PENDAHULUAN

PUSAT DAYA PENGELUARAN NEGARAPusat Daya Pengeluaran Negara telah ditubuhkan dalam tahun 1962

sebagai satu projek bersama olih Kumpuian Wang Khas Bangsa-Bangsa Bersatudan Kerajaan Persekutuan dengan Pertubuhan Buruh Antarabangsa sebagaiPentadbirnya.

Dalam tahun 1966, Akta (Memperbadankan) Majlis Daya PengeluaranNegara Nombor 19, telah diluluskan olih Parlimen dan Majlis menjadi sebuahbadan yang berkuasa sendiri, mulai daripada Ihb Mac, 1966. Ahli-Ahli Majlisadalah dilantik olih Menteri Perdagangan & Perindustrian.

Pusat ini dibiayai oleh Kerajaan

TUGAS-TUGAS:Diantara lain tugas-tugas Pusat Daya Pengeluaran Negara adalah seperti

berikut: —— Meninggikan mutu pengurusan termasuk penyeliaan pada segala

pertngkat dalam perdagangan dan perusahaan di Malaysia;— Memperbaiki kecekapan pengeluaran perusahaan, jualan-jualan dan

pemasaran dengan memberi perhatian khusus kepada kaedah-kaedahmenambah daya pengeluaran, memperbaiki mutu keluaran,mengurangkan belanja dan memberi latihan dan nasihat mengenaiperhubungan antara buruh dengan pengurusan;

— Mengadakan latihan dan rancangan-rancangan lain yang bolehsebaik-sebaiknya mengisi kehendak-kehendak tertentu dan kehendak-kehendak tempatan dan negara pada seluruhnya.

CARA PENYAMPAIANSoalan, jawapan dan perbincangan diutamakan. Cara penyampaian

'informal' dalam bentuk syarahan, perbincangan kumpulan dan kajian kesdapat melahirkan suasana yang sesuai bagi latihan orang dewasa. PegawaiPusat ini juga menjalankan lawatan susulan untuk memberikan pertolongandan panduan lanjut, terutama mengenai projek praktikal yang dijalankan dikilang, olih perserta-peserta kursus. Kajian kes dan latihan-latihan dititik-beratkan dalam menjalankan kursus-kursus. Filem-filem pengurusan yangberkaitan dengan kursus juga digunakan.

PERMOHONAN MENGIKUTI KURSUSPermohonan bagi mengikuti kursus-kursus hendaklah dibuat dengan

memenohi borang "Pre-course questionnaire" yang dilampirkan. Pemohonhendaklah mempunyai pengalaman yang berkaitan dengan kursus yang dipilih. Pilihan akan dibuat berdasarkan maklumat yang terdapat di borang "pre-course questionnaire" yang tersebut. Waktu kursus adalah dari 9 pagi hingga 4petang.

Borang-borang dan pembayaran hendaklah dikembalikan dalam masa 2minggu sebelum kursus dijalankan. Untuk menentukan penyertaan, pemohon-pemohon di nasihatkan supaya membuat permohonan awal.

Cek-cek berpalang hendaklah dibuat atas nama Pengarah PDPN.

SIJIL-SIJILPusat ini mengeluarkan sijil kehadiran kepada semula peserta yang

mengikuti kursus dengan sepenohnya. Sijil-sijil peserta bagi tahun ini akandiberikan pada tahun 1981.

PDPN juga menjalankan kursus-kursus pengurusan selain daripada yangdijadualkan mengikut keperluan-keperluan organisasi berkenaan.

INTRODUCTION

THE NATIONAL PRODUCTIVITY CENTRE OF MALAYSIAThe National Productivity Centre was established in 1962 as a joint project

by the United Nations Special Fund and the Federal Government with theInternational Labour Organisation as the executive agency.

In 1966 the National Productivity Council (incorporation) Act. No 19 waspassed by Parliament and the Council became an autonomous body effective asfrom 1st March, 1966. The members of the Council are appointed by theMinister of Trade and Industry.

The centre is subsidized by the Government until such time as it becomesself-supporting.

OBJECTIVESAmong others, the objectives of the National Productivity Centre are:

— raising standards of management including supervision at all levels;— improving efficiency of industrial operations with particular reference

to methods of increasing productivity, of improving quality andoutput,of reducing costs and developing constructive labour/manage-ment relations;

— initiating training and other programmes that would best servespecific and local requirement of the country.

METHOD OF INSTRUCTION

Question/answers and discussions are emphasised. Informal instruction inthe form of lectures, syndicate discussions and case studies creates anatmosphere conducive to adult training. The Centre's staff also carry out follow-up visits to give further guidance and assistance, particularly in the case of in-plant practical projects being carried out by the course participants. Case studiesand exercises play a central part in discussions throughout the courses. Thecourses are supplemented with relevant management films and study visits.Course hours are from 9 — 4pm.

ADMISSION FOR COURSESApplication for admission should be made on the Pre-course Questionnaire

form attached at the end of this brochure. Applicants should have someexperience in the particular subject relevant to the course. Selection is based onthe information contained in the Pre-course Questionnaire forms, which are tobe returned two weeks before the course commences together with the relevantfees. Applicants are advised to apply early to avoid disappointment.

Cheques should be made payable to the Director, National ProductivityCentre and crossed 'A/C Payee Only'.

CERTIFICATESThe Centre issues a certificate of attendance to every participant who

attends all the sessions of each training course. Participants of this years courseswill receive their certificates in 1981.

INDUSTRIAL ENGINEERING SECTION— SYNOPSIS OF COURSES

IE 1 WORK STUDYThe course presents some tech-

niques of Work Measurement. It seeksto train the participants in carrying outtime studies and shows the benefits thatcan be derived from Work Study.

Only participants who have attend-ed the Job Simplication course will beconsidered.

IE 2 PRODUCTION PLANNINGAND CONTROL

The objective of the course is toacquaint one with the various factorsthat can affect production. The coursewill also delve into areas which pro-duction personnel shoul understand andknow even though it may have no directbearing on their duties as productionengineers or managers. Emphasis willbe placed on Procurement and StockControl, Loading and Scheduling, NetWork Analysis and Quality Control.

The course is suitable for top andmiddle management personnel who areinvolved in production planning andcontrol.

IE 3 QUALITY CONTROLThe course introduces the general

concept of Quality and Quality Control,and some of its many techniques. Itenables participants to use these techni-ques for the control and maintenance ofthe Quality of the product manufactur-ed.

Practitioners of Quality Control,directly or indirectly, will be consider-ed. A basic knowledge of statistics is re-commended.

IE 4 MATERIALS HANDLINGIn any organisation, materials are

handled either manually or by mechani-cal means. Materials handling contri-butes to the cost of the end product butnot its value. The unproductive contri-bution may be as high as 90% of thetotal labour costs. As such the course in-troduces the necessary requirements toreduce materials handling and its costs.

This course is useful to Works Ma-nagers. Plant Engineers, Production Su-pervisors. Work Study Officers, Store-keepers, Purchasers of materials andother staff involved in materials handl-ing and their storage.

IE 5 CRITICAL PATH METHODParticipants will be introduced to

the advantages and applications of Cri-tical Path Method through ProcessPlanning, Scheduling and Planning ofCosts. This is illustrated with films andexamples and the working out of typicalCPM exercises.

Senior management and engineer-ing executives, involved in planning,scheduling and controlling of projectswill find a knowledge of CPM useful intheir work.

IE 6 ORGANISATION ANDMETHODS

The course introduces the varioustechniques used by O & M practitionersin their efforts to improve the flow of in-formation within the office. As such itwould benefit the manager who is con-cerned with the rising costs of paper-work and the need for an effective use ofavailable information.

IE 7 FILING AND RECORDSMANAGEMENT

The course acquaints participantswith the principles, modern techniquesand efficient procedures in filing. Itprovides a valuable guide to currentpractices in modern business filing andemphasises the need to give greaterthought and care to filing as a businessundertaking.

The course is suitable for allpersonnel involved in filing or record-ing functions.

IE 8 INVENTORY MANAGEMENTInventory Management fs im-

portant to all business because Inverito-ry represents a large amount of capitaltied down. Too much Inventory resultsin high carrying costs, and potential ab-solescence, which in turn affects profits.

Too little Inventory causes highrestocking and production costs and riskof loss of sales which also have adverseeffects on profit. The critical problem isto secure a proper balance in Inventoryin order to enhance the general businessposition of the company.

The course acquaints participantswith the good principles of InventoryManagement. It focusses attention ohthe quantitative aspects of InventoryManagement giving emphasis on howmuch to order and when to order etc.

It is suitable for purchasing andproduction personnel, materialsmanagers and all those who would liketo have a better understanding of thequantitative aspects of Inventory Mana-gement.

LIGHT INDUSTRY SERVICE SECTION— SYNOPSIS OF COURSES

LIS 1 JOB SIMPLIFICATION

The course presents some techni-ques of Method Study by which jobs canbe studied, simplified and improved. Itgives particular training in certain tech-niques and principles of Job Simplifi-cation which can be used by partici-pants in their work place.

The course would benefit WorkStudy Officers, Supervisors and mana-gerial staff of all levels involved in pro-duction functions, members of jointconsultative committees and tradeunion executives.

LIS 2 INDUSTRIAL SAFETY IThe occurence of personal-injury

accidents and also those'accidents thatcause damage only to property, clearlyindicates a fault somewhere along theline of planning, design, construction,installation or operations. The effect ofsuch accidents is to increase cost,decrease production and interrupt con-tinuity of operation.

The course emphasises the axiom:"Accidents do not happen — they arecaused!"

The course will introduce the 3basic principles of accident preventionnamely:(1) the creation and maintenance of

interest;(2) fact finding; and(3) action based on the facts.

The Course focuseson such topics as the principles ofCollective bargaining; form andcontents of Collective agreements; nego-tiation techniques and procedures;machinery for the prevention and settle-ment of disputes the rights, responsi-bilities and obligations of managementand labour the role of Collectivebargaining in the promotion andmaintenance of industrial peace andharmony etc.

IR 9 DOMESTIC ENQUIRYPROCEDURES

In maintaining discipline, employersmay have to implement disciplinaryactions for habitual infraction of workrules. The Employment Ordinance

requires that in such disciplinary actionsas Dismissal, Demotion & Suspension,the employer has to hold a "dueenquiry".

But what constitutes a "due enquiry'?Nothing has been laid down under thelaw. However certain guideline havebeen laid down by the Industrial Courtfor such enquiries.

To that extent this course is designedto provide some of these guidelines.Participants will be able to observe &participate in a mock Domestic Enquirywhich will include among others theexamination & cross-examination ofwitnesses as well as the recording ofstatements & the recommendation ofappropriate disciplinary action.

TI I LEADERSHIP AND CUSTO-MER RELATIONS FOR SUPERVI-SORS IN THE HOSPITALITYINDUSTRY.

This course is specially designed forpersonnel in the hotel industry andrelated institutions that offer food andaccomodation.

It seeks to give participants know-ledge and a better understanding of thenature and principles of modern leader-ship. It will also discuss in detail, waysand means of achieving good and ef

fective relations with staff and customers.

TI 2 RESTAURANT SERVICE I

Participants would be exposed tothe various implications in therestaurant service, with special bearingon the American, the Russian and theFrench services.

Proper understanding of theoperations would enable personnel tobe committed to the total requirementsof the service.
