Objektif MyCite MyCite bermatlamat meningkatkan

ilmiah Malaysia. Objektif spesifik adalah:

Untuk mewujudkan satu polisi yang

dalam meningkatkan standard

penerbitan jurnal ilmiah di Malaysia

Untuk membentuk satu sistem

penarafan jurnal bagi membantu

penerbit-penerbit Malaysia

mengenal pasti kekuatan dan

kelemahan mereka dan

kemudiannya mempertingkatkan

kualiti jurnal tersebut

Untuk menyenaraikan dan menilai

semua penerbitan ilmiah di Malaysia

dengan menggunakan penunjuk-

penunjuk bibliometrik

Untuk memberikan satu ukuran yang

objektif bagi impak saintifik jurnal

Malaysia

Untuk menjadikan penerbitan ilmiah

Malaysia boleh dicapai secara

global

MyCite atau Indeks Sitasi Malaysia merupakan initiatif

Kementerian Pengajian Tinggi Malaysia (KPTM), yang selari

dengan aspirasinya di dalam Teras Tiga Pelan Strategik

Pendidikan Tinggi Negara (PSPTN) iaitu dalam

memperkukuh penyelidikan dan inovasi di institusi

pengajian tinggi. Ia dapat menyokong Pelan Tindakan

PSPTN yang berikut:

1. Item 5.24 (iii) Meningkatkan kolaborasi sistem

penyelidikan IPT dengan rantaian Sistem Inovasi

Kebangsaan menerusi peningkatan kualiti penyelidikan

dan penerbitan.

2. Item 5.24 (xii) Menggalakkan dan membantu

penyelidik dalam penulisan jurnal berwasit (refereed

journal) dan berimpak tinggi.

3. Item 5.24 (xii) Memperkasakan jurnal tempatan terpilih

setanding dengan jurnal antarabangsa.

4. Item 9.28 (v) Mempertingkatkan keupayaan,

penyusunan, dan penganalisisan data berkaitan dengan

semua aspek pengajian tinggi.

KPT Malaysia dengan jelas menekankan pentingnya

membina satu sistem penilaian saintifik dan adil bagi

jurnal-jurnal ilmiah di Malaysia dan keperluan

mempercepatkan pembangunan Sistem Indeks Sitasi

Malaysia. Untuk merealisasikannya, KPT Malaysia telah

menubuhkan Pusat Sitasi Malaysia (PSM) pada April 2011

untuk membangunkan MyCite. PSM juga

bertanggungjawab untuk mengumpul, memantau,

menyelaras dan meningkatkan standard penerbitan jurnal

ilmiah di Malaysia. Pusat ini terlibat terutamanya di dalam

penyelidikan dan penilaian komunikasi ilmiah di Malaysia,

pembangunan pangkalan data jurnal serta

pembangunan dan penyelidikan perisian sitasi. Universiti

Malaya, universiti perdana Malaysia, mengambil peranan

utama di dalam mengemukakan penubuhan PSM

dengan menggunakan sistem yang dimiliki oleh universiti

tersebut iaitu Malaysian Abstracting and Indexing System

(MyAIS) dan University of Malaya’s Refereed Journal

System untuk pembangunan selanjutnya bagi MyCite.

Mengenai MyCite

Kebolehgunaan Sistem

MyCite (www.mycite.my) merangkumi semua bidang di

dalam Sains, Teknologi, Kejuruteraan dan Perubatan

(STEM), Sains Sosial dan Kemanusiaan. Ia mempunyai

pautan kepada MyJurnal (www.myjurnal.my), iaitu Sistem

Pengurusan Jurnal Malaysia, untuk mengekstrak data

bibliografik bagi paparan dan pengiraan statistik

bibliometrik. MyCite dijangka dapat memudahkan

kegunaan berikut:

Menyediakan maklumat bibliometrik serta

kandungan teks penuh jurnal ilmiah yang diterbitkan

di Malaysia dalam bidang Sains, Teknologi,

Kejuruteraan, Perubatan, Sains Sosial dan

Kemanusiaan.

Menyediakan laporan sitasi dan bibliometrik bagi

penyelidik, jurnal dan institusi di Malaysia yang hanya

berdasarkan kandungan dalam MyCite.

Membantu membuat kandungan penerbitan ilmiah

Malaysia lebih kelihatan di peringkat global agar

penyelidik Malaysia boleh mengenal pasti pakar dan

bidang untuk berkolaborasi, serta merangsang

penggunaan dan sitasi.

Prospek Masa Hadapan

Kolaborasi dengan negara-negara Asean seperti

Thailand, Filipina, Indonesia dan Vietnam di dalam

pembentukan ASEAN Citation index.

Menyumbang maklumat penerbitan dan sitasi

kepada Pusat Sitasi Islam.

Agen yang mencadangkan pengindeksan jurnal-

jurnal Malaysia kepada Scopus.

MyCite bermatlamat untuk meningkatkan ketersediaan dan keternampakan jurnal ilmiah

Malaysia di kalangan masyarakat akademik antarabangsa dan ia memberi faedah kepada:

Kriteria pemilihan jurnal untuk MyCite Dianggarkan terdapat lebih daripada 500 jurnal ilmiah diterbitkan di Malaysia. Jurnal-jurnal mempunyai status

penerbitan yang berlainan; penerbitan tersebut mungkin semasa, tidak menentu, telah terhenti atau telah

berubah nama. Kebolehgunaan dan sitasi daripada artikel-artikel yang diterbitkan di dalam jurnal-jurnal yang

telah terhenti penerbitannya bagaimanapun terus menjadi penting terutamanya di dalam bidang sains sosial dan

kemanusiaan. MyCite membuat komitmen untuk menyediakan liputan komprehensif jurnal ilmiah Malaysia bagi

memenuhi keperluan maklumat para malim sarjana (ahli akademik) untuk menyokong pengajaran, pembelajaran

dan penyelidikan. Penganalisaan bahan-bahan kepustakaan saintifik telah menunjukkan bahawa adalah tidak

praktikal untuk meliputi semua jurnal ilmiah yang diterbitkan di dunia kerana hanya sebilangan kecil jurnal

sebenarnya menerbitkan sebahagian besar daripada hasil-hasil saintifik yang signifikan dan dirujuk. Prinsip ini

disebut sebagai undang-undang Bradford penyebaran kepustakaan.

Signifikan

Pendekatan ini mungkin tidak sesuai untuk MyCite kerana jumlah

jurnal Malaysia adalah agak kecil berbanding dengan jurnal yang

diliputi oleh agensi-agensi pengindeksan sitasi antarabangsa

seperti Thomson Reuters bagi Web of Science dan Elsevier bagi

SciVerse Scopus. Oleh yang demikian, MyCite cuba untuk meliputi

sebanyak mungkin jurnal ilmiah yang memenuhi kriteria pemilihan

jurnal untuk MyCite. Bagaimanapun, hanya jurnal-jurnal yang

memenuhi semua kriteria yang ditetapkan akan bermungkinan

dikemukakan untuk pengindeksan dalam pangkalan data Web of

Science dan Scopus. Kriteria pemilihan yang diterangkan terpakai

kepada semua jurnal dalam bidang sains, teknologi, perubatan,

sains sosial dan kemanusiaan dan diperincikan dalam Appendiks 1.

Jumlah artikel mereka yang diterbitkan di dalam jurnal Malaysia iaitu produktiviti penyelidikan.

Individu lain yang merujuk hasil kerja mereka di

dalam jurnal Malaysia.

Individu lain yang menjalankan kajian di dalam bidang mereka dan menghasilkan penerbitan di dalam jurnal Malaysia.

Penerbit jurnal akan tahu …

Jumlah artikel yang diterbitkan mereka. Impak jurnal mereka di dalam tetingkap 2 dan 5

tahun. Immediacy index jurnal mereka atau seberapa

Mengenai PSM Dari Februari 2011 hingga May 2012

PSM ditempatkan di Universiti

Malaya dan diterajui oleh

Tanggungjawab PSM adalah:

Mengumpul artikel dan sitasi

bagi jurnal ilmiah Malaysia dan

membangunkan alatan

capaian kembali di dalam

bentuk pangkalan data indeks

sitasi yang mampan.

Menyediakan maklumat faktor

impak jurnal Malaysia bagi

setiap tahun.

Menjalankan kajian bibliometrik

dan saintometrik di dalam

bidang-bidang berkaitan dan

menerbitkan artikel secara

berkala di dalam jurnal

kebangsaan dan

antarabangsa.

Menyediakan perkhidmatan

akademik serta latihan dan

perundingan bagaimana

meningkatkan kualiti jurnal

Malaysia.

Menjalin perkongsian dengan

organisasi berkaitan bagi

menjadikan jurnal Malaysia

lebih kelihatan di peringkat

kebangsaan, serantau dan

antarabangsa.

Penubuhan PSM adalah sejajar

dengan aspirasi KPT Malaysia,

khususnya, dan dengan

Kerajaan Malaysia, pada

amnya, iaitu untuk

menempatkan universiti-

universiti Malaysia di kalangan

Although I don’t mind being called a

librarian, I think it’s more accurate to

call me an information engineer or

information scientist…. I always

considered myself an information

engineer, but was forbidden to use

that term by the Engineering licensing

board of Pennsylvania so I called

myself an information scientist. Today I

am usually referred to as a

scientometrician or bilbiometrician but

a more accurate term might be

citation analyst.

About MyCite

MyCite or Malaysian Citation Index is the Ministry of

Higher Education (MOHE) Malaysia’s initiative, in line with its

aspiration as embedded in Core 3 of the Malaysian Higher

Education Strategic plan, that is to "strengthen research

and innovation" in institutions of higher learning in terms of:

1. Item 5.24 (iii): To increase collaboration amongst

institutions of higher learning through improving the quality

of research and publications

2. Item 5.24 (xii): To encourage and assist researchers in their

writings in refereed journals with high impact

3. Item 5.24 (xii): To increase the quality of local journals so

as to be competitive or at par with other international

journals

4. Item 9.28 (v): To improve the Ministry’s ability to compile

and analyze data related to all aspects of higher

education, [including the publication output from

Malaysian institutions of higher learning]

MOHE clearly stated the importance of building up a

scientific and fair evaluation system of Malaysian scholarly

journals and the urgency to speed up the development of

a Malaysian Citation index system, and therefore initiated

the establishment of the Malaysian Citation Centre (MCC)

in April 2011 to develop MyCite. MCC is responsible for

collating, monitoring, coordinating and improving the

standard of scholarly journal publications in Malaysia. The

center mainly engages in the research and evaluation of

Malaysian scholarly communication, journal database

development and citation software research and

development. Malaysia’s premier university, the University of

Malaya (UM) in Kuala Lumpur took the lead in putting

forward the development of MCC which utilized the

university’s Malaysian Abstracting and Indexing System

(MyAIS) and University of Malaya’s Refereed Journal System

for the further development of MyCite.

MyCite Objectives The aim of MyCite is to increase the

quality and visibility of Malaysian

scholarly journals. Specific objectives

are:

To create a policy that can

facilitate in the organization and

monitoring as well as improving the

standard of scholarly journal

publication in Malaysia.

To formulate a journal rating

system to help Malaysian publishers

self-access the international

standing of their own journals.

To list and evaluate all scholarly

journal publications in Malaysia

using bibliometric and

scientometrics indicators.

To provide an objective measure

of Malaysian journal scientific

impact.

To enable the global access of

Malaysian scholarly publications.

System Usability

MyCite (www.mycite.my) covers all fields in Science,

Technology, Engineering, Medicine (STEM), Social Sciences

& Humanities (SSH). It is linked to MyJurnal

(www.myjurnal.my), the Malaysian Journal Management

System, to extract bibliographic data for display and

calculation of bibliometric statistic. MyCite is envisaged to

facilitate the following uses:

Provides bibliometrics information as well as full-text

contents of scholarly journals published in Malaysia in

the field of Sciences, Technology, Engineering,

Medicine, Social Sciences and the Humanities.

Provides citation and bibliometric reports on Malaysian

researchers, journals and institutions based only on the

contents within MyCite.

Helps make contents of Malaysian scholarly

publications globally visible so that Malaysian

researchers can identify experts and areas of possible

collaboration as well as stimulate use and citations.

Future Prospects

Collaboration with Thailand, Indonesia, the Philippines

and Vietnam to form ASEAN Citation Index.

Contribute publication and citation information to the

Islamic Citation Centre.

An agent which recommends Malaysian journal to

Scopus for indexation.

MyCite Journal Selection Criteria

It is estimated that there are over 500 scholarly journals published in Malaysia. These journals are at different

publication status, they may be current, irregular or has ceased or have changed names. The usability and

citedness of articles published in those journals that have ceased publication however continue to be important

especially in such fields as social sciences and humanities. MyCite is committed to providing comprehensive

coverage of Malaysian scholarly journals so as to meet scholars information needs to support teaching, learning

and research. Analyses of scientific literature have shown that it is impractical to cover all scholarly journals

published in the world since only a small number of journals actually publish the bulk of citable and significant

scientific results. This principle is referred to as Bradford’s law of literature dispersion.

This approach may not be suitable for MyCite as the number of

Malaysian journals are fairly small compared to the journals

covered by international citation indexing agencies such as Thomson

Reuters’ Web of Science and Elsevier’s SciVerse Scopus. As such

MyCite tries to cover as many Malaysian scholarly journals as possible

that meet MyCite journal selection criteria. However, only those that

meet all criteria specified will be submitted for possible indexation in

the Web of Science and Scopus databases. The selection criteria

described apply to all journals in the sciences, technology, medical

related, social sciences and the humanities and is detailed in

Appendix 1.

About MCC MCC is anchored at the University

of Malaya and is headed by its

The responsibilities of MCC are to:

The setting up of MCC is in line

with the Ministry of Higher

Education's (MOHE) aspiration

of Malaysia in general to

ranking by improving the quality

of Malaysian publications

especially scholarly journals.

MCC would be the one-stop

centre that would help

internationalize Malaysian journal

publications, making their

contents accessible globally and

indexed locally, as well as

proposing their indexation by

international indexing agencies

such as Scopus and the ISI

(Institute for Scientific

Information) Web of Science

databases. The committees that

were formed to realize MCC is

listed in Appendix 2.

Appendix 1

1. BASIC STANDARD

Timeliness

A journal must be publishing according to its stated

frequency. The ability to be timely indicates a

healthy pool of submissions and ensures longevity.

Follow international editorial conventions

An informative journal title that reflects that it is a

serial.

Descriptive article titles.

Includes informative abstracts.

Complete bibliographic information in articles’

references section.

Complete address and email contact for every

author.

Language requirements

Published in English or Malay language.

English translations must be provided for articles

written in the Malay language.

English abstracts need to be provided by articles in

the Malay language.

ISSN/ESSN

The journal should have an ISSN (International

Standard Serial Number) or ESSN, for information

see http://www.issn.org/2-22666-National-

Centres.php?id=49)

Quality control

The journal should indicate that it applies a peer-

reviewing process and editorial quality control.

Quality of references

Cited references must be complete and follows an

internal styling format be it MLA, APA, IEEE,

Chicago, etc.

2. COVERAGE

Spatial

All journals should be published in Malaysia

Subject

All scientific and scholarly subjects published by

universities, research centers, foundations, or

nongovernmental organizations. Journals

released by commercial publishers will be

accepted if their content is of academic

value.

Content

A substantive part of the journal should consist of

research papers. All content should be available

in full text.

New fields being covered

A new or young journal may be considered if it

publishes research on new topics and it is felt that

the addition of such content would help enrich

coverage in MyCite.

3. EDITORIALS ARE ACTIVE AUTHORS

Editors

It is important that editorial members are in their

own right active authors who understand the

rigor of scholarly writing.

4. INTERNATIONAL DIVERSITY

Diversity of contributing authors

The authors contributing articles to a journal should

indicate international (world) or regional (e.g. Asia-

Pacific) diversity. The target should at least be 40% (or

more) international authors and 60% local.

Diversity of Reviewers

International or regional diversity of the reviewing

members is important as an indicator that the

articles a journal publishes have been vetted by

individuals of authority in the fields covered by the

journal. This would encourage further international or

regional submissions.

5. INDEXATION STATUS

Indexation status of the journal

The journal will be given priority if it has achieved a

reasonable degree of influence as a result of its

indexation status by:

i. ISI or Scopus

ii. Discipline based databases such IEExplore,

Inspec, Compendex, PubMed etc.

6. AVAILABILITY AND ACCESSIBILITY FACTORS

Print & Electronic status of the journal

Priority will be given to journals which are

already publishing electronically and have been

giving full access to their contents. Those

requesting for indexation by MyCite will need

to either

(a) Give MyCite full access its online contents, or

for those still publishing in print

(b) Undertake the scanning of their own issues

which then can be submitted to MyCite for

processing. The ultimate objective is to

move all Malaysian journals to an electronic

platform so as to increase their availability

and accessibility.

7. INFLUENCE INDICATOR

Bibliometric indicators of influence

Preference will be given to journals that have

accrued citation count, Impact or h index

scores.

Journal citation count may be obtained from

the Journal Citation Report (JCR, ISI), Scimago

(Scopus) or Google Scholar (through Harzing’s

Publish and Perish).

8. LIFETIME

Journals must have published at least two issues

in order to be indexed. Consequently, new

journals should not be sent to the Malaysian

Citation Centre before bringing out the required

number of issues.
