1. PURPOSE OF THE GUIDELINE

The purpose of this guideline is to inform stakeholders on the procedures and

implementation mechanism of the Graduates Enhancement scheme for

Employability (GENERATE 2.0) scheme.

2. OBJECTIVE

2.1 GENERATE 2.0 is an initiative specifically designed to enhance the

employability among the unemployed graduates.

2.2 The objectives of GENERATE 2.0 scheme are to equip, develop and assist

unemployed graduates with:

i. Relevant skill sets and knowledge as required by the industries;

ii. Explore new routes for trainee career market;

iii. Relevant working experience that can enhance their employability;

and

iv. Job placement.

3. TARGET GROUP

3.1 The target group for this scheme is as follows:

i. Malaysian graduates who have successfully acquired their Diploma,

Degree; and

ii. Are unemployed for at least 3 months or more after completion of

their studies and without formal working experiences.

4. TRAINING COURSES

4.1 The courses offered under GENERATE 2.0 scheme is based on Job/

Industry technical training. The courses can be either Competency or

Certification based training required by the graduates in order to perform

the job.

4.2 Training can be implemented in two ways as follows:

Train and Recruit

(Pre-employment)

Recruit and Train

(Post-employment)

5. ELIGIBILITY AND ROLE OF EMPLOYER

5.1 All HRDF Registered Employers are eligible to participate in

GENERATE 2.0 scheme.

5.2 Employers are required to conduct a proper selection process in order for

candidates to be employed and retain in the company after the completion

of training. They may identify their own suitable candidates for the

positions that are available in their companies.

5.3 Employers need to ensure the trainees have fulfilled the pre-requisites of

the training courses based on the target group as required by the

GENERATE 2.0 scheme. Each trainee is only entitled to attend one

approved course under the GENERATE 2.0 scheme to widen the

opportunity for all the trainees to be trained.

5.4 Employers with arrears of levy and unpaid interest are not allowed to apply

for GENERATE 2.0 scheme. Thus, employers are requested to ensure no

outstanding payment before applying for GENERATE 2.0.

5.5 Employers are allowed to choose the type of training based on the

company’s requirement. Minimum and maximum number of trainees for in-

house and public programme as per table below:

5.6 Upon completion of the training course, the HRDF employer needs to

ensure all the trainees are employed with salary based on market standard

rate or at least RM1,800.00. For any offering below minimum Rm1,800.00,

justification on the market rate salary is needed.

5.7 For certification courses, employers need to ensure all trainees have

obtained their certification.

5.7 Employers are responsible for the cost of training (course fee and

allowances) for any training that does not meet the criteria of claim

submission by HRDF.

6. PROCEDURES TO SUBMIT GRANT APPLICATION BY EMPLOYERS AND

APPROVAL OF TRAINING GRANT APPLICATION

6.1 Employers are required to submit grant applications via HRDF online

system at least 1 week (7 working days) before the commencement date

of the training. Employers are advised to submit the application in advance

to ensure approval is given before the commencement date of training.

6.2 For training courses selection, HRDF employers may choose either

GENERATE Management Associates training from the dropdown listing or

Technical training based on the details of preferred Job/ Industry that is

being conducted by HRDF Registered Training Provider.

6.3 Submission of online grant application forms (PSMB/GEN2/1/19) must

include the supporting documents as follows:

i. GENERATE2.0 Training proposal (as per Appendix A)

ii. Course Fee Details (Quotation)

iii. Training Schedule

iv. A copy of trainee MyKad (Identify Card); and

v. A copy of Diploma / Degree;

vi. A copy of offer letter (newly recruited graduates); or A copy

of undertaking letter from PSMB employer (fresh graduates

who remain unemployed for 3 month or more).

6.4 All the supporting documents need to be uploaded with the online

application. Employers are required to keep a hardcopy of the supporting

documents for the purpose of inspection. HRDF has the rights to

request for the original documents for inspection purposes.

6.5 The maximum number of trainees per grant application is 25 trainees per

class.

6.6 A training Schedule submitted to HRDF must take into account all public

holidays and any declared additional holidays. The Training Schedule must

be in line with the total training days / hours as declared to HRDF.

Changes in the Training Schedule must be notified to HRDF at least 3

days before the commencement date of the training.

6.7 The allowable financial assistance for the GENERATE2.0 is as below:

6.8 As for the incentive, HRDF will fully fund the course fee up to RM10,000.00

per trainee. Any insufficient balance for course fees that is more than

RM10,000.00 per trainees, will be borne by employers using their HRD

levy.

6.9 Financial assistance for the allowances will also be borne by employers

using the HRD Levy.

6.10 Employers should have sufficient HRD Levy to cover the balance of course

fee and/or allowances. Any applications with insufficient balance will be

rejected.

6.11 Levy reservation will be made by HRDF on the course fee which is not

covered under the incentive to avoid any incomplete payment to the

training provider upon completion of the training. Levy reservation will not be

made for other allowable costs hence the claim made by employer will be

based on the availability of the levy during claim submission.

6.12 Employers are required to provide the breakdown of fees from the

appointed training provider in order for HRDF to evaluate and consider

the financial assistance. The approval amount will be based on the

evaluation process by HRDF.

6.13 HRDF reserves the right to deduct/reject the requested financial assistance

for the course fee and allowance if it does not follow the allowable cost

matrix or the fees charged exceed the market price.

6.14 HRDF registered employers must ensure the information keyed into the

system accurately, particularly the programme and trainees details. Any

incorrect information will be queried or may be rejected. It is advisable that

all information of trainees enrolled in the system is verified before submitting

to HRDF for approval.

6.14 The application will be queried if the details and supporting documents of

the trainee is incomplete. Employers need to reply to queries at least 3

days before the commencement date of the training session. If the reply

is still unsatisfactory, HRDF reserves the right to reject the application fully

or partially.

6.15 Any cancellation of the approved classes must be notified to HRDF at

least 3 days before the training session starts.

6.16 Employers are allowed to request for change of commencement date to

a later date at least 3 days before the training commencement

application is approved. Employers are also allowed to change the

training date to an earlier date during the first submission of the

application provided that the application must be made and approved by

HRDF 7 days prior to the new date.

6.17 The average processing time to complete an application received from

HRDF registered employer is 48 hours. HRDF is not responsible for any

queried or rejected application after the commencement of the training.

6.18 Replacement of trainees is strictly prohibited after the approval has

been given. If the approved trainees withdraw during the evaluation

process, no claim shall be made.

6.19 Once the training grant application has been approved, an email notification

will be sent to HRDF registered training provider. The details of the

approved amount for the course fees as well as other allowable costs will be

detailed in the email.

7. ROLE OF FINISHING SCHOOL (UNIVERSITY) OR HRDF TRAINING PROVIDER

DURING THE TRAINING

7.1 All appointed Finishing Schools (university) or HRDF registered training

providers who are eligible to participate under the GENERATE 2.0 scheme

need to register under HRDF to conduct trainings under this scheme.

7.2 The maximum number of participants allowed for each class conducted by

the appointed Finishing School (university) or competency/certification

programme is 25 trainees.

7.3 Trainings must be conducted at a convenient venue and the appointed

Finishing School or HRDF registered training provider is required to provide

all necessary facilities during the training.

7.4 Employers must ensure the Appointed HRDF training providers verify the

attendance of the applicants; declare the entire claim and all accompanying

information is true as mentioned in the original Attendance Form.

8. SUBMISSION OF TRAINING PROPOSAL BY STRATEGIC PARTNERSHIP/

INSTITUT PENGAJIAN TINGGI (IPT)

8.1 Strategic Partnership / IPT may request for a financial assistance from

HRDF to train unemployed graduates to meet the industrial manpower

needs.

8. 2 Please refer to the format of proposal (PROPOSAL OF TRAINING UNDER

GRADUATES ENHANCEMENT PROGRAMME FOR EMPLOYABILITY

(GENERATE) 2.0 PARTNERSHIP).

8.3 Strategic Partnership / IPT are required to provide a list of potential

employers and job offerings by the employers.

8.4 The proposal will be evaluated by the Secretariat before being tabled in for

approval. The approval will be sent to Employers’ Association/IPT for further

training arrangements that will be conducted either by employers’

association or IPT.

9. SUBMISSION OF TRAINEE APPLICATION FORM BY STRATEGIC

PARTNERSHIP / INSTITUT PENGAJIAN TINGGI (IPT)

9.1 Strategic Partnership / IPT are required to compile all trainees’ details via

online application and relevant supporting documents as stated below:

i. A copy of Trainee MyKad (Identity Card); and

ii. A copy of Diploma / Degree or Letter Confirming Completion of

Studies by University; and

iii. A copy of Letter of Intent with details on Salary and Job

Position from Potential Employers.

9.2 Strategic Partnership / IPT are required to key in and submit the

application via online system at least 1 week (7 working days) before

commencement of the training. Strategic Partnership / IPT are advised to

submit the applications early to ensure approval is given before the

commencement of the training.

9.3 Strategic Partnership / IPT must ensure that information of the trainees

in the system are accurate, particularly the name and MyKad number. Any

application with incorrect/inaccurate information will be rejected. Thus,

Strategic Partnership/IPT is advised to verify all the information before

keyed into the system.

9.4 Strategic Partnership / IPT is responsible to ensure all trainees fulfill the

pre-requisite of the course and job placement to be offered before the

information of the trainees keyed into the system.

9.5 All the supporting documents need to be uploaded to the online application.

Strategic Partnership / IPT are required to keep the hardcopy of the

application forms and supporting documents for inspection purposes.

9.6 Strategic Partnership / IPT required to key in the Session Plan

(classroom / on-the job) in the system for the particular class. The

Session Plan is required for monitoring and inspection purposes by HRDF.

Session plan submitted to HRDF need to take into account all public

holidays and any additional holidays declared. The session plan must be in

line with total training days / hours approved by HRDF. Changes on the

Session Plan must be notified to HRDF at least three (3) days before

the training commences.

9.7 The applications will be queried if the details and supporting documents of

the trainees are incomplete. Strategic Partnership / IPT need to reply to the

queried applications before commencement of the training. HRDF is not

responsible to any queried or rejected application after the

commencement of training.

9.8 Withdrawal or replacement of trainees is not allowed. As such, Strategic

Partnership / IPT are advised to select only committed trainees to

register for the training course.

9.10 The maximum number of trainees allowed for each class is 25

participants. Strategic Partnership / IPT need to ensure the number of

trainees for each class is confirmed before submitting the application

to HRDF. If the approval has been given for 20 trainees, Strategic

Partnership / IPT is not allowed to add any additional trainees to maximize

the number of participants in the class.

9.11 Any cancelation of approved training classes needs to be informed to

HRDF at least two days before the training session. Strategic

Partnership / IPT is not allowed to request for change of the commencement

date. Once the training is cancelled, Strategic Partnership / IPT need to

resubmit a new application at least 1 week (7 working days) prior to

the new commencement date of the class.

9.12 Strategic Partnership / IPT needs to provide convenient training room,

training facilities /equipment and qualified /competent trainers.

9.13 Strategic Partnership / IPT also must be able to select the committed

trainees based on employer’s requirements, able to assist and arrange

for the job placement upon completion of training.

9.14 For IPT Partnership, HRDF will reimburse 30% of financial assistance upon

grant approval; the remaining 70% will be claimed upon completion of

training and job placement. However, this is subjected to the request made

by IPTA during the grant submission.

10. INSPECTION

10.1 HRDF will conduct a verification visit to the training venue to check on the

compliance and attendance of trainees. HRDF registered employers and/

Finishing Schools (university) or HRDF training provider must be allowed

into any premise and provide their fullest cooperation to HRDF officers

during their visit to the training places.

10.2 During the visit, HRDF officers will check on the attendance of the trainees.

If the trainee is absent during the verification, HRDF officers will make a

note of it by stamping the trainee as absent in the attendance form.

The original stamped attendance form must be attached together during the

claim submission.

10.3 Employer’s and/or Finishing School (university) or HRDF training providers

must make sure all trainees attend the classes as required and monitor the

attendance thoroughly.

10.4 During the verification visit, all related documents such as attendance forms

and approval letter from HRDF and/ or identity card of the trainee must be

presented to the officer for verification.

10.5 Actions shall be taken on employers, appointed Finishing School (university)

or HRDF training providers who do not comply with this guideline. A show

cause or warning letter will be issued to those who do not comply with

the guideline.

11. PROCEDURE CLAIM BY HRDF EMPLOYER

11.1 Submission of claim by Employers should be made within 3 months after

the training is completed. Payment of course fee and reimbursement for

allowance will be based on successful job placement. No claims shall be

made in between the training classes for partial payment.

11.2 Employers are required to fill in complete information on the claim form and

upload the following documents:

i. Invoice (from appointed Training Provider to HRDF) ii. Payment voucher (if there are any allowances)

iii. A copy of pay slip or EPF statement for each trainees as a proof of

employment

a) Attendance Form (PSMB/GEN2/3/19) (Appendix 3)

b) Output Assessment

iv. Any other documents required by HRDF

11.3 Payment for the course fee and allowance is subjected to the number

of training days attended by each trainee. Payment shall not be made if

trainees attend less than 90% of the full training course and fail to enrol in

examinations / tests, if any.

11.4 Payment will be made directly to the Finishing School (University) or

appointed HRDF training provider based on the approved claim.

Meanwhile, the allowance will be reimbursed to Employers directly.

11.5 Finishing Schools (university) or HRDF Training Providers must ensure that

the training is conducted as per Training Schedule and each trainee’s

attendance is recorded for each training day. The attendance form will be

passed to Employers to submit together with the claim application.

11.6 Payment of course fees will be made within 14 working days from the

date HRDF receives the complete claim document from the appointed

training providers.

11.7 If HRDF employer fails to ensure the trainee’s employment as per grant

application made and approved, they shall not be entitled to claim the

course fees from HRDF and payment to the Finishing School

(University) or HRDF Training Provider must be fully borne by the

employer.

11.8 If payment of course fee is made under false or misleading declarations

provided by appointed training providers, HRDF reserves the right to

demand repayment either wholly or partially. Serious action will be taken on

those who do not comply with this guideline.

10. PROCEDURE CLAIM BY STRATEGIC PARTNERSHIP / INSTITUT PENGAJIAN

TINGGI (IPT)

10.1 Payment mechanism for the IPT and Strategic partnership are based upon

approval letter provided by HRDF

10.2 Strategic Partnership/ Institut Pengajian Tinggi (IPT) is required to attach

supporting documents as stated below to claim financial assistance:

i. Invoice (from IPT to HRDF)

ii. A copy of pay slip or EPF statement for each trainees as a proof

of employment

a. Attendance Form (PSMB/GEN2/3/19) (Appendix 3)

b. Output Assessment

iii. Any other documents required by HRDF (upon request, if

needed)

10.3 Payment for the course fee and allowance is subjected to the number

of training days attended by each trainee. Payment shall not be made if

trainees attend less than 90% of the full training course and fail to enrol in

examinations / tests, if any.

10.4 Financial assistance for the course and examination fee is only one off.

Any revision or re-examination attempt by the trainee will be borne under

his/her own cost.

10.5 Strategic Partnership/ Institut Pengajian Tinggi (IPT) must ensure that

training is conducted as per Session Plan and trainee’s attendance is

recorded for each training day. Strategic Partnership/ Institut Pengajian

Tinggi (IPT) is not allowed to submit scanned or photocopied

attendance or evaluation forms of the trainees.

10.6 If the trainees are not present in the classroom during the inspection by

HRDF Inspectorate Officer, the attendance form of the trainee will be

marked in as absent. The attendance form that has been marked by

inspectorate officer must be attached together with the claim form during

the claim submission. Failure to provide the original attendance and claim

form will cause the claim to be queried.

10.7 Strategic Partnership/ Institut Pengajian Tinggi (IPT) must ensure all

claims to be submitted within 3 months after completion of training

course.

10.8 Payment of course fee should include the cost for notes, manuals,

reference books and professional examination fees (if any). Strategic

Partnership/ Institut Pengajian Tinggi (IPT) is prohibited to charge any

additional fee to trainees.

10.9 Payment of course fee will be made within 14 working days from the

date HRDF receives the complete claim form from Strategic Partnership/

Institut Pengajian Tinggi (IPT).

10.10 If the payment of course fee made due to false and misleading declaration

provided by employers’ association / HRDF registered employer or

industry covered under HRDF/ appointed training provider, HRDF reserves

the right to demand for repayment whether wholly or partially. Actions shall

be taken on those who do not comply with this guideline.

11. TRAINING EVALUATION

11.1 The Training Evaluation Form (PSMB/GEN2/4/19), will be provided to all

trainees upon the completion of training in order to obtain feedback on the

training they have attended.

11.2 As such, Finishing Schools (university) or HRDF training providers are

required to ensure the Training Evaluation Form (PSMB/GEN2/4/19) is filled

in by all trainees upon completion of the training. Failure to do so will result

in pending claims approval.

11.3 The involving parties such as Employer/Training Provider/Participants shall

be responsible for providing necessary information and documents upon the

request of HRDF in the event of audit, or evaluation within 5 years from the

completion of training.

12. LEGAL ACTION

12.1 Employers and appointed Finishing Schools (University) or HRDF training

providers are strictly advised to adhere to the terms and conditions

stipulated in this guideline. Legal action shall be taken if any of the

parties involved fail to comply with this requirement.

12.2 Finishing Schools / HRDF training providers /HRDF registered employers

are not allowed to appoint or engage with any out-source agents for

the purpose of participants’ recruitment under this scheme. If Finishing

Schools (University)/ HRDF Training Providers / HRDF registered employer

are being found engaging an agent; their registration for this scheme will

be terminated immediately.

13. AMENDMENTS

13.1 HRDF may change or amend the guideline from time to time.

Employers/Finishing Schools (university)/ Training Providers and applicants

will be notified on any changes made to strengthen the implementation of

GENERATE 2.0 scheme.

2.2 Trainer Biodata - Name of internal trainers and Academic

qualification / number of years of experience, *must be HRDF TTT

Certified Trainer.
