PERUTUSAN PENGERUSI MAJLIS

Kelengkapan2 yang teramat mahal dan moden mungkin member! faedahkechil jikalau pengurusan tidak berupaya meranchang dan menyelia-nya untokkegunaan mu'tamad. Keadaan begini boleh juga di-katakan lentang semuabahan2.

Apa-kah pengurusan? Dengan rengkas-nya pengurusan boleh-lah di-katakan sebagai kegiatan2 menentukan tujuan2 sa-sualu pertubohan dan seterus-nya menunjok ajar tenaga manusia dan Iain2 bahan dalam sa-suatu pertubohanitu ka-arah terchapai-nya tujuan2 itu. Dua perkataan yang perlu di-tegaskan ia-lah menentukan dan menunjok ajar. Oleh kerana itu pengurugsan ia-Iah be-rasaskan sains dan seni. Pengurusan yang saintifik membahagikan kerja2 kepadabeberapa bahagian — pengukuran kerja, menyenangkan kerja, kaji kerja danscbagai-nya. Seni pengurusan melibatkan prinsip2 perhubongan sama2 manusiadan ini berma'ana sa-orang pengurus membuat beberapa tugas2 asas — kebolehanteknik, kebo!ehan manusia dan kebolehan meranchang.

Dengan kebolehan teknik sa-orang pengurus telah terlateh dan mendapatdidekan dalam bidang-nya yang tertcntu, milhal-nya pengiraan. jurutera, sainsdan penjualan.

Kebolehan manusia bukan-lah berma'ana sa-orang pengurus itu ia-lahsa-orang yang baik dan di-sukai ramai. Sa-orang pengurus mungkin mem-punyai kebolehan manusia tetapi mungkin juga dia bukan sa-orang yang di-gemari sekali dalam pertubohan itu. Dia perlu menubohkan perhubongan yangsehat dengan kakitangan, menggalakan kakitangan bekerja, menggunakan kebo-lehan kakitangan dan memberi mereka kepuasan bekerja.

Kebolehan meranchang boleh-lah di-katakan sebagai menggunakan denganberfeadah masa pengurus dan kakilangan. Di-samping menggunakan masasendiri dengan berfeadah - satu usalia yang susah - so-orang pengurus perlu jugamenggunakan masa orang lain dengan berfeadah juga. Ini berma'ana seban-yak sadikit sa-orang pengurus berkuasa di-atas masa orang lain, masa orang di-bawah-nya dan di-atus segala orang dalam pertubohan-nya. Oleh sebab2 inisa-orang pengurus yang baik mesti-lah sa-orang yang terpelajar dan meminausegala keadaan sekeliling-nya. Latehan yang luas makin bertambah pentingbagi pengurus sa-lain daripada lapangan mereka yang tertentu.

Sa-suatu perbadanan yang berusaha untok menambah daya pengeluaranmelalui pengurusan yang berkesan hendak-lah mengadakan satu pasokan pen-gurusan yang saksama supaya mereka mempunyai ketiga2 kebolehan yang ter-sebut di-atas. Tentu sekali tidak ada sa-orang pun sedia mempunyai kebolehan2ini, tetapi semua pengurus mesti-lah menchuba mempunyai kebolehan ini melaluilatehan lanjut. Tujuan Pusat Daya Pengeluaran Negara ia-lah untok memberilatehan untok mendapat kebolehan2 ini.

PENDAHULUAN

Pusat Daya Pengeluaran Negara Malaysia

Pusat Daya Pengeluaran Negara telah di-tubohkan dalam tahun 1962sa-bagai satu projek bcrsama oleh Kumpulan Wang Khas Bangsa2 Bersatu danKerajaan Persekutuan dengan Ptrtubohan Buroh Antara Bangsa sa-bagai pen-tadbir-nya. Mengikut Ranchangan Gerakan projek itu, Pusat Daya PengeluaranNegara akhir-nya akan berkuasa sendiri.

Dalam tahun 1968 Act Memperbadankan Daya Pengeluaran NegaraNombor 19 tahun 1966 telah di-luluskan oleh Parlimen dan Pusat ini menjadi sa-buah badan yang berkuasa sendiri mulai daripada Ihb. Mach, tahun 1966. Ahil2Majlis itu telah di-Iantek oleh Menteri Perdagangan dan Perusahaan dalam bulanJulai tahun 1966.

Pusat ini dapat pertolongan wang daripada kerajaan hingga suatu masaboleh mendapat bekalan-nya sendiri.

Tugas2 Majlis itu ia-lah menuboh dan menyelenggarakan Pusat DayaPengeluaran Negara bagi maksud:

(a) meninggikan mutu pengurusan termasok penyelian pada segala pe-ringkat dalam perdagangan dan perusahaan di-dalam Persekutuan

(b) memperbaiki kechekapan perjalanan, perusahaan, jualan2 dan pema-saran dengan memberi perhatian khusus kapada kaedah2 menambahdaya pengeluaran, memperbaiki mutu keluaran. mengurangkan be-Ianja2 dan memberi latehan dan nasihat mengenai perhubonganantara buroh dengan pengurusan;

(c) mengadakan latehan dan ranchangan2 lain yang boleh sa-baik-nyamengisi kehandak2 tertentu dan kehendak2 tempatan dan kehendak2negara pada seluroh-nya;

(d) menerangkan maksud2, tujuan2 dan usaha2 Pusat dan mendapatkankerjasama daripada kumpulan2 majikan dan pekerja;

(e) menasihatkan, sa-bagaimana kakitangan-nya ber^eslayakan, Menteridan pertubohan2 persendirian, pertubohan2 atau orang2 persaora-ngan mengenai perkara2 yang meliputi segala segi chara dayapengeluaran;

(f) berkhidmat sa-bagai suatu foram untok membinchangkan masaalah2penubohan, pengurusan dan penyeliaan dalam perdagangan danperusahaan;

(g) membuat penyata tahunan kapada Menteri berkenaan dengan fcema-juan dan masaalah2 meninggikan daya pengeluaran dalam perdagan-gan dan perusahaan dalam negara serta membuat shor2 mengenaichara bagaimana masaalah2 itu boleh di-uruskan;

(h) menyedia dan menguruskan perkhidmatan2 perunding.

(i) mengadakan dan mengekalkan perhubongan2 dengan pertubohan2yang sarupa atau yang lain, baik pertubohan2 kebahgsaan mahupun antarabangsa; dan

(j) membuat apa2 jua perkara sa-bagaimana yang bersangkutan denganatau teriibat daripada perjalanan kerja2 di-bawah Act ini.

Dalam tahun 1969 Majilis Daya Pengeluaran Negara telah bersidang limakali dan di-antara lain perkara yang telah di-binchangkan ia-lah:—

(a) Pengambilan kakitangan oleh Pusat Daya Pengeluaran Negara —Pengawai2 Kanan, Pegawai2 Rendah dan Penasehat Latehan Antara-bangsa;

(b) Bangunan Pusat Daya Pengeluaran Negara;

(c) Undang2 Kumpulan Wang Pusat Daya Pengeluaran Negara;

(d) Perjanjian Pegawai2 Kanan berkursus di-seberang laut;

(e) Anggaran Perbelanjaan 1970;

KAJIAN 'AM

Satu langka|i yang besar telah di-ambil oleh Pusat Daya PengeluaranNegara dalam tahun 1969 untok menchapai chita2-nya. Jumlah kursus2 danseminar2 ia-lah 91 di-bandingkan dengan 67 dalam tahun sebelum-nya dan jumlahpeserta2 meningkat 1,389 di-bandingkan dengan 1,121 dalam tahun 1968. Perban-dingan ini menujokkan kenaikan yang tinggi walau pun beberapa kursus ter-paksa di-tanggohkan dalam bulan Mei dan awal bulan Jun di-sebabkan olehkekachauan Mei 13. Beberapa perkara telah membantu penambahan jumlahkursus2 latehan. Lebeh banyak lagi perbadanan2 perdagangan, perusahaan,kerajaan dan separoh kerajaan dan juga perbadanan sukarela telah sedar musta-hak-nya latehan bagi kakitangan mereka untok kemajuan mereka dan menentangchabaran persaingan. Banyak pertubohan2 telah menghantar peserta2 menghad-hiri kursus2 Pusat ini. Suatu perkara yang penting ia-lah perbadanan yang dulu-nya menghantar kakitangan2 mereka ka-Pusat ini untok latehan sekarang mem-buat latehan "In-service" sebagai suatu sifat dalam ranchangan latehan masing2.Suatu lagi perkara yang menyebabkan bertambah-nya jumlah kursus2 dan pescrta2ia-lah kegiatan2 Pusat ini telah merebak kepada bandar besar di-Malaysia Timordan Barat. Suatu jumlah peserta2 yang besar telah kembali ka-Pusat ini untokmengambil bahagian dalam Iatehan2 yang lanjut dan menerima latehan dalambidang2 daya pengeluaran yang lain.

Kejayaan Pusat ini boleh juga di-nyatakan dalam istilah kewangan. Sejaklahir-nya Pusat ini dalam tahun 1962 lebeh dari $870000 telah terjimat melalui101 projefc praktik dalam kilang yang telah di-jalankan oleh peserta2 yang telahmenghadhiri kursus2 Kaji Kerja di-Pusat ini. Perlaksanaan projek2 ini telah di-bantu oleh Pegawai2 Latehan dan Penyiasatan Pusat ini. Dalam tahun ini 8 pr.o-jek telah di-laksanakan yang menghasilkan $101,000 terjimat tiap2 tahun.

Kursus2 Latehan BarnDalam tahun 1969. enam kursus baru telah di-ranchangkan dan di-laksana-

kan dengan jaya-nya. Bahagian Perhubonsan Perusahaan telah menjalankankursus2 perhubongan bagi Pengurus2 Rendah, Pengurusan Perhubongan Peru-sahaan baei Pengurus2 dan Pegawai2 Kesatuan Sekerja dan Pengurus Perhu-bongan Buroh — Kursus Tinggi.

Bahagian Kemajuan Pengurusan telah mengadakan kursus Unsor2 KawalanPengurusan

Bahagian Perkiraan Pengurusan telah memperkenalkan dua kursus2 baruia-itu Introduction to Electronic Data Processing and Computer Techniques, danProfit Control and Cost Cutting.

Latehan Dalam PerkhidmatanTi#a Pelateh2 baru dari 3 pertubohan yang telah menghadhiri kursus2

Institute di-Pusat ini melaporkan 15 kursus telah di-jalankan di-dalam pertubohan2masing2 bagi 132 poseria2. Pusat ini terus memberi segala sokongan kepadaPelateh2 ini dengan tujuari untok menyebarkan lagi latehan penyelia asas kepadaseberapa banyak pertubohan yang boleh.Kursus2 Anjoran

Pusat ini menggalakkan pertubohan2 asing untok menganjorkau kursus2bagi keperluan mereka sendiri dan di-daerah Kuala Lumpur dan Petaling Jayadan juga di-tempat2 lain untok mendapat penyertaan yang lebeh giat dari pertu-bohani luar dalam usaha2 Pusat ini. 14 pertubohan telah berjaya menganjorkankursus2 yang telah di-pimpin oleh pegawai2 Pusat ini. 9 daripada pertubohan2ini menganjorkan kursus di-luar Petaling Jaya dan Kuala Lumpur. Kursus2mengenai Kerja Kumpulan dan Panduan Perbinchangan dan Pimpinan dan-Perhubogan Sama2 Manusia telah di-anjorkan di-Pusat Kesihatan Awam danTeaching Hospital Universiti Malaya untok kakitangan masing2. Junior Chain-

her of Commerce, Kuala Lumpur telah tnenganjorkan kursus Pjmpinan danPerhubongan Sama2 Manusia di-sebelah petang dan Perbandaran Kuala Lumpurtelah menganjorkan kursus yang serupa untok kakitangan-nya di-Pusat DaysPengeluaran Negara. Kursus itu telah di-buka oleh Pemangku Pegawai KesihatanPerbandaran.

Persatuan Perdagangan2 Jurutera China Selangor menganjorkan tiga semi-nar dalam bahasa Cantonese dalam tahun 1969. Seminar2 Menyenangkan KerjaBagi Penyel!a2 telah2 di-anjorkan pada hujong minggu untok memberi kesem-patan kepada Penyelia2 yang tiada memahami bahasa Inggeris sebagai bahasapengantar dan juga untok memberi dan memenohi kehendak latehan mereka2yang tidak berpeluang menghadhiri kursus2 dalam masa2 pejabat. Kursus2Menyenangkan Kerja Bagi Penyelia2 dan Pimpinan dan Perhubongan Sama2Manusia yang telah di-anjorkan oleh Klab Rotary Ipoh dan telah di-rasmikanpembukaan-nya oleh Yang Berhormat Menteri Besar Perak.

Klab2 Rotary Pulau Pinang dan Seremban menganjorkan kursus2 Pim-pinan dan Perhubongan Sama2 Manusia dan pembukaan kursus2 ini telah di-buatoleh Yang Berhormat Ketua Menteri Pulau Pinang dan Menteri Besar NegeriSe mbilan.

Persatuan Rundingan Majikan Sabah menganiorkan kursus Pimpinandan Perhubongan Sama2 Manusia dan Perhubongan Perusahaan Bagi Penvelia2di-Sandakan. Pembukaan kursus2 ini telah di-buat oleh Yang Berhormat MenteriKewangan Sabah Enche Salleh Sulong.

Sharikat Tambakau Malaya Berhad Kota Bharu terus menganjorkan kur-sus2 yane telah di-selengearakan oleh peeawai2 Pusat ini. Kursus2 ini telah di-hadhiri oleh kakitanean2 dari perbadanan2 lain di-Kota Bharu. Yang BerhormatTimbalan Menteri Besar Kelantan merasmikan pembukaan kursus2 ini.

Associated Motor Industries Batu Tiga telah melancharkan suatu ranchan-gan latehan bap;i kakitanean sharikat itu. Kursus2 Pimpinan dan PerhubonganSama2 Manusia dan Penvelia Sebaeai Pelateh dan Peneajar telah di-selen*i?arakandi-dalam b'lek latehan sharikat itu di-Batu Tiga. Untok memenohi kehendakSharikat Union Carbide Sdn. Berhad Johor Bahru. empat knrsus2 "Pimpinandan Perhubonpan Sama2 Manusia telah di-selensparakan baei kakitangan-nya danjuga bag! kakirangan2 perbadanan2 yang lain di-Johore Bahru.

Sharikat Blood Protection Sdn. Bhd. Butterworth telah menganjorkan satukursus Menvenanpkan Kerja Basi Penyelia2 untok kakitangan-nva dalam bulanOktober. Pegawai2 Pusat ini telah membuat lawatan lanjut kepada sharikat2 inimembuat projek praktik.

Persatuan Siswa2 Universiti Malaya Chawangan Pulau Pinang telahmenganiorkan kursus2 di-Georgetown bagi pegawai2 kerajaan, separoh kerajaandan pegawai perdagangan Pulau Pinang.

Latehan Dalam Bidang PertanianDua kursus Pengurusan Ladang bagi Penolong2 Pengurus ladanggetah dan

kelapa sawit telah di-adakan di-Pusat ini dengan kerjasama Persatuan Peladang Se-langor dan Incorporated Society of Planters.

KursusZ Dalam Bahasa KebangsaanPusat ini sedang menchuba membanyakkan kursus2 dalam Bahasa Kebang-

saan supaya kemudahan2 yang di-dapati di-Pusat ini tidak akan terhad kepadamereka yang pandai bahasa Inggeris sahaja. Kejayaan telah di-chapai dalammengadakan kursus Pimpinan dan Perhubongan Sama2 Manusia dalam bulanJulai. Sokongan yang di-beri oleh peserta sangat menggalakkan dan di-harapdalam tahun 1970 banyak lagi kursus dalam Bahasa Kebangsaan akan di-adakan.

KakitanganDalam tahun 1969 kakitangan Pusat ini bertambah selaras dengan ber-

tambah-nya kehendak2 latehan di bahagian persendirian dan pehak umum.Pada akhir tahun ini jumlah pegawai Latehan dan Penyiasatan ia-lah 13 di-band-ingkan dengan 8 orang pada akhir tahun yang lepas. Dengan bertambah-nyajumlah kakitangan, banyak lagi ranchangan2 akan di-buat dalam masa akandatang.

Pena$ihat2 LatehanMajlis Daya Pengeluaran Negara maseh lagi menghadapi masaalah besar

dalam mendapatkan Penasehat2 Latehan yang sesuai bagi membantu Pusat inidalam tugas2-nya dan juga bagi melateh pegawai2 tempatan yang baru di-ambil.Walau bagaimana pun dalam tahun ini 4 Penasihat2 Latehan telah berkhidmatdi-Pusat ini untok jangka masa yang tertentu daripada enam bulan hingga satutahun.

Penyampaian SijilDi-Kuala Lumpur satu majlis Penyampaian Sijil telah di-adakan di-Balai

Budaya Dewan Bahasa dan Pustaka pada 29hb. Mach, 1969. Yang BerhormatMenteri Perdagangan dan Perusahaan telah menyampaikan siji!2 kepada peserta249 kursus yang telah di-adakan dalam tahun 1968.

Yang Berhormat Ketua Menteri Pulau Pinang telah menyampaikan siji!2kepada peserta2 kursus Pengurusan Perhubongan Buroh di-satu majlis yang telahdi-anjorkan oleh Persatuan Siswa2 Universiti Malaya Chawangan PulauPinang dalam bulan Ogos, 1969.

Pertubohan Persatuan Daya Pengeluaran MalaysiaMajlis merasmikan „ Persatuan Daya Pengeluaran Malaysia telah di-

adakan di-Balai Budaya, Dewan Bahasa dan Pustaka pada 30hb. March 1969.Persatuan ini telah di-rasmikan oleh Yang Berhormat Menteri Perdagangan danPerusahaan. Turut juga hadhir dalam majlis itu ia-lah Yang Berhormat MenteriBuroh dan juga Pengerusi, Majlis Daya Pengeluaran Negara. Dengan kebenaranyang di-beri oleh Majlis Daya Pengeluaran Negara, Persatuan Daya PengeluaranMalaysia telah menganjorkan kursus "Perhubongan Berkesan Melalui Pertutoran"pada sebelah petang. Kursus yang pertama ini telah di-rasmikan pembukaan-nyaoleh Yang Berhormat Menteri Muda Perdagangan dan Perusahaan. 12 pesertatelah menghadhiri kursus ini yang telah di-adakan di-Pusat ini. Persatuan DayaPengeluaran Malaysia berchadang mengadakan banyak lagi kursus pada tahunhadapan.

Bayaran Kusus LatehanDalam tahun yang di-kaji Pusat ini sebagai satu badan persendirian yang

tidak bertujuan mendapat untong, telah berjaya memungut $45,083 sebagaibayaran kursus2 latehan, ini tidak-lah termasok $5,929 yang di-pungut daripadaperkara2 rampaian sebagai pinjaman filem, sharahan yang di-buat oleh pegawai2Pusat ini.

Bangunan Pusat Daya Pengeluaran NegaraPembenaan bangunan Pusat Daya Pengeluaran Negara yang berharga

$500,000/- telah di-mulakan dalam bulan September. Bangunan ini di-jangkasiap dalam pertengahan tahun 1970.

KEGIATAN BAHAGIAN2 LATEHANI. BAHAGIAN KEJURUTERAAN PERUSAHAAN

Kaji Kerja Peringkat IKursus ini telah di-adakan untok membantu pengurus mengawal penge-

luaran dan perkhidmatan dengan menggunakan chara2 Kaji Kerja terutama sekaliKaji Chara dan Ukor Kerja. Ini melibatkan kajian teliti tentang usaha2 manusiadalam semua bidang ka-arah pemereksaan terator di-atas semua faktor yang bolehmempengarohi kajian dan ekoncmi sesuatu keadaan yang di-kaji untok mendapatkemajuan dan daya pengeluaran yang tinggi. Kursus ini ada-lah di-bahagikankepada dua peringkat. Peringkat pertama terdiri daripada latehan teori selamaenam hari termasok perbinchangan dan penegunaan teknik2 dengan pekerjaanyang sebenar-nya. Peringkat kedua ada-lah' di-buat di-dalam tempat kerja pesertadan dalam masa ini peserta2 di-kehendaki menjalankan projek praktik di-dalamkilang. Mereka mungkin di-bantu oleh pegawai2 Pusat ini bukan hanya di-dalammengenalkan masa'alah masing2 tetapi juga menchari jalan untok mengatasimasa'alah ini dengan menggunakan chara2 Kaji Kerja. Dalam tahun 1969 duakursus Kaji Kerja Peringkat Satu telah di-adakan untok 34 peserta2. Kursus yangpertama telah di-adakan dalam bulan Mach dan yang kedua dalam bulanNovember. Sa-jumlah 23 pertubohan perusahaan, perdagangan, kerajaan danseparoh kerajaan telah di-wakili di-dalam kursus2 ini.

Dua pensharah jemputan telah di-undang untok berchakap di-atas perkara2yang tertentu. Kunjongan2 telah juga di-buat kepada beberapa pertubohanperusahaan dalam masa kursus ini untok membiasakan peserta2 dengan peng-gunaan chara2 Kaji Kerja yang praktik.Pengurusan Pemeliliaraan

Kursus Pengurusan Pemiliharaan ia-lah lanjutan kursus PemeliharaanPenchegah yang telah di-adakan dalam tahun 1967. Kursus ini telah di-adakanbagi kakitangan2 dan pegawai yang terlibat dengan sechara langsong denganperbelanjaan pemeliharaan kakitangan dan peratoran. Kursus ini menegaskanbelanja2 pemeliharaan dan kerugian yang mungkin berlaku daripada satu2 charapemeliharaan yang tidak terator.

Dalam tahun 1969 dua kursus Pengurusan Pemeliharaan telah di-adakanbagi 42 peserta daripada 31 perbadanan. Kursus yang pertama telah di-adakandalam bulan Februari dan yang kedua dalam bulan Ogos.

Keselamatan PerusahaanKeselamatan Perusahaan telah di-adakan untok member! rangka sechara

umum tentang perkara2 yang berkenaan dengan keselamatan perusahaan danmenyebarkan kesedaran tentang keselamatan di-dalam perusahaan2. PerangkaanMalaysia mengenai kemalangan dan jumlah kerugian di-sebabkan oleh kemalanganjuga di-pereksa. Kajian di-buat juga ke-atas usaha2 keselamatan di-dalamperbadanan, tugas jawatankuasa keselamatan dan penyiasatan keselamatan danlaporan keselamatan. Tiga puloh tujoh pegawai dan penyelia daripada 27 per-badanan perusahaan Kerajaan dan separoh Kerajaan mengambil bahagian di-dalamdua kursus Keselamatan Perusahaan yang di-adakan, di-dalam bulan Aprildan satu lagi dalam bulan September. Enam pensharah jemputan telah di-undanguntok memberi uchapan. Kunjongan2 telah juga di-buat untok menumpukanpeihatian kapada perjalanan pekerjaan jawatankuasa2 keselamatan dan peserta2juga menghadziri suatu pertunjokkan perkakas melawan api di-Pusat LatehanPenchegah Api, Gombak Kuala Lumpur.Menyenangkan Kerja Untok Penyelia2

Tujuan kursus ini ia-lah untok mengenalkan chara2 dan teknik2 bagaimanakerja2 boleh di-kaji dan di-perbaiki dengan senang dalam sesuatu kilang ataupejabat untok menchapai daya pengeluaran yang lebeh. Tujoh kursus telah di-adakan dalam tahun ini bagi 87 peserta daripada badan2 perusahaan, perdagangan.kerajaan dan separoh kerajaan.

II. BAHAGIAN PERKHIDMATAN PERUSAHAAN KECHIL

Bahagian Perkhidrnatan Perusahaan Kechil mengadakan kursusZ yangserupa dengan kursus2 yang di-jalankan oleh Bahagian Kejuruteraan Perusahaantetapi bahasa pengantar dalam kursus ini ia-lah Bahasa Kantonis. Kursus2 initelah di-adakan di-luar masa pejabat untok memberi peluang kepada pegawai2yang tidak dapat menghadhiri kursus di-dalam waktu kerja biasa.

Bahagian ini dengan kerjasama Majlis Amanah Ra'ayat, Lembaga Peru-sahaan Kemajuan Pcrsekutuan, Kemajuan Perusahaan Kewangan MalaysiaBerhad (MIDFB), dengan jaya-nya telah menguruskan dua seminar bertajok"Masa'alah Perusahaan Kechil dan Pertengahan." Seminar yang pertama telahdi-adakan dalam bulan Mach dan pembukaan-nya di-rasmikan oleh MenteriKewangan Tun Tan Siew Sin dan seminar yang kedua di-adakan dalam bulanNovember dan pembukaan-nya di-rasmikan oleh Yang Berhormat TimbalanPerdana Menteri sebagai Pengarah Gerakan.

Satu daripada perbinchangan panel telah di-ketuai oleh Yang BerhormatMenteri Muda Perdagangan dan Perusahaan di-mana peserta2 telah di-berikesedaran tentang kemudahan2 yang di-beri oleh penganjorZ

HI. BAHAGIAN PENGIRAAN PENGURUSANBahagian Pengiraan Pengurusan telah mengadakan 6 kursus untok 109

peserta2 daripada berbagai2 pertubohan perdagangan, perusahaan, kerajaan danbadan2 berkanun.

Introduction to Data Processing and Computer Techniques

Dua kursus telah di-adakan bagi 40 peserta daripada berbagai2 perdagangandalam bulan Januari dan April. Sa-puloh pensharah jemputan telah memberiuchapan istimewa di-dalam kursus2 ini. Peserta2 telah melawat InternationalBusiness Machines, Kumpulan Wang Pekerja2, Jabatan Perangkaan, LembagaLetrik Negara dan Jabatan Hasil Dalam Negeri untok membiasakan diri merekamenggunakan komputer2.

Kawalan Keuntongan dan Pengurangan BelanjaEmpat kursus telah di-adakan bagi 69 pegawai kanan daripada 52

pertubohan. Beberapa lawatan telah di-buat untok membolehkan peserta2 supayamenghargai penggunaan teknik2 yang di-binchangkan waktu berkursus.

IV. BAHAGIAN JUALAN DAN PEMASARANPenjualan

Bahagian ini mengadakan tiga kursus Penjualan bagi 69 waki!2 jualan danpegawai jualan daripada beberapa pertubohan perdagangan dan perusahaan.Oleh kerana kursus ini sangat2 di-sukai maka jumfah kursus ini akan di-tambahpada tahun hadapan. Usaha2 sedang di-buat untok memperkokohkan bahagianini dengan mengambil dua lagi Pegawai Latehan dan Penyiasatan dan mengambilsa-orang Pelateh Antara Bangsa.

V. BAHAGAIN KEMAJUAN PENGURUSANEmpat puloh lapan kursus telah di-adakan oleh Bahagian ini bagi 622

peserta dalam tahun ini. Bahagian ini telah menarek jumlah peserta2 yang terbesar

sekali oleh sebab ia-nya bukan sahaja menawarkan kursus asas penyeliaan yangsesuai kapada pengurusan 'am tetapi juga sesuai kepada semua lapisan penyeliaandi dalam pengurusan. Pertubohan persendirian juga telah membuat permohonansupaya kursus ini di-adakan untok kakitangan di-tempat mereka.

Kursus Institute — Pimpinan dan Perhubongan SamaZ Manusia & PenyeliaSebagai Pelateh dan Pengajar

Supaya mendapat kesan yang besar ka-atas latehan penyeliaan, kursusInstitute telah di-adakan untok pegawai2 kakitangan dan Iain2 yang terlibat dalamranchangan latehan di-dalam perbadanan masing2 untok kemajuan kakitanganmereka. Dalam kursus2 ini mereka mengambil bahagian untok menyesuaikandin bukan sahaja dengan chara mengajar tetapi juga dengan chara latehan. Se-telah mereka di-!ateh dan di-dapati sesuai mereka akan di-beri latehan lanjut di-Pusat ini dan mereka akan di-galakan menjalankan latehan dalam perkhidmatanuntok penyeliaan di-dalam pertubohan2 mereka. Tiap2 kursus ini di-jalankanselama dua minggu, satu dalam bulan Januari dan yang satu lagi dalam bulanOgos untok 25 pelatebKursus Asas — Pimpinan dan Perhubongan Samal Manusia

Kursus ini di-sukai oleh orang ramai. Saperti kursus2 penyeliaan lainkursus ini ada-lah bertujuan membaiki kebolehan penyeliaan di-dalam pengurusankakitangan untok menchapai perhubongan yang sehat di-antara pekerja2.

Kursus ini sesuai pada semua peringkat penyeliaan, daripada bawah sa-hingga ka-peringkat pengurus. Tiga puloh dua kursus telah di-adakan bagi 414peserta. Dua daripada kursus ini telah di-adakan di-luar waktu pejabat untokpeserta2 yang tidak dapat mengambil bahagian di-dalam kursus sa-belah pagi.

Selain daripada itu satu kursus yang di-jalankan dalam Bahasa Kebangsaantelah di-adakan bagi 11 peserta dalam bulan Julai di-Pusat ini.

Penyelia 'Sebagai Pengajar dan PelatehDalam tahun 1969 lapan kursus telah di-adakan untok 102 peserta.

Ini ia-lah satu kursus asas penyeliaan untok memberi peserta2 pengetahuan ten-tang keadaan dan perinsip latehan moden.

Kursus Kerja Kumpulan dan Memandu PerbinchanganKursus ini menegaskan mustahak-nya mengadakan perbinchangan dengan

pegawai2 rendah supaya mereka dapat memberi fikiran dan chadangan untokmembaiki kerja tiap2 hari. Chara perbinchangan telah di-titek beratkan di-dalamkursus ini. Dua kursus telah di-adakan di-Kota Bahru, dan satu lagi di-adakandi-Public Health Institute, Kuala Lumpur. Jumlah peserta mengambil bahagiandi-dalam kursus ini ada-lah 36 orang.

Unsor2 Kawalan PengurusanSatu kursus yang,baru telah di-adakan dalam tahun ini untok memperke-

nalkan perusahaan dengan masa'alah yang mereka hadapi dan membinchangkanbagaimana chara2 praktik yang telah berjaya dan di-gunakan di-dalam beberapaperusahaan untok mengatasi-nya. Dua kursus untok 34 pengurus perengkatpertengahan dan tertinggi telah di-adakan.

Latehan Penyeliaan Dalam PerkhidmatanPegawai2 dari Bahagian Kemajuan Pengurusan telah membuat lawatan ka-

pada beberapa perbadanan dan menolong pelateh2 yang telah mengambil kursus2institute di-Pusat ini. Lima belas kursus dalam kilarig untok 132 peserta di-adakan oleh pelateh telah di-laporkan di-dalam perbadanan2 tersebut:—

VI. BAHAGIAN PERHUBONGAN PERUSAHAANJTujuan kursus2 ini ia-Iah untok membolehkan peserta2 memereksa konsep2

dan menimbangkan polisi2 untok memajukan perhubongan perusahaan di-dalamperbadanan mereka. Dua kursus ini telah di-adakan di-Kuafo Lumpur. Tigadaripada kursus ini telah di-adakan dalam tahun ini untok penyelia2 rendah, pen-gurus dan pegawai2 persatuan sakerja. Empat belas kursus telah di-adakan untok219 peserta dalam tahun 1969.

VII. KURSUS2 DI-BENTOK KHASKursus2 ini telah di-buat khas untok mengatasi masa'alah2 dan tugas2

hari2 di-dalam ha!2 perhubongan perusahaan di-ladang2.Dua kursus Pengurusan Ladang telah di-adakan untok 40 Penolong Pen-

gurus. Dua pensharah jemputan telah memberi sharahan khas dalam kursus2 inidan Pusat ini telah menerima sokongan dan kerjasama daripada Persatuan Pela-dang Selangor dan Incorporated Society of Planters untok menjayakan kursus ini.

RENGKASAN PENYATA TEKNIK MENGENAI PROJEK2

Bahagian penyata ini membentangkan rengkasan2 tentang beberapa projekpraktikyang di-buatoleh peserta2 di-dalam kursus Kaji Kerja yang di-selenggara-kan oleh Pusat ini. Ada-lah di-taksirkan bahawa dalam tahun 1969 $101,000telah dapat di-jimatkan sa-tahun hasil daripada penggunaan teknik2 daya penge-luaran di-dalam 8 projek2 yang di-selenggarakan oleh peserta2 di-tempat kerjamasing2 sa-telah menghadziri kursus Kaji Kerja.

1. Membuat Bebas ChalongSuatu papan jerami telah di-gunakan oleh satu sharikat untok menjadi

bekas barang2 siap. Satu kajian teliti telah di-buat di-atas kerja2 melabel danmemotong bekas2 itu. Suatu chara baru telah di-perbuat untok menyenangkankerja dan saloran penyampaian telah di-lajukan untok di-sesuaikan dengan lajujentera. Dengan ini penggunaan bahan2 bertambah fcurang,

Daya pengeluaran bertambah 33£% dan sisa baki bahan2 berkurangansa-banyak 2%.

2. Bungkusan Serbok PeoggosokKechekapan kerja dalam bahagian ini telah di-majukan sa-telah perunto-

kan tugas2 pekerja dalam jabatan itu di-semak,Tenaga kakitangan telah di-kurangkan dengan 100%.

3. Pembuat RodaDi-dalam membuat roda "roda hijau" telah di-gantoiigkan tegak di-tempat

sementara untok menghalang mereka runtoh. Apabila roda2 berukoran Iain2telah di-buat tempat menggantong itu di-dapati tidak sesuai. Dengan perubahantempat menggantong itu di-dapati bahawa tidak perlu di-buat tempat gantongbaru. Ini menyebabkan kekurangan hampir 99% di-dalam belanja membuattempat menggantong itu.

telah di-sokong oleh Pegawai? Pusat ini pengeluaran telah bertambah sa-banyak23% dengan berkurangan masa bekerja. Belanja untok menchapai kemajuanbegini hanya sedikit saja kerana ini melibatkan perubahan dalam penyesunantempat kerja.

Satelah Pegawai 2 Pusat ini menchadangkan perubahan, beberapa chara men-yimpan buku chatitan mengenai kakitangan2 yang datang lambut telah di-buat.Majikan tersebut telah melaporkan bahawa jumlah kakitangan yang datanglambat berkurang 51%.

5. Pembuat Keping Tanah LiatDi-dalam satu tempat pembuat keping tanah liat banyak masa telah ter-

buang apabila Iori2 yang membawa tanah liat terpaksa menchurahkan muatanmereka ka-dalam tempat pemotong tanah liat sebelum di-sampaikan ka-dalamkilang basoh.

Satelah perbinchagan yang panjang, suatu chara baru telah di-chipta dandi-chuba. Tanah liat telah di-bungkus dengan chara langsong ka-dalam satutempat pembantu di-sebelah kilang basoh. Pemotong tanah liat dan pembawatelah tidak di-gunakan lagi dan Iori2 pembawa telah bekerja tanpa membuangmasa.

Daya pengeluaran bertambah 25%.

6. Pembuat Rel SimpangPada mula-nya re' simpang telah di-patri dalam kumpulan 25 pasang sekali

dan ini menghendaki 50 yunit rel berukoran 30 dan 40 kaki. Rel ini di-bawaoleh satu kereta dan di-letakkan di-atas platform. Proses in mengambil masamanusia sa-lama 60 hari dan kerja itu siap dalam 6 hari. Satelah di-kaji denganteliti dua rel pembawa telah di-pasangkan dan jig pentas patri telah di-naikkansama rata dengan pentas. Chara baru ini menyebabkan pekerjaan senang danchepat.

Tenaga buroh telah di-jimatkan dengan 38.5%.

7. Tayar ChelopSusunan tempat kerja suatu gudang chelop tayar telah di-kaji. Susunan

baru telah di-sokong dan menyebabkan pekerjaan dan perjalanan berkurangan.Tempat pegangan telah iuga di-bena untok menyenangkan pekerja. Kelambatantelah di-kurangkan 33% dan jauh perjalanan di-kurangkan dengan 38.5%,

8. Chorak Borang

Suatu "borang tulis sekali" telah di-reka untok mengganti beberapa borangyang telah banyak di-baiki pada asal-nya. Chatitan dua kali telah di-hentikan.Masa mengisi borang kurang dengan 33%.

9. Penchegah Pemeliharaan

Sa-orang penolong pengurus suatu badan separoh kerajaan telah memper-kenalkan suatu sistem penchegah pemeliharaan yang berdasarkan basohan danchuchi yang berjadual. Chara baru ini membolehkan perbadanan ini kurang"overtime" dan juga mengurangkan kerosakan kepada jentera.

10. Keselamatan Perusahaan

Apabila suatu gudang telah di-lawati oleh kakitangan Pusat ini dalam masaprojek praktik Kaji Kerja, di-dapati bahawa beberapa kakitangan dalam jabatanserbok telah menggunakan tuala untok menghalang mereka bernafaskan serbokkimia. Salepas perbinchangan sharikat itu sedar tentang hal ini. Oleh keranaitu alat2 bernafas yang sesuai telah di-perkenaikan kepada pekerja2. Ada-lahdi-laporkan bahawa pekerja2 sekarang telah boleh bekerja dengan sehat danchekap.

Ranchangan Radio

Pengarah, Penasehat2 Latehan dan Pegawai2 Pusat ini tclah kerap kali di-temu-ramah oleh waki!2 Radio Malaysia dan hasil temu-ramah ini di-siarkanmelalui siaran tempatan dan juga seberang laut. Beberapa peristiwa penting di-Pusat ini telah juga di-laporkan di-dalam akhbar dan majallah bcrita.

Talivishen

Pegawail Pusat ini telah di-temu-ramah oleh Talivishen. Peristiwa pentingmengenai Pusat ini telah juga di-laporkan dalam siaran berita dan ranchanganmajallah.

FilemBeberapa pertubohan persendirian terus menggunakan sepenoh-nya filem2

yang ada di-Pusat ini. Beberapa filem baru juga telah di-beli untok menambahfilem2 yang ada di-Pusat ini. Filem2 yang istimewa juga telah di-pinjam dariapdaI.C.I., Perpustakaan Filem Negara dan British Information Services untok di^-tayangkan semasa kursus2 di-jalankan.

PerpustakaanPerpustakaan Pusat ini terus berkembang dengan bertambah-nya buku2

yang di-beli dan yang di-hadiahkan. Lebeh banyak lagi peserta2 menggunakankemudahan2 khutub khanah ini.

Penerbitan

Akhbar bulanan Pusat ini "The Reporter" terus menjadi alat perhubonganantara Pusat ini dengan peserta2. Kerana jumlah salinan telah melebehi 3,000,ranchangan2 telah di-buat untok menchetak 'Reporter' ini.

Cheramah dan. Sharahan A warn

Enam belas cheramah dan sharahan awam telah di-buat oleh pegawai2Pusat ini untok kakitangan2 perbadanan perusahaan, perdagangan, kerajaan,separoh kerajaan dan juga perbadanan sukarela di-merata negeri ini.

Persidangan

(i) Pengarah, Enche Abu Kassim bin Haji Mohamed, telah menghadhiriseminar "Group Technology" di-Turin International Centre daripada8hb. — 13hb. September, 1969. Semasa perjalanan ka-arah Turin,Pengarah Pusat ini telah mengambil peluang melawat Pusat Shri RamBagi Perhubongan Perusahaan di-New Delhi untok mengetahui peluang2latehan bagi pegawai Pusat Daya Pengeluaran Negara; dan pada masadi-Eropah, Pengarah telah melawat Pusat Daya Pengeluaran Jermandi-Frankfurt dengan tujuan serupa.

(ii) Pengarah telah menghadhiri "Regional Workshop on the Use ofConsultants" di-Tokyo daripada Ihb. hingga 13hb. December, 1969,ini ada-lah di-anjorkan oleh Pertubohan Kemajuan Perusahaan Bangsa2Bersatu. Sa-telah menghadhiri Workshop itu Pengarah telah melawatPusat rfaya Pengeluaran dan Perdagangan China di-Taipei, Pusat DayaPengeliiaran Hongkong dan Pejabat Wilayah Pertubohan BurohAntarabangsa dan Pusat Daya Pengeluaran dan Pengurusan negeriThai di-Bangkok.

(iii) Pegawai Latehan dan Penyiasatan Enche Wong Hon Kwong, telahmenghadhiri satu seminar selama lima hari mengenai "Data Process-ing" daripada 23hb. hingga 27hb. Jun, 1969 di-Pusat PerdaganganAmerica Sharikat, di-Bangkok.

Kemajuan Pegaiwail

Dua Pegawai2 Latehan dan Penyiasatan Enche Lam Hee Thong dan P.Koshy George ada-lah di-Jerman di-bawah biasiswa Bantuan Teknik KerajaanJerman. Enche Lam Hee Thong ada-lah mensambil latehan selama 16 bulandalam Kejuruteraan Perusahaan dan Enche P. Koshy George mengambil kursusselama 16 bulan di-dalam Kemajuan Pengurusan.

Tiga Pegawai2 Latehan dan Penyiasatan daripada Pusat ini Enche2 M.Palaniappan, Chan Kian Hin dan Wong Hon Kwong telah menghadhiri "CrashInstructor Training Course in Teaching Techniques" di-Institiut Latehan Perusa-haan Kementerian Buroh daripada 20hb. Januari hingga 3hb. Mei, 1969.

Empat Pegawai2 Latehan dan Penyiasatan, Enche2 V.N. Ramachandran,Chan Kian Hin, Lee Thong Cheng, dan Lee Lye Weng telah menghadhiri seminar"U.S. Export Credit" yang telah di-adakan di-Dewan Bahasa dan Pustaka pada3hb. hingga 5fab. Mach.

Suatu kursus "Company Survey" yang di-reka khas telah di-adakan di-Pusat ini daripada 20hb. hingga 27hb. Jun, dan di-hadhiri oleh Pengarah dan 13Pegawai Latehan dan Penyiasatan. Kursus ini telah di-pimpin oleh PenasehatLatehan Enche C.W. Lange. Tujuan kursus ini ia-lah melateh pegawai2 Pusatini menganjorkan pemereksaan ka-atas perusahaan dan perdagangan. Ini mem-bolehkan pegawai2 lebeh lagi chekap dan teliti dalam pandangan mereka semasamelawat pertubohan perusahaan.

Dalam masa yang di-kaji semua Pegawai Latehan dan Penyiasatan telahmengambil bahagian dalam beberapa kursus yang di-adakan di-Pusat ini.

Pelawat2

Dr. Willi Reh, Pengarah Pejabat Kerjasama Antarabangsa, Pusat DayaPengeluaran Jerman, telah melawat Kuala Lumpur daripada 20hb. hingga 24 hb.November. Semasa lawatan-nya yang sengkat di-sini Dr. Reh telah melawatPusat Daya Pengeluaran Negara dan berbinchang dengan Pengarah. Di-antaraperkara yang di-binchangkan ia-lah penghantaran Penasehat Latehan Jermanka-Malaysia.

Sa-kumpulan pegawai2 dari Pengarah Umum Perusahaan2 Besar, RepublicIndonesia telah datang melawat Pusat ini pada 24hb. November. Kumpulan initerdiri daripada Ir. E. Yogasara, Pengarah Peranchang; Drs. Tranggana, PengarahKewangan; Ir. Mohd Tojib Pengarah Peranchang dan Sofari. Mereka telah di-beriketerangan mengenai usaha2 dan kegiatan Pusat ini oleh Pengarah .

The most expensive and sophisticated equipment is of little use unlessmanagement is able to plan and organize and achieve its optimal use, and the samecan be said for all resources. What, then, is management? For the sake ofsimplicity, management is the activity of determining the objectives of an organisa-tion and then guiding the people and other resources of the organisation towardsthe successful achievement of these objectives. Determining and guiding are thetwo words to be emphasized. Thus management is made up of science and art.Scientific management is the breaking down of jobs into constituent elements —work measurements, work simplification, melhod study and so on. The art ofmanagement involves the principles of human relations and thus the manager hasto perform three basic functions — technical skill, human skill and planning skill.

In technical skill a manager has been trained and educated in his particulararea, for example, accounting, engineering, science and sales.

Human skill does not mean that the manager is probably known as a 'niceguy1 that everybody likes. The manager can have human skill, and, at the sametime, not be the most popular man in the organisation. He must know a lot aboutestablishing satisfactory relationship wi th people, how to motivate people towork, how to use people's ability to the best, how to give them job satisfaction.

In the planning skill it can be summed up as an effective use of both themanager's time as well as other people's time. Having used the manager's owntime effetively, which in itself is a difficult task, a manager needs to use otherpeople's time effectively as well. Therefore, a manager often has a fair bit ofcontrol over other people's time, over his subordinates and over other people in thewhole organisation. Thus an effective manager must be a highly educated,highly perceptive person. Increasingly, a broad training is becoming moreimportant to managers in addition to their own specialised field.

An organisation which is going to increase productivity through effectivemanagement needs to see that it has a balanced management team so that itcovers the three skills mentioned earlier. Doubtless no one man will have allthese but all managers should endeavour to cover these skills more effectively bycontinuous training. It is therefore the objective of the National ProductivityCentre to provide such training for the achievement of these skills.

INTRODUCTION

The National Productivity Centre of Malaysia

The National Productivity Centre was established in 1962 as a joint pro-ject by the United Nations Special Fund and the Federal Government with theInternational Labour Organisation as the executing agency. According to thePlan of Operation of the project the Centre would ultimately become autono-mous.

In 1966, the National Productivity Centre (Incorporation) Act No. 19 of1966 was passed by Parliament and the Centre became an autonomous bodyeffective as from March. 1, 1966. The members of the Council were appointed bythe Minister of Commerce and Industry as from luly, 1966.

The Centre is subsidized by the Government until such time as it becomesself-supporting.

The functions of the Council are to establish and maintain the NationalProductivity Centre for the purpose of—

(a) raising the standard of management including supervision at all levelsin commerce and industry in the Federation;

(b) improving the efficiency of industrial operations, sales and marketingwith particular reference to methods of increasing productivity, ofimproving quality of output, of lowering costs and giving training andadvice on labour-management relations;

(c) initiating training and other programmes that would best serve specificand local requirements and requirements of the country as a whole;

(d) publicising the aims, objectives and activities of the Centre andobtaining the co-operation of employer and employee groups;

(e) advising the Minister and private organisations, institutions or indivi-duals on matters covering all aspects of productivity techniques withinthe competence of its staff.

(f) serving as a forum for discussing organisational, managerial and super-visory problems in commerce and industry;

(g) reporting annually to the Minister on the progress and problems ofraising productivity in commerce and industry in the country andmaking recommendations on the manner in which such problems maybe dealt with;

(h) undertaking and performing consultant services;

(i) establishing and maintaining contacts with similar or other agenciesboth national and international;

(j) doing all such matters and things as may be incidental to or conse-quential upon the discharge of its functions under this Act.

GENERAL REVIEWDuring the year 1969 another big stride was taken by the National Pro-

ductivity Centre in fulfilling its objectives. The number of courses and seminarstotalled 91 as compared to 67 in the previous year and. the number of participantsreached 1,389 as compared to 1,121 participants in 1968. This comparisonshows a significant increase in spite of the fact that several courses had to bepostponed in May and early June due to the civil disturbances in May.Several factors contributed towards the increase in training courses. More com-mercial, industrial, government, quasi-government and voluntary organizationshave recognized the necessity of training their personnel in order to develop themso as to meet the challenge of keen competition. Many more new organizationshave sent participants to the Centre's courses. A significant feature is that thoseorganizations which have previously sent their personnel to the Centre for trainingare now making in-service courses a regular feature in their own staff training pro-grammes. Another factor that had contributed to the increase in the number ofcourses and participants is that the Centre's activities had gradually spread to themajor towns of East and West Malaysia. A large number of participants have alsoreturned to the Centre to take part in more advanced courses or to receive trainingin other fields of productivity.

The success of the Centre can also be expressed in financial terms. Sincethe formation of the Centre in 1962 cost savings amounting to more than $870,000had been achieved annually by a total of 101 in-plant practical projects carried outby participants who attended Work Study courses at the Centre. The implementa-tion of these projects was assisted by the Training'and Investigating Officers ofthe Centre. During this year 8 projects were completed resulting in the total costsavings of $101,000 annually.

New Training CoursesDuring the year 1969, 6 new courses were designed and successfully con-

ducted.

The Industrial Relations Section designed Industrial Relations Course forSupervisors, Management of Industrial Relations Course for Managers and TradeUnion Executives and Management of Labour Relations — an Advanced Course.

In the Management Development Section, the Elements of Management Con-trol Course was designed and conducted.

The Management Accounting Section introduced 2 new courses. They wereIntroduction to Electronic Data Processing and Computer Techniques, and ProfitControl and Cost Cutting.

In-service TrainingA total of 3 new trainers from 3 different organizations who have success-

fully attended the Centre's Institute Courses submitted reports on 15 courses con-ducted in their own organizations for 132 participants. The Centre continued togive every support to these trainers with a view to spread basic supervisory trainingto as many organizations as possible.Sponsorship of Courses

The Centre is encouraging organizations to sponsor its trainingcourses for their own needs both locally as well as out-station so as to get moreactive participation by other organizations in the activites of the Centre.

A total number of 14 different organizations undertook to sponsor coursesconducted by the officers of the Centre. Nine of these organizations sponsored thecourses outside Petaling Jaya and Kuala Lumpur.

The courses on Groupwork & Discussion Leading and Leadership and Hu-man Relations were conducted at the Public Health Institute and Teaching Hos-pital University of Malaya for their respective staff. The Junior Chamber of Com-merce of Kuala Lumpur sponsored an evening course on Leadership and HumanRelations and the Kuala Lumpur Municipality sponsored the same course exclu-sively for its staff at the National Productivity Centre. The Acting MunicipalityHealth Officer officiated the opening of the latter course.

The Selangor Chinese Merchants' Engineering Association, sponsored threeseminars in Cantonese during the year 1969. The Job Simplification for Supervi-sors seminars were conducted during weekends in Chinese to cater for the super-visors having insufficient knowledge of English to fully understand English Langua-ge as the medium of instruction and to meet the training needs of those who haveno opportunity to attend courses during office hours.

The courses on Job Simplification for Supervisors and Leadership and Hu-man Relations that were sponsored by the Rotary Club of Ipoh were officially open-ed by the Honourable the Menteri Besar of Perak.

The Rotary Clubs of Penang and Seremban sponsored the courses on Lea-dership and Human Relations and the courses were opened by the Honourable theChief Minister of Penang and the Honourable the Menteri Besar of NegriSembilanrespectively.

Sabah Employers Consultative Association sponsored Leadership and Hu-man Relations and Industrial Relations for Supervisors courses in Sandakan. Thesecourses were declared open by the Honourable the Sabah Minister of Finance, En-che Salleh Sulong.

The Malayan Tobacco Company Berhad, Kota Bharu continued to sponsora series of courses conducted by the officers of the Centre. These courses were alsoattended by personnel from other organizations in Kota Bharu. The Honourablethe Dato Timbalan Menteri Besar of Kclantan officially opened these courses.

The Associated Motor Industries in Batu Tiga, embarked on a seriesof training programmes for its staff. Basic Leadership and Human Relations andSupervisor as a Trainer and Instructor courses were conducted at the company'spremises in Batu Tiga.

At the request of the Union Carbide Sendirian Berhad, Johore Bharu, fourcourses on Leadership & Human Relations were conducted for its staff as well asfor personnel of other organizations in Johore Bharu.

Sharikat Blood Protection Sdn. Bhd., Butterworth, sponsored a Job Simpli-fication for Supervisors course for its staff in October. The officers of the Centremade follow-up visits on in-plant practical projects. The University of MalayaGraduates Society of Penang, sponsored courses in George Town for Governmentand semi-government officers and business executives in Penang.

Training in Agricultural Sector

Two Plantation Management courses for assistant managers of rubber andoil-palm plantations were conducted by the Centre with the support and co-opera-tion of the S.elangor Planters Association and the Incorporated Society of Planters.

Courses in National Language

The Centre is gradually trying to conduct some of the courses in the Na-tional Language so that the benefits of the Centre's courses would not be confinedonly to the English speaking groups. A successful attempt was made in conducting"Pimpinan dan Perhubongan Sama2 Manusia" in July. The response of partici-pants was encouraging and it is planned that in 1970 more courses in the NationalLanguage will be conducted.

StaffingThe year 1969 also saw a gradual expansion of the Centre's staff to cope up

with the increase demand for training courses both in the private and public sectors.At the end of the year there were 13 Training and Investigating Officers comparedwith 8 at the end of previous year. With the increase in the staff strength moreambitious programmes will be understaken in future.

Training AdvisersThe National Productivity Council is still faced with the problem of getting

suitable Training Advisers to assist the Centre in its activites and also to recruit sui-tably qualified Training and Investigating Officers. However, during the year 4Advisers served the Centre for varying periods of time.

Consultancy ServiceAs the Centre is not yet in a position to offer a full scale consultancy service

to industrial and commercial organizations it is giving advisory service and techni-cal in-service training facilities to various organizations and individual participants.

Certificate PresentationIn Kuala Lumpur a certificate presentation ceremony was held at the Balai

Budaya Dewan Bahasa dan Pustaka on March 29, 1969. The Honourable theMinister of Commerce and Industry presented the certificates to participants of 49courses conducted in 1968.

The Honourable the Chief Minister of Penang presented certificates to theparticipants of Management of Labour Relations courses at a special ceremonyorganized by the University of Malaya Graduates Society, Penang in August 1969.

Establishment of Malaysian Association of ProductivityThe inaugural ceremony of the Malaysian Association of Productivity was

held at the Balai Budaya Dewan Bahasa dan Pustaka on March 30, 1969. TheAssociation was inaugurated by the Honourable the Minister of Commerce and In-dustry. Also present at the ceremony was the Honourable the Minister of Labourand the Chairman of the National Productivity Council. On the approval of theCouncil the Malaysian Association of Productivity conducted "Effective Communi-cation Through Speech" course after office hours. This course was officially openedby the Honourable the Assistant Minister of Commerce and Industry. Twelveparticipants attended the course held at the Centre. The Malaysian Association ofProductivity proposes to conduct more courses in the next year.

Training Course FeesDuring the year under review the Centre, a non-profit making organization,

collected $45,083 in training fees excluding $5,929 collected from other miscellane-ous items such as loan of films and lectures delivered by the Centre's staff on re-quests made by various bodies.

National Productivity Centre BuildingThe construction work on the 5500,000 National Productivity Centre build-

ing started in September. It is to be completed by the middle of 1970.

1. INDUSTRIAL ENGINEERING SECTION

Work Study Part I

The course is designed to assist Management in the control of productionand service by the application of Work Study techniques, particularly MethodStudy and Work Measurement. It also involves the critical examination of humanendeavour in all its contexts leading to the systematic investigation of all thefactors which affect the efficiency and economy of the situation under review inorder to achieve improvements and higher productivity.

The course is divided into two distinct phases. The first phase consists ofsix days of theoretical training including discussions and application of techniquesin actual job situations. The second phase of the training is done within theparticipants' own plant during which period the participants are expected to carryout practical in-plant projects. They would be assisted by the Centre's staff notonly in identifying their problems but also finding ways and means of solving themby the use of Work Study techniques.

During the year 1969, two Work Study Part I courses were conducted fora total of 34 participants. The first was conducted from March 17 - 28 andthe second from November 17 - 22. A total of 23 industrial, commercial, govern-ment and quasi-government organisations were represented during the two courses.

Two guest lecturers were invited to speak on specialised subjects. Visitsware made to several industrial organisations during the courses to familiarizethe participants with the practical application of Work Study techniques.

Maintenance Management

The Maintenance Management Course is a modification of the PreventiveMaintenance Course conducted in 1967. This course is designed for supervisorypersonnel who are directly concerned with maintenance costs, manning andprocedure. It emphasizes the costs of maintenance and the loss of monetary profitdue to unsystematic maintenance methods.

During 1969, two Maintenance Management Courses were conducted for42 participants from 31 different organisations. The first course was conductedin February and the second in August.

Industrial SafetyThe Industrial Safety course was designed to give general outline of factors

affecting industrial safety and to instill safety consciousness in industrial under-takings. Malaysia's statistics on industrial accidents and total accident costs wereexamined. Studies on the safety measures of organisations, the operations ofsafety committees and accident investigation reports were also made.

Thirty-seven executives and supervisors £r*om 27 industrial, government andquasi-government organisations participated in two Industrial Safety Coursesconducted during the year under review. One course was conducted in April andanother in September.

Six guest speakers were invited to give specialised talks. Plant visits weremade to observe the operation of safety committees and participants also attendeda demonstration of the use of fire fighting equipment at the Central Fire TrainingSchool, Gombak.

Job Simplification for SupervisorsThe object of this course is to introduce techniques, ways and means by

which jobs can be studied, simplified and improved in a factory or office to attainhigher productivity.

Seven such courses were conducted during the year for 87 participants fromindustrial, commercial, government and quasi-government organisations.

n. LIGHT INDUSTRY SERVICE SECTION

The Light Industry Service Section conducted essentially the same coursesas those by the Industrial Engineering Section except that the medium of instructionin Job Simplification for Supervisors courses was Cantonese. These courses wereconducted after office hours to cater for the needs of those supervisors who couldnot be spared by their establishments during normal working days.

This section, in conjunction with Majlis Amanah Ra'ayat, Federal IndustrialDevelopment Authority and Malaysian Industrial Development Finance Berhad,successfully organized two seminars on the subject of "Management Problems ofSmall and Medium-Sized Industries". The first seminar held in March wasofficially declared open by the Honourable the Minister of Finance, Tun Tan SiewSin, while the second seminar in November was officially declared open by theHonourable the Deputy Prime Minister in his capacity as the Director of Opera-tions.

One of the panel discussions was chaired by the Honourable, the AssistantMinister of Commerce and Industry during which participants were enlightenedon the facilities of the sponsoring bodies that could be readily available to servicethem.

III. MANAGEMENT ACCOUNTING SECTION

The Management Accounting Section conducted a total number of 6 coursesfor 109 participants from various commercial, industrial, government and quasi-government organisations.

Introduction to Data Processing and Computer Techniques

Two courses were conducted for 40 participants from different organisationsin January and April. Ten guest speakers gave specialised talks during thecourses. The participants were taken to computer installations in InternationalBusiness Machines, Employees Provident Fund, Statistics Department, NationalElectricity Board and Income Tax Department to familiarize themselves with theuse of computers.

Profit Control and Cost Cutting Techniques

Four courses were conducted for 69 senior executives from 52 differentorganisations. Several plant visits were made to assist the participants inappreciating the application of some of the techniques discussed during the courses.

IV. SALES AND MARKETING SECTION

SalesmanshipThis section conducted three Salesmanship courses for a total of 69 salesmen

and sales executives from different commercial and industrial organisations. Sincethere is a big demand for this course, it is intended to increase the number of suchcourses in the following year. Efforts are being made to strengthen this sectionby recruiting 2 more Trainning & Investigation Officers and the assignment ofa Training Adviser.

V. MANAGEMENT DEVELOPMENT SECTION

Forty-eight courses were conducted by this section for 622 participantsduring the year. This section attracts the greatest number of participants becausenot only does it offer a wide range of basic supervisory courses suitable for generalmanagement, but its courses are also suitable for personnel from first linesupervisors to "the "highest hierarchy in management. Individual organisations arealso making repeated requests to sponsor these courses for their own staff in theirown premises.

Institute Courses — Leadership and Human Relations & Superviser asTrainer and Instructor

To have a multiple effect on supervisory training, Institute courses wereconducted for Personnel officers and others who are involved in carrying outtraining within their organisations for the development of their staff. During thesecourses participants were acquainted not only with the subject matter but alsowith training methodology. If they are found suitable after their training theywould be given further practice at the Centre and asked to prganise and conductin-service training for their supervisors in their respective organisations. Each ofthe courses were conducted for a period of two weeks during January and Augustrespectively for a total of 25 trainers.Basic Course - Leadership and Human Relation

This is by far the most popular course. Like the other basic supervisorycourses, it aims at developing supervisory skills in man-management with a viewto giving guidance on the working situation and healthy inter-personnel relation-ship in the organisation.

This course is suitable for all levels of supervisory personnel - irom nrstline supervisors to top management. A total of 32 courses was conducted for414 participants. Two of these were conducted after office hours to cater for thosewho were unable to attend the morning courses.

In addition, one course was conducted in the National Language in Julyfor 11 participants at the Centre.

Supervisor as a Trainer and Instructor

During the year 1969, eight courses were conducted for a total number of102 participants. This course is another one of the basic supervisory coursesdesigned to give participants knowledge of the nature and principles of modernteaching, instruction and training techniques.

Groupwork and Discussion Leading

This course stresses the importance of holding discussions with subordinatesin order to get ideas and suggestions from them for the improvement of day-to-day work. In order to do that, the techniques of conducting discussions isthoroughly dealt with in the courses. Two courses were conducted in Kota Bharuand one was conducted at the Public Health Institute, Kuala Lumpur. A totalnumber of 36 participants attended the courses.

Elements of Management Control

A new course was designed during the year to acquaint industry with theproblems they are facing today and to discuss with them the techniques of apractical nature that have found successful application in a great variety of plantsto resolve such problems. Two courses for 34 middle and senior level managerswere conducted.

In-plan Supervisory Training

The staff of the Management Development Section visited several organiza-tions and assisted in conducting in-plant supervisory training courses carried outby Trainers who have successfully attended the Centre's Institute Courses.

Fifteen in-plant supervisory training courses for 132 participants conductedby trainers were reported in the following organisations —

VI. INDUSTRIAL RELATIONS SECTION

The object of Industrial Relations Courses is to enable the participantsto examine concepts and evaluate policies with a view to improving industrial rela-tions in their organisations. T^yo of there courses were conducted out-station.Three new courses were designed during the year for lower line supervisors, mana-gers and trade union executives. Fourteen courses were conducted for a total numberof 219 participants in the year 1969.

VII. TAILOR MADE COURSES

These courses are designed to deal with the day-to-day managerial dutiesand problems, industrial relations matters and principles of supervisicn peculiarto the plantation industry. Two Plantation Management courses were especiallyorganised for 40 assistant managers of plantations. Guest lecturers gave specialisedtalks during the courses and the Centre received full support and co-operationfrom Selangor Planters' Association and Incorporated Society of Planters inorganising the courses.

SUMMARY OF TECHNICAL REPORT ON PROJECTS

This section of the Annual Report presents a summary of the various in-plant practical projects completed by the participants in the Work Study coursesconducted by the Centre. It is reported that during the year 1969 cost savings atthe rate of $101,000 per annum had resulted from the application of productivitytechniques in 8 projects carried out by the participants in their own establishmentsafter attending Work Study courses.

1. Canister Making

A straw board was used by a manufacturer to form canisters for packingthe finished products. A detailed study was carried out on the winding, labelling,cutting and seaming operations in the manufacturing of the canisters. A newdevice was installed to ease handling, and the conveyor belt was speeded up tomeet the machine speed. More economical use of raw materials was made.

Productivity increased by 33^% and material wastage reduced by 2%.

2. Packing ot Scourer Powder

The efficiency of the operations in this section was improved by re-allocatingspecific duties and responsibilities of the various workers in that department.

Labour productivity was increased by 100%

3. Tyre Manufacturing

In a tyre processing plant, 'green' tyres were temporarily stored on han-gers in an upright position to prevent them from collapsing and to stretch out thebeads. However, when different sizes of tyres came into the manufacturing pro-gramme, the original hangers proved to be unsuitable. By modifying the oldhangers a substantial saving was made by not purchasing a new set of hangers.

4. Packing Frozen Foods

It was reported that after the installation of a new distribution and packingsystem, as recommended by the Centre'* staff, production increased by 23% with amarked decrease in working hours. The cost required to bring about this improve-ment was neligible for it only involved the rearrangement of the working place.

After adopting certain procedures on record keeping for late-comers as sug-gested by the Centre staff, the employer reported that the record of late-comersshowed an improvement by 51%.

5. Day-slip Manufacturing

In the manufacturing of clay slip time was lost while the lorry dumperswere waiting to tip the clay loads into the hoppers of the clay cutter before con-veying to the washmill.

After extensive discussions a new method was devised and put into practice.Clay was then packed directly into an auxiliary hopper beside the washmill andwashed directly into the mill. The clay cutter and belt conveyor were omitted andthe lorry dumpers were now running and delivering clay without delay.

Productivity increased by 25%.

6. Manufacturing of Junction Rails

Originally junction rails were welded in batches ofi 25 pairs at a time andand this required 50 units of rails measuring 30 to 40 feet. The rails were broughtin by a wa^on and stacked on a platform. The whole process took 60 man-daysand the whole job was completed in 6 days. After careful study two rail conveyorswere installed and the welding jigs were raised from ground level to that of plat-form level. The new method of operation was easier and faster.

Savings hi labour was 38.5%.

7. Tyre Retreading

The layout of a factory retreading tyres was studied. A new layout was re-commended which reduced handling and transport to a minimum. A holder wasalso designed to facilitate the handling of camel bags. Delays had been cut downby 33% and walking distance reduced by 38.5%.

8. Form Design

A "write-it-once" form was designed to replace the numerous forms thathad been used orginally. Double recording was eliminated. The time factor inwriting out the forms was cut down by 33%.

9. Preventive Maintenance

The assistant maintenance manager in a quasi-government organisationintroduced a preventive maintenance system which was based OQ scheduled ser-vicing and over-hauling. The new procedure enabled the organisation to reduceovertime and also cut down major break-downs of their vehicles.

10. Industrial Safety

When a factory was visited by the Centre's staff during one of its Work Studypractical projects it was noticed that several workers in the Powder Departmentwere using towels and handkerchiefs to avoid breathing chemical dust. After dis-cussion, the Company realised the unsatisfactory situation. As a result, properrespirators were introduced for the use of the workers. It was reported that workerswere able to work more comfortably and efficiently.

OTHER SERVICES AND ACTIVITIES OF THE CENTRE

Radio ProgrammesThe Director, Training Advisers and Staff of the Centre were interviewed

on several occasions by representatives of Radio Malaysia and these interviewswere broadcast locally and overseas. Several activities of the Centre were alsoreported in the national press.

Te'evisionA number of the Centre's staff was interviewed and telecast over Television

Malaysia. Important news items regarding the Centre were also featured intelevision documentary programmes.

FilmsPrivate organisations continued to make extensive use of the Centre's film

library. Several new films were also purchased to increase the stock of films inthe Centre's film library. Several reels of very useful films were received onindefinite loan from the United States Information Service. Special films werealso loaned from I.C.I., Federal Film Library and British Information Serviceand screened during the various courses.

LibraryThe Centre's reference library continued to expand with the purchase and

donations of additional books. More and more course participants made use ofthe facilities offered by the library.

PublicationThe 'Reporter', the monthly news bulletin of the Centre continued to act as

a medium of communication between the Centre and participants. Since thsnumber of copies circulated has increased to 3,000 plans are under way to havethe 'Reporter' printed.

Public Talks and LecturesA total of 16 public talks and lectures was delivered by the Centre's staff

to industrial, commercial, government, quasi-government and voluntary servicesorganisations all over the country.

Conferences(i) The Director, Enche Abu Kassim bin Haji Mohamed, attended the

Group Technology Seminar at the Turin International Centre fromSeptember 8 - 13, 1969. On his way to Turin, the Director took theopportunity to visit the Shri Ram Centre for Industrial Relations inNew Delhi in order to find out the availability of training facilitiesfor the officers of the National Productivity Centre; and while inEurope, the Director visited the German Porductivity Centre inFrankfurt for the same purpose.

(ii) The Director attended the Regional Workshop on the Use ofConsultants in Tokyo from December 1 - 13, 1969, organised by theUnited Nations Industrial Development Organisation. After attendingthe Workshop the Director visited the China Productivity and TradeCentre in Taipei, the Hong Kong Productivity Centre and the Inter-national Labour Organisation Regional Office and Thailand Manage-ment and Productivity Centre in Bangkok.

(iii) Training and Investigating Officer, Enche Wong Hon Kwong, attendeda five-day seminar on Data Processing from June 23 - 27, 1969 at theU.S. Trade Centre, Bangkok.

Development of OfficersTwo Training and Investigating Officers, Enche2 Lam Hee Thong and

P. Koshy George are in Germany on German Technical Assistance Scholarships.Enche Lam Hee Thong is undergoing a 16 months course in Industrial Engineer-ing while Enche P. Koshy George is undergoing 16 months training in IndustrialManagement.

Three Training and Investigating Officers from the Centre Enche2 M.Palaniappan, Chan Kian Hin and Wong Hon Kwong, attended a "Crash InstructorTraining Course in Teaching Techniques" (non-residential) at the IndustrialTraining Institute, Ministry of Labour from January 20 - May 3, 1969.

Four Training and Invetigating Officers, Enche2 V.N. Ramachandran,Chan Kian Hin, Lee Thong Cheng and Lee Lye Weng, attended a three-day U.S.Export Credit Seminar held at Dewan Bahasa dan Pustaka from March 3 - 5.

A specially-designed "Company Survey" course was conducted from June20 - 27, which was attended by the Director and 13 Training & InvestigatingOfficers. It was conducted by the Centre's Training Adviser, Enche Charles W.Lange. 'Hie objective of the course was to train the Officers of the Centre toundertake the task of conducting survey analysis for industrial and commercialundertakings. This is to enable the officers to be more realistic an d analytical intheir outlook during their visits to industrial plants.

During the period under review all the Training and Investigating Officersparticipated in the various courses conducted at the Centre.

Visitors

Dr. Willi Reh, Director of International Co-operation Department, GermanProductivity Centre, visited Kuala Lumpur from November 20 - 24. During hisshort stay in Malaysia, Dr. Reh visited the National Productivity Centre and haddiscussions with the Director. Among the subjects discussed was the forthcomingassignment of German Training Advisers to the Centre.

A group of officials from the Directorate-General of Basic Industries,Republic of Indonesia visited the National Productivity Centre on November 24.The group comprising Ir. E. Yogasara, Director of Planning; Drs. Tranggana,Financial Directorate; Jr. Moh Tojib, Planning Directorate and Sofari werebriefed on the activities of the Centre by the Director.
