PERUTUSAN PENGERUSI MAJLIS

Raja Tan Sri Mohar Bin Raja Badiozaman, P.S.M., J.M.N.,Setia Usaha Tetap, Kementerian Perdagangan dan Perusahaan,

Pengurusi Majlis Daya Pengeluaran Negara.

Satu2 usaha perniagaan mempunyai hanya dua jalan, maju

atau lumpoh.

Walau bagaimana pun kemajuan satu2 perusahaan bergan-

tong kapada mereka yang memandu-nya. Kemajuan pemimpin2

ini mesti-lah mendahului kemajuan usaha2 perniagaan mereka.

Usaha2 perniagaan memerlukan pemimpin yang mampu menjayakan

perubahan di-perusahaan2 mereka dan yang mempunyai keper-

chayaan tegoh bahawa ruang yang terbesar sekali di-dunia ia-lah

ruang untok pembaharuan.

Kita bukan-lah di-kehendaki melakukan perkara yang luar

biasa, malah apa yang kita perlu lakukan ia-lah perkara2 biasa

dengan sebaik2-nya. Ini chuma di-chapai dengan chara tidak ber-

putusan Latehan Kemajuan Pengurusan.

Pusat Daya Pengeluaran Negara Malaysia

Pusat Daya Pengeluaran Negara telah di-tubohkan dalam tahun 1962sa-bagai satu projek bersama oleh Kumpulan Wang Khas Bangsa2 Bersatu danKerajaan Persekutuan dengan pertubohan Buroh Antara Bangsa sa-bagai pen-tadbir-nya. Mengikut Ranchangan- Gerakan projek itu, Pusat Daya PengeluaranNegara akhir-nya akan berkuasa sendiri.

Dalam tahun 1968 Act Memperbadankan Daya Pengeluaran Negara Nombor19 tahun 1966 telah di-luluskan oleh Parlimen dan Pusat ini menjadi sa-buahbadan yang bejkuasa sendiri mulai daripada Ihb. Mach, tahun 1966. Ahli2Majlis itu telah di-Iantek oleh Menteri Perdagangan dan Perusahaan dalam bulanJulai tahun 1966.

Pusat ini dapat pertolongan wang daripada kerajaan hingga suatu masaboleh mendapat bekalan-nya sendiri.

Tugas2 Majlis itu ia-lah menuboh dan menyelenggarakan Pusat DayaPengeluaran Negara bagi maksud:

(a) meninggikan mutu pengurusan termasok penyelian pada segala pering-kat dalam perdagangan dan perusahaan di-dalam Persekutuan;

(b) memperbaiki kechekapan perjalanan, perusahaan, jualan2 danpemasaran dengan memberi perhatian khusus kapada kaedah2menambah daya pengeluaran, memperbaiki mutu keluaran mengu-rangkan belanja2 dan memberi latehan dan nasihat mengenai per-hubongan- antara buroh dengan pengurusan;

(c) mengadakan latehan dan ranchangan2 lain yang boleh sa-baik-n-yamengisi kehendak2 tertentu dan kehendak2 tempatan dan kehendak2negara pada seluroh-nya;

(d) menerangkan maksud2, tujuan2 dan usaha2 Pusat dan mendapat-kan kerjasama daripada kumpulan2 majikan dan pekerja;

(e) menasihatkan, sa-bagaimana kakitangan-nya berkelayakan, Menteridan pertubohan2 persendirian, pertubohan2 atau orang2 persaoranganmengenai perkara2 yang meliputi segala segi chara daya pengeluaran;

(f) gerkhidmat sa-bagai suatu foram untok membinchangkan masaalah2penubohan, pengurusan dan penyeliaarr dalam perdagangan danperusahaan;

(g) membuat penyata tahunan kapada Menteri berkenaan dengan kemajuandan masaalah2 meninggikan daya pengeluaran dalam perdagangandan perusahaan dalam negara serta membuat shor2 mengenai charabagaimana masaalah2 itu boleh di-uruskan;

(h) menyedia dan menguruskan perkhidmatan2 perundingan;

(i) mengada dan mengekalkan perhubongan-2 dengan pertubohan2 yangsarupa atau yang lain, baik pertubohan2 kebangsaan mahu punantarabangsa; dan

(j) membuat apa2 jua perkara sa-bagaimana yang bersangkutan denganatau terlibat daripada perjalanan kerja2 di-bawah Act ini.

KERJA2 YANG DI-BUAT OLEH MAJLIS

Dalam tahun ini Majlis Daya Pengeluaran Negaira telah bersidang tigakali dan di-antara perkara2 yang telah di-binchangkan ia-lah: —

(a) Pengambilan kakitangan oleh Pusat Daya Pengeluaran Negara:

(i) Pegawai2 kanan dan rendah tempatan.

(ii) Penasehat Latehan Antarabangsa.

(b) Peratoran Perkhidmatan Majlis.

(c) Undang2 Kumpulan Wang Kakitangan Majlis.

(d) Anggaran Perbelanjaan 1969.

(e) Usaha2 mendapatkan wang bagi menjadi Ahli Pertubphan DayaPengeluaran Asia.

(f) Jadual2 Latehan Pusat Daya Pengeluaran Negara Julai hinggaDisember, 1968 dan January hingga Jun 1969.

(g) Bangunan Pusat Daya Pengeluaran Negara.

(h) Sumbangan oleh pertubohan2 asing terhadap Kumpulan Wang PusatDaya Pengeluaran- Negara.

(i) Latehan2 tertinggi untok pegawai2 kanan Pusat Daya PengeluaranNegara.

Jawatankuasa Kewangan telah bermeshuarat sekali dan Jawatankuasa Per-jawatan bermeshuarat enam kali di-dalam tahun ini.

KAJIAN SEMULA PADA 'AM-NYA

Tambahan Kursus LatehanDalani tahun 1968 Fusat Daya Pengeluaran Negara telah berjaya men-

gambil langkah yang besar dalam usaha-nya menchapai matlamat-nya. Jumlahkursus yang di-jalankan ia-lah 67 jika di-bandingkan dengan 46 dalam tahun 1967dan jumlah peserta2 menchapai 1121 di-badingkan dengan 765 dalam tahun1967. Tambahan kursus2 latehan ini ada-lah hasil daricada lebeh banyak par-tubohan2 perdagangan, perusahaan, pejabat kerajaan dan separoh kerajaanmengenal kepsrluan latehan bagi kakitangar,2 mereka dengan tujuan untokmenghadapi chabaran persaingan yang hebat. Beberapa pertubohan2 baru telahjusa mengambil bahagian di-dalam kursus2 Pusat ini. Ada juga bukti2 bahawapsrtubohan2 yang telah pernah menghantar pegawai2 mereka ka-Pusat ini sekarangtelah menjadikan latehan di-Pusat ini sebagai satu perkara yang tetap di-dalamranchangan latehan kakitangan mereka. Sa-jumlah besar peserta2 telah jugakembali ka-Pusat ini untok mengambil tempat di-dalam kursus2 yang lebehtinggi dan juga untok menerima latehan di-bidang2 daya pengeluaran yang lain.

Sejak lahir-nya Pusat ini dalam tahun 1962 lebeh dari $750,000.00 telahdi-jimatkan melalui 102 projek praktik dalam kilang yang telah di-jalankan olehpeserta2 yang telah menghadziri kursus2 Kaji Kerja. Dalam tahun ini sembilanprojek praktik dalam kilang telah di-selesaikan dan menghasilkan $141,000.00terjimat tiap2 tahun. Pegawai2 Pusat ini telah membantu dan memberi nasihatkapada peserta2 ini di-dalam masa melaksanakan projek tersebut.Kttrsus2 Latehan Baru

Tnjoh kursuc2 baru tolah di-jalankan dalam tahun ini. Bahagian Kejuru-ieraan Ferusahyar. telE.li menialankan dua kursus baru ia-itu "PengurusanPenchegah" dan "Keselamatan Perusahaan". Di-bahagian Peniualan danPemasaran, kursus2 Pemasaran dan Pembangunan Ekspot telah di-bentok dandi-jalankan. Di-bahagian Perhubongan Perusahaan yang telah mula bergerak padabulan Februari tahun ini tiga ienis kursus telah di-jalankan, ia-itu PengurusanPerhubongan Buroh bagi Pengurus2 Kanan dan- Rendah, dan Perhubongan Peru-eahaan bagi Pegawai Kesatuan2 Sekerja.Latehan Dalam Perkhidmatan

Sembilan C3lateh2 daripada enam psrtubohan' yang telah menghadziri kursusInstitute di-Pusat ini telah rnenjalankan 37 kursus2 asas di-pertubohan2 merekauntok 345 psserta. Pusat ini telah memberi segala sokongan kepada "Pelateh2"dengan tujuan untok menyebarkan lagi Latehan Penyelian asas kapada sa-berapabanyak pertubohan yang boleh.Kursusl An j or an

Pusat ini menggalakkan pertubohan2 asing untok menganjorkan kursus-nya bagi keperluan mereka sendiri di-daerah ini dan juga di-tempat2 lain dengantuiuan untok mendapatkan psnyertaan yang lebeh giat dari pertubohan2 luardalam kegiatan2 Pusat ini.

Sa-belas pertubohan telah berjaya menganjorkan kursus Pusat ini 8 dari-pada-nya dari tempat2 lain. Federal Industries Sdn. Bhd., Johore Bahru telahmenganjorkan kursus "Menysnangkan Keria Bagi Penyelia2 di-Johor Bahru".Satu lagi kursus tersebut telah di-aniorkan oleh United Plywood di-Seremban.Persatuan Rundin.qan Majikan Sabah (S.E.C.A.) telah menganjorkan kursus"Pengurusan Perhubongan Buroh" bagi cengurus2 tinegi dan kanan di-Sandakan.Bahagian Kejuruteraan Letrik dan Mekenik Kementerian Pertahanan telah meng-anjorkan dua kursus ia-itu "Pengurusan Perhubongan Buroh" dan "PimpinanPerhubongan Manusia" bagi Pegawai2 Tentera di-Tawau.

Sekali lagi Klab Rotary Pulau Pinang, telah memulang kcjayaan merekapada tahun yang lepas dengan menganiorkan dua lagi kursus tahun ini ia-itukursus "Pengurusa nPenjualan" dan "Pimpinan dan Perhubongan Manusia".

Persatuan Dale Carnegie Daerah 97 Kuala Lumpur telah menganjorkankursus "Menyenangkan Kerja Bagi Penyelia2" sa-lepas waktu pejabat. 12 pegawaikanan Lembaga Letrik Negara telah menysrtai kursus "Menyenangkan Kerja BagiPenyelia2" sa-lama lima hari atas permintaan khas daripada Lembaga itu.

Rumah Sakit Assunta, pertama kali-nya telah menganjorkan tiga kursus"Pimpinan dan Perhubongan Manusia" bagi Matron2, Nursing Sistem2 danJururawat2 mereka lepas waktu pejabat.

UNITAC Sdn. Bhd., Melaka telah menganjorkan kursus "PengurusanPerhubongan Buroh" sa lama tiga hari untok 20 Pengurus dan Penolong Peiigurusyang bekerja di-kumpulan Iadang2 mereka.

Atas permintaan khas dari Bahagian Kenderaan MARA, Pusat ini telahmenjalankan kursus "Pimpinan dan Perhubongan Manusia" sa-lepas waktu pejabat.

Sharikat Malayan Tobacco Sdn. Bhd. telah menganjorkan enam kursus,tiga daripada-nya kursus "Penyelia Sebagai Pelateh dan Instrukter" dan tiga kursus"Pimpinan dan Perhubongan Manusia" di-Kota Bahru, Kelantan. 72 pegawaipenyelia termasok beberapa orang daripada pertubohan Iain2 di-Kota Bahru telahmenghadziri kursus2 ini dalam bulan Oktober dan Disember.Latehan di-Bidang Pertanian

Satu kur&us "Pengurusan Ladang" bagi Pengurus2 Kanan Ladang2 Getahtelah di-jalankan oleh Pusat ini dengan kerjasama dan sokongan oleh PersatuanPeladang Selangor dan Incorporated Society of Planters.Kakitangan

Pusat ini telah juga menchapai tambahan angka kakitangan-nya. Pada masaini ada lapan pegawai Latehan dan Penyiasatan berkhidmat di-Pusat ini di-bandingkan dengan sa-orang sahaja dalam tahun 1967. Dengan tambahan- jumlahkakitangan ini maka kerja2 yang lebeh giat akan daoat di-laksanakan dalam tahun1969.PenasehatZ Latehan

Majlis Daya Pengeluaran Negara menghadapi masaalah besar dalam men-dapatkan Penasehat2 Latehan yang sesuai bagi membantu Pusat ini dalam tugas2-nya dan juga bagi melateh pegawai2 yang baru di-ambil. Walau bagaimana pundalam tahun ini enam Penasehat2 telah berkhidmat di-pusat ini untok jangkamasa yang tertentu daripada tiga bulan hingga sa-tahun.Perkhidmatan Penasehat

Sunggoh pun Pusat ini belum lagi bersedia untok menawarkan PerkhidmatanPenasehat kapada pertubohan2 perusahaan dan perdagangan ia-nya telah berjayamemberi nasehat2 dan penerangan teknik kapada beberapa pertubohan danpeserta2.Penyampaian Sijil

Dalam bulan Jun 1968 Y.B. Menteri Buroh Enche V. Manickavasagamtelah menyampaikan siji!2 kapada peserta dalam Upachara Penyampaian Sijilyang telah di-hadziri lebeh dari 600 tetamu dan peserta2 kursus.Pertubohan Persatuan Daya Pengeluaran Negara Malaysia

Pusat ini dengan kerjasama yang rapat dari peserta2 kursus, ada-lahdalam perengkat akhir menubohkan Persatuan Daya Pengeluaran Malaysia yangmana jika bergerak nanti akan mengiatkan lagi kerja2 Pusat ini dan menyebar-kan dengan lebeh luas konsep daya pengeluaran. Ada-lah di-jangka bahawameshuarat pelancharan Persatuan ini akan di-adakan awal tahun- depan.Penerbitan

'The Reporter' penerbitan bulanan Pusat ini maseh berkembangan dan telahmenchapai dua ribu salinan. Penerbitan bulanan ini merupakan sajoranhubongan di-antara Pusat ini dengan peserta2 dan juga merupakan alat bagimemberi seranta di-atas kegiatan2 Pusat ini.Bayaran Kursns Latehan

Dalam tahun ini, Pusat ini satu badan persendirian yang tidak bertujuanmendapatkan untong, telah berjaya memungut lebeh dari $30,000.00 sa-bagaibayaran kursus latehan.Pengechualian Chukai

Mulai Ihb. Januari, 1968 Pengawal Besar Hasil Dalam Negeri telahmeluluskan bahawa segala hadiah wang kapada Kumpulan Wang Pusat DayaPengeluaran Negara akan di-kechualikan daripada chukai di-bawah Bahagian44(6) Undang2 Chukai Pendapatan No. 67 tahun 1967.

KEGIATAN BAHAGIAN2 LATEHAN

I. BAHAGIAN KEJURUTERAAN PERUSAHAAN

Kaji Kerja Perengkat IDua kursus Kaji Kerja Perengkat I telah di-adakan tahun ini untok 33

peserta. Kursus yang pertama telah di-jalankan mulai 17hb. Jun hingga 28hb.Jun dan kursus yang kedua di-antara 19hb. hingga 29hb. Ogos, 1968. 26 per-tubohan2 perusahaan dan perdagangan, badan2 kerajaan dan separoh kerajaantelah di-wakili dalam dua kursus tersebut.

Tujuan kursus ini ia-Iah un-tok membantu mereka2 di-bidang pengumsandalam soal kawalan pengeluaran atau perkhidmatan dengan penggunaan teknik2Kaji Kerja, khusus-nya Kaji Chara dan TJkor Kerja. la juga melibatkan peme-reksaan teliti kerja2 manusia di-semua bidang yang membawa kapada penyiasatanterator semua faktor2 yang akan memberi kesan ka-atas kechekapan dan ekpnomikeadaan yang sedang di-kaji dengan tujuan menjayakan pembaikan dan menchapaidaya pengeluaran yang lebeh tinggi.

Kursus ini di-bahagi kapada dua perengkat. Perengkat pertama yangmengambil masa sa puloh hari membentangkan soa!2 teori, termasok perbinchangandan penggunaan teknik2 Kaji Kerja dalam keadaan2 kerja yang benar. Perengkatkedua ia-lah latehan praktik di-tempat peserta2 itu sendiri sa-hingga peserta2itu telah dapat melaksanakan sa-kurang2 satu ranchang projek di-dalam kilang,sa-lepas mana mereka di-jemput untok menyerti Kursus Kaji Kerja II.

Sa-orang pensharah jemputan telah di-undang untok memberi sharahankhas di-dalam kursus ini. Sembilan badan2 perusahaan telah di-lawati sa-masakursus ini berjalan bagi membiasakan peserta2 dari segi praktik Kaji-Kerja.

Kaji Kerja Perengkat IIKursus Kaji Kerja Perengkat II telah di-jalankan di-antara 19hb. Februari

hingga Ihb. Mach.

28 pegawai2 dari 25 pertubohan2 perusahaan dan perdagangan, badan2kerajaan dan separoh kerajaan menyertai kursus sa-puloh hari itu. Kesemua 28peserta ini telah menghadziri kursus Kaji Kerja Perengkat I dalam tahun- 1966dan 1967.

Lapan belas laporan projek dalam kilang telah di-bentang oleh tiga belasorang peserta2, 12 di-antara projek2 ini telah di-luluskan dan di-laksanakan olehpehak pengurusan tertinggi masing2. Projek2 ini telah berjaya menjimatkanbelanja pengeluaran sa-banyak $141,000 sa-tahun berulangan. Empat lagi projektelah di-laksanakan oleh peserta2 tetapi jumlah yang dapat di-jimatkan belumlagi di-taksir. Dua lagi ranchang-usaha telah di-lulus oleh pehak pengurusandan akan di-laksanakan kelak.

Tiga pensharah jemputan- telah memberi cheramah khas dalam kursustersebut dan dua lawatan ka-pertubohan2 perusahaan telah di-lakukan semasakursus itu.

Pengurusan PemeliharanKursus Pengurusan Pemeliharaan ini ada-lah lanjutan kursus Pemeliharan

Penchegah yang di-jalankan dalam tahun 1967. Kursus ini di-ranchang untokpegawai penyeliaan yang terlibat sa-chara langsong dengan belanja2 pemeliharan,kakitangan2 dan peratoran2 pemeliharaan-. la-nya menegaskan perbelanjaanpemeliharan dan kerugian yang mungkin berlaku daripada satu2 chara peme-liharaan.

Dua puloh empat pegawai mewakili sembilan belas pertubohan2 perusahaandan perdagangan badan2 kerajaan dan separoh kerajaan telah menyertai kursussa-lama lima hari ini yang telah di-adakan di-antara 27hb. hingga 31hb. Mei,1968.

Tiga orang pensharah jemputan telah di-undang untok member! sharahanatas tajok2 khas kapada peserta2 kursus.

Keselamatan PerusahaanEmpat puloh tujoh pegawai2 daripada 34 pertubohan2 perusahaan dan

kerajaan dan separoh kerajaan telah menyertai dua kursus Keselamatan Peru-sahaan yang berjalan dalam bulan Oktober, 1968.

Kursus empat hari sa-tengah ini membentangkan garis2 kasar keselamatanperusahaan dan juga perangkaan kemalangan perusahaan di-Malaysia, jumlahkerugian kemalangan perusahaan dan perjalanan jawatankuasa2 keselamatan,penyesiatan dan laporan kemalangan. Tujuan 'am kursus ini ia-lah untok menim-bulkan kesedaran keselamatan di-kalangan bidang perusahaan kita.

Empat pensharah jemputan telah member! sharahan khas dan satu lawatanuntok menyaksi kerja2 jawatankuasa keselamatan dan satu untok menyaksichara2 penggunaan alat2 pemadan api telah di-lakukan sa-masa kursus tersebut.

Kursus ini teiah mendapat sambutan yang tersangat baik dan ramai di-antara peserta2 telah menggesa di-adakan pertubohan keselamatan di-perengkatkebangsaan kerana perusahaan2 membuat fcarang.

Menyenangkan Kerja Untok PenyeliaZTujuan kursus ini ia-lah untok memperkenalkan beberapa teknik dan

chara2 bagaimana kerja2 boleh di-kaji, di-perbaiki dan di-senangkan. Teknik2dan prinsep2 yang di-kemukakan di-dalam kursus ini sesuai bukan saja di-kilang2malah juga di-pejabat2.

Sa-jumlah lapan kursus telah di-jalankan dalam tahun ini untok 101 pesertadaripada pertubphan2 perusahaan dan perdagangan, badan2 kerajaan dan sa-parohkerajaan.

Tiga daripada lapan kursus itu telah di-anjorkan oleh pertubohan2perusahaan

(i) Federal Industries Sdn. Bhd. Johore Bahru telah menganjorkan kursusini pada 22hb. hingga 26hb. April untok 13 peserta; enam orang daripada kaki-tangan2 Federal Industries Sdn. Bhd. sendiri dan- tujoh orang peserta daripadapertubohan2 perusahaan yang berjiran telah mengambil bahagian di-dalam kursusini.

(ii) Pada 22hb. hingga 26hb. Julai, 11 oeserta telah menyertai kursusini yang telah di-anjorkan oleh Sharikat United Plywood dan Sawmills Bhd.,Seremban. Lapan pertubohan telah di-wakili di-dalam kursus ini.

(iii) Lembaga Letrik Negara telah menganjorkan kursus "MenyenangkanKerja Bagi Penyelia" ini mulai 3hb. hingga 7hb. September, 1968. Dua belasPegawai Kanan daripada Lembaga itu telah menghadziri kursus yang di-jalankandi-ibu pejabat Lembaga Letrik sendiri.

II. BAHAGIAN PENGIRAAN PENGURUSAN

Kursus Pengiraan HargaLapan belas peserta mewakili 17 pertubohan perusahaan, perdagangan,

kerajaan dan separoh kerajaan telah menghadziri kursus Pengiraan Harga yang

di-adakan mulai Ihb. hingga 12hb. Ogos, 1968. Kursus dua minggu itu ber-tujuan menegaskan betapa penting pengiraan harga sa-bagai satu alat pengurusanmoden.

Peserta2 kursus telah melawat lima pertubohan asing untok mengkajisistem pengiraan yang di-jalankan di-tempat2 itu. Satu kajian teliti mengenaipengiraan harga di-sebuah pertubohan perusahaan tempatan telah di-bentangkanuntok perbinchangan oleh peserta2 kursus.

Tiga pensharah jemputan telah memberi sharahan khas semasa kursusdi-jalankan.

III. BAHAGIAN JUALAN DAN PEMASARAN

Bahagian ini telah menjalankan 11 kursus untok 238 peserta. Empat jeniskursus telah di-jalankan: —

(i) Penjualan(ii) Pengurusan Jualan

(iii) Pemasaran(iv) Pembangunan Ekspot

(i) Kursus PenjualanLima "Kursus Penjualan" telah di-jalankan bagi 101 waki!2 jualan dari

pertubohan2 perusahaan, perdagangan dan separoh kerajaan.

Kursus ini di-bentok kerana waki!2 penjual dan membinchangkan prinsep2dan teknik2 kejayaan dan faktor manusia yang terlibat di-dalam usaha2 jualan.

(ii) Kursus Pengurusan JualanDua kursus "Pengurusan Jualan" telah di-adakan dalajn tahun ini. 60

pegawai2 jualan dari beberapa badan perusahaan perdagangan dan separoh kerajaantelah menghadziri kursus lima hari itu.

Kursus ini di-ranchangkan untok pengurus2 jualan dan pegawai2 jualankanan dan memberi pimpinan dari segi latehan dan penyeliaan wakU2 jualandengan tujuan meninggikan lagi jumlah juala dan keuntongan yang di-perolehi.

Satu daripada kursus ini telah di-jalankan di-Pulau Pinang di-bawah anjoranKelab Rotary, Pulau Pinang. 36 pegawai2 jualan daripada 24 badan perusahaandan perdagangan telah menghadziri kursus lima hari ini.

(iii) Kursus PemasaranDua kursus Pemasaran telah di-ialankan dalam bulan Julai dan Ogos

untok 48 pegawai2 jualan dan pemasaran dari 30 badan perusahaan dan per-dagangan.

Kursus ini bertujuan untok memberi peluang kapada peserta2 mengkajichara2 pemasaran yang sedang di-jalankan dan juga untok menyesuaikan chara2baru supaya terchapai tambahan jualan dan keuntongan dengan masa yang sengkatdan mengurangkan perbelanjaan.

(iv) Kursus Pembangunan EkspotKursus ini telah di-ranchang untok pegawai kanan pengurusan pertubohan2

yang terlibat dalam usaha2 memaju dan memperbaiki ranchangan2 ekspot.Tumpuan kursus ini ada-lah kapada prinsep2 asas yang perlu kapada kejayaansatu2 usaha ekspot dan meliputi perkara2 daripada kajian pasaran hingga-Iahka-reka bentok dan bungkusan barang2 ekspot. Sa-orang pensharah jemputantelah memberi sharahan khas di-kursus2 tersebut.

Dua puloh sembilan pegawai kanan pengurusan mewakili 25 pertubohanperusahaan, perdagangan dan separoh kerajaan telah menghadziri kursus tersebut.

IV. BAHAGIAN KEMAJUAN PENGURUSAN

Bahagian ini telah menjalankan 26 kursus pada tahun ini untok 389 peserta.Tujuan bahagian ini ia-lah untok mendapatkan sa-banyak2 penyelia mendapatfaedah daripada kursusl yang di-adakan. Usaha2 telah juga di-jalankan bagimemenohi pefmintaan khas daripada pertubohan2 asing untok menjalankan kursus2khas bagi kakitangan mereka sendiri. Di-samping kursus2 yang di-adakan di-Pusat ini sendiri dua belas kursus telah di-jalankan di-luar untok beberapapertubohan.

Penegasan telah juga di-buat terhadap latehan pelateh2. Satu kursus'Institute' telah di-jalankan untok tiga belas peserta. Sembilan belas kursus asaspenyelian telah di-jalankan oleh bahagian ini dalam tahun ini.

Tugasl PengurusanAtas permintaan ramai kursus ini yang telah di-mulakan dalam tahun

1967, dua lagi telah di-adakan awal tahun ini. Empat puloh pegawai kanandaripada 23 pertubohan asing telah menyertai kursus ini.

Kursus ini mengkaji tugas2 yang penting bagi kejayaan pengurusan satu2usaha. Tajok2 saperti peranchangan, penyelenggaraan, pembahagian tugas, arahandan kawalan ada-lah terkandong di-dalam kursus ini. Kursus ini menegaskankepentingan penggunaan sa-penoh-nya tenaga manusia yang sedia ada.

Kemajuan Pengurusan VI oden Dan Latehan — Perengkat IDua puloh tujoh pengurus tingkat atasan dan pertengahan dari beberapa

pertubohan perusahaan, perdagangan, kerajaan dan separoh kerajaan telahmenyertai kursus ini yang di-adakan dalam bulan Januari. Kursus ini ia-lahyang ketiga kali-nya di-uruskan oleh Pusat ini.

Kursus ini membentangkan teknik2 yang perlu bagi kejayaan satu2 usahaperusahaan atau perniagaan dan juga latehan dalam pengurusan teknik2 asas,prinsep2 dan alat2 yang akan menghasil daya pengeluaran dan keuntongan yangbertambah.

Kemajuan Pengurusan Moden Dan Latehan — Perengkat II(i) Basil daripada sambutan hebat yang telah di-terima oleh kursus

Perengkat I, maka kursus yang lebeh mendalam — Perengkat II telah di-adakanmeliputi lebeh banyak teknik2 dan prinsep2 baru dengan lebeh mendalam.

Kursus ini telah di-jalankan mulai 15hb. hingga 19hb. Januari, 1968 untok30 peserta dari 25 pertubohan.

(ii) Kursus ini telah di-ulang mulai 5hb. — 9hb. Februari, bagi menampongpermintaan yang banyak daripada bahagian perusahaan dan perniagaan. Tigapuloh dua pegawai kanan dari beberapa pertubohan perusahaan, perdagangandan separph kerajaan telah menyertai kursus selama lima hari itu.

Pimpinan Dan Perhubongan Manusia — InstituteDengan tujuan untok membolehkan sa-ramai2-nya penyelia mendapat faedah

daripada Kursus Pimpinan dan Perhubongan Manusia ini satu kursus Institiuttelah di-adakan di-antara llhb. — 22hb. Mach, 1968. 13 oelateh2 daripada10 pertubohan telah menghadziri kursus sa-lama dua minggu ini." Sembilan kursusasas atas tajok yang sama telah di-jalankan di-tiga pertubohan luar oleh pelateh2yang telah menghadziri kursus ini.

Pi m pi nan Dan Perhubongan Manusia — AsasKur&us ini ada-lah satu Kursus yang sangat2 popular. Sa-bagai salah satu

kursus di-dalam siri kursus Asas Penyeliaan, ia-nya bertujuan untok membentokkechekapan penyeliaan dalam soal pengurusan kakitangan dengan tujuan member!keterangan atas chara2 pimpinan yang berkesan bagi mengujudkan keadaan kerjayang harmoni dan perhubongan yang baik di-jabatan2 mereka.

Kursus ini sesuai untok semua lapisan penyelia dari penyelia peringkatpertama hingga pengurusan2 atasan.

Tiga belas kursus telah di-jalankan bagi 163 peserta. Lima daripada-nyadi-jalankan sa-lepas waktu pejabat bagi memenohi permintaan mereka2 yangtidak dapat menghadziri di-waktu pagi. Satu telah di-jalankan di-Pulau Pinangdi-bawah anjoran Kelab Rotary Pulau Pinang, dan satu lagi di-Tawau, Sabahuntok pegawai2 tentera yang di-anjorkan oleh pehak Kejuruteraan Letrik danJentera, Kementerian Pertahanan.

Tiga pertubohan2 lain telah juga menganjorkan kursus ini.

(i) Rumah Sakit Assunta, Petaling Java telah menganjorkan tiga kursussa-lepas waktu pejabat untok 40 penyelia2.

(ii) Sharikat Malayan Tobacco Berhad telah menganjorkan tiga kursusPimpinan dan Perhubongan Manusia untok 36 peserta di-Kota Bahru, Kelantan.

(iii) MARA telah menganjorkan satu kursus dalam bulan November untok16 orang penyelia-nya di-Ibu Pejabat MARA sa-lepas waktu pejabat.

Penyelia Sebagai Pelateh Dan InstrakterLima kursus ini telah di-jalankan dalam tahun ini bagi 63 orang peserta.

Tiga daripada-nya telah di-adafcan di-Kota Bahru, Kelantan di-bawah anjoranSharikat Malayan Tobacco Berhad untok 36 peserta. Dua kursus Penyelia SebagaiPelateh dan Instrakter ini telah di-jalankan di-Pusat ini dan satu daripada-nyasa-lepas waktu pejabat.

Kursus ini ia-lah satu daripada kursus dalam siri kursus asas penyeliaandan bertujuan untok memberi peserta2 pengetahuan dan kechekapan atas chorakdan prinsep2 teknik mengajar, arahan dan latehan moden dalam perusahaandan perdagangan.

Kursus Kerja Kumpulan Dan Memandu PerbinchanganDua puloh satu peserta menghadziri dua kursus Kerja Kumpulan dan

Memandu Perbinchangan yang telah di-adakan dalam bulan April dan Julai.Kursus ini juga ada-lah dalam siri kursus asas penyeliaan dan bertujuan melatehpeserta2 dalam soal memandu perbinchangan.

Latehan Penyeliaan Dalam KilangPegawai2 bahagian ini telah melawat dan membantu perjalanan kursus2

Latehan Penveliaan dalam kilang yang di-jalankan oleh peserta2 yang telahmenghadziri Kursus Institiut di-Pusat ini.

Tiga pul,oh tujoh kursus Latehan Penyeliaan dalam kilang telah di-jalankanuntok sa-jumlah 345 peserta oleh pelateh2 di-pertubohan2 yang berikut: —

1. Lembaga Letrik Negara — Ibu Pejabat, Kuala Lumpur.2. Lembaga Letrik Negara — Ipoh.3. Lembaga Pelabohan Swettenham.4. Pusat Kesehatan Awam.5. Sharikat Cold Storage (M) Bhd.6. Bahagian Latehan Royal Army Ordinance Corps, Singapura.

V. BAHAGIAN PERHUBONGAN PERUSAHAAN

Bahagian ini yang mula bertugas dalam bulan Februari, 1968 telah men-jalankan 14 kursus untok 232 peserta.

Kursus2 di-bahagian ini terbahagi kapada tiga perengkat: —(i) Pengurusan Perhubongan Buroh.

— Pengurus2 Kanan(ii) Perhubongan Perusahaan.

— Pengurus2 Rendah(iii) Perhubongan Perusahaan.

— Pegawai2 Kesatuan SekerjaTujuan kursus2 ini ia-lah untok membplehkan peserta2 mengkaji konsep2

dan menilai dasar2 pertubohan mereka sendiri bagi menuju ka-arah memperbaikikeadaan perhubongan perusahaan.

(i) Enam kursus Pengurusan Perhubongan Buroh telah di-jalankan bagi78 pengurus2 kanan dari beberapa pertubohan perusahaan, perdagangan, kerajaandan separoh kerajaan.

Tiga daripada kursus2 tersebut telah di-jalankan dMuar Pusat ini, Satudi-Sandakan, Sabah untok 16 pegawai2 pengurusan kanan di-bawah anjoran SabahEmployees Consultative Association dan satu di-Tawau untok 15 pegawai2 kanantentera yang di-anjorkan oleh Bahagian Jurutera Letrik dan Mekanik, KementerianPertahanan. Kursus yang ketiga telah di-jalankan di-Melaka untok 20 orangpeserta atas permintaan UNITAC Sdn. Berhad, Melaka.

(ii) Satu ratus empat pegawai pengurusan rendah dari pertubohan2 peru-sahan, perdagangan, kerajaan dan separoh kerajaan telah menyertai enam kursus"Pengurusan Perhubongan Buroh — Pengurus2 Rendah".

(iii) Dua kursus "Perhubongan Perusahaan — Pegawai2 Kesatuan Sekerja"telah di-jalankan untok 30 pegawai2 Kesatuan Sekerja mewakili 23 KesatuanSekerja. 17 daripada pegawai2 Kesatuan Sekerja itu telah di-chalun dan biayaioleh majikan2 mereka.

VI. KURSUS DI-BENTOK KHAS

Pengurusan LadangSatu kursus "Pengurusan Ladang" telah di-ator khas untok 15 pengurus2

Lapan pensharah jemputan telah memberi cheramah2 khas dan satulawatan ka-pusat Komputer telah di-lakukan sa-masa kursus sa-lama lima hari itu.

Pusat ini telah menerima sokongan dan kerjasama penoh Persatuan Peladang2Selangor dan Incorporated Society of Planters dalam menjayakan kursus ini.

VII. PERSIDANGAN KAJIAN SEMULA

Pimpinan Dan Perhubongan ManusiaDua puloh empat peserta, kebanyakan-nya daripada Sharikat Malayan

Tobacco Sdn. Bhd., yang telah menghadziri kursus Pimpinan dan PerhubonganManusia dalam bulan Oktober, 1968 di-K.ota Bahru, Kelantan telah di-jemputuntok menghadziri Persidangan Kajian Semula pada 14hb. Disember. Tujuanpersidangan ini ada-lah memberi nilaian ka-atas kesempurnaan prinsep2 dan teknik2yang telah di-kemukakan dalam kursus ini bagi mengkaji penggunaan-nya dalambidang kerja. Peserta2 telah memberi laporan yang baik atas kursus ini danmengemukakan beberapa chadangan atas tajok2 yang boleh di-masokkan di-dalam kursus yang lebeh tinggi atas Pimpinan dan Perhubongan Manusia.

RENGKASAN PENYATA TEKMK PROJEK2

Bahagian teknik penyata ini membentangkan rengkasan beberapa projekdalam kilang yang telah di-uruskan oleh peserta2 kursus Kaji-Kerja yang di-jalankan oleh Pusat ini. Ada-lah di-taksirkan bahawa $141,000 sa-tahun beru-langan telah dapat di-jimatkan, hasil penggunaan teknik2 daya pengeluaranoleh peserta2 kursus Kaji-Kerja.

1. Mengeringkan Ubat NyamokDalam proses mengeluarkan Ubat Nyamok ada-lah perlu di-keringkan ubat2

ini dalam dua ruang pemanas yang menggunakan sa-jenis gas sa-bagai bahanpemanas. Dalam chara ini telah terdapat peredaran haba yang tidak sa-imbangmengakibatkan gas yang terbuang. Satu saloran peredaran udara panas telahdi-bena untok ruang2 pemanas tersebut dan talam2 telah di-bena untok meletakkanubat2 yang maseh basah. Talam2 ini di-bentok dengan jarakZ di-bawah-nya supayamembolehkan peredaran hawa panas yang lebeh memuaskan.

Hasil tindakan2 ini, jangkamasa mengering telah dapat di-pendekkan dari14 jam hingga 10 jam, menghasilkan tambahan daya pengeluaran sa-banyak33.3%,

2. Peril Sabut untok BungknsanSa-orang pembuat barang menggunakan banyak peti2 di-perbuat daripada

keping2 sabut beralor untok membungkus barang2 buatan-nya sa-belum di-edarkanSatu kajian yang teliti telah di-jalankan dan di-dapati bahawa harga membuatpeti2 tersebut dapat di-kurangkan dengan chara2 yang berikut: —

(a) mengubah bentok peti2 tersebut supaya jumlah keping2 sabut beraloryang di-gunakan untok membuat peti2 itu dapat di-kurangkan dengantidak payah mengurangkan luas ruang peti2 tersebut; dan

(b) mengurangkan bahan2 keping2 sabut beralor yang di-gunakan dengantidak mengurangkan perlindongan yang di-beri kapada barang2 yangdi-isikan di-dalam peti tersebut.

Hasil usaha2 ini telah menjimatkan bahan keping2 sabut beralor daripada2% bagi peti2 yang besar hingga 18% bagi peti2 yang kechil.

3. Pengeluaran Buku2 TulisanSa-orang penerbit buku2 sekolah dan pembuat buku2 tulisan telah dapat

mengeluarkan 7,560 buku2 tulisan sa-hari. Sembilan rim kertas di-garis denganalat penggaris dalam satu jam, tetapi terdapat kelambafiln sa-lama sa-tengah jambagi memuatkan tiap2 satu kumpulan kertas ka-dalam jentera itu. Dua pangkinberputar telah di-bena dan ini membolehkan pekerja untok mengator sembilanrim kertas sa-masa kumpulan yang pertama sedang di-garis.

Hasit-nya ia-lah tambahan daya pengeluaran sebanyak 50%.

4. Kerja Mengisi TuanganSa-buah bengkel besi dan besi-waja mengeluarkan alat2 besi-tuangan untok

perusahaan perlombongan. Kerja menyiapkan dan mengisikan bahan2 ka-dalamachuan mengambil masa waktu kerja 276 jam bagi sa-orang pekerja. Denganmenggunakan alat baru untok mengisi bahan besi ka-dalam achuan jangkamasayang di-perlukan telah di-kurangkan sa-banyak 60 jam waktu kerja.

Ini telah menjimatkan upah kerja buroh sa-banyak 68%.

5. Membelah Paip2 Best TampalKerja membelah paip2 besi tampal di-sabuah bengkel kerja telah di-jalankan

dengan menggunakan gas oksigen. Dengan menggunakan gergaji2 letrik ^masakerja telah dapat di-jimatkan. Kerja ini yang mula-nya mengambil masa sa-rninggutelah dapat di-kurangkan ka-sahari.

Hasil-nya 63% upah kerja telah dapat di-jimatkan pada tiap2 sa-kaki paipyang di-usahakan.

6. KilangZ Getah Mutu RendahBeberapa projek Kaji Kerja telah di-jalankan untok meninggikan daya

pengeluaran di-kilang getah mutu rendah di-sabuah Iadang2 getah. Projek2 initelah di-jalankan di-beberapa bahagian kilang saperti berikut: —

(a) Menesen(b) Mengering(c) Mengasing(d) Menimbang dan Membungkus

(a) Keluaran Getah Mutu Rendah (Memesen)Hasil daripada mengatorkan semula chara memesen getah dan mengangkut

bahan2 mentah, semua mesen2 telah di-guna sa-penoh2-nya. Kerja yang melibat-kan perjalanan dan pengangkutan telah di-kurangkan sa-kurang2-nya. Keadaantelah dapat di-perbaiki lagi manakala mesen2 baru telah di-tempatkan di-pusatmemesen itu.

Hasil yang di-dapati ada-lah berikut: —(i) Pengeluaran telah bertambah 46%

(ii) Jumlah buroh di-kurangkan 20%(iii) Masa terbuang bagi mesen di-kurangkan 80%.

(b) Membaiki Kechekapan Saloran MengeringDengan membena Iobang2 yang lebeh sempurna di-tembusan mengering

dan menyediakan kipas peniup, peredaran haba di-dalam tembusan tersebut telahdapat di-tepatkan kapada keping2 getah yang sedang di-keringkan. Ini telahmengurangkan masa mengering di-dalam tembusan tersebut.

Hasil yang terchapai ada-lah berikut: —(i) Masa mengering telah di-kurangkan daripada 11 hari hingga 8

hari, berma'ana kekurangan sa-banyak 27%.(ii) Dengan mengadakan empat tembusan yang di-perbaiki muatan

mengering telah bertambah 52%.(iii) Kegunaan wap telah di-kurangkan sa-banyak 20%.

(c) Mengator Getah2 SkrapSa-lepas satu kajian teliti, satu perubahan chara dan atoran kerja telah

di-buat yang telah mengubah proses daripada 'Kumpulan' ka-satu proses yangmembolehkan pengeluaran lebeh laras. Chara ini telah mengurangkan kegunaankhudrat pekerja2 dan dapat menggunakan dengan lebeh baik ruang simpananyang sedia.

Hasil yang terchapai ada-lah saperti berikut: —(i) Pengeluaran telah, bertambah 25%

(ii) Buroh telah di-kurangkan 20%.

(d) Menimbang dan membungkus kepingZ yang telah di-lipatKechekapan pekerja2 di-bahagian ini telah dapat di-perbaiki sa-lepas satu

ukuran kerja telah di-jalankan. Jumlah pekerja yang terlibat telah di-kurangkandaripada empat hingga dua sahaja. Dua~ pekerja yang tidak lagi perlu di-tempalitu telah di-gunakan untok kerja2 lain di-bahagian itu.

Hasil perubahaan ini ia-lah 50% telah dapat di-jimatkan dari segi tenagaburoh.

7. Pemilehan Mutu VeneerBahagian Pemilehan Mutu Veneer di-sabuah kilang kayu pakisan di-perlu

menyiapkan Veneer yang telah di-pileh untok di-tekan. Di-dapati bahawa alatpenekan wap boleh mengerjakan 3200 keping sa-hari manakala bahagian PemilehanMutu hanya boleh menyediakan 2400 keping sa-hari. Akibat-nya bahagianPemilehan Mutu telah melibatkan keria lebeh masa yang banyak. Satu kaji-chontoh kerja telah di-jalankan di-bahagian itu dan di-dapati bahawa hanya51% waktu kerja sa-benar-nya merupakan kerja berkesan. Atoran kerja di-duabahagian telah di-ubah.

Hasil perubahan ini: —(a) daya pengeluaran sa-banyak 95% telah dapat di-laksanakan.(b) daya pengeluaran tenaga buroh telah bertambah 188%.

8. Membaiki MeterBahagian membaiki meter di-satu pertubohan telah menyuchi dan juga

membaiki meter letrik sa-perengkat sa-lepas meter tersebut di-gunakan sa-lamalima tahun. Lebeh kurang 48,000 meter tersebut di-baiki dalam sa-tahun. Kerjamembuka, memereksa, menyuchi dan menchantomkan semula meter telah di-lakukan ole hsa-orang pekerja. Ada-lah di-dapati sa-bahagian besar masa pekerjaitu telah di-tumpukan kapada kerja yang tidak memerlukan kemaheran. Sa-lepassatu kajian teliti, jabatan itu telah mengator semula pekerja2-nya dengan mengubahperatoran kerja dan menyediakan meter2 tersebut sa-belum di-hantar untok di-perbaikki. Usaha ini telah menambahkan jumlah meter yang di-perbaikki dandi-samping itu bahagian aperentis jabatan itu telah juga menerima latehan yanglebeh memuaskan.

Daya Pengeluaran telah bertambah 30%.

9. Memproses KapasAda-lah di-dapati bahawa pengeluaran alat pengering kapas terhad, di-

sebabkan oleh kelambatan pembuangan ayer di-alat pengering itu. Kelebehankandongan ayer yang terdapat di-kapas2 tersebut telah juga menghalang kapas2itu di-siatkan kechi!2 untok di-kering. Chara baru yang di-lakukan memerlukapas2 yang basah di-putar hingga kering di-alat pengering dengan lebeh lama.Chara memechahkan keping2 kapas itu telah juga di-perbaiki untok membolehkankapas2 itu di-pechahkan menjadi keping2 yang kechil dan putaran alat pengerineitu telah juga di-perchepatkan laju-nya sa-banyak 20%.

Hasil usaha ini ada-lah berikut: —(a) Tambahan pengeluaran kapada yang kering sa-banyak 50%.(b) Upah tenaga buroh telah dapat di-jimatkan sa-banyak 55%.

Projek Pemeliharaan PenchegahSa-orang penyelia di-sabuah bengkel kerja yang beesar yang bertanggong

jawab atas soal pemeliharaan dan pembaikkan segala alat2 jentera dan letrikdi-bengkel itu telah mengatorkan satu sistem pemeliharaan penchegah. Sistem

ini berasas kapada usaha2 pemereksaan yang terator dan yang di-ranchang tiap2dua kali sa-bulan dan dua kali sa-tahun. Usaha2 ini telah membolehkan bengkelitu mengetahui dan membetul segala alat2 yang rosak sa-belum terjadi kerosakariyang lebeh besar. Hasil usaha ini telah mengurangkan belanja pemeliharaan daflpembaikan sunggoh pun kerjaZ pemeliharaan telah bertambah di-sebabkan olehtambahan jentera2 baru.

Keselamatan PerusahaanKepentingan keselamatan perusahaan sangat di-sedari. Sa-buah kerajaan

tempatan dan dua badan2 pengeluaran telah mengujudkan jawatankuasa kesela-matan di-pertubohan2 mereka. Sa-orang jurutera dari kerajaan tempatan tersebutyang telah menghadziri kursus "Keselamatan Perusahaan" di-Pusat ini telahmengemukakan satu shor yang mendalam. Shor ini mengandpngi kajian telitiyang khas, tugas2 dan tanggong jawab kakitangan berkenaan dengan keselamatankerja hari2.

Satu pertubohan minyak antarabangsa telah mengkaji keperluan ahli2jawatankuasa keselamatan yang ada untok menjadikan mereka lebeh aktif danberkesan.

Rekod2 kemalangan dan pelajaran keselamatan pekerja2 sedang di-pilehsemula dan di-baharui oleh sa-buah lagi kilang membuat barang.

Persidangan(i) Pengarah, Pusat Daya Pengeluaran Negara, Enche Abu Kassim bin Haji

Mohamed, telah di-lantek menjadi ketua perwakilan kerajaan Malaysia di-Persidangan Daerah Daya Pengeluaran dan Ekonomi Sedang Membangun yangdi-anjorkan oleh kerajaan Singapura mulai 20hb. hingga 25hb. Mei, 1968.

(ii) Pengarah telah juga menghadziri 'Seminar Daerah mengenai Pengu-rusan Kakitangan dan Perhubongan Perusahaan' anjoran Pertubphan BurohAntarabangsa di-Jamshedpur, India mulai 23hb. Oktober hingga 16hb. November,1968. Beliau telah menjadi ketua wakil kerajaan Malaysia di-seininar tersebut.Sa-masa di-India beliau telah sempat melawat 'Small Industries Extension ServiceInstitute, Staff Administrative College', Sekolah Latehan Letrik dan Jentera,Kementerian Pertahanan India di-Hyderabad. Sa-masa di-Madras beliau telahjuga melawat Majlis Daya Pengeluaran Madras dan Pusat Daya PengeluaranNegara Daerah Madras.

Kemajuan PegawaiZTiga Pegawai2 Latehan dan Penyiasatan ia-itu, Enche2 Wong Kok Heng,

Arshad bin Marsidi dan P. Koshy George telah menghadziri 'Kursus LatehanInstrakter dalam Teknik2 Mengajar' di-Institiut Latehan Perusahaan, KementerianBuroh. Kursus ini telah mengambil masa tiga belas minggu mulai 3hb. Septemberhingga 6 hb. Disember, 1968.

PelawatZSatu Kumpulan Kajian Perusahaan ka-Asia Tenggara terdiri daripada 17

pengusaha2 Jepun anjoran Pusat Daya Pengeluaran Jepun bersama2 PertubohanDaya Pengeluaran Asia telah membuat lawatan sa-hari ka-Kuala Lumpur padallhb. November, 1968.

Pusat in! telah menjadi tuan rumah kaoada kumpulan Kajian Perusahaanitu. Di-samping memberi keterangan atas kegiatan2 Pusat ini, kakitangan Pusatini telah juga membawa pelawatZ itu ka-Bilek Gerakan Lembaga KemajuanPerusahaan Malaysia dan Ajinpmoto Sdn. Bhd.

PENGHARGAAN

Majlis Daya Pengeluaran Negara ini menguchapkan terima kaseh kapadaKerajaan2 Negeri, Ranchangan Colombp, Pasokan Perkhidmatan Antarabangsa,Amerika Sharikat, Kerajaan India, Pertubohan2 dan peserta2 atas kerjasamadan bantuan yang di-beri kapada Pusat ini.

A business enterprise has only two alternatives, it either growsor goes.

However the growth of any enterprise depends essentiallyon the men who hold the rein. The growth of men must precedethe growth of the enterprise. Business enterprise needs men whoare able to effect improvement within their enterprise; these menmust have the inherent belief that the largest room in the worldis the room for improvement.

It is not expected of us to do extraordinary things but onlyto do ordinary things extraordinary well. This should only beachieved through continuous Management Development Training.

INTRODUCTION

The Natioal Productivity Centre of MalaysiaThe National Productivity Centre was established in 1962 as a joint

project by the United Nation Special Fund and the Federal Government withthe International Labour Organisation as the executing agency. According tothe Plan of Operation of the project the Centre would ultimately becomeautonomous.

In 1966, the National Productivity Centre (Incorporation) Act No. 19 of1966 was passed by Parliament and the Centre became an Autonomous bodyeffective as from 1st March, 1966. The members of the Council were appointedby the Minister of Commerce & Industry in July 1966.

The Centre is subsidised by the Government until such time as it becomesself-supporting.

The functions of the Council are to establish and maintain the NationalProductivity Centre for the purpose of: —

(a) raising the standard of management including supervision at all levelsin commerce and industry in the Federation;

(b) improving the efficiency of industrial pperations, sales and marketingwith particular reference to methods of increasing productivity, ofimproving quality of output, of lowering costs and giving trainingand advice on labour-management relations;

(c) initiating training and other programmes that would best serve specificand local requirements and requirements of the country as a whole;

(d) publicising the aims, objectives and activities of the Centre andobtaining the co-operation of employer and employee groups;

(e) advising the Minister and private organisations, institutions or indivi-duals on matters covering all aspects of productivity techniques withinthe competence of its staff;

(f) serving as a forum for discussing organisational, managerial andsupervisory problems in commerce and industry;

(g) reporting annually to the Minister on the progress and problems ofraising productivity in commerce and industry in the country andmaking recommendations on the manner in which such prpblemsmay be dealt with;

(h) undertaking and performing consultant services;

(i) establishing and maintaining contacts with similar or other agenciesboth national and international;

(j) doing all such matters and things as may be incidental to or con-sequential upon the discharge of its functions under this Act.

During the year the Council met three times and amongst other mattersdiscussed the following: —

GENERAL REVIEW

Increase in Training Courses1968 saw a big stride being taken by the National Productivity Centre in

fulfilling its objective. The number of courses totalled 67 as compared to 46in 1967 and the number of participants reached 1121 as compared to 765in 1967. The increase in training courses conducted is attributed to the factthat more commercial, industrial, government and quasi-government organisationshave recognised the necessity of training their personnel in order to developand meet the challenge of keen competition. Many new organisations have nowcome into the fold of the Centre's participants. There is also evidence that thoseorganisations who had previously sent their personnel to the Centre for trainingare now making it a regular feature in their own staff training programmes. Alarge number of participants have also returned to the Centre to take part inmore advanced courses or to receive training in other fields of productivity.

Since the inception of the Centre in 1962, cost savings amounting tomore than $750,000 has been achieved annually through a total of 102 projectsin-plant practical projects carried out by participants who attended Work Studycourses. During this year nine in-plant practical projects were completed resultingin a total cost savings of $141,000 annually. The officers of the Centre assistedand gave advice during the implementation of these projects.

New Training CoursesSeven new courses were designed and conducted this year. The Industrial

Engineering Section conducted two courses Maintenance Management and Indus-trial Safety. In the Sales and Marketing Section, courses on Marketing and ExportPromotion were designed and conducted. The Industrial Relations Section whichbecame operational in February conducted three new courses — Managementof Labour Relations for Junior Managers and Industrial Relations for TradeUnion Executives.

In-service TrainingNine trainers from six different organisations who have successfully attended

the Centre's institute courses conducted 37 courses in their own .organisationsfor 345 participants. The Centre gave every support to these trainers with aview to spreading basic Supervisory Training to as many organisations as possible.

Sponsorship CoursesThe Centre is encouraging organisations to sponsor the Centre's training

courses for their own needs both locally as well as outstation so as to get moreactive participation by other organisations in the activities of the Centre.

Eleven organisations undertook to sponsor courses conducted by theCentre, eight of which were in different towns. Federal Industries (M) Sdn. Bhd.Johpre Bahru, sponsored a Job Simplification Course for Supervisors in JohoreBahru. Another Job Simplification Course for Supervisors was sponsored byUnited Plywood and Sawmills Ltd., Seremban. The Sabah Employers' ConsultativeAssociation sponsored a Management of Labour Relations Course for too andsenior management personnel in Sandakan. The Electrical and MechanicalEngineering Directorate, Ministry of Defence, undertook to srxmsor two courses,Management of Labour Relations and Leadership and Human Relations, formilitary officers in Tawau.

Once again the Rotary Club of Penang repeated last year's performanceby sponsoring two more courses this year, Sales Management and Leadershipand Human Relations.

The Dale Carnegie Alumni Association District 97 of Kuala Lumpursponsored a course on Job Simplification for Supervisors after office hours. Twelvesenior personnel of the National Electricity Board attended a five-day JobSimplification for Supervisors course on special request .by the Board.

The Assunta Hospital Petaling Jaya, for the "first time, sponspred threeLeadership and Human Relations Courses for their Matrons, Nursing Sistersand Staff Nurses after office hours.

UNITAC Sdn. Bhd., Malacca, sponsored-a three-day cpurse for 20 managersand assistant managers of the group's estates on the subject of Management ofLabour Relations.

At the request of the Transport Division of MARA, the Centre .conducteda Leadership and Human Relations Course after office hours.

The Malayan Tobacco Co. Sdn. Bhd. sponsored a total of six courses— three on The Supervisor as a Trainer and Instructor and three on Leadershipand Human Relations — in Kota Bahru, Kelantan. A total of 72 supervisorypersonnel including some from other organisations in Kota Bahru .attended thecourses in October and December.

Training in Agricultural SectorA Plantation Management Course for senior managers of rubber plantations

was conducted by the Centre with the support and cooperation' of the SelangorPlanters' Association and the Incorporated1 S,ociety of Planters.

StaffingThe Centre also achieved an expansion of its staff. There are eight Training

and Investigating Officers now at the Centre as compared to one for 1967.With the increase in the staff strength it is predicated that greater activities willbe undertaken in 1969.

Training AdvisersThe Council is faced with the problem of getting suitable Training Advisers

to assist the Centre in its functions and also in the training of the newlyrecruited officers. However, during the year six advisers served the Centre forspecific periods lasting from three months to a year.

Consultancy ServiceAlthough the Centre is not yet in a position to offer a Consultancy

Service to industrial and commercial organisations, it is giving advisory serviceand technical information services to various organisations and individual parti-cipants.

Certificate PresentationIn June 1968, the Hon'ble Minister of Labour, Enche V. Manickavasagam,

presented certificates to participants during the Centre's Presentation Ceremonywhich was attended by over 600 guests.

Establishment of the Malaysian Association of ProductivityIn close co-operation with course participants, the Centre is in the final

stage of organising a Malaysian Association of Productivity which, when operational,will further enhance the activities of the Centre and spread the concepts ofproductivity to a wider field. It is planned to hold the inaugural meeting ofthe Society early next year.

News BulletinCirculation of 'The Reporter' continues to grow and has now reached

nearly two thousand copies. The monthly bulletin acts as a two-way mediumbetween the Centre and course participants and also as an organ to publicisethe activities of the Centre.

Exemption for TaxWith effect from 1st January, 1968 the Comptroller General of Inland

Revenue has approved that any gift of money to the National ProductivityCentre Fund by other organisations be exempted from tax under provisions ofSection 44(6) of the Income Tax Act No. 47 of 1967.

With continued support from the private sector, the Centre will be ableto offer an increasing range of services in the field of management developmentand productivity training, to create a market of well trained local personnel.

ACTIVITIES OF TRAINING SECTIONS

I. INDUSTRIAL ENGINEERING SECTION

Work Study Part ITwo Work Study Part I courses were conducted during the year for 33

participants. The first was conducted from 17th to 28th June and the secondfrom 19th to 29th August. Twenty-six industrial, commercial, government andquasi-government organisations were represented during the two courses.

The course is designed to assist Management in the control of productionor service by the application of Work Study Techniques, particularly MethodStudy and Work Measurement. It also involves the critical examination of humanwork in all its contexts leading to the systematic investigation of all the factorswhich affect the efficiency and economy of the situation under review, in orderto achieve improvements and higher productivity.

The course is divided into two distinct phases. The first phase consists often days of theoretical training including discussions and application of techniquesin actual job situations. The second phase is the practical training within theparticipants' own plant until they have completed at least one practical in-plantproject after which they are invited to attend the Work Study Course Part II.

One guest lecturer was invited to participate in the courses. Nine industrialorganisations were visited during the courses to familiarise the participants withthe practical application pf work study techniques.

Work Study Part IIThe Work Study Part II course was conducted from 19th February to

1st March. Twenty-eight executives from 25 industrial, commercial, governmentand quasi-government organisations participated in the ten-day course. All 28participants had previously attended the Work Study Part I courses in 1966and 1967.

Eighteen in-plant project reports were presented during the course by13 participants out of which 12 projects have been approved and successfullyimplemented by top management. These projects resulted in Cost Savingsamounting to $141,000 annually recurrent. Another 4 projects have been imple-mented by the participants but cost savings have not been calculated. Twoother projects were approved by management but have not yet been implemented.

Three guest lecturers took part in the course and two visits to industrialorganisations were made.

Maintenance ManagementThe Maintenance Management Course is a modification of the Preventive

Maintenance Course conducted in 1967. It is designed for supervisory personnelwho are directly concerned with maintenance cpsts, manning and procedure. Itemphasises the costs of maintenance and the loss of profit dollars causedby Maintenance methods.

Twenty executives representing 19 industrial, commercial and quasi-government organisations attended the five-day course held from 27th till 31stMay, 1968.

Three guest speakers were invited to give specialised talks to theparticipants.

Industrial SafetyForty-seven executives from 34 industrial, government and quasi-government

organisations participated in two Industrial Safety Courses conducted in October,1968.

The four and a half day course was designed to give a general outlineof Industrial Safety and to instill safety consciousness in industrial undertakings.Malaysia's Statistics: on industrial accidents were examined together with totalaccident costs and studies were made of organisation and operation of Safetycommittees and accident investigation reports.

Four guest speakers were invited to give specialised talks and a visit wasmade to pbserve the operation of a safety committee and another to attenddemonstration on the usage of fire fighting equipment.

The course was extremely well received and many of the participants urgedthe setting up of a national level safety organisation for manufacturing industries.

Job Simplification for SupervisorsThe object of the course is t,o introduce techniques, ways and means

by which jobs can be studied, simplified and improved in a factory or office.

Eight such courses were conducted during the year for 101 participantsfrom industrial, commercial, government and quasi-government .organisations.

Three of the courses were sponsored by industrial organisations:

(i) The Federal Industries (M) Sdn. Berhad, Johore Bahru, sponsoreda course from 22nd — 26th April for 13 participants, six of whom wereemployees of the Federal Industries (M) Sdn. Berhad while seven others werefrom neighbouring factories.

(ii) From 22nd to 26th July, 11 participants attended the course whichwas sponsored by the United Plywood and Sawmills Ltd., Seremban. Eightorganisations were represented in the course.

(iii) The National Electricity Board sponsored a Job Simplification forSupervisors Course from 3rd to 7th September. Twelve senior personnel ofthe Board attended the course which was conducted at the Board Headquarters.

II. MANAGEMENT ACCOUNTING SECTION

Cost Accounting CourseEighteen participants representing 17 industrial, commercial, government

and quasi-government organisations attended the Cost Accounting course heldfrom 1st to 12th August, 1968. The two-week course is designed to demonstratethe importance of accounting as a tool for modern management.

Participants visited five organisations to study accounting systems inpractice and one case study concerning the costing system of a local manufacturerwas presented for discussion.

Three guest speakers gave specialised talks during the course.

III. SALES AND MARKETING SECTION

This section conducted 11 courses for 238 participants; the four typesof courses were: —

(i) Salesmanship(ii) Sales Management

(iv) Export Promotion

(i) Five courses in Salesmanship were conducted for 101 sales executivesfrom industrial, commercial and quasi-government organisations.

The course is designed for sales representatives. It deals with the funda-mentals of successful sales techniques and human factors affecting sales.

(ii) Two courses in Sale Management were conducted during the year for60 sales executives. The course is designed for Sales Managers and senior salesexecutives and aims at providing guidance in training and supervision of thesales force with the object of increasing sales volumes and profits.

One of these courses was conducted in Penang and was sponsored by theRotary Club of Penang. Thirty-six sales executives from 24 industrial and com-mercial organisations, attended the five-day courses.

(iii) Two courses on Marketing were conducted in July and Augustfor 48 marketing and sales executives from 30 industrial and commercial orga-nisations.

The course pffers executives an opportunity to examine their existingmarketing programmes and to incorporate new and modern ideas in order toachieve increased sales and profits with the minimum time and expense.

(iv) The Export Promotion course is designed for senior and middlemanagement executives who are involved in developing and improving exportmarketing programmes; focusses attention on the major fundamental principlesof successful export promotion and covers various topics from market surveyto export designing and packaging. A guest speaker was invited to give aspecialised talk at both these courses.

Twenty-nine senior and middle management executives representing 25industrials, commercial and quasi-government organisations attended the twocourses.

IV. MANAGEMENT DEVELOPMENT SECTION

This section conducted 26 courses during the year for 389 participants.The aim is to get as many supervisory personnel as possible to benefit from thecourses offered. Courses were designed to cater for the individual needs ofvarious organisations. Besides the courses at the Centre 12 courses were con-ducted outside Centre premises for variou organisations.

One institute course for thirteen participants and nineteen basic supervisorycourses were conducted during the year.

Managerial FunctionsOwing to the great demand for the above course which was started in 1967,

two more were held in early 1968. A total of 40 executives from 23 organisationsparticipated.

The course deals with the functions essential to the successful manage-ment of an enterprise. Subjects such as planning, organising, delegating, directingand controlling were included in the course. The importance of making mosteffective use of available manpower resources is emphasised.

Modern Management Development and Training — Part ITwenty-seven top and middle management executives from industrial,

commercial, government and quasi-government organisations attended the abovecourse in January which was the third in the series conducted by the Centre.

The course outlines the techniques of management of a successful businessor operation and training in the use of basic principles and tools which wouldlead to increased productivity and profits.

Modern Management Development and Training — Part II(i) Due to the excellent response to Modern Management Development

and Training Part I, an advanced Part II course was designed covering a widerarea of management techniques and in greater depth.

The course was conducted from 15th — 19th January, 1968 for 30 top andmiddle level executives fr.om 25 organisations.

(ii) The course was repeated from 5th — 9th February to meet the demandfrom the industrial and commercial sectors. Thirty-two top and middle levelexecutives from industrial, commercial, government and quasi-governmentorganisations participated in the five-day course.

Leadership and Human Relations — InstituteWith the pbject of making available the very popular Leadership and Human

Relations Course to as many supervisory personnel as possible, the Centreconducted an Institute Course on Leadership and Human Relations from 41th —22nd March. Thirteen trainers representing 10 organisations attended ,the twoweek intensive course. Nine in-plant basic cpurses on the same subject wereconducted in three organisations by these trainers.

Leadership and Human Relations — BasicThis is by far the most popular course. As one of the four basic

supervisory courses, it aims at developing supervisory skills in man-managementwith a view to giving guidance on the working situation and good inter-personalrelations in the department.

The course is suitable for all levels of supervisory personnel from thefirst line to top management.

Thirteen courses were conducted for 163 participants. Six of these wereconducted after office hours to cater for those who were unable to attend(he morning courses. One course was conducted in Penang under the sponsorshipof the Rotary Club of Penang and another in Tawau, Sabah, for military officersorganised by EME Directorate, Ministry of Defence.

Three other organisations undertook to sponsor this course for theirpersonnel: —

(i) The Assunta Hospital, Petaling Java, sponsored three courses afteroffice hours for 40 supervisory personnel.

(ii) The Malayan Tobacco Co. Sdn. Bhd. sponsored three Leadership andHuman Relations courses for 36 participants in Kpta Bahru, Kelantan.

(iii) MARA sponsored one course in November for 16 supervisors attheir Headquarters after office hours.

Supervisor as A Trainer and InstructorFive courses were conducted during the year for 63 participants; two

courses were held at the Centre, one of which was held after office hours. Threemore courses were held in Kota Bahru, Kelantan and were sponsored by theMalayan Tobacco Co. Sdn. Bhd., for 36 participants.

The course is one of the four basic supervisory courses and is designed togive participants knowledge and skill in the nature and principles of modernteaching, instruction and training techniques in industry and commerce.

Groupwork and Discussion LeadingTwenty-one participants attended two courses on Groupwork and Discussion

Leading held in April and July. The course is in the series of basic supervisorycourses and is designed to train the participants in the techniques of leading groupdiscussions and conferences.

In-Plant Supervisory TrainingThe staff of the Management Development Section visited and assisted

in conducting in-plant supervisory training courses carried out by Trainers whohave successfully attended the Centre's Institute Course.

Thirty-seven in-plant supervisory training courses for 345 participantswere conducted by trainers in the following organisations: —

1. National Electricity Board Hqrs., Kuala Lumpur.2. National Electricity Board, Ipoh.3. Port Swettenham Authority.4. Public Health Institute.5. Cold Storage (M) Ltd.6. Royal Army Ordinance Corps Training Wing, Singapore.

V. INDUSTRIAL RELATIONS SECTION

This section, which became operational in February, 1968 conducted 14courses for 232 participants.

The courses were divided into three different levels, namely: —

(i) Management of Labour Relations— Top and Senior Managers

(ii) Management pf Labour Relations— Junior Managers

(iii) Industrial Relations— Trade Union Executives

The object of these courses is to enable the participants to examine conceptsand evaluate policies with a view to improving industrial relations in their organi-sations.

(i) Six Management of Labour Relations — Top and Senior Managers'Courses were conducted for 98 top and senior executives from industrial, com-mercial, government and quasi-government organisations.

Three of the above courses were conducted outstation. One was conductedin Sandakan for 16 top and senior management executive snonsored by theSabah Employers' Consultative Association and another was conducted in Tawaufor 15 senior military officers organised by the Electrical and Mechanical Engineer-ing Directorate, Ministry of Defence. The third was conducted in Malacca for20 participants at the request of UNITAC Sdn. Bhd., Malacca.

(ii) One hundred and four junior executives from industrial, commercial,government and quasi-government organisations participated in six courses onManagement pf Labour Relations — Junior Managers.

(iii) Two courses on Industrial Relations — Trade Union Executive wereconducted for 30 union executives representing 23 unions. Seventeen of theTrade Union executives were nominated and financed by their employers.

VI. TAILOR-MADE COURSE

Plantation ManagementA Plantation Management Course was specially organised for 15 senior

managers of rubber plantations. The course is designed to deal with theday-to-day managerial duties and problems, industrial relation matters, andprinciples of supervision peculiar to the plantation industry.

Eight guest lecturers gave specialised talks and a visit to a computerinstallation was made during the five-day course.

The Centre received full support and co-operation from Selangor Planters'Association and Incorporated Society of Planters in organising this course.

VII. REVIEW SESSION

Leadership and Human RelationsTwenty-four participants, mostly from the Malayan Tobacco Co. Sdn. Bhd.

who attended the course on Leadership and Human Relations in October 1968at Kota Bahru, Kelantan, were invited to attend a review session on 14thDecember.

The object of this session was to assess the effectiveness of the principlesand techniques that were presented and discussed during the course with the aimof assessing their usefulness in actual job situation. The participants reportedfavourably on the course and made several suggestions on topics to be includedin an advanced course on Leadership and Human Relations.

SUMMARY OF TECHNICAL REPORTS ON PROJECTS

The Technical portion pf the Report presents a summary of the variousin-plant practical projects completed by the participants in the Work StudyCourses conducted by the Centre. It is calculated that cost savings at the rateof $141,000 per annum have resulted from the application of productivitytechniques in the projects carried out by the participants' undertakings in theWork Study Courses compared to $67,000 in 1967. "

1. Drying of Mosquito CoilsIn the process of manufacturing mosquito coils it was necessary to dry

them in two heating chambers, using butane gas as fuel. Uneven heat distributioncaused gas wastage. A new hot air distribution system was devised for theheating chambers and new trays for placing the wet coils were constructedwith gaps at the bottpm for better hot air circulation.

The drying time was reduced from 14 hours to 10 hours, resulting inan increase in productivity of 33.3%.

2. Fibre Board Boxes for PackingA manufacturer uses corrugated fibre board boxes for packing the finished

products before distribution. A detailed study was carried out and the cost ofthe fibre boxes was reduced by: —

(a) designing the shape so that the area of the fibre board necessaryto make the box is reduced without reducing the volume of thebox, and

(b) by reducing the substance of the corrugated board used withoutmaterially affecting the protection the fibre box gives to the productcontained inside.

The resultant savings in the material of a fibre box varied from 2% forthe larger boxes to 18% for the smaller ones with consequential reduced costsof boxes.

3. Manufacture of Exercise BooksAn educational supplier and publisher manufactures exercise books at the

rate of 7,560 copies daily. Before cutting, nine reams of paper were ruled bya ruling machine in 1 hour but there was a delay of half-an-hour for theloading of each batch of nine reams of paper into the machine. Two separateplatforms with rollers were made and this enabled the operator to stack thesecond batch of nine reams of paper while the first batch was being ruled.

This resulted in an increase in productivity of 50%.

4. Charging Operation for CostingA steel and iron foundry specialises in the manufacturing of cast iron

components for mining industry. The preparation and charging of the cupola formaking the ir,on requires a total of 276 man-hours. By means of a new deviceand rearranging crewsizes for charging the scrap iron into the cupola, the timerequired was reduced to 60 man-hours.

This resulted in a saving of direct labour cost of 68%.

5. Splitting Galvanised Iron PipesThe splitting of galvanised iron pipes in a workshop was originally done

by oxygen cutting. By Introducing an electric saw, a saving in time wasobtained. The operation which formerly took approximately one week wasreduced tp one day.

A saving of 63% in operating cost per foot length of pipe was achieved.

6. Offgrade PlantSeveral Work Study were carried out to increase the productivity in the

Off grade Plant of a rubber projects estate. These projects were carried outin the following sections of the plant: —

(a) Milling(b) Drying(c) Sorting(d) Weighing and packing

(a) Production of Offgrade Rubber (Milling)As a result of rescheduling the system of milling and transporting the raw

materials, all mills were working at maximum load. Walking, carrying andtransportation were reduced to a minimum. Further improvements were madewhen new rollers were installed in the milling batteries.

The following results were achieved: —

(i) Production increased by 46%(ii) Labpur force was reduced by 20%

(Hi) Machine idle time was reduced by 80%

(bj Efficiency of Drying TunnelsBy installing ducts in the tunnel ceiling and a blower fan on the tunnel

floor, the heat flow along the floor of the tunnel was pushed upwards into therubber sheets. This reduced the drying time of the tunnel.

The following results were obtained: —

(i) Drying time was reduced from 11 tp 8 days, giving a reductionof 27%.

(ii) With four modified tunnels, drying capacity was increased by52%.

(iii) Steam usage was reduced by 20%.

(c) Sorting of Brown CrepeAfter a careful study, changes in methods were made which altered the

process from 'batch' to a continuous production. The better flow of productionreduced worker fatigue and better utilization of storage space was also pbtained.

The following results were obtained: —

(i) Production increased by 25%.

(ii) Labour force was reduced by 20%.

(d) Weighing and Packing Folded SheetsThe efficiency pf the operators in the section was improved as a result

of work measurement being carried out. The number of operators was reducedfrom four to two, and the two operators would also have extra time for othermiscellaneous work in the plant area.

This resulted in labour saving of 56%.

7. Veneer GradingThe veneer grading department in a plywood factpry had to supply enough

graded veneer to the hot-press daily for normal production. However, it wasfound that the capacity of the hot-press was 3200 sheets per day while thegrading department could only supply 2400 sheets. This resulted in excessiveovertime wprk in the grading department. An activity sampling was first carriedout in that department and it was found that only 51% of the normal workingtime was spent on effective work. The work load in the two departments werereadjusted.

This resulted in: —

(a) 95% increase in productivity.

(b) 188% increase in labour productivity.

8. Meter RepairThe Meter Repair Department of an establishment overhauls and repairs

single-phase electric meters after every five years of service. An average of48,000 meters are repaired every year. The dismantling, reconditioning, assemb-ling, cleaning and polishing were all done by the same ̂ worker and it was foundthat a large portion of the skilled repairer's time was spent on unskilled work.After careful study the department decided to organise the repair force into twoteams and change the layout of the work places and the preparation of meters

before they were sent in for repair. This helped in increasing the numberof meters repaired and at the same time the apprentices of the departmentwere trained more efficiently.

An increase in productivity of 30% was achieved.

9. Processing of Cotton Woo5It was found that the production of the cotton wool dryer was limited

due to the inadequate removal of excess water at the hydro-exractor. Theexcess water also prevented the cotton from being sufficiently broken up intosmall nieces for drying. The new method entailed that the wet cotton shouldbe spun dry at the hydroextractor for a longer standard time. The wet CottonOpener was also modified to break down the wet cotton evenly and the machinewas speeded up abput 20%. The feeding of well-opened, dryer cotton to theconveyor was introduced.

This resulted in 50% increase in production of dried cotton and savingsin direct labour cost of 55% was achieved.

10. Preventive Maintenance ProjectThe Foreman of a large workshop responsible for the maintenance and

repair of all electrical and mechanical equipment introduced a preventive main-tenance system which was based on scheduled servicing and pre-planned inspectionat twice-monthly and six-monthly intervals. This enabled the workshop todetect and rectify defective parts before any sudden major breakdown was likelyto occur. As a result lower maintenance and renair costs were achieved, althoughthe number of maintenance jobs increased as more equipment was added tovarious plants.

11. Industrial SafetyThe importance and value of industrial safety are being realised. One

local government and two manufacturers have introduced safety committees intheir organisations. In the local government organisation extensive oroposals weremade by one of its engineers who attended the Industrial Safety Course at theCentre. The proposal includes detailing specific duties and responsibilities ofits staff with regard to the safe operation of its day-to-day affairs.

A representative of an international Oil Company who attended the coursehad his Company's existing safety committee members requirements analysedand improved.

In an.other manufacturing Company which nominated its reoresentativeto the course, accident records and analysis and worker safety education wererevived and brought up to date.

OTHER SERVICES AND ACTIVITIES OF THE CENTRE

Radio ProgrammesThe Director, Advisers and staff of the Centre were interviewed on several

occasions by representatives of Radio Malaysia and these interviews were broadcastboth internally and overseas. Several activities of the Centre were also reportedin the national news.

TelevisionMembers of the Centre's staff were interviewed and telecast over Television

Malaysia. Important items of news were also reported over Television news anddocumentary programmes.

FilmsPrivate organisations continued to make extensive use of the Centre's

film library.

LibraryThe Centre's Library was organised and expanded and its facilities were

opened to all course participants.

Publications'The Reporter', the monthly news bulletin of the Centre reporting the

activities of the Centre and acting as a two-way communication between theCentre and the participants, continued to be published and to date nearly 2000copies are being circulated monthly.

Public Talks and LecturesTwenty-eight public talks and lectures were given by the Centre's staff

to 25 industrial, commercial, government, and quasi-government and voluntaryservice-organisations all over the country.

Conferences(i) The Director Enche Abu Kassim bin Haji Mohamed was head of

the Malaysian Government delegation at the Regional Conference on Productivityand Emerging Economies organised by the Singapore Government from 20th —25th May, 1968.

(ii) The Director attended the ILO Asian Regional Seminar on PersonnelManagement and Industrial Relations at Jamshedpur India from 23rd October— 16th November, 1968. He was the Malaysian Government Delegate at theseminar. While in India he also visited The Small Industries Extension ServicesInstitute, The Staff Administrative College and The Electronic and MechanicalEngineering Training School of the Ministry of Defence, India, at Hyderabad, andThe Madras Productivity Council and The Regional, National Productivity Centreat Madras.

Development of OfficersThree Training and Investigating Officers Enche2 Wong Kok Heng, Arshad

Marsidi and P. K. George attended a Crash Instructor Training Course inTeaching Techniques at the Industrial Training Institute, Ministry of Labour.The course lasted 13 weeks from 3rd September — 6th December., 1968.

VisitorsAn Industrial Study Team to South East Asian Countries comprised of 17

Japanese entrepreneurs sponsored by the Japan Productivity Centre in conjunctionwith the Asian Productivity Organisation made a one day visit to Kuala Lumpuron llth November, 1968. The Centre was host to the Industrial Study Team.Besides briefing the team on the activities of the Centre, the Centre's staff alsotook the team to FIDA Operations Room and to Ajinomoto Sdn. Bhd.
