Bicara Ikhlas Ketua Editor Assalamualaikum Warahmatullahi Wabarakatuh dan Salam Sejahtera.
Selamat tinggal Tahun 2016. Selamat datang Tahun Baru 2017. Seperti
kebiasaan, tahun demi tahun berlalu tanpa henti. Itulah fitrah alam yang
telah ditentukan oleh Tuhan Yang Maha Esa. Dalam ksempatan ini, saya
mendoakan semoga semua ahli Alumni PTD dan seluruh keluarga berada
dalam keadaan sihat wala’fiat. Semoga tahun baru ini merupakan tahun
yang penuh dengan keberkatan dan segala resolusi baru kita akan
tercapai.
Pada 12 dan 13 Disember, 2016 yang lalu, kita semua menyaksikan satu
peristiwa yang begitu bersejarah, iaitu majlis penamatan tempoh Tuanku
Abdul Halim Mu’adzam Shah sebagai Yang di-Pertuan Agong ke 14 dan
majlis pelantikan Tuanku Sultan Muhammad V sebagai Yang di-Pertuan
Agong ke 15. Saya percaya walaupun kita semua telah bersara, peristiwa
tersebut pasti akan mengimbau kembali kenangan lama kita kepada
penglibatan kita di majlis-majlis seperti ini, sama ada secara langsung atau
tidak langsung. Hakikatnya, kita semua adalah sebahagian daripada
sejarah dalam menjunjung “Urusan Seri Paduka Baginda”.
Saya ingin berkongsi kenangan, iaitu apabila saya menerima surat
jawapan berjaya temuduga PTD pada bulan Oktober 1976, tertera rangkai
kata “Urusan Seri Paduka Baginda” di bahagian atas sampul surat
tersebut. Pada waktu itu, kesan daripada maksud rangkai kata tersebut
belum begitu terasa penting dan belum begitu dapat dihayati sepenuhnya.
Namun begitu, apabila saya semakin dewasa dalam perkhidmatan awam,
saya pun mula berasa bahawa “Urusan Seri Paduka Baginda” itu adalah
suatu urusan yang begitu berat. Kita sebagai penjawat awam sebenarnya
bertugas dengan perkenan Seri Paduka Baginda. Dalam maksud lain, “we
serve the country and the government of the day at the pleasure of the King”.
Saya percaya bahawa pemahaman begini perlu difahami dan dihayati sepenuhnya oleh semua penjawat awam yang
masih berkhidmat kerana jawatan awam adalah satu amanah. Pepatah Melayu ada mengatakan bahawa ‘di mana kita
berdiri, di situ langit dijunjung’. Disamping itu, diriwayatkan dalam Sejarah Melayu bahawa Tun Perak Bendahara
Paduka Raja ada mengibaratkan Raja sebagai sebatang pohon/kayu besar:
Bagaikan kayu besar di tengah padang,
Rimbun daunnya tempat berteduh,
Kuat dahannya tempat bergantung,
Kukuh batangnya tempat bersandar,
Besar akarnya tempat bersila.
Saya yakin, ramai yang akan bersetuju dengan pandangan saya bahawa walaupun kita semua telah bersara, tetapi
kesetiaan dan kekuatan semangat patriotik kita tetap kental. Kesetiaan dan semangat patriotik ini tidak mudah luntur
walaupun umur kita telah dimamah usia.
Sidang Pengarang Buletin Alumni PTD juga ingin mengucapkan jutaan terima kasih kepada Tan Sri Nuraizah Abdul
Hamid kerana sudi berkongsi pengalaman beliau melalui artikel yang menarik “A Memorable Trip To Simla”. Lebih-lebih
lagi mengenai gossip hubungan intim Lady Mountbatten dengan Jawaharlal Nehru, Perdana Menteri India ketika itu.
Saya berharap kita semua akan mendapat manfaat daripada hasil perkongsian ilmu dan pengalaman tersebut. Saya
juga percaya lebih ramai lagi ahli Alumni PTD akan tampil kehadapan untuk berkongsi ilmu dan pengalaman mereka
dalam keluaran akan datang. Kata-kata Bill Gates boleh dijadikan renungan: “Being the richest man in the cemetary
does’nt matter to me. Going to bed at night saying we have done something wonderful, that’s what matters to me”.
Akhir kata, semoga semua ahli Alumni PTD berkesempatan untuk menatap keluaran Buletin pada kali ini bersama ahli
keluarga masing-masing.

Yang Amat Berbahagia Tun Abdullah Ayub telah menyambut Ulang Tahun Kelahirannya yang ke-90 Tahun pada 6 Januari 2016, telah diraikan dalam satu Majlis Kesyukuran pada 20 Februari 2016 jam 8:00 malam bertempat di Clarke Ballroom, Hotel Le Meridien, Kuala Lumpur.
Kesemua bekas Ketua Setiausaha Negara telah hadir bersama kira-kira 73 orang tetamu yang terdiri daripada ahli-ahli Alumni PTD dan isteri masing-masing.

MESYUARAT AGUNG TAHUNAN KE-26
Mesyuarat Agung Tahunan Ke-26 telah diadakan pada hari Isnin, 30 Mei
2016 jam 3 petang bertempat di Kelab Golf Perkhidmatan Awam. Seramai
44 orang ahli berdaftar telah hadir.
Dalam Ucapan Dasar Presiden Alumni PTD, Tan Sri Dato’ Sri Sallehuddin Mohamed telah memaklumkan di antara perkara-perkara utama yang sedang diusahakan oleh Alumni PTD, iaitu:
i. mengemukakan Memorandum Bersama Alumni PTD, Persatuan Pesara Kerajaan Malaysia dan Yayasan Pesara Perkhidmatan Kerajaan kepada kerajaan supaya mengkaji semula kadar kemudahan pencen yang dinikmati;
ii. Alumni PTD akan menganjurkan sebuah “Forum on Public Service
Delivery: Auditor General’s Report 2015” pada bulan September 2016; iii. membina sebuah Pejabat Alumni PTD bersama Persatuan Perkhidmatan
Tadbir & Diplomatik (PPTD), di tapak Rumah Kelab PPTD yang sedia ada di
515 Persiaran Sultan Sallahuddin, Kuala Lumpur. Di Bangunan ini nanti akan ditempatkan juga Pustaka Perkhidmatan Awam.
iv. cadangan bagi menubuhkan Yayasan Persatuan Alumni Pegawai Tadbir Dan Diplomatik (Yayasan Persatuan Alumni PTD) di bawah Peruntukan Akta Pemegang Amanah (Pemerbadanan 1952) [Akta 258], (Trustees (Incorporation Act 1952 (Act 258), dengan tujuan untuk mengumpul dana melalui derma dan sumbangan bagi menjalankan program-program dan aktiviti-aktiviti Persatuan Alumni PTD.

A MEMORABLE TRIP TO SIMLA By Tan Sri Nuraizah Abdul Hamid
“Why Simla?” I asked Zainal when he announced, out of the blue, that he was planning a holiday trip for my 70th birthday two years ago.
Zainal explained that we had never been to Simla; it appeared to be an interesting and much cooler part of India; it was not too far to travel by air as we would be going through New Delhi; and, more importantly since we are both retired and depend mainly on our pensions, quite affordable compared to some other places that we might want to consider.
So we went, in April of 2014, with our two daughters and son-in-law taking Malindo Air (for the first time) landing at Delhi International Airport after a surprisingly pleasant flight in Business Class since the fare was really a great offer and well within the budget Zainal had provided for.
In New Delhi, we stayed for two days at the Taj Mahal Hotel, belonging to one of the better-known hotel chains in India. That gave Zainal and me a day to reacquaint ourselves with the sights, sounds and smells of Delhi since we had not visited the city in quite a while. It also gave our daughters a day to make a flying visit to Agra and the Taj Mahal since it would be almost a crime to be in India and not visit the Taj Mahal!
The following day, we took the long and winding road up to Simla, about 7,234 feet above sea level with temperatures of an average of 17 degrees centigrade. Our travel agency in New Delhi had arranged for us a suitably-sized van that came with a driver and English-speaking guide. The journey uphill took about 8 hours and we stopped almost mid-way for a lunch and rest-room break. The lunch was good and reasonably priced while the rest-room was very clean, much to our pleasant surprise.
We arrived at Simla and the Oberoi Cecil Hotel, where the travel agency had made reservations for us, about 5.00 in the evening. It had been quite a long and tiring drive.
The Oberoi Cecil Simla Hotel is often considered by guests as one of the finest hotels in Simla. The hotel is, apparently, over 100 years old and set in a magnificent spot overlooking the valleys and nearby foothills of the Himalayas. The views from all rooms and the fine restaurant are incredible.
Simla, also known as Shimla, is the capital city of the Indian state of Himachal Pradesh, located in northern India. Simla is very much a city and community of stark contrasts. We saw the modern, and sometimes quite ostentatious, hotels, residences and resorts against a backdrop of rather humble and almost primitive dwellings. There was so much luxury co-existing with so much poverty. I even saw a local guy carrying a gas tank on his shoulder walking up a hill slope, presumably towards his house which was not accessible to public transportation.
However, the scenery surrounding Simla, the majestic Himalayas, the very blue skies (rarely seen in Kuala Lumpur), the flora and the cool and fresh air were invigorating.
A View of Simla
Before embarking on our trip to India/Simla, we had done some Internet research on the background and history of Simla, a city very much the product of British Colonial rule in India. Typical of British colonial practice, the climatic conditions attracted the British colonial masters to establish the city of Simla in the dense forests of the Himalayas (as were also the cases of Cameron Highlands and Fraser’s Hill). According to the annals, in 1863, John Lawrence, then Viceroy of India, decided to shift the summer capital of the British Raj to Simla. He took the trouble of moving the administration twice a year between Calcutta and Simla, over 1,000 miles away, despite the difficult journeys they had to make. Since then, it has become the principal commercial, cultural and educational centre of the hilly regions of the state.
As the summer capital, Simla had hosted many important political meetings. One was known as the Simla Accord of 1914 or the Convention between Great Britain, China, and Tibet. This involved a treaty that would define the boundary between Tibet and China proper and between Tibet and British India. China rejected the Accord but the British and Tibetan representatives sealed it as a bilateral agreement.
The other significant historical event was the Simla Conference of 1945. It was a meeting between the Viceroy and the major political leaders of British India at Simla to deliberate on Indian self-government.
Even after independence, the city remained an important political centre, hosting the Simla Agreement of 1972 signed by Prime Minister Indira Gandhi and President Zulfikar Ali Bhutto of Pakistan to define the rules of good relations between the two neighbours.

The venue of all these historical meetings and events was the Viceroy Lodge (also known as Viceregal Lodge) built on Observatory Hill. Thus, it became an important part of our itinerary in Simla. Viceroy Lodge had become a research centre where academics on sabbatical leave would carry out research, mainly historical in nature. The lower floor of the Lodge was open for public viewing and conducted tours, after making some financial contributions (a small fee) that would go into a fund to maintain the place. Our tour was guided by one of the researchers and it gave a very interesting overview of the colonial history, especially pertaining to the role of the Lodge and the Viceroys who led the British Raj then. We also saw the history in photos that framed almost all the walls of the ground floor including those meetings and events referred to earlier.

Of course, the more intriguing photographs were those depicting Nehru and Lady Mountbatten, with very obvious body language, and their well-documented close relationship. It was even said that Lord Mountbatten, the Viceroy then, actually encouraged the close friendship between the two to enable the British to better understand Nehru’s thinking and stands on various strategic issues.
The other fascinating remnant of British Colonial rule is the Kalka–Shimla Railway line. It was constructed in 1906, adding to Simla's accessibility and popularity. The railway route from Kalka to Simla, with more than 806 bridges and 103 tunnels, was regarded as an engineering feat and came to be known as the "British Jewel of the Orient". In 2008, it became part of the UNESCO World Heritage Site, Mountain Railways of India, and had become a major tourist attraction.
We just had to take a ride on the train! We got on board at the Simla Station where we saw hundreds of monkeys loitering in the station and along the lines. We did not go all the way down but, after a very slow descent and going through many tunnels, disembarked two stations downhill where our faithful van driver and guide awaited.
We also took a drive uphill to the Naldehra Golf Club located some 22 km from Simla. For the information of keen golfers, it is a par 68, 18-hole course with 16 greens and 18 tees and has a design apparently reminiscent of Scottish links courses. Since I am ignorant about golf, I am not sure of the significance of these details. We can only access the Club and the course if we are members. For those who wish to have a peek at the facilities, there are horses to take you up and ride along the boundary of the course for a good view. I have no interest in golf and am frightened of horses. Hence, I stayed at a café at the bottom of the hill and enjoyed my cappuccino while Zainal and the rest went on the horse-rides uphill to the Club. I was glad that I did not follow them – it was quite nerve-wrecking, apparently.
Of course, shopping and eating were important parts of our stay in Simla!
We spent almost one whole day at the Lakkar Bazaar, a market extending off the Ridge, famous for souvenirs and crafts, particularly made of wood. We walked up and down its sloping road to visit the many shops there, especially those selling Peshminar shawls. Due to the friendliness and persuasive skills of the shopkeepers, we could not resist buying a few!
We also had lunch there, at the Baljees Restaurant. According to the local accounts, it was a favourite venue for Nehru and Lady Mountbatten to have their private lunches.for Nehru and Lady Mountbatten to have their private lunches.
We returned to New Delhi, after three nights in Simla, to take our flight back to KLIA. We had a night and half a day’s stopover at the Taj Palace Hotel, New Delhi. We were all in agreement that our travel agent had done a great job: scheduling our flights, arranging for internal transportation to and from our hotel and by van to Simla

and back, safe and skilled drivers and competent tour guides, and keeping good times within our prescribed schedules. There was nothing to complain about. The only thing that Zainal and I wished for was more energy and greater physical ability!

Fitri 1437H telah diadakan pada hari Rabu, 20 Julai 2016 jam 8 malam bertempat di Dewan Bankuet, Royal Lake Club Kuala Lumpur. Seramai 162 orang ahli bersama suami dan isteri telah menghadiri majlis ini.

Pertandingan Golf Persahabatan diantara Alumni PTD dengan Bekas Pegawai Polis telah diadakan pada Selasa, 15 November 2016 jam 7:00 pagi bertempat di Kelab Golf Perkhidmatan Awam Kuala Lumpur. Pasukan Alumni PTD telah memenangi pertandingan kali ini buat tahun ketiga berturut-turut.

“FORUM ON PUBLIC SERVICE DELIVERY:
AUDITOR-GENERAL’S REPORT 2015”
“Forum on Public Service Delivery: Auditor-General’s Report 2015” telah diadakan
pada hari Khamis, 29 September 2016 dari jam 8:00 pagi hingga 2:00 petang
bertempat di Hotel Hilton Petaling Jaya. Tujuan utama Forum ini adalah untuk
menyedia serta mengalakkan perbincangan yang mendalam terhadap masalah dan
isu-isu dalam penyampaian perkhidmatan awam dan seterusnya menyampaikan
pandangan, maklumbalas dan rumusan forum kepada pihak Kerajaan. Seramai 260
orang peserta, yang terdiri daripada Pegawai yang sedang berkhidmat di pelbagai
Kementerian dan Jabatan, ahli-ahli Akademik dan ahli-ahli Pertubuhan Bukan
Kerajaan, telah menghadiri forum ini.
Tan Sri Dato’ Setia Haji Ambrin Bin Buang, Ketua Audit Negara, telah menyampaikan
Ucap Utama dan manakala, Tan Sri Datuk Mohamad Khatib Abdul Hamid bertindak
selaku Pemudah Cara semasa Sesi Perbincangan Panel. Ahli-ahli Panel yang terlibat
