PENDAHULUAtt
PUSAT DAYA PENGELUARAN NEGARAPusat Daya Pengeluaran Negara telah ditubuhkan dalam tahun 1962
sebagai satu projek bersama olih Kumpulan Wang Khas Bangsa-Bangsa Bersatudan Kerajaan Persekutuan dengan Pertubuhan Buruh Antarabangsa sebagaiPentadbirnya.
Dalam tahun 1966, Akta (Memperbadankan) Majlis Daya PengeluaranNegara Nombor 19, telah diluluskan olih Parlimen dan Majlis menjadi sebuahbadan yang berkuasa sendiri, mulai daripada Ihb Mac, 1966. Ahli-Ahli Majlisadalah dilantik olih Menteri Perdagangan & Perindustrian.

TUGAS-TUGAS:Diantara lain tugas-tugas Pusat Daya Pengeluaran Negara adalah seperti
berikut: —- Meninggikan mutu pengurusan termasuk penyeliaan pada segala
peringkat dalam perdagangan dan perusahaan di Malaysia;- Memperbaiki kecekapan pengeluaran perusahaan, jualan-jualan dan
pemasaran dengan memberi perhatian khusus kepada kaedah-kaedahmenambah daya pengeluaran, memperbaiki mutu keluaran,mengurangkan belanja dan memberi latihan dan nasihat mengenaiperhubungan antara buruh dengan pengurusan;
- Mengadakan latihan dan rancangan-rancangan lain yang bolehsebaik-sebaiknya mengisi kehendak-kehendak tertentu dan kehendak-kehendak tempatan dan negara pada seluruhnya.
CARA PENYAMPAIANSoalan, jawapan dan perbincangan diutamakan. Cara penyampaian
'informal' dalam bentuk syarahan, perbincangan kumpulan dan kajian kesdapat melahirkan suasana yang sesuai bagi latihan orang dewasa. PegawaiPusat ini juga menjalankan lawatan susulan untuk memberikan pertolongandan panduan lanjut, terutama mengenai projek praktikal yang dijalankan dikilang, olih perserta-peserta kursus. Kajian kes dan latihan-latihan dititik-beratkan dalam menjalankan kursus-kursus. Filem-filem pengurusan yangberkaitan dengan kursus juga digunakan.
PERMOHONAN MENGIKUTI KURSUSPermohonan bagi mengikuti kursus-kursus hendaklah dibuat dengan
memenohi borang "Pre-course questionnaire" yang dilampirkan. Pemohonhendaklah mempunyai pengalaman yang berkaitan dengan kursus yang dipilih. Pilihan akan dibuat berdasarkan maklumat yang terdapat di borang "pre-course questionnaire" yang tersebut. Waktu kursus adalah dari 9 pagi hingga 4petang.
Borang-borang dan pembayaran hendaklah dikembalikan dalam masa 2minggu sebelum kursus dijalankan. Untuk menentukan penyertaan, pemohon-pemohon di nasihatkaii supaya membuat permohonan awal,
Cek-cek berpalang hendaklah dibuat atas nama Pengarah PDPN.
SIJIL-SIJILPusat ini mengeluarkan sijil kehadiran kepada semula peserta yang
mengikuti kursus dengan sepenohnya. Sijil-sijil peserta bagi tahun ini akandiberikan pada tahun depan.

PDPN juga menjalankan kursus-kursus pengurusan selain daripada yangdijadualkan mengikut keperluan-keperluan organisasi berkenaan.
INTRODUCTION
THE NATIONAL PRODUCTIVITY CENTRE OF MALAYSIAThe National Productivity Centre was established in 1962 as a joint project
by the United Nations Special Fund and the Federal Government with theInternational Labour Organisation as the executive agency.
In 1966 the National Productivity Council (incorporation) Act. No 19 waspassed by Parliament and the Council became an autonomous body effective as
from 1st March, 1966. The members of the Council are appointed by theMinister of Trade and Industry.
The centre is subsidized by the Government until such time as it becomesself-supporting.
OBJECTIVESAmong others, the objectives of the National Productivity Centre are:
— raising standards of management including supervision at all levels;— improving efficiency of industrial operations with particular reference
to methods of increasing productivity, of improving quality andoutput,of reducing costs and developing constructive labour/manage-ment relations;
— initiating training and other programmes that would best servespecific and local requirement of the country.
METHOD OF INSTRUCTION
Question/answers and discussions are emphasised. Informal instruction inthe form of lectures, syndicate discussions and case studies creates anatmosphere conducive to adult training. The Centre's staff also carry out follow-up visits to give further guidance and assistance, particularly in the case of in-plant practical projects being carried out by the course participants. Case studiesand exercises play a central part in discussions throughout the courses. Thecourses are supplemented with relevant management films and study visits.Course hours are from 9 — 4pm.
ADMISSION FOR COURSES,Application for admission should be made on the Pre-course Questionnaire
form attached at the end of this brochure. Applicants should have someexperience in the particular subject relevant to the course. Selection is based onthe information contained in the Pre-course Questionnaire forms, which are tobe returned two weeks before the course commences together with the relevantfees. Applicants are advised to apply early to avoid disappointment.
Cheques should be made payable to the Director, National ProductivityCentre and crossed 'A/C Payee Only'.
CERTIFICATESThe Centre issues a certificate of attendance to every participant who
attends all the sessions of each training course. Participants of this years courseswill receive their certificates next year.

KURSUS MELAHIR DAN MEMBENA USAHAWAN (EDP)
PERINGKAT I
TUJUAN KURSUS
a) Kepada Bakal Usahawan:Adalah untuk mendorong merekamemulakan satu perniagaan yangkecil dan 'viable'; untuk membantusupaya mereka dapat memulakanperniagaan itu dengan teratur danbetul supaya boleh berkembang.
b) Kepada Usahawan:A d a l a h u n t u k mengua tkandorongan kejayaan dan memberiteknik-teknik pengurusan yangmoden supaya mereka dapat men-jalankan pengurusan perniagaandengan baik, teratur dan rapi. Kur-sus ini dapat membantu merekamelihat perniagaan dengan lebihobjektif lagi dan boleh merancangperkembangan perniagaannya.
KANDUNGAN KURSUS
(i) Dorongan.(ii) Jualan & Pemasaran.(iii) Akaun.
(iv) Lapuran Projek.
(i) DORONGAN (2 hari)— Mengenal diri anda.— Mengambil Risko.
(ii) JUALAN & PEMASARAN (3 hari)— Mengenal dan memilih per-
niagaan.— Memilih tempat perniagaan.— Menggalakkan perniagaan.
— Merancang pemasaran.
(iii) AKAUN (3 hari)— Akaun yang mudah dan
ringkas.— Keperluan/kepentingannya.— Cara yang mudah mengetahui
untung rugi.— Mengetahui kedudukan per-
niagaan.— Merancang kewangan.
(iv) LAPURAN PROJEK (3 hari)— Perbincangan anda/perniaga-
an/perkemb angan.— Analisa permintaan.— Analisa pengurusan.— Analisa teknikal.— Analisa kewangan.
(Untuk menentukan viabiliti projekanda).
PESERTA
1. Mereka yang mahir dan separuhmahir yang sekarang berkhidmat disektor swasta.
2. Mereka yang mempunyai kemahir-an MARA, Dusun Tua, Pertak,Polyteknik dan lain-lain institusi yangingin memulakan perniagaan danperusahaannya sendiri.
3. Usahawan kecil yang ingin mem-besar dan memperbaiki perniagaanatau perusahaannya sendiri.
4. Ahli-ahli angkatan bersenjata yangtelah/akan tamat perkhidmatannyadan ingin menjalankan perniagaan.

5. Mereka yang mempunyai keinginandan keazaman untuk menubuhkan per-niagaannya.
PERINGKAT II
(A) PENGURUSAN KEDAIRUNCIT
TUJUAN KURSUS
— Mendorong dan menyediakanusahawan dalam pengendaliankedai runcit.
— Menolong serta membantu dalammengenal masalah-masalah pen-tadbiran dan pengurusan kedairuncit.
— Menunjukkan cara pamiran/stokdisplay dalam sesebuah kedai run-cit.
— Mengadakan satu simpan kira-kirakhas bagi pengurusan kedai runcit.
KANDUNGAN KURSUS
Dibahagikan kepada empat tajuk pen-ting:
(i) Belian(ii) Kawalan stok(iii) Galakan jualan(iv) Harga
(i) BELIAN— Jenis-jenis barangan.— Yang dirancang dan ang-
garan-anggaran.— Kawalan belian.— Peruntukan kewangan untuk
belian.(ii) KAWALAN STOK
— Stok asas.— Stok sampingan.
— Pusingan stok.
(iii) GALAKAN JUALAN— Letak tempat.— Susuncara.— Pamiran.— Tindakan galakan (publisiti,
tawaran istimewa).
(iv) HARGA— Polisi letak harga.— Kaedah mark-up.— Juaian tunai dan hutang.
PESERTA1. Keutamaan akan diberi kepadacalun-calun yang telah mengikuti kur-sus EDP I dan sudah memulakan per-niagaan.
2. Seboleh-bolehnya -peserta-pesertahendaklah mereka yang menjalankanperniagaan runcit (mereka-merekayang menjalankan perniagaan laintetapi ingin menjalankan perniagaanruncit boleh memohon).
(B) PENGURUSAN KEDAIMAKAN
TUJUAN KURSUS
Untuk memperkenalkan kepadapeserta-peserta teknik-teknik modendalam pengurusan kedaimakan/restoren yang mana akan mem-bolehkan peserta-peserta mempunyaipenglibatan yang aktif, sistematik danberkesan di lapangan ini.
KANDUNGAN KURSUS
Topik-topik yang akan dibin-cangkan ialah:
— Pengurusan dan pentadbirandapur.
— Rekod p e n e r i m a a n danpengeluaran.
— Merancang menu.
— Membuat catuan.— Pengawasan.— Pengawasan kos pekerja-pekerja.— Penentuan kos makanan dan
minuman.— Cara-cara menambah keuntungan.— Atur cetak alat-alat dan kawasan
kerja.— Lawatan/kes perbincangan.— Dan lain-lain.
PESERTA
1. Kursus ini sangat sesuai untukUsahawan Bumiputra yang melibatkanciiri secara langsung di lapangan per-niagaan kedai makan, dan juga tuanp u n y a pe rn iagaan kedaimakan/ restoren.
2. Keutamaan diberi kepada bekas-bck;is peserta kursus Melahir danMembena Usahawan Peringkat I.
(C) KURSUS PENGURUSANKEWANGAN
TUJUAN KURSUS
Untuk membincangkan beberapakaedah pengurusan kewangan yangboleh menambahkan keuntungan danmempercepatkan perkembangan enter -prais/perniagaan.
KANDUNGAN KURSUS
— Rekod sebagai alat pengurusan.
— Memahami dan menganalisapenyata-penyata kewangan per-niagaan.
— Merancang keuntungan per-niagaan (break-even analysis).
— Pengurusan modal pusingan (work-ing capital management).
— Pengenalan belanjawan modal.
PESERTA
1. Bekas peserta kursus EDP I yangtelah menjalankan perniagaan.
2. Kakitangan bahagian kewangansyarikat perniagaan swasta.
(D) KURSUS PENGURUSAN PE-MASARAN
TUJUAN KURSUS
Membincangkan beberapa kaedahdan pendekatan pemasaran yang sesuaidan berkesan untuk usahawan-usahawan kecil.
KANDUNGAN KURSUS
— Pengenalan konsep pemasaran.— Pemasaran untuk peniaga-peniaga
kecil.— Perancangan pemasaran dan
penyelidikan pemasaran.— Maklumat-maklumat pemasaran.— Penentuan kos pemasaran.
PESERTA
Usahawan-usahawan yang telahmengikuti kursus EDP I ataukakitangan syarikat-syarikat per-niagaan yang terlibat dengan aktiviti-aktiviti pemasaran dan galakan jualan.
KURSUS-KURSUS KHAS
(i) KURSUS SIMPAN KIRA-KIRATUJUAN KURSUS
— Melat ih peser ta-peser tamengadakan satu sistemperakaunan yang mudah danlengkap.
— Menyediakan penyata kewanganberdasarkan sistem perakaunanyangdipelajari.
KANDUNGAN KURSUS— Pentingnya akaun dan pengkelasan
akaun.— Rekod jualan dan penerimaan
wang tunai mengikut kaedahcatitan 'sealiran (single-entrysystem).
— Menyediakan penyata kewangan —Penyata Untung Rugi dan KunciKira-Kira.
— Rekod belian dan pembayaranwang tunai mengikut kaedahcatitan sealiran.
— Memahami analisa titik pulangmodal.
— Perbezaan antara ketunaian dankeuntungan juga nisbah lain bagipengurusan kewangan yangmudah.
PESERTA
Terbuka kepada semua penjaja-penjaja keci! seperti penjual ais-kerim,
air batu, buah-buahan dan lain-lainyang menggunakan motosikal, keretasorong atau gerai-gerai atau warong-warongkecil di tepijalan ataudi pasar.
(ii) KURSUS UNTUK PEGAWAI-PEGAWAI PEMBANGUNANUSAHAWAN BAGI AJENSI-AJENSI KERAJAAN TERTENTU(KUPP)

IR 9 DOMESTIC ENQUIRY PRO-CEDURES

disciplinary actions for habitual infrac-tion of work rules. The EmploymentOrdinance requires that in suchdisciplinary actions as Dismissal, Demo-tion & Suspension, the employer has tohold a "due enquiry".
But what constitutes a "due en-quiry"? Nothing has been laid downunder the law. However certainguidelines have been laid down by theIndustrial Court for such enquiries.
To that extent this course is design-ed to provide some of these guidelines.Participants will be able to observe &participate in a mock Domestic Enquirywhich will include among others theexamination & cross-examination ofwitnesses as well as the recording ofstatements & the recommendation ofappropriate disciplinary action.

Bagaimana tata-cara penyiasatanyang adil ini dapat dijalankan? OrdinanKerja itu tidak memberi garis panduyang mencukupi mengenai bagaimanauntuk mengendalikan tata-carapenyiasatan ini. WalaubagaimanapunMahkamah Perusahaan telah memberi
garis pandu berkaitan dengan tata-carapenyiasatan ini semasa menyelesaikankes-kes pembuangan kerjanya.

Method Study, which is regardedas one component of Work Study is notcovered in this course. Participants areexpected to be familiar with MethodStudy before attending this course.
IE 2 PRODUCTION PLANNINGAND CONTROL
The objective of the course is to ac-quaint one with the various factors thatcan affect production. The course alsodelves into areas which production per-sonnel should understand and know,even though it may have no direct bear-ing on their duties as Productionengineers or managers. Emphasis willbe placed on Stock Control, Loadingand Scheduling, Network Analysis andQuality Control.
The course is suitable for top andmiddle management personnel who areinvolved in Production Planning andControl.
IE 3 QUALITY CONTROLThe course introduces the general
concept of Quality and Quality Control,
and some of its statiscal tech-niques. It enables participants to usethese techniques for the control andmaintenance of the quality of the pro-duct manufactured.
All personnel related to the Qualityfunction, will be considered. A basicknowledge of statistics is recommended.
IE 4 MATERIALS HANDLING
In any organisation, materials arehandled either manually or bymechanical means. Materials handlingcontributes to the cost of the end pro-duct but not to its value. The unproduc-tive contribution may be as high as 90%of the total labour costs. As such thecourse introduces the necessary re-quirements to reduce materials handl-ing and its costs.
This course is useful to WorksManagers, Plant Engineers, ProductionSupervisors, Work Study Officers,Store-keepers. Purchasers of materialsand other staff involved in MaterialsHandling and their storage.
IE 5 CRITICAL PATH METHOD
Critical Path Method is a manage-ment technique that proves very usefulin the Planning Scheduling and Controlof projects.
Participants will be introduced tothe advantages and applications ofCritical Path Method through ProcessPlanning, Scheduling and Planning ofCosts. This is illustrated with films and

IE 6 ORGANISATION ANDMETHODS (O & M)

As such it wouldbenefit the manager who is concernedwith the rising costs of paperwork andthe need for an effective use of availableinformation.
IE 7 FILING AND RECORDSMANAGEMENT
The course acquaints participantswith the principles, modern techniquesand efficient procedures in filing. Itprovides a valuable guide to currentpractices in modern business filing andemphasises the need to give greaterthought and care to filing as a businessundertaking.
The course is suitable for all per-sonnel involved in filing or recordingfunctions.
IE 8 VALUE ANALYSIS
Value analysis is an organizedcreative approach which has as its primeobjective the efficient identification ofunnecessary cost, i.e. cost which pro-vides neither quality nor use nor ap-pearance nor customer features. It helps
focus management attention to theorderly utilisation of alternativematerials and the consideration of alter-native and new processes of manufac-turing those materials. Value analysisalso directs attention to the considera-tion of sources of specialized supplies ofcertain materials. Furthermore, it helpsfocus the attention of engineering,manufacturing and purchasing on oneobjective — equivalent performance forlower cost.
Value analysis has been a muchneglected aspect of management inbusiness organizations in Malaysia inthe past. However, in a fast growingeconomy like our own, the consumer isbecoming increasingly interested in put-ting the money where it will do the mostgood.
Thus, personnel performing the in-dustrial engineering or work study func-tions should show greater awareness andinterest in Value Analysis. This is not tosay that managers in other functionalareas can ignore Value Analysis. Farfrom it. Just as the adage "quality iseverybody's business" applies toeveryone in an organization, the same ismost certainly true of Value Analysisalso.

LIS1 JOB SIMPLIFICATION
The course presents some techni-ques of Method Study by which jobs canbe studied, simplified and improved. Itgives particular training in certaintechniques and principles of JobSimplification which can be used byparticipants in their work place.
The course would benefit WorkStudy Officers, Supervisors andmanagerial staff of all levels involved inproduction functions, members of jointconsultative committees and tradeunion executives.
LIS 2 INDUSTRIAL SAFETY I
The occurence of personal-injuryaccidents and also those accidents thatcause damage only to property, clearlyindicates a fault somewhere along theline of planning, design, construction,installation or operations. The effect ofsuch accidents is to increase cost,decrease production and interrupt con-tinuity of operation.
The course emphasises the axiom:"Accidents do not happen — they arecausedl"
The course will introduce the 3basic principles of accident preventionnamely:
(1) the creation and maintenance of in-terest;
(2) fact finding; and
(3) action based on the facts.
It would benefit all personnel in-volved with industrial safety work andthe welfare of employees.
LIS 3 INDUSTRIAL SAFETY 2
This is a supplementary course tothe first course. Important aspects ofsafety such as fire prevention, occupa-tional health, electrical hazards, legalaspects of safety, human factor, safetyorganisation etc. are discussed in depth.Participants are made aware of thevaried aspects of industrial safety andnot merely on housekeeping and rulesand regulations.
Emphasis is given to the preventionof hazards. Case studies and specialsafety films are used in the programme.
Like its forerunner, this coursewould benefit Safety Officers and allothers who are directly involved in theplant.
LIS 4 MAINTENANCE MANAGE-MENT
A lot of thought and effort is putinto the process of acquiring newmachines, equipment and facilities. Buthardly much thought is given to the on-going maintenance of these valuableassets. Very often maintenance crew isfully occupied with breakdown repairswith hardly any time left for preventivemaintenance. Considerations as to sizeof maintenance crew, maintenance costcontrol, lubrication procedures etc areneglected.
