terus menjadi perautaraan di-antara pusatdaya dengan peserta2.

MESSAGE FROM THE CHAIRMAN

With the launching of the Second Malaysia Plan there 'is an urgent needto consolidate effort in stimulating productivity consciousness for effective andscientific utilization of resources in all fields of national endeavour. Productivityimplies striving for better ways of doing a task and the execution of improvedtechniques and production processes. It is part and parcel of development effortand management has a crucial role to play if any significant measure of successis to be assured. Recent years have shown that management in Malaysia sub-scribes to the concept of productivity.

The National Productivity Centre was established as an agency for thedissemination of knowledge of productivity techniques. Acting as a mediumthrough which practical knowledge and experience can be channelled, the Centrehas introduced a wide range of courses and seminar topics. The increasingparticipation by organisations from both the private and public sectors is proofof the increasing acceptance of the Centre's role in the development of thecountry. Productivity is not a trend, it is a need.

INTRODUCTION

The National Productivity Centre of Malaysia

The National Productivity Centre was established in 1962 as a joint projectby the United Nations Special Fund and the Federal Government with theInternational Labour Organisation as the executing agency. According to thePlan of Operation of the project the Centre would ultimately become autonomous.

In 1966, the National Productivity Council (Incorporation Act No. 19 of1966 was passed by Parliament and the Council became an autonomous bodyeffective as from March 1, 1966. The members of the Council were appointedby the Minister of Commerce and Industry as from July, 1966.

The Centre is subsidized by the Government until such time as it becomesSelf-supporting.

The functions of the Council are to establish and maintain the NationalProductivity Centre for the purpose of: —

— raising the standard of management including supervision at all levelsin commerce and industry in the Federation;

— improving the efficiency of industrial operations, sales and marketingwith particular reference to methods of increasing productivity, ofimproving quality of output, of lowering costs and giving trainingand advice on labour-management relations;

— initiating training and other programmes that would best serve specificand local requirements and requirements of the country as a whole;

— publicising .the aims, objectives and activities of the Centre and 'obtain-ing the co-operation of employer and employee groups;

— advising the Minister and private organisations, institutions or indi-viduals on matters covering all aspects of productivity techniqueswithin the competence of its staff;

— serving as a forum for discussing organisational, managerial andsupervisory problems in commerce and industry;

— reporting annually to the Minister on the progress and problems ofraising productivity in commerce and industry in. the country andmaking recommendations on the manner in which such problemsmay be dealt with;

GENERAL REVIEW

During the year 1971 the Centre con-ducted a total number of 114 courses andseminars for 1939 participants as comparedto 114 courses and seminars for 1,764participants in the previous year. Since itsoccupation of its own building the Centrehad concentrated on new areas of activities.Several half-day courses have been upgradedinto full-day courses and this resulted inthe inclusion of more topics and conseq-uently lessen the frequency of the coursesbeing held.

Heavy emphasis has been given to thestrengthening of the Management Consult-ancy Section. The transition of the effortof the Centre's Officers from being directedto in-plant practical projects to full con-sultancy activities has been cautious in viewof the need to build up their experience inthis field. With the prevailing staffingposition of the Centre its training activitieshad been slightly curtailed to allow theconsultancy section start on a sound footing.

OFFICIAL OPENING OF CENTRE'SBUILDING

The National Productivity Centre'sbuilding was 'officially opened by the PrimeMinister, Y.A.B. Tun Abdul Razak onFebruary 1, 1971- The auspicious ceremonywas attended by representatives of foreigncountries, the Minister of Commerce andIndustry, Chairman of the National Pro-ductivity Council and other distinguishedguests.

MADE IN MALAYSIA TRADEEXHIBITION

The National Productivity Centre wasinvited to participate in the Made-in-Malay-sia Trade Exhibition sponsored by the Fede-ration of Malaysian Manufacturers at Sta-dium Negara from May 22—.June 6.Among the many distinguished visitors tothe Centre's stall were D.Y.M.M. Sri PadukaBaginda Yang Di-Pertua Agong, D.Y.M.M.Sri Paduka Baginda Raja Permaisuri Agong,the Prime Minister and the Deputy PrimeMinister and other Cabinet Ministers.More than 300,000 visitors attended the Ex-hibition.

Baginda Raja Permaisuri Agong visited theNational Productivity Centre on ThursdayJuly 8. Their Majesties were received onarrival by the Minister 'of Commerce andIndustry Y. B. Enche Mohd. Khir Johariand Y. M- Raja Tan Sri Mohar bin RajaBadiozaman, the Chairman, National Pro-ductivity Council. The Director intro-duced members of the Council and seniorstaff to their Majesties before briefing theroyal visitors on the activities of the Centre.Their Majesties were then conducted on atour of the building and witnessed actualcourses being conducted. Their Majestieswere entertained to tea before their depar-ture.

VISIT OF DIRECTOR OF I.LO.CENTRE

Enche Philippe Blamont, Director Inter-national Centre for Advanced Technical andVocational Training Turin, Italy, visited theNational Productivity Centre 'on August 17.He was briefed on the Centre's activitiesand had discussions with Council and facultymembers on matters pertaining to fellow-ships and other forms of assistance to theNational Productivity Centre.

assistance to organisations conducting theirown in-service training schemes for theirstaff.

COURSES IN BAHASA MALAYSIAThe Centre is gradually increasing its

activities in conducting its courses and semi-nars in Bahasa Malaysia so that benefits ofthe Centre's courses would not be confinedonly to the English-speaking groups.

Four special courses and seminars weresuccessfully carried out for 97 participantsin Bahasa Malaysia during 1971.

STAFFINGAt the end 'of the year 1971 there were

20 Training and Investigating Officers com-pared with 19 at the end of the previousyear.

TRAINING ADVISERSThe National Productivity Council is

still faced with the problem of getting suit-able Training Advisers to assist the Centrein its activities. During the year under re-view 7 Training Advisers served the Centrefor varying periods of time.

CONSULTANCY SERVICEThe Management Consultancy Service

Section started on 6 projects during theyear in various industries in the country.Six officers earmarked for advanced train-ing in consultancy service attended a basicGerman language course prior to theirdeparture to the Federal Republic ofGermany. Another officer completed amanagement consultancy course in India.

CERTIFICATE PRESENTATIONDuring the year 1971, five certificate

presentation ceremonies were held in vari-ous towns of Malaysia. The Minister ofCommerce and Industry, Y. B. EncheMohd. Khir Johari presented certificates toparticipants of the Centres' courses con-

DatoLope Hashim bin Kelong presented certifi-cates on behalf of the Menteri Besar of Perakto participants of the Centre's courses con-ducted in Ipoh during 1970. On July 24,the Deputy Chief Minister of Penang Y. B.Enche Ooh Chooi Cheng presented certifi-cates to participants of courses conductedin Penang and Province Wellesley from Jan.1969—June 1971. Yang Amat BerhormatSimon Dembab Maja, Deputy ChiefMinister, Sarawak presented certificates toparticipants of the Centre's courses in

Kuching on May 21, 1971. On July 25,1971. a certificate presentation ceremonywas held in Kota Kbabalu and the certi-ficates were presented by the Sabah Ministerof Works and Communications, Y. B. PangTet Hsiong.

REVENUEDuring the year 1971, the National

Productivity Centre, a non-profit makingorganization received $93,412 as trainingfees and miscellaneous Hems like rental offilms, lectures and talks by the Centre'sofficers. This is an increase of $14,985over the previous year's revenue.

ACTIVITIES Of TRAINING SECTIONS

1. INDUSTRIAL ENGINEERING SECTION

During the year 1971, the IndustrialEngineering Section conducted a totalnumber of 11 courses and seminars for 237participants from industrial, commercial,government and quasi-government, organi-zations. Two new courses, "QualityControl" and "Materials Handling" wereintroduced during the year.

Work Study

This course is designed to assistManagement in the control of productionand service by the application of WorkStudy techniques. It involves the criticalexamination of human endeavour in all itscontexts leading to the systematic investiga-tion of all the factors affecting the efficiencyand economy of the situation under re-view in order to achieve improvements andhigher productivity.

This course is divided into phases. Thefirst phase consists of five days of theore-tical training including discussions on theapplication of work study techniques onactual job situations.

The second phase of the training isdone within the participant's own plantduring which period the participants areexpected to carry out practical in-plant pro-jects. At this stage they are assisted by theCentre's staff not only in identifying theirproblems but also in finding ways andmeans of solving them by the use of WorkStudy techniques.

During 1971, two Work Study courseswere conducted for 39 participants.

Industrial Safety

The Industrial Safety course is designedto give a general outline of factors affectingindustrial safety and to instil safety con-sciousness in industrial undertakings. Ma-laysia's statistics on Industrial accidents andtotal accident costs are examined. Studieson the safety measures of organizationsare made on the operation of safety com-mittees, and accident prevention reports arediscussed.

During the year 1971, the Anglo-Ori-ental (M) Sdn. Bhd., organized 2 seminars

for their Staff. Dne seminar was conductedin Bahasa Malaysia for 20 of their super-visors and another seminar in English for19 of their senior executives. As a resultof the seminar safety committees wereformed and there was a marked decreasein the number of accidents due to the safety-conscious attitude of the personnel.

Quality ControlThis course gives a realistic approach

to the control of the production processesin order to keep production costs as lowas possible, so that the costs of achievinggood quality do not 'outweigh the benefitsthereby gained.

This course was introduced for the firsttime in July and it was inaugurated by theDeputy Minister, Prime Minister's Depart-ment Y. B. Tuan Haji Taib bin Mohamed.Two courses for 38 participants were heldduring the year.

Production Planning & Control

The objective of this course is toacquaint participants with the varioustechnical factors that can affect production.This course also looks into fields which pro-duction personnel should understand eventhough such factors may have no directbearing on their duties as production engi-neers or managers.

During the year under review two Pro-duction Planning & Control courses for 41participants were conducted.

Materials HandlingThis course was designed and intro-

duced during the year 1971. It serves tofamiliarize participants with the require-ments necessary to reduce material handlingand its contribution to reducing costs.

One course was conducted for 22 parti-cipants.

Seminar on Value Analysis

The sponsorship of this seminar wasjointly done by the National ProductivityCentre and the Malaysian Association ofProductivity. Two seminars were conductedat the Centre by Enche D. Pecot, WorksManaser of Union Carbide, Johore Bharu

and a total of 58 participants attended theSeminars which were officially declaredopen by the Secretary General, Ministryof Commerce and Industry, Enche Nasrud-din bin Mohamad.

2. LIGHT INDUSTRY SERVICE SECTION

The Light Industry Service Section'sactivities were closely related to the In-dustrial Engineering Action and during theyear 1971 this section conducted 9 coursesfor 162 participants.

Job Simplification

The objective of this course is to pre-sent to the participants the techniques ofMethod Study by which jobs can be studied,simplified and improved. The participantsare then encouraged to apply these techni-ques within their own departments orfactories.

During the year 9 Job Simplificationcourses were conducted for 162 partipants.One course was conducted in Kuching andit was officially declared open by Y. B.Menteri Kerajaan Tempatan, Sarawak,Enche Sim Kheng Hong. One Course wassponsored by the University TeachingHospital for their personnel.

3. SALES & MARKETING SECTION

The Sales and Marketing Section orga-nized and conducted a total number of 13courses and seminars for 28 participants.

Salesmanship

The course on Salesmanship aims atincreasing the efficiency and improving thesales techniques of sales representatives inpromoting their products or services. Itdeals with the fundamental principles ofselling, effective sales presentation, the artof handling sales objection and the humanfactors involved in selling.

This seminar was jointly organized bythe Centre, Majlis Amanah Ra'ayat andthe Federal Industrial Development Autho-rity. It was attended by 17 Bumiputrabusinessmen and it was officially declaredopen by the Secretary-General, Ministry ofCommerce and Industry, Enche Nasaruddinbin Mohamed.

Marketing Management

The objective of this course is toacquaint sales and marketing executives inthe various industries with modern market-ing concept and tools. It also aims at help-ing the sales executives in handling complexmarketing problems in a competitivemarket.

During the year 3 Marketing Manage-ment Courses were held for 50 participants.

"Seminar & Projek Penjualan Buku"This one day seminar was held at the

Centre tor 26 Bumiputra businessmen.They were introduced to subjects relating tothe systematic sale of books as well as thecondition of book production in the country.They were also given an opportunity tocompar etheir relative position with rion-Bunuputra businessmen in the same trade.As a result of the seminar a project wasundertaken by the Centre in the form ofa case-study on a typical book-shop.

This seminar was held at the Centrein March for 23 senior marketing execu-tives.

Seminar on Purchasing Management

This seminar topic was conducted asan introduction to a full course to be de-signed later. A total number of 21 purchas-ing executive's attended this seminar.

4. MANAGEMENT ACCOUNTINGSECTIONThe Management Accounting Section

introduced 2 new courses during the year —Accounting for Non-Accounts and Organi-zation and Methods. A total number of 5courses were conducted for 84 participants.

Introduction to EDP & ComputerTechniques

This course is designed to introduce tomanagement personnel at all levels thebasics of data processing and computertechniques. It enables participants to knowthe capabilities of the different units of thecomputer to ascertain changes in their ownactivities from the use of a computer.

One course was conducted for 20 parti-cipants. They were taken on study visitsof computer installations in the EmployeesProvident Fund, Department of Inland Re-venue and the National Electricity Board.

Accounting for Non-Accountants

This course is designed primarily forparticipants who are not qualified account-ants, but because of the nature of theirwork are involved in accounting, it enablesthem to communicate Successfully and esta-blished a close working relationship withthe accounting department.

Two courses were conducted for 34participants.

Organization & Methods

The Course on Organization andMethods was designed and introduced dur-ing the year. This course shows the varioustechniques used by the Office Systems (O &M) Analysis in their effort to improve theflow of information within the office. Itis of benefit to the manager wh'o is con-cerned with the rising costs of paperworkand the need for effective use of the avai-lable information.

Two courses were conducted for 30participants.

5. MANAGEMENT DEVELOPMENTSECTIONCourses and seminars conducted by

this section continue to attract the greatestnumber of participants. The Subjects offer-ed cover a wide range which are suitablefor general management — from the firstline supervisor to top management. Vari-ous organizations, both public and private,made special requests for courses and se-minars for their own staff.

A total number of 38 courses and se-minars were conducted for 656 participants.

Institute Course

To ensure a mutiplier effect on super-visory training. Institute Courses are con-ducted by the Centre for personnel andtraining officers as well as others who areinvolved in carrying out training activitieswithin their organizations for the develop-ment of their staff. In these but also metho-dology of training so that they can organizeand conduct in-service training in theirorganizations. Further assistance fe render-ed by the Centre's staff during the in-servicetraining.

One Institute Course on Leadership &Human Relations for 12 trainers were con-ducted.

BASIC COURSES(i) Group & Discussion Leading

The importance and techniques of lead-ing a discussion are stressed in this courseto enable participants to overcome theirsubordinate's resistance to change. It isthe duty of every supervisor to draw outideas, suggestions and experienced fromtheir workers for the improvement of day-to-day work. This could only be achievedif proper discussion techniques are used ina democratic manner. During the year 4courses were conducted for 66 participants.

One course was conducted in KotaBharu for 11 partipants and another inKuching. Attended by 17 senior executives,it was officially declared open by the ChiefMinister Y.B. Tuan Haji Abdul Rahmanbin Yaacob. The Chief Minister's Depart-ment, Sabah sponsored one course for 22participants and it was officially declaredopen by the Permanent Secretary of theDepartment, Dato Richard Lind. ThePublic Secretary o* the Department, DatoRichard Lind. The Public Health Insti-tute, Kuala Lumpur sponsored the coursefor 16 of its staff.

(ii) Leadership & Human Relations

This is the Centre's most popularcourse. The aim of the course is to giveto participants a better understanding ofthe nature and principles 'of modren leader-ship and human relations, ways and meansof implementing them and the result to beachieved. It also helps to show participantshow to execute leadership functions accord-ing to democratic procedures and methods.

During the year, 9 basic Leadership andHuman Relations Courses were conducted inEast and West Malaysia for 130 partici-pants. Among the sponsors of this coursewere Sharikat Fiat in Johore Bharu, thePublic Health Institute, the Kennedy BayTimber Company and the University Teach-ing Hospital.

(iii) Supervisor as a Trainer & Instructor

The objective of this course is to giveparticipants knowledge on the nature andprinciples of modern teaching instructionand training techniques.

During the year 2 courses were con-ducted in East Malaysia for 28 participants.Eleven particpiants attended the course inKuching and in Sabah, this course wassponsored by the Chief Ministers Depart-ment for 17 participants.

Leadership & Human Relations for ManagersThis course is an advanced version of

the basic course as it is meant only forsenior management executives. Its contentshave upgraded and its duration extendedto cover five full days.

Six courses were conducted for 106participants. Three of these were conductedin East Malaysia and one course wassponsored by the Chief Ministers Depart-ment, Sabah.

Training MethodologyThe objective of this course is to

acquaint training personnel with trainingtechniques that can be used for the deve-lopment of human resources.

One course was sponsored by theNational Family Planning Board in Marchfor 14 Staff Nurses of the Board.

Management Control

This course enlightens participants onthe latest available planning techniques. Be-ing a practical course it enables the parti-pants to use the various planning techniquesin their own organizations.

One course was conducted for 17 parti-cipants.

Management Decision MakingThis course includes subjects on pro-

blems of target-setting, decision making

techniques, Monte Carlo techniques whichintroduce to partcipants the scientific methodof making decisions on various problemsfound in the organisation.

Two courses were conducted at theCentre for 34 participants.

Business Game

This is an up-to-date method of execu-tive development and it helps the partici-pants to appreciate the influence of variousfactors like forecasting, purchasing andscheduling on profits.

Ten senior executives attended thecourse held hi May.

Introduction to Personnel Management

This course was inaugurated by theSecretary-General, Ministry of Commerceand Industry, Enche Nasruddin binMohamed. It introduces to personnel exe-cutives the various aspects of personnelmanagement e.g. recruitment, manpowerplanning, interview techniques, turnover andmotivation, wage and salary administration.

Three courses were conducted for 53participants.

Seminar "Perhubongan Manusia"

This seminar was specially conductedin Bahasa Malaysia and it was sponsoredby the Rotary Club, Kota Bharu for 37participants.

A three day course was specially con-ducted for the Public Health Institute onrequest for 11 members of their staff.

The National Family Planning Boardsponsored this seminar for 19 members oftheir staff.

6. INDUSTRIAL RELATIONS SECTION

The Industrial Relations Section intro-duced a new course on "Discipline in In-dustry" during the year. A total numberof 26 courses and seminars were conductedfor 418 participants. The number of tradeunions participating in the Centre's coursesshowed a steady increase over the previousyear.

Management of Labour Relations for Manage-ment Executives

The objective of this course is to enablesenior management to review their conceptsand practices 'of labour relations and to re-duce areas of conflict and encourage harmo-nious labour relations and cultivate pro-ductivity consciousness.

Two courses were at the Centre for 33management executives.

Industrial Relations for Trade UnionExecutives

This course is to present methods ofdealing with present-day problems faced by

trade union executives and to help themunderstand issues affecting trade unions andto discuss implications involved in workers*participation in management.

During the year 4 courses were con-ducted for 470 trade union executives. TheNational Union of Bank Employeessponsored a course in Penang for 15 parti-cipants and it was officially declared openby the Chief Minister, Y. B. Dr. Lim ChongEu.

The Malaysian Sugar ManufacturingCompany became the first employer tosponsor a course solely for trade executivesat its office in Prai for 14 participants.

Industrial Conflicts & Remedies Seminar

One seminar was specially conductedby the Society of Contemporary Office,Penang for 17 participants.

Industrial Conflicts & Remedies

The main objective 'of the course is toprovide participants with ideas and expe-riences in the field of employer-employeerelations. The course highlights the impe-rative need of avoiding conflicts in the in-dustrial sphere. It analyses the forces res-ponsible for labour unrest, its adverse affectson discipline, working conditions and pro-ductivity.

During the year 8 courses were con-ducted for 125 participants. Several orga-nizations undertook to sponsor the course.They were the Malaysian Trades UnionCongress, Penang Branch, National Unionof Bank Employees, Sabah EmplyoersConsultative Association and MalayawataSteel Berhad.

Industrial Relations for Supervisors

This course aims at furthering the de-velopment of supervisory ability and toenable the participants to review their con-cepts and practices of industrial relationsand develop appropriate style of leadershipfor changing supervisory requirement.

Four courses were conducted for 50participants. One course was sponsoredby the University Teaching Hospital andanother by the Rajang Port Authority andthe Sarawak Electricity Board.Discipline in Industry

Discipline in Industry

This new course was inaugurated dur-ing the year. IlS objective i& to enablemanagement personnel and trade unionofficials to appreciate the need for effectivediscipline in industry. It examines methodsand practices used to handle disciplinarymatters. Participants are also given theopportunity to discuss the theory of naturaljustice, principles and practices to be follow-ed before taking final disciplinary action.

Four courses were conducted for 63participants. Two of these were conductedoutstation, one inKuching and another wassponsored by the Penang Branch of theMalaysian Association of Productivity.

Seminar on ''Discipline in Industry"

This seminar was officially declaredopen by the Minister of Commerce andIndustry, Y. B. Enche Mohd. Khir J'ohari.It was an introduction to a full five-daycourse and during the year 3 Seminars wereheld for 60 participants.

Seminar on Incentive & Productivity

This seminar was officially declaredooen by the Assistant Minister of Finance,Y. B. Enche Ali bin Haji Ahmad and it wasjointly sponsored by National ProductivityCentre and the Malaysian Association ofProductivity. A total number of 19 partici-pants attended the seminar which was con-ducted by Dr. G. K. Suri from the Shri RamCentre for Industrial Relations, New Delhi.

7. TOURIST INDUSTRY SECTION

After its establishment in the previousyear the Tourist Industry Section designedtwo courses and they were conducted in theyear 1971. However, the Training Advisersassigned to this section left the Centre onthe expiry of their contract during 1971.

Supervisory Hotel Housekeeping

This course presents to participants apicture of the overall working conditions inthe hotel industry. Its content includes de-finition of housekeeping, organization ofwork, sanitation and laundry management.

Four courses were conducted for 49participants. One c'ourse was conducted inPenang. Sponsored by the Penang Hotel-iers Association and it was officially de-

clared open by the Chairman of the TouristPromotion Board, Penang, Enche TanPhofc Kin. The Sabah Minister withoutPortfolio, Enche Wong Lok Thiam officiallydeclared open the course in Kota Kinabaluwhich was sponsored by the Sabah Branchof the National Association of Hotels andRestaurants.

Basic Hotel Cost AccountingThe aim of this course is to introduce

to participants the basics of hotel costaccounting. Topics include costing, pricinga menu, inventory billing and cashiering.

A total number of 4 courses were con-ducted for 48 participants and these courseswere officially declared open simultaneouslywith the Supervisory Hotel Housekeeping.

Seminar on ''Housekeeping & Hotel CostAccounting"

This special 4-day seminar was sponsor-ed the National Hoteliers Association.Attended by 11 participants it was officiallydeclared open by the Deputy Qiief Minister,Sarawak Y. B. Enche Simon Dembab Maja.

8. TAILOR-MADE COURSESThese tailor-made courses are designed

to deal with day-to-day managerial dutiesand problems, industrial relations mattersand principles of supervision peculiar tothe plantation industry.

Plantation Management for Managers

Participation in this course is 'only forexecutives holding management positions inthe plantation industry. In this course theyare familiarized with labour legislation, con-ference leading techniques, activity sampl-ing, process charting and safety in estates.One course was conducted for IS partici-pants.

Plantation Management for Conductors

This, course is tailor-made for con-ductors in the plantation industry and thetopics include role of conductors in planta-tion industry, grievance handling, disciplineand industrial relations n estates. Onecourse was held for 13 participants.

The Management Consultancy ServiceSection began it 'operation during the year.

Several projects were undertaken and suc-cessfully completed.

( i ) Implementation of Matrix Organisation

A manufacturing company faced withorganisational problems accepted the pro-posal put forward by the Centre after athorough study was made on the situationin the company.

(ii) Management Information System

Ati expanding company sought theCentre's assistance when confronted by pro-blems due to the flow of information. Aftera careful study, the Centre's recommenda-tion of an information system based on"return 'on investment" was adopted.

(iii) General Survey of a Company

A publishing company requested theCentre to undertake a general survey of itsoperation so that its organization can bemtde more viable. The Centre in revealingthe major areas of weakness and a plan ofaction was formulated and implemented.

( iv) Work Study Project

A work Study project was successfullyundertaken in the leaf station of a majortobacco company. Studies were carried outin green leaf stringing and cured leaf grad-ing.

(v) Organization Chart

A local company requested theCentre's service in helping them draw uptheir company's organization chart indicat-ing areas of responsibility, authority andaccountability at supervisory level andabove. The Centre's recommendationwhich included the job specification of thecompany's personnel was acepted.

(vi) Terms & Conditions of Employment

A leading motor assembly plant soli-cited the advice and assistance of the Centrewhile it was in the process of reviewing itsterms and conditions of employment andfactory rules and regulations. The Centrerendered assistance in drafting the newconditions and regulations which wereaccepted by the company.

SUMMARY OF TECHNICAL REPORTS ONPROJECTS

This Section of the Annual Report pre-sents a summary of the various in-plantprojects carried out by participants of WorkStudy and Job Simplification courses con-ducted by the Centre. These projects havebeen completed successfully and the Savingsare the result of the application of producti-vity techniques by the participants in theirown establishment during which the Centregives every possible assistance and guidance.

During the 1971, four projects werecompleted and an annually recurrent savingsof $19,616 were reported.

Manufacture of Frames

A manufacture of aluminium windowconducted a project in its working anddrilling section. It wa* realized that market-ing was not only a tune-consuming processbut also only 50% accurate. This resultedin reduction in quality and output. How-ever, accurate marking did not ensure per-fect drilling operation. A decision wastaken to design and introduce a jig tosimplify the operation.

The introduction of a jig resulted ina saving of $850 annually.

Improvement in an Extrusion Department

A critical study of the extrusion depart-ment of one of the local plants resulted in areduction of one worker per shift releasinghim for useful work in another section.

This resulted in a saving of $2,064annually.

Improved PackingIn a project undertaken in a local orga-

nization a study of the packing of latex col-lection bags for export was made.

This introduction of improvements tothe packing system resulted in reduction infreight charges and a savings of $6,634annually.

Increase in EfficiencySeveral projects were carried out in

various sections of an organization. Thecutting and spewing work operation werecombined, new standards were reestablishedand waste was utilized for production ofheavy duty bags.

The projects resulted in reduction inone operator savings in packing materialsand increase in efficiency of packing by 37%as a result of the saving of one operator

per shift. This led to the operator beingtransferred to another department.

The financial savings was reported at$10,068 annually.

Enche Lam Hee Thong and LimYew Chong were memebrs of one of theDiscussion Panels.

Introductory Course in Public Relations,Kuala Lumpur.

Enche Mohd. Idrus bin Ahmad, PublicRelations Officer, attended an IntroductoryCourse in Public Relations sponsored bythe Institute of Public Relations of Malay-sia. The nart-time course began on October26 and will end in February 1972.

OTHER ACTIVITIES OF THE CENTREPress, Radio and Television

The Director, Training Advisers andStaff of the Centre were interviewed onseveral occasions by representatives of thepress. Radio and Television Malaysia. Theactivities of the Centre were also widelypublished by the local newspapers.

FilmsMany organizations continued to make

extensive use of the Centre's film Library,which has a collection of 149 reels.

Several new films were purchased and dona-tions were received from the Governmentof the Federal Republic of Germany andIndia.

Library

The library facilities were greatly im-proved when the Centre occupied its ownbuilding. It has a seating capacity for 16people. The Centre's reference library con-tinued to expand with the purchase anddonations of additional books and more andmore course participants made use of thefaculties offered by the Library. Towardsthe end of the year a Library Assistant wasrecruited.

Publication

The "Reporter", the monthly newsbulletin of the Centre continued to act as amedium of communication between theCentre continued to act as a medium ofcommunication between the Centre andCoarse participants.

Public Talks and Lectures

The Director, Advisers and Trainingand Investigating Officer and the Public Re-lations Officer delivered various public talksand lectures to industrial, commercialgovernment semi^govenunent and voluntaryservices organisations all over the country.
