Malaysia was ran'ed in the ottom third of )$ participatingcountries of the Programme for *nternational +tudent ssessment(P*+ % 200-./ 01 of the #"year"old Malaysian students whoparticipated in P*+ failed to meet the minimum pro ciency levelin Mathematics, while $$1 and $!1 did not meet the minimumpro ciency levels in 3eading and +cience respectively/ comparison of scores shows that #"year"olds in +ingapore, +outh4orea, 5ong 4ong and +hanghai are performing as though they

have had three or more years of schooling than #"year"olds inMalaysia/ 6ow achievement standards in 7*M++ (7rends in*nternational Mathematics and +cience +tudy%& far ehind rsttier/ now compara le to countries such as *ndonesia/ and By 200)(last pu lished cycle% 81 and 201 of our students failed to meetthe minimum pro ciency standards in Maths and +cience,respectively9

+ince that report, the situation has got worse9 ccording to thelatest 7*M++ survey, Malaysia recorded the worst drop among allcountries etween --- and 20 2 for the two critical su :ects ofMaths and +cience9 ;ur latest reading achievement scores fromP*+ also shows us near the ottom of the international testscores9

Not only are the gaps etween Malaysia and other countries in

our region growing, ut these international assessments showthat Malaysian student performance as measured y reading andscience scores has declined in a solute terms etween 200- and20 29 *n plain language, our student standards are getting worse,not etter, even if we do not compare them with theircounterparts from other countries9
