PERUTUSANPENCERUSI

Bermula dari tahun 1980, Pusat ini terpaksa menempuh cabarandalam menampung masalah-masalah masakini yang berpunca daripadakemercxsotan ekonomi dunia.

Malaysia yang bergantung kepada ekonomi perdagangan turutmerasai kesan ekonomi dunia yang lembab. Ini seterusnya memberikesan ke atas sektor-sektor perdagangan dan pembuatan di negara ini.

Dari beberapa segi, kegiatan-kegiatan Pusat ini yang lebih menekankankepada keperluan-keperluan latihan sektor-sektor perdagangan danindustri turut juga dipengaruhi oleh keadaan ekonomi yang lembabini. Walaupun, diramalkan satu pengurangan dalam jumlah aktivitikeseluruhan akan berlaku. Pusat ini akan terus berusahamencapai objekt i fnya dalam menyediakan khidmat untuk mcmenuhikeperluan sektor-sektor swasta dan awam dalam bidang latihan dankhidmat nasihat.

Sokongan pihak pengurusan kc atas kegiatan-kegiatan Pusat iniselanjutnya menunjukkan suatu perhatian tclah diberikan dalampembangunan sumber tenaga manusia, pertumbuhan golonganusahawan dan peningkatan produktiviti. Fakta ini dapat dibuktikankebenarannya dengan melihat bilangan kursus-kursus berjumlah 595yang tclah dkidakan dengan jumlah bilangan pcsertanya 14,107 orangbagi tahun 1985. Angka ini melambangkan satu pertambahan sebanyak31% dalam aktiviti latihan berbandirig dengan tahun 1984.

Jelaslah dengan pencapaian tersebut, Pusat ini telah menunjukkanpcnerimaan dari pihak pengurusan ke atas pendekatan yang pragmatikdan prof'esional dalam melatih kakitangan peringkat pengurusan danpenyeliaan. Adalah suatu yang menyenangkan bila dilihat bahawapihak pengurusan menganggap laiihan itu penting sekiranya badan-badan perniagaan ingin bertahan lama. Latihan adalah lebih pentingjika badan-badan perniagaan itu ingin bcroperasi secekap yangmungkin, terutamanya dalam mengurangkan pembaziran dan kos dizaman kemelesetan ini.

Dalam usahanya untuk memajukan bidang keusahawananBumiputera, Pusat ini telah melancarkan Skim Latihan LIsahawanBumiputera yang pcrtama un tuk 18 orang peserta. Programtersebut telah dianjurkan bcrsama oleh PDPN/FGU dan ditaja olehUnit Penyelarasan Pelaksanaan (ICU), Jabatan Perdana Menteri. Pcscrta-peserta telah menjalani satu program penempatan selama dua bulan diJerman Barat setelah selesai menjalani latihan mereka selama satubulan di Pusat ini.

Selain daripada program khas tersebut, Bahagian PerkhidmatanBumiputera telah berusaha di dalam menjayakan objektifnya untukmempertingkatkan lagi pembangunan usahawan-usahawan BumiputeraIni tcrbukti dengan pertambahan kursus sebanyak 60% dan 57%dari segi bilangan peserta berbanding dengan tahun 1984.

Unit QCC ditubuhkan untuk membolehkan satu tumpuan penuhdibuat dalam menggalakkan QCC di negara ini. Dengan penubuhanunit ini akan memberikan dorongan kepada penyebaran yang lebihluas tentang teknik-teknik dan amalan-amalari QCC. Sejumlah 347kumpulan daripada 31 buah organisasi telah rnendaftarkan diri denganSekretariat QCC. Bilangan kumpulan-kumpulan yang berdaftardijangka akan bertambah di tahun-tahun akan datang dengan adanyapertumbuhan pcrgerakan QCC.

Bagi tahun ketiga berturut-turut, Kempen Produktiviti yangdijalankan oleh Pusat ini telah mendapat penglibatan yang aktifdaripada para pekerja, pelajar-pelajar dan surirumah-surirumah. Hasildaripada analisa kempen 1984 menunjukkan pencapaian sebanyak

50% dari segi kesedaran kempen di kalangan penduduk telahdiperolehi. Berdasarkan daripada hasil kajian ini, kempen tahun 1985mengambil strategi memperkenalkan pendekatan 'bagaimana cara'untuk meningkatkan produktiviti di kalangan kaum pekerja umum disamping golongan pelajar dan surirumah. Prinsip 'bagaimana cara'adalah dimaksudkan untuk memberi motivasi dan mendorong orangramai supaya berfikir dan mengamal secara positif cara-cara yangboleh menggalakkan kemajuan dalam produktiviti di dalam semuakegiatan yang berkaitan dengan pekerjaan. Dari itu semua kegiatankempen 1985 adalah menuju kearah pencapaian objektif tersebut.

Pendekatan baru di dalam Kempen Produktiviti memerlukan Pusatini bergerak di dalam bidang yang lebih kompleks serta memerlukanpembentukan petunjuk-petunjuk produktiviti dan kaedah pengukuranproduktiviti di samping kegiatan biasa menggalakkan produktiviti.Sehubungan dengan ini, Pusat ini telah menubuhkan Unit GalakanProduktiviti yang mana akan membolehkan Pusat ini terus melangkahke hadapan dalam persiapan untuk menghadapi permintaan-permintaan baru dalam bidang perkhidmatan.

Ramalan Ekonomi Dunia serta keadaan ekonomi negara pada tahun1986 lebih condong kearah ketidakpastian. Berdasarkan kepadakeadaan permintaan yang lemah dan pertambahan dalamperlindungan-perlindungan perdagangan keatas negara-negaraperindustrian, beserta dengan perdagangan dunia yang lembab, adalahdijangkakan akan memberi kesan ke atas prestasi ekonomi negara-negara membangun. Oleh itu, permintaan luar untuk baranganMalaysia tidaklah dijangka akan meningkat secara jelas dalam tahun1986.

Di masa-masa depan cabaran yang bakal dihadapi bukan sahaja samaseperti di masa lalu malahan lebih banyak lagi. Kepentingan-kepentingan mungkin perlu dinilai semula, strategi baru disusun danmatlamat-matlamat disemak semula untuk menghadapi cabaran-cabaranyang akan dihadapi oleh pembangunan ekonomi negara. Mungkinsemua ini merupakan satu halangan. Namun demikian, Pusat ini akansentiasa berwaspada dan bertanggungjawab memelihara peranan yangdiharapkan daripadanya berdasarkan kepada perspektif yangsebenarnya. Usaha-usaha tidak akan diabaikan dalam tekadnya untukmeninggikan lagi kualiti sumber-sumber. la akan pada masa yang samabergiat dan berusaha dengan lebih gigih untuk menyediakan khidmat-khidmat secara efektif dan cekap untuk meninggikan lagi tahappengurusan termasuk penyeliaan di semua peringkat perdagangan danperindustrian di Malaysia. Dengan kata lain penekanan akan diteruskanbagi meningkatkan produktiviti.

Dengan sukacitanya saya ingin merakamkan. tanda penghargaanMajlis Daya Pengeluaran Negara kepada semua individu dan organisasiyang telah memberi sokongan hingga membolehkan Pusat inimenjalankan fungsi-fungsinya secara efektif dan juga kepadakakitangan Pusat ini kerana sumbangan yang diberikan dengan penuhdedikasi dan sepenuh hati kearah pencapaian rancangan-rancanganPusat ini dan kegiatan-kegiatannya di sepanjang tahun.

Beset with the attendant problems emanating from the worldeconomic recession which began in 1980, the year under reviewposed as a truly challenging period for the Centre.

Malaysia having one of the most trade-dependent economies of theworld continued to experience the effects of a sluggish worldeconomy. This in turn affected the performance of the business andmanufacturing sectors of the nation.

The Centre's activities, which are largely geared to meet thetraining needs of trade and industry, were to some extent affectedby the adverse economic circumstances. Nevertheless, whileanticipating a reduction in the overall volume of activity the Centrewas not deterred from pressing on with its objective of making itsservices available to meet the needs of private and public sectors intraining and consultancy.

The resultant support of the Centre's activities in turnreemphasises the overall concern in human resources development,entrepreneurial growth and productivity enhancement. This fact isattested by the number of courses and seminars conducted duringthe year: 595 for a total of 14,107 participants. This represents anincrease of $1 % in the number of courses as compared to 1984.

We believe the Centre's achievement is also indicative ofacceptance by management of the National Productivity Centre'spragmatic and professional approach in the training of managerialand supervisory personnel. It is heartening to note that managementconsiders training as vital if enterprises are to remain viable.Training is especially important if enterprises are to operateefficiently, particularly in reducing wastage and cost during thecurrent recession.

In its continued efforts to promote Bumiputera Entrepreneurship,the Centre launched the first 'Skim Latihan Usahawan Bumiputera'(SLUB) programme for 18 participants, as a pilot project. Theprogramme was jointly conducted by NPC/FGU and sponsored by theImplementation Coordination Unit (ICU) in the Prime Minister'sDepartment. The participants underwent a two-month attachmentprogramme in the Federal Republic of Germany on completion oftheir one month training at the Centre.

Apart from the special programme, the Bumiputera Services Sectionpursued strenuously its objective of enhancing the development ofBumiputera entrepreneurs. This is evident from an increase of 60%in courses and 57% in participants over that of 1984.

A QCC unit was established so as to enable a concerted drive to bemade in the promotion of QCC in the country. The setting up of thisunit provide the necessary impetus for a wider dissemination of theconcept, techniques and practice of QCC. A total of 347 circles from31 organisations have registered with the QCC Secretariat. Thenumber of registered circles is expected to increase in the ensuingyears with the growth of the QCC movement.

For the third consecutive year, the Centre's Productivity Campaignelicited active involvement from workers, students and housewives.The findings of the 1984 Campaign Survey disclosed a 50%awareness level of the Campaign among the population. Based onthis finding, the 1985 campaign adopted the strategy of introducing'the how to' approach to improve productivity amongst the working

population as well as students and housewives. The 'how to'principle is meant to motivate and propel the people to think, andpractise positively, methods that would engender productivityimprovement in all related activities. Consequently all the campaign

activities of 1985 were directed towards the realisation of thatobjective.

This new approach in the productivity campaign necessitated theCentre moving into the more complex areas of constructingproductivity indices and productivity measurement in addition to thenormal productivity promotion activities. To keep pace with thisdevelopment, the Centre established the Productivity Promotion Unitwhich should enable the Centre to forge ahead in preparing to meetthe new demands on its services.

The outlook for the economy in 1986 is not very promising, withfalling commodity prices and rising trade protectionism in theindustrial countries. Thus, the immediate future holds no lesschallenge than the past, indeed probably more. Priorities may haveto be reassessed, new strategies drawn up and goals redefined tomeet the challenges confronting the nation's economic development.While all these may appear daunting, the Centre will remainconstantly alert to its responsibilities and keep in proper perspectivethe role expected of it. No effort will be spared in its resolve toupgrade the quality of its resources. It will at the same timeendeavour with greater vigour to provide its services effectively andefficiently to 'raise the standard of management includingsupervision at all levels in commerce and industry in Malaysia'. Thekey word shall continue to be the need for increased productivity.

I should like to express the National Productivity Council'sappreciation to all individuals and organisations whose supportmade it possible for the Centre to carry out its functions effectively,and also to the staff of the Centre for their dedicated andenthusiastic contribution toward the realisation of the Centre's plansand activities during the year.

PENDAHUWAN Pusat Day a Pengeluaran Negara telah ditubuhkan dalam tahun 1962sebagai projek bersama oleh Kumpulan Wang Khas Bangsa-BangsaBersatu dan Kerajaan Persekutuan dengan Pertubuhan BuruhAntarabangsa sebagai pentadbirnya. Mengikut Rancangan Gerakanprojek itu, Pusat Daya Pengeluaran Negara akhirnya akan berkuasasendiri.

Dalam tahun 1966 Akta (Memperbadankan) Daya PengeluaranNegara Bilangan 19 Tahun 1966 telah diluluskan oleh Parlimen danMajlis menjadi sebuah badan yang berkuasa sendiri mulai daripadaIhb Mac, 1966. Akta ini dipinda oleh Akta (Pindaan)(Memperbadankan) Daya Pengeluaran Negara 1975 (Akta A305 Tahun1975) sejajar dengan perkembangan Pusat ini.

Majlis Daya Pengeluaran Negara telah menubuh dan menyelenggaraPusat Daya Pengeluaran Negara bagi maksud:

• Meninggikan mutu pengurusan termasuk penyeliaan di semuaperingkat dalam perdagangan dan perusahaan di Malaysia;

• Memperbaiki kecekapan perjalanan perusahaan, jualan danpemasaran dengan memberi perhatian khusus kepada kaedah-kaedahmeningkatkan produktiviti, memperbaiki mutu pengeluaran.mengurangkan kos dan memberi latihan serta nasihat mengenaiperhubungan antara buruh dengan majikan;

• Mengadakan latihan dan rancangan-rancangan lain untuk mengisikehendak-kehendak tertentu dan kehendak-kehendak tempatandan negara'amnya;

• Menerangkan maksud-maksud, tujuan-tujuan dan usaha-usahaPusat dan mendapatkan kerjasama daripada kumpulan-kumpulanmajikan dan pekerja;

• Menasihatkan pertubuhan-pertubuhan dan orang perseoranganmengenai perkara-perkara yang meliputi segala segi produktiviti.

• Berkhidmat sebagai suatu forum untuk membincangkan masalah-masalah penubuhan, pengurusan dan penyeliaan dalam perdagangandan perusahaan;

• Membuat penyata tahunan kepada Menteri berkenaan dengankemajuan dan masalah-masalah meninggikan produktiviti di bidangperdagangan dan perusahaan dalam negara serta membuat syor-syormengenai cara bagaimana masalah-masalah itu boleh diuruskan.

• Mengadakan dan menjalankan khidmat-khidmat perundingan.• Mengadakan dan mengekalkan perhubungan dengan pertubuhan-

pertubuhan kebangsaan dan antarabangsa;• Menjalankan usaha-usaha perniagaan untuk mendapat keuntungan

bagi maksud perjalanan kerja-kerjanya di bawah Akta ini; dan• Membuat apa-apa perkara sebagaimana yang bersangkutan dengan

atau terlibat daripada perjalanan kerja-kerja di bawah Akta ini.

National Productivity Centre was established in 1962 as ajoint project by the United Nation Special Fund and the FederalGovernment with the International Labour Organisation as theexecuting agency. According to the Plan of Operation of the Project,the Centre would ultimately become autonomous.

In 1966, the National Productivity Council (Incorporation) Act No,19 of 1966 was passed by Parliament and the Council became anautonomous body effective as from March 1, 1966. The Act wassubsequently amended by the National Productivity Council(Incorporation) (Amendment) Act 1975 (Act A 305 of 1975) to keepin line with the expanding activities of the Centre.

The functions of the Council are to establish and maintain theNational Productivity Centre for the purpose of:

• Raising the standard of management, including supervision at alllevels in commerce and industry in Malaysia;

• Improving the efficiency of industrial operations, sales andmarketing, with particular reference to methods of increasingproductivity, of improving quality of output, of lowering cost andgiving training and advice on labour-management relations;

• Initiating training and other programmes that would best servespecific and local requirements of the country as a whole;

• Publicising the aims, objectives and activities of the Centre andobtaining the cooperation of employer and employee groups;

• Advising the Minister and private organisations, institutions orindividuals on matters covering all aspects of productivitytechniques within the competence of its staff;

• Serving as a forum for discussing organisational, managerialand supervisory problems in commerce and industry;

• Reporting annually to the Minister on the progress and problemsof raising productivity in commerce and industry in the countryand making recommendations on the manner, in which suchproblems may be dealt with;

• Undertaking and performing consultancy services;• Establishing and maintaining contacts with similar or other

agencies both national and international;• Carrying on business undertakings for prof it for the purposes of

the discharge of its functions under this Act with approval of theMinister;

• Doing all such matter and things which may be incidental to orconsequent upon the discharge of its functions under this Act.

Pengarah, iattu Ketua Eksekutif Pusat, yang dilantikoleh Majlis dengan persetujuan Menteri, adalah juga ahli Majlis. Selaindaripada Pengerusi dan Pengarah, Ahli-Ahli Majlis terdiri dari wakil-wakil kerajaan, institusi pengajian tinggi dan institusi-institusipengurusan, buruh, majikan, perdagangan, perkilangan, kewangan danperindustrian dan juga orang perseorangan.

STRUCTUREOF COUNCIL

As provided by the National Productivity Council (Incorporation)Act of 1966 and the National Productivity Council (Incorporation)(Amendment) Act of 1975, the Chairman and Members of theCouncil are appointed by the Minister of Trade and Industry. TheDirector who is the Chief Executive of the Centre, appointed by theCouncil and with the approval of the Minister, is also a member ofthe Council. The members of the Council other than the Chairmanand the Director of the Centre are representatives of government,institutions of higher learning, management, labour, employers,commerce, manufacturing industries, financial and industrialdevelopment as well as individuals.

PENGENALANTugas utama Bahagian Perkhidmatan Bumiputera adalah untukmempertingkatkan usahawan-usahawan yang sedia wujud.Dengan latihan-latihan pcngurusan adalah diharapkan merekadapat terus membaiki diri dan mempertingkatkan prestasienterprais mereka.

AKTIVITI BAHAGIAN PERKHIDMATAN BUMIPUTERAAktiviti Bahagian ini adalah mengandungi:

PROGRAM LATIHANBahagian ini telah mengendalikan kursus/seminar/bengkel u n t u ksektor-sektor berikut:-

(a) Sektor Pemerosesan Makanan(b) Sektor Peruncitan(c) Sektor Pembinaan(d) Sektor Perkayuan(e) Sektor Pengangkutan(f) Sektor Logam dan Automckanik(g) Unit Pusat Maklumat Usahawan

PRESTASI(a) Kursus/Peserta

Sepanjang tahun 1985 sebanyak 179 kursus yang dihadiri olehseramai 2896 peserta telah dikendalikan olch Bahagian iniberbanding dengan 112 kursus untuk seramai I860 orangpeserta pada tahun 1984. Ini membayangkan pertambahankursus setaanyak 60% dan pertambahan peserta sebanyak

• 57%. Pertambahan kursus yang tinggi ini adalah disebabkanoleh beberapa kursus baru yang dibentuk khas dan aktivitipromosi melalui soaljawab di akhbar dan penyertaandi seminar-seminar di peringkat negeri dan kebangsaan.

(b) Kerja-Kerja Khidmat Nasihai/PerundinganTerdapat beberapa peringkat di mana aktiviti susulandijalankan di Bahagian ini.Peringkat-peringkat ini adalah seperti berikut:

(i) Peringkat 3.1. — Khidmat Nasihat peringkat pertamadengan usahawan untuk menyelesaikan masalah-masalahpokok pemiagaan. Sebanyak 281 enterprais mendapatfaedah ini.

(ii) Peringkat 3-2. — Khidmat Nasihat intensif untukmengesan masalah-masalah utama perniagaan danmencadangkan cara-cara mengatasi masalah tersebut.Sebanyak 57 enterprais mendapat faedah ini.

(Hi) Peringkat 4.1. — Khidmat Perundingan untukmenyelesaikan masalah pengurusan yang lebih komplek,menyusun semula organisasi dan menyediakan kajlan-kajian kemungkinan. Sebanyak 17 KhidmatPerundingan ini dibuat sepanjang tahun 1985.

(iv) Peringkat 4.2. — Khidmat Perundingan yang menujukearah mewujudkan perniagaan contoh yang bolehmenjadi 'Success Story' untuk faedah usahawan yangberkenaan dan menjadi pendorong kepada usahawanlain. Sepanjang tahun 1985, 2 enterprais telah dapatdiwujudkan sebagai perniagaan contoh.

AKTIVITI KHASBeberapa aktiviti baru yang merupakan aktiviti penting programpembangunan usahawan adalah:

Antaranya:(i) Perbandingan Antara Firma — Program ini telah

diperkembangkan dan diperluaskan kepada semua jenispengangkutan jalan dan sektor-sektor yang lain di Bahagianini. Sebanyak 19 organisasi telah mendapat faedah dariperkhidmatan ini.

(ii) Program printis pertama kursus usahawan untuk usahawanserta eksekutif telah dianjurkan bersama oleh PDPN/FGU,Kerajaan Republik Persekutuan Jerman, di bawah kelolaanUnit Penyelarasan Pelaksanaan, Jabatan Perdaria Menteri.Program ini mempunyai dua peringkat latihan, iaitu kursuspengurusan selama sebulan di PDPN diikuti dengan latihanseterusnya selama 2 bulan di Jerman Barat.

(iii) Program Khas Pembangunan Perusahaan Kecil yangdikendalikan oleh Bahagian Perusahaan Kecil —Kementerian Perdagangan dan Perindustrian dengan kerjasamaagensi-agensi1 seperti BPMB/MIDF, SIRIM, FRIM, MARDI,MEDEC dan PDPN. Pelaksanaan program ini dijalankandengan cara bersepadu.

(iv) Penglibatan Bahagian ini dalam program 'ManagementAppreciation Seminar' anjuran bersamaPDPN/MIDF/BPMB/MARA.

INTRODUCTIONThe main function of the Bumiputera Services Section isto upgrade existing entrepreneurs. It is expected that withmanagement training they can continue to improve themselvesand upgrade the performance of their enterprises.

ACTIVITIES OF THE BUMIPUTERA SERVICES SECTIONThe activities include:

PERFORMANCEa. Courses/Participants

Throughout 1985, a total of 179 courses wereconducted and attended by 2,896participants;compared to 112 courses for a total of 1860participants in 1984.This indicates an increase of 60% in courses and57% of participants. This increase in the numberof courses and participants is due to the number ofspecially designed new courses and continuouspromotion made through the 'Question and Answer'column in the local newspaper, and participation inseminars conducted at the State and National levels.

b. Advisory and Consultancy ServicesThere are a few stages through which these servicesare given. The stages are as follows:

(i) Stage 3.1.The advisory service to the participants is aimedat providing suggestions for overcoming thebasic/fundamental problems. A total of 281enterprises have benefited- through this service.

(it) Stage 3.2.Intensive advisory services to detect main problemsfaced by the business to recommend and togetherimplement corrective actions. A total of 57enterprises have benefited in this stage.

(Hi) Stage 4.1.The consultancy service here is to solve morecomplex management problems, to help reorganisedenterprises and prepare feasibilities studies

for the expansion and diversification ofenterprises. A total of 17 consultancy servicesof this stage were given in 1985.

(iv) Stage 4.2.This consultancy service is aimed towards thecreation of model business which can be usedas 'success story' for the benefit of enterpreneursconcerned and as a motivation for others.Throughout 1985, 2 model businesses werecreated.

HIGHLIGHTSSeveral new activities became important events towards thedevelopment of entrepreneurial development programmes.They are:(i) Interfirm Comparison

This programme has been intensified to all roadtransportation and all sectors in the section. A totalof 19 organisations received this service.

(it) The EDP for senior government servants in category A & B,enterpreneurs and executives, was jointly conducted byNPC/FGU and sponsored by Implementation CoordinationUnit, the Prime Ministers Department. This programme wasdone in 2 pans. The first part was a 'One MonthManagement Training' at NPC followed by 'Two monthsattachment' in the FR Germany.

(Hi) The Small Scale Enterprise programme was organised bySmall Scale Industry Division, Ministry of Trade andIndustry with other government agencies such as BPMB/MIDF/SIRIM/FRIM/MARDI/MEDEC/NPC. The implementationof this programme has been carried out in an integratedapproach.

(iv) This section was also involved in the 'ManagementAppreciation Seminar' jointly organised by NPC/BPMB/MARA/MIDF.

Selaras dengan perkembangan program clan aktiviti PDPN sertadalam usaha untuk memenuhi permintaan semasa, bahagian initelah diperluaskan dan diperkukuhkan dengan mengabungkan unitbaru iaitu Unit Q.C.C. kepada unit ini.

Selain dari menyediakan khidmat latihan, Bahagian KemajuanPersonel juga memberikan khidmat nasihat dan rundingan kepadafirma-firma tertentu dari masa kesemasa.

Pada tahun 1985 kursus-kursus berikut tclah diadakan di dalamBahasai Malaysia dan Bahasa Inggeris.

PROGRAM BARUBahagian Kemajuan Personel tclah merangka danmelaksanakan beberapa program baru untuk memenuhikeperluan perkembangan pengurusan dan usaha untukmeninggikan dan menambahkan keberkesanan pengurusansemasa.. Di antara kursus/seminar baru yang diperkenalkan adalahseperti berikut:-(i) Memahami Perlakuan Organisasi(ii) Keberkesanan Kumpulan(iii) Pcmbangunan Kumpulan(iv) Perkembangan Organisasi(v) Sistem Pengurusan Jepun(vi) Penglibatan Pengurusan dan QCC(vii) Motivasi dan Perspektif Jepun(viii) Mutu Tenaga Manusia dan Kesedaran Produktiviti

CERAMAHDi samping mengendalikan aktiviti-aktiviti latihan, Bahagian initelah menjalankan sebanyak 20 ceramah kepada berbagaiperingkat kakitangan pengurusan yang berjumlah seramai653 orang.

Bagi QCC pula, sebanyak 17 ceramah dijalankan kepada1250 peserta.

LAWATAN KILANGLawatan ke berbagai-bagai organisasi, swasta dan awam telahdilakukan oleh pegawai-pegawai dari bahagian ini. Objektif-objektif lawatan tersebut adalah seperti berikut:-(a) Untuk mewujudkan hubungan dan kerjasama di antara

PDPN dan organisasi-organisasi tersebut.(b) Untuk mem'perkenalkan aktiviti-aktiviti PDPN.

(c) Memberi khidmat nasihat.(d) Membantu di dalam mengenalpasti keperluan latihan dan

keperluan terhadap khidmat PDPN.(e) Mengadakan lawatan susulan untuk menilai aktiviti-aktiviti

latihan dan projek-projek yang telah dijalankan.(f) Untuk mengemaskini pengetahuan semasa dalam

perindustrian.

AKTIVITI-AKTIVITI LAINPegawai-pegawai dari Bahagian ini juga terlibat di dalamaktiviti-aktiviti lain seperti berikut:-(i) Kajian Kes

Satu kajian tentang inno^si teknologi dan struktur gajidi industri tertentu di negara telah dijalankan denganusahasama ILO.

(ii) Seminar AntarabangsaUnit Perhubungan Perusahaan telah dengan jayanyamenganjurkan satu seminar bagi pihak ILO. Tajuk seminartersebut-" Asian-Pacific Regional Seminar on TechnologicalInnovations, Productivity and Labour Relations". Salahseorang kakitangan kanan telah diundang sebagai pakarrujuk dalam seminar tersebut.

(iii) ICQCC 1985 TokyoUnit QCC telah menyelaras delegasi seramai 25 orang dariMalaysia ke Konvensyen Antarabangsa QCC yang diadakandi Jepun.

(iv) Konvensyen QCCDalam usaha untuk memperkenalkan aktiviti-aktiviti QCCdan membantu di dalam penukaran pengalaman di kalanganorganisasi-organisasi yang menjalankan aktiviti-aktivitiKumputan Kawalan Mutu, unit ini telah menganjurkan 5konvensyen di peringkat Wilayah dan satu di peringkatKebangsaan.(1) Di dalam Konvensyen Kebangsaan seramai 650 orang

telah menghadiri konvensyen tersebut. Sejumlah 6kumpulan telah memperolehi '3 bintang' emas, 6kumpulan memperolehi '2 bintang' dan yang lain-lainmemperolehi '1 bintang'.

(2) Konvensyen wilayah diadakan di Petaling Jaya, JohorBahru, Pulau Pinang, Kuantan dan Kuching dengankerjasama pejabat-pejabat wilayah. Sebanyak 66kumpulan daripada 33 organisasi dengan seramai 1070peserta telah menyertai konvensyen peringkat wilayah.Sejumlah 10 buah kumpulan terbaik yang menyertaikonvensyen itu telah dipilih untuk bertanding bersama-sama 10 kumpulan dari sektor awam untuk menentukankumpulan QCC terbaik. Kumpulan 'Shinning Circle'dari MAS telah dipilih sebagai kumpulan terbaik danmemenangi Anugerah QCC Kebangsaan.

In line with the expansion of NPC programmes and activities andto meet the present demand, the section has been strengthened by anew QCC Unit.

Beside offering training services to both the private and publicsectors, the Personnel Development section had also offered advisoryand consultancy services to various firms from time to time.

TALKSApart from running training programmes the section hadbeen invited to deliver talks to organisations on variousaspects of management. The Management Development Unitdelivered a total of 20 such talks to various levels ofmanagement staff totalling 653- As for the QCC Unit 17such talks related to QCC were delivered to a total of 1250participants.

PLANT VISITSVisits to numerous organisations, both private and publichad been made by officers of the section. The objectives ofthese plant visits had been as follows:-

(a) to foster cooperation and relations between NPC and theseorganisations;

(b) to introduce NPC activities;(c) to provide advisory services;

OTHER ACTIVITIES(i) Case Study

A study on technological innovations and wage structurein certain industries within the country has been undertakenwith the co-operation of ILO.

(it) International SeminarThe Industrial Relations Unit successfully hosted on behalf ofILO "Asian-Pacific Regional Seminar on TechnologicalInnovations, Productivity and Labour Relations". A seniorofficer was also invited as one of the two ResourcePersonnels to the seminar.

(Hi) ICQCC 1985 TokyoThe QCC Unit had organised a delegation of 25 peoplefrom Malaysia to the International Convention of QCC heldat Japan.

(iv) QCC ConventionThe QCC Unit as a part of the activities to promoteQCC and also to assist in the exchange of experienceamong the organisations having quality control circles,organised 5 regional QCC Conventions and a NationalConvention.

(1) In the National Convention a total of 650 peopleattended the Convention. A total of 6 circles achieved '3Stars Gold Awards', 6 Circles achieved '2 Stars Gold Awards'and while the rest obtained 1 star.

(2) The regional conventions were held at Petal ing Jaya,Johor Bahru, Penang, Kuantan and Kuching. A total of 66quality control circles from 33 organisations throughout thecountry participated at the regional level. A total of 107Oparticipants attended these regional conventions.

From the regional conventions the best 10 quality controlcircles were selected to participate at the NationalConvention to compete against another 10 quality controlcircles from the public sector to vie for the Best QCC Award.Shining Circle from MAS was adjudged the best QCC andwas awarded the National Best QCC Award.

(v) Best QCC Organisation AwardsIn conjunction with the National QCC Convention, awardswere also given to the best QCC organisations in both theprivate and public sectors.(a) Private Sector:

Kelihatan peserta-peserta peringkatatasan dalam salab sebuah seminarpemasaran dan perakaunan anjuranPDPN.

Bahagian Jualan & Pemasaran telah meneruskan perkhidmatannyadengan mengadakan kursus-kursus, seminar, ceramah-ceramah dankhidmat nasihat kepada sektor awam dan sektor swasta.

PROGRAM BAKUUntuk memenuhi kehcndak pelanggan, bahagian ini telah

mengemaskinikan nota-nota kursus dan juga mengadakan kursus-kursus baru. Ada kursus-kursus yang telah dikhaskan ('tailor-made')untuk syarikat-syarikat bagi menjalankan kegiatan-kegiatan Jualan danpemasaran dalam keadaan ekonomi yang meleset.

LA WAT AN KILANGBahagian ini juga telah mengadakan beberapa lawatan ke organisasi-

organisasi tertentu sebagai salah satu daripada input latihan.Organisasi-organisasi yang telah ciilawati adalah seperti LembagaPelabuhan Kelang, Ka.stam dan Eksais DiRaja dan MEXPO. Ini adalahbertujuan untuk memberi peluang kepada peserta untuk mclihat segalakegiatan-kegiatan organisasi tersebut dengan cara lebih dekat.

AKTrvm-AKTivm LAINSelain daripada menjalankan kursus-kursus dan seminar, pegawai-

pegawai di bahagian Jualan dan Pemasaran juga melibatkan diri dalamKempen Produktiviti. Mereka melibatkan diri dalam menyusun danmenjalankan cerarnah-ceramah Produktiviti bagi sektor-sektor tertentu;terutama industri-industri, sekolah-sekolah dan pertubuhan wanita.Pegawai-pegawai juga rnengambil bahagian dalam lain-lain aktivitiKempen Produktiviti yang diadakan untuk memberi kesedaran kepadamasyarakat tentang produktiviti dan menggalakkan peningkatanproduktiviti.

Bahagian ini juga telah menjalankan beberapa kajian kes yang manameliputi masalah-masalah pemasaran tempatan dan antarabangsa. Duaaktiviti perundingan dan khidmat nasihat telah disempurnakan, satu'untuk agcnsi kerajaan dan satu untuk syarikat swasta.

PENCAPAIANBahagian ini juga telah mendapat banyak sokongan dari para

pelanggan. Selain daripada mengadakan program latihan, bahagian inijuga telah banyak menjalankan kursus "in-plant" bagi kakitangan-kakitangan kerajaan, badan berkanun dan organisasi swasta.

Sejumlah 32 kursus, 16 ceramah dan 5 seminar telah dijalankansepanjang tahun 1985 yang mana meliputi seramai 1,212 bilanganpeserta.

SALES ANDMARKETINGSECTION

The Sales and Marketing Section continued its effort to serve thepublic and the private through the conduct of courses, seminars,talks, consultancy and advisory services.

NEW PROGRAMMESAs marketing is a dynamic subject, the section continued to update

the course materials and came up with new programmes to meet thechallenging needs of its clients. Some programmes were tailor-madeto companies and covered sales and marketing practices underrecessionary times.

Some of the new programmes covered were:(i) Marketing Under Recessionary Times(it) How To Sell In Recession(in) Behavioural Approach To Marketing(iv) Customer Relations(v) Statistics In Marketing Research

PLANT VISITSThe section organised a number of visits to reinforce the training

input. Visits were made to organisations such as Port Authority,Custom, MEXPO, and others in order to enable participants to seeon-the-spot operations and the possible problems encountered.

OTHER ACTIVITIESApart from the conduct of courses and seminars the officers

participated actively in the Productivity Campaign. They wereinvolved in organising and conducting of productivity talks tovarious sectors; namely, industries, schools and womenorganisations. Officers also took part in other productivity campaignactivities designed to stimulate awareness of productivity andencourage productivity increase.

The section also came up with a number of local case studiescovering various facets of domestic and international marketing.Two consultancy assignments were completed; one for a governmentagency and the other for a private firm.

ACHIEVEMENTThe section continued to enjoy good support of its clients. Apart

from the conduct of scheduled training programmes, the section alsoconducted many in-plant training for various government, semigovernment and private organisations.

Ceramah filem yangmerangkumi tajuk seperti 'Courtesy' dan 'Kitchen Hygieneand Safety' telah diadakan di Hotel Shangri-La, Hotel PanPacific, Pantai Medical Centre dan Hospital Assunta.Kursus 4 bulan Sijil Penyeliaan Hotel & Restoran (HRSC)yang ke 9 (I4hb. Januari — llhb. Mei, 1985) dan ke 10(12hb. Ogos — 9hb. November, 1985) telah dihadiri oleh 50peserta termasuk 10 peserta antarabangsa dari Pakistan, SriLanka, Filipina, Nepal, Nigeria, Papua New Guinea, PulauSolomon, Maldives and Kepulauan Cook.

KEGIATAN PERHUBUNGAN AW AMPenolong Pengarah Institut dilantik menjadi Pengerusi J/Kuasa Latihandan Pendidikan (MAH). Pegawai-pegawai PDPN turut menyertaikegiatan Minggu Hotel 1985 seperti dalam 'CulinaryCompetition', 'Receptionist of the Year' dan 'MAH CarnivalNight'.

LAWATAN/CERAMAH KILANGLawatan penyesuaian di sekitar Bandaraya Kuala Lumpur dan kePulau Pinang telah diadakan untuk peserta kursus HRSC.Peserta-peserta juga telah dibawa melawat Carlsberg Brewery.Lawatan sambil belajar ke Petalingjaya Hilton. RamadaRenaissance, Tanjong Bidara Beach Resort, Hotel Palm Beach danHotel Rasa Sayang telah diadakan untuk peserta kursus danperantis. Peserta-peserta HRSC telah menjalani latihan amaliselama tiga minggu di Holiday Inn, P.J. Hilton, HotelSEA, Hotel Equatorial, KL Hilton, KL Merlin dan HotelShangri-La.

INSTITUTE OFHOTEL ANDTOURISMMANAGEMENT

The Institute of Hotel and Tourism Management has 10 trainers toconduct management training to. the Hotel Industry and BumiputeraEntrepreneurs in food service.

The Institute undertook the following activities during 1985:COURSES(i) 69 apprentices had successfully completed the pilot Hotel

Apprenticeship Programme on 15th March, 1985. 80apprentices were selected for the second programme.Course duration

(ii) The section conducted 5-day modular course as stated inthe 1985 NPC Training Programme. A total of 59 courseswere conducted in 1985 for a total of 1120 participants.

(Hi) Under the Entrepreneurial Development for Bumiputera inthe Restaurant and Food Services Operation, the sectionconducted in-house courses for the following organization:MARA —FELCRA —JKBS -LPP —SEDC —PUSPANITA —

Johore, Malacca, Selangor and TrengganuJohore, Trengganu, Kelantan and PerakPulau Pinang, Johore and Negeri SembilanTrengganu and KelantanSarawak and PahangMinistry of Labour and Ministry ofPrimary Industry.

DARA — PahangCooking Methodology were conducted for SEDC Pahang inPulau Tioman and Kuantan.

(iv) In-house training programmes were conducted in Erasers HillMerlin. Pahang and an Introductory Course in F & B for 33vocational teachers from Ministry of Education. Servicepractical session were also conducted for service personnelat the Royal Perak Palace.

(v) Career guidance talks were given to schools in Selangor,Federal Territory and Perak. Film talks on 'Courtesy','Kitchen Hygiene and Safety1 were given to Shangri-La Hotel,Pan Pacific Hotel, Pantai Medical Centre and AssuntaHospital.

(vi) For the 4-month Hotel and Restaurant Supervisory Courses(HRSC), the 9th programme (14th January —llth May, 1985)and the 10th programme (12th — 9th November, 1985) wereconducted for a total of 50 participants including 10international participants from Pakistan, Sri Lanka,Philipines, Nepal, Nigeria, Papua New Guinea, SolomonIsland, Maldives and Cooks Island.

ADVISORY AND CONSULTANCY SERVICESOfficers at the section undertook a number of advisoryservices to entrepreneurs to improve their businesses andprospective Bumiputera-Entreprenuers in starting anddeveloping restaurant businesses.

PUBLIC RELATIONS ACTIVITIESAssistant Director was appointed as Chairman at the Trainingand Education Committee (MAH).

NPC Officers also participated in Hotel Week 1985 activities such asthe Culinary Competition, Receptionist of the Year and MAHCarnival Night.

NEW PROGRAMMESThe section introduced two new courses:a. Rest House Managementb. Pre-investment Appraisal for New Tourism Projects.

PLANT VISITS/TALKSFamiliarisation trips around Kuala Lumpur City and Penangwere conducted for the HRSC international participants.Participants also visited Carlsberg Brewery. Study tours toPJ. Hilton, Ramada Renaissance Malacca, Tanjong BidaraBeach Resort, Palm Beach Hotel and Rasa Sayang Hotel wereconducted for the HRSC participants and apprentices. The HRSCparticipants also underwent a 3-week practical training inHoliday Inn, PJ. Hilton, SEA Hotel, Equatorial Hotel, KLHilton, KL Merlin and Shangri-La Hotel.

OTHER ACTIVITIESApart from their formal duties, officers of the sectionparticipated actively in activities run by NPC such as:a. Interhotel Performance Award in conjunction with

Ditubuhkan-dalam tahun 1982, Unit Kemajuan Kakitangan telah, mengembangkan aktivitinya dengan pesat. Di antara fungsinya ialahuntuk menyediakan kemudahan dan peluang kepada pegawai-pegawaiPDPN untuk menambahkan pengetahuan dan meningkatkankemahiran mereka di bidang pengurusan, penyeliaan dan pembangunankeusahawanan. Pegawai-pegawai PDPN telah didedahkan kepadapelbagai program latihan. Program ini termasuk latihan dalam jabatan-jabatan dan juga program-program luaran yang dianjurkan olehJabatan Perkhidmatan Awam, APO, UNDP, Rancangan Colombo danPDPN sendiri dan dijalankan samada di dalam mahupun di luar negeri.

Di dalam tahun 1985, Unit Kemajuan Kakitangan telah meneruskanaktiviti dengan menganjur, mengurus dan mengendalikan latihan bagimemenuhi fungsinya membantu kakitangan PDPN mendapatkanlatihan dan kemajuan kerjaya.

LUAR NEGERISeramai 39 orang pegawai telah dihantar ke luar negeri untukmengikuti kursus yang dijalankan di negeri-negeri seperti Belanda,Sweden, Hong Kong, India, Korea, Taiwan, Jepun dan AmerikaSyarikat.

LATIHAN DALAM NEGERIPDPN juga menghantar pegawai-pegawai untuk berkursus diinstitusi-institusi tempatan. Program-program seperti ini biasanyadibiayai oleh PDPN sendiri. Walau bagaimanapun, terdapat jugapegawai-pegawai PDPN dibiayai oleh agensi lain seperti ILO,INTAN dan lain-lain. Dalam tahun yang dilaporkan seramai 104pegawai telah mengikuti kursus-kursus yang telah dianjurkan didalam negeri.

LATIHAN DALAM JABATANUnit ini telah mengatur berbagai program yang kebanyakanprogram ini dikendalikan oleh pegawai-pegawai kanan PDPN.Kursus jangka pendek dan ceramah diberi oleh pegawai-pegawaiyang telah menghadiri kursus-kursus di seberang laut. Unit inijuga berupaya mengadakan kursus dan latihan dalam jabatansendiri dan mengundang pakar dari dalam dan luar negeri dengantujuan untuk mendedahkan pegawai-pegawai PDPN denganperkembangan terbaharu di bidang pengurusan. Bagi tahun inisebanyak 123 aktiviti latihan dalam jabatan telah dijalankanuntuk jumlah terkumpul seramai 1128 pegawai yang telahmengikuti aktiviti tersebut.

STAFFDEVELOPMENTUNIT

Established in 1982, the Staff Development Unit has expanded itsactivities rapidly. Among its functions is to contrive facilities andopportunities for officers in all areas of management, supervisionand entrepreneurial development. Members of the staff were exposedto various training programmes which ranged from in-houseprogrammes to programmes sponsored by Public ServicesDepartment, Asian Productivity Organisation, UNDP, Colombo Planand NPC herself, and they are conducted within the country as wellas overseas.

In the year 1985, Staff Development Unit continued its activitiesby organising, sponsoring and conducting training courses in orderto help fulfil its function in staff training and career development.

OVERSEAS TRAININGA number of officers were given opportunities in attendingcourses overseas in various disciplines. A total of 39 officerswere sent overseas to attend programmes held in Holland,Sweden, Hong Kong, India, Korea, Taiwan, Japan and UnitedStates of America.

LOCAL TRAININGNPC also sent officers to courses held in the country thatwere conducted by local Training Institutions. Those programmeswere normally sponsored by NPC herself. On the other hand,Staff Development Unit also received sponsorship from ILO,INTAN and other institutions in the form of awards and

-scholarships given to local institutions including NPC. Inthe year under review a total of 104 officers attendedvarious training programmes conducted locally.

IN-HOUSE PROGRAMMESStaff Development Unit arranged several in-house programmesand the majority of them were conducted by senior officers ofthe Centre. Short term courses and talks were given by officerswho attended programmes which were conducted overseas.This unit also arranged in-plant courses and trainingprogrammes by specially invited local and foreign experts inorder to expose the NPC officers to latest development inmanagement concepts. Penyelidikan adalah tajaan APO, dan tajuk inijuga akan dijadikan terna Persidangan Produktiviti Antarabangsa, IPC86 di mana Malaysia telah diberi penghargaan untuk menjadi tuanrumah kepada persidangan tersebut.

Unit Galakan Produktiviti dengan kerjasama Bahagian KejuruteraanPerusahaan telah menjalankan analisa Prestasi Produktiviti di antaraberbagai-bagai sektor industri berdasarkan kepada data-data sampinganyang diperolehi.

KHIDMAT PENERANGANKempen Produktiviti yang diusahakan oleh Pusat ini telah

memberikan sumbangan kepada usaha mempertingkatkan kesedaranumum tentang kewujudan dan aktiviti-aktiviti yang dijalankan olehPusat Daya Pengeluaran Negara. Ini adalah berdasarkan kepadabertambahnya pertanyaan dan permintaan yang diterima daripadapihak awam, organisasi-organisasi perdagangan, industri, kesatuan-kesatuan sekerja dan agensi-agensi kerajaan terhadap program yangdijalankan oleh PDPN.

PERPUSTAKAANDalam usaha untuk memberi sokongan kepada aktiviti semasa dan

program-program khas seperti Kempen Produktiviti, BahagianPerpustakaan telah diperkemaskini dengan penambahan sebanyak 512buah koleksi. Jumlah jurnal juga meningkat kepada 865 denganpenambahan sebanyak 67 tajuk dalam tahun 1985. Daftar bulananyang dipinjamkan dalam tahun 1985 telah meningkat kepada 3019.

PRODUCTIVITY PROMOTION UNITThe Productivity Campaign which was started in 1983 gathered

momentum with the forming of a new unit called ProductivityPromotion Unit (PPU). Under the Productivity Promotion Unit,Public Relations, Library and Management Research & InformationServices were grouped into one.

RESEARCHIn collaboration with Universiti Kebangsaan Malaysid, PPU

undertook the APO Basic Research HI on the theme ''ProductivityThrough People in the Age of Changing Technology". The APO-sponsored research would also be the theme at InternationalProductivity Conference IPC 86 in which Malaysia has beenhonoured to be the host.

PPU together with officers of Industrial Engineering Section hasstarted analysing Productivity Performances of various industrialsectors based on secondary data.

INFORMATION SERVICEThe Centre's Productivity Campaign has contributed significantly

to a growing awareness of the centre and its activities. This isreflected in a steady increase in the number of enquiries andrequests which were received from the general public, commercialand industrial organisations, trade unions and governmentagencies,

LIBRARY SERVICESIn its effort to give support to the present activities and special

programmes such as the Productivity Campaign, the Library sectionhas updated its collections with an increase of 512 volumes. Thenumber of journals also increased to 865 titles, an addition of 67titles in 1985. The number of books loaned in 1985 was 3019-

Sepanjang tahun 1985, Pusat Day a Pengeluaran Negara telahmenyelenggarakan kursus dan seminar khas dalam berbagai aspekpengurusan. PDPN telah meneruskan Program Sijil Penyeliaan Hoteldan Restoran (HRSC) yang ke 9 dan 10 yang ditawarkan kepadapeserta-peserta tempatan dan luar negeri dalam usahanya untukmenyediakan latihan khas di bidang industri perhotelan danpelancongan. Kursus ini berbentuk komprehensif -selama 3 bulan yangdikendalikan dari I4hb. Januari hingga l6hb. Mei, 1985 dan 2hb.Ogos hingga I4hb. November, 1985.

Satu lagi program yang melibatkan peserta Antarabangsa dari negara-negara Pakistan, Sri Lanka, Filipina, Nepal, Nigeria, Papua NewGuinea, Pulau Solomon, Maldives and Kepulauan Cook ialahProductivity Improvement Programme (PIP). Program ini telah dihadirioleh 50 peserta dari negara-negara di atas serta tempatan.

Pada 28hb. — 29hb. September dan 28hb. — 29hb. November,1985 PDPN telah melancarkan Konvensyen QCC di peringkat Wilayahdan juga Kebangsaan di mana beberapa kumpulan dari organisasiswasta dan awam mengambil bahagian.

KURSUS YANG DISUAIKHASSebanyak 83 kursus yang disuaikhas bagi keperluan organisasi

tertentu telah dijalankan di seluruh negara untuk meningkatkanperkhidmatan latihan di sektor perdagangan dan perindustrian.

KURSUS LATIHANSebanyak 595 program latihan untuk seramai 14,107 peserta telah

diselenggarakan di seluruh negara. Di samping kursus yang dijaiankandi Ibu Pejabat di Petaling Jaya, kursus-kursus juga dijalankan dipejabat-pejabat wilayah di Pulau Pinang, Johor Bahru, Kuantan,Kuching dan pejabat negeri di Kota Kinabalu.

Sebagai usaha menyediakan keperluan latihan bidang perniagaankecil dalam program Pembangunan Usahawan, sebanyak 179 kursustelah dijalankan untuk «eramai 2,896 peserta di seluruh negara.

AKTIVITI PEJABAT WILAYAHSebagai usaha untuk menyebarluaskan lagi kesedaran produktiviti

diseluruh negara, pejabat-pejabat Wilayah dan negeri telah sama-samamenyumbangkan kira-kira 50% daripada kegiatan-kegiatan latihan diPDPN. Usaha ini selaras dengan tujuan Pusat untuk mengagihkanlatihan pengurusan.

SPECIALCOURSES/SEMINARS

During 1985, the Centre organised special courses/seminar onvarious aspects of management. The Centre continued to conduct the9th & 10th Hotel and Restaurant Supervisory Certificate (HRSC),programme which was offered, to local and foreign participants inits effort to provide specialised training for the Hotel and TourismIndustry. It was a comprehensive 3 months programme conductedfrom 14th January — 16th May 1985 and 2nd August — 14thNovember, 1985.

Another programme that involved international participants fromPakistan, Sri Lanka, Philipines, Nepal, Nigeria, Papua New Guinea,Solomon Island, Maldives and Cook Islands nation, wasProductivity Improvement Programme (PIP). A total of 50 local andforeign students followed the above two programmes.

On the 28th ~ 29th September & 28th — 29th November, 1985 theCentre proudly launched the Regional and National QCC Conventionrespectively where several teams from various private and publicorganisations took part

TAILOR-MADE COURSES83 courses specially drawn-up to suit the needs of specific

organisations were conducted throughout the country, reflective ofthe increase in the Centre's training services to the industrial andcommercial sector.

TRAINING COURSESA total of 595 training programmes were conducted for 14,107

participants throughout the country. Courses were conducted notonly by the Centre's headquarters in Petaling Jaya, but also by theRegional Offices in Penang, Johor Bahru, Kuantan, Kuching and bythe state office in Kota Kinabalu.

The Centre provided training in small business to the Bumiputeraentrepreneurs. In this aspect, a total of 179 EntrepreneurialDevelopment Programme (EDP) were organised for 2896participants throughout the country.

REGIONAL OFFICES ACTIVITIESIn an effort to provide an increasingly wider scope for the

creation of productivity awareness throughout the country, theregional offices together make up about 50% of the total trainingactivities of the Centre. This is again in line with the Centre'saspiration to decentralise and make available management trainingin all parts of the country.

Sehingga kini 16 buah negara Asia telahpun menjadi ahli APO yangterdiri dari Taiwan, Jepun, India, Korea Selatan, Nepal, Pakistan,Filipina, Thailand, Hong Kong, Iran, Malaysia, Sri Lanka, Indonesia,Singapura, Bangladesh clan Fiji.

Semenjak menjadi ahli, PDPN telah mendapat faedah daripadaperkhidmatan pakar di bidang Teknik Peningkatan Produktivit i .

Dalam tahun 1985, PDPN telah menjadi tuan rumah kepada missibelajar (Study Mission), 2 dari Sri Lanka dan 2 dari Jepun. Missi-missi tersebut adalah dikelolakan oleh Pertubuhan-PertubuhanProduktiviti Negara-Negara Ahl i . Selain dari itu PDPN juga menjadituan rumah dan mengelolakan satu program APO "Symposium onLinkages Between Large & Small Industries" dan ia dihadiri oleh 17peserta Negara Ahli dan 10 peserta tempatan.

Dalam tahun semakan juga, seramai 17 pegawai PDPN dan 13pegawai-pegawai dari agensi-agensi kerajaan dan swasta telahmenghadiri program-program APO yang dijalankan untuk peserta-peserta dari negara-negara ahli .

Di bawah rancangan hubungan kerjasama dua hala (BilateralCooperation between NPO's) Malaysia telah menerima 4 pegawai dari3 buah negara ahli di bawah program ini .

ASIANPRODUCTIVITYORGANISATION

Asian Productivity Organisation (APO) was formed through aconvention in 1961 as a regional organisation among the Asiancountries. The main function of APO is to help speed up economicdevelopment in the Asian region through cooperation and mutualagreement among the member countries in order to increase theirproductivity via:• Courses and Seminars• Conferences and Symposiums• Study Visits• Placement of Expertise in Techniques, of Productivity

Management• Research and Information• Management and Productivity

At present, 16 Asian countries have become APO members whichconsist of Taiwan, Japan, India, South Korea, Nepal, Pakistan,Philippines, Thailand, Hong Kong, Iran, Malaysia, Sri Lanka,Indonesia, Singapore, Bangladesh and Fiji.

NPC has been representing Malaysia as a member in theAPO since January 1983 with its own representatives viz:• Dr. Nawawi Mat Awin, Chairman of the Council as

Director of APO — Malaysia• Ir.'Hj. Arshad bin Hj. Marsidi, Director of NPC as

Alternate Director of APO — Malaysia• Puan Halimah bt. AH. Secretary of NPC as

Liaison Officer of AP.O — Malaysia

Since it became a member, NPC has gained in the form ofconsultancy benefits through Productivity Improvement Techniques.

In 1985, NPC became a host to a study mission which consisted of2 members each from Sri Lanka & Japan. The missions weresponsored by Members of the Productivity Organisations. Apart fromthat, NPC also became a host to an APO programme "Symposiumon Linkages Between Large and Small Industries. " It was attendedby 17 participants of members of Productivity Organisations and 10local participants.

During the same year, a total of 17 NPC Officers and 13 Officersfrom Government & Private Agencies attended the APO programmesmeant for participants of the members of ProductivityOrganisations.

Under the programme of Bilateral Cooperation between NPO's,Malaysia has received 4 officers from 3 member countries (underthis programmes).

OBJEKTIF KEMPENObjektif-objektifnya adalah seperti berikut:

(i) untuk meninggikan tahap produktiviti di semua lapisanmasyarakat terutamanya kumpulan pelaksana (pekerja kolarputih/biru, pelajar, petani dan nelayan) dan kumpulanberpengaruh (golongan profesional, guru dan surirumah).

(ii) untuk memperkenalkan teknik dan cara-cara ke arahpeningkatan' prqduktiviti di setiap sektor."Anda Produktif Anda Makmur" telah dipilih sebagai sloganpada tahun 1985 dengan tujuan untuk memberikan suatugambaran "bagaimana cara"'meningkatkan produktivitiserta facdah-faedahnya.

PENDEKATAN/STRATEGIStrategi atau pendekatan melalui pelbagai media telah digunakan

bagi kempen ini. Walau bagaimanapun, penekanan khusus telahdiberikan kepada radio dan televisyen sebagai alat untuk hebahan.

7 buah trailer dan filler serta juga satu program khas iaitu "SkopKhas" yang bertajuk "Q.C.C. Dan Kesannya Ke Atas Produktiviti"telah diterbitkan untuk siaran televisyen bagi menghuraikan tentang"bagaimana cara" dari aspek produktiviti.

RADIOSejumlah 24 buah Drama Produktiviti telah disiarkan menerusi

Rangkaian Nasional, Rangkaian Merah dan Rangkaian Htjau.Penerbit-pencrbit RTM telah menemuramah pegawai-pegawai PDPN

mengenai produktiviti.

LIPUTANAkhbar juga telah memainkan peranan penting di dalam memberi

liputan Kempen 1985 dengan menerbitkan berbagai bahan yangberkaitan dengan produktiviti seperti:• Artikel-artikel/rencana-rencana khas• Ruangan produktiviti• Pertandingan-pcrtandingan dan rencara-rencana lain yang berkaitan

dengan produktiviti.

PENERBITANTiga jenis penerbitan telah diterbitkan dalam tahun 1985:

(i) Jurnal Produktiviti (untuk para pelajar, ahli-ahli 1 isuakademi, golongan profesional, penyelidik)

Pertandingan ini diadakan untuk pelajar-pelajar di seluruh Malaysiadi mana para peserta telah memberikan kefahaman masing-masingtentang pengertian produktiviti menerusi hasil-hasil karangan, posterdan fotografi.

Q.C.C.5 Konvensyen Q.C.C. peringkat wilayah dan Kebangsaan telah

CERAMAH PRODUKTIVITICeramah-ceramah produktiviti telah diadakan di berbagai organisasi

dan sekolah di seluruh Malaysia. 88 buah ceramah telah diberikankepada sejumlah 18,665 pelajar, manakala 13 buah ceramah telahdiberikan kepada 3,700 orang guru-guru pelatih.

Bagi industri pula, 93 buah ceramah telah diadakan untuk 7,079peserta dan 9 buah ceramah telah diadakan untuk persatuan-persatuanWanita yang pesertanya'berjumlah 355 orang.

SEMINAR PENGURUSAN ATASAN3 seminar untuk Kumpulan Pengurusan Atasan telah diadakan di

dalam bulan November, iaitu Bulan Produktiviti bagi tempoh 5 tahunrancangan Kempen Produktiviti.

BAHAN PROMOSIBahan-bahan promosi seperti T-shirt, rantai kunci, kertas memo,

poster, pelekat kereta, penanda buku dan- 'brochure' produktiviti telahdiedarkan.

PAP AN TANDASejumlah 17 buah papan tanda telah diletakkan di Wilayah

Persekutuan dan Selangor. 40 keping sepanduk telah diletakkan dinegeri-negeri lain.

ANUGERAH PRODUKTIVITISebanyak 31 buah hotel telah mengambil bahagian di dalam

Pertandingan Prestasi Antara Hotel yang berkeputusan 3 di antaranyatelah memcnangi Anugerah Produktiviti.

INTRODUCTION1985 was the third year of the 5 years Productivity Campaign.

The approach and strategy for the year was based on feedbackreceived on all aspects of the 1983 and 1984 campaign with regardsto its effectiveness, approach and strategy.

THE CAMPAIGN OBJECTIVESThe objectives were:

(i) to upgrade the Productivity level from every strata of societyespecially the implementors (workers, students, farmers andfishermen) and the influencers (professionals, teachers andhousewives).

(ii) to introduce techniques and ways of increasingproductivity in every sector."Be Productive and Prosper' was selected as the year'sslogan to depict the 'how to' of increasing productivityand its benefits.

APPROACH/STRATEGYA multi-media strategy or approach was adopted for the

campaign. However, special emphasis was given to the usage ofRadio and TV facilities in promotion.

7 Trailers and fillers together with a special programme 'SkopKhas' entitled 'Q.C.C. And Its Impact On Productivity wereproduced for T.V. to illustrate the 'bow-to' aspect of productivity.

RADIOA total of 24 Productivity Dramas were broadcasted through the

National Network, Red Network and the Green Network.The RTM broadcasters interviewed NPC officers on Productivity.

PRESSThe Press too played an important rote in the 1985 campaign

featuring a variety of productivity related materials such as:• A nicies/Special features• Productivity column• Contests and other features related to productivity.

Kunci Kira-kira, Penyata Pendapatan dan Perbelanjaan bersamadengan Nota-nota kepada Akaun dan Penyata Punca dan KegunaanKumpulanwang yang berkembar ini telah diperiksa di bawah arahansaya mengikut Akta Audit 1957. Semua kenyataan dan keteranganyang dikehendaki telah diperolehi.

Tertakluk kepada pemerhatian berikut, pada pendapat saya, KunciKira-kira, Penyata Pendapatan dan Perbelanjaan serta Nota-notatersebut dan Penyata Punca dan Kegunaan Kumpulanwang telahdiperbuat dengan cara yang betul untuk menunjukkan satu kenyataanyang benar dan munasabah mengenai kedudukan kewangan MajlisDaya Pengeluaran Negara pada 31 Disember 1985 dan urusan-urusanberkaitan dengannya serta punca dan kegunaan kumpulanwang bagitahun berakhir pada tarikh itu.

HARTA SEMASASiberhutang — $798,059

2. Baki Siberhutang pada 31 Disember 1985 telah bertambah duakali ganda jika dibandingkan dengan sejumlah 8321,795 dalam tahun1984. Pertarnbahan ini adalah disebabkan kegagalan sebuah syarikatyang menguruskan hotel kepunyaan Majlis menjelaskan sewabulanannya. Syarat-syarat dalam kontrak di antara pengurusan Majlisdan syarikat tempatan tersebut berkehendakkan syarikat berkenaanmembayar kepada Majlis sewa bulanan sebanyak $40,000, 5%daripada pendapatan kasar yang diperolehi dan faedah sebanyak 9%setahun atas hutang yang belum dijelaskan. Disebabkan syarikattersebut tidak memenuhi syarat-syarat di atas, pengurusan Majlis telahmenamatkan kontraknya pada 11 Jun 1986. Baki hutang sewa hotelsetelah ditolak cagaran dan bil-bil ditahan setakat bulan Mei 1986adalah berjumlah $479,574. Pehak pengurusan Majlis masih belummenerima bayaran 5% daripada pendapatan kasar yang diperolehi danfaedah sebanyak 9% setahun atas hutang yang masih belum dijelaskansejak bulan Oktober 1983 sehingga tarikh tamat kontrak. Tindakanundang-undang telah diambil untuk mendapat balik semua hutangtersebut.

The attached Balance Sheet, Statement of Income & Expendituretogether with the Notes thereon and Statement of Source andApplication of Funds have been examined under my direction inaccordance with the Audit Act, 1957. All the information andexplanations required have been obtained.

Subject to the following observation, in my opinion, the BalanceSheet, Statement of Income and Expenditure together with the Notesthereon and Statement of Source and Application of Funds areproperly drawn up so as to show a true and fair view of thefinancial position of the National Productivity Council as-at 31stDecember, 1985 and of its transactions and changes in the financialposition for the year ended on that date.

BALANCE SHEET

CURRENT ASSETSDebtors — $798,059

The debtors at 31st December 1985 has doubled compared tothat of 1984 when it was $321,795. The increase was due to thefailure of the company which managed the hotel owned by theCouncil to pay the monthly rental. The terms of the contract betweenthe Council and the company provides for a monthly rental of$40,000 and 5% of its gross revenue. The contract also provides foran interest charge of 9% p.a. on all outstanding debts. Since theabove mentioned terms were breached, the management of theCouncil decided to terminate the contract on the llth of June 1986.The rental due to the Council is $479,574, after deducting the rentaldeposit and amounts due to the company from the Council. TheCouncil has still not received 5% of the gross revenue and 9% p-a.interest on the amounts outstanding since October 1983 to tbetermination of the contract. Legal action, has been taken to recoverthe amounts due.

LAND— $174,705The Authority concerned had not effected the change of title in the name of the Council for the landpurchased in Johor Bahru in the year 1979. This is because the sub-division of lots is in process.

HEADQUARTERS BUILDINGThe value of Headquarters building and its site, which was allocated by the Federal Government, has not beenincluded under fixed assets because its value has not been determined by the Government. Also the transfer ofland title to the name of the Council has not been effected by the Government.
