PERUTUSAN DARI PENGERUSI
Pusat Daya Pengeluaran Negara telah mengalami tahun 1977 dengan jayanya.Suasana ekonomi yang bertukar dengan pesatnya dan kesedaran terhadappembangunan tenaga manusia dan latihan dalam daya pengeluaran telah mengakibat-kan bertambahnya permintaan terhadap perkhidmatan perundingan dan latihanpengurusan Pusat ini.
Dalam tahun 1977 sebanyak 341 kursus dan seminar telah dijalankan untukseramai 7076 peserta jika dibandingkan dengan 239 kursus dan seminar untuk 4079peserta dalam tahun 1976. Sebahagian besar pertambahan ini ialah disebabkan olehpengendalian dengan sepenuhnya Rancangan Keusahawanan yang telah dilancardalam bulan Julai 1976 di bawah Rancangan Malaysia Ketiga. Rancangan inimerupakan 43 % daripada jumlah aktiviti latihan PDPN.
Dengan tertubuhnya 2 lagi cawangan wilayah iaitu di Pulau Pinang bagi wilayahUtara dan di Johor Bahru bagi wilayah Selatan, Pusat ini telah dapat memainkanperanan yang lebih meluas di sektor perindustrian dengan membolehkan industri-industri dikedua kawasan ini menikmati perkhidmatan yang disediakan.
Bilangan organisasi yang meminta rancangan latihan khas untuk memenuhikeperluan kursus mereka adalah kian bertambah, Aliran ini adalah sangat dihargaikerana ianya dapat memupuk pertalian di antara industri dengan Pusat ini melaluiperkhidmatan nasihat dan perundingannya. Dalam tahun ini sejumlah 68 lancangankhas telah dijalankan untuk organisasi-organisasi di seluruh Malaysia.
Perkhidmatan nasihat dan perundingan PDPN juga telah ditujukan kearahmeninggikan daya pengeluaran organisasi Bumiputra dengan tekanan kepada kajianfeasibiliti, susunan tempat, dan mengendalikan sistem kos dan akaun. Semua iniadalah sebahagian daripada usaha PDPN untuk menghebatkan lagi penyertaan kaumBumiputra di bidang perdagangan dan perindustrian, selaras dengan dasar negara.
Satu sejarah telah tercipta dalam tahun 1977 dengan pelancaran rancanganDiploma dalam Pengurusan Pemasaran yang dikendalikan bersama dengan PersatuanDaya Pengeluaran Malaysia. Rancangan Diploma yang memakan masa selama satutahun setengah itu, adalah merupakan kepintaran dan kemampuan pegawai-pegawaiPusat ini untuk mengadakan latihan iktisas di sesuatu bidang pengurusan itu. Ran-cangan ini adalah yang pertama diadakan di negara ini untuk memenuhi permintaanyang timbul hasil daripada rancangan latihan pengurusan pemasaran Pusat ini.
Berkaitan dengan penubuhan Institiut Latihan Hotel dan Restoran, kerja-kerjauntuk membina straktur asas Institiut itu telah dimulakan dalam tahun 1977 danadalah berjalan mengikut jangkaan.
Sebagai sebuah ajensi Kerajaan, Pusat ini sentiasa berusaha untuk membaikidaya pengeluaran Negara melalui kegunaan perkhidmatan dan kemudahannya denganefektif dan maksima, juga untuk memenuhi keperluan latihan kedua-dua sektorswasta dan awam dalam negara. Ini adalah jelas termampat di dalam semua aktivi-tinya.

BAHAGIAN I
PENDAHULUAN
Pusat Daya Pengeluaran Negara Malaysia
Pusat Daya Pengeluaran Negara telah ditubuhkan dalam tahun 1962 sebagaisatu projek bersama oleh Kumpulan Wang Khas Bangsa-Bangsa Bersatu dan Kera-jaan Persekutuan dengan Pertubuhan Buruh Antarabangsa sebagai pentadbirnya.Mengikut Rancangan Gerakan projek itu, Pusat Daya Pengeluaran Negara akhirnyaakan berkuasa sendiri.
Dalam tahun 1966 Akta (Memperbadankan) Majlis Daya Pengeluaran NegaraNombor 19 tahun 1966 telah diluluskan oleh Parlimen dan majlis menjadi sebuahbadan yang berkuasa sendiri mulai daripada Ihb. Mac 1966. Akta ini dipinda olehAkta (Pindaan) (Memperbadankan) Majlis Daya Pengeluaran Negara 1975 (AktaA305 tahun 1975) sejajar dengan usaha-usaha perkembangan Pusat ini.
Tugas Majlis ini telah menubuh dan menyelenggarakan Pusat Daya PengeluaranNegara bagi maksud:
— Meninggikan mutu pengurusan termasuk penyeliaan pada segala peringkatdalam perdagangan dan perusahaan di Malaysia;
— Memperbaiki kecekapan perjalanan perusahaan, jualan-jualan dan pema-saran dengan memberi perhatian khusus kepada kaedah-kaedah menam-bah daya pengeluaran, memperbaiki mutu keluaran, mengurangkan belanja-belanja dan memberi latihan dan nasihat mengenai perhubungan antaraburuh dengan pengurusan;
— Mengadakan latihan dan rancangan-rancangan lain yang boleh sebaik-baiknya mengisi kehendak-kehendak tertentu dan kehendak-kehendaktempatan dan negara pada seluruhnya;
— Menerangkan maksud-maksud, tujuan-tujuan dan usaha-usaha Pusat danmendapatkan kerjasama daripada kumpulan-kumpulan majikan dan pe-kerja;
— Menasihatkan, sebagaimana kakitanganya berkelayakan, Menteri danpertubuhan-pertubuhan persendirian, pertubuhan-pertubuhan atau orangperseorangan mengenai perkara-perkara yang meliputi segala segi cara dayapengeluaran;
— Berkhidmat sebagai suatu foram untuk membincangkan masaalah-masa-alah penubuhan, pengurusan dan penyeliaan dalam perdagangan danperusahaan;
— Membuat penyata tahunan kepada Menteri berkenaan dengan kemajuandan masaalah-masaalah meninggikan daya pengeluaran dalam perda-gangan dan perusahaan dalam negara serta membuat syur-syur mengenaicara bagaimana masaalah-masaalah itu boleh diuruskan;
— Mengada dan menguruskan perkhidmatan-perkhidmatan perunding;
— Mengadakan dan mengekalkan perhubungan-perhubungan dengan per-tubuhan-pertubuhan kebangsaan mahu pun antarabangsa;
— Menjalankan usaha-usaha perniagaan untuk mendapat keuntungan bagimaksud penjalanan kerja-kerjanya di bawah Akta ini; dan
— Membuat apa-apa perkara sebagaimana yang bersangkutan dengan atauterlibat daripada perjalanan kerja-kerja di bawah Akta ini.
KEGIATAN MAJLIS
Sepanjang tahun 1977, Majlis bermesyuarat sebanyak tujoh kali, menyentoh,diantara lain-lain, perkara-perkara di bawah ini:
1. Belanjawan
— Anggaran Belanjawan sebanyak $2,645,600 telah diluluskan untuk ta-hun 1978.
— Kelulusan Anggaran tambahan sebanyak 320,000 untuk 1977.
2. Kakitangan
— Pengambilan seramai 11 Pegawai Latihan dan Penyiasatan (PLP),5 Jurutaip, 2 Jurutrengkas, 8 Pelayan Pejabat, 1 Kerani Rendah, 5Juruteknik Rendah, 1 Penghantar Cepat, 1 Penyambut Tetamu/OperaterTalipon, 1 Pencari Fail, 2 Kerani dan 1 Jaga.
— 2 orang penasihat latihan antarabangsa telah mula berkhidmat.
3. Rancangan Pembangunan dan Latihan
— Kemajuan Institiut Latihan Hotel-Restoran.
— Rancangan Pembangunan Usahawan bagi Bumiputra.
— Rancangan Pembangunan Sumber Tenaga Manusia (HRD)
4. Kemajuan Kakitangan
— Kursus-kursus "Institiut" untuk Pegawai-pegawai Latihan dan Pen-yiasatan.
— Latihan Tempatan dan seberang laut untuk pegawai-pegawai kanan.
— Latihan tempatan untuk kakitangan rendah.
5. Bantuan teknik dari kerajaan-kerajaan asing dan organisasi-organisasiAntarabangsa.
— Sepanjang tahun ini Pusat ini telah menerima bantuan untuk membolih-kan 13 orang pegawai kanan mengikut pelbagai rancangan latihan diseberang laut dan juga perkhidmatan 2 Penasihat Latihan Antara-bangsa.
TINJAUAN UMUM
Menyedari hakikat bahawa cara pengurusan yang kemaskini adalah penting,PDPN sentiasa menawarkan khidmat-khidmatnya dalam bentuk kursus-kursuslatihan dan khidmat-khidmat nasihat.
Segala program latihan telah dibentuk khas dan dipersesuaikan dengan peruba-han-perubahan yang dilalui dan kematangan yang dicapai oleh industri tempatan.Sejumlah 341 program, termasuk 7 seminar telah dihadiri oleh 7076 peserta disepan-jang tahun. Pencapaian ini menunjukkan pertambahan dari jumlah tahun 1976 dimana 239 kursus dan seminar telah di jalankan untuk sejumlah 4079 peserta. Salahsatu faktor utama dalam pencapaian pertambahan ini ialah Rancangan Pemba-ngunan Kcusahawanan yang telah diimplimentasikan di bawah Rancangan MalaysiaKetiga. Sejumlah 3036 bakal usahawan dan peniaga telah menghadiri 120 kursus-kursus yang telah dikendalikan di selumh negara, menyumbangkan 43% darijumlah aktiviti latihan Pusatini.
Di sepanjang tahun, Pusat ini telah menjalankan 28 projek perundingan, di manakebanyakannya adalah di dalam bidang penjualan dan pemasaran dan pengeluaran.Tekanan yang lebih kuat di berikan kepada memberikan khidmat nasihat dan perun-dingan kepada peniaga-peniaga bumiputra dalam bentuk susulan kepada RancanganPembangunan Keusahawanan. Kebanyakan khidmat nasihat dan perundingan inidi berikan dibidang Kajian projek dan memulakan sistem odit bagi pengurusan.
Memandangkan keperluan Industri dan perdagangan Malaysia yang kianbertambah bagi kakitangan yang terlatih dan bertaufiah, untuk mengendalikanfungsi-fungsi penjualan dan pemasaran, pada bulan September, Pusat ini dengankerjasama Persatuan Daya Pengeluaran Malaysia telah melancarkan satu kursusDiploma dalam bidang Pengurusan Pemasaran yang berjalan selama satu tahunsetengah.
Program ini, yang pertama sekali dalam bentuk sedemikian yang pernah dianjur-kandi Pusat ini, bertujuan untuk membena satu kumpulan kakitangan penjualan danpemasaran yang cekap untuk memenohi keperluan perkembangan ekonomi negarayang pesat. Dengan tujuan yang sama, satu program 7 minggu bertajuk "HumanResources Development for Bumiputra Supervisory Positions" telah di jalankan padabulan April hingga Mei untuk meredakan kekurangan penyelia bumiputra dalamindustri hari ini. Kedua-dua program ini menempa sejarah baru kerana ia merupa-kan kursus-kursus jangkapanjang yang mula-mula dikendalikan di Pusat ini.
Selaras dengan objektif-objektif Pusat untuk menghalakan aktiviti-aktivitimemenohi keperluan keadaan ekonomi had ini, Pusat ini telah mengendalikan se-jumlah 68 kursus-kursus khas yang dipersesuaikan untuk beberapa buah organisasiyang berkehendakkannya. Program-program yang dipersesuaikan dengan keperluanini kian bertambah dari setahun kesetahun hasil dari kesedaran bahawa latihan se-patutnya berdasarkan keperluan-keperluan yang khusus untuk organisasi itu.
Untuk mencapai kesan yang febih dalam melalui program-program latihan,PDPN telah menggunakan khidmat sekumpulan 4 orang pakar dari Jepun. Bersama-sama dengan 5 orang pegawai PDPN, kumpulan tersebut telah mengendalikan satukajian selama 3 bulan mengenai keperluan Latihan Pengurusan di seluruh Semenan-jung Malaysia. Lapuran kajian tersebut sedang dikaji samada boleh membantudalam menentukan program latihan yang akan datang.
Dalam kesemua aktiviti-aktivitinya, PDPN mendapat banyak kemudahan dariPersatuan Daya Pengeluaran Malaysia. Kursus dan seminar yang dianjurkanbersama, telah dikendalikan, untuk berbagai lapisan masyarakat di seluruh negara.
Tertubuhnya dua Pejabat Wilayah lagi, satu di Pulau Pinang untuk cawanganUtara dan satu lagi di Johor Bharu untuk kawasan selatan, menjadikan jumlahpejabat wilayah kepada 3, adalah langkah penting dalam kemajuan PDPN. Aktiviti-aktivitinya kini di salurkan kepada cawangannya dan perkhidmatannya di dekatkanlagi dengan kawasan-kawasan industri.
Kakitangan PDPN kini telah di tambah untuk memenohi aktiviti-aktiviti yangkian meningkat dan PDPN berusaha memberikan khidmat sepenuh-penuh yangboleh.

Penyertaan Bumiputra
Penyertaan Bumiputra didalam aktiviti PDPN telah bertambah tahun inidengan pelancaran Rancangan Pembangunan Keusahawanan (EDP).
Bahagian Perkhidmatan Bumiputra pusat ini telah menjalankan sebanyak 120kursus "Melahir dan Membina Usahawan (EDP) bagi 3036 peserta berbeza dengan27 kursus untuk 661 peserta pada tahun 1976. Ketumbuhan ini yang merupakan 43peratus jumlah aktiviti latihan pusat ini, adalah disebabkan beberapa faktor sapertidibawah:
(a) Keinginan yang bertambah di kalangan Bumiputra untuk menceburkandiri didalam perniagaan dan perindustrian.
(b) Kerjasama yang rapat di antara PDPN dan penganjur-penganjur lainrancangan khas ini, iaitu MARA, Kementerian Kebudayaan Belia & Sukan,RISDA dan Bahagian Hal Ehwal Bekas Perajurit, Kementerian Pertahanan.
Berikut adalah aktiviti-aktiviti besar yang di selenggarakan oleh Bahagian Per-khidmatan Bumiputra pusat ini dalam implementasi Rancangan PembangunanKeusahawanan ini.
(a) Seramai 120 kursus Melahir dan Membina Usahawan telah dijalankanuntuk 3036 orang peserta di seluruh Malaysia.
(b) Seramai 17 seminar-seminar perlanjutan selama sehari telah di adakanuntuk 1340 orang peserta kursus.
(c) Sebuah seminar sehari yang bertajuk "Pembangunan Usahawan UntukPegawai-pegawai Peringkat Negeri" telah diadakan di PDPN pada bulanNobember untuk seramai 50 peserta. Peserta-peserta terdiri daripadapegawai-pegawai negeri daripada MARA, Kementerian Kebudayaan Beliadan Sukan, RISDA dan Kementerian Pertahanan.
(d) Sebuah seminar sehari untuk 36 pegawai dari MARA, Kementerian Ke-budayaan Belia dan Sukan, RISDA dan lain-lain ajensi kerajaan telah diadakan di pejabat Wilayah Pantai Timor di Kuantan pada bulan Disember.
(e) 4 kursus bertajuk "Melahir dan Membina Usahawan" telah di jalankanuntuk 69 orang pegawai pembangunan dari Mementerian Kebudayaan,Belia dan Sukan dan RISDA. Kursus-kursus ini telah di adakan untukmembolihkan pegawai-pegawai di peringkat daerah dapat mendorong,membimbing mengiatkan lagi aktiviti-aktiviti keusahawan.
(f) Sebuah seminar khas bertajuk "Bimbingan untuk memperbesar dan mem-pelbagaikan perniagaan" telah dijalankan dari 19 — 20hb Disember sebagaisusulan bagi satu kajian yang telah di buat berkenaan pembangunan BandarBaru Jengka di Pahang. Seramai 60 peserta yang menghadiri seminartersebut telah juga membuat lawatan ke 8 buah kedai di Pusat Bandar Baruitu.
(g) Sebuah ceramah bertajuk "Pembangunan Keusahawan" telah di berikepada 50 orang peserta dari Kementerian Pertahanan untuk mendorongmereka mengikuti kursus "Melahir dan Membina Usahawan".
(h) Khidmat-khidmat susulan telah di beri kepada 455 peserta kursus bagitahun 1976 yang belum mula berniaga. Oleh kerana khidmat tersebut,seramai 78 usahawan baru telah dilahir.

Khidmat Perundingan Pengurusan
Pertambahan yang nyata telah dicapai dalam khidmat perundingan dan nasihatPDPN, terutamanya kepada usahawan-usahawan bumiputra. Ini adalah hasil daripelancaran Rancangan Pembangunan Keusahawanan yang merangkum susulandengan khidmat nasihat dan perundingan. Dua pakar perunding antarabangsa telahmembantu melicinkan khidmat susulan kepada bekas-bekas peserta kursus danlain-lain pelanggan supaya lebih sistematik.
Satu sekim latihan khas telah dibentuk bagi pegawai-pegawai di bahagianperkhidmatan Bumiputra, untuk melengkapi mereka dengan pengetahuan yangsecukup-cukupnya dalam khidmat nasihat dan perundingan, untuk membolehkanmereka mengendalikan aktiviti-aktiviti susulan bagi peserta-peserta EDP denganeffektif.
Tertubuhnya pejabat wilayah di Kuantan dan dengan adanya dua Pegawai Kanandari Bahagian Khidmat Perundingan Pengurusan di tugaskan di sana telah menghasil-kan beberapa projek penting di kawasan Pantai Timor. Diantara projek tersebutterdapat juga keperluan bagi penasihat-penasihat di bidang-bidang lain sapertiPerakaunan Pengurusan dan Pelancungan, untuk membantu pegawai-pegawai yangditempatkan di pejabat tersebut.
Projek-projek yang dikendalikan adalah berbagai-bagai dan menarik. laterdiri dari projek-projek yang mudah saperti susunan dan pamiran bagi kedai-kedairuncit, hinggalah tugas-tugas bentuk khas dan 'sophisticated' saperti menyediakansistem perakaunan dan kos, perancangan jadual operasi bagi hotel-hotel, menilaikerja, kawalan kualiti bagi barang-barang siap dan juga projek-projek kajian fisibiliti.(LihatlampiranE).
Dalam tahun ini juga bahagian ini telah mengeratkan kerjasama dengan syarikat-syarikat perundingan persendirian. Tujuan usaha ini adalah untuk menggalakkansyarikat tempatan menggembelingkan punca-punca bersama, untuk mengendalikanprojek-projek yang lebih rumit dan supaya tidak terlalu bergantung kepada pakarperunding asing.
Untuk meninggikan mutu kecekapan kumpulan pakar perunding ini, PDPNsentiasa menawarkan peluang-peluang latihan samada tempatan ataupun di luarnegeri. 4 orang lag! pegawai telah menamatkan kursus praktikal 11 bulan dibidangperundingan pengurusan di Jerman Barat. Dengan kembalinya pegawai-pegawaitersebut, khidmat perundingan PDPN bertambah kukuh.
Khidmat Penyclidikan Pengurusan dan Penerangan Perusahaan (MARIS)
Sejajar dengan pertambahan aktiviti-aktiviti PDPN, MARIS bertanggungjawabmemberikan maklumat-maklumat tertentu untuk membantu bahagian-bahagian lainuntuk menjalankan tugas masing-masing dengan lebih efektif.
Salah satu dari aktiviti yang di jalankan ia mengkemaskinikan senarai alamat-alamat untuk menentukan bahawa sistem penghantaran berjalan dengan licin.
MARIS juga telah dipertanggungjawabkan untuk menyediakan jadual lawatanyang lengkap bagi kumpulan 4 orang pakar dari Jepun yang telah menjalankan kajianselama 3 bulan di serata negara untuk menentukan keperluan latihan yang ujud,untuk membolehkan mereka melawat organisasi-organisasi dan menemu-ramahkakitangan pengurusan atasan. Disamping itu pegawai-pegawai PDPN di bantuoleh MARIS, telah sama-sama menjayakan kajian tersebut dengan penglibatanmereka di dalam kajian dan penyediaan dan penyampaian lapurannya.
Perhubungan Awam dan Publisiti
Di sepanjang tahun, perhubungan awam yang lebih erat telah di ujudkan dansatu kempen publisiti melalui media telivisyen, radio, dan surat khabar telah dijalankan untuk memperkenalkan aktiviti-aktiviti PDPN kepada umum.

Penggunaan iklan dalam penggalakkan program-program Latihan PDPN telahmenghasilkan lebih ramai peserta-peserta terutama di dalam program-program baru.
PDPN dan Persatuan Daya Pengeluaran Malaysia juga telah menjalankanceramah-ceramah filem di dalam berbagai aspek pengurusan yang telah mendapatsambutan baik dari kalangan perdagangan dan perindustrian. Disamping programini terdapat juga permintaan yang kian bertambah dari organisasi-organisasi untukceramah-ceramah khas dalam bidang-bidang pengurusan umum, penjualan danpemasaran perakaunan, pengurusan dan kejuruteraan perusahaan. Ceramah inibertujuan untuk menyuburkan kesedaran daya pengeluaran dikalangan berbagaiperingkat kakitangan pengurusan dan penyeliaan.
Diantara program perhubungan awam PDPN telah menerima beberapa orangpelawat dari luar negeri dan kumpulan-kumpulan kajian tempatan untuk melihatsendiri aktiviti-aktiviti pusat ini.
Perpustakaan
Perkembangan aktiviti-aktiviti latihan di Pusat ini dan ujudnya ia sebagai pusatlatihan yang utama dapat di lihat dari peningkatan khidmat-khidmat yang ditawarkandisepanjang tahun.
Perpustakaan telah mengekalkan perkembangan yang pesat dengan penambahan600 buah buku dan monograph dan 12 tajuk makalah-makalah baru di sepanjangtahun. Jumlah buku-buku yang terkumpul di masa ini telah mencapai jumlah 8,300buah serta makalah dan lapuran berjumlah 535 buah.
Senarai pertambahan ini di namakan "Library Newsletter" terus di keluarkanbag! tiap-tiap suku tahun. Disamping itu juga sedutan penting dari rencana-rencanamengenai konsep-konsep dan amalan baru di bidang pengurusan terus-menerus disiarkan melalui PEMBERITA, satu keluaran PDPN yang di terbitkan tiga kalisetahun.
Jumlah peminjam-peminjam yang berdaftar ialah 400 orang, termasuk ahli-ahlidari 45 organisasi. Ini merupakan pertambahan 20% dari tahun 1976. Jugaterdapat pertambahan yang nyata dalam jumlah buku-buku dan makalah-makalahyang di pinjam iaitu — 2,640 item yang mana menunjukkan penggunaan telahmeningkat 30% dari tahun lalu.
Rencana yang dianggap berguna juga boleh dibuat salinan jika diperlukan dankosnya ditanggung oleh kakitangan itu sendiri.
Disepanjang tahun, 25 penyelidik telah menggunakan kemudahan-kemudahanperpustakaan. Latihan praktikal selama satu bulan juga telah di berikan kepadaseorang pelajar tahun dua Library Science dari Instituit Teknoloji MARA.
Pejabat Cawangan di Kuantan dan Pulau Pinang juga telah dibekalkan dengansejumlah kecil buku-buku pengurusan untuk rujukan dan diharap jumlah ini akandapat diperbesarkan.

Lebih banyak filem-filem pengurusan telah di beli, sejajar dengan aktiviti yangkian bertambah. Disamping itu filem-filem yang lebih popular telah dibuat salinanuntuk melengkapi perpustakaan di Pejabat WUayah di Kuantan. Jumlah filem-filemlatihan yang dipunyai oleh PDPN kini ialah 216. Dua Pejabat Wilayah di PulauPinang dan Johor Bahru juga akan dilengkapi dengan filem-filem pengurusan untukmemenohi keperluan latihan di wilayah masing-masing.

PDPN mempunyai 8 bahagian latihan, sebuah Bahagian PerkhidmatanPerundin-gan Pengurusan, Bahagian Penyelidikan Pengurusan dan Penerangan Perusahaan(MARIS) dan sebuah unit pentadbiran saperti terkandung di dalam carta organisasidi Lampiran 'F'.

Kemajuan Kakitangan
Dalam mempersediakan pegawai-pegawai latihan dan pegawai-pegawai perun-dingannya, PDPN telah menambah program-program Latihan di dalam PDPNdengan lebih intensif. Di samping latihan-latihan yang dikendalikan didalam ber-bagai disiplin kakitangan PDPN juga dihantar ke seberang laut untuk mendapatkanlatihan-latihan lanjut di bidang akademik dan professional.
Di sepanjang tahun 13 orang kakitangan kanan dari Pusat ini telah menjalaniberbagai program latihan di seberang laut, termasuk lawatan sambil belajar yangdiikuti oleh Pengarah PDPN di negeri Jerman Barat pada bulan Disember dansatu seminar antarabangsa di Kuala Lumpur. (Lihat lampiran 'G 4-5')
Bantuan daripada Negara Asing
PDPN terus mendapat faedah dari Rancangan Bantuan Teknik Kerajaan-kerajaan Jerman Barat, Jepun, India, Austria, U.K. dan juga Yayasan Asia. Or-ganisasi-organisasi saperti Asian Productivity Organization dan The InternationalTrade Centre dan International Labour Organisation di bawah Rancangan Pemban-gunan Bangsa-bangsa Bersatu, juga memberikan bantuan kepada aktiviti-aktivitiPDPN dengan memberikan "fellowship"

PDPN terus menggunakan pengetahuan dan kepakaran-kepakaran yang ujuddikalangan kumpulan pakar-pakar antarabangsa ini untuk kemajuan pegawai tem-patan dan program-program Latihan Pengurusan yang baru. Disamping itu,usaha-usaha sedang dijalankan untuk mendapatkan khidmat yang sesuai dari pakar-pakar antarabangsa untuk tujuan latihan dan perundingan.
Pelancaran Diploma dalam Pengurusan Pemasaran
Pada 5hb September 1977 Y. B. Timbalan Menteri Perdagangan dan Perindus-trian, ketika itu Y. B. Datuk Mohamed bin Rahmat telah membuka dengan resmiDiploma dalam Pengurusan Pemasaran yang akanberjalan selama satu tahun setengahyang di kendalikan oleh PDPN dan Persatuan Daya Pengeluaran Negara.
Program ini, yang pertama serupa itu yang dijalankan dinegara ini untuk kakitan-gan pemasaran, bertujuan untuk membina satu gulongan eksekutif pemasaran yangcekap untuk memenohi keperluan suasana perdagangan dan perindustrian di Malaysiayang semakin kompleks. Sejumlah 40 orang kakitangan dari berbagai organisasi darisektor awam dan swasta sedang menyertai program satu tahun setengah ini.
Upacara Memecah Tanah Institiut Latihan Hotel Restoran PDPN
Pada l lhb Ogos 1977 Y. B. Datuk Mohamed bin Rahmat, telah merasmikanupacara Memecah Tanah Institiut Latihan Hotel Restoran PDPN di Petaling Jaya.Hotel 54 bilek ini akan mempunyai sebuah bahagian akademik yang boleh memuat-kan seramai 60 orang pelajar pada setiap masa.

FOREWORD BY CHAIRMAN
The year 1977 has been a successful and satisfying one for the Centre. Therapidly changing economic environment and the growing concern for human resourcedevelopment and productivity training, resulted in an increasing demand for thevarious Training and Consultancy Services of the Centre.
During the year the Centre conducted 341 courses and seminars for a total of7076 participants compared to 239 courses and seminars for 4079 participants in 1976.This increase was in a large measure due to the full scale implementation of theBumiputra Entrepreneurial Development Programme launched in July, 1976 underthe Third Malaysia Plan, which contributed to 43 % of total training activity.
The opening of a further 2 regional branch offices, one in Penang to cover theNorthern Region and the other in Johore Bahru to cover the Southern Region ofPeninsular Malaysia is now enabling the Centre to play an even larger role in theindustrial sector with the immediate accessibility of its services to industries in thesetwo areas.
The number of organisations requesting special programmes and talks in variousdisciplines of management, to meet their specific needs, continued to increase. Thistrend was greatly welcomed by the Centre as it facilitated the expansion of its relation-ship with industry through its follow-up advisory and consultancy services. For theyear a total of 68 special programmes were conducted for organisations throughoutMalaysia.
In the area of Bumiputra development, the Centre's advisory and consultancyservices were also directed towards raising the productivity of Bumiputra operations,with special emphasis on project feasibility studies, layout and implementation ofaccounting and cost systems. This was part of the Centre's efforts to promoteBumiputra participation in commerce and industry, in line with national policy.
The introduction of the Centre's one and half year Diploma in MarketingManagement programme, in conjunction with the Malaysian Association of Producti-vity, marked another milestone in the Centre's progress. It signified the ability andcapacity of the staff of the Centre to provide professional training in particular disci-plines of management. This was perhaps the first such programme to be organisedin the country. It was developed following continued demand for training in market-ing management.
As regards the construction of the Hotel and Restaurant Training Institute, workon the sub-structure began during the year and is progressing according to schedule.
Underlying all its activities was the Centre's concern, as an agency of theGovernment, to improve national productivity through the maximum and effectiveuse of its services and facilities and meeting the training needs of both the private andpublic sectors of the country.

PART I
INTRODUCTION
The National Productivity Centre of Malaysia
The National Productivity Centre was established in 1962 as a joint project bythe United Nations Special Fund and the Federal Government with the InternationalLabour Organisation as the executing agency. According to the Plan of Operationof the Project, the Centre would ultimately become autonomous.
In 1966, the National Productivity Council (Incorporation) Act No. 19 of 1966was passed by Parliament and the Council became an autonomous body effective asfrom March 1, 1966. The act was subsequently amended by the National Producti-vity Council (Incorporation) (Amendment) Act, 1975 (Act A305 of 1975) to keep inline with the expanding activities of the Centre.
The Functions of the Council
The functions of the Council are to establish and maintain the National Produc-tivity Centre for the purpose of:
— raising the standard of management, including supervision at all levels incommerce and industry in Malaysia;
— improving the efficiency of industrial operations, sales and marketing withparticular reference to methods of increasing productivity, of improvingquality of output, of lowering costs and giving training and advice on labour-management relations;
— initiating training and other programmes that would best serve specificand local requirements of the country as a whole;
— publicising the aims, objectives and activities of the Centre and obtainingthe cooperation of employer and employee groups;
— advising the Minister and private organisations, institutions or individualson matters covering all aspects of productivity techniques within the com-petence of its staff;
— serving as a forum for discussing organisational, managerial and supervisoryproblems in commerce and industry;
— reporting annually to the Minister on the progress and problems of raisingproductivity in commerce and industry in the country and making re-commendations on the manner in which such problems may be dealt with;
— undertaking and performing consultant services;
— establishing and maintaining contacts with similar or other agencies bothnational and international;
— carrying on business undertakings for profit for the purposes of the dischargeof its functions under this Act, with Approval of the Minister;
— doing all such matters and things as may be incidental to or consequentialupon the discharge of its functions under this Act.
SUMMARY OF COUNCIL'S ACTIVITIES
During the year 1977, the Council met 7 times, and amongst other matters,dealt with the following:
1. Budget
— Approval of Budget estimates of $2,645,600 were made for 1978.
— Approval of $320,000 for Supplementary Estimates— 1977.
2. Staffing
— Recruitment of 11 TIOs, 5 Typists, 2 Stenographers, 8 Office Boys,1 Junior Clerk, 5 Junior Technicians, 1 Despatch Rider, 1 TelephoneOperator, 1 File Searcher, 2 Clerks and ] Watchman.
— Two International Training Advisers were assigned to the Centre.
3. Development and Training Programmes
— Progress of the Hotel Restaurant Training Institute;
— Entrepreneurial Development Programme for Bumiputras;
— Human Resources Development Programme.
4. Staff Development
— Institute Courses for Training & Investigating Officers;
— Overseas and Local Training for Senior Staff;
— Local Training for Junior Staff.
5. Technical Assistance from Foreign Governments, and International Organisa-tions
— During the year, the Centre received foreign assistance for 13 seniorstaff members to attend various training programmes overseas as wellas the services of 2 Training Advisors.
GENERAL REVIEW OF ACTIVITIES
In full recognition of the importance of up-to-date managerial know how, theCentre continued to offer its services in the form of training courses and seminars andconsultancy services.
Its training programmes were specially designed and tailored to suit the changingrequirements and increasing sophistication of local industry. A total of 341 pro-grammes including 7 seminars were attended by 7076 participants throughout theyear. This compares favourably with the 239 courses and seminars conducted for4079 participants in 1976. An important factor for this substantial increase was theimplementation of the Entrepreneurial Development Programme launched underthe 3rd Malaysia Plan. A total of 3036 potential enterpreneurs and businessmenattended some 120 courses conducted in various parts of the country, contributing to43 % of the Centre's total training activity.
During the year, the Centre undertook 28 consultancy projects, the majority ofwhich were in the areas of Sales and Marketing and Production. Greater emphasiswas also placed on the provision of consultancy and advisory services to Bumiputrabusinessmen as a follow-up service to the Entrepreneurial Development Programme.These were mostly in the areas of project feasibility studies and the introduction ofmanagement audit systems.
Recognising the growing need of Malaysian Trade and Industry for trained andqualified personnel, to handle the Marketing and Sales Functions, the Centre inconjunction with the Malaysian Association of Productivity, launched a one and a halfyear Diploma Course in Marketing Management, in September. The programme,the first of its kind for the Centre, is aimed at developing a competent cadre of Salesand Marketing personnel to cope with the rapidly changing economic environment.Along the same lines, a 7-week programme on Human Resources Development forBumiputra Supervisory Positions, was held from April to May to elevate the shortageof Bumiputra supervisors in industry today. Both these programmes herald a newera as they are the first programmes of a longer duration to be run by the Centre.
In keeping with its objectives of gearing its activities to meet the needs of today'seconomic environment, the Centre conducted a total of 68 special or "tailor" madeprogrammes, for various organisations at their request. These need-based program-mes increased in number over the year as a result of the growing recognition for train-ing to be geared to the specific needs of organisations.
To make for greater effectiveness of its training programmes, the Centre, in April,engaged the services of a team of 4 experts from Japan, who with 5 officers of theCentre, undertook a 3-month survey on management training needs, throughoutPeninsular Malaysia. The report is being studied to see how it can be related tofuture training programmes.
In all its activities the Centre was greatly facilitated by the Malaysian Associationof Productivity. Jointly organised courses and seminars were conducted in variousparts of the country for varied segments of the population.
The opening of 2 regional offices in Penang to cover the Northern area and JohoreBahru to cover the Southern region, bringing the total number of such regional officesto 3, was an important step in the growth of the Centre. It has now decentralised theactivities of the Centre and brought its services nearer to the industrialised areas.
Working with an expanded staff to keep up with the increasing activity, the Centrecontinued to provide its services in as optimal a manner as possible.

Bumiputra Participation

The Bumiputra Services Section of the Centre conducted a total of 120 courseson 'Melahir dan Membena Usahawan' (Creation & Development of Entrepreneurs)for 3036 participants as compared to 27 such courses for 661 participants in 1976.This substantial increase, amounting to 43 % of the total training activity of theCentre has come about as the result of:
(a) An increased desire by Bumiputras to venture into the Business sector,(b) The close cooperation between the Centre and the other joint organisers
of the Entrepreneurial Development Programme (EDP) namely MARA*,The Ministry of Culture, Youth and Sports, Rubber Industry's SmallholdersDevelopment Authority (RISDA) and the Veteran Affairs Department ofthe Ministry of Defence.
The following constitute the major activities undertaken by this section in theimplementation of the special Entrepreneurial Development Programme.
(a) 120 Entrepreneurial Development Programme (EDP) (Stage I) courseswere conducted for 3036 participants throughout Malaysia.
(b) 17 one day follow up seminars and certificate presentation ceremonies wereheld for 1340 EDP course participants.
(c) A one day seminar on 'Pembangunan Usahawan untuk Pegawai-pegawaiPerengkat Negeri' (Entrepreneurial Development for State ExtensionOfficers) in November for 50 participants comprising state MARA, andRubber Industry's Smallholders Development Authority (RISDA) officers,State Youth Officers and representatives from the Ministry of Defence.
(d) A one day seminar for 36 officers from MARA, Ministry of Culture, Youthand Sports, Rubber Industry's Smallholders Development Authority(RISDA) and representatives from government agencies was held at theRegional office in Kuantan in December.
(e) 4 courses on 'Creation & Development of Entrepreneurs' for 69 extensionofficers from the Ministry of Culture, Youth and Sports and RubberIndustry's Smallholders Development Authority (RISDA). These program-mes were conducted to enable extension officers at district level, to providethe necessary guidance to bumiputra entrepreneurs.
(f) A special seminar entitled 'Guidance on Diversification and Improvementof a Business' was held from the 19th — 20th December as the result of astudy done earlier on the new growth Centre of Jengka in Pahang. 60participants who attended the seminar were also taken on a visit to 8 businesspremises in the Jengka New Town Centre.
(g) A talk on 'Entrepreneurial Development' was delivered to army personnelto motivate them to participate in the Entrepreneurial DevelopmentProgramme.
(h) Follow up services were extended to 455 participants of the EntrepreneurialDevelopment Programme, who were not yet in business. This resulted inthe creation of 78 new entrepreneurs.
In all its efforts this section sought to improve its services to best serve the needsof Bumiputras in the context of the 3rd Malaysia Plan.

Management Consultancy Services
There was a marked increase in the advisory and consultancy services offered bythe Centre, especially to Bumiputra entrepreneurs. This was largely due to theimplementation of the Entrepreneurial Development Programme, which includes therendering of advisory and consultancy follow-up services. The assignment of twointernational management consultants assisted greatly the extension of this systematicfollow-up service to course participants and other clients.
A special training scheme was drawn up for officers in the Bumiputra ServicesSection, to equip them with sufficient knowledge about the advisory and consultancyservice, so as to ensure that the follow-up activities provided to the participants ofthe Entrepreneurial Development Programme were carried out effectively.
The establishment of the Kuantan regional office and the posting of two seniorofficers from the Consultancy Service, resulted in the securing of a number ofimportant assignments in the East Coast region. On several occasions, the nature ofprojects necessitated the services of the Centre's other advisers in ManagementAccounting and Tourism, in order to complement the expertise of the Centre's localstaff.
The nature of jobs secured were varied and interesting. They ranged from simplelayouts and displays for retail shops to jobs of a more specific and sophisticated naturesuch as the introduction and implementation of accounting and costing systems,planning of operation manuals for hotels, job evaluation, quality control of finishedproducts as well as project feasibility studies. (Refer Appendix E).
The year also saw the start of a closer co-operation between the Centre'sConsultancy Services Section and other private consultancy companies. Thiswas an effort to encourage local companies to pool their resources to handlemore sophisticated projects so that there would be a lesser dependence on foreignconsultants.
To upgrade the competence of its team of management consultants, the Centreis constantly offering training opportunities both locally and abroad. In this respect,4 more officers of the Centre have completed an 11-month practical training program-me in management consultancy in West Germany. With the return of these officersthe Centre's consultancy service is further strengthened.
Management Research and Information Service (MARIS)
In keeping with the increasing activities of the Centre, MARIS concerns itselfwith providing specific information to assist the various Sections of the Centre toperform more effectively.
One of the activities undertaken was the updating of the present mailing list toensure a more efficient flow of information from the Centre to its public.
The assignment of 4 Japanese experts to undertake a 3-month survey on manage-ment training needs in the country, drew heavily on the resources of MARIS, to drawup a comprehensive schedule of visits to organisations and top management personnelto be interviewed. At the same time, officers of the Centre in conjunction withMARIS assisted in carrying out the survey, as well as the actual formulation andpresentation of the report.
Public Relations and Publicity
During the year a more sustained public relations and publicity campaign waslaunched to promote the activities of the Centre, through the media of television, radioand the press, resulting in more effective publicity effects.

The greater use of advertising to promote the training programmes of the Centreresulted in an encouraging participation in many of the Centre's new programmes.
The organisation of a series of film talks by the Centre and the MAP on variousaspects of management drew an appreciative response from commerce & industry.This programme was complemented by the increasing number of requests fromorganisations for special talks on general management, sales and marketing, manage-ment accounting and industrial engineering. These talks were aimed at inculcatingproductivity consciousness amongst various levels of managerial and supervisorypersonnel.
Among its public relations programmes, the Centre also hosted several overseasvisitors and local study groups, who came to view the activities of the Centre.
Library
The expansion of the Centre's training activities and its recognition as a majortraining centre, was reflected in the increased services rendered during the year.
The library maintained its rapid growth with the addition of 600 books andmonographs and 12 new periodical titles during the year. The total collectioncurrently stands at 8,300 volumes and 535 periodicals and reports.
An accession's list called the Library Newsletter continued to be publishedquarterly. At the same time abstracts of pertinent articles on the latest concepts andpractices of management continued to appear in the Pemberita (Reporter), athrice yearly publication of the Centre.
The total number of registered borrowers was 400, which includes 45 organisa-tion members. This is an increase of 20% over 1976. There was also a markedincrease in the number of books and periodicals borrowed — 2,640 items, which showsan increased usage of 30 % over last year.
Reprints of useful articles were also supplied at cost to managerial personnel onrequest.
During the year, 25 researchers utilised the Library's facilities. Practicaltraining was also provided for 1 month to a second-year Library Science student, fromthe MARA Institute of Technology.
The Centre's regional offices at Kuantan and Penang have also been providedwith small collections of management books for reference, and it is hoped to furtherincrease these collections.

Audio-Visual Aids
The Centre continued to make use of its existing audio-visual aids to support itstraining activities.

More training films were purchased to keep up with the increasing activity. Atthe same time reprints of more popular films were made to augment the library of theregional office in Kuantan. The present collection of training films owned by theCentre stands at 216. The two new regional offices in Penang and Johore will alsobe equipped with their own collection of training films, to enable them to cope withthe training requirements of their respective regions.
Regional Offices
Two more regional offices were established, one in Penang in November to servethe Northern States of Peninsular Malaysia, and another in Johor Bahru in lateDecember for the Southern region.
The other regional office in Kuantan, established in 1975 continued to provideits training and consultancy services to organisations in the East Coast region. 35courses were conducted for 814 participants. They are as follows:—

The Centre comprises 8 Training Sections, a Management Consultancy Service,a Management Research and Information Service and an administrative unit as shownin the organisational chart in Appendix *F*.

The Centre had a starring strength of 132 with 71 senior staff and 61 junior staffmembers as shown in Appendix *G1'.

In order to prepare its trainers and consultants, the Centre intensified its internalstaff training programmes. Apart from internal training in the various disciplines,members of the staff were also sent abroad to receive advanced professional andacademic training.
During the year 13 members of the senior staff of the Centre went on varioustraining programmes overseas, including a study tour of Germany by the Directorin December, and an international seminar in Kuala Lumpur. (Refer Appendix'G4-5')
Foreign Assistance
The Centre continued to benefit from the Technical Aid Programmes of theGovernments of the Federal Republic of Germany, Japan, India, Austria andUnited Kingdom as well as the Asia Foundation. Organisations such as the AsianProductivity Organisation and the International Trade Centre and InternationalLabour Organisation under the United Nations Development Programme alsosupported the activities of the Centre by providing fellowships.

The Centre continued to utilise the knowledge and expertise of its existing poolof international experts for the development of local officers and new managementtraining programmes. At the same time, efforts are being made to obtain the servicesof suitable international experts for training as well as consultancy purposes.
Launching of Diploma in Marketing Management
On the 5th September, 1977, The Hon. Deputy Minister of Trade andIndustry, Y. B. Datuk Mohamed bin Rahmat, officially declared open a one and ahalf year Diploma in Marketing Management Programme, jointly organised by theCentre and the Malaysian Association of Productivity.
The programme, the first of its kind in the country, for existing marketingpersonnel, is aimed at developing a more competent cadre of marketing executivesto meet the growing complexity of Malaysian trade and industry. A total of 40personnel from various organisations both in the public and private sectors areparticipating in this one and a half year programme.
Soil Breaking Ceremony of the NPC Hotel-Restaurant Training Institute
On llth August, 1977, Y. B. Datuk Mohamed b. Rahmat officiated at the SoilBreaking Ceremony of the Centre's Hotel-Restaurant Training Institute in PetalingJaya. The 54-room hotel will also have an academic wing which will be able toaccommodate 60 students at any one time.
