the scholarly community across nations to explore the critical
role of multidisciplinary innovations for sustainability and
growth of human societies. This conference provides
opportunity to the academicians, practitioners, scientists, and
scholars from across various disciplines to discuss avenues for
interdisciplinary innovations and identify effective ways to
address the challenges faced by our societies globally. The
research ideas and studies that we received for this conference
are very promising, unique, and impactful. I believe these
studies have the potential to address key challenges in various sub-domains of social sciences and applied sciences.
I am really thankful to our honourable scientific and review
committee for spending much of their time in reviewing the
papers for this event. I am also thankful to all the participants
for being here with us to create an environment of knowledge
sharing and learning. We the scholars of this world belong to

The Impact of Organizational Culture and External

and the Implementation of Good Governance as an

Abstract
This research aims at analysing the impact of organizational culture and
external environment on the implementations of the principles of good governance as well on the performance of public service unit at the
Subdistrict Offices of Bandung. It also attempts to measure the roles of
Bandung’s municipal government in providing public services through
positive contributions on the increase of public service satisfaction index (indeks kepuasan masyarakat or IKM). The method used for the purposes of
this research is time order decision by Johnson and Onwugbuzie’s (2004).
This approach is selected considering that during the data are collected by
interviewing related respondents to reconfirm the data from questionnaires. Data are acquired regularly on weekdays, from at 30 Subdistrict Offices in
Bandung. The results show that; (1) the performance of public services
officers are evaluated higher by internal sides than by the public, and (2) the
regression analysis finds that variables of good governance, organizational culture, and external environment are simultaneously have positive and
significant impact on public service performance. However, partially,
variable of good governance only has positive and significant impact on the
performance. (3) Meanwhile, both simultaneously and partially, organizational culture and external environment have positive and
significant impact on the implementation of good governance. Generally,
indicated that as well as relevant on the theory and than consistent on the
previuse research.
