    Architecture is one of the few professions where we create a design on a blank

    piece of paper. For every project we invent and initiate the design for other

    professions to follow up on the details. What tools do we use to initiate the design?

    Many of the senior Architects still use the old butter paper for their initial sketches

    because the human brain is immensely more powerful than any computeravailable today. More important, the human brain is able to decide more quickly on

    which are the most important parameters to consider first and strike the right

    balance. A major disadvantage of this is that your client cant see inside your brain.

    This is where another skill of the Architect in communicating his ideas to his client

    in sketches and drawings become important. Most of the younger generation of

    architects have taken to Google sketch-up to complete this task. Sketch-up also

    gives a very quick and economical way for the architect to explore his ideas in 3D

    and to communicate these ideas very effectively. This is where the seniors can

    learn from their juniors.

    After the designs are accepted by the clients, Architects will move their designs tomore accurate authoring tools for the design development stage. This is where

    most Malaysian Architects are still using the old faithful AutoCAD as their 2D

    drafting tool. At this stage we often have to integrate the information from

    supporting professionals, adjust the design to comply with local by-laws and

    improve the designs through parallel design tools. The 2D tool is no longer good

    enough to communicate the design ideas to many clients and they still require a

    lot of human coordination to ensure the sets of drawings such as elevations and

    sections are coordinated. This is where the new tool BIM becomes very important

    for the future of the profession. It gives the Architect a tool to not only adjust his

    detail design at the design development stage but seamlessly passes it to thedesign documentation stage without much repetitive work. More important, it is

    able to communicate designs in 3D to clients and associated stake holders in a

    clear and precise manner. This is a skill we have to acquire very quickly and with

    commitment if we are to remain relevant in the coming years.

    A recent survey carried out by PAM has shown a reluctance to adapt to this change

    for various reasons. High costs, lack of skilled manpower, high learning curve,

    etc Our greatest fear is still the fear of failure! We fear that after putting in all the

    resources and not being able to acquire the skill. Most of us still believe that it will

    take up to 10,000 hours to acquire the basic skill. A recent study by Joshua

    Kaufman has shown that anyone can acquire a basic skill in 20 hours. Check outhis book The First 20 Hours and have a little faith in your own skills. We dont

    have to be perfectionist from day one. Get up to speed first then we fine tune our

    skills. As leaders in our professions, we need to learn first before we get our staff

    to follow us.

    The annual Kuala Lumpur Architecture Festival (KLAF)

    returned with greater insights on the architecture creativeinspiration breaking traditional and conventional thinking on

    built environment sustainability through various forum panel

    regional and international speakers.

    It epitomizes the sensory pulse of the creativity process and

    it is the intersection of technique and craft encouraging and

    enriching design rethinking, simply redefining the art of

    designing process for architecture.

    KLAF represents the results of collaborative effort by PAM

    and C.I.S Network Sdn Bhd who jointly organized the eventbased on their common agenda to enhance and consolidate

    the strengths of the Malaysian architectural, design and

    building industry towards contributing to the national

    economic development.

    The opening ceremony was officiated by Ar. Chan Seong Aun, President PAM. The highlight of the Architecture Festival was

    the Datum:KL 2013, the International Architectural Design Conference and Kuala Lumpur Design Forum (KLDF 2013) where

    the works of a selection of cutting-edge Architects and Designers from around the world were presented. The Conference

    emphasized that design creates added value and gives an edge to a product or environment. Design is also constantly

    evolving and never stagnant. In conjunction with KLAF, ARCASIA Networking Cocktail, Building Industry Gala Night (B.I.G) and

    Architectural Site Visits were featured.

    Four power-packed days of events from 19 -22 June 2013 at Kuala Lumpur Convention Centre recorded a turnout of 32,300

    local and overseas visitors to ARCHIDEX 2013, with more than 1,000 booths occupied by 519 companies.

    Professional Practice Forum is a new programme added into KLAF. It was held

    on Thursday, 20 June 2013 at Plenary Hall, Kuala Lumpur Convention Centre.

    Ar. Hj Saifuddin Ahmad was the Moderator and the speakers were Dato Ar. Dr.Ken Yeang and Ar. Chee Soo Teng.

    Dato Ar. Dr. Ken Yeang presented the paper on Competing Internationally and

    Nationally against Architects from Elsewhere and Ar. Chee Soo Teng talked

    about The Limitation Act and The Architect. The paper presented had stimulated

    a lively discussion after the session.

    The Kuala Lumpur Design Forum 2013 this time around focused on the theme

    deFUNCTIONAL which featured a discourse of design that explores two very

    contradicting terms, defunct and functional, which calls for reflective thinking

    and re-thinking of design.

    This half-day forum, held in the afternoon, was attended by 855 participants,comprising architects, interior designers, landscapers and developers and

    served as a platform to share knowledge and expertise in the latest technology

    INTERNATIONAL ARCHITECTURAL DESIGN CONFERENCE 2013

    A major event of KLAF 2013, this annual International Architecture Conference was the 11th in the series since its inceptionin year 2003 and it continues to get bigger and better with each cycle. This years theme was Architechnique.

    This two-day event was held at Plenary Hall, Kuala Lumpur Convention Centre on 21 & 22 June, the conference was attended

    by over 2,400 delegates with an interesting mix of 9 speakers who were specially selected from various parts of the world to

    high-light their projects based on the theme.

    On Day 1, the conference was started with the presentation by Ar. Razin Mahmood, followed by Madhura Prematilleke from

    Sri Lanka, Martin Klein, who came from Switzerland and the day ended with Borja Ferrater from Spain.

    On Day 2, the first speaker was Budiman Hendropurnomo, followed by Hiroshi Sambuichi from Japan. The next speaker was

    Andrew Maynard from Australia and Ar. Abdul Harris Othman from Malaysia and the final speaker was Raj Rewal from India.

    PAM Colour on Building Award aims to give recognition to PAM members for the innovative, effective and practical

    application of colour on buildings in Malaysia. The application of colour in the building need not necessarily be limited to

    paints but also open to colour of other materials or finishes used. A total of 51 submissions were received to compete for the

    Interior and Exterior categories, and prizes were presented at the Building Industry Gala (BIG) Night on 21 June 2013.

    The Award

    The PAM Architectural Steel Award is given in recognition to Architects, Engineers, Builders and Clients for the innovative and

    creative design of steel for roofing and cladding of buildings in Malaysia. The Award consists of 6 categories which are

    Residential Building, Commercial Building, Interior Design, Industrial Buildings, Micro Detail Design and Clean ColorbondAward.

    The Jury

    PROPERTY INSPECTION FOR ASSET PROTECTION

    Independent reports prepared by the Architect Centre have

    been commissioned where technical disputes are sometimes

    brought to the Tribunal or courts, and when an independent

    expert witness is required.

    A recent class action case brought by 46 home owners

    against a property developer in Kota Kinabalu for defective

    workmanship and faults that appeared after the expiration of Ar Anthony Lee explaining to participants on building inspection

    ARCHITECT Centre, a subsidiary of Pertubuhan Akitek Malaysia (PAM), was set up five years ago to assist the general public

    and property owners with independent property inspections. The centre would arrive at endings at the pre-purchase or

    pre-renovation stage to gauge the extent of repairs and renovations or improvements required of a property. This would be

    similar to a physicians report on the general health of a person before he or she takes on strenuous exercises or a change

    in lifestyle.

    Interestingly, Architect Centre has received a surge of cases from a range of clientele for independent inspection reports of

    new properties to help them resolve disputes related to building defects. In general, clients include individual property owners

    of residential, institutional and commercial properties. The centre would assist such clients to deal with disputes with

    developers or contractors relating to defects.

    Other clients include joint management bodies (JMB) of stratified properties who would ask the centre to investigate recurring

    defects in the Common Property areas and conduct building audit on unresolved defects before acceptance from the

    developer as the Management Corporation (MC). Architects and developers also make up the centres clients; they would

    seek the centres assistance to resolve disputes with purchasers on clarifications of specifications and status of

    workmanship.

    Most of the complaints received by the centre are for new properties ranging from RM5 million and above for individual house

    units to condominium residential units costing more than RM1 million. Numerous complaints to the Ministry of Housing and

    Local Government, and the National House Buyers Association also indicate that property ownership in Malaysia regardless

    of location, value, landed or stratified, has its fair share of unhappy owner experiences mainly due to the lack of quality

    workmanship. Purchasers have related unpleasant experiences of sub-contractors and unskilled labourers entrusted to carry

    out defects rectification. The slow and haphazard manner in addressing a response to the properties defects, faults, cracks,

    leaks can quickly change a dream home ownership into a nightmare, in the process destroying the reputation of the

    developer.

    Whilst reputable developers associated with the Real Estate and Housing Developers Association (REHDA) and theInternational Real Estate Federation (FIABCI) Malaysia are taking measures to maintain professionalism and high standards

    of development by their members, there are many properties that are being sold to the general public by inexperienced

    developers that may carry a higher risk of defects and faults.

    Despite measures being implemented by authorities, the million dollar question is: Are we tackling these issues at the root

    level? Let us examine the three most common categories of defects and faults in our properties and their major impacts.

    Firstly, shoddy workmanship leading to cracks, leakages, and dampness which are costly to repair, exacerbated by slow and

    incorrect remedies from the developer and their contractors. This results in repeated visits and recurrence when the root

    cause of the fault is not correctly identified.

    Secondly, compliance may be in question when completed specifications of finishes, fittings and materials used are differentfrom that found in the Sales and Purchase Agreement, leading to disputes.

    Thirdly, unresolved faults and defects seen at the common property areas reported by newly established JMBs (governed

    under the Building and Common Property, Maintenance and Management, 2007 Act 663) within stratified developments.

    These are related to non-conformance with Uniform Building By-laws, and maintenance and management of slopes,

    retaining walls and big ticket items such as elevators and pumps.

    38THPAM SABAH CHAPTER ANNUAL DINNER28 JUNE 2013, KOTA KINABALU

    The 38th PAM Sabah Chapter Annual Dinner was held on 28 June 2013 at the Grand Ballroom of Magellan Sutera Hotel, Kota

    Kinabalu, Sabah. For the first time in the history of the Chapter the occasion was graced by the presence the Guest of Honor,

    the Chief Minister of Sabah, YAB. Seri Panglima Datuk Musa Hj. Aman. PAM Council also attended the Annual Dinner.

    In the welcome speech of the outgoing Chairman, Ar. Lo Su Yin called for the tackling on the effects of global warming in

    designing sustainable architecture. He requested architects to use skills and knowledge to extend influence over the

    traditional defined roles. He also called for the review and improvement over the existing legislation, guidelines and by-laws.

    After the installation, the incoming Chairman Ar. Victor Wong highlighted the importance of Education on the graduates,

    especially in preparing them for the LAM Part 3 Professional Examinations, and their future as architects. To assist the 120architectural graduates, the Sabah CAEM (Council of Architectural Education Malaysia) was formulated under the PAM Sabah

    Chapter Education Sub-committee.

    Ar. Victor Wong commented that there are many roles the Chapter needs to play in shaping the development of Sabah, such

    as the promotion of the green building index (GBI), to conserve energy, effective planning for fire safety management in high

    rise building, assisting the government in the updating of planning issues and building by-laws and so on.

    He further commented that Chapter needs to build up its resources and strengths, to contribute professionally and effectively

    to natural development.

    YAB Seri Panglima Datuk Musa Hj. Aman, called for well planned and design architecture by the PAM members. He expectedPAM to be the leader in the building industries, to come out with work of international standards, of good construction and

    workmanship.

    He commented that Sabah was committed to protect its ecosystem, and called for energy efficient and environmentally

    friendly buildings. He urged the local authorities to expedite the approval process on building plan submission.

    DIALOGUE SESSION BETWEEN PAM COUNCIL

    MEMBERS AND PAM SABAH CHAPTER29 JUNE 2013, KOTA KINABALU

    BIM (Building Information Modeling)

    President Ar. Chan Seong Aun commented that one of his main focuses for this term would be pursuing for wider use of BIMamong the members. He highlighted that the high initial cost was a major hindering factor, and PAM KL was looking into MITI

    which has a fund to subsidize the initial capital outlay.

    Dato Sri Ar Haji Esa Mohamed shared his companys experience in migrating from CAD to BIM.

    Ar. Victor Wong commented that Sabah was not ready to adopt BIM due to the shortage of draftsman and the volume of works

    on hand. The immediate need was 2D CAD draftsman rather than BIM. However, he welcomed the introduction of BIM to the

    profession as this would be the tool in the future, once the professional service was liberalised.

    UBBL

    PAM Sabah Chapter informed that the State Government had never gazetted the UBBL 1984, but JBPM KK had already

    adopted Part 7 & 8 of the UBBL 1984. At a dialogue session between JBPM KK, and the PAM Sabah Chapter committee

    members, JBPM was seeking the assistance of PAM Council KL through PAM Sabah Chapter, to request JBPM Putrajaya to

    issue a directive to JBPM KK on the adoption of the new UBBL 2012.

    Architectural Competition

    Ar. Victor Wong informed that the Architectural Competition Sub-Committee had been set up in PAM Sabah Chapter.

    Ar. Saifuddin advised PAM Sabah Chapter not to re-write the rules as there were already existing rules and regulations, and

    PAM KL had a lot of experience on the subject.

    CPD

    PAM Sabah Chapter requested for quality CPD seminars topics and speakers from KL. PAM Council agreed to bring in

    international speakers.

    Waiver Programme

    PAM KL had decided to appeal to LAM on its rejection on PAMs proposal to recognise the graduates from un-recognised

    schools. Ar. Mohd Zulhemlee An informed that the appeal has then being amended to waiver program which was to be

    similar to the existing mechanism approved by LAM except that the office portfolio has to be submitted instead of the portfolio

    completed in the universities.

    Ideal City Competition

    On the complaint about traffic congestion in the city of Kota Kinabalu, and lack of proper overall planning, the PAM Sabah

    Chapter was advised to organise an Ideal City Competition, to generate public interests, and eventual feedback for the

    authorities.

    Joint Venture with KL/Foreign Companies

    Ar. Aziz commented that for joint venture projects between KK and KL/foreign architects, the Chapter members should get

    themselves involved from the beginning of the design stage.

    The Architecture Ideas Competition for Lenggong Valley Visitor Centre was jointly organized by

    PAM and National Heritage Department. The competition was launched on 7 February 2013 and

    received 66 entries from PAM members when closed on 5 April 2013. 10 entries were shortlisted

    after the first judging on 30 April 2013 (Please refer to Berita Akitek May issue on the shortlisted

    entries). 5 entries were selected from the shortlisted entries as finalists upon the 2nd judging

    session. From amongst the 5 finalist selected, the jury selected the winning entry and the results

    were officially announced on 10 June 2013 at Balai Rong Seri, Istana Negara Lama.

    the Defect Liability Period saw the judge making a landmark ruling in favour of the plaintiff for a sum of RM4.5 million (The

    Daily Express, Sabah, 29 Jan 2013). This case exemplifies the importance of good workmanship, and delivery of sound and

    safe buildings. The developer concerned has since filed an appeal.

    For property purchasers, whether of new or existing properties, it is prudent to obtain a professional inspection or advice of

    the property before purchase or quickly after vacant possession.

    The centre has put in place a method of identifying building defects, finding out the root cause of these problems before

    making an informed professional recommendation. The centre believes over time, the quality benchmark of properties will

    improve.

    EXECUTIVE SUMMARY OF THE MINUTES OF THE

    SECOND MEETING OF PAM COUNCIL 2013 2014

    The PAM Southern Chapteris organising an overseas study trip to Zurich in Switzerland and Morocco. The Chapter is alsosourcing for funds of amount RM15,000 to renovate its office.

    Majlis Perbandaran Pasir Gudang is interested to collaborate with the Southern Chapter to organise activities to celebrateWorld Day of Architectureon 11 and 12 October 2013. The theme for WDA 2013 is Culture -Architecture.

    The PAM Sabah Chapteris arranging for a courtesy visit to the Sabah Minister of Industrial Development, YB Datuk Raymond

    Tan. The visit is to discuss among other matters, to request for a piece of land to set up a training and education centre forPAM Sabah Chapter.

    The PAM Sarawak Chapteris also planning for a study trip overseas, to Marakesh and Casablanca tentatively in April 2014.

    Dewan Bandaraya Kuching visited the Sarawak Chapter recently to promote its international conference titled City of Soulwhich is expected to be held on 26 to 27 April 2014.

    The Alternative Dispute Resolution Committee is continuing to organise courses on Dispute Resolutions and

    Arbitration. The second seminar in the joint PAM, MIArb and IEM seminar series will be held on 29 June 2013. The first inthe series was completed earlier in the month. The next course will be held in August 2013.

    Forthcoming CPD seminarwill be on 7 September 2013, on the topic Strata Titles Act, Guarded Policy on LandedProperties, and Security and Issuance of Titles.

    The Seminar on Scale of Minimum Fees is the prelude to the Professional Practice Forum (PPF), and is scheduled on 9

    November 2013. Proposed speakers are Dato Ar Dr Ken Yeang: Open Market vs Scale of Minimum Fees and Dato SriAr Haji Esa Mohamed: Being competitive, Experience in Other Countries.

    The CPD Committee will be organising a workshop for architects on architects image brandingtentatively in September2013.

    PAM will table again to MAPSM the proposal for the waiver programme to recognise graduates from unrecognised

    programmesand will continue to pursue this matter. A survey will be sent out to all PAM Members firms to collect the dataon the number of graduates from unrecognised programmes.

    The Housing Forum 2013will be held on 19 October 2013 at Plenary Hall, Kuala Lumpur Convention Centre. The Minister

    of Urban Wellbeing, Housing and Local Government has confirmed to officiate and deliver a key note speech during the forum.The forum will cover topics on housing issues particularly on affordable housing.

    PAM made a courtesy visit to the newly elected Minister of Urban Wellbeing, Housing and Local Government

    (MUWHLG), YB Dato Abdul Rahman Dahlan on 13 June 2013. One of the issues that PAM raised at the visit was on the

    Planning Submitting Person. The Minister said that the Ministry does not have the power to take action on this matter as itis an administrative procedure and advised PAM to approach the AG Chamber for an opinion on how PAM could move forwardon the issue.

    The Heritage Conservation Committee is working with MASSA of Taylors University on an exhibition of the life of A.B.

    Hubback. The programme is an exhibition and series of talks and guided tours by experts on A.B Hubbacks work, his designapproach and architectural detailing. The tentative date for the event is December 2013 to January 2014.Since there is confusion on certifications as provided under The Third Schedule of the Standard Sale & Purchase

    Agreement' under Schedule G of the Housing Development Act, the Professional Practice Committee with CPD Com-

    mittee will co-organise CPD Seminars exclusively for bank officers to explain to them on the issue regarding the certifications.

    PAM is setting up a training centre on Building Information Modeling (BIM) for PAM Members with the first courseexpected to be launched in August 2013.

    The objective of the special committee formed, Liberalisation and Professional Development Committee (LPD), is to

    look into the issue of the influx of foreign architects and the results and recommendations of the study will be submitted toLAM and the government on how to curb it.
