Tuan Speaker, I would firstly like to join Cabinet colleagues and members of this

esteemed august House, in congratulating the Right Honourable Chief Minister for presenting an “Extraordinary Budget” for fiscal year 2019. Budget 2019 is indeed in at least to aspect is notable in at least two aspects. First, it is not only the largest budget ever presented in the history of Sarawak but the quantum of increase over the previous year is very substantial at almost 45%. Second, the 2019 revenue estimate is almost double that is in the 2018 estimates. It is also a significant that despite being expansionary in nature, Budget 2019 budget is still able to project a surplus. This is credited to the able stewardship of the ruling GPS State Government which as always, practice prudent fiscal management of the State finances.

The rationale behind the expansionary budget for 2019 has been eloquently explained by the Right Honourable Chief Minister in his budget speech and I fully concurred with his view points. Indeed, the State is lagging behind Semenanjung in term of physical infrastructure and amenities, especially in rural areas. All efforts must therefore be made to bring Sarawak at par with the rest of Malaysia and this need to be done urgently. It is also patently obvious that the normal budgetary provision of the past, which relied heavily on the Federal allocation, is no longer adequate or acceptable. The State Government therefore has to explore other avenues to secure funds to meet the urgent development needs of Sarawak.

Tuan Speaker, so it is with much joy and satisfaction that all Sarawakian welcome the news that the GPS State Government, under the able leadership of the Right Honourable Chief Minister, has been able to tap into a new revenue stream in the form of sales tax on petroleum products. The new revenue source is expected to contribute about RM4 billion to

State coffers in 2019. That achievement surely was a Master Stroke by the Right Honourable Chief Minister and his team. With that one stroke, State revenue has almost doubled. I wish to join other members of this august House in complimenting the Right Honourable Chief Minister for his courage and determination in pursuing State Rights in accordance with State and Federal Constitutions. Syabas Yang Amat Berhormat Ketua Menteri.

Tuan Speaker, the 2019 budget is clearly growth-oriented and inclusive while addressing the socio-economic imbalances among various sectors and cross-section of the State’s population. That much is evident from the balanced and fair share of budget allocations for the various sectors as outlined in the 2019 budget speech.

In addition to being development-biased, the 2019 budget is also rural-focussed. The development budget amounting to RM9.073 billion represents about 76% of the total 2019 budget, perhaps the highest on record. Furthermore, RM6.049 billion or 67% of the total development allocation is devoted to the development of rural areas. This provision is also double the amount set aside for rural areas in the 2017 and 2018 budgets.

I note that the bulk of the 2019 development allocation for rural areas are to be used for improving connectivity and access, as well as the provision of basic facilities and amenities including roads, bridges, rural water and electricity supplies as well as other people centric projects. Those infrastructure, facilities and amenities are the accelerators of agriculture and rural development and are very important prerequisites for economic transformation. The 2019 budget therefore offers much hope and reassurance to our rural communities that their development needs are given the necessary attention. As the Minister responsible for agriculture and rural economy, I dare say that the 2019 budget is indeed a cause for celebration and a reason for grateful appreciation by the rural people to GPS government.

On a lighter note, I also whole heartedly support the new policy of the State Government to provide, under the operating budget, a one-off incentive payment of RM1,000.00 for every new born child parented by Sarawakians. Perhaps this new incentive will encourage our young and not-so-young people to be more productive not only in the work place but also in the bedroom. We are, after all, a big State with a small population. Tuan Speaker, as the Minister for Agriculture, I am very grateful to the State Government for allocating RM450.2 million in the 2019 budget for strengthening agriculture development. This amount is indeed an increase of RM227 million or 101% increase over the 2018 approved allocation. I will describe in detail the purpose of the allocation in the later parts of my speech. For now, I will say that my Ministry will adopt the key development strategies and approaches mentioned by the Right Honourable Chief Minister, including leveraging on opportunities offered by digital technology, focusing on investment-driven sector growth, recognising the private sector as the main engine for sector growth, and striving to improve the effectiveness of the service delivery system. Tuan Speaker, as noted by the Right Honourable Chief Minister, allocations from the Federal Government are not reflected in the 2019 State budget. Nevertheless, the recent decision by the Federal Government to reduce the 11th Malaysia Plan ceiling from the original RM260 billion to RM220 billion may have some negative impact on the Federal funded programs and projects in Sarawak. While we do understand that the reduction was done to consolidate the nation’s fiscal position, the Federal Government has also given assurances that priority will be given to the development of the needs of Sarawak. I therefore wish to join the Right Honourable Chief Minister in calling upon the Federal Government to fulfil those and other promises that have been made. I also concur that Sarawak has contributed more than its fair share to the national coffers, and so it is only fair that the

Federal Government should provide more equitable allocation to Sarawak, particularly for development purposes. Before I proceed further, I wish to take this opportunity to thank all the Honourable Members of this august House for their constructive comments, feedbacks and proposals on matters pertaining to my Ministry during the course of their debate on the 2019 budget. My Ministry will undertake to assist in every possible way to ensure the socio-economic welfare of our farmers and fishermen are being taken care off in our effort to transform the rural economy, eradicate the remnant of poverty and increase the income level of the rural community. I will respond to those requests under the respective subject matter of my speech. If for some reason my response is less than adequate, I welcome Honourable Members concerned to deliberate further with me or my Ministry officers.

Ministry’s Budget 2019

State Funded Projects and Programs under My Ministry Tuan Speaker, under the 11th Malaysia Plan, my Ministry, the Ministry of Modernisation of Agriculture, Native Land and Regional Development is allocated a sum of RM450.2 million to implement the various agriculture and land development projects. During the Mid-Term Review of the 11th Malaysia Plan in May 2018, the ceiling was increased to RM1.085 billion (58.5%). The increased of the ceiling was to cater for various Social Economics Transformation Programs (SETP) with an allocation of RM27.6 million, RM200 million for Agriculture Venture Capital, RM15 million for Digital Initiative Projects and RM168.5 million for Yang Amat Berhormat Chief Minister Walkabout projects.

Transformation of the Agriculture Sector Tuan Speaker, the budget approved for my Ministry in 2019 is intended to finance and support the various initiatives, programmes and projects that my Ministry has planned for the transformation of the agriculture and rural economy. The economic sectors under the purview of my Ministry include crop, livestock, fishery and agro-based industries. To provide context and explanation to the various initiatives, programmes and projects being planned and implemented by my Ministry, allow me to highlight on the objectives, strategies and action plans for my Ministry to bring about agriculture and rural economy transformation.

The development goals or strategic objectives of my Ministry are as follows:

i. to make Sarawak a net exporter of food products by year 2030 and in the process, to strengthen our food security position;

ii. to significantly raise rural incomes in order to reduce the incidence of rural

poverty and to bridge the present rural-urban income gap; iii. to increase youth participation in agriculture as a means of addressing the

problem of our ageing and declining farming population; and iv. to increase agriculture sector contribution to the State Gross Domestic

Product (GDP), especially for agro-food sub-sector. Tuan Speaker, to achieve those objectives, my Ministry will adopt the following broad strategies:

i. leveraging on our strengths and comparative advantages, including our vast land and water resources as well as our rich biodiversity;

ii. encouraging private sector investment in agriculture sector; iii. developing agriculture entrepreneurship especially among the youth; iv. facilitating Public-Private sector Partnerships (PPP) in agriculture businesses; v. ensuring the complete integrity of the supply and value chain, with special

emphasis on marketing; vi. leveraging on new technology for higher competitiveness; vii. enhancing agriculture industry through adoption of digital technology; viii. promoting community-based cooperative action in agriculture businesses; and

finally ix. strengthening the delivery system of Government agencies and institutions

involved in agriculture and rural economy transformation. Tuan Speaker, my Ministry has also identified various development and business models that we believe can accelerate agriculture and rural economy transformation. For a start, my Ministry will adopt and promote three generic business models, including:

i. the In-Situ Development Model (In-Situ) where farmers are given on-site assistance for agriculture activities of their choices. The assistance is normally in the form of subsidies for farm infrastructure, equipment and farm inputs. Farmers would also be given technical and farm services as well as regulatory support. This model is adopted by the Subsidy Scheme Program and Commercial Agriculture projects of Agriculture Department.

ii. the Public-Private Sector Partnership (PPP) models which involve the

participation of Government, private sector and land owners in different component parts of the business enterprise. In this model, each party will have specific roles and obligations which are governed by a contract agreement. Variants of this model include the Collection, Processing and Packaging Centre (CPPC) project and the Anchor Farming (AF) projects.

iii. the Private Sector Investment (PSI) model. In this model, the private sector

will provide the investment capital, while the Government may finance public infrastructure and amenities as well as providing investment incentives and regulatory support.

More specific examples of all three models will be mentioned when I relate the 2019 budget plan of my Ministry. Tuan Speaker, I shall now provide highlights on selected initiatives, programmes and projects of my Ministry that will receive funding under the 2019 State Budget.

Commodities With a view to increase the income level of farmers and eradicate poverty in the rural areas, my Ministry is committed to continue implementing development programmes for various commodities, crops, livestock and aquaculture in the State.

Oil Palm Oil Palm is the main commodity that my Ministry is focusing on to increase the income of farmers. Currently, about 39,500 independent smallholders involved in the cultivation of oil palm with target area of about 240,000 hectares or 15% of 1.58 million hectares of oil palm planted in Sarawak. In this regards, the Department of Agriculture has introduced oil palm smallholders planting schemes under the Socio-Economic Transformation Programme (SETP) in 2017. To date, a total of 1,464 hectares has been approved for planting involving 758 participants. This programme is very popular among the smallholders as a mean of generating sustainable income. And therefore, the State Government will continue to provide these incentives on new planting of oil palms to farmers. The State has allocated RM10 million for the Oil Palm New Planting Scheme in the 2019 budget.

Rubber Besides oil palm, rubber is also an important economic crop to be developed for our rural smallholders. In this aspect, my Ministry will continue to develop the rubber industry through the rubber industry programme. In 2019, a sum of RM3.4 million will be allocated for the procurement of rubber planting materials. My Ministry has also requested a sum of RM51.5 million from the Ministry of Primary Industries (MPI), Kuala Lumpur for the land development, field planting and maintenance for existing rubber projects.

Pepper Pepper industry is also one of the important socio-economic crops for smallholders. Unfortunately, the price of pepper products has been declining from RM30.00 per kilogram since 2015 to RM8.20 per kilogram today. Recognizing this problem, my Ministry has allocated RM3 million in 2019 to assist the pepper planters in the State in the form of agriculture inputs. A total of 2,300 pepper planters are expected to benefit from this scheme. This is the first time that the State Government has come up with such assistance to pepper planters to ease their burden and maintaining their pepper farms.

Sago For sago, my Ministry is allocated with a sum of RM2.9 million to enhance the sago development programme in 2019. The programme is for the planting of 200 hectares of new sago holding and rehabilitating of 280 hectares of existing holdings.

Food Crops Tuan Speaker, on food crops, my Ministry is now focusing on the development of food industry as means not only to increase farmer’s income but also to enhance food export earnings. Toward this end, four major food crops are being promoted.

Pineapple

As for pineapple, there is a high market demand for fresh and pineapple related products both within the region, Middle Eastern Countries and China. In view of the high demand, my Ministry is promoting the planting of pineapple through smallholders and increasing private sector investment. Currently, the acreage planted with pineapple in Sarawak is about 1,700 hectares and we are targeted to reach 100,000 hectares by 2030. To assist the smallholders, a sum of RM2 millions is allocated for Pineapple New Planting Programme in 2019. The participants of the project would be assisted in the form of planting materials and agriculture input. The State is identifying land that is suitable for pineapple planting to enhance and facilitate the participation of the private sector. A Memorandum of Understanding has also been signed with a private company to further develop and expand the cultivation and processing of Pineapple related products. Smallholders who are under the Department of Agriculture Pineapple New Planting Programme will be connected to this Anchor Company as outgrow.

Durian

Durian is one of the crops that is increasingly gaining popularity in the world market especially in China. Sarawak has the potential to tap the high demand for durian products in view of the vast resources and suitable climate. It is estimated that there are about 400,000 matured durian trees throughout Sarawak. Poor maintenance and lack of market access has resulted in these matured durian trees unproductive.

Sarawak has the potential to be the lead producer of durian products. Therefore, my Ministry has taken the following initiatives:

(a) Durian Rehabilitation Programme

In 2018, an Anchor Company with vast experience in durian cultivation, processing and with international market access has been appointed to help the State. A sum of RM2.5 million was allocated for a pilot durian rehabilitation project in Kuching, Serian, Limbang, Betong and Miri. Since there is a high demand for the programme, my Ministry has decided to extend this programme to other divisions in 2019 with an allocation of RM4 million.

(b) Durian New Planting Programme

In addition to Durian Rehabilitation Programme, a sum of RM3.0 million is allocated for Durian New Planting Programme targeted for Smallholders in 2019. The participants of the project would be assisted in the form of planting materials focusing on Musang King variety. Local high quality durians will also be promoted and planted and he also encourage planty of high quality durians which are also popular be promoted and planted.

Banana

Tuan Speaker, banana has been planted mainly for domestic consumption as fresh

fruits. However, since 2016, Sarawak has been exporting fresh and processed banana. My Ministry will continue to develop the banana industry by assisting the smallholders. A sum of

RM1.2 million is allocated for Banana New Planting Programme for Smallholder Farmers in 2019.

To further develop the industry, a Memorandum of Understanding has been signed with a local company with vast experience and with international market network and with its factory. The Company will focus on marketing of processed product, while the Department of Agriculture will assist the local farmers in the production of high quality banana.

A sum of RM 1.0 million is allocated to assist the smallholders in Asajaya,

Samarahan Division. We choose Asajaya, Samarahan Division because there is a banana chips factory, which is our Anchor Company that are exporting banana chips to China, first in Sarawak. The State Government will continue to identify more suitable land for large-scale banana planting project by collaborating with the private sector.

Coconut

Coconut is another crop that is in great demand. In this regard, my Ministry would assist smallholders to further develop the industry. To date, total area that has been planted with coconut is about 12,600 hectares and will be increased to 100,000 hectares by 2030. A sum of RM1.3 million is allocated for Coconut New Planting and Rehabilitation Programmes for Smallholders in 2019.

To accelerate the development of the coconut industry in the State, my Ministry also

has signed a Memorandum of Understanding with two Anchor Companies. These two anchor company is a private sector, they will assist us to extend the new area for planting of coconut for Sarawak.

I would like to respond to the request made by the Honourable Members for Bukit

Goram, Murum, Daro, Engkilili, Kabong and Simunjan. They have been requesting for various agriculture assistance for their respective constituency. I can assure the Yang Berhormat that we will access your request as you have heard we have outlined the various programme that we have and which programme is appropriate in your respective areas.

Paddy

Tuan Speaker, rice is the most important food security item. At present, we produce

only about 53% of our needs. We need to increase our rice self-sufficiency level (SSL) to 70% to be at par with the national level. To address this issue, the Ministry is now preparing a “Master Plan for Sarawak Paddy Industry” which will chart the development direction and identify action plans to enable us to achieve our SSL target. At the moment we extimated to whereabout 40 thousand hectares of poorly develop at the area throughout Sarawak and this paddy area has pontential to be develop to produce paddy that we need however we need the master plan to be able to exploited those area. I also would like to inform the Honourable Member for Krian, that the development of paddy areas in Kampung Kupang, Jelupang, Sessang and Nyiar will also be covered in the master plan.

Farm Infrastructure

Farm infrastructure is an important part of agriculture development. In addition to the various agriculture project that has been announce and that has been constructed we also having a location to upgrade our farm road for 2019, RM19.8 million is allocated for these pourpose that is the construction and upgrading of farm infrastructure such as farm road, drainage and bund in 2019.

Tuan Speaker, we take note on the request made by the Honourable Member for Beting Maro and Serembu for the construction of farm infrastructures in their respective constituency and will be considered in the 2019 budget.

Taman Kekal Pengeluaran Makanan (TKPM)

In our effort to produce more fresh fruits and vegetables for the growing population,

my Ministry would pursue the development of Taman Kekal Pengeluaran Makanan (TKPM) model since it has proven to be successful. Among the successful TKPM are in Kabuloh and Rampangi. TKPM Kabuloh was established in 2012 which covers an area of 248 hectares and involving 51 agropreneurs. In 2017, TKPM Kabuloh generated RM3.3 million sales of various agriculture produces. Some of the agro entrepreneurs earned an average income of RM7,000.00 per month.

In TKPM Rampangi, the element of precision farming and application of technology is introduced in this year. A sum of RM1.6 million is allocated in 2019 to upgrade TKPM throughout the State.

With regard to the request from the Honourable Members for Murum, Beting Maro and Layar, in setting up TKPM in their respective constituencies, my Ministry will be assessing feasibility of setting upin the various area including part of other State.

Agro-Based Industry

The Agro-based industry is a thriving sector where it involves the processing of agricultural products to diversify downstream agriculture-based industries. My Ministry will continue to implement various commercialisation and entrepreneurs development programmes to improve farmers entrepreneurship competencies and income level.

A sum of RM15.7 million is allocated in 2019 to produce agropreneurs who are competent and highly committed in managing their businesses such as in the aspects of operations and productions, business management and systematic marketing. Our Ministry also work together with the various other agencies in the development of this agropreneurs in Sarawak.

Livestock

Under Livestock Development Programme, the Department of Veterinary Services is focusing on increasing the Self Sufficiency Levels (SSL) of various livestock products and to increase income of livestock farmers. The priority is on ruminant development to increase SSL from 10% to 50% by 2030.

Buffalo Development Programme

My Ministry is embarking on buffalo development programme. At the moment, the current population of our buffalo in the State is estimated about 6,000 while 10 years ago is about 11,000. Now our strategy is to bring back the population from 6,000 to 11,000 by 2030.

And therefore we have the Buffalo Development Programme, allocation RM3.1 million is allocated in this porgramme are to include the purchases of buffalo especially in upgrading fencing facilities for the exsisting bufallo farmers between Limbang and Lawas divisions.

Livestock Commercial Units (LCU)

The Government will continue to assist cattle and small ruminant farmers under the Livestock Commercial Units (LCU) programme in 2019. A sum of RM3.8 million has been allocated to assist 380 farmers.

Cattle Pawah Scheme

In an effort to increase the Self Sufficiency Level (SSL) for beef, my Ministry is also promoting the integration of cattle under oil palm to leverage on the availability of large areas of oil palm plantations in Sarawak. The initiative taken by my Ministry is to encourage oil palm estates to participate in cattle integration by providing breeder cattle under the Cattle Pawah Scheme implemented by the Department of Veterinary Services Sarawak.

For 2019, an allocation of RM4.0 million will be allocated for the purchase of 500 heads quality breeder cattle for distribution to oil palm estates or to farmers under Cattle Pawah Programme. The estates will pay back the same number of animals within six years.

Pig Farming Area (PFA) at Pasir Puteh

The PFA project at Pasir Puteh near Simunjan was implemented with the purpose of relocating all the pig farmers in the Kuching, Serian and Samarahan divisions and having an anchor farmer to lead the way for modern pig farming.

Tuan Speaker, the Anchor Farm has also obtained the approval to export frozen pork to Singapore and more recently live pigs. For the first 10 months of this year, a total of 30,694 heads of live pigs and 114 metric tonnes of frozen pork has been exported to Singapore with an estimated value of RM33.6 million.

In view of high demand and export potential of the pigs and pork products and capitalising on our State Foot and Mouth Disease (FMD) freedom status, my Ministry has allocated RM3.0 million for preliminary works including Environmental Impact Assessment (EIA) studies in our effort to create two more new areas as a pig farm area. We have targeted the area in Selangau as well as in Bintulu.

As regard to the request from the Honourable Member from Meluan, to set up a PFA in his constituency, my Ministry will look into your request, Yang Berhormat.

Edible Bird-Nest Industry

Tuan Speaker, in 2017, my Ministry were allocated with RM2 million to establish 95 small scale start-up projects especially for the hardcore poor B40 and 10 premises have already successfully out of the 95 premises that we have done, 10 premises we have successfully attracted swiftlets. And to us it is a successful programme. So 2019, my Ministry will allocate RM2 million to construct more swiftlets premises in the State it is targeted to B40.

Fisheries

Tuan Speaker, for year 2019, my Ministry has budgeted RM5 million to develop aquaculture project which will benefit 252 participants. The programme focuses towards culturing commercial species such as Shrimp, Jelawat, Tilapia and Siakap in pond, tank and cages culture system by adopting cluster approach.

In response to the issues raised by the Honourable Members for Beting Maro, Demak Laut, Simunjan and Kabong concerning the livelihood and income of fishermen, I would like to inform that the Federal Government has announced that they will continue to give “Elaun Sara Hidup Nelayan dan Nelayan Sungai”. Nonetheless, as we have advised over and over again, my Ministry encourages and we have some assitance to the fishermen to undertake other agriculture activities as a mean to diversify their income and therefore during time of landas those other argiculture activities than can generate income for them.

Collection, Processing and Packaging Centre (CPPC)

Tuan Speaker, to facilitate the Anchor Company-Out grower business model, the Government has approved a total allocation of RM60 million under 11th MP for the establishment of Collection, Processing and Packaging Centre (CPPC) throughout the State. To date, there are two CPPC in Tarat, Serian and CPPC Layar, Betong that are being implemented.

For 2019, my Ministry has allocated RM15 million for the establishment of five new CPPCs. Anchor companies will be the primary driver of all our Collection, Processing and Packaging Centre (CPPC) projects.

As per the requests from The Honourable Members for Pelagus, Beting Maro, Tamin and Murum highlighted on the same subject, my Ministry will study the feasibility. Actually there is a plan for one CPPC in Kapit.

Agro Parks

Tuan Speaker, the State Government is aware that there are many aspiring agriculture entrepreneurs especially the youth that are interested to venture into agriculture but has no sizeable land to start with. I would like to record our appreciation to Yang Amat Berhormat Chief Minister for his innovative and far reaching idea to establish Agro Parks in Sarawak. To date, Yang Amat Berhormat Chief Minister has approved two Agro Parks in Samarahan and Sarikei with an allocation of RM50 million each.

In response to the request made by the Honourable Member for Saribas on the establishment of an Agro Park in his constituency, for your information Yang Berhormat, my Ministry has identified potential area to be recommended as Agro Park in Saribas constituency.

Updates on the New Strategic Initiatives Going Digital

Tuan Speaker, the adoption of digital technologies has been increasing in every

industry including agriculture. These technologies avail an end-to-end solution, offer substantial value for farmers to better manage their farm operations, enhance crop production and increase income.

My Ministry believe in the potentials of smart farming as the way forward to transform the agriculture sector. Therefore, my Ministry is currently in the process of upgrading TKPM Rampangi with Internet of Thing (IOT) facility and expected to be completed by the second quarter of 2019. The objective of this project is to introduce modern technology to our farmers, especially the youth. Besides that, this will also serve as a platform for my Ministry to identify the best technology that can be adopted in Sarawak agriculture landscape.

Under the State Digital Economy Initiatives, RM15.5 million has been approved in 2019 for various departments within the Ministry.

Sarawak Trade and Tourism Office in Singapore

Tuan Speaker, in our effort to expand our global market access for the State’s agricultural products, my Ministry applauds the move made by Yang Amat Berhormat Chief Minister to open trade and tourism office in Singapore. It will serve as the trading and communication hub between Sarawak exporters and the business community in Singapore and the rest of the region. This initiative definitely will provide greater opportunities for Sarawak traders to take advantage of the ASEAN countries e-Commerce Agreement. I think if you are watching the tv yesterday; that was signing of an agreement on the e-Commerce Agreement by the ASEAN Leaders and this is to facilitate cross-border e-commerce transactions, and I’m confident with our office in Singapore, we would be able to take advantage of that facilities to market our agricultural product.

Farmer’s Organisation

Tuan Speaker, the Farmer’s Organisation comprises 28 Area Farmer’s Organisations with a total of 170,000 members. The key role of Farmer’s Organisation is to provide services to the members such as processing and marketing of agriculture product, sales of farm inputs and other services to enable Farmer’s Organisation to carry out those functions, they need the support from the State Government as well as generating income through business enterprises to finance those activities.

I am happy to inform this august House that for the year 2019, the State Government has increased the allocation for each Area Farmer’s Organisations from RM24,000 in 2018 to RM95,000 to strengthen its business activities. An additional to the above allocation of RM6 million is also allocated to enhance the capacity of our Farmer’s Organisations in Sarawak.

New State Farmer’s Organisation Building

Tuan Speaker, during the function “Peladang Nite 2017” held on 29th April 2017, Yang Amat Berhormat Chief Minister has announced an allocation of RM20 million for the construction of New Office Building. An area of three acres of land has been approved by the State Government for this purpose.

Currently, my Ministry is in the process of identifying the consultant to carry out the design of the new building.

Highland Development Agency

Tuan Speaker, the Highland Development Agency (HDA) was formed in July 2017 to

accelerate the development in the highland areas of Baram as a new growth node under the Sarawak Corridor of Renewable Energy (SCORE).

The highland development area covers 244 villages in the Districts of Miri, Marudi, Telang Usan and Beluru with geographical area of 18,463 square kilometres with a total population of 75,120.

I am pleased to inform this august House that our Yang Amat Berhormat Chief Minister has, on 12th September 2018, approved an allocation of RM1.5 billion to implement various projects including strategic road networks, water and electricity supply and telecommunication as well as economic projects for these areas. All of these projects will be implemented by RECODA within 2019 to 2020.

Highland Agriculture Research

Tuan Speaker, the highlands of Sarawak have great potential for agriculture. With pristine environment and support from both the Government and private sector, the highlands can be developed into a major commercial agriculture hub. The development of commercial agriculture in the highlands will attract local younger generations and minimise rural-urban migration.

The Department of Agriculture Sarawak, is carrying out research on suitable crops for commercial production in the highlands. Two sites have been identified for highland agriculture research stations namely at Integrated Highland Agriculture Station (IHAS) in Peluan-Beruang-Banga area and Bario.

In IHAS, about 15m hectare land were allocated for research and development activities focusing on planting of potential crops such as coffee, pineapple, lemon and avocado.

In Bario, research and development activities on about 2.6 hectare land will focus on selected sub-tropical and temperate crops such as broccoli, cauliflower, asparagus, avocado, strawberry and pineapple. Research and development on floriculture will also be explored.

I would like to inform the House that we visited the Department of Agriculture on 3rd October to have a dialogue with them regarding the subsidies given to the farmers in Sibu Division. According to the dialogue, allocation to the Department of Agriculture in Sibu was less than RM3 million and when we look at the Deputy Chief Minister talking about RM100 million allocations from Ministry of Agriculture, where are the money? We don’t know. So that is why I want to ask for clarification, how much is the allocation for the Division of Sibu and all Sarawak? So that we know the subsidy in terms of subsidy to the farmers and the farmers in Sibu, not in Sibu town, I mean in Sibu Division; they are facing difficulties in terms of the high cost of fertilizer and all of these things. Could our Deputy Chief Minister enlighten us on this? We have allocation of RM100 of millions for the Ministry of Agriculture both at the State and Federal level but the whole Division of Sibu only RM3 million. Why is this? I am helping the farmers, why? You got any problem with that? I am seeking for clarification very nicely, Tuan Speaker, and these people kacau-kacau. Native Customary Rights (NCR) Land Development

SALCRA

SALCRA’s Budget for 2019

Tuan Speaker, for 2019, SALCRA has been approved with a total allocation of RM22

million comprising, RM2 million from the State Government and RM20 million from the Federal Government under the Ministry of Rural Development. Out of the RM20 million allocations from the Federal Government, RM14.16 million is in the form of loan for oil palm replanting and mill waste management project. The balance of the RM5.84 million is in the form of grant to carry out estate infrastructure projects and for supplementary economic activity programme.

The Leasing Model

Tuan Speaker, the Leasing Model, my Ministry is now looking at the Leasing Model as an alternative development model for Native Customary Right lands to complement the existing model which has been implemented in 1970s. We come up to this model because we are listening to the rakyat who raised the issue and so we are coming up with this, the Leasing Model. The leasing, the lease rental rate will be based on the principle of "willing seller and willing buyer".

Tuan Speaker, the model is currently being practised by landowners and investors through privately arranged ventures. My Ministry will regulate the non-formal agreement by registering the agreement to safeguard the interests of the landowners and investors. To date, three privately arranged ventures have been registered with my Ministry. My advice for any potential private joint venture arrangement is for them to register with our Ministry so that we can regulate to make sure that that agreement later on will be a successful agreement. I’m raising this issue because there has been instances where the agreement between the private sector and the land owner has turned sour and then they come back to us to find a way on how to solve this problem. So to avoid that, please register your agreement with us, so that we can check, verify the investor, the land status and the agreement.

Perimeter (Section 6) and Individual Lot Survey (Section 18) of NCR Land

Tuan Speaker, most of this issue have been covered by my colleague Yang Berhormat Timbalan Ketua Menteri, Menteri Pembangunan Bandar dan Sumber Asli Kedua during his winding up yesterday. However, the number of YBs raised concern over the absence of funding from Federal Government because since 2010 until this year the federal Government dulu under Barisan National has been allocating RM30 million every year for this survey of the land. However, during the tabling of this budget to our disappointment of all the NCR land owner, we didn’t hear any announcement by the Federal Government on this allocation. Actually we are very very disappointed because in the Cabinet we are represented by PH Minister. I am not sure whether he raised this matter in there. I always raised this every time when there is a budget.

So Tuan Speaker, a number of Yang Berhormat Beting Maro, Bukit Goram, Pelagus

Serumbu, Engkili, Opar (Semuja), I think many others expressed dissatisfaction and disappointment with the Federal Government’s decision and they have requested that this perimeter survey should and must be continued. I wish to inform this Honourable House YAB Ketua Menteri had approved RM40 million for 2019, so that this survey will be continued for the 2019. Tuan speaker this is a very clear indication of the commitment by the State Government to resolve the issue of the NCR land, some of our friend there are just

very fond of pointing finger, accusing us and branding us by all sort of names but that I guess that is what you are doing but not doing anything to find ways how solve the problem, you are just instigating the people. So I appeal to the people to the land owner, don’t be easily instigated by the irresponsible people. The Government, the GPS State Government are very very determined to resolve this issue especially by the allocation RM40 million for 2019.

Sarawak Land Code (Amendment) 2018, on Native Territorial Domain

Tuan Speaker, as we all know this amendment was passed last Council Negeri and the amendment has been gazetted on 3 August 2018. Now before it can come into force we have to work out the rule relating to the application for Native Communal Title. The Committee under my Chairmanship is at the final stage of repairing for the rule relating to the application for Native Communal Title.

My Ministry together with Majlis Adat Istiadat Sarawak will be organizing Road Show on Sarawak Land Code (Amendment) 2018 throughout Sarawak to explain the reform that has been undertaken by GPS Government, we want to make it clear. We want to make it very clear because there are parties who until today refuse to understand the fact. The proposed Road Show will be supported by the State Attorney General Chambers and Land and Survey Department. On the RM40 million, I would like to go back to the issue again that is for the purpose of surveying of native land which belongs to all the natives in Sarawak.

Rural Growth Centre (RGC)

Tuan Speaker, under the mid-term review of the 11th Malaysia Plan (2016 – 2020) the approved ceiling for RGC was RM178.4 million. For 2019 the proposed budget for infrastructure works is RM41.4 million for various RGC Opar, Beladin, Long Lama and the construction of reinforced concrete jetty at Semop and Beladin. My Ministry is working with SALCRA to carry out infrastructure works for Long Lama Rural Growth Centre.

In response to the request by the Honourable Member for Kedup, my Ministry will study the model that is appropriate. I have been mentioning the various models in my earlier text which is the model appropriate for your area, for the Honourable Member for Kedup.

Rural Transformation Centre (RTC)

Tuan Speaker, there are currently two Rural Transformation Centres (RTCs) in Sarawak; namely RTC Betong and RTC Sibuti. The Federal Government has decided to hand over the operation of both RTCs to the State Government. These RTCs serve as a One Stop Service Centre for the rural community plays an important role in providing services. With the handing over of these two RTCs, the State Government will review the management and operation of Rural Transformation Centers to identify essential services and the agencies that could be located at these centers so that RTC will continue to be in operation but to be financed by the State Government.

Responses to Issues Raised Under The Purview of The Ministry of Modernisation of Agriculture, Native Land and Regional Development

Rabies

Tuan Speaker, in response to the concerns raised by many Yang Berhormat on

Rabies, I wish to inform this august House that the State Government is taking the matter seriously. Soon after the announcement of the first human case, on the 1st of July 2017, Rabies control was placed under the State Disaster Management Committee. The reason is,

this enables the Government to mobilise all Government agencies, departments and all the resources to tackle the problem in accordance with World Health Organisation (WHO), World Organisation for Animal Health (OIE), Food and Agriculture Organisation (FAO) and the Global Alliance for Rabies Control (GARC) guidelines set for the elimination of dog-mediated rabies.

Tuan Speaker, soon after the gazettement of the first rabies affected areas in Serian Division, I invoked the Anti-Rabies Vaccination Order requiring all dogs in the State be vaccinated against rabies. Rabies vaccination is given to dogs to ensure that they are immune and do not come down with the disease when infected, and hence would not spread rabies. Our aim is to vaccinate at least 70% of the estimated 220,000 dogs in Sarawak, in order to provide good herd immunity and to effectively stop further spread of Rabies among the dog population thus preventing enzootic transmission to human.

The vaccination programmes have been successful in the smaller towns such as Serian. In Serian we have managed to vaccinate 88 % the dog population. In Kota Samarahan we have vaccinated 63%. In Sri Aman we have vaccinated 86.8% and in Sarikei we have vaccinated 59% and the department was able to achieve, we hope to be able to achieve more than 70%. To date, about 110,000 dogs throughout the State have been vaccinated. Actually the Veterinary Services Department has limitation due to lack of staff, but lately 28 additional staff has been recruited and will be joining the department to assist in the dog vaccination program throughout the State.

Our surveillance programme is now supported with our own rabies. Now this surveillance programme is very critical. It is done throughout the State and what it is doing is to look for various samples all over the major towns in Sarawak. And out of the outcome of our surveillance that we managed to detect positive in Kapit, in Sibu, in Miri as well as Mukah. Now we have our own surveillance program, now we have our own rabies testing facilities in the State Veterinary Diagnostic Lab. Earlier we have to send it to Ipoh. Now we don’t have to send to Ipoh, we have it in Kuching. This will enable the Veterinary Department to confirm rabies in a shorter period. Out of the total 838 samples taken in our surveillance programme, 258 dogs and 15 cats were positive for rabies.

Immune Belt

Tuan Speaker, an immune belt of 10 kilometres width from Telok Melano to Lubok

Antu as well as Ba’ Kelalan along the Sarawak Kalimantan border was immediately declared in July. In this belt, all dogs are required to be vaccinated annually in order to protect them from getting rabies from dogs across the border.

A bilateral meeting was held with our Indonesian counterpart in July 2017 to discuss measures by both Governments to curb the rabies outbreak. The meeting agreed to conduct joint vaccination within the immune belt at both sides of the border. Both sides have agreed to upgrade their control programme on rabies based on the agreed standard operating procedures.

Ban on Dog Movements

Animal movements between the Divisions are regulated by movement permits and

road blocks instituted by the Police to curtail movements by land. Similarly, checks are being carried out at the airports, at the wharfs and border entry points. At the wharf because they are the source of rabies, can be from the sea, from some other foreign fishermen. In this exercise we also are pleased to inform the Dewan that there is not much dog movement of during the checking point. However, a dog owner has been fined for trying to move his dog

from Kuching to Limbang which contravene Section 37 (2) of the Veterinary Public Health Ordinance 1999.

Tuan Speaker, a sum of RM20 million has been spent on various programmes mainly from the State coffer to control and eradicate rabies. An additional amount of RM22.8 million has been approved to continue with the rabies control programmes and activities for 2019. The State Government does not lag up in our effort to fight this menace.

And I like to thank all agencies for their support and all the Yang Berhormat, Ministry of Local Government, Department of Health, Department of Veterinary Services Sarawak, Sarawak Veterinary Association, Sarawak Society for Prevention of Cruelty to Animals (SSPCA). Save Our Space, NGOs, Community Leaders, volunteers for continuous support in combating this menace. And I am very convinced with all our concerted effort put together by everyone, no need to find fault and complain but contribute, this rabies outbreak can be controlled in Sarawak. (a) Are you saying just now that the Committee is taking effort to vaccinate 70% of the dog population. From my information, Sibu has only reached 30%. Can we have clarification on this, whether it is true and what is the challenges that you know searching this back?

(b) We have actually received information as well that this rabies outbreak

actually started in West Kalimantan actually as early as in 2014 and 2015. So, there is therefore, reasonable concern that rabies actually came from West Kalimantan. I was therefore, very surprised on the 2nd of November the Honorable Deputy Chief Minister actually came out in the newspaper and said that the Ministry is still talking on SOP with the West Kalimantan counterpart for a border control of the dog’s movement. I would have thought that the first thing that we should do because that should be one of the root cause of rabies spreading to our region here. So can we know what is the status of this discussion at the moment whether there is going to be any SOP and any control of dogs movement from West Kalimantan coming over here?

(c) Third issue, I forgotten what is the third issue I want to ask just now...(interruption)…

(a) For Sibu it is 32.9%, we are intensifying and I hope Yang Berhormat juga tolong because lately after period of time almost a year, after the occurrence of the rabies, we noticed the response to the public on our public vaccination programme seems to slow down. So, now that is why we are intensifying publicity, jadi kita mintaklah Yang Berhormat tidak kira dari mana, please mobilise your supporters so that they also can help to bring their dogs to be vaccinated and also we advise our dog owners to be a responsible dog owners’; and

(b) On the working collaboration with the Indonesian. I do not know where you

read the paper but I have mentioned in the House said just now, in July you know first human case was revealed on 1st of July. Immediately after that few things was taken by the State Government.

i. To put this rabies control in State Disaster Committee to show how

serious we are looking at this case because this cannot be done in isolated Department.

ii. We immediately formed a Committee with the Indonesian Counterpart in

July already. That purpose is to coordinate because we know that the source is from the other side. So, we coordinate with them on how to join both the Goverments, vaccination Indonesian on their part, vaccination on our part and how to stop the movement of dog from both sides. You must also appreciate the length of Malaysian Sarawak border with Indonesia. It is very challenging, so Standard Operating Procedure (SOP) is already established at that early stage.

I do not know where you get the information maybe reporting is not that right but that

SOP is already established as early as July and of course as we move along we always improved ourselves. If there is a weakness, then we look for how to stain them because the ultimate objective is to resolve the issue. Okay? because cats, alright, just listen first please, be a gentleman. Thank you. Okay, now, cats are actually being very mobile, we cannot control them. They might be demarcated we cannot control them, they climb over the fence, over the place and everywhere.

What is the program for cats apart from vaccination? Is there any other way to take control of this because if we look at the spread of the rabies, if I am not mistaken, is that in Serian there and in the middle, before you reach Sarikei, before reaching Sarikei to Sibu, I think the cases in Kapit they already started as well? So, looking at the spread it seems its quite sporaclic, so are we taking control of this? What are we doing about this? So, I would appreciate if the Honorable Deputy Chief Minister can clarify on this. Thank you. Timbalan Ketua Menteri, Menteri Pemodenan Pertanian, Tanah Adat dan Pembangunan Wilayah (YB Datuk Amar Douglas Uggah Embas): Saya pun batuk. Ok, number one, memang cat is one of the carrier and we have a few positive cases for the cat. That is why we also advise the cat owners to go for vaccination. It is very important. Now, you are going back to why all of these things are spreading? I think we have discussed just now. As I have said all those areas, Kapit, Sibu, Miri and Mukah was discovered due to our surveillance program because one of the possible source is that dogs movement from Kalimantan to Sarawak because we have a lot of foreign workers.

We also suspected there is a movement from the sea. Because some of these fishermen are bringing dogs partly for their food bersama alike, and that I think one of the case from Semenanjung the source of the rabies is from the ship from the sea. So, looking at the complexity of the problem, looking at the issue, our main focus at the moment is mass vaccination as well as doing targeted removal of the stray dogs because that they are the sources. So we hope we need cooperation from all the dog owners to bring their dogs for vaccination. I think if all of us cooperate the problem can be resolved, okey.

Rural Transformation Projects (RTP) Tuan Speaker, since the implementation of the people-centric Rural Transformation Projects (RTP) in 2015, the projects had tremendously benefited the rakyat especially in the rural areas. For this reason, I would like to thank the Honourable Members of this august House for your unwavering support and dedication to ensure the successful implementation of Rural Transformation Projects. The State Government of Sarawak is committed to improve the basic infrastructure, utilities and social amenities in the rural areas to enable the rural communities to enjoy a better quality of life. For information, a total of RM2.0 billion had been allocated for the period of 2015 to 2018 for implementation of 7,283 RTP projects in the State. As at 30th October 2018, 4,402 projects or 60.4% of the total number of projects had been completed while the remaining 2,881 projects are still at various stages of implementation. For the information of Ahli Yang Berhormat for Krian, RTP are being implemented throughout Sarawak to provide basic infrastructure and facilities especially in the rural areas to benefit all rakyat. The disbursement of RTP allocation is channelled to the relevant implementing agencies who will directly implement, supervise and monitor the project implementation. Tuan Speaker, over the years, the number of RTP is increasing and the implementation of projects is becoming more challenging. Therefore, the State Government had developed a new Standard Operating Procedures (SOP) to further strengthen the RTP management to improve the delivery system. The new SOP has come into force on the 1st of

August 2018. I am pleased to inform that with the new SOP in place, we have managed to address many shortcomings and accelerate the RTP implementation. It has certainly facilitated in the smooth implementation of RTP in the State.

On this note, I would like to urge my fellow colleagues to continue to work hand in hand with the agency to closely monitor the RTP implementation in order to ensure the projects are on track and completed on scheduled.

Unit for Other Religions (UNIFOR) Tuan Speaker, in November 2017 DUN Sitting, I have reported on the setting up of the Unit for Other Religions (UNIFOR). Tuan Speaker, a total of RM15 million was approved in 2017. For 2018, a total of RM34 million has been approved including Ahli Yang Berhormat for Opar benefiting 235 Houses of Worship. I would like to extend my utmost appreciation to the Right Honourable Datuk Patinggi Chief Minister for his kind support and assistance for these Non-Islamic religious institutions. For the information of Ahli Yang Berhormat for Telang Usan, as UNIFOR’s function expands in the future and when the need arises, the State Government will look into the idea of making UNIFOR a full-fledged Department. Nevertheless, the State Government has recently approved another 15 new Jawatan Berasaskan Caruman (JBC) posts in addition to the 17 earlier JBC posts for UNIFOR this is to strengthen the functions and the capacity of UNIFOR.

Unit Keselamatan dan Penguatkuasaan Negeri dan Pengurusan Bencana Negeri

Keselamatan Sempadan

Tuan Speaker, untuk makluman Ahli-ahli Yang Berhormat, secara keseluruhan keselamatan sempadan antarabangsa negeri Sarawak adalah dalam keadaan terkawal. Setakat ini tiada isu besar yang boleh mengganggu gugat keselamatan sempadan darat, perairan dan ruang udara negeri Sarawak. Namun begitu, usaha oleh semua agensi keselamatan dan penguatkuasa telah memastikan situasi sempadan antarabangsa negeri Sarawak kekal dalam keadaan selamat. Landskap keselamatan serantau di Asia Tenggara telah mengalami perubahan yang ketara khususnya dalam beberapa tahun kebelakangan ini. Insiden di Lahad Datu dan peristiwa-peristiwa seumpamanya memerlukan tindakan kawalan sempadan Negeri Sarawak dipertingkatkan dari semasa ke semasa. Sukacita dilaporkan Angkatan Tentera Malaysia (ATM) telah mewujudkan satu briged sempadan yang akan beroperasi sepenuhnya di Sarawak dalam jangka masa dua tahun lagi. Dengan pembangunan infrastruktur fizikal yang akan memudahkan lagi pergerakan aktiviti rentas sempadan, landskap keselamatan negeri akan berubah dari semasa ke semasa.

Keselamatan dan Ketenteraman Awam

Keselamatan dan Ketenteraman Awam, setakat bulan Oktober 2018 ketenteraman awam Negeri Sarawak dalam keadaan tenang dan terkawal. Tiada sebarang aktiviti yang boleh mengancam ketenteraman awam telah dikenal pasti dalam tempoh ini. Sehubungan itu, kadar jenayah di Negeri Sarawak bagi tempoh Januari sehingga Oktober 2018 telah menurun sebanyak 9.89% atau persamaan sebanyak 524 kes jika dibandingkan dengan tempoh yang sama pada tahun 2017. Namun demikian, Polis Diraja Malaysia (PDRM) akan

terus berusaha dan komited dalam membanteras jenayah demi menjamin kesejahteraan dan keselamatan rakyat.

Peranan Unit Keselamatan dan Penguatkuasaan Negeri (UKPN)

Peranan Unit Keselamatan dan Penguatkuasaan Negeri (UKPN), Jabatan Ketua Menteri, Kerajaan adalah komited dalam memelihara sumber semula jadi yang terdapat di negeri Sarawak. Justeru, penstrukturan semula Unit Keselamatan dan Penguatkuasaan Negeri, Jabatan Ketua Menteri telah dilaksanakan dan pembangunan kapasiti telah dipertingkatkan bagi membantu agensi penguatkuasaan negeri dalam menguatkuasakan ordinan dan undang-undang dengan lebih berkesan.

Sebagai contoh, pengambilan dan latihan kakitangan baharu yang terdiri daripada Pegawai Keselamatan Gred KP41, Penolong Pegawai Keselamatan Gred KP29, dan Pembantu Keselamatan Gred KP19 telah selesai dengan jayanya. Mereka telah mendapat latihan dalam aspek penyiasatan dan ikhtiar hidup daripada Maktab PDRM Kuala Lumpur dan Pusat Latihan Polis (PULAPOL) Sarawak. Oleh itu, Kerajaan Negeri merakamkan setinggi-tinggi penghargaan kepada PDRM atas kerjasama yang diberikan. Dalam pada itu, bagi membolehkan UKPN berfungsi dengan lancar dan berkesan, Unit ini akan diturunkan dengan kuasa perundangan. Penurunan kuasa di bawah Ordinan Hutan, 2015 telah selesai digazetkan. Dan kini, Pejabat Peguam Besar Negeri Sarawak sedang dalam usaha untuk menurunkan kuasa daripada Ordinan Taman Negara dan Rizab Semulajadi 1998 dan Kanun Tanah kepada pegawai-pegawai UKPN. Diharap dengan adanya punca kuasa yang diberikan kepada pegawai-pegawai UKPN, usaha penguatkuasaan Kerajaan Negeri dalam memelihara sumber semula jadi dapat ditingkatkan.

Pengurusan Bencana Negeri

Tuan Speaker, musim Monsun Timur Laut yang telah bermula pada 27 Oktober sehingga Mac 2019 dijangka akan mengakibatkan beberapa siri hujan monsun yang menyeluruh. Semasa Monsun Timur Laut ini, banjir di kawasan berkedudukan rendah boleh berlaku, dan akan menjadi lebih buruk sekiranya hujan lebat berlaku serentak dengan kejadian air pasang tinggi. Tahap kesiapsiagaan perlu dipandang serius oleh semua pihak termasuk agensi yang menggunakan dan menggerakkan aset seperti Polis DiRaja Malaysia, Angkatan Pertahanan Awam, Jabatan Bomba dan Penyelamat, Angkatan Tentera Malaysia, RELA dan Agensi Penguatkuasaan Maritim Malaysia.

Pengendalian aset logistik semasa bencana amat kritikal yang mana ia memerlukan penyelarasan yang cekap agar semua asset dapat dimanfaatkan semaksimum yang mungkin. Bagi persediaan menghadapi musim tengkujuh kali ini, Kerajaan Persekutuan dan Kerajaan Negeri melalui Peruntukan Kumpulan Wang Amanah Bantuan Bencana Negara (KWABBN) telah disalurkan kepada Jawatankuasa Pengurusan Bencana Negeri (JPBN) dan Bahagian (JPBB) berjumlah RM400,000. Inisiatif ini merupakan tindakan proaktif Agensi Pengurusan Bencana Negara dengan menyalurkan peruntukan secara terus kepada JPBN. Kebiasaanya, JPBN yang memohon untuk mendapatkan peruntukan KWABBN. Peruntukan ini adalah bagi membantu pihak negeri bagi menampung kos pembiayaan operasi semasa musim tengkujuh seperti pembelian item pakai habis, barangan keperluan sangat segera di pusat pemindahan serta makanan petugas di Pusat Kawalan Tempat Kejadian (PKTK) dan Pusat Kawalan Operasi Bencana (PKOB)

Jawatankuasa Pengurusan Bencana Negeri (JPBN) Sarawak telah bersedia bagi menghadapi musim Monsun Timur Laut dengan kekuatan pegawai dan kakitangan, kemudahan logistik dan pusat pemindahan seperti berikut:

(a) Seramai 15,152 orang pegawai dan anggota daripada agensi penguatkuasa dan keselamatan bersedia untuk berkhidmat pada masa yang diperlukan;

(b) Sebanyak lima buah helikopter, lima buah drone, 172 buah lori, 549 buah kenderaan

pacuan empat roda, 283 buah bot, dan 109 buah ambulan bersedia untuk digunakan semasa musim banjir pada kali ini; dan

(c) Sebanyak 610 pusat pemindahan yang boleh memuatkan 203,960 orang bersedia

untuk dibuka di seluruh Negeri Sarawak.

Jabatan Kebajikan Masyarakat (JKMNS) juga telah menyediakan 16 buah pangkalan hadapan di Bahagian Kuching, Kapit, Bintulu dan Miri. Bagi Stor dan Depot pula, terdapat tiga kawasan yang disediakan iaitu di Ibu Pejabat JKM di Kuching, Samarahan dan Miri.

Sehubungan dengan itu, semua pejabat Residen telah bersiap siaga dan Bilik Gerakan Banjir di semua bahagian akan diaktifkan pada bila-bila masa sahaja apabila diperlukan.

Selain daripada itu, untuk memastikan pengurusan bencana banjir kali ini lebih teratur dan berkesan, Unit Keselamatan dan Penguatkuasaan Negeri, Jabatan Ketua Menteri telah menganjurkan kursus penggunaan sistem pengurusan bencana negeri yang telah diadakan pada 5 Oktober 2018 di Pusat Latihan SAINS Samarahan. Kursus ini telah dihadiri oleh wakil kesemua daerah. Semua Pegawai Daerah sebagai Pengerusi Pengurusan Bencana Daerah adalah dikehendaki memasukkan data-data bencana ke dalam sistem supaya maklumat banjir secara real-time dapat diperolehi pada bila-bila masa dan bantuan yang segera dapat disampaikan kepada mangsa-mangsa dengan lebih efektif.

Bilik Gerakan Pengurusan Bencana Negeri dan Bilik Gerakan Pengurusan Bencana Daerah sedang dipasang kemudahan video conferencing untuk meningkatkan keupayaan pengurusan bencana. Sistem ini dijangka beroperasi sebelum hujung tahun ini.

Ketua Masyarakat dan Ketua Kaum (KMKK)

Appointment of Ketua Masyarakat

Tuan Speaker, on the Appointment of Ketua Masyarakat. For the information of Ahli Yang Berhormat for Ba’Kelalan and Krian, we take note on your suggestion. However, at this moment, it is not the standard practice by the Sarawak Government as a system of “bermuafakat” or cohesion amongst the community is the best system to maintain harmony in our multiracial society. Therefore, Ketua Masyarakat is appointed through the KMKK Divisional Selection Committee chaired by the respective Resident of the division.

Circular Prohibiting Communities Leaders from Attending PH Functions

For the information of Ahli Yang Berhormat for Pending and Krian, community leaders can attend any program or function as long as it is official functions in the State.

dilaksanakan setelah calon yang sesuai dikenal pasti untuk dilantik dan salah satunya adalah lulus tapisan keselamatan.

Kelewatan pelantikan ketua-ketua masyarakat berlaku kerana ianya melibatkan proses tapisan yang sangat teliti oleh pihak berwajib dan ini sudah semestinya mengambil masa. Walau bagaimanapun, pihak Kerajaan Negeri bersama dengan pihak Polis DiRaja Malaysia akan mengambil langkah sewajarnya untuk mempercepatkan proses ini.

Untuk makluman Ahli Yang Berhormat, bagi mempastikan penggantian atau penyambungan khidmat mereka boleh berlaku secara tepat masa Kerajaan Negeri telah menetapkan keputusan bahawa perlanjutan atau penamatan perkhidmatan Ketua Masyarakat diproses enam bulan sebelum tarikh tempoh perkhidmatan mereka tamat.

Penambahan Jawatan Ketua Masyarakat Dan Ketua Kaum

Untuk makluman Ahli Yang Berhormat bagi Saribas, Kerajaan Sarawak akan mempertimbangkan permohonan penambahan jawatan Ketua Masyarakat dan Ketua Kaum berdasarkan keperluan semasa melalui justifikasi lengkap daripada pihak Pejabat Residen dan Daerah.

Conclusion

Tuan Speaker, in conclusion, it’s been 55 years since the formation of Malaysia with Sarawak, Sabah and Malaya as equal partners in the Federation. That was the formula then, and so should it remains to this day. While the three partners have moved and developed as a nation, there have been subtle and not-so-subtle changes in that relationship. Some of our State rights under the original MA63 have been eroded. Despite the huge contribution to the national coffers from our oil and gas resources over many decades, we have been unable to secure sufficient funding for the development of our physical and socio-cultural infrastructure, which still lags far behind of our compatriots in West Malaysia, which in West Malaysian are able to enjoy.

Our inability to obtain sufficient funds from Kuala Lumpur to allow us to catch up with

West Malaysia is not due to lack of effort by the State Government. The country operates under a Federal System of Government which, until this year, was under Barisan National control. Even with strong representation in Parliament, the Sarawak BN could not always get what we asked for or what we deserve, for parliamentary democracy is always about majority decisions, and the majority decision representation is from West Malaysia.

With the recent change in the Federal Government, Sarawak is now entering

uncharted waters. Sarawak has never been in a position where it is not part of the ruling Federal Government, so now we are friendly to the Federal Government. The change in name notwithstanding, the present State Coalition Government under Gabungan Parti Sarawak (GPS) is still fully in control with its more than two-thirds majority in this august House. Lest there are still those who are unsure, in Sarawak the GPS is the Government and Pakatan Harapan (PH) is the opposition.

After 55 years of being behind West Malaysia in terms of development, Sarawak

needs to take full control over its destiny. We have our own aspirations, hopes and dreams of a better future for ourselves, children, grand-children and many generations to come. We must move and develop at a pace that we Sarawakians decide. We must have the freedom to chart our future direction in accordance with our own aspirations and within the spirit and intent of the original MA63. There is so much at stake for us, whether we are talking about control over natural resources, immigration, land matters, our tradition, our culture and our unity. Those are unique to Sarawak and only Sarawakians are in a position to fully

comprehend the complexities, sensitivities and social economic currents within Sarawak society. We should never be put in a situation where important decisions affecting our future are placed in the hands of those who barely know Sarawak and its people, or those who may have their own separate agenda.

Therefore, Sarawak must not be ruled by a party who take instruction from Kuala

Lumpur. Sarawak must be governed by the best and the most experienced Sarawak born, Sarawak party born of Sarawak.

I therefore call upon all Sarawakians to rise and stand solidly behind GPS under the

leadership of YAB Datuk Patinggi Ketua Menteri in order to safeguard our autonomy and other rights under the MA63 agreement. The defence of Sarawak rights as contained in that agreement is our priority and it shall henceforth be our policy to put Sarawak first.

Tuan Speaker, I also must express my gratitude and thanks to Tuan Speaker for your

patience, for your tactfulness, for your firmness when some of us were recalcitrant handling the proceedings of this sitting to ensure that there was proper decorum and dignity in this august House.

I wish to extend my appreciation also to Honourable Members and State Secretary,

Officers from the various State and Federal Ministries and Agencies for their commitment and dedication in providing the necessary input and support for the smooth proceedings of this august House. I take this opportunity too, to thank the media for their professional coverage of the current sitting.

I wish also to extend my greeting to my Muslim friends who will be celebrating

PENERANGAN DARIPADA MENTERI Tuan Speaker: We call, before I call the Honourable Member Minister to address, let me say this. Ahli-ahli Yang Berhormat, in view of what is currently posted on the online portal that is Facebook yesterday and today by the Honourable Member for Pending pertaining to the Chair’s annual emoluments that was officially published in the Estimates Book which are read together with the Command Papers. This has created an invited negative responds from the public. Such posting has caused a grieve injustice to the Chair and has ridicule the Institution of the Speaker and brought the Chair and the Dewan into odium contempt and disrespute. The Chair would like the misinterpretation and uncall for perception of the public to be corrected once and for all. Hence the Chair is of the view that there is a necessity and obligation for the administration to clear the air regarding this matter. Hence the Minister for Finance II is hereby invited to move a Motion in order to clarify and give all details on the issue. I shall now invite the Deputy Speaker to take over my seat. Timbalan Speaker: Ahli-ahli Yang Berhormat, I would now invite the Minister for International Trade and E-Commerce and Second Minister of Finance, YB Dato Sri Wong Soon Koh to table the Motion. Menteri Perdagangan Antarabangsa dan E-Dagang dan Kewangan Kedua (YB Dato Sri Wong Soon Koh): Tuan Speaker, I think this Motion will be of no surprise to Ahli Yang Berhormat for Pending because last night, she again post in her facebook, I quote,

“I’m afraid of Mr. Speaker. There will be a Motion to deal with me in the morning. What do we do okay? Wo hai pa xian sheng. Wo hui zai zao shang you dong yi yu wo dada jiao dao. Wo men zuo shen me hao ma?

Tuan Speaker, I hereby submit my Notice of Motion pursuing to Standing Order 23 (2)(p) read together with Section 24 (2)(n)(iii) of the Dewan Undangan Negeri (Privileges and Powers) Ordinance, 2007 [Cap.65] as follows: WHEREAS on the 13th November 2018 the Honourable Member for Pending had uploaded and posted a few selected details of the State Estimates Expenditure 2019 for Dewan Undangan Negeri Sarawak in her personal Facebook account. AND WHEREAS the above posting under the subject matter entitled Charge, Expenditure T.02 Sarawak Dewan Undangan Negeri Speaker’s emoluments for 2019 is RM5,947,000.00 million accompanied by widely use emoticon in social media to express shock. AND WHEREAS the postings consisted only selected portions of the above State Estimated Expenditure 2019 whilst leaving out the other relevant explanatory information of the Estimates. AND WHEREAS this has resulted in the public being seriously misled into thinking that the amount RM5,947,000.00 million represents salary solely the personal annual emolument of Yang Berhormat Datuk Amar Speaker of the Dewan Undangan Negeri, thereby causing public outrage and ridicule towards the Speaker and the institution of this august House. AND WHEREAS the publications constitute a wilful misrepresentation or is otherwise not made or published in good faith, amounting to an offence under Section 24 (2)(n)(iii) of the Dewan Undangan Negeri (Privileges and Powers) Ordinance, 2007 [Cap.65].

THEREFORE IT IS HEREBY MOVED THAT THIS HOUSE RESOLVES THAT the Honourable Member for Pending be punished for contempt of Dewan under Section 24 (1) of the Dewan Undangan Negeri (Privileges and Powers) Ordinance 2007 [Cap.65]. Timbalan Speaker: Any the Honourable Member to second the Motion? Menteri di Jabatan Ketua Menteri (Integriti dan Ombudsman) (YB Datuk Haji Talip bin Zulpilip): I second Tuan Speaker. Menteri Perdagangan Antarabangsa dan E-Dagang dan Kewangan Kedua (YB Dato Sri Wong Soon Koh): Tuan Speaker, the Ahli Yang Berhormat for Pending posted in her Facebook yesterday and today. I quote, “Charge expenditure under T.02 Sarawak Dewan Undangan Negeri Speaker and emolument for 2019 is RM5,947,000.” Again, another statement posted, it is stated clearly in the Sarawak Budget 2019 and also in a Chinese version saying the same thing that the emoluments of the Speaker is RM5,947,000. Tuan Speaker, the statement posted in the Facebook are factually incorrect. It appears that Ahli Yang Berhormat must have deliberately or intentionally posted such statements to disparage or to discredit others. And in this case, the Speaker of the Dewan Undangan Negeri or Ahli Yang Berhormat for Pending make those statements without doing her homework and without trying to understand the underline accounting principles. In other words, Tuan Speaker, Ahli Yang Berhormat for Pending perhaps is ignorant of the financial procedure and accounting principles. All this is a deliberate attempt to tarnish the image of the Speaker’s office or Speaker’s himself to promote a political agenda. Tuan Speaker, Ahli Yang Berhormat should have check the facts, should have tried to understand the budget professionally before she makes those wild and make believe story of Speaker’s salary amounting to RM5,947,000. The information as content in Command Paper tenth of 2018 page seven is follows, “Had T.02 Speaker of the Dewan Undangan Negeri 2018 (RM5,947,000), 2019 (RM5,947,000) and there is no nett increase.” Tuan Speaker, this is provided in accordance with Members of the Administration, Members of Dewan Undangan Negeri Remuneration, Pension and Gratuity Ordinance 2013. And the Speaker’s, Deputy Speakers and Members of Dewan Undangan Negeri Allowances and Benefits Order 2013. Tuan Speaker, T.02 is a charge expenditure placed under Speaker Dewan Undangan Negeri which is only a title of the vote had the sum of RM5.947 million which is budgeted under T.02 is the payment is for the payment of salaries and allowances of the following:

i. Speaker – Salaries and allowances;

ii. Deputy Speaker – Salaries and allowances;

iii. Meeting allowances for attending Dewan Undangan Negeri Meeting; and

iv. Members of Dewan Undangan Negeri’s fixed allowances.

That is for Dewan Undangan Members including Members of the Opposition, and these allowances are constituency allowances, telephone allowances and housing allowances. Ahli Yang Berhormat for Pending, as you may notice in your monthly payslip, there are allowances namely constituency allowances, telephone allowances and housing allowances totaling RM5,000 pay into your account or gone into your pocket is in fact coming from the expenditure code of T.02.

Ahli Yang Berhormat for Pending ought to have done her homework before hastily rushing to post such a misleading statement in her Facebook account. I know Tuan Speaker, Ahli Yang Berhormat for Pending is good or is form of criticizing the State Government. Yes, one can criticize, but you must do so with correct knowledge and with a sense of discipline and responsibility. We must know that the rights and privileges accorded with Ahli Yang Berhormat must be accompanied with responsibility and duty.

Ahli Yang Berhormat for Pending knows that the Speaker’s salary cannot be as much as RM5.947 million. As a responsible Wakil Rakyat, if one has any doubt, one should have checked with Speaker’s office, or even my office or simply call me out to double check before making such damaging misrepresentation in the public domain as you know which immediately went viral and which would definitely tarnish the image of the Speaker and which make erode public confidence in Speaker’s office in particular, and in State Government in general.

I can only conclude that Ahli Yang Berhormat for Pending posted the statement in her facebook with some ill intention. I am sure Ahli Yang Berhormat knows exactly what offence she has committed and the punishment or penalty for such an offence.

And so, Tuan Speaker, for her well-orchestrated behaviour, I can only draw the following conclusion:

i. See what you can do to me; and

ii. Refer me to the Committee of Privilege so that she may become the heroine or the martyr.

So Ahli Yang Berhormat is bent on scoring political points by purposely challenging

the Government to reprimand her for making such statement. It seems to me that Ahli Yang Berhormat for Pending deliberately wanted to set the

trap for action to be taken against her which may result in poor public opinion of the State Government, being the oppressors.

Tuan Speaker, there are rules and regulations all of us as Ahli-ahli Yang Berhormat,

must obey. I believe the people of Pending have elected Ahli Yang Berhormat for Pending to play proper game, following proper rules. A good player would not purposely or deliberately flout the rules to invite red cards. The highly skilful and orchestrated behaviour, in fact put us in a very awkward and difficult position, particularly put me. I look away, she would win.

Tuan Speaker, in the past few years, I did my part and I played a dutiful role to

discipline some of the Opposition Members. In the process, I was branded a “Motion King” or an oppressor, and was called many names including a stooge to the Government, a traitor to the voters who wanted their voices to be heard. Tuan Speaker, I am not and would not be rattled by such names calling.

And so in view of the seriousness and the gravity of the offence, I would like to move

this Motion that the Member for Pending be punished for contempt of the Dewan under Section 24(1) of the Dewan Undangan Negeri Privileges, Powers (Ordinance) 2007 Chapter 65. Thank you. YB Puan Violet Yong Wui Wui: Thank you, Tuan Speaker. Tuan Speaker, I would like to make clear to this Dewan that there is no malice to disrepute the Dewan or even the Speaker, first. Secondly, given that we have the chance of giving a clarification to this issue on the emoluments of the Speaker of Dewan Undangan Negeri Sarawak and I have listened quite attentively to the Honourable Minister’s reply given that, just now Datuk Amar Speaker has said he will provide details to the emolument of this RM5.947 million. But disappointedly, apart from stating out the telephone, allowances of our ADUN members and the constituency allowances, and the petrol allowances, there is no detailed particulars of the Speaker’s allowances, the Deputy Speakers allowances and other allowances which constitutes to this amount of RM5.947 million.

Okay. Actually this issue is brought up to this Dewan is actually bringing good to everyone here. Why I say so, especially the Speaker, because if you look, if I may refer everyone, I believe all of you here, not everyone reads the Budget. So if I refer you to Command Paper No. 9 of 2018, page 18, the sub-head says - Yang Dipertua Dewan Undangan Negeri that is under the extract of the estimated expenditure for the year 2019. It says Speaker of Dewan Undangan Negeri’s emolument RM5.947 million. Okay, that is stated clearly. So, by reading this statement, this heading, I think I am reproducing verbatim in my facebook, which is also a personal facebook, not an open account, not a fan account but I am glad that everyone is so interested in my facebook. No, see here, the thing is, the thing is that the issue is brought up here and if you refer to page 26, you have to listen to my explanation because if I don’t explain, you also don’t understand and you will be making the same mistake. Listen, listen. Timbalan Speaker: Ahli-ahli Yang Berhormat, order please. YB Puan Violet Yong Wui Wui: If you look for page 26, gaji and upahan salary RM612,000. That one for sure we know is the Speaker’s salary and Deputy Speaker’s salary. Speaker’s salary is RM30,000 per month. Deputy Speaker’s salary is RM21,000 per month. So, two Speakers we have RM51,000 per month. You time it by 12, you get this amount of RM612,000. That is correct. In my facebook I don’t say DUN Speaker salary RM5.947 million. I say emolument. That is produced verbatim. You know what is verbatim? Means word by word. I reproduced what is stated in the Command Paper. So I am not trying to disrepute or putting any disrespect against the Speaker or anything else. So, so and, and, you listen, and you go to page 27… (Interruption…) Come on la, you have to learn also. Timbalan Speaker: Ahli-ahli Yang Berhormat... (Interruption…) YB Puan Violet Yong Wui Wui: Everybody is learning...you see... (Interruption…) Timbalan Speaker: Ahli-ahli Yang Berhormat... (Interruption…) YB Puan Violet Yong Wui Wui: Page 27, if you look at activity 01, it says benefit and privileges. It’s so vague ok, it’s so vague. If you look for other sub-head, if you go to other head which I think the State Financial Secretary have done a better job in that sub-head, if you go to page 35. Okay. It says activity 01. That is under Ahli-ahli Pentadbiran dan Ahli-ahli Dewan Undangan Negeri, Pencen, Ganjaran dan Faedah Kemalangan. That one they did quite a detailed explanation. They say payment of pension and gratuity to ex-DUN member, ex-Speaker and ex-member of administration. This is good. We know that these are payments to them. So, for this particular Kepala T02, may I suggest that in the future, instead of putting benefits and privileges so vague, you put it in detail. Like what, all the sub head like what the Minister have said, telephone allowances bla bla bla whatsoever. At least we all know but from here actually not that I got misled, if there is any issue of misleading, it has to come from the Minister who tabled the Budget. Because it is the Budget that has

been misled. If you claim that I misled, I didn’t. I am just following, I am just reposting. So that is why the Speaker, Datuk Amar and Deputy Speaker should thank me for bringing this issue. At least they can improve on the head, so that there is no so-called misleading because if you have read the Command Paper as itself if I believed all your Ministers there, you will agree with me, why put Speaker? You can say Speaker’s office, Dewan Undangan Negeri Sarawak. Then everybody will know that it’s for everyone. So... (Interruption…) Timbalan Speaker: Let Ahli Yang Berhormat for Pending explain herself. YB Puan Violet Yong Wui Wui: So that is why I say, there is no intention to bring any disrepute to this House. Don’t throw words because actually I am quite disappointed that the Minister, being the “Motion King”, has put words, keeping like, making unsubstantiated allegation against me. I don’t make any statement in facebook. That is not a statement, that is only copying your head, copy the head of the Command Paper of the Budget. Timbalan Speaker: Member for Pending, Member for Pending… (Interruption…) YB Puan Violet Yong Wui Wui: So I hope that all of you here don’t shiao de da zhuo that means making mountain out of molehill. Don’t do that. We are here to seek clarification. My role and the Opposition is for check and balance. So everyone here, we try to improve our budget’s detail so that there is no misinformation. Afterward the public will not get misinformed by reading the budget. Other sub-heads are okay, I am okay on the other sub-heads because they say department or the officers that is good. But why here you put Speaker. Maybe you just add in word Speaker’s office, then that will clear the air for everybody. Yes, yes. Timbalan Speaker: Just a minute. Before Member for Muara Tuang speaks, I think the issue is that you seem to know the detailed information following that sub-head. You read it out today. Why was that not disclosed in the posting in the facebook? Because you are aware of it. YB Puan Violet Yong Wui Wui: No, Tuan Speaker. You see, you didn’t listen carefully to my explanation. I was saying that the description is not clear because by reading out of it, can you, do you know, now I test you, Tuan Speaker, Okay, if you refer to page 26, there is fixed allowances of RM5.037 million, can you tell me what’s inside there? You also don’t know, you also don’t know what constitute that RM5.037 million. Tuan Speaker: Detailed information is in the same document. YB Puan Violet Yong Wui Wui: No, nothing. Second, as to the management of the comments, it has to come from the authority because nothing, no information was given in the budget. So by having all of it today, if the Minister can provide a detail number explanation because your answer didn’t even, so bad, very bad. Speaker of Dewan Undangan Negeri; Gaji dan Upah RM612,000. There is one item 11,000, follow by item 12000 Fixed Allowances. The Fixed Allowances did not refer to Fixed Allowances of Members of the House. It’s just merely stating their Fixed Allowances RM4.8 million for 2018, RM5.035 million for 2019. Tuan Speaker, are you looking at that? Okay, Tuan Speaker and item 15000 Faedah-faedah Kewangan Yang Lain. For 2019, is RM300,000. All these three items 11000, 12000, 15000 is under the heading of The Speaker of Dewan Undangan Negeri. There is no reference or separate reference to say that the Elaun Tetap or Fixed Allowance is payable to other Members of this House. So if you can argue that reading at this document the gaji, the salaries refers to the salaries of the Speaker then, likewise the interpretation of the subsequent fixed allowances would also be referring to the Speaker. Fixed Allowances of the Speaker. RM5.035 million and other financial benefit RM300,000 is also referring to the Speaker. Just now what the Honourable Minister was saying, it does not appear in the document. If you read at this document itself, Tuan Speaker, you are a lawyer, I am a lawyer. We read documents, all right can you read, can you read something that is not written in the document? Into the document? Cannot. And you look at the Kenyataan that at the end, the last column, Members of Administration and Members of Dewan Undangan Negeri (Remuneration, Pension and Gratuity) Ordinance 2013. There is merely referring to the Ordinance. The ordinance under which the Speaker has his remuneration, has his salary, has his fixed allowances, has his other benefits. So if you look at this explanation, the detail, the so-called detail contains in your own budget. All these items can be read to be referring to the salary, fixed allowances and other financial benefit of the Speaker himself and there is another item whereby the Speaker’s office. Timbalan Speaker: Okay. YB Encik Chong Chieng Jen: Speaker’s office also, B.12. That refers to the office, Tuan Speaker. This refers to Speaker himself. So, Tuan Speaker, if Honorable Member for Pending is today accused or complained of bringing this House or bringing this chair to disrepute, then the blame is on the Minister for preparing such an unclear budget document and he likewise, he should be reprimanded for making for preparing such an unclear budget. Timbalan Speaker: Okay. Honorable Member for Kota Sentosa. YB Encik Chong Chieng Jen: So, Tuan Speaker, all right, I feel that I am of the view that this Motion is totally unnecessary and this Motion arises because of the poor drafting of the Treasury Department about this budget document. And also Tuan Speaker, what I would like to emphasis here, the Honourable Minister in his speech...(Interruption)... Timbalan Speaker: Okay, you make your point already ya. Now he is saying if he recalls correctly, he may not be, that the rise of the collection, he is not making allegation, okay? No, okay. Menteri Perdagangan Antarabangsa dan E-Dagang dan Kewangan Kedua (YB Dato Sri Wong Soon Koh): No, I can’t. Timbalan Speaker: Okay, Minister, proceed. Menteri Perdagangan Antarabangsa dan E-Dagang dan Kewangan Kedua (YB Dato Sri Wong Soon Koh): Tuan Speaker, not knowing that under Chief Minister’s Office there are Deputy Chief Minister, there are Minister’s in Chief Minister’s Office and there are Political Secretaries, there are hundreds of staff under that. It all comes under that vote head the Chief Minister’s. And this is a same mistake made by Ahli Yang Berhormat for Pending. Yes, you say you would like clarification. You should have short clarification before you went to your Facebook. You know how much damage has been done by posting that sort of statement on your Facebook. It went viral. Thousands of peoples have been misled. As I said... (Interruption)… Timbalan Speaker: The Honourable Member for Kota Sentosa... (Interruption)… Menteri Perdagangan Antarabangsa dan E-Dagang & Kewangan Kedua (YB Dato Sri Wong Soon Koh): Don’t read that at face value. I know you are lawyers. You can argue that but if you know the accounting principles this is the way and in fact I think the Government in Penang and Selangor are doing the same thing, you can check and so do not mislead the publics if you want clarification you could have asked. I can explain to you. Speaker, Deputy Speaker, salaries how much, fixed entertainment how much, fixed housing allowance how much, other financial benefits how much and other entitlements how much. Subtotal RM1.512 million then the fixed allowances, constituency allowances how much, telephone allowances how much, housing allowances how much then the attendance allowance how much then totalling RM5.947 million. I could spell it out but, and you ought to seek clarification.

I’m sure Ahli Yang Berhormat for Pending know the offence she has committed but she would like to do so hoping to score some political mileage, hoping to discredit Speaker’s Office and hoping to disparage Speaker. That is your intention, you did so with ill intention, I know that.

So Tuan Speaker, all I would like to say is this, that in the view of gravity of the offence, in view of the seriousness of the offence in fact she even does not want to admit when I pointed out in my explanatory statement she ought to have regretted for what she had done but she does not to do so. I was expecting that she would agree to delete from her facebook, will agree to apologise to this Dewan but she did not do so. And so Tuan Speaker, in view of the gravity of this offence and the damage she has done to the Speaker’s Office, I think this motion was stand. Thank you.

I’m sure if the salary of the Speaker is so high than I’m sure Ahli Yang Berhormat must know that such huge salary would have been dictated by the Secretary General and Malaysia and by PAC. And so ...(Interruption)… Timbalan Speaker: Pending, you have been given an opportunity to say something in mitigation. The offer Ahli Yang Berhormat for Pending, the Minister has said that if you agreed to delete the posting in the Facebook and make an apology there may be reduction in the fine from the maximum of RM2,000.00, okay. Sarawak Rights and Strategic Interests

Tuan Speaker, I am speaking to all the Honourable Members of this august House with great pride in my heart, because the time is now, for us, as Anak Sarawak, to come out front and defend our inalienable rights in determining the fate of our beloved homeland Sarawak. We must fight hard, with great courage and wisdom.

We have now come to know that we have enemies from among our so-called “friends” out there who have been quietly undermining our resources right under our noses and belittling us by saying that we do not know how to govern ourselves. To these so-called “friends”, I would like to assure them that we Sarawakians are capable of governing ourselves and we shall be happy if there will be no unnecessary obstacles to our efforts in asserting our rights to autonomy and self-government…(applause)…

Asserting Sarawak’s Autonomy

Tuan Speaker, the Proclamation of Independence for Sarawak, read by the first Chief Minister, Tan Sri Datuk Amar Stephen Kalong Ningkan on Malaysia Day, the 16thSeptember, 1963, contained the following words:

“WHEREAS one of the nine Cardinal Principles of the Rule of the English

Rajahs was that the goal of self-government shall always be kept in mind and that the people of Sarawak shall be entrusted in due course with the Governance of themselves: AND WHEREAS this principle accords with the policy which Her Majesty’s Government of the United Kingdom and Northern Ireland have always pursued in the Governance of those territories of the Commonwealth for those affairs Her Majesty’s Government have been responsible: AND WHEREAS in pursuance of this principle Her Majesty’s Government by an agreement entered into on the 9th day of July, 1963, with the Government of the Federation of Malaya, the Government of the State of Singapore and the Governments of the Colonies of Sarawak and North Borneo it was agreed that the State of Singapore and the Colonies of Sarawak and North Borneo shall be federated with the Federation of Malaya, and that the said Federation shall be known as Malaysia.

THEREFORE, it is a historical fact that both the Rajahs and the British Government agreed Sarawak was to be granted independence in fulfilment of one of cardinal principles laid down during the reign of the Rajahs that the people of Sarawak shall be entrusted with the Governance of themselves.” In pursuance of this cardinal principle, the British Government granted Sarawak self-

government on 22 July, 1963 when Sarawak had its own Chief Minister and a Cabinet system of Government like any other sovereign country having a democratic form of Government.

Sarawak was, therefore, already a self-governing country before Malaysia Day on

16th September 1963. This important fact distinguished Sarawak from the other States of the Federation of Malaya. The Malaysia Agreement, which the representatives of Sarawak signed on 9th July 1963, reinforced this principle by according Sarawak and Sabah greater legislative and financial autonomy and more sources of revenues, greater control of her natural resources, including those found in the continental shelf, than the other Malayan States, through the following measures:

(a) As a condition precedent for the coming into force of provisions of MA 63, the Malayan Parliament is to pass a law to amend the Immigration Ordinance 1959 to incorporate the rights of Sarawak and Sabah to have absolute control and authority over the entry into, and residence of persons not of Sarawak origin, in our State, and this right was also to be embedded in the Federal Constitution and cannot be taken away without the concurrence of the State Authority;

(b) The enactment of the Malaysia Act 1963 by the Malayan Parliament to:

i. amend Article 1 of the Malaya Constitution whereby the new Federation

of Malaysia shall comprise the States of Malaya, the Borneo States of Sabah and Sarawak and Singapore;

ii. provide for special constitutional safeguards of the special interests

rights and position of the States of Sabah and Sarawak;

iii. providing for greater legislative authorities for Sabah and Sarawak in List IIA (State List) and List IIIA (Concurrent List) in the Ninth Schedule of the Constitution of Malaysia;

iv. assigning additional sources of revenues to Sabah and Sarawak and

special grants in the Tenth Schedule with additional borrowing and taxing powers such as the imposition of State Sales Tax.

(c) The implementation of the recommendations for safeguarding the special

interests and position of Sarawak and Sabah contained in the Inter-Governmental Committee Report, 1962 which have not been incorporated into the Federal Constitution by way of executive, legislative actions to be undertaken by the Governments of the Federation of Malaya, Sabah and Sarawak.

Tuan Speaker, in September this year, the Federal Government formed a Special

Steering Committee chaired by the Prime Minister to review the implementation of MA63. I and members of this August House have expressed strong reservations on the composition of the Steering Committee. The membership of the Steering Committee ought to reflect or be similar to the composition of the Inter-Governmental Committee (IGC) whose recommendations formed the basis of the MA63. I trust the Federal Government would heed our strong reservations to the composition of the Steering Committee. It should be reconstituted as an Inter-Governmental Committee comprising of representatives of the Governments of the Federation and of Sabah and Sarawak. Indeed, it was such an Inter-Governmental Committee that made the recommendations to provide for constitutional safeguards for the special interests and status for Sarawak and Sabah, and these recommendations underpinned the terms and spirit of the Malaysia Agreement to give birth to our nation called Malaysia.

Tuan Speaker, 55 years after the formation of Malaysia, a review of the

implementation of MA63 is timely. Over the last five and half decades, socio-economic conditions have changed, the aspirations and expectations of the people of the State the development and progress of the State have risen – they want better Government delivery systems and services, better infrastructures, education and health services, more employment and business opportunities and a better future for coming generations of Sarawakians. Hence, the State Government agree that the implementation of MA63 should be reviewed by a Committee akin to the Inter-Governmental Committee and I am pleased that this august House has on 6th November passed a Motion which supports the State

Government stand on this important issue. To that I would like to say thank you to all Members of this House… (applause)…

Tuan Speaker, whilst supporting the review of MA63, the State Government will

ensure that those special rights for Sarawak entrenched in the Federal Constitution in accordance with the MA 63, must not be affected in any way. These include: -

(a) our immigration autonomy;

(b) our rights to taxation powers like the imposition of State Sales Tax, port dues

for State ports, royalty for minerals and timber etc;

(c) our rights to our natural resources including land; (d) the protection of our State’s boundaries which extend to the Continental Shelf

of Sarawak; and (e) our right to formulate our own Development Plan and declare our own

development areas under Article 95E of Federal Constitution.

Tuan Speaker, these items would be strictly non-negotiable…(applause)…

Tuan Speaker, I would await the views and proposals from the Consultative Committee, established by this august House, on:

(a) What have been the breaches or non compliance with the terms of MA63 and the constitutional safeguards of the special rights, interest and position of Sarawak and how these should be remedied by the Federal Government;

(b) Whether the performance of the Federal Government in regard to subject

matters, which under MA63 and the IGC Report, are placed under the Federal Legislative List and over which they have executive authority, have satisfied the expectations and aspirations of Sarawakians, and if not, what measures must be taken to address such unsatisfactory performance, including, but not limited to, the transfer of executive authority under Articles 80(4) and (6) and Article 95C(1)(b) of the Federal Constitution over these subject-matters to the State Government.

Tuan Speaker, I wish to assure this August House and the people of Sarawak that I and the State GPS Government will unreservedly defend, protect and reclaim the rights belonging to the State …(applause)… as agreed in MA63 and the constitutional instruments annexed thereto. We will ensure that Sarawak continues to have, and be accorded the level of executive, legislative, administrative and financial autonomy that will fulfil the principle that we, the people of Sarawak would be able to govern ourselves so that Sarawak will be a strong, vibrant and progressive partner in the Federation and capable of making positive contributions towards the economic well-being, progress, stability and unity of Malaysia.

Desire for Sarawak Autonomy Tuan Speaker, our desire for Sarawak autonomy is not a knee-jerk reaction but a long and deep-seated emotion built over the last 55 years, as we Sarawakians begin to see the great disparity in the development of Sarawak when compared to the other side of Malaysia.

We realise that this disparity has been created as a result of a national policy that is Putrajaya-centric which puts Sarawak as a peripheral to mainstream Malaysian politics and economics, while tapping into our natural resources. We are unhappy that the Federal Parliament can pass laws which erode the power and rights of Sarawak. We are unhappy that the Federal Government has failed us in the delivery of services to our people, particularly in basic infrastructure, education and public healthcare. It is the infringement into our inalienable rights of our homeland Sarawak and the inadequate provision for the needs of our people that compel this Government, and I must say, even the whole of this august House, to work in concert of correcting the wrong that has been done to us Sarawakians. When the Federal Government has failed to deliver satisfactorily the services that they have promised us, what can we do? We have pleaded with them, but failed. They have used all kinds of excuses to justify their poor actions. They have used all kinds of administrative tricks to delay the disbursement of funds to Sarawak and caused us to have insufficient time to complete our projects, and then used that as another excuse for giving us lower allocations. Against all these forms of political and administrative sabotage, invisible but real, Sarawak has no choice but to challenge them to do the right things, and then to do what we think is fair and due to us. Tuan Speaker, I wish to reiterate here that in seeking autonomy, Sarawak is not seeking to leave Malaysia. Sarawak will continue to coexist and cooperate with Malaya and Sabah under the umbrella of Malaysia. We are happy to be in Malaysia. What we are not happy about is the nature of our current relationship which we feel has deviated from the original spirit of the agreement to form Malaysia as encapsulated in the Malaysia Agreement of 1963. We wish for a real positive dialogue and resolution of our discontent. I am glad that with the passing of the motion in this august House on the establishment of a Consultative Committee, it will provide us the platform to present our submissions on the Malaysia Agreement 1963 to the Steering Committee formed by the Federal Government. The Consultative Committee is important because it is the think tank for the Sarawak representatives to MA63 Steering Committee, the mouthpiece as well as champions for the people of Sarawak.

Policy for Sarawak Autonomy Tuan Speaker, the call for Sarawak autonomy is in itself a major move. But what do we mean when we call for autonomy? There are three major policy calls: The first policy call is the development of a Sarawak-centric economic and development policy. This means that Sarawak is no more a resource-rich State for Putrajaya to tap to develop the Peninsular, but for Sarawak to use our rich resources to build our economy that is integrated in our value chains. We will develop our hinterland, build our townships and export centres, create a modern network of transport and logistics, and work with our immediate neighbours on international trade. The second policy call is the devolution of power. This means that we want to have a Sarawak-centric policy on education and public healthcare, which could even be extended to security and law and order. These are areas which are in the Federal List of the Malaysia Constitution but which the Sarawak Government feels that more could be done and done better, in the interests of Sarawak.

The third policy call is to look critically at the financial aspect of the Federation. What is the advantage to Sarawak from the current arrangement of the Federal Government collecting revenue from Sarawak, and then allocating resources in areas which may not be wholly suitable for the needs of Sarawak? Is there any benefit to Sarawak from this arrangement? Are there alternative arrangements in financial matter for Sarawak to relate with the Federal Government? These three broad policy areas should occupy all of us as we proceed to deal with Sarawak autonomy, devolution of power and their financial implications. In short, we do not want to be short changed anymore. We cannot be any longer subject to Federal policies and decision when it comes to delivery and implementation of our projects and services to the people of Sarawak. We want full autonomy in the delivery and implementation of our projects and policies …(applause)… as the old, more than half century model has not worked for Sarawak. Tuan Speaker, no more, enough is enough...(applause)...

Anak Sarawak Tuan Speaker, in Sarawak, we have Malays, Dayaks, Chinese, Indians as well as at least 26 different ethnic groups among our indigenous people. We are all Anak Sarawak. Although we are only 2.8 million people in number, our small population has the beauty of creating amongst ourselves a warm-hearted in the way we treat each other, such that we are all like members of the same family, regardless of our race, religion and region. Sarawak has our own unique brand of humanity which only those who are born in Sarawak can truly understand. It is as if there is a common Sarawakian spirit pervading all of us, and among all of us, who are born in Sarawak. We know that there are also many true friends of Sarawak who were not born in Sarawak but who have embraced Sarawak as a home for them. To them, we as Sarawakians welcome you with all our hearts, because they stay here to contribute to our small but vibrant Sarawak society and culture in a positive and encouraging way. There are unfortunately those among us Sarawakians who, in pursuit of their ambition for power, discard their loyalty to Sarawak and open a back door for our enemies from among our so-called “friends” to enter into Sarawak politics.

100% Sarawak-based Parties In this regard, it may be urgent and important that we encourage the formation of new opposition parties that are truly Sarawak-based and who are not affiliated in any way to non-Sarawakian or foreign political parties to participate in Sarawak politics. For us, GPS, we are truly Sarawak based party and helmed for only Sarawakian. We need to garner more educated and clever young men and women to be involved in politics so that our political future may be strengthened against incursions by foreign interests. Today, we have no 100% Sarawak-based opposition parties. In my view, Pakatan Harapan Sarawak is only the Sarawak chapter of the national Pakatan Harapan which is based in the Peninsula Malaysia and with leaders from Persekutuan Tanah Melayu. PH Sarawak has very little say over national policy on behalf of Sarawak. We have learnt from our history the danger of Sarawak parties being too closely aligned with Peninsula party such as to be subservient to the national politics. This is one loop-hole in such national party concept. Sarawak do not want Sarawak chapters of national parties to take up positions of political power in Sarawak. Neither do they want non-Sarawakians to influence Sarawak

behind the scenes. In this context of PBB, we have all along objected to UMNO spreading its wing to Sarawak …(applause)… and this will remain our policy. I am therefore not wrong when I bar these non-Sarawakians from entering Sarawak when I know that they could be here to stir up sentiments and emotions that will destroy the harmony and split the unity of the Sarawak people. The risk of disruptive elements to our peace and harmony is one good reason why I will not relinquish the right of Sarawak to control our immigration policy…(applause)… As I have said, we shall debate on ideas and policies, but we shall not question the right of each of our communities their unique identity, culture and way of life because they define their own intrinsic values which are rich and precise to the Sarawakian identity.

Increasing Sarawakian Population

It is therefore in no small regard that I have proposed the encouragement of Sarawakians to have more Sarawak babies, whether at home or abroad, so that we have many stronger and clever Anak Sarawak to defend our homeland.

It is our strategic national interest that we encourage the growth of the population of Sarawakians in Sarawak. I have also announced the RM1,000.00 endowment fund for every Sarawakian born, regardless of ethnicity, religion and social status, as of the first day of next year it in will be invested in a fund and the amount can only be taken on their 18th birthday firstly for their education and ultimately we hope will encourage the increase in the birth rate of Sarawak. Sapa maok empat, silalah. Asal mampu boleh saja…(laughter)…

Autonomy and Finance

Tuan Speaker, when we talk about autonomy, we are talking about devolution of

power and its financial implications. We are not foolish to accept political and economic autonomy without properly looking into the finance aspects. Autonomy means access to our financial resources and spending them according to our goals.

The original financial plan for Malaysia is that Federal takes the income and other tax revenue from Sarawak and spends on Sarawak on matters of national interests such as law and order, security, education and public health. Along the way, Federal has also taken away our rights over our oil and gas as well as deep-sea marine fishery resources. As a result, much of Sarawak is under-developed and we have to rely on the exploitation of our land-based resources for our own development, leading to unwanted environmental issues.

On such serious matters, Pakatan Harapan Sarawak had the audacity of making a

pre-election offer of 20% oil royalty and 50% of all taxes collected in Sarawak to be given for the Sarawak Government to spend on education and healthcare. The 20% oil royalty was and is our command demand, and not a gift from them. Furthermore, they do not even know how to define the oil royalty properly. Some say gross, some say nett. Furthermore, they do not even know how to define that royalty. On income and other tax revenue, in fact, if possible, we would like to insist on 100% of the revenue from Sarawak be returned to Sarawak for our Government spending, not just 50%.

Economics of Oil and Gas from Sarawak Perspective

Tuan Speaker, on the imposition of State Sales Tax on petroleum products, I would

like to thank the Federal leaders on their views. I respect their views and concerns. However, as I have mentioned several times, the imposition of sales tax is the State’s legitimate power as enshrined under the Federal Constitution. Therefore, this decision ought to be respected.

Now let me elaborate on the economics of oil and gas from Sarawak perspective.

(a) Revenue Contribution from Oil and Gas to Federal Government

It cannot be denied that the Federal Government, since the enforcement of Petroleum Development Act, 1974, has gained tremendous financial benefits from the production of oil and gas from Sarawak. These benefits are derived from the receipts of:

i. Tax from Petroleum Income, that is PITA;

ii. Tax from Corporate Income;

iii. Dividend from Petronas and associate companies; and iv. Royalty

The combined financial benefits made up to more than half of the share of revenue from oil and gas. One can easily compute, the huge financial benefits gained by the Federal Government as well as Petronas over the past 42 years and contributing to the prosperity of Malaysia.

(b) Revenue Contribution from Oil and Gas to State Government of Sarawak

In the case of the State of Sarawak, the only revenue contribution from oil and gas is a mere 5% royalty and dividend from our investments in MLNG. Over the past 42 years, revenue from the 5% royalty to the State amounts to only RM33.5 billion. For 42 years, this quantum of revenue from oil and gas is rather insignificant as compared to the financial benefits received by the Federal Government. As such, we have not been able to enjoy fully the benefits from oil and gas resources extracted from our land. At this juncture, it has to be noted that last week it was reported that Petronas will give a one-off dividend of RM30 billion from its reserves to the Federal Government. It takes Sarawak 42 years to accumulate RM33.5 billion financial benefits from its oil and gas. What an irony!

(c) Imposition of State Sales Tax

The State Government’s decision to impose 5% sales tax on petroleum products is conferred by the Federal Constitution as in Schedule 10, Part V, Section 7. Hence, it is constitutionally legitimate for the State to impose State Sales Tax. The State Sales Tax Ordinance 1998 allows the State to impose sales tax on goods and services and is applied on sale value. Under the broad category of taxable petroleum products, the first, being crude petroleum which is predominantly exported from the State. For the information of this august House, the crude oil extracted from Sarawak is of premium grade i.e. light and sweet crude which are for export and fetch premium price. The second major category of the taxable goods is natural gas which is predominantly sold to LNG plants for processing. As for the other categories, namely liquefied natural gas, chemical based fertilisers and gas to liquid products such as kerosene, naphtha, and wax are also mainly for export.

I wish to make a clear and well understood by everyone that any of these petroleum products that are consumed locally are not significant in volume. Furthermore, these petroleum products that are to be sold locally shall be exempted from the sales tax. Tuan Speaker, the imposition of sales tax on petroleum products is upon careful study and thorough analysis and I would like to give assurance that it will not burden our people as it will have no impact on the cost of living. To the business community, the imposition of sales tax on petroleum products will have no impact on the cost of doing business in Sarawak contrary to the ignorant opinion of some Members of this august House. Let me quote an example. When the sales tax was imposed on crude palm oil and crude palm kernel oil, it did not lead to the increase in the price of cooking oil. Just as simple as that.

(d) Industry Players in Oil and Gas

For the industry players in the oil and gas related business, the imposition of sales tax is the right of Sarawak that ought to be recognized. In respect of the concern that the imposition of 5% sales tax will impact Petronas financially, the Federal Government has the power to review the rate of Petroleum Income Tax (PITA) on income of Petronas and other players in the industry.

Tuan Speaker, in summary, the imposition of sales tax on petroleum products is on the same basis as that of the Federal Government exercising its right on the imposition of Sales and Services Tax (SST) pursuant to Federal Constitution. Our effort to levy on sales tax is also in the same spirit of the Federal Government to strengthen financial capacity. This is more so that Sarawak needs more revenue to enhance its financial capacity to fund all the much long awaited and needed basic infrastructure and amenities for the well-being of our people. We have been deprived from enjoying better quality of life for more than half a century despite the fact that the State of Sarawak is the biggest oil producing State in Malaysia. Again what an irony! Therefore, it is time for us to take control of our own destiny and boldly move on with our development agenda.

Federal Development Spending in Sarawak

For the record, in the 53 years since the First Malaysia Plan in 1966 to 2018, the total cumulative Federal development allocation for Sarawak was about RM79 billion or a meagre 7.3% of the total cumulative allocation of RM1.1trillion for the whole of Malaysia. During that same period, that is 1966 to 2018, the Sarawak Government allocated RM80 billion for development spending within Sarawak.

The Malaysian Budget 2019 on 2nd November announced two weeks ago an

allocation for Sarawak to RM4.35 billion for 2019, which was marginally larger than for preceding years.

This is a major disappointment after the big pre-budget announcement by Pakatan

Harapan Sarawak, a week before, that the allocation for Sabah and Sarawak would increase from 25% to 30% of total allocation in the Malaysian Budget. In fact, the allocation to Sarawak is only 7.9% for 2019. This is a shameless allocation by Pakatan to falsify and misled Sarawakians. It has also defended the cancellation of many projects for Sarawak on

account of not being budgeted for, while the Malaysian Budget was being prepared. It is clear that Pakatan Sarawak is not giving the right facts and they have no say in the Federal Government.

This is why I have resolved that we shall trust only ourselves to undertake Sarawak-

centric policies which are good for Sarawak. We must be prepared to chart our own future for the sake of our children and grandchildren. We in Sarawak have to decide our own fate. Only Sarawakians can take care of Sarawak.

It is for this reason, Tuan Speaker that I announced a record Development Budget of

RM9.1 billion for 2019 for Sarawak out of our own resources on the first day of DUN. It is time that we seriously begin to develop the infrastructure of our economy for future growth based upon our own and foreign investment, hard work and ingenuity of our people.

Sarawak-centric Economic Policy

We have to develop Sarawak-centric economic policy. This means that we must have a strategy to develop our hinterland and our natural resources, as well as to develop an efficient network of transport and logistics. Sarawak has always been an international trading nation and we shall develop our economy for efficiency and international trade.

We have in the past developed our transport and logistics for the exports of unprocessed natural resources, particularly, oil and gas, timber and palm oil. We must now build a new network of transport and logistics for the production and export of agriculture food production, agricultural processing, and services for international trade including finance.

Rural Development in Sarawak

Rural development in Sarawak is probably one of the most challenging areas to properly develop. The greatest challenge is the creation of economic value out of the rural resources. Most of the rural resources have been used by our indigenous communities to sustain their traditional ways of life. Modern education has attracted rural youth to migrate to urban centres in search of advancement and the modern way of life, thereby eroding the demography of the rural population. There appears to have some kind of stable of symbiosis between the rural and urban population, whereby the youth makes money in town and send some to their parents in the kampung and longhouses, while they carry on maintaining their traditions. That is why we want to focus on rural development so that our rural areas can be modernise and become new towns where the youth can return to work.

In recent decades, globalisation of the world has entered into the rural interiors such that the previously isolated rural communities are now in touch with the latest public issues around the world, including the rights of indigenous peoples and the struggle for the protection of the natural wild environment.

This provides an avenue for the opposition political parties or other people to enter the heartland and bring disquiet to the hearts of our indigenous people. I think these are the signs of the times and I am not going to stop that. Instead, if the rural people want change, I shall help you to bring about the change that you want. I am always, first and foremost, an Anak Sarawak who is the Chief Minister of all Sarawakians.

Let us not be taken advantage of by non-Sarawak political parties in Sarawak

politics. How can Peninsular political parties help the indigenous people of Sarawak if they cannot help the Orang Asli to enter the mainstream?

I would not be the one to prejudge what our indigenous communities really want. Instead, I choose to listen to your leaders and I response to their requests accordingly. This is why I have approved allocations amounting to RM6 billion in this Budget for all the requested basic infrastructure and amenities across the whole of our interior and hinterland from Lundu, Serian, Betong, and Kapit to Baram and Limbang and Lawas.

When water, electricity, road and IT connectivity is developed, the costs of doing business will fall and they will open greater economic opportunities in the rural areas from which local communities can organise among themselves and their community leaders concerning production, harvesting, processing, marketing and sales and exports. In other words, they will open up activities across all economic sectors including agriculture, manufacturing, finance and services.

NCR Perimeter Survey

The perimeter survey of the NCR land is an important milestone for the indigenous communities of Sarawak. It is very difficult for individuals to accurately demarcate the boundary of their individual lots, but not impossible to be able ascertain with some satisfaction on all sides the overall boundary for each respective whole community.

The rights to NCR land are implicit in the perimeter survey of the NCR land. Without recognising those rights, there would have been no perimeter survey. Since the Federal Government has refused to continue with the perimeter survey, the Sarawak Government will pay to get this survey job done and this amount has been inform by the Honorable Deputy Chief Minister.

The rights to land are an area which is flawed with intricate difficulties. However, the value of a piece of land is derived from the value that can be derived from output of that piece of land. In the middle of the jungle, that piece of land may have little economic value. Worse still is a piece of land that has been carved out from the general market whereby the number of buyers is severely restricted. In that smaller market, the value of the restricted land is sharply reduced. To derive great economic value from land, there must be economic activities to drive economic value and an open market where the enlarged demand will fetch the higher market price.

It is for this reason that I have as much emphasis on building basic infrastructure in the rural areas so that the increase in economic activities will drive higher income for the rural people.

Businesses and Youth Entrepreneurship in Sarawak

I believe that when the Government spends, the benefits will spread not only to the project sites intended but also to all the urban centres where most of the talents are. There will be a need for professional services of all kinds including engineering consultancy services, transport and logistics for the import of building materials, hotels and beverages including IT services.

I know that there is a problem with getting enough qualified professionals who are

familiar with the peculiarity of the Sarawak natural terrain, when we are implementing project which may be several times our normal implementation capacity. Our qualified professionals with local knowledge will therefore have to work doubly or triply hard and if need be with outside professionals so that the efficiency of implementation of projects in Sarawak will provide for our people a platform for them to leverage and expand their businesses.

Technology and Research to Spur State Economy

It is important that if we want to create good jobs for our young talent, we must be prepared to be engaged in technology and research to spur our economy which we are trying to modernise autonomously.

On 1st September 2018, I announced the postponement of the proposed Kuching

Light Rapid Transit (LRT) project in order to prioritise the development of basic amenities for our rural communities in Sarawak.

In recent weeks, however, I have received numerous requests from city councillors and members of the public to reconsider reinstating the LRT project as traffic congestions on some streets and roads are very heavy. As a result, it is proposed that we consider exploring the development of certain needed segments of the LRT system.

The Kota Samarahan-Kuching route may require urgent consideration. There are complaints that the Kota Samarahan-Kuching roads are congested everyday especially during peak hours and as early as 5.00 am in the morning.

I have been given the assurance that the proposed Kuching LRT system will be based on the latest elevated rail technology which has a much lower capital cost when compared with elsewhere in Malaysia. Furthermore, part of the capital cost can be offset by gains from real estate appreciation around the proposed routes and transit-oriented development (TOD) which can also provide affordable housing and modern urban development within an 800 metre radius of a transit stop, or about 10 minutes’ walk.

Tuan Speaker, I fully acknowledge the concerns of a number of Ahli-Ahli Yang

Berhormat on the issue of connectivity which indicates that the demand for digital technology is even more pressing now.

Under the Sarawak Digital Economy Strategy, the Sarawak Government is planning

to build and commission 600 towers throughout Sarawak by 2020. The tender for building the first 300 of these towers was opened to local Network

Facility Providers (NFP) and was closed on 12th November 2018. The locations of these towers have been chosen based on the critical needs of areas and their ability to act as collector and intermediary to other towers in the rural areas.

The next phase of the plan will be to increase coverage and to penetrate deeper into

rural areas. For this, another 300 towers will be built to achieve mobile coverage for 99.9% coverage of populated areas in Sarawak.

We expect to see an unrestricted choice of preferred Mobile Network Providers for

the general public throughout Sarawak of affordable and quality telecommunication and broadband access.

As we construct more telecommunications towers near residential areas, there is

public concern over electro-magnetic frequency or EMF radiation. This issue has already been recognised and taken into consideration by the Sarawak Multimedia Authority (SMA) in its Telecommunication Policy in Sarawak which governs the construction of telecommunication towers. On this highly technical issue, it is important that concerns are raised based on facts in order that our Digital Initiatives are not delayed unnecessarily by misguided fears.

Tuan Speaker, now I will talk about the current hydrogen production facility. The current hydrogen production facility being built by Sarawak Energy and the purchase of the hydrogen buses are only pilot projects for research purposes only to study on the application of hydrogen technology. The cost of setting up the pilot facility to power hydrogen fuel-cell buses is about RM15million while the cost of three units of hydrogen fuel cell buses is currently under negotiation by SEDC.

Hydrogen is produced by water electrolysis technology to split water into hydrogen and oxygen using electricity from renewable energy (hydropower). The fuel cell system powers the hydrogen bus electric system, producing a clean by-product pure water. Hydrogen powered buses or fuel cell electric vehicles (FCEVs) are generally lighter with smaller batteries than electric buses. FCEVs (fuel cell electric vehicles) can be refilled, much faster and have longer driving range per fill and preferred for commercial vehicles such as buses and trucks. FCEVs are currently at the demonstration stage with growing deployments in the next 10 years worldwide. The United States has deployed more than 3,000 FCEVs. Europe deploy hydrogen vehicles for taxi fleet in Paris, City Bus in United Kingdom and pilot train project in Germany. In Asia, China is aiming to deploy 2000 hydrogen buses in the near future. In Japan and South Korea, Toyota has introduced Mirai, Honda Clarity and Hyundai NEXO.

Kuching as a Financial Centre to Support Our Economy Tuan Speaker, one important aspect of our policy for Sarawak is the development of Kuching as our financial centre. Sarawak used to have our own Sarawak-based banks, notably, Bank Utama, Hock Hua Bank, Wah Tat Bank and many other local bank. As a result of consolidation of the banking industry in 2000, all our Sarawak banks were eaten up and disappeared. Today, there are eight Malaysian banks of which four are big financial conglomerates among 26 commercial banks operating in Malaysia. Sarawak is now being served only by branches of KL-based banks which tend to see Sarawak only as a small market for loans although a big market for deposits. We wish that they develop strategies for funding Sarawak businesses, understand the local environment and more prepared to take reasonable risks to nurture local businesses. There is a need for Sarawakian banks to help develop businesses. DBOS, the Development Bank of Sarawak is only a development bank which cannot takes deposits from the general public and our current purpose is only to help redirect Sarawak Government deposits back into the Sarawak economy through infrastructure development spending for the purpose of building up the capacity for growth of Sarawak for future growth. That future growth will need serious business financing to help the local private sector to develop and grow. In a way, the inability for small local enterprises in Sarawak to grow is due to the absence of small local banks to help to nurture and finance them. The focus of big banks is big businesses, and the focus of small bank is small businesses. We want more small local Sarawak banks to be established to assist our small businesses. I hope Bank Negara Malaysia can look into the needs to issue at least 3 new banking licences to be established by the private sector in Sarawak. These could be ordinary commercial banks with boutique functions to help budding businesses to conquer new areas of growth in the Sarawak economy.

Challenges for Project Implementation Tuan Speaker, the projects I have announced cover a wide scope involving a lot of money. These projects are creating business opportunities for everyone to share. All the

people involved in implementing the projects must be technically competent and professional so that the projects will not fail. We may even need to professional Sarawakians overseas to come back participate in our project implementation and consultancy services. My major focus now is on project delivery. I have been given plenty of assurances by our departments that all projects will be implemented successfully. To double that assurance, I allow departments and agencies to hire qualified professionals they need on short-term service contracts.

On State Administration and Civil Service It has been seen and heard that our so call “friend” on the other side are using scare and fear tactics on the administration of Sarawak by continuously questioning the Government and insinuating that the Government is corrupt and not transparent. Making continuous erroneous allegations and insinuation of corruption on me, my Ministers and the State Civil Servants without any proof or substantiation is to create the perception to the public that there is something wrong with the State Government. When they repeat such allegation many times, they are hoping that the people will believe in their stories and will vote against the Government. When I took over as the Chief Minister, we had an Integrity Pledge witnessed by the Minister in the Prime Minister's Department and Head of Malaysian Anti-Corruption Commission (MACC). We are not stupid and do not fear this tactic of the opposition if any. Ever since Pakatan Harapan took over the Federal Government they have harbour on corruption as a way to bring down leaders. We are not afraid of such tactics and we are ready to face on any issues that the opposition raised to us without fear or favour. Tuan Speaker, we are a new GPS (Gabungan Parti Sarawak) Government whose policy is to focus on development both rural and urban and to provide service to the rakyat. We will never err in our objectives and will not fail in our delivery. We will continue to abide to the financial procedures as laid under the law and the financial provisions of Treasury Instruction. Don’t ever question our integrity and our sincerity. If our reserves remain so high, our Stable State Credit Rating are A by Standard and Poor and A3 by Moody’s Investors Service and we have received Clean Certificates for Public Accounts Management by Auditor General for 16 consecutive years, is that not a good testimony of prudent financial management… (applause)… good governance and excellent State Administration and Civil Service. There is to my mind no other state in Malaysia or even the Federal Government having recorded such excellent achievement.

Tuan Speaker, to further enhance our excellent achievement and good record of governance I will include The Auditor General to sit in all our project award committee under our State Tender Board chaired by The State Financial Secretary and I will also invite SPRM (Suruhanjaya Pencegahan Rasuah Malaysia) to attend our State Tenders Meetings. And I want to repeat again to the members of the Opposition of this august House. If you wish to challenge us, challenge us with facts and not simply create perception to the public and make character assassination including the Facebook. That is cheap politics. I want to call on all Sarawakians not to fall prey on this cheap politics. Their objectives are to bring down the Government using perception and not using facts because they do not have the facts. I am not governing the State for my own personal benefit. I have in the public service nearly 40 years. This is about our State and our people and our future. This is not the game of cards and I will not allow this State to be destroyed by cheap politics. Only the State

Tenders Board and The State Cabinet decides on projects to be implemented and not by any Government heads. The State Secretary, The State Financial Secretary, The State Attorney General, Permanent Secretaries and Head of Departments and their officers and the Civil Servant carry out The Cabinet decisions and directions prudently and effectively. The Chief Minister’s Department is headed by The State Secretary and assisted by three Deputy State Secretaries and nine directors heading respective Units. Their tasks are well distributed among the officers. The State Secretary, State Financial Secretary, State Attorney General, Permanent Secretaries and Head of Departments all sit in Government Boards or GLCs (Government Linked Companies) or other Government related outfit as directed by the Government and a number of their memberships are statutory requirements provided under the various ordinances. They are all governed by the respective Boards. Their role is to safe guard Government interest. In their absence, they are represented by their Deputies or Directors. On the subject related to the roles and responsibilities of Ministers, all the ministerial matters are decided and implemented by the respective Ministers and their Permanent Secretaries and not anyone else. All the State Head of Departments and Agencies and the Civil Servants serve the Government of the day and they carry out their duties as directed by the Government. One must understand in the running of Government, one must know the procedures of administration, their roles, area of jurisdiction, limits of authority, statutory requirements, the General Orders and Treasury Instructions and protocols and many more before making accusation against the Government system of administration. The appointment of The State Secretary, The State Financial Secretary and The State Attorney General is at the discretion of the Government as provided under the State Constitution. It is not for anyone else including themselves to decide on their tenure. We in the Cabinet are fully satisfied with their performance and they have done their job excellently with integrity and efficiency. They have worked very hard for the Government the civil servant.

Bonus For the hard work and dedication of the Sarawak Civil Servant throughout the year, I am glad to announce a one and half month bonus of their basic salary or a minimum of RM2,000.00 to be paid by end of December 2018.

Conclusion This Government of Sarawak shall deliver to the people of Sarawak at all costs and no expense spared. Our people have been left too far behind, we must catch up. If the Federal Government will not help us, we will help ourselves. How do we fund it? Well, all the English say that by hook or by crook. I will exhaust all avenues to exercise our rights to deliver to the people of Sarawak. I must shall a big thank you to every Honourable Member of this august House, both side for speaking as one voice on the concerning the Consultative Committee regarding MA63 when the interests of Sarawak are at stake. This is a very good sign. Let us therefore in this spirit of Anak Sarawak both houses we conduct our politics and our policies for the betterment of all Sarawakians. We shall debate and fight in policies, but in the end of the day only good policies will prevail to serve the long interests of Sarawak, regardless of which side of this august House we happen to sit.

Wabarakatuh. Tuan Speaker, thank you for giving me this opportunity, i rise to move a motion of adjournment for the second meeting of the 3rd session of the eighteenth Sarawak State Legislative Assembly that has taken place from the 5th November till today, the 14th November 2018. Kecuali bagi beberapa interjections daripada Ahli Yang Berhormat Pakatan Harapan, yang banyak kalinya melampaui batas bahasa yang sopan, otherwise, suasana sidang kali ini secara umumnya sangat ceria, dipenuhi dengan pantun yang pelbagai ritma.

Bajet 2019

Tuan Speaker, allow me to put on record our utmost gratitude and congratulations to the Right Honourable Chief Minister, Yang Amat Berhormat Datuk Patinggi (Dr) Abang Haji Abdul Rahman Zohari Bin Tun Datuk Abang Haji Openg for tabling the budget speech on the 5th November 2018. This Budget 2019 is indeed an extraordinary budget because not only that it proposes a large development budget but also a record revenue for 2019 where for the first time ever the state projected revenue is RM10,513 billion. Let us in this august House, once again record our appreciation and a very big thank you for the bold move by the Right Honourable Chief Minister and the GPS team in getting new source of revenue stream by imposing 5% state sales tax on petroleum product that will foresee an estimated revenue of RM3,897 billion. Ada juga suara-suara sumbang yang mempersoalkan tentang sales tax ini, remember as enriane in Schedule 10 Part V (7) of the Federal Constitution, the State is allowed to imposed state sales tax. The higher revenue will enable our beloved state of Sarawak to have more funds to accelerate the development of our state.

The budget 2019 again is development biased and rural focused budget because

76% of the total budget that is RM9,073 billion is proposed for development expenditure and of this RM6,049 billion or 67% of the allocation will be for the development of rural areas. This is indeed a relief to all Sarawakian since the supposed to be 30% budget from the Federal Government is only left to drift in the dream of the State Pakatan Harapan. Sebelum pembentangan Bajet Persekutuan, seluruh masyarakat Negeri Sarawak sangat teruja.

We are very excited kerana telah dicanangkan oleh Ketua Pakatan Harapan

Sarawak, even before the budget was tabled bahawa Pakatan Harapan Sarawak, I quote “will strive to ensure that the Budget 2019 will include 30% development expenditure to Sarawak” (Borneopost 28th October 2018). Tapi bila bajet dibentangkan, apa yang Sarawak dapat? Hanyalah 7.94% malah lebih teruk daripada Kerajaan sebelum ini dimana Sarawak mendapat 9.42%. Ini langsung tidak mencerminkan pengagihan yang adil. Negeri Sarawak telah menyumbang secara significant kepada pertumbuhan ekonomi nasional dan kepada Kerajaan persekutuan dari segi kutipan cukai dan revenue daripada minyak dan gas.

I quote what our honourable Chief Minister said during the budget speech that “it is

only fair that the Federal Government provide more equitable allocation to the state of Sarawak particularly for the development purposes” this is to ensure all Sarawakians will enjoy the same quality of life as our counterpart in Peninsular Malaysia. Kesian Sarawak. Kita sebenarnya sepatutnya beruntung sebab di dalam dewan ini, tidak ada petang ini, kita ada seorang Menteri dan seorang Timbalan Menteri orang Sarawak, yang menjadi wakil di Kabinet Persekutuan, tapi sayang bukan seribu kali sayang tapi sejuta kali sayang, kenapa senyap selepas Bajet Persekutuan diumumkan.

Jangan diharap padi seberang, Entah berbuah entah tidak,

Jangan diharap kasihnya Pakatan Harapan, Manifesto tidak ditepati, projek rakyat pun banyak dibatalkan.

given a one-off RM1,000.00 endowment fund, nak tambah lagi ya? Irrespective of ethnicity, religious belief, social status, and political affiliation is of course very well received by the public at large also in this Dewan. As this incentive is only to be withdrawn upon attaining the age of 18, it is hope that it will lighten the burden of the parents as it is at this age that the child will either continue their study or may decide to start on other platforms or career. Terima kasih kepada Yang Amat Berhormat Ketua Menteri Sarawak dan Kerajaan GPS Sarawak kerana memahami keperluan denyut, rasa dan nadi rakyat dan percayalah banyak lagi yang akan diumumkan oleh Yang Amat Berhormat Ketua Menteri dari masa ke semasa. Tadi pun, ya tadi pun telah diumumkan bonus for the State Civil Servants, thank you very much for 1.5 basic or minuman of RM2,000.00. Terima kasih banyak-banyak bagi pihak our State Civil Servants. Consultative Committee MA63

Tuan Speaker, a motion on the establishment on the Consultative Committee on Malaysia Agreement (MA63), comprising of members from all political parties, has been tabled by the Honourable Minister of Tourism, Arts, Culture, Youth and Sports. 31 Honourable Members has deliberated and debated on the Motion. It is indeed a historic moment to note that the motion has been unanimously approved. It is the hope of all Honourable Members in this esteemed august House and all Sarawakian that this Consultative Committee will ensure that the negotiations on the return of the Sarawak Rights as enshrine in the MA63 and the Federal Constitution be done in a structured and effective manner. We want Sarawak to stand as equal partners and not just as a state out of the 14 States, we love Sarawak. We do not want Sarawak to be sidelined. Together we stand strong in the interest of Sarawak Ibu Pertiwiku.

Congratulation once again to the Honourable Member of Tourism, Arts, Culture, Youth and Sports and attribute to Arwah Pehin Sri Tok Nan, for he who has started to open the avenue to fight for Sarawak Rights under MA63.

With that Tuan Speaker, I beg to move. Thank you Tuan Speaker: Ahli-ahli Yang Berhormat dengan ucapan usul penanguhan itu tadi maka kita telah sampai ke penghujung Mesyuarat Kedua Penggal Ketiga Persidangan Dewan Undangan Negeri Kelapan Belas. Alhamdulillah persidangan yang berlangsung selama lapan hari ini telah berjalan dengan lancar dan teratur atas kerjasama dan keprihatinan Ahli-ahli Yang Berhormat dalam menjaga ketinggian dan kemuliaan Dewan yang mulia ini. Ahli Yang Berhormat telah menunjukkan komitmen untuk memberi khidmat yang terbaik kepada rakyat dan negeri. Saya berdoa agar Ahli-ahli Yang Berhormat kembali ke kawasan masing-masing dengan selamatnya dan terus berkhidmat kepada rakyat. Bagi pihak Dewan yang mulia ini, saya ingin juga mengucapkan berbanyak-banyak terima kasih kepada YB Setiausaha Kerajaan Negeri, Yang Arif Peguam Besar Negeri, Yang Berbahagia Setiausaha Kewangan Negeri, Yang Berbahagia Setiausaha Persekutuan, Yang Berbahagia Timbalan-Timbalan Setiausaha Kerajaan Negeri, semua Setiausaha Tetap Kementerian, Ketua-Ketua Jabatan dan agensi-agensi Kerajaan, para pegawai, para petugas khas dan semua pihak yang telah bertungkus-lumus dalam menjayakan persidangan ini. Saya juga ingin mengucapkan Selamat Maulidur Rasul kepada semua Umat Islam, Selamat Hari Krismas kepada penganut agama Kristian, Selamat Tahun Baru 2019 kepada semua dan Gong Xi Fa Chai kepada yang merayakan perayaan Tahun Baru Cina. Saya akhiri persidangan kita pada kali ini dengan menyampai empat rangkap pantun:

Sungguh taat si anak sulung, Idea bernas sentiasa diutarakan,

YAB Ketua Menteri pemimpin ulung, Berjuang hak negeri diutamakan.

Bajet bersejarah dibentang Ketua Menteri,

Berpandangan jauh mentadbir Negeri, Bajet cemerlang terdapat disanubari,

Rakyat gembira tidak terperi.

Persidngan bajet melabuh tirai, Hujah dibahas sebelum bersurai, Masalah kawasan sudah diurai, Kepulangan YB sentiasa dirai.

Dari Opar ke Bukit Sari,

YB berkhidmat seikhlas hati, Mencurah bakti setiap hari,

Perasmian DUN tetap dinanti.
