    RULES AND GUIDELINES A. STORY TELLING

    1.0 INTRODUCTION 1.1 Storytelling is an effective teaching and learning activity to help improve the standard of English among pupils. 1.2 The Storytelling Activity / Competition will be carried out at school, district / division, state and national levels. 2.0 OBJECTIVES 2.1 To enhance pupils confidence in using English. 2.2 To give pupils the opportunity to use English in an interesting, authentic and creative manner. 2.3 To enhance and improve listening and speaking skills. 2.4 To instill pupils interest in reading and writing in English.

    3.0 RULES AND REGULATIONS 3.1. The competition is open to all government-aided schools. Only ONE contestant will represent his / her state at the national level. 3.2 The competition is divided into two sections:

    Section 1: Prepared - any story Section 2: Impromptu

    3.3 For Section 1, contestants are to observe the following rules: 3.3.1 Stories presented can be authentic, adapted or originally written. 3.3.2 Stories presented must not touch on sensitive issues such as race, religion, stereotyping, politics, etc. 3.3.3 Stories must be thematically educational.

    3.3.4 Contestants are only allowed to use the stand microphone provided to ensure minimal movement. 3.3.5 Props, backdrops and sound effects are not allowed. Any use of these will allow for disqualification by the judges. 3.3.6 Time allocated to present the story is 4 to 5 minutes. The bell will be rung at the 5th minute. Marks will be deducted thereafter.

    3.4 For Section 2, contestants are to observe the following rules: 3.4.1 Each contestant picks an envelope containing a card. 3.4.2 After 30 seconds, contestants tell their story based on a word (noun/adjective) or picture (one object) on the chosen card. 3.4.3 Stories told in Section 2 should not be a repetition or reproduction of any story presented in Section 1. Contestants will be disqualified if they do so.

    3.4.4 Any inclusion of singing should enhance and not dominate the presentation. 3.4.5 Time allocated to present the impromptu story is 2 to 3 minutes. The bell will be rung at the 3rd minute. Marks will be deducted thereafter.

    3.5 Infringement 3.5.1 A maximum of 10 marks will be

    deducted if a contestant:

    3.5.1.1 touches on sensitive issues such as race, religion, politics, etc. 2 marks

    3.5.1.2 Presents a story below the stipulated time 2 marks for every minute

    3.5.1.3 Presents a story above the stipulated time 2 marks for every minute

    3.5.1.4 Uses props, backdrops and electronically-aided sound effects 2 marks

    3.5.1.5 Overdramatizing 2 marks

    3.6 A contestant will be disqualified if: 3.6.1 he / she reads or refers to notes / reading materials. 3.6.2 he / she is prompted by another person. 3.6.3 he/she repeats any story presented in Section 1 during the impromptu session.

    4.0 ADJUDICATION

    4.1 A panel of at least 3 or 5 judges will be appointed for all the rounds at all levels. The competition at the national level will be judged by a panel of 5 judges, appointed by the Division of Co-curriculum and Arts, Ministry of Education.

    4.2 Points will be allocated according to the scoresheet.

    4.3 The contestant with the majority of votes will be

    declared the winner.

    4.4 The decision of the judges is final.

    4.5 Individual marks will not be disclosed.

    5.0 PRIZES 5.1 Plaques and certificates of achievement will be awarded to the winning teams. 5.2 Certificates of participation will be awarded to all participating teams.

    1.0 Introduction

    Poetry Recitation is a competition organized by the Ministry of Education. The competition aims at encouraging the use of English through meaning, sound and rhythmic language of pupils. It builds confidence in pupils to memorize, speak, render and express themselves in English.

    2.0 Competition Rules

    2.1 Eligibility

    2.1.1 This competition is open to:

    pupils of primary schools

    2.1.2 This competition is open to pupils of government-aided primary schools from Year 4 to Year 6 only. Year 3 pupils are allowed to participate if they are from under enrolled schools.

    2.1.3 Each Poetry Recitation team comprises members from the same school.

    2.2 Time

    2.2.1 For the primary school category, each team is given a presentation time limit of 4 to 6 minutes. Marks will be deducted thereafter.

    2.3 Team

    2.3.1 Each team should comprise 2 pupils.

    2.3.2 Each team should be accompanied by a teacher-in-charge.

    2.4 Text

    2.4.1 The poem must be entirely authentic and original and must never have been published or have won a prize in any other competition prior to this competition. The text of the poem will be based on themes decided by the organizers.

    2.4.2 Participants are not allowed to refer to any notes or printed materials during the presentation.

    2.4.3 Materials presented must not touch on sensitive issues, such as race, religion, stereotyping, politics etc.

    2.4.4 3 copies of the poem must be submitted to the organizer two weeks prior to the competition.

    2.4.5 Written poetry must be typed (Times New Roman / Arial, font size 12).

    2.5 Type of poem It is highly recommended that poems are written :

    2.5.1 in metre or verse expressing various emotions;

    2.5.2 using a variety of techniques including metaphors, similes, onomatopoeia;

    2.5.3 based on activities of language such as repetition, metre and rhyme (to distinguish prose from verse);

    2.5.4 with a good dose of imagery and verse association to convey emotions quickly and clearly;

    2.5.5 in stanzas that convey the specified theme;

    2.5.6 so that presentation / recitation of this poem will cover the time frame of the competition.

    2.6 Attire

    2.6.1 Contestants can use costumes or school uniform when competing. However no marks will be allocated

    2.7 Exclusions

    2.7.1 There should be no inclusion of singing, music, drama, costume, props or artificial sound effects.

    2.7.2 Any inclusion of skit or physical movement should enhance and not dominate the presentation. (A theatrical performance of the poem is wholly discouraged.)

    2.8 Stage Arrangement

    2.9 Judges

    2.9.1 National level competitions should be judged by 6 judges (5 performance judges + 1 accuracy judge).

    2.9.2 The judges will be appointed by the Division of Co-curriculum and Arts,

    C. PUBLIC SPEAKING

    1.1 INTRODUCTION

    1.1 Through public speaking competitions, it is hoped that awareness is created among pupils or students on the importance of the English language.

    1.2 Public speaking is an essential part of most jobs and at some point, all of us will have to give a speech in public to inform, to persuade or to inspire others.

    2.0 AIM

    2.1 To encourage the development of oral communication skills among pupils or students

    2.2 To promote the use of the English language

    2.3 To promote better understanding amongst young people

    3.0 ELIGIBILITY

    3.1 This competition is divided into 2 categories:

    primary school

    secondary school

    3.2 This competition is open to pupils of government- aided schools from Year 4 to Year 6 only. Year 3 pupils are allowed to participate if they are from under enrolled schools.

    3.3 This competition is open to all students of government-aided schools from Form 1 to Form 5 only.

    4.0 PRIZES

    4.1 Plaques and certificates of achievement will be awarded to the winners.

    4.2 Certificates of participation will be awarded to all participants.

    5.0 COMPETITION RULES

    6.6.1.2 Is the speech original and intelligent in its exploration of the subject?

    6.6.1.3 Does the speaker develop the argument and the line of thought logically and effectively?

    6.6.1.4 Is there a satisfactory conclusion which lends a sense of finality to the speech?

    6.6.1.5 Does the speech carry a worthwhile and convincing message?

    . 6.6.2 Use of Language

    6.6.2.1 Is the message or point of view conveyed in clear, correct, comprehensible and appropriate language?

    6.6.2.2 Are tone, pace, pauses and projection effective?

    6.6.2.3 Does the speaker avoid distractions?

    6.6.2.4 Is the speakers style confident, fluent and natural?

    6.6.2.5 Does the speaker:

    .. Use ineffectual repetitions e.g. Ladies and Gentlemen?

    . Use pompous and condescending language?

    .. Overdramatize?

    .. Make awkward pauses?

    .. Over depend on notes, reading, shuffling palm cards?

    .. Use inappropriate quotations?

    6.6.3 Additional judging criteria for the Impromptu Speech include the following:

    . 6.6.3.1 Does the speaker demonstrate the ability to think clearly and creatively?

    . 6.6.3.3 Are the speakers remarks accurate, relevant, interesting and lucid?

    . 6.6.3.4 Does the speaker use clear, correct, simple and fluent speech?

    . 6.6.3.5 Does the speakers impromptu speech vary greatly from the prepared speech?

    The Scrabble competition aims to extend vocabulary and develop spelling skills in the English language among pupils. 2.0 Objectives

    3.1 Eligibility This competition is open to Year 4 to Year 6 pupils from government- aided schools only.

    3.2 Team

    3.2.1 Each team should comprise 2 main players and 1 reserve of different race/ ethnicity from the same state they are representing.

    3.2.2 Each team should be accompanied by an English Language teacher.

    3.4 Format

    3.4.1 The game is played by two opposing teams from different states.

    3.4.2 Each team will be given a rack of seven tiles to play.

    3.4.3 Each team will have to pick a tile from the bag. The team with the highest face value will make the first move.

    3.4.4 Only words in the formal English Dictionary are allowed.

    3.5 Attire3.5.1 Participants should be in school uniforms.

    3.6 Restrictions

    3.6.1 Dictionaries cannot be consulted by the players while playing.

    3.6.2 No vulgar or indecent words, proper nouns, acronyms, slangs, plural (s) and informal spelling are allowed.

    3.3 Time

    3.3.1 Each team is given 10 seconds to come out with a (minimum) correctly spelt 3-letter word in English language.

    3.3.2 The team will begin their move when the time keeper rings the bell once. The team now has 10 seconds to make their move.

    3.3.3 After 10 seconds, the time keeper will ring the bell twice to indicate that the move is now over. (If the team cannot place the tiles of a word on the board within the time allocated, they will lose their turn).

    3.3.4 The game is played until all tiles are used or until both teams cannot form a word (whichever comes first).

    3.7 Judges

    . 3.7.1 The game will be judged by two judges; an accuracy judge and a point judge (from states that are not competing in that particular round).

    . 3.7.2 The judge may refer to a dictionary in case of doubt.

    . 3.7.3 The judge will abide by the scoring criteria and write the points for the participating teams as they are scored. (Scrabble Comprehensive Scoring Guides for Judges and Players, in Appendix 1).

    . 3.7.4 There will be a panel of jury for the judges to refer to in case of doubt.
