PERUTUSAN DARI PENGERUSI

Tahun 1975 adalah merupakan satu tahun yang penuh dengan cabarandi mana ekonomi negara mengalami keadaan meleset disebabkan dunia ke-seluruhannya mengalami kemerosotan ekonomi. Sungguhpun demikian, bilanganpe&erta dari organisasi swasta dan juga awam tidak terjejas. Kenyataan ini adalahjelas dilihat daripada bilangan peserta yang lebih tinggi pada tahun ini jika di-bandingkan dengan tahun lalu.

Adalah jelas daripada aktiviti-aktiviti yang dijalankan bahawa Pusat initelah berterusan mencapai matlamatnya untuk memberi kesedaran kepada sektorswasta dan awam> berhubung dengan perlunya ada daya pengeluaran yang tinggidan perlunya mengawasi pembaziran kos. Kesedaran ini adalah penting denganadanya kenaikan kos di atas semua aktiviti ekonomi. Dalam hal ini PDPN terusberusaha untuk mendapatkan penglibatan daripada semua yang berkenaan untukmenggunakan hasil dan tenaga negara dengan lebeh berkesan dan dengan inimenyerapkan kesedaran daya pengeluaran dikalangan pengurusan dan pekerjadi serata Malaysia.

Sejajar dengan tujuan ini, PDPN telah menubuhkan sebuah Pejabat Wilayahdi Kuantan suatu kawasan yang sedang membangun untuk menyediakan per-khidmatannya kepada perniagaan dan perindustrian di kawasan itu. Adalahmenjadi dasar PDPN untuk membawa perkhidmatannya kepada industri ditempat-nya sendiri. Dengan tertubuhnya Pejabat Wilayah di Kuantan, Pusat ini dapatmemberi perkhidmatan yang lebih efektif kepada negeri-negeri di Pantai Timur.

Dengan bertambahnya psgawai-pegawai di Bahagian Pengurusan Per-undingan, Pusat ini telah dapat memperhebatkan aktiviti perundingannya. Disamping terus menyediakan perkhidmatannya untuk keseluruhan industri, Pusatini telah melipatgandakan tenaganya untuk menolong peniaga kecil Bumiputraterutama sekali dalam bidang Perkhidmatan Naaihat untuk mengatasi masaalahpengurusan dan teknikal. Ini adalah sejajar dengan matlamat Dasar EkonomiBaru.

Dengan terlaksananya syor-syor Lapuran Suruhanjaya di Raja berkenaanPerubahan Gaji dan Syarat-Syarat Perkhidmatan bagi Pekerja-Pekerja Badan-Badan dan Kuasa-Kuasa Tempatan, Pusat ini telah membuat perubahan ke atasorganisasi dan pentadbirannya. Adalah diharapkan dengan adanya perubahanini, PDFN akan dapat menarik pegawai-pegawai yang berpengalaman t>erkhidmatberterusan dengan PDPN dan dengan itu menstab:lkan kedudukan pegawai-pegawainya.

Negara akan melancarkan Rancangan Malaysia Ketiganya tidak lama lagi.Mlasa depan ekonomi negara adalah cerah tetapi memerlukan semangat pengor-banan diri, kerja keras, dan pengurusan serta tKkerja yang cekap dan berdedikasi.PDPN akan terus berusaha untuk menjadi sebuah institiut yang penting kepadaindustri dan juga membantu negara mengembangkan tenaga manusia unttik men-capai matlamat negara.

Akhir sekali, saya ingin mengucapkan penghargaan kami kepada sektorawam dan swasta dan juga Kerajaan Negara-Negara asing kerana spkongan mereka.Pusat ini berharap akan terus mendapat sokongan, pertolongan dan kerjasamamereka di masa akan datans.

BAHAGIAN I

PENDAHULUAN

Pusat Day a Pengeluaran Negara Malaysia

Pusat Daya Pengeluaran Negara telah ditubuhkan dalam tahun 1962 sebagaisatu projek bersama !oleh Kumpulan Wang Khas Bangsa-Bangsa Bersatu danKerajaan Persekutuan dengan Peftubuhan Buruh Antara Bangsa sebagai pentadir-nya. Mengikut Rancangan Gerakan projek itu, Pusat Daya Pengeluaran Negaraakhirnya akan berkuasa sendiri.

Dalam tahun 1966 Akta (Mempsrbadankan) Majlis Daya PengeluaranNegara Nombor 19 tahun 1966 telah diluiuskan oteh Parliamen dan Majlis menjadisebuah badan yang berkuasa sendiri mulai darioada Ihb. Mac 1966., Akta inidipinda oleh Akta (Pindaan) (Memr>erbadankan) Majlis Daya Pengeluaran Negara1975 (Akta A305 tahun 1975) sejajar dengan usaha-usaha perkembangan Pusat ini.

Tugas-Tugas Majlis

Tugas Majlis itu ialah menubuh dan menyelenggarakan Pusat DayaPengeluaran Negara bagi maksud:

— Meninggikan mutu pengurusan termasuk penyeliaan pada segala peringkatdalam perdagangan dan perusahaan di dalam Persekutan;

— Memperbaiki kecekapan perjalanan perusahaan, jualan-jualan danpemasaran dengan memberi perhatian khusus kepada faedab-faedahmenambah daya psngeluaran, memperbaiki mutu keluaran, mengurang-kan belanja dan memberi lat:han dan nasihat mengenai perhubunganantara buruh dengan psngurusan;

— Mengadakan latihan dan rancangan-rancangan lain yang boleh sebaik-baiknya mengisi kehendak-kehendak tertentu dan kehendak-kehendaktempatan dan negara pada seluruhnya;

— Menerangkan maksud-maksud, tujuan-tujuan dan usaha-usaha Pusat danmendapatkan kerjasama daripada kumpulan-kumpulan majikan danpekerja;

— Menasihatkan, sebagaimana kakitangannya berkelayakani, Menteri danpertubuhan-pertubuhan persendirian, pertubuhan-pertubuhan atau orangperseorangan mengenai perkara-perkara yang meliputi segala segi caradaya pengeluaran;

— Berkhidmat sebagai suatu foram untuk membincangkan masaaJah-masa-alah penuhuhan, psngurusan dan penyeliaan dalam perdagangan danpsrusahaan;

— Membuat penyata tahunan kepada Menteri berkenaan dengan kemajuandan masaalah-masaalah meninggikan daya pengeluaran dalam perdagangandan psrusahaan dalam negara serta membuat syur-syur mengenai carabagaimana masaalah-masaalah itu boleh diuruskan.

— Menyedia dan menguruskan perkhidmatan-perkhirmatan perunding;— Mengadakan dan mengekalkan perhubungan-perhubungan dengan per-

tubuhan-pertubuhan kebangsaan mahu pun antara-bangsa;— Menjalankan usaha-usaha pern:agaan untuk mendapat keuntungan bagi

maksud psnjalanan kerja-kerjanya di bawah Akta"hini; dan— Membuat apa-apa perkara sebagaimana yang bersangkutan dengan atau

terlibat daripada perjalanan kerja-kerja di bawah Akta ini.

KEG1ATAN MAJLIS

Dalamtahun 1975, Majlis Daya Pengeluaran Negara telah bersidang sembilankali dan diantara lain-lain membincangkan perkara-perkara tersebut.

1. Pindaan Akta— Pindaan Akta (memperbadankan) Majlis Daya Pengeluaran Negara

No. 19, tahun 1966 untuk membo'ehkan PDPN: —(i) Menjalankan aktiviti Perniagaan.

(it) Memperluaskan keahlian Majlis.Pindaan tersebut te^ah diluluskan c'eh Parliamen dalam sidangpada 29hb. Mei, 1975.

2. Belanjawan— Anggaran Belanjawan sebanyak $1,834,000 untuk tahun 1976 telah

dikemukakan kepada Perbendaharaan.3. Kakitangan

— Perlantikan 10 Pegawai Latihan dan Penyiasatan, satu PelayanPejabat dan mendapatkan psrkhidmatan dua orang Penasihat.

— Latihan Antarabangsa.— Kenaikan pangkat seorang Timbalan Pengarah dan seorang

Penolong Pengarah.— Pengesahan 6 Pegawai Latihan dan Penyiasatan dan 11 orang

kakitangan rendah.4. Gaji

— Pembayaran Peruntukan Kh:dmat Perunding kepada kakitangan.— Penyerahan memoranda keoada Suruhanjaya di Raja berkenaan

Perubahaan gaji dan syarat-syarat Perkhidmatan bagi Pekerja-Pekerja Badan-Badan Berkanun dan kuasa-kuasa Tempatan.

— Perlaksanaan Pekeliling Perkhidmatan, tahun 1975 (Perubahangaji dan Syarat-Syarat Perkhidmatan bagi Pekerja-Pekerja Badan-Badan berkanun di Malaysia.)

5. Program-Program Kemajuan dan Latihan— Penubuhan Institiut Lat:han Hotel dan Restoran.— Rancangan Kemajuan Usahawan untuk Bumiputra.

6. Penyelidikan Perancang dan Penerbitan— Penubuhan MARIS (Management Research and Information

Section) untuk mengumpul kajian-kajian kes dan mengedarkanpenerangan melalui penefbitan.

7. Kemajuan Kakitangan— 15 kursus Institiut untuk P'egawai-Pegawai.— Latihan tempatan dan luar negeri untuk Pegawai-Pegawai.— Latihan tempatan untuk kakitangan rendah.

8. Bantuan Teknik dari Kerajaan-Kerajaan dan Yayasan-YayasanAsing—' Dalam, tahun ini 21 pegawai-pegawai telah mengikuti kursus latihan

di luar negeri.9. Bangunan dan Tambahan

— Tambahan bangunan PDPN untuk mengadakan 13 buah biliktambahan.

TSNJUAN UMUM

Peninggiaa daya pengeluaran dan perkembangan ekonomi adalaji datangnyadaripada penggunaan sumber-sumber maknusia dan material yang lebih berkesan.Dari sebab itu PDPN dalam, semua aktibiti latihannya adalah sentiasa memajukanmelalui konsep-konsep dan teknik praktikal yang boleh meninggjkan kemahiranpengurusan dan kesedaran daya pengeluaran.

Disebabkan oleh perkembangan dan ekonomi yang pesat, Malaysia sedangmenghadapi kekurangan psngurus dan penyelia yang mahir dan terlatih. Denganadanya perkembangan yang rancak bagi sektor perindustrian dan perkh:dmatandl masa akan datang keperluan-tenaga mahir serupa ini akan bertambah denganluasnya.

Dengan adanya kesedaran yang sedemikian, PDPN telah melancarkansatu rancangan latihan yang intensif untuk pengurus dan penyelia. Latihan dalambidang-bidang yang baru telah juga diadakan, Sejumlah 205 kursus dan seminartelah dijalankan untuk seramai 4.120 orang peserta. Sebanyak 16 kursus dan 11seminar dr bidang baru telah dijalankan buat pertama kali dalam tahun ini.

Satu perkembangan penting telah wujud dimana terdapat bertambah banyakorganisasi yang menganjurkan kursus/seminar khas untuk memenuhi keperluankakitangan mereka; Perkembangan ini ada'ah berlaku sebagai tambahan kepadarancangan latihan yang brasa diikuti di PDPN- Sejumlah 37 kursus khas telahdijalankan tahun ini jika dibandingkan dengan 9 untuk tahuti 1974.

Untuk memenuhi keperluan negeri-negeri Pantai Timur SemenanjungMalaysia4 sebuah pejabat_wilayab__tejah. ditubuhkan di Kuantan Ini adalahsebahagian daripada rancangan perkembangan FDPN dan sejajar dengan madamatRancangan Malaysia Ketiga untuk menghapuskan kemiskinan dan membentuksemula masyarakat. PDPN sentiasa terus menyebarkan aktibitinya ke' meratatempat di M'alaysia dengan tetkananan ditumpukan kepada membawa aktibitinyake kawasan luar bandar.

Untuk menghadapi kepsrluan indastri yang semangkin berkembang, PDPNtelah membuat beberapa perubahan dalam organisasinya. Seksi .PerundinganPengurusan dan juga Perkh-'dmatan Penyelidikan dan Penerangan Pengurusan(MARTS) telah dijadikan yunit berasingan. Ini akan diterangjcan dengan lebihlanjut lagi kemudian. Bahagian Perkhidmatan BumiputraSejajar dengan matlamat Dasar Ekonomi Baru untuk mengatur semula

masyarakat dan memberi galakan kepada Bumiputra menceburi lapangan per-industrian, PDPN melalui seksi Perkhidmatan Bumioutranya telah mempesatkanlagi aktibitinya untuk perkembangan kaum Bumiputra.

Bahagian ini telah ditubuhkan dalam tahun 1973 dan bertujuan untukmemberi latihan pengurusan dan penyeliaan kepada Bumiputra, Dalam tahunini seramai 1,209 psserta telah diberi latihan jika dibandingkan dengan 1,014peserta dalam tahun 1974. Dsngan kerjasama yang rapat oleh bahgian-bahgianlain, sebanyak 51% penyertaan Bumiputra dalam aktibiti latihan PDPN telahdicapai. Penubuhan Pejabat Wilayah Pantai Timur di Kuantan adalah juga satufaktor yang penting dalam kejayaan ini. (Sila lihat Lampiran D)

Dalam tahun 1975, Bahagian ini telah menjalankan 50 kursus dan seminaruntuk seramai 1,209 peserta dibandingkan dengan 57 kursus dan seminar untuk1,014. Sungguhpun jumlah peserta meningkat tetapi jumlah kursus telah turun.Ini adalah disebabkan tekanan telah dibuat ke arah latihan untuk peniaga-peniagakecil. Aktibiti Bahagian ini telah lebih digiatkan ke arah melahir dan membinausahawan Bumiputra. Lebih banyak kursus 'Melahir dan Membina Usahawan

Bumiputra' telah diadakan di luar kawasan Kuala Lumpur dan Petahig Jaya,iaitu di Kuantan, Kangar dan Muar Kursus Tengurus Pemiagaan Runcit' telahjuga diadakan di K'ota Baru, Kangar, Kota Trnggi dan Teluk Anson.

Untuk merintisi supaya lebih ramai lag) Bumiputra menceburi dalam bidangImpot/Ekspot, satu rancangan baru telah'dilancarkan pada bulan November.Kursus yang dinamakan 'Memulakan Perniagaan Ekspot, Aturcara dan Doku-mentasi' telah diadakan dan telah mendapat sambutan yang hangat Bahagian inijuga telah menumpukan psrhatian dengn kerjasama Kementerian lain kepadalatihan untuk penyelia Bumirjutra di sektor swasta. Dalam bulan Disember satuseminar bertajuk 'Human Resources Development for Bumiputra SupervisoryPositions' telah diadakan dengan anjuran bersama Kementerian Kebudayaan,Belia dan Sukan.

Pengalaman yang didapati dalam tahun 1975 adalah menjadi asas untukmengadakan rancangan latihan untuk Usahawan Bumiputra. Bahagian ini ber-cadang untuk menekankan aktibitinya kepada kursus-kursus berikut:

1) Melahir dan Membina Usahawan Bumiputra2) Memulakan Perniagaan Ekspot/Impot3) Pengrusan Perniagaan Runcit4) Perniagaan Borong5) Perniagaan Pembinaan

Satu kursus selama 7 minggu untuk mengujudkan penyelia Bumiputra akandiadakan dalam, tahun 1976, yang bertujuan untuk menyediakan pekerja mahirdan separuh mahir Bumiputra untuk memegang jawatan Penyelia.

Kursus-Kursus yang dijalankan bersama oleh PDPN dengan PersatuanDaya Pengeluaran Malaysia

Bekas psserta-peserta kursus PDPN telah bersama-sama berusaha untukmenubuhkan Persatuan Daya Pengeluaran Malaysia yang berdaftar. Beberapaaktibiti-aktibiti telah dijalankan di mana ditantaranya persatuan ini ber-tujuan merapatkan bagi perhubungan diantaranya persatuan mibertujuan me-rapatkan bagi perhubungan diantara ahli-ahlinya saperti mengadakan kursus danseminar bersama dengan Pusat ini. Ini bertujuan bagi perkembangan-perkembanganpengurusan untuk ahli-ahlinya. Kursus-kursus dan seminar yang diadakan padatahun ini ialah:

Bahagian Pengurusan PerundinganBahagian ini telah dirombak semula untuk menyesuaikannya dengan per-

mintaan yang meningkat dan juga untuk mensntukan yang fungsinya adalahberterusan.

Dalarn tahun-tahun yang lampau Bahagian ini te!ah menggunakan pegawai-pegawa: daripada Bahagian lain untuk menjalankan tugas-tugasnya. Dalam tahun1975, Bahagian ini telah ditubuhkan dengan mengandungi p^gawai dan penasihat-nya sendiri.

Pegawa:-Pegawai yang beroangalaman daripada Bahagian-Bahagian Peng-urusan Perakaunan, Jualan dan Pemasaran dan Kemaiuan Pengurusan telahditukarkan ke Bahagian ini. ApabUa dicerlukan, dari masa ke semasa pegawai-oegawai daripada Bahagian lain telah iuga dfgunakan untuk membantu kerja-kerja di Bahagian ini.

Untuk menguatkan lagi Bahagian mi, pegawai-pegawai PDPN telah di-hantar ke Republik Persekutuan Jerman untuk latihan praktik dalam bidangPengurusan Perakaunan, Kejuruteraan Perusahaan, Pengurusan Kakitangan, danPerundingan untuk Perusahaan Kecil. Lebih ramai lagi pegawai-pegawai akandihantar untuk lat:han yang serupa.

Sejumlah enam psrmohonan untuk "Pre-feasibility study" telah diterimaterutamasekali daripada'Usahawan Bumiputra. Permohonan ini termasuklah pem-bikinan "insulation boards" daripada Jerami Padi dan psn:lian ekonomi dan ke-perluan modal untuk sebuah kuari, Dua "feasibility study" yang lengkao berkena-an dengan pemb'k'nan dan psmasaran a'at-alat psrmainan daripada kayu, danperlatan dibuat daripada kaca.

Dalam tahun ini sebanyak 70 psrmohonan untuk perkhidmatan perund'ngandan nasihat telah diterima kebanyakannya daripada Usahawan Bumiputra. Per-mohonan ini datangnya daripada psnguisaha-pengusaha kecil, dan sektor per-khidmatan yang terlibat dalam pembikinan dan pemasaran barangan gunaanharian, pengendatian bas mini, memulakan 'supermarket' dan penilian kerja.

Perkhidmatan Penyelidikan Pengurusan dan Penerangan Perusahaan(Management Research and Information Service (MARIS)

Aktibiti-Aktibiti bahagian ini dilengkapkan lagi dengan mendapatkanPegawai-Pegawai yang bertugas sepenuh masa. Aktibiti-aktibiti saperti Perpusta-kaan, Perhubungan Awam dan penerbitan telah diruruskan dengan lebih berkesanoleh Bahag?an ini. MARIS memberikan perkhidmatannnya sapsrti maklumat-maklumat penting, kepada bahagian-bahagian dan badan-badan p^usahaan yanglain. Bahagian ini mengumpul dan membandingkan semua statistik penge'uaranuntuk membolehkan p?n:laian dibuat ke atas sejauhmana gerak tugas ini berkesanatau pun tidak.Perpustakaan

Pusat ini menyedari bahawa betapa pentingnya peranan yang dimainkanoleh perpustakaan untuk menyemaikan ilmu pengetahuan bagi cara-cara danproses pengurusan yang moden. Setakat ini Pusat ini memerlukan bidang yangluas bagi buku-buku dan penerbitan-penerb:tan osngurusan. Perpustakaan Pusatpada viasa sekarang adalah satu kumpulan buku-buku yang ter'engkaD sekali.Pusat ini juga mampu mengadakan kemudahan-kemudahan saperti berikut: —

(a) Pinjaman buku-buku dan makalah kepada psrseta-peserta kurusus.(b) Perkhidmatan mendapatkan dokutnen (termasuk membuat salinan

gambar).(c) Membantu pembaca-psmbaca.(d) Rancangan bertukar-tukar pinjaman dengan universiti-universiti dan

perpustakaan terkemuka di negeri ini.(e) Menjual poster-poster keselamatan dan buku-buku pengurusan.

Perpustakaan ini berlanggan lebih dari 90 majallah/maklah dan mempunyai lebihdari 7.000 buku-buku, yang kebanyakan darinya adalah di dalam Bahasa Malaysia.

Pada tahun ini lebih dari 2.000 orang tidak te,rmasuk peserta-peserta kursusdan seminar yang menggunakan perpustakaan ini. Satu perkhidmatan khas padahari Selasa diadakan iaitu perpustakaan dibuka hingga kepukul 6 petang.

Penerbitan (Perkhidmatan Penyelidikan Pengurusan dan dan PeneranganPerusahaan)

Bahagian MARIS adalah bertanggongjawab untuk semua percetakan yangdibuat di Pusat ini, termasuklah jadual dan rancangan kursus, 'pamphlets,' risalah-risalah, persediaan-persediaan seminar dan majalah suku tahunan. JournalPengurusan dan penerbitan adalah merupakan sumbsr utama bagi kakitanganpengurusan untuk mendapatkan maklumat-maklumat dan pengetahuan. Tetapisekarang ini terlalu banyak penerbitan dilakukan. ini sudah menjadi masalah untukmengesan semua perkembangan-perkembangan pengetahuan pengurusan untukdigunakan oleh pegawai-pegawai di masa mereka menjalankan tugas.

Untuk mengelakkan masalah ini, Pusat ini telah memperkenalkan satukeluaran printis yang dinamakan "Pemberita" untuk memberi keterangan-ke-terangan menerusi keluaran suku tahunannya. Isi kandungan keluaran ini di-ambil daripada artikal-artikal daripada 400 majallah pengurusan, journal1, mono-geraf dan lain-lain makalah yang dilanggani oleh Pusat ini. Keluaran dan isi-isinya dipilih, diselenggarakan, diberi "index" di dalam "check-list" untuk senangdipilih 'oleh pembaca-pembaca mengikut psrkara atau tajuk yang hendak di-bacanya. Diantara terbitan yang dikeluarkan oleh Pusat ini di dalam tahun1975 ialah : —

Alat-Alat Pandang Dengar.Pada tahun ini Pusat ini 'telah menggunakan sepenuhnya semua alat-alat

pandang dengar untuk membantu pegawai-pegawai di dalam menyampaikan peng-ajarannya. Pusat ini dari masa ke semasa sentiasa menambahkan bilangan filem,"filem strips" dan "slides" dan juga lain-lain alat untuk digunakan di dalam men-jalankan latihan. Pada masa ini Pusat ini mempunyai 135 filem, 12 filem stripsdan 210 slides.

Pejabat WilayahSebuah pejabat wilayah telah ditubuhkan di Kuantan bulan Februari

untuk membawa khidmat pusat ini seberapa rapat yang b'oleh kepada perusahaan-perusahaan di negeri-negeri pantai timur.

Dengan adanya pejabat wilayah maka perkhidmatan pusat ini dapat ber-kembang seimbang dengan perkembangan perusanaan di daerah-daerah PantaiTimur.

AKTIBITI GERAKAN

Unit GerakanPDPN mempunyai 8 Bahagian latihan, sebuah Bahagian Perkhidmatan

Perundingan & Nasihat, sebuah Bahagian Perkhidmatan Penyelidikan Pengurusandan Penerangan Pterusahaan (MARIS), dan Bahagian Pentadbiran. Bahagian-bahagian ini adalah seperti terkandung d: dalam Carta Organisasi dilampiran F.

KakitanganDalam tahun ini PDPN mempunyai 88 orang kakitangan, 49 pegawai

kanan dan 39 pegawai rendah. Perubahan kepada struktur organ:sasi telah dibuatsambil penukaran nama Pegawai Latihan & Fenyiasatan Kanan diubah kepadaPenolong Pengarah. Keterangan lanjut boleh didapati di dalam LampiranGl — G8.

Perlontikan — Sapuluh Pegawai Latihan & Penyiasatan (PLP) telah di-lantik dalam tahun ini untuk memenuhi kekosongan di beberapa Bahagianlatihan. Ini telah pun menambahkan jumlah PLP daripada 30 dalamtahun 1974 kepada 40. Dua orang kakitangan rendah telah juga dilantik,seorang daripadanya adalah untuk Pejabat Wilayah di Kuantan.

Kenaikan Pangkat — Seorang Pegawai Latihan & Penyiasatan Kanantelah dinaikkan ke iawatan Timbalan Pengarah (Latihan) sementara seorangPLP1 telah dina:kkan ke jawatan Penolong Pengarah untuk menyelia 3 Baha-gian latihan.

Perletakan Jawatan — Dalam tahun ini tidak seorang pun pegawai-pegawai kanan yang meletakkan jawatan, mungkin disebabkan oleh keadaanekonomi yang lembab- Walaubagaimanapun, 3 orang kakitangan rendahtelah meletakkan jawatan.

Kemajuan KakitanganDalam tahun ini pegawai-pegawai pu?at ini lelah mendapat latihan yang

sesuai melalui kursus sarjana, kursus/sem:nar latihan simp'osium/bsngkel, per-sidangan dan. Iawatan sambil belajar samada di dalam atau di luar negeri. Latihan-latihan tersebut adalah saperti berikut: —

Bantuan daripada Negara AsingDalam tahun 1975, PDPN telah mendapat faedah Rancangan Bantuan Teknik

daripada Republik Persekutuan Jerman, Jepun, Austria, India, Belanda dan UnitedKingdom. Lebih daripada 15 pegawai Pusat ini telah mendapat latihan di luarnegeri melalui biasiswa Kerajaan Negara-Negara ini.

Tujuh Penasihat Antarabangsa telah berkhidmat dengan Pusat inL EncikP. J. Makhijani daripada India, salah seorang daripada mereka yang berkhidmatdi bawah Rancangan Colombo telah tamat perkhidmatannya dalam bulan Ogos,1975. Encik Akimasa Inoue dari Japun telah mula berkhidmat dalam bulanFebruari, 1975 dan Encik Frank Slater dari United Kingdom telah mula dalamfeulan September, 1975. Kedua-dua mereka juga adalah di bawah RancanganColombo.

THE CHAIRMAN'S STATEMENT

The year under review was an especially challenging one in which thenation's economy witnessed a general downturn in business activity as a resultof world wide recessionary trends. These conditions d:d not appear to haveaffected the number of trainees sponsored by organisations from both the privateand the public sectors. This was manifested in the increase in the number ofparticipants in the Centre's training programme in 1975 as compared to theprevious year.

It is evident from the activities undertaken that the Centre ig steadilyachieving its objective of creating an awareness in both the private and publicsectors of the need for efficiency and paring wasteful costs. This is all the morenecessary in face of coet increases in almost every aspect of economic activity.In this respect the Centre perseveres in its efforts to explore all avenues to inculcatethe need for greater efforts to be made for a more efficient utilisation of ournation's resources and thereby infuse productivity consciousness among manage-ment, supervisors and workers throughout Malaysia. In keeping with this aim,the Centre established a Regional Office in Kuantan, a fast developing area,, toprovide its services to business and industry. This is in confromity with thepolicy of bringing our services to industry itself. With the establishment of theRegional Office, the Centre cs abb to serve the East CoaSt States more effectively.

The Centre with the strengthening of its consultancy service section wasable to intensify its activities in providing consultancy services to industry. Whileattuned to serving the needs of industry as a whole, the Centre has redoubledits efforts to cater for the needs of small-Scale Buminutra Entrepreneurs, especiallyin providing advisory services in their immediate managerial and technical pro-blems in line with the objective of the New Econonrc Policy.

Organisational and administrative changes were introduced with the imple-mentation of the recommendations of the 'Royal Commission on the Remunerationand Conditions 'of Service in Statutory Authorities and Local Councils'. It ishoped that with these changes, the Centre will be ab!e to retain its core of officersand thereby maintain a stable ataff position.

The Nation will be embarking on the Third Malaysia Development Planvery soon. The economic future of the country is bright but demands hard work,a spirit of self-sacrifice, and competent and dedicated management and workers.The Centre will continue to gear itself to becoming an even more importantasset to industry and to the: Nation in assisting the development of human resourcesfor the attainment of the national objectives^

PART I

INTRODUCTION

THE NATIONAL PRODUCTIVITY CENTRE OF MALAYSIA

The National Productivity Centre was established in 1962 as a joint projectby the United Nations Soecial Fund and the Federal Government with the Inter-national Labour Organisation as the executing agency. According to the Plan ofOperation of the project, the 'Centre would ultimately become autonomous.

In 1966, the National Productivity Council (Incorporation Act No. 19) of1966 was oassed by Parliament and the Council became an autonomous bodyeffective as from March 1, 1966. The Act was subsquently amended by theNational Productivity Council (Incorporation) (Amendment) Act, 1975 (Act A305of 1975) to keep in line with the expanding actvities of the Centre.

The Functions of the Council

The functions of the Council are to establish and maintain the NationalProductivity Centre for the purpose of :

— ra:sing the standard of management including supervision at all levelsin commerce and industry in the Federation;

— improving the efficiency of industrial operations, sales and marketingwith particular reference to methods of increasing productivity, ofimproving quality of output, of lowering costs and giving training andadvice on labour management relations;

— initiating training and ether programmes that would best serve specificand local requirements of the country as a whole;

— publicising the aims, object:ves and activities of the Centre and obtain-ing the co-'opsration of employer and employee groups;

— advising the Minister and priviate organisations, institutions orindividuals on matters covering all aspects of productivity techniqueswithin the competence of its staff;

— serving as a forum for discussing organisational, managerial and super-visory problems in commerce and industry;

— report annually to the Min:ster on the progress and problems ofraising productivity in commerce and industry in the country andmaking recommendations on the manner in which such problems maybe dealt with;

— undertaking and performing consultant services;

— establ shing and maintaining contacts with similar or other agenciesboth national and international;

— carrying on, business undertakings for profit for the purpose of thedischarge of its functions under this Act with the Approval of theMinister.

— doing all such matters and things as may be incidental to or conse-quential upon the discharge of its functions under this Act.

SUMMARY OF COUNCIL'S ACTIVITIES

During the year 1975, the Council met nine times and, amongst othermatters, dealt with the following : —

1. Amendment of the Act— Revision of NPC (Incorporation) Act. No. 19 of 1966 making

provision for: —

The amendments were approved by Parliament at its sitting on29.5.1975.

2. Budget— Budget estimates of $1,634000 were made for 1976, subject to the

Treasury approval.

3. Staffing— Recruitment of 10 TIOs and one office boy and the assignment

of two International Training Advisors.-— Promotion of one Deputy Director and 'one Assistant Director.— Confirmation of six TIOs and 11 junior staff.

4. Salary— Payment of management consultancy fees to staff.— Submiss:on of memorandum to the 'Royal Commission on Remu-

nerations and Conditions of Statutory Authorities.'— Implementation of the Recommendations of the 'Royal Commis-

sion on Remunerations and Conditions of Service in StatutoryAuthorities.'

5. Development and Training Programmes— Establishment 'of Hotel/Restaurant Training Institute— Entrepreneurship Dsvelopment Progarmme for Bumiputras

6. Research, Planning and Publication— Establishment of MARIS, to collect case studies and to distribute

GENERAL REVIEW OF ACTIVITIES

Efficient management of human and material resources contributes toincreases in productivity and economic progress. Therefore the Centre in all itstraining activities has sought to promote through practical means, concepts andtechniques designed to increase management skills and to increase productivityconsciousness.

Malaysia, as a result of rapid growth and d:versification of the economy isfaced with acute shortage of skilled and trained managerial and supervisorypersonnel. With the rapid expansion of the manufacturing and service sectorsin the future, the demand for such personnel will continue to grow considerably.

Realising such a need, the National Productivity Centre embarked onan intensive programme of managerial and supervisory training. New areas oftraining were introduced in this context. A total of 205 courses and seminarswere conducted for 4,120 participants, out of which 16 courses and 11 seminarson subjects of contemporary interest wsre conducted for the first time.

An important development has been the increasing number of organisa-tions which, in addition to sponsoring their staff for normal courses and seminarsconducted by the Centre, also sponsored special courses, talks and seminars forthe specific needs of their organisations. In all 37 tailor-made programmes wereconducted this year compared to 9 in 1974.

As part of the Centre's expansion plans, a regional office has been establishedin Kuantan to cater for the needs of the expanding commercial and industrialsector in the East Coast States of Peninsular Malaysia. This is in keeping with theobjectives of the Third Malaysia Plan of eradicating poverty and restructuringsociety. The Centre is continuing to spread its activities to other parts of thecountry with emphasis on bringing its services to the rural areas.

The Centre, in order to gear itself to meet the expanding needs of industryeffected some organisational changes, to streamline and increase the effectivenessof its activities. The Centre's Consultancy Service isect:on and the ManagementResearch and Information Service f'MARISl were recrgan'sed to become separateunits. This will be elaborated subsequently under the different subiect matters.(Refer Appendix Al — A4 B and C for deta:!s).

Bumiputra Services Sevtion

In keeping with the objectives of the New Economic Policy of restructuringsociety and encouraging greater Bumiputra participation in industry, the Centre'sBumiputra Services Section intensified its activities to reach a larger number ofBumiputras.

Established in 1973, for the specific purpose of providing managerial andsupervisory training to Bumiputra, the Section successfully trained 1,209 partici-pants compared to 1,014 in the previous year. A 51% Bumiputra participationin the Centre's training activities was achieved through active cooperation withthe other training sections of the Centre and through the development of newtraining interests. An equally important factor was the establishment of theCentre's first regional office in Kuantan which has now made it possible tointensify training activity in the East Coast regions of the Peninsula. (ReferAppendix *D").

In 1975, the Section conducted 50 courses and seminars for a total of1,209 participants compared to 57 course? and seminars for 1014 participantsin the previous year. Although there was an increase in the number of participants,fewer courses were conducted due to a greater emphasis being placed 'on specialisedtraining for small businessmen and the introduction of new areas of training tosuit their needs. More out-station courses and seminars were conduct^ forBumioutra entrepreneurs. A two-week res':dent;al course on "The Criationand Development of Bumiputra Entrepreneurs" was conducted in Kuantan,Kangar and Muar and a one week course on "Retail Business Management" inKota Baru, Kota Tinggi and Tejuk Anson.

Marking its venture into new fields of Training required by Bumiputras,the Section in November, 1975 launched a new programme called "The SettingUp of Export Business, Procedures and Documentation" for potential Bumiputraexporters. This programme was very well received and rated. The Section alsoconcentrated on training Bumiputra supervisors in the private sector and has beenworking with other government and private bodies to increase the number 'ofBumiputra supsrvirors. In December 1975 the Centre hoasted a one day seminaron "Human Resources Development for Bumiputra Supervisory Positions" in con-junction with the Ministry of Culture, Youth and Sports.

The experiences of 1975 have provided a strong basis for a Concertedeffort to provide Bumioutra entrepreneurs and businessmen with training invarious management subjects. In view of this response the Section plans to placemore emphasis on the following courses in 1976:"

(1) Creation and Development of Bumiputra Supervisors

(2) Setting Up Export/Import Trade

(3) Retail Business Management

(4) Wholesale Trade

(5) Construction Trade

A special 7 weeks residential course for the development of Bumiputrasuperiors planned for 1976 is aimed at training skilled and semi-skilled Bumi-putras to hold supervisory positions.

Couses jointly sponsored by the Centre and the Malaysian Association ofProductivity (MAP)

Past participants of NPC courses have organised themselves under theregistered name of the Malaysian Association of Productivity. The MalaysianAssociation of Productivity in addition to other activities keeps members abreast oflatest developments in management by organising special courses and seminars incollaboration with the Centre, and for the year under review the following courseswere jointly sponsored:

Management Consultancy SectionThis Section has been reorganised in order to meet the increasing demands

for its services and to maintain continuity in its function.

In the past this Section drew on officers from other sections of the Centre.In 1975 a separate Section was established with full time officers and advisers.

Senior officers from the Management Accounting, Sales and Marketing andManagement Development Sections were assigned to this Section. As andwhen necessary the services of officers from the other training Sections of theCentre were utilised.

In order to strengthen this Section, officers were sent to the FederalRepublic of Germany for practidal training, in Management Accounting, In-dustrial Engineering, Personnel Management and Small-Scale Industry Consultancy.More officers will be sent for overseas training in th:s area.

A total of six requests for pre-feas:bility studies, were made with the majo-rity be:ng from Bumiputra entrepreneurs. Such requests included the manufactur-ing of insulation boards frcm padi straw and husk and an evaluation of the capitalrequirements and marekt possibilities for a quarry. Two comprehensive feasibilitystudies on the manufacture and marketing of wooden toys and the manufactureand marketing of household glassware were completed. (Refer Aooendix E).

In all 70 requests for consultancy and advisory services were receivedmainly from Bumiputra entrepreneurs. These enquiries came from the small-scale manufacturers and the service sector involving the maufacture and marketingof certain types of consumer products, operation of mini bus services, establish"ing supermarkets and job evaluation for established compares.

Management Research and Information Service (MARIS)The activities of this Section were further intensified with the assignment

of an officer on a full-time basis. All inter-related activities such as the Centre'slibrary, public relations and publications have been brought together under thisunit for greater efficiency. MARIS will service the other Sections of the Centreas well as industry with'relevant information. It will collect and collate relevantstatistics which will enable the Centre to evaluate the effectiveness of its activities.

Library

The Centre recognises that the library has a significant role to play inthe dissemination of knowledge on the most modern management methods andprocess. To this extent the 'Centre acquired a wide range of books and publica-tions on management subjects. The Centre's library has a go'od collection, ofmanagement material and it also provides the following facilities:

(a) Loan of books and periodicals to course participants

(b) Documentation service (including photo-copying)

(c) Readers' assistance(d) Inter-lending schemes with major Universities and special libraries in

the country(e) Sale of safety posters and some management books

The library subscribes to over 90 periodicals and journals and has a totalof 7,000 books, some of which are in Bahasa Malaysia.

During the year more than 2,000 individuals excluding Sieminar and Courseparticipants, made use of the library. As a special service the library is openuntil 6.00 p. m. on Tuesdays.

PublicationsThe Management Research and Information Service Section (MARIS) is

also responsible for the overall production of the Centre's publications, includingtraining course programmes, pamphlets, brochures, seminar proceedings and thequarterly bulletin. Management journals and publications are an invaluablesource of knowledge and information for management personnel, but with theincreasingly numerous publications becoming available, it is often difficult, ifnot impossible, for managers to be aware of developments that could help improveproductivity of their operations. To help managers overcome this problem, theCentre introduced a pilot information service in the last quarterly issue of the'Pemberita' (Reporter) where articles published in some 400 management perio-dicals, journals, monographs and other publications currently subscribed to orreceived by the Centre are selected, indexed and c'assified. In addition, summarytitles and a brief introduction of the indexed articles are comoiled in a checklistfrom which readers can select artic.es of interest.

Audio-Visual Aids

During the year under review, the Centre made maximum use of thevarious audio-visual aids as supportive features in its teaching activities. TheCentre is constantly increasing the number of films, filmstrips and slides and Othertraining aids related to the fields of management. At present the Centre has 135films, 12 filmstrips and 210 slides.

Regional Office

A regional office was set up in Kuantan in February this year to servicethe East Coast States, in order to bring the Centre's services as close to industryas possible and to keep pace with the demand and expansion of local industries.

Operational UnitsThe Centre comprises 8 training sections, a Consultancy & Advisory Service

Section, a Management Research and Industrial Information Unit and an admi-nistrative unit made up of a clerical, financial and technical, pop!. These variousunits are shown in detail in the organisational chart in Appendix F.

Saffing PositionThe Centre in 1975 had a staffing strength of 88, with 49 senior staff and

39 junior staff members. At the same time the designation of Senior Trainingand Investigating Officer was changed to Assistant Director. This change wasmade to align the organisational set up of the Centre with other statutory bodies.Detailed information is contained in Appendix Gl —G8.

Recruitment —10 Training and Investigating Officers (TIOs) were re-cruited into the various Training sections of the Centre, increasing thenumber from 30 in 1974 to 40 in 1975. 2 junior staff members, one ofwhom was for the Kuantan branch office were also recruited,

Promotion — One Senior Training and Investigating Officer was promotedto the post of Deputy Director in charge of Training activities of theCentre, while one (TIO) took over as Assistant Director in charge of 3training sections.

Resignations — In 1975, the Centre experienced no turnover of seniorstaff. This can be attributed to the general downturn in. economic activityexperienced by the country in the period which affected the mobility ofmanagerial personnel in industry. However, the year saw the resignation of3 junior staff members.

Foreign AssistanceDuring 1975, the Centre continued to benefit from the Technical Aid

Programmes from the Federal Republic of Germany, Japan, Austria, India,Holland and England. More than 15 officers of the Centre attended various train-ing pragrammes abroad on scholarships from these governments.

Seven International Advisers served with the Centre during the year. Oneof them Mr, P. J. Makhijani from India assigned under the Colombo Plancompleted his term of assignment with the Centre in August. On the other hand2 Advisers Mr. Akimasa Inoue from Japan and Mr, Frank Slater from Englandtook up their assignments in February and September respectively. They wereboth as'signed to the Centre under the Colombo Plan programme.

Official Opening of the Kuantan Branch OfficeThe Minister of Trade and Industry, Y. B. Datuk Hamzah bin Haii Abu

Samah, presrded at the official op:ning of the NPC's first reg:on,al office in Kuantanon the 3rd May, 1975.

Certificate Presentation Ceremonies 1975The Annual Certificate Presentation Ceremony of the NPC was held on

the 12th April. The Min:ster of Trade and Industry gave away certificates toparticipants 'of the Centre's courses in 1975. A similar programme war; held inPenang on the 15th of March, when the Deouty Chief Minister, Y.B. DatukTeh Ewe Lim presented certificates to participants. On the 5th April, anothersuch ceremony was held ;n Johore Bharu where Ihe Chairman of the JohoreState Local Development CouncM, Dato Hj. Mohd. Salleh b:n Hi. Tahir gave awaycertificates.
