PENGENALANPusat Daya Pengeluaran Negara

Pusat Daya Pengeluaran Negara telah ditubuhkan pada tahun 1962 se-bagai satu projek bersama di antara Kumpulan Wang Khas Bangsa-BangsaBersatu dengan Kerajaan Persekutuan, dan Organisasi Buruh Antarabangsasebagai Pentadbirnya.

Dalam tahun 1966 Akta {Memperbadankan} Majlis Daya PengeluaranNegara Bilangan 19 telah diluluskan oleh Parlimen dan Majlis menjadi sebuahbadan yang berkuasa sendiri mulai da ri pa da 1hb. Mac, 1966. Akta ini dipindaoleh Akta (Pindaan) (Memperbadankan) Majlis Daya Pengeluaran Negara1975 (Akta A305 tahun 1975) sejajar dengan usaha-usaha perkembanganPusat ini. Ahli-ahli Majlis adalah dilantik oleh Menteri Perdagangan dan Per-industrian.

Pusat ini diberi bantuan oleh Kerajaan sehingga sampai kepada masa iaboleh berdikari.

ObjektlfDi antara objektif-objektif Pusat Daya Pengeluaran Negara ialah:-

• meninggikan mutu pengurusan termasuk penyeliaan di semua peringkat;• memperbaiki kecekapan perjalanan perusahaan dengan memberi per-

hatian khusus kepada kaedah meninggikan produktiviti, memperbaiki kualitidan pengeluaran, pengurusan kos dan membina perhubungan baik diantara pekerja dan pengurusan;

• mengendalikan latihan dan rancangan seumpama yang sebaik-baiknyauntuk memenuhi kehendak tempatan.

Kaedah-Kaedah LatihanSoal/jawab dan perbincangan adalah ditekankan. Latihan secara tidak

formal dalam bentuk syarahan, perbincangan sindiket dan kajian kes bolehmembawa kepada suasana latihan yang sesuai bag! orang dewasa. Kaki-tangan Pusat juga mengadakan lawatan susulan untuk memberi panduan danbantuan lanjut; terutamanya mengenai projek praktikal yang dijalankan di ki-lang oleh peserta-peserta kursus. Kajian kes dan latihan-latihan memainkanperanan penting di dalam perbincangan sepanjang kursus dijalankan. Kursus-kursus diperlengkapkan dengan filem-filem yang berkaitan dengan pengu-rusan, sessi role play, perakam video, makmal komputer dan lawatan sambilbelajar. Waktu kursus adalah dari 9.00 pagi hingga 4.00 petang.

Permohonan Mengikuti KursusPermohonan bagi mengikuti kursus-kursus hendaklah dibuat dengan me-

menuhi borang soal-selidik Pra-Kursus yang dilampirkan. Pemohon hendaklahmempunyai pengalaman yang berkaitan dengan kursus yang dipilih. Pilihanakan dibuat berdasarkan maklumat yang terdapat di borang soal-selidik Pra-Kursus yang tersebut. Borang-borang dan pembayaran hendaklah dikembali-kan dalam masa 2 minggu sebelum kursus dijalankan. Untuk menentukanpenyertaan, pemohon-pemohon dinasihatkan supaya membuat permohonanawal.

Cek-cek berpalang hendaklah dibuat atas nama Pengarah PDPN.

Sijil-SijilPDPN mengeluarkan sijil kehadiran kepada setiap peserta yang menyer-

tai semua sessi di dalam setiap kursus latihan.

INTRODUCTIONThe National Productivity Centre of Malaysia

National Productivity Centre was established in 1962 as a joint project bythe United Nations Special Fund and the Federal Government with the Interna-tional Labour Organisation as the executive agency.

In 1966 the National Productivity Council (Incorporation) Act No. 19 waspassed by Parliament and the Council became an-autonomous body effec-tive as from 1st March 1966. The Act was subsequently amended by the Na-tional Productivity Council (Incorporation) (Amendment) Act 1975 (Act A305 of1975) to keep in line with the expanding activities of the Centre. The membersof the Council are appointed by the Minister of Trade and Industry.

The Centre is subsidised by the government until such time as it becomesself-supporting.

ObjectivesAmong others, the objectives of the National Productivity Centre are:

• raising standards of management including supervision at all levels;• improving efficiency of industrial operations with particular reference

to methods of increasing productivity, of improving quality and output,of reducing costs and developing constructive labour/management relations;

• initiating training and other programmes that would best serve specificand local requirements of the country.

Method of InstructionQuestions/answers and discussions are emphasised. Informal instruction

in the form of lectures, syndicate discussions and case studies creates an at-mosphere conducive to adult training. The Centre's staff also carry out follow-up visits to give further guidance and assistance, particularly in the case ofin-plant practical projects being carried out by the course participants. Casestudies and exercises play a central part in discussions throughout the courses.The courses are supplemented with relevant management films, role play ses-sions, video recordings, computers and study visits. Course hours are from9.00 am.to4.00 p.m.

Admission for CoursesApplication for admission should be made on the Pre-course Question-

naire form attached at the end of this brochure. Applicants should have someexperience in the particular subject relevant to the course. Selection is basedon the information contained in the Pre-Course Questionnaire forms, which are

to be returned two weeks before the course commences together with the rele-vent fees. Applicants are advised to apply early to avoid disappointment.

Cheques should be made payable to the Director, National ProductivityCentre and crossed 'A/C Payee Only'.

CertificatesThe Centre issues a certificate of attendance to every participants who

attends all the sessions of each training course.

MA 11NTRODUCTION TO ACCOUNTING PRACTICES

QUALITY CONTROL CIRCLES PROGRAMME

IntroductionThe campaign on Productivity undertaken by the Pusat Daya Pengeluar-

an Negara (PDPN) intends to bring about the increase in productivity of theMalaysian people.

In this context quality is a major concern and Quality Control Circles havebeen found to be instrumental in increasing quality consciousness amongworkers and enhancing overall productivity in many countries. This uniquemanagement style, which rests on close cooperation and consultation bet-ween employers and employees in their attempt to create a better and happierworking place for all, has also achieved other objectives such as:• Motivating workers through their job tasks;• Developing leadership capabilities among the members;• Encouraging self-development and decision-making by employees;• Promoting more effective teamwork;• Enhancing the quality of products and services.

Although QCC's were initially introduced and practised in the manufactur-in sector, they are now gaining increasing popularity in the service sector aswell.

For organisations who have yet to introduce a QCC programme, it is high-ly recommended that such organisation should adopt a more integrated sys-tem of approach rather than on an ad hoc basis. This approach starts with thetop management getting committed to support the programme and then tomiddle and lower management and then eventually to the employees on theshop floor.

NPC is located in the commercial centre ot Petaling Jaya where facilities likebanks, hotels, post office, eating outlets, shopping centres and other facilitiesare easily available.

Training facilities:• 14 lecture rooms• 9 syndicate/meeting rooms• an amphitheatre• a library• a multi-purpose hall• a language laboratory• a computer centre• an audio-visual aids studio

Accommodation:NPC has limited accommodation available to outstation participants as

follows:• Type A — study bedroom sharing communal : $10 per person

bathroom per night• Type B — study bedroom with bathroom : $15 per person

attached per nightEach room can accommodate 2 persons
