Construction of Tar Sealed Road Connecting Kanowit to Kapit

(73) YB Encik Alexander Anak Vincent bertanya kepada Menteri Pembangunan Infrastruktur dan Pengangkutan.

(a) What is the status of the construction of the tar sealed road between Ng. Ngungun (Kanowit District) to Ng. Temalat (Song District) which is part of the road connecting Kanowit to Kapit?

(b) When the road is expected to be completed and can be used by the public?

Menteri Muda Pengangkutan (YB Datuk Dr Jerip Anak Susil): Terima kasih, Tuan Speaker. Terima kasih, Ahli Yang Berhormat daripada Ngemah. For the information of the Ahli Yang Berhormat for Ngemah, the progress of the road construction between Nanga Ngungun to Nanga Temalat is 7.4% which is on going now that is actual, again the schedule of 8.9%. Even though there is a slight delay of 1.5%, this is still between schedules as long it is less than 10% so it is not considered as delay. The other part of the question is that this road shall be expected to be completed around 2021, by August, 2021 and this is the missing link, the road which is from Sibu to Kapit and we hope that we shall be able to open it to public by August 2021. YB Encik Alexander Anak Vincent: Thank you, Assistant Minister. I have two supplementary questions.

(a) I want to know how much is the cost of the construction of such road? (b) How long does it take for the contractor to complete the job within the scope

of the tarsier road which was already started since the beginning of this year? Thank you. Menteri Muda Pengangkutan (YB Datuk Dr Jerip Anak Susil): Terima kasih Ahli Yang Berhormat daripada Ngemah, terima kasih Tuan Speaker. The total contract sum is RM79.076 million all and all. Now the period of construction is about 30 months, we have started sometimes in February this year and we hope as I have answered just now hopefully that shall be completed by August 2021. Status of Miri Permy 3 Housing Project (74) YB Datuk Sebastian Ting Chiew Yew bertanya kepada Menteri Kerajaan Tempatan dan Perumahan.

(a) In April 2013, Miri Permy 3 was officially launched by the Yang Amat Berhormat Chief Minister. Now five years had passed, what is the present status of this project?

(b) Does the Government have any plan to build more affordable houses for Miri

in the next two years? Menteri Muda Perumahan dan Kesihatan Awam (YB Dr Haji Annuar Bin Rapaee): Thank you very much, Tuan Speaker and also to Ahli Yang Berhormat for Piasau. For the information of Ahli Yang Berhormat, the Permy 3 is located at Kuala Baram in Miri. The Sarawak Planning Authority has approved this project on the 10th of November in the year 2016 and the bid for the allocation of fund from the Federal Government was put into the Third Rolling Malaysia Plan 11th, however, Tuan Speaker, it was rejected. Therefore, there is no other plan to build this house, this 278 houses in Permy Jaya. However, we are trying to bid again for the next couple of years. Thank you very much. YB Datuk Sebastian Ting Chiew Yew (Soalan Tambahan): Thank you very much Yang Berhormat Assistant Minister. I have two supplementary questions. Before I go into that, affordable housing is in one of my Manifesto in year 2016. I hold Manifesto is very important. Something you tell the people that this is what I would like to do for the next five years. I would not want to depart so my two supplementary questions, Yang Berhormat, is:-

(a) How much is the estimated funding required to complete 278 units of Rumah Mampu Milik at Miri Permy 3?

(b) What are the other development components approved under this project

Thank you. Menteri Muda Perumahan dan Kesihatan Awam (YB Dr Haji Annuar Bin Rapaee): Ahli Yang Berhormat dari Piasau, the cost for these 278 houses at Permyjaya was proposed us about RM50 million. I congratulate you to put this one of your Manifesto. And I think you should work together with the MP for Miri who has announced that 8,000 houses will be built in Miri. I do not know where he got the fund from whether it has been approved or not by KPKT but it’s to good to ask him whether this 8,000 units houses which he had declared on 13th August this year on Borneo Post that the Ministry of Housing Malaysia will built one billion houses in the next five years which is about 200,000 units and he is asking for 10% of that in Miri. I wish him good luck. And for the second part of your questions, there are few things that will be built at Permyjaya.

(a) The normal terrace house 549 units and there is also commercial area which consist of the hypermarket as well as the wet and the dry market.

(b) And the other community amenities that going to be planned in Permyjaya.

(75) YB Ir Christoper Gira Anak Sambang bertanya kepada Menteri Utiliti. Projek Naik taraf loji penapisan air di Pekan Stapang masih dalam reka bentuk (design stage). Bilakah projek ini akan ditender? Menteri Muda Bekalan Air (YB Datuk Liwan Lagang): Terima kasih, Tuan Speaker. Untuk makluman Ahli Yang Berhormat bagi Tamin, projek ini telah mendapat kelulusan dari Kementerian Pembangunan Luar Bandar (KPLB) untuk dilaksanakan. Jurutera perunding telah dilantik untuk melakukan kerja-kerja reka bentuk. Pihak KPLB mewajibkan agar beberapa proses utama seperti Makmal Pengurusan Nilai (Value Management Lab), Makmal Kejuruteraan Nilai perlu dilaksanakan terlebih dahulu sebelum tender projek tersebut dapat dipanggil. YB Ir Christoper Gira Anak Sambang (Soalan tambahan): Tuan Speaker, saya ada dua soalan tambahan.

(a) Berapakah jumlah pengguna baharu yang akan menikmati bekalan air terawat daripada projek ini?

(b) Bilakah penduduk rumah panjang di sepanjang jalan Selangau ke Pekan Arip

akan dibekalkan dengan air terawat?

Menteri Muda Bekalan Air (YB Datuk Liwan Lagang): Terima kasih, Ahli Yang Berhormat bagi Tamin. Untuk makluman Ahli Yang Berhormat bagi Tamin, jumlah bilangan rumah yang akan menikmati bekalan air terawat adalah sebanyak 335 pintu apabila projek ini siap sepenuhnya. Namun demikian, bagi soalan yang kedua, saya percaya dan yakin jawapan bagi soalan ini sudah terjawab oleh penduduk Selangau sendiri dan kita telah ajukan permohonan ini kepada Kementerian Pembangunan Luar Bandar di bawah 11th Malaysia Plan untuk pertimbangan dan terpulanglah kepada rakan baik saya MP bagi Selangau yang merupakan juga Menteri Kerja Raya untuk membantu membawa perkara ini sebab saya faham dan saya yakin beliau juga mahu penduduk di Selangau menikmati bekalan air terawat seperti ini. Untuk makluman Ahli Yang Berhormat dari Jemoreng dan juga bagi Engkilili memandangkan soalan yang dikemukakan oleh kedua Ahli Yang Berhormat adalah berkaitan, izinkan saya untuk menjawabnya serentak. Tuan Speaker: Soalan mana? Menteri Muda Undang-Undang, Hubungan Negeri-Persekutuan Dan Pemantauan Projek (YB Puan Hajah Sharifah Hasidah Binti Sayeed Aman Ghazali): Soalan 112, Engkilili. Tuan Speaker: Sila. Menteri Muda Undang-Undang, Hubungan Negeri-Persekutuan Dan Pemantauan Projek (YB Puan Hajah Sharifah Hasidah Binti Sayeed Aman Ghazali): Kerajaan Negeri sebelum ini telah melaksanakan mesyuarat dan perbincangan bersama Kerajaan Persekutuan yang lama bagi memastikan hak-hak Negeri Sarawak dikembalikan. Hasil daripada mesyuarat dan perbincangan tersebut, beberapa perkara telah dipersetujui oleh kedua-dua pihak termasuklah perkara berkaitan kajian semula pemberian khas kepada Negeri Sarawak dan penggubalan Gas Distribution Ordinance 2016. Pada 16 September 2018, sepertimana yang kita semua maklum Perdana Menteri Tun Dr Mahathir bin Mohamad telah mengumumkan bahawa Kerajaan Persekutuan yang baharu akan mengembalikan status rakan sekutu kepada Negeri Sarawak dan Sabah sebagaimana termaktub di dalam Perjanjian Malaysia 1963 setelah kajian ke atas Perjanjian Malaysia 1963 disiapkan.

Sepertimana kita semua sedia maklum dan telah dibincang semalam satu, Jawatankuasa Pemandu yang diketuai oleh Perdana Menteri, Tun Dr Mahathir Mohammad telah ditubuhkan bagi mengkaji dan menyelaraskan Perjanjian Malaysia 1963 secara keseluruhan termasuklah perkara berkaitan royalti minyak dan pembangunan Sabah dan Sarawak. Antara perkara yang Kerajaan Sarawak minta untuk dimasukkan ke dalam agenda Jawatankuasa Pemandu ini termasuklah lebih kuasa autonomi dan tambahan sumber kewangan diberi kepada Sarawak. Jawatankuasa pemandu ini mempunyai tempoh kata merekalah, tempoh enam bulan untuk melaksanakan kajian tersebut. This is what they say. Kerajaan Negeri Sarawak akan diwakili oleh Yang Amat Berhormat Ketua Menteri dan juga Yang Arif Peguam Besar Negeri Sarawak. Kerajaan Sarawak juga telah menulis

surat kepada Yang Amat Berhormat Perdana Menteri agar bagi maksud Jawatankuasa Pemandu ini komposisi perwakilan adalah mengikut modul inter-governmental committee di mana pihak-pihak yang terbabit diwakili secara sama rata and tidak lopsided. Sepertimana kita semua sedia maklum, baru semalam Dewan Undangan Negeri kita ini telah sebulat suara menyokong penubuhan satu consultative committee bertujuan untuk menghalusi dan untuk kita berbincang dan to deliberate perkara-perkara yang akan kita bawa ke meja perundingan. Sekian, terima kasih. YB Dato’ Murshid DiRaja Dr Juanda Bin Jaya: (Soalan Tambahan) Terima kasih kepada Yang Berhormat Menteri Muda yang berseri-seri wajahnya, sentiasa berusaha memastikan hak Negeri Sarawak tercapai, Tuan Speaker, kita sambut baik usul consultative committee yang diputuskan oleh Dewan ini semalam sesi MA63. Kita juga ingin merakamkan ucapan terima kasih kepada Tun Mahathir atas ucapan di Kota Kinabalu pada Malaysia Day yang lepas. Maka atas semangat itu saya ada 2 soalan tambahan. Yang pertama ialah apakah yang telah dicapai dalam perbincangan dengan Kerajaan Persekutuan yang lama dan apa pula perancangan perbincangan-perbincangan dengan Kerajaan Pusat yang membawa slogan Malaysia baru? Takut kita dibaru-barunya semua.

Manakala soalan yang kedua ialah apakah tindakan yang akan dan boleh diambil sekiranya berlaku pelanggaran terhadap permintaan-permintaan Kerajaan Negeri Sarawak kepada Kerajaan Pusat di mana permintaan-permintaan itu adalah selaras dengan isi kandungan Perjanjian Malaysia 1963. Terima kasih. Menteri Muda Undang-Undang, Hubungan Negeri-Persekutuan Dan Pemantauan Projek (YB Puan Hajah Sharifah Hasidah Binti Sayeed Aman Ghazali): Panjang ya soalan tambahan Yang Berhormat Jemoreng. Saya cuba jawablah. Sebenarnya perbincangan dengan Kerajaan Pusat yang lepas kita telah buat dan sebenarnya ada juga kejayaan yang telah kita capai. Bersama-sama dengan Kerajaan Persekutuan yang lepas sebenarnya kita adakan perbincangan mengikut dua fasa. Fasa pertama adalah perbincangan penurunan kuasa pentadbiran iaitu administrative devolution. Yang kedua, fasa kedua, yang sekarang kita berada adalah penurunan kuasa hak kita di bawah Perlembagaan seperti hak-hak minyak dan gas juga financial review dan sebagainya. Bagi penurunan kuasa pentadbiran yang lepas, 13 perkara telah dipersetujui untuk diturunkan kuasa kepada Negeri Sarawak. Antara perkara-perkara itu adalah seperti bilangan guru dari kalangan anak-anak Sarawak dinaikkan kepada 90% pada tahun 2018 juga saya sebut dua tigalah. Kerajaan Negeri Sarawak dirujuk dalam pergubalan mana-mana Federal Legislation yang ada kaitan dengan Negeri Sarawak, segala projek-projek yang hendak dilaksanakan di Negeri Sarawak hendaklah dirujuk kepada Negeri Sarawak dan banyak lagi perkara yang telah dipersetujui untuk diturunkan kepada Negeri Sarawak. Yang Berhormat, mungkin saya boleh bagi perkara-perkara ini secara bertulis kepada Yang Berhormat nanti dan bagi soalan yang kedua tadi kita akan cuba sedaya upaya untuk memastikan segala apa yang dijanjikan ditunai dan dikota. Kita akan berusaha sedaya yang terbaik namun demikian jika ada berlaku apa-apa perlanggaran saya rasa kita kena duduk, kita ada Consultative Committee sekarang ini dan kita boleh bincang dan lihat apa tindakan seterusnya yang akan kita ambil tetapi harus diingat semua rundingan ini kenalah dibuat dalam kontek sebuah negara Malaysia. Kejatuhan Harga Jualan Hasil Pertanian (77) YB Dato Ranum Anak Mina bertanya kepada Menteri Pemodenan Pertanian, Tanah Adat dan Pembangunan Wilayah. Apakah terdapat sebarang inisiatif daripada pihak Kementerian untuk mengekang kejatuhan harga jualan hasil pertanian seperti getah, lada hitam dan kelapa sawit bagi mengelak kerugian berterusan kepada pengusaha lading mahupun pekebun kecil/petani? Menteri Muda Pembangunan Tanah Adat (YB Datuk Roland Sagah Wee Inn): Terima kasih, Tuan Speaker. Terima kasih, Ahli Yang Berhormat bagi Opar. Saya tak perlu berkayuh pergi ke Oparlah, boleh gunakan kereta. Untuk makluman Ahli Yang Berhormat bagi Opar, harga komiditi pertanian seperti getah, lada hitam dan kelapa sawit dipengaruhi oleh pengeluaran dan permintaan komoditi di pasaran global serta saingan daripada harga komoditi pengganti substitute commodities. Antara inisiatif yang telah dilaksanakan oleh pihak Kerajaan untuk mengekang kejatuhan harga jualan hasil pertanian tertentu adalah:

1. Mewujudkan harga lantai.

Bagi komoditi getah Kerajaan telah memperkenalkan insentif pengeluaran getah (IPG) semenjak November 2015 untuk membantu pekebun kecil getah. Dengan insentif ini sekiranya harga getah rendah daripada harga lantai RM2.20 sekilogram. Kerajaan melalui Lembaga Getah Malaysia (LGM) akan membiayai perbezaan harga tersebut dan bayaran perbezaan tersebut kepada petani berkenaan.

2. Bagi komoditi lada, antara langkah-langkah yang telah diambil oleh Lembaga Lada Malaysia (MPB) Malaysian Paper Board ialah:

(a) Mempromosikan penggunaan lada dalam negara seperti mengambil

bahagian dalam pameran-pameran, menganjurkan program galakan pasaran dan mengalakkan pembangunan tambah nilai produk lada seperti garlic pepper, black pepper marinade, sos lada hitam, biskut perisa lada dan sebagainya lebih-lebih lagi dalam sektor hiliran. Usaha ini bertujuan untuk meningkatkan permintaan lada domestik dan secara langsung akan memberi kesan positif kepada harga lada;

(b) Pengeluaran Lada Premium Peringkat Ladang

Menggalakkan pekebun lada mengeluarkan lada berkualiti premium seperti Lada Putih Krim (LPK) dan Lada Berkualiti Eksport (LBE) supaya pekebun lada boleh mendapat pulangan yang lebih lumayan berbanding mengeluarkan bahan mentah.

(c) Menjual Terus Ke Pasaran Istimewa (“Niche Market”)

Oleh sebab kos pengeluaran yang tinggi, lada keluaran Malaysia menghadapi masalah bersaing secara terus bagi pasaran bahan mentah dengan negara pengeluar lain seperti Vietnam dan Indonesia. Untuk meningkatkan daya saing industri lada Malaysia, MPB telah memperkenalkan beberapa produk lada tambah nilai peringkat kilang seperti Lada Steril (Mikrokleen) dan serbuk lada untuk pasaran yang lebih mementingkan keselamatan dan kualiti makanan dan produk istimewa peringkat ladang seperti Lada Putih Krim. Setakat ini, MPB telah berjaya menembusi pasaran produk lada tambah nilai dan pasaran lada istimewa di Jepun, Sweden, Korea Selatan, China, Taiwan, Hong Kong, Spain dan lain-lain lagi. Pasaran-pasaran tersebut mampu membayar harga yang lebih tinggi berbanding harga bahan mentah.

(d) Meningkatkan R & D (Research and Development) dalam industri lada

untuk mempelbagaikan produk berasaskan lada supaya industri lada Malaysia sentiasa berdaya saing dan relevan di pasaran lada antarabangsa.

3. Bagi komoditi kelapa sawit, Malaysian Palm Oil Board (MPOB) telah

melaksanakan beberapa strategi dan program untuk memastikan para penguasa tanaman sawit akan menerima pendapatan yang berpatutan dalam keadaan ekonomi yang masih mencabar. Ini termasuk:-

(a) Skim Insentif Integrasi Ternakan dengan Sawit dan Skim Insentif

Integrasi Tanaman dengan sawit yang bertujuan untuk menjana sumber pendapatan tambahan kepada pekebun kecil sawit;

(b) Mengadakan perbincangan dan lawatan terus ke negara-negara

pengimport utama minyak sawit Malaysia, seperti ke European Union dan China;

(c) Meningkatkan penggunaan minyak sawit dalam negara melalui

peningkatan adunan bio bahan api sawit dengan diesel petroleum ke Program B7 iaitu adunan 7% biodiesel sawit dan 93% diesel

petroleum, mulai November 2014. Kerajaan juga sedang bercadang untuk meningkatkan penggunaan domestik produk sawit melalui perlaksanaan penggunaan domestik produk sawit melalui perlaksanaan program Biodiesel dari B7 kepada B10 dalam masa terdekat. Ini bertujuan untuk mengurangkan stok minyak sawit dan seterusnya dapat memberi impak yang positif kepada harga minyak sawit mentah (CPO);

(d) Memperkukuhkan pasaran eksport sedia ada serta menembusi

pasaran-pasaran baru bagi produk-produk berasaskan sawit seperti ‘niche market’ untuk mendapatkan nilai pasaran yang lebih tinggi;

(e) Meningkatkan aktiviti penyelidikan dan pembangunan dalam

penghasilan produk-produk baru serta memberi nilai tambah kepada poduk hiliran komoditi; dan

(f) Mematuhi keperluan standard antarabangsa melalui Skim Pensijilan

Minyak Sawit Mampan Malaysia (MSPO) yang akan dijadikan mandatori pada 31 Disember 2019 yang akan membuka akses pasaran yang lebih luas di negara-negara pengimport.

Jabatan Pertanian Negeri Sarawak dengan agensi Kerajaan yang berkenaan juga

telah:

(a) Mempelbagaikan tanaman dan aktiviti pertanian melalui scheme integrated farming. Para petani telah disyorkan mengusahakan sekurang-kurangnya dua jenis tanaman sebagai langkah safety net kepada penurunan salah satu komoditi yang diusahakan; dan

(b) Mengalakkan petani menghasilkan produk yang berkualiti tinggi dengan best

practices supaya boleh menembusi pasaran dan berdaya saing secara berterusan di pasaran global.

Lawih yang masih menggunakan genset walaupun berdekatan dengan sambungan wayar elektrik 24 jam? Ahli Yang Berhormat, the number of schools in Sarawak that is still using genset in other word is not connected to the grid is 357. On the 26th of July this year, our Right Honourable Chief Minister during the Teacher’s Day celebration in Betong has announced to use RM50 million of the State fund to connect 113 schools which include the school of SK Nangga Laweh and Lesu. We have not connected it yet because we are still waiting for the consent from the Ministry of Education.

For your information, our Minister has written a letter to the, Federal Minister on the

8th of August this year and it took him two and half months to reply, which was only replied on the 24th of October asking; number one, whether that RM50 million is a grant to the Ministry of Education. It is not a grant to them, it is our money that has been committed by the State Government to help 113 schools. They also asked whether there’s obligation of this fund. We have told them and replied one week later and now we are waiting for them to give us a consent to connect all these 113 schools to the electricity supply. Thank you very much.

YB Encik Gerald Rentap Jabu: (Soalan Tambahan) Terima kasih, Menteri Muda atas jawapan itu. Sebenarnya itu sememangnya my second supplementary question, mungkin Menteri di Persekutuan itu masih memikir apa warna kasut untuk tahun depan. Itu lama dia tak reply. Just for the information of Yang Berhormat Menteri Muda dan Dewan yang mulia ini, semasa krisis itu tadi dimana genset tidak ada minyak saya sendiri dari pusat khidmat; tiga kali menghantar minyak supaya bekalan elektrik tidak terputus untuk anak-anak kita.

So with that Tuan Speaker, I have two supplementary questions.

(a) What is the scope of work actually that involves connecting this because currently this is already connected to the gen set but I believe if the electrical are here you need to change the wires again and that would involve cost, what is the cost involve?

(b) If there is 357, the answer and you answered already Assistant Minister, what

are the other things that can be done apart from just only giving electricity to them, you need to have maybe computer or so on you know, that can be supplied to these schools.

Menteri Muda Pendidikan dan Penyelidikan Teknologi (YB Dr Haji Annuar bin Rapa’ee): Thank you very much Ahli Yang Berhormat for Layar. For the connection to this schools which is called SK Nagga Laweh/Lesu. The amount of cost of this project is RM233,500. It will be implemented by the Sarawak Energy Berhad, if it’s been given consent by the Ministry of Education. For the other question that been asked, off course the grid is the best way to supply electricity continuously to the school. We do agreed that there is a hiccup here and there for the supply of diesel with several schools in the whole state of Sarawak currently but now it has been taken over partly by the Divisional Education Office. So, if there is are problem of the supply diesel to schools which still need diesel to supply electricity we can always call the Pegawai Pendidikan Daerah to ask for help. I hope this issue will settle soon because there is some legality as well as contract involved in this issue.

And for the second part of the question, whether we should supply computers, of course that is the way forward, for the 21st century education. That’s why recently the Deputy Minister of Education announced that they want to use e-book or digital book so that the students would not have to carry heavy begs. That will be the best way. But the basic needs of electricity supply have to be addressed first before we go further to give e-books to the students particularly in the State of Sarawak. Thank you very much. The next process is to prepare the land rules supaya proses-proses untuk menjalankan NTD, Native Territorial Domain ini dapat dilaksanakan di lapangan. So as soon as, after that once the thing is completed then we have to bring it to cabinet for it to be approved. So as for the time line, I cannot give you the time line but as much as we would like to do it as fast as we could. Thank you very much. YB Dato Henry Harry Jinep: (Supplementary Question) Tuan Speaker, thank you to Assistant Minister for the reply. I have two supplementary questions but before that let me open the floor first. A week or two after our Amended Land Code 2018 being approved by the Dewan, there is an NGO group came to Redeem Singai Bau to do something like a simple road show to tell the rakyat that this is the kind of what we call land bill that have been approved. And one very particular statement that they made, they said NCR land is just like our wife. Do we need permission to make love with our wife? Now, mana boleh kita umpamakan bini kita dengan NCR land? Betul tidak? To own a wife you have to get married go to registration with JPN and get a proper certificate. Betul tidak? And then, tanah ini kita bagi pada anak kita, generation kita. Wife mana boleh bagi. Bolehkah? Ini punya fikiran saya tak fahamlah. Tak masuk akal langsung.

Yah, you cannot equate land with wife but then again that is something that we need to address. As regard to the road show seperti yang saya telah jelaskan tadi kita akan buat road show setelah land rules ini dapat kelulusan daripada Kabinet MMKN dan we would like to do it as soon as possible. And in the road show the Land and Survey staff will explain the procces, procedure yang betul mengikut undang-undang tertentu supaya tidak menjadi pertikaian di lapangan.

Dari segi pertelingkahan dalam lapangan ia akan berlaku. No matter what. What we want to do is to explain to all the local people that the process and procedure mengikut undang-undang supaya kita tidak akan menghadapi masalah-masalah seperti yang akan dibuat oleh sebahagian daripada NGO-NGO yang tidak bertanggungjawab untuk menghasut rakyat. Only yesterday I did mentioned about dari Ba’kelalan mentioning that you don’t have to survey the land, just imagine if you don’t survey the land for NCR, for NTD, you just can imagine the chaos yang akan berlaku di lapangan. Oleh sebab itulah, kita mahu Dewan Undangan ini, YB-YB Dewan Undangan ini untuk menjelas sebaik-baiknya peraturan-peraturan yang tertentu untuk memastikan kita tidak menghasut rakyat untuk membencikan Kerajaan dalam menjalankan tugas untuk memastikan tanah-tanah adat bumiputra ini akan diuruskan secara yang terbaik. Tourism Project on Mount Serembu and Brooke Heritage Site

Will the Sarawak Government take over the tourism project on Mount Serembu and Brook Heritage site worth RM1.6 million and allocate the said budget as this project is one of the potential tourism products that can lure tourist to Sarawak? Menteri Muda Pelancongan, Kesenian dan Kebudayaan (YB Datuk Lee Kim Shin): Tuan Speaker, terima kasih kepada Ahli Yang Berhormat bagi Serembu. Tuan Speaker, for the information of Ahli Yang Berhormat for Serembu, the tourism project for Serembu and Brook Heritage was one of the project identified to be implemented 2018 under the Third Rolling Plan of the 11th Malaysian Plan and with Federal funding. However, this project which cost RM1.6 million and since been put on hold pending revision of priority by the Federal Government. My Ministry has already taken up the matter with the Federal Ministry of Tourism, Arts, and Culture on the status of the project and currently awaiting for the response.

YB Encik Miro Anak Simuh: (Supplementary Question) Thank you Yang Berhormat Assistant Minister. May I ask two (2) supplementary question?

(a) What is the reason behind the on hold of this project by the Federal Ministry and will your Ministry seeks the funding from State Government to continue in the middle of the project?

(b) What are the components of the project? Menteri Muda Pelancongan, Kesenian dan Kebudayaan (YB Datuk Lee Kim Shin): Thank you, for Ahli Berhormat for Serembu. As I have said just now, my Ministry have pursue this matter with the Federal Ministry of Tourism, Arts and Culture and we probably hope that the Federal Ministry will not cancel the project as the estimated costs is only RM1.6 million. Mount Serembu is also known as a Mount Penghijau has an interesting historical background. It was home to the earlier settlement or Serembu Bidayuh some 300 years ago while on a walking visit to Siniawan and Bau. Sir James Brooke was said to have been attracted by the Bidayuh longhouses for the mountain top facing Siniawan and between 1848 and 1850 with the help of the villagers there Brooke built a cottage arch bumuan located just above their settlement. I certainly agree with the Ahli Yang Berhormat for Serembu as stated in his original question that it is a potential tourism product. In the event, but it is cancelled by Federal Ministry we certainly will look at possibility of funding the project by our Sarawak Goverment.

On your second supplementary question, the main component of the proposed project consists of:

(a) The tourism information centre; (b) Souvenier shop; (c) Handcraff gallery; (d) Lookout point; and (e) Upgrading of the bamboo bridge, boat walk and climbing stage, resting house,

Menteri Muda Hal Ehwal Korporat (YB Encik Abdullah Bin Haji Saidol): Saya akan menjawab soalan 81 bersama-sama dengan soalan 92 daripada YB Daro. Perkara yang dibangkitkan oleh kedua-dua YB ini ialah berkaitan dengan coverage telekomunikasi di Sarawak. Dalam usaha Kerajaan Negeri untuk mempastikan jaringan telekomunikasi terutama sekali kearah luar bandar mendapat coverage yang baik terutama sekali yang akan melibatkan seperti yang telah dibangkit oleh Menteri Muda tadi tentang electricity dan sebagainya. Ini adalah satu infranstruktur yang penting yang mesti antara agenda Kerajaan Negeri ke arah digital economi. Peruntukan sebanyak RM1 billion ini adalah peruntukan negeri yang menunjukkan kesungguhan kita memastikan jaringan komunikasi ini akan mencapai kearah terutama sekali ke arah luar bandar.

Untuk menjawab soalan yang diajukan oleh Yang Berhormat Tanjung Datu, memang benar SMA akan bekerjasama dengan pelbagai agensi termasuk MCMC di Federal dan juga Sarawak Forestry Corporation untuk menambah baik kemudahan telekomunikasi terutama sekali kawasan-kawasan yang menjadi tarikan di kawasan Tanjung Datu. Dan untuk makluman semua juga, bukan hanya untuk Yang Berhormat Tanjung Datu sahaja dan Yang Berhormat Daro, kepada semua 82 Yang Berhormat dalam dewan ini SMA telah melalui surat yang bertarikh 5 Jun 2018 meminta kepada kesemua wakil rakyat untuk memberi maklumat tentang keadaan di kawasan masing-masing yang mempunyai masalah sistem telekomunikasi atau pun kalau adapun tower di situ yang mungkin mempunyai masalah dari segi kadang-kadang talian tersebut terputus dan sebagainya. Maklumat sebegini amat penting untuk memastikan SMA berfungsi dengan baik dan juga amat penting untuk SMA berhubung dengan syarikat-syarikat telco yang berkenaan seperti Celcom, DiGi dan Maxis, untuk memastikan peralatan yang ada berada dalam keadaan yang baik dan berfungsi kerana dalam keadaan-keadaan tertentu ada berlaku di mana peralatan-peralatan yang ditempatkan di tower ini dicuri dan sebagainya.

Untuk Yang Berhormat Daro, terdapat 14 buah struktur yang sedia ada dikawasan DUN Daro dan SMA telah mengambil inisiatif menggunakan peruntukan Negeri untuk membina baru 4 buah lagi struktur tower iaitu di kawasan Rh. Kedi, di kawasan Rh. Balibu dan Rh. Buyu, Rh. Damu dan Rh. Kap dan Kampung Nyamuk. Ada soalan tambahan? YB Datuk Amar Hajah Jamilah Haji Anu: (Soalan Tambahan) Saya ada dua soalan tambahan iaitu:

(a) Berapakah jumlah tower yang dirancangkan dikawasan Tanjung Datu dan soalan yang kedua, kalau kita lihat sekarang, Pan Borneo yang melalui jalan dari Teluk Melano ke Sematan is upon completion. Jadi sudah semestinya ingin bertanya adakah priority di bagi kepada kawasan yang meliputi kawasan iaitu tarikan pelancong satunya bagi dari kawasan Teluk Melano ke Sematan, is priority given, kerana kita tahu bahawa itu adalah satu-satunya kawasan yang menarik pelancong, lebih-lebih lagi yang sebut tadi apabila completion of this Pan Borneo Teluk Melano Sematan, kerana saya tahu mesti kita memberi kredit kepada Kerajaan Negeri kita kerana kita telah menyuarakan iaitu dari mulanya kita memberi priority kepada kawasan itu.

(b) Adakah ia meliputi iaitu dikawasan-kawasan yang lain yang diberi tarikan

pelancong seperti kawasan Pueh, kem Pueh, Gunung Gading dan sebagainya. Saya tahu pada masa ini kita telah ada di Talang-Talang.

(a) Seperti dimaklumkan tadi, ada empat menara telekomunikasi yang sedang dan akan dibina. Sehubungan itu saya ingin tahu bilakah semua projek ini dijangka siap dilaksanakan?

(b) Selain daripada menara yang baru, kawasan saya juga mempunyai menara

yang sedia ada dan saya ingin tahu berapakah menara telekomunikasi yang sedia ada telah dinaiktaraf kelajuan atau kapasiti internetnya ataupun coveragenya daripada 3G kepada 4G.

Sekian, terima kasih. Menteri Muda Hal Ehwal Korporat (YB Encik Abdullah Bin Haji Saidol): Merujuk kepada perkara yang dibangkitkan Ahli Yang Berhormat bagi Tanjung Datu, kawasan tumpuan untuk infrastruktur telekomunikasi ini bukan hanya ke arah kawasan-kawasan tarikan pelancongan tetapi juga ke arah kawasan-kawasan yang mempunyai potensi-potensi ekonomi, kawasan-kawasan pedalaman yang mempunyai potensi untuk dibangunkan dari segi akuakultur dan agrikulturnya kerana telekomunikasi ini melibatkan banyak aspek ekonomi negeri terutama sekali dalam menaik taraf sosio-ekonomi setiap satu kawasan sistem hubungan ini juga berkaitan dengan pendidikan dan sebagainya, tentang maklumat-maklumat dan sebagainya. Ahli Yang Berhormat bagi Tanjung Datu, ada tiga tower baru akan dibina di kawasan Tanjung Datu, tiga tower baru yang dianggap bernilai RM6 juta tetapi itu bergantung kepada penilaian the final inspection of the side dan banyak lagi perkara teknikal yang lain dan selain daripada itu, untuk kawasan pelancongan yang menjadi tumpuan struktur ini nanti ialah coverage kearah kawasan seperti Pugu Beach, Pulau Talang-Talang, Tanjung Datu National Park dan beberapa kawasan yang lain. Tetapi, kita menghargai jika Yang Berhormat Tanjung Datu dan Yang Berhormat-Yang Berhormat yang lain dapat memberi maklumat dari semasa ke semasa tentang tempat-tempat yang perlu dibangunkan struktur ataupun infrstruktur telekomunikasi ini. Untuk makluman Ahli Yang Berhormat bagi Daro, terdapat empat buah tower ini, tender telah dikeluarkan, by end of this month and hopefully the constructions of this four towers will be completed by, mula kerja akan bermula akhir tahun ini, by December and completion probably within three months, probably by end of first quarter next year, the completion of this new four towers.

Dan juga maklumat lain yang dibangkit oleh Yang Berhormat Daro ialah tentang penaiktaraf dan 3G atau 4G beberapa tower di kawasan Daro. Untuk makluman Yang Berhormat Daro, Maxis ada dua tower di situ, salah satu telah dinaik tarafkan ke 4G dan satu lagi by end of November dan satu lagi on air, maaf, dan satu lagi tower ialah upgrading, itu Maxis. Untuk DiGi, maklumat yang diberi ialah ada satu tower telah di upgrade, akan proses upgrading ke arah 4G, hopefully completed by end of December this year. Dan Celcom ada lima tower dan kesemua lima tower on air semua, siap dah lengkap 4G untuk Celcom. Maksud on air ni (OA) adalah telah berfungsi sebagai 4G tetapi sekali lagi dalam keadaan proses untuk menaik taraf telekomunikasi ini radio oleh telco-telco ini sekali lagi kerjasama semua wakil rakyat amat dihargai oleh SMA jika dari semasa ke semasa, jika ada berlaku gangguan dan sebagainya, ini amat penting dalam proses menaiktaraf semua radio telco di seluruh negeri Sarawak. Jumlah Penerima Bantuan Kebajikan Bagi Kawasan Serian

(82) YB Encik John Anak Ilus bertanya kepada Menteri Kebajikan, Kesejahteraan, Komuniti, Wanita, Keluarga dan Pembangunan Kanak-Kanak. Berapakah jumlah penerima bantuan Kebajikan bagti kawasan Serian untuk masa ini mengikut kategori bantuan dan apakah trend permohonan dan kelulusan bagi masa yang sama? Untuk makluman Ahli Yang Berhormat bagi Bukit Semuja bilangan penerimaan bantuan kebajikan bagi kawasan Serian sehingga Oktober 2018 mengikut kategori bantuan adalah seramai 3,336 orang dengan jumlah perbelanjaan RM9,771,150 juta yang meliputi penerimaan bantuan kanak-kanak (BKK), 645 orang dengan jumlah perbelanjaan RM1,399,800 juta, Bantuan Orang Tua (BOK) 1,519 orang dengan jumlah perbelanjaan RM 5,275,900 juta. Elaun Pekerja Cacat (EPC) 88 orang dengan jumlah perbelanjaan RM325,800, Bantuan Penjagaan OKU Pesakit Kronik Terlantar (BPT) 123 orang dengan jumlah perbelanjaan RM431,650 dan Bantuan OKU Tidak Berupaya Bekerja (BTB) 400 orang dengan jumlah perbelanjaan RM161,950 dan Bantuan Am (BA) 561 orang dengan jumlah perbelanjaan RM1,176,050.

Permohonan bantuan kebajikan yang diterima bagi kawasan Serian dari Januari

hingga Oktober 2018 adalah sebanyak 450 kes. Dan daripada jumlah tersebut 330 kes telah diluluskan bantuan. Skim bantuan yang telah diluluskan adalah Bantuan Kanak-Kanak (BKK) 36 kes dan Bantuan Orang Tua (BOT) 114 kes, Elaun Pekerja Cacat (EPC) 12 kes, Bantuan Penjagaan OKU Pesakit Kronik Terlantar (BPT) 25 orang atau 25 kes dan Bantuan OKU Tidak Berupaya Bekerja (BTB) 21 kes dan Bantuan Am (BA) 117 kes dan Bantuan Belia/Beliawanis (BBB) 5 kes. Jadi daripada jumlah tersebut, 2,235 orang Bidayuh, 536 orang Iban, 338 orang Melayu dan 209 orang Cina, 17 orang lain-lain etnik dan 1 orang Melanau. PERBAHASAN ATAS BACAAN KALI YANG KEDUA – RANG UNDANG-UNDANG PERBEKALAN (2019), 2018 DAN USUL UNTUK MERUJUK

RESOLUSI ANGGARAN PEMBANGUNAN BAGI PERBELANJAAN TAHUN 2019 Tuan Speaker: Ahli-ahli Yang Berhormat, the question is that The Supply (2019) Bill, 2018 be read a second time and the motion to refer The Resolution on the Development Estimates 2019 be referred to the Committee of Supply.

Ahli-ahli Yang Berhormat, three days that is today, tomorrow and Friday are set aside for members to debate on The Supply (2019) Bill, 2018 and the motion to refer The Resolution on the Development Estimates 2019.

YB Encik Chong Chieng Jen: Thank you, Tuan Speaker.

Tuan Speaker, before I begin my debate on the budget tabled by Yang Amat Berhormat the Chief Minister, I just like to make an observation of what transpired just now. I think a very distasteful joke has been made equating wife to property. Such archaic and disrespectful mentality ought to change and such comments be it jokes or otherwise, be it moveable or immovable, ought not to be uttered in this House. Wives are our partners in life and they are not to be deemed as properties. I hope members from GPS can reflect on this comment. Thank you. I will start with my debate on the budget.

This budget has been termed as the largest budget in the history of Sarawak, with an

additional extra income of RM3.9 billion that will be coming from the imposition of sales tax on petroleum products. Here the orders made under the State Sales Tax Ordinance 1998 states that there will be 5% tax on crude petroleum oil, natural gas, liquefied natural gas, urea and bla bla bla so on and so on.

Tuan Speaker, though it is good that the government has found an extra source of

income but my question here to the Finance Minister is how, from where this income will be derived. This imposition of 5% sales tax on this petroleum product would it be like something happened to the 4D lottery ticket, whereby in West Malaysia it is sold at RM1.00. But in Sarawak you have additional RM1.10 whereby Sarawakians were made to pay extra 10 cents to the State coffer for buying lottery tickets because of the State Sales tax.

Two days ago, Yang Amat Berhormat announced that sales tax is going to be

imposed. The State sales tax is going to be imposed on the petroleum products. This will have far reaching impact. It will increase the cost of production for petroleum. It will affect the long term supply of liquefied natural gas contract between PETRONAS and Japan. It will impose additional cost of production for urea which is a key ingredient for the production of fertilizer.

And this 5% sales tax will also be imposed on lubricating oil and lubricating greases

which will be applied to motor vehicles. All these will increase, will affect, will have far

reaching effects in business world, into our economy. It will affect consumers. It will affect the industry players. It will affect the agriculture sector and it will affect transport sector.

And has the State Government done a thorough study on how this tax is going to

affect our Sarawak industry? There are two possibilities that I can foresee. At the end of the day, we pay more. Sarawakians might be made to pay more for this tax. Either that or industry players, our economy will be badly affected. And, Tuan Speaker, collection of tax comes with responsibilities. If you can use the money properly, I think a lot of Sarawakians will be willing to pay tax. But, the way the State Government is using our money, 15 much to be desired.

I just take one example on the dilapidated schools that was repeatedly mentioned by

the Member from Tebedu, the Honourable Minister in charge of Education in our State. In fact, this dilapidated schools issue was created, has been there for a long time. For a long time. And that is as a result of the neglect by the Barisan Nasional Government on Sarawak over the past 55 years. … (Interruption)

Tuan speaker: You take? YB Encik Chong Chieng Jen: Never mind, you sit down.

Tuan Speaker, in January 2016 the then Prime Minister Dato’ Seri Mohd Najib bin Tun Haji Abdul Razak pay a visit to Sarawak and found out that there are six (6) rural schools in Sarawak that need refurbishment and he announced, he approved the budget, RM2 millions for each school. Implementing the IBS system, I don’t know how the project from transpire but it was RM2 millions for each school. And then, later on 1 ½ year later, 2017, June 1st, Honorable Member from Tebedu made a press statement saying that there were 1,020 dilapidated schools in Sarawak with 415 classified as critically in dilapidated condition. Then he was also suggesting that we are to combine some of these dilapidated schools together.

Then he also asked for funding to be given by the Federal Government to repair or

rebuild these dilapidated schools. The estimate was RM4 billions to repair or rebuilt these 415 dilapidated schools. That is RM10 million per school, RM10 million per school and on the 28 October 2017, RM1 billion was announced. I think Honorable Member from Nangka was in the press conference as well. RM1 billion was announced but the cost of repair suddenly went up double; it became RM20 million per school. I think the Member for Nangka would remember what he said in the press statement, I have the press report here.

You can reply through your Minister later. He said, he claimed that RM1 billion is

only enough for 50 schools i.e. RM20 million per school and, my time is limited. Thank you. I would not give clarification unless Tuan Speaker can extend my time. Can or not?

Tuan Speaker: Proceed, proceed. YB Encik Chong Chieng Jen: Proceed. Proceed; he doesn’t want to extend time. That was on October 28, the cost of repair of dilapidated schools went up to RM20 million per school and this year, July 18, after 10 months it’s still 415 critically dilapidated schools in Sarawak, it’s still 415 but it was announced that two (2) schools will be relocated and rebuild. That is:

(a) SK Ulu Segan, Bintulu (b) SK Maludam, Betong The cost to relocate or rebuild these schools, RM40 million per school, RM40 million

per school, for SK Ulu Segan, Bintulu, RM40.1 million was announced; SK Maludam,

Betong, RM48.2 million. And if you look at our budget this year, for this year there will be RM20 million each for these schools who could be space out into two (2) years but my question is that: in 2016, it was estimated RM2 million per school to refurbish, to rebuild these schools. It went up to RM10 million, it went up to RM20 million and now is RM40 million and do you know the number of students in these schools? For SK Ulu Segan Bintulu there is only 200 over students, less than 250 students. Tuan Speaker: Okay, I give you extra time. YB Dr Haji Annuar bin Rapaee: Point of order here. Tuan Speaker: Okay. Menteri Muda Pendidikan dan Penyelidikan dan Menteri Muda Perumahan dan Kesihatan Awam (YB Dr Haji Annuar bin Rapaee): Thank you very much Tuan Speaker. The calculation that has been mentioned by Yang Berhormat for Kota Sentosa has misled the House. He cannot divide the number of allocation by the number of schools. Different schools have different amount needed. If you equate, then why Sarawak only got RM4 billion and the rest got RM271 billion from these present budget. If you want to divide equally like that, it does not make sense. Certain areas need more, certain areas need less. This should be the way, it’s a common sense. Don’t mislead without common sense. Tuan Speaker: Okay. YB Encik Chong Chieng Jen: Yang makan cili rasa pedas. Tuan Speaker, SK Ulu Segan Bintulu has only 240 students, does it justify spending RM40.1 million to build a schools? We know, we want, all of us want development for education, best education for our kids but don’t treat project to build schools as your ATM machines, to milk cash from these projects and that is why Tuan Speaker, we have a new Government now, a new Government who stressed on transparency integrity and no colonialism in the implementation of Government projects. Tuan Speaker, it is also very puzzling for me to hear from Honorable Member for Tebedu to read from his press statement in 2017 that, June 2017, that there were 1,020 dilapidated schools where 415 are critically dilapidated school. That was June 2017. Alright and two days ago when Yang Amat Berhormat Chief Minister presented the budget, same numbers were presented in this House. 1,020 dilapidated schools with 415 critically dilapidated schools, this is the same figures for the past 1 ½ years. What has been done? Tuan Speaker, yes, Pakatan Harapan has taken over the Federal Government. I would not give way to him. Tuan Speaker, Pakatan Harapan has taken over the Government only in May but what happen from July till April, as well as I understand RM500 million has been allocated and disbursed to the State and but why, why as on November 2018, there is still the same figure. You guys are just playing out the figures, June 2017, 415 critically dilapidated schools, 2018 November still the same figures. What have you been doing? Tuan Speaker: Order, order. YB Encik Chong Chieng Jen: Tuan Speaker, Tuan Speaker, I move on to the third issues that is the proposed construction of the second trunk road and the coastal road prospect costing approximately of RM11 billion as announced by Member from Baleh, initially it was supposed to be awarded to two contractors only, but I intervene lodge a report to MACC and at the end of the day it went into open tender and was divided to 11 packages, that is good.

However, subsequently, there is another huge project, huge package of project under URDA (Upper Rajang Development Authority) whereby there are 20 packages of road to be

constructed and 15 packages of water supply projects, worth one point something billion however only three consultants were appointed to oversee the whole implementation of these packages of projects.

Tuan Speaker, there are plenty of consultants out there who are qualified. In Sarawak there are about more than 50 consultants who can and able to undertake large projects but why confined to only three consultants. And if you look at all these projects, State projects mind you, State projects under the Ministry of, I think JKR for the State, State JKR not the Federal, State JKR, same names keep popping up for the supervision or implementation of the projects. There should be site investigation into this matter.

And Tuan Speaker, I was also inform, I was verbally informed by the industry players

that even when the Government Agency conduct the open tender the agency can also read the open tender. How it was done, how it was done let me enlighten you, Tuan Speaker this is about the implementation of water supply project by the JBALB (Jabatan Bekalan Air Luar Bandar). Tuan Speaker, here is what I was quote. This is about the calling for tender …(Interrupted)…

Tuan Speaker: You have two minutes left. YB Encik Chong Chieng Jen: Pardon. Tuan Speaker: You have two minutes left. That is point of Order. YB Encik Chong Chieng Jen: It was lump sum contract, several lump sum contracts being publish to call for open tender for the supply of water in the rural area, but from the date when the tender was open till the submission date is only one month, one month, it’s almost impossible for most of the consultant to carry out a proper evaluation of the value to be, to submit for the open tender by having restricting the period of this calling for tender, the time period, in fact only those who has prior notice or knowledge of this tenders can submit tenders. So, I call on the Government to be to be more, to practise more accountability, transparency and integrity in the implementation of projects. Especially given that now we have the largest, largest budget in the history of Sarawak.

Tuan Speaker, since I’m, given so little time, I’ll just finished off two other points. Number one, there’s a lot of arguments, a lot of allegation that the Federal Government is cutting out or stopping the federal projects that have been promised by the then Prime Minister, Dato’ Seri Mohd Najib bin Tun Abdul Razak. I have checked with the Treasury Department there are basically two categories of such projects that have been stopped or cancelled or kept at bay, there are:

(a) Those projects have no fund, there’s no fund, it just announce hot air, empty

promises by the Dato’ Seri Mohd Najib bin Tun Abdul Razak; and (b) Those project who which are over inflated, over inflated projects, whereby it is

not justifiable to implement such project. So this is basically two projects that have been cancelled or postponed. Another point is about the implementation of the LRT, the suggestion of proposal of

the LRT project light rail transit project... (Interruption)... Tuan Speaker: Your time is up.

YB Encik Chong Chieng Jen: Okay, I finish this point. Alright, it was that I’m glad that the Yang Amat Berhormat has announced that this project will be postponed. I hope this project will be cancel. But meanwhile, before the cancellation of this project a lot of the land alongside the proposed route of this LRT routes has been imposed with Section 47 and thereby affecting right of the land owners. Some of them the lease of the land title expired in five years, 10 years. They applied for extension of leasehold was rejected. These are the prime land, along the roadside. I think, I call upon the Government to uplift the Section 47 affecting this land to allow them to renew their leasehold and on the hydrogen fuel cell bus, just like to question on the visibility of hydrogen fuel cell bus. How much per bus? A few million? Are the Government has spend one hundred million? A few million or I’m asking you, you are the Government and the Government spend one hundred million building the plant to provide the hydrogen fuel. Tuan Speaker: Is this in the budget? YB Encik Chong Chieng Jen: Yes. Tuan Speaker: Did the Chief Minister’s say it in the budget? YB Encik Chong Chieng Jen: He is going to spend the Government money. Tuan Speaker, the debate on budget you don’t have to confine everything that was said in the budget. Tuan Speaker: Did he say it Honourable Member? YB Encik Chong Chieng Jen: And Tuan Speaker, one last point, there are complaint that Sarawak did not get sufficient allocation of fund in the Federal Budget if you look at the absolute figures of the development budget, we get RM10 million more than last year Tuan Speaker. And this is given the constrain face by the Federal Government resulting from the poor and bad financial management from that Barisan Nasional under the leadership of Datuk Seri Mohamad Najib bin Tun Abdul Razak whereby the Sarawak GPS are partners in crime... YB Encik Gerald Rentap Jabu: Tuan Speaker, Terima kasih memberi saya peluang untuk berbahas mengenai ucapan belanjawan bagi tahun 2019 yang telah dibentangkan oleh Yang Amat Berhormat Ketua Menteri merangkap Menteri Kewangan dan Perancangan Ekonomi Sarawak.

Saya bagi pihak rakyat kawasan N.36 Layar dan rakyat Sarawak amnya, ingin merakamkan terima kasih kepada Yang Amat Berhormat Datuk Patinggi (Dr) Abang Haji Abdul Rahman Zohari bin Tun Datuk Abang Haji Openg, Ketua Menteri Sarawak yang telah membentangkan Bajet 2019 yang amat inovatif dalam membesarkan aliran pendapatan (our revenue) Kerajaan Negeri dan seterusnya membiayai peruntukan untuk pembangunan di seluruh negeri Sarawak. Ini menunjukkan keikhlasan beliau dan Kerajaan GPS untuk menjaga hak, merancang pembangunan dan modal insan serta kesinambungan kesejahteraan rakyat Bumi Kenyalang tercinta. This budget is historic for many reasons:

(a) Biggest ever budget in Sarawak’s history – more than RM10 billion;

(b) Over 67% is set aside for rural development; and

(c) As an overall budget, it is a surplus budget, and not financed by our reserves.

Such rural focus and people centric budget will spur economic opportunities and activities through enhancing basic infrastructure especially water, electricity, road, bridges telecommunication towers and repairing dilapidated schools. This will be further strengthened by digital and internet connectivity to enable internet of things as a platform for modernization approaches in agriculture, management, service delivery and our daily lives.

On this note, on behalf of the Layar Constituents, I would like to thank Yang Amat

Berhormat Ketua Menteri and Menteri Kewangan for specifically allocating development funds for Jalan Ijok/ Teguyu/ Batu Pesok/ Rantau Layang in the 2019 budget. I would like to also support the construction of the Batang Lupar Bridge linking Sebuyau to Triso and onwards to Meludam. It is my hope that the GPS Government also to consider linking Tanjung Assam road to Beladin/ Meludam road and further on to the vital coastal road network towards Kuching for the greater benefit of the people.

Tuan Speaker, this budget will propel Sarawak towards a high income and developed

State by 2030. There are six strategic thrusts to achieve: (a) Development biased and rural focus budget;

(b) State development agenda;

(c) Digital economy as pillar of economic expansion;

(d) Investment driven economic growth;

(e) Private sector as engine of growth; and

(f) An effective delivery system.

To achieve this, I believe the real back burner and driver for this aspiration and Sarawak’s success in the future will be the youth of Sarawak. In today’s dynamic world, it is the ability to be innovative and marketing these ideas through digital technology and enterprise will create economic opportunities and growth. The ever evolving world scenario will see changes in the traditional office work environment into a mobile or home office culture. The way of doing business also changes through advancement in e-payment systems such as e-wallet and other forms of crypto currencies. We need to equip our society with such knowledge and readiness to tap into this new economic model.

Memandangkan banyak belia yang ingin menceburi diri dalam bidang perniagaan

dan perusahaan tetapi menghadapi banyak kekangan seperti modal kewangan dan sebagainya, terutamanya fresh graduates, maka saya ingin mencadangkan Kerajaan Negeri Sarawak untuk menubuhkan Tabung Pembangunan Belia Sarawak sebagai venue untuk mendapatkan dana permulaan melalui micro credit atau micro financing untuk semua anak Sarawak yang di bawah umur 40 tahun.

Tabung ini bukan saja dapat membantu dengan kewangan tetapi juga memberi

perkhidmatan membimbing anak muda untuk merancang pelan dan model perniagaan, menepati jadual pembayaran dan memantau prestasi mereka. Tabung ini juga dapat memberi peluang kepada mereka untuk menjadi usahawan era digital. Dengan adanya tabung sedemikian, semua lapisan belia Sarawak yang berbilang bangsa dapat meningkatkan daya saing dan peluang perniagaan bukan sahaja di negeri ini tetapi di pasaran dunia melalui e-commerce. Peserta yang terlibat juga dapat menggunakan network ini untuk menambahkan pasaran jualan dan perkhidmatan mereka.

Strengthening Agricultural Development

Agriculture remains the mainstay of rural economy and modernization approaches

have shown leaps in production. It is important that training in agro technology must be intensified to achieve these goals. I would like the government to set up a university campus status training center in Betong in view of the implementation of Bukit Sadok agropolitan area. Opening up of taman kekal makanan also provide opportunities for our youths to venture into agriculture. It is in the youth that we can harness and utilized the usage of digital technology to its fullest advantage. I welcome the budget of RM315 million to leapfrog our state as the food basket of Malaysia and opening the market to the world using digital economy.

Social Security Net

Tuan Speaker, I would like to thank Yang Amat Berhormat Ketua Menteri and the GPS Government initiative in introducing the RM1000 endowment fund for every new born Sarawakian from 1st January 2019 onwards. This will guarantee them a certain amount of money by the time they turn 18. From my experience such monetary benefit will greatly help students who will want to pursue their tertiary studies thereon. Their parents will not be burdened or being left with no option to let their children enter universities of colleges. If they choose a commercial route, this then can be their start up capital for business ventures as they choose.

It is also in my hope that all Sarawakian upon reaching this age and wanting to continue studying be given automatic Yayasan Sarawak bursary to further help their financial commitments. Thus they can continue to excel with their studies, and after all these are our greatest assets to ensure a brighter and smarter future for Sarawak.

Tuan Speaker, Sekarang saya ingin menyentuh tentang beberapa isu dari kawasan saya dan juga berlaku di kawasan lain.

(a) Dadah dan pusat perjudian.

Drug menace and illegal gambling is still a major problem, although I must admit to reading of more raids and operations throughout the State. I urge the Government to strictly enforce actions within their agencies jurisdiction, like the local council, Polis DiRaja Malaysia, AADK and so on.

(b) Local Councils.

I have always find that local council has always been inadequately funded and shortage of manpower. For example, Majlis Daerah Betong has no budget to repair their leaking roof. I urge the Government to increase their funding and manpower requirement to these vital agencies. We must also look into a good working condition for our civil service.

I urge also the Ministry of Local Government and Housing also to plan to move our rubbish dump in Lidong to another suitable site and to build an integrated rubbish incinerator centre to cope with the growing population and environmental standards.

(c) Housing Loans.

I would like to urge the Ministry of Housing to consider giving out more loans especially to rebuild new longhouses and kampong houses. A better home will compliment the Government efforts in supplying basic infrastructures such as electricity and clean water.

(d) Utilities Fund.

I would like to urge the Ministry of Utilities to look into the assistance to new longhouses with regards to them moving their electrical meters and water meters from their old site to their new longhouse site. Similarly, for the upgrading of transformers to meet increasing demands. Generally, this is too costly but if it is not done properly it can cause overloading or other dangerous negative consequences. It is also my hope that the Ministry also provide funds for rewiring those longhouses that have been connected by electricity for more than 10 years. The recurring incident of fire because of short circuit and so on has been very worrying.

(e) Education.

Nothing that the results in rural schools are not improving especially in English, Maths and Science. I would like the Ministry of Education, Science and Technological Research to provide reading materials to schools and also retraining sessions and seminars for the teachers. We need to bring a new life into these teachers so that the students will be more interested in learning.

Select Committee Tuan Speaker, yesterday’s sitting saw a historic unanimous decision for the august

House to establish a Consultative Committee to look into safeguarding and reclaiming our rights as equal partners under MA63.This committee will listen to the voices of the people and set clear resolutions for our Yang Amat Berhormat Ketua Menteri and Sarawak’s representative to negotiate at the Federal Steering Committee level. This is the spirit of unity to show that we love and care for the State.

Tuan Speaker, the destiny of Sarawak can only be determined by Sarawakian. The

Pakatan Harapan Federal budget is heartless to say compare to our State 2019 budget. To be treated as equal partners, Sarawak should have her equal share. Our budget is not hot air and is genuinely thought about; collecting through sales tax empowered by the State Laws and Federal Constitution, neither is the GPS Government chickening out of any negotiations on MA63, with the formation of the Consultative Committee, we are actually cocking in, lebih mintis enggau lebih mintih kitai diatu.

Let it be a lesson, we are only 2.8 million people in Sarawak against 30 million (9.3%)

and the rest of the world, two cabinet representatives out of 55 member cabinet, that is only 3.6%, where is the equality. Ni enda jadi burung gagak seduai tu di Malaya. Help us to safeguard and develop Sarawak. After all you and I both swore in this august House to protect the Constitution and Rights of Sarawak. Sarawak First. Sayang Sarawak. Jaga Sarawak.

Let us unite for Sarawak and support the Sarawak GPS Government’s sincere and courageous effort in developing Sarawak, caring for the well being of her citizens and ensuring a harmonious and prosperous State. Terima kasih Tuan Speaker, kerana telah memberi peluang kepada saya untuk turut sama membahaskan Rang Undang-Undang Perbekalan (2019), 2018 yang telah dibentangkan oleh Yang Amat Berhormat Ketua Menteri Sarawak dan Menteri Kewangan pada 5 November 2018 yang lepas. Bagi pihak rakyat di kawasan N.43 Daro, saya ingin merakamkan ucapan setinggi-tinggi tahniah dan terima kasih kepada Yang Amat Berhormat Ketua Menteri dan Menteri Kewangan yang telah membentangkan satu bajet yang amat bersejarah bukan sahaja yang melibatkan peruntukan yang terbesar tetapi juga yang terbaik setakat ini. Bajet yang mengutamakan pembangunan khususnya kepada kawasan luar bandar yang benar-benar mengutamakan pembangunan demi kesejahteraan rakyat dan sebagai rakyat Sarawak kita patut merasa bangga kerana mempunyai sebuah Kerajaan yang amat prihatin serta mengutamakan pembangunan kepada rakyat. Memperuntukkan RM9.073 billion daripada RM11.914 billion iaitu 76% kepada pembangunan di mana kebanyakannya adalah memberi tumpuan kepada merancakkan pembangunan luar bandar untuk mengurangkan jurang pembangunan di antara kawasan bandar dan luar bandar.

Ini jelas membuktikan Kerajaan GPS menepati janji bukan retorik semata-mata. Bajet yang memberi fokus kepada pembangunan luar bandar khususnya dalam pembangunan infrastruktur dan kemudahan asas di kawasan luar bandar telah membuktikan bahawa dakwaan pihak pembangkang mengatakan Kerajaan mengenepikan pembangunan untuk penduduk di luar bandar adalah tidak benar sama sekali. Malah jumlah besar itu jelas memperlihatkan keupayaan kewangan negeri untuk membiayai pelbagai projek pembangunan, sekali gus memperkasakan sosio-ekonomi rakyat, khususnya di kawasan pedalaman dan luar bandar. Dengan keupayaan kewangan itu, ia jelas membuktikan tadbir urus kewangan terbaik dilaksanakan Kerajaan Sarawak, sekali gus meletakkan ekonomi negeri ini terus berada di landasan yang kukuh. Tuan Speaker, bajet kali ini membuktikan Kerajaan Negeri sentiasa mengutamakan kepentingan rakyat melalui pelan serta dasar yang konsisten di samping memastikan projek pembangunan luar bandar dapat dilaksanakan dengan lebih berkesan demi menjamin kesejahteraan seluruh rakyat. Ini adalah bajet yang cukup inklusif dan memberi penekanan kepada pelbagai isu dan menjadi sebahagian usaha menyokong pertumbuhan ekonomi negeri. Sudah pasti dalam kerangka Bajet 2019, Kerajaan Negeri tidak mencari populariti sebaliknya menyerlahkan sikap yang cukup bertanggungjawab dan realistik. Tidak ada gunanya menjanjikan sesuatu yang tidak mampu dilaksanakan, sekadar janji kosong untuk mencari populariti. Mencadangkan sesuatu yang enak didengar sememangnya amat mudah tetapi apakah mampu memenuhi semua janji-janji itu? Kita sedia maklum, semasa Pilihan Raya Umum (PRU) Ke-14 yang lalu, Pakatan Harapan telah berjanji untuk memberikan peruntukan pembangunan sebanyak 30% untuk Sarawak, namun apa yang berlaku hari ini jauh tersasar. Cakap saja lebih. Perbezaan antara bajet negeri dan bajet persekutuan juga umpama langit dan bumi di mana bajet Kerajaan pusat terlalu bersifat umum dan masih kabur berbanding bajet negeri jauh lebih terperinci. Malah, kita dapat melihat sendiri sebahagian besar daripada bajet negeri lebih tertumpu kepada luar bandar termasuk turut menyediakan peruntukan berjumlah RM81.7 juta bagi membina semula dan membaikpulih sekolah daif di negeri ini meskipun aspek pendidikan ini adalah di bawah bidang kuasa Kerajaan Persekutuan. Tuan Speaker, sekarang izinkan saya untuk mengemukakan beberapa isu yang memerlukan perhatian dewan yang mulia ini lebih-lebih lagi yang melibat kawasan saya di N.43 Daro.

Penubuhan Coastal Area Development Agency

Tuan Speaker, pendekatan yang telah dilaksanakan oleh Kerajaan Negeri di bawah kepimpinan Yang Amat Berhormat Ketua Menteri untuk mempercepatkan pembangunan infrastruktur secara terancang dan tersusun khususnya di kawasan pedalaman luar bandar melalui penubuhan tiga agensi iaitu Upper Rejang Development Agency (URDA), Highland Development Agency (HDA) dan Northern Region Development Agency (NRDA). Oleh itu, untuk mencapai pembangunan yang seimbang di seluruh negeri khususnya di kawasan luar bandar, adalah dicadangkan juga supaya sebuah agensi yang serupa ditubuhkan juga bagi kawasan di luar bandar persisir yang boleh dikenali sebagai Coastal Area Development Agency (CADA). Penduduk di kawasan persisir merangkumi hampir sebahagian daripada rakyat negeri ini masih ada yang belum menikmati kemudahan asas seperti jalan raya, elektrik, bekalan air dan beberapa infrastruktur asas yang lain.

Masalah Hakisan Tanah di SK Batang Lassa, Daro

Tuan Speaker, SK Batang Lassa salah sebuah sekolah rendah di kawasan DUN Daro sekarang sedang diancam oleh masalah hakisan tanah yang serius. Kedudukan beberapa bangunan agak bahaya kerana sudah terlalu hampir dengan tebing sungai yang terhakis. Apa yang merisaukan saya ialah sekolah ini merupakan sekolah berasrama. Jika tiada usaha proaktif yang dilakukan dalam masa yang terdekat oleh pihak Kementerian Pendidikan untuk mengatasi masalah ini atau mengalih sekolah ini ke lokasi yang lebih selamat, maka kita tidak mahu peristiwa sekolah masuk sungai akan berlaku lagi serta boleh mengancam nyawa anak murid yang belajar di situ.

Sektor Pertanian dan Perikanan

Tuan Speaker, sektor pertanian tidak dapat dipisahkan daripada kehidupan rakyat di kawasan luar bandar. Oleh itu, bajet tahun ini yang terus memberi tumpuan kepada sektor pertanian amatlah dialu-alukan. Oleh itu, saya ingin menyarankan agar pihak Kementerian Pemodenan Pertanian, Tanah Adat dan Ekonomi Luar Bandar melalui Jabatan Pertanian Sarawak supaya menggalakkan penanaman secara komersial tanaman-tanaman yang berpotensi tinggi diantaranya ialah seperti nanas MD2 dan buah pisang khususnya di kawasan pesisir pantai Sarawak memandangkan kedua-dua jenis buah ini kini mempunyai pasaran yang meluas di luar Negara. Selain itu, ini juga penting supaya tanah yang terbiar dapat dijadikan modal untuk membangun ekonomi kawasan pesisir.

Tuan Speaker, manakala sektor perikanan pula merupakan salah satu pekerjaan utama masyarakat pesisir termasuk di Daro. Sektor ini juga merupakan penyumbang kepada pertumbuhan ekonomi dan pembangunan negara. Oleh itu, saya berharap dalam bajet Kerajaan Negeri ini turut memberi perhatian kepada golongan nelayan termasuk kategori nelayan sungai dan nelayan pantai. Kerajaan Negeri juga dimohon supaya komited dalam melaksanakan inisiatif yang wajar bagi membantu membela nasib para nelayan di seluruh negeri termasuk menyediakan pelbagai bantuan sama ada berupa peralatan mahu pun latihan kemahiran memandangkan Kerajaan Pakatan Harapan sekarang kurang memberi perhatian kepada para nelayan.

Mewujudkan Pusat Pengumpulan Hasil Pertanian

Tuan Speaker, saya ingin mencadangkan kepada Kerajaan supaya mewujudkan sebuah Pusat Pengumpulan Hasil Pertanian di Daro. Ini bukan sahaja kerana kawasan ini sesuai untuk sektor pertanian tetapi kedudukannya yang strategik di kawasan pesisir yang meliputi Matu, Igan, Pulau Bruit dan Paloh serta ditengah-tengah kawasan koridor pembangunan SCORE. Pekan Daro yang telah lama wujud sebagai collection dan distribution centre boleh dijadikan nucleus untuk membangun dan menggerakkan ekonomi pesisir pantai Sarawak lebih-lebih lagi dengan siapnya pembinaan projek Jambatan Muara Lassa dan Batang Paloh nanti.

Skim Pembesaran Kampung dan Skim Perumahan Rakyat

Tuan Speaker, saya memohon agar skim pembesaran kampung yang telah diluluskan di Daro iaitu,

1. Skim Pembesaran Kampung Lemang Pek/Kampung Tengah/Kampung Pangtray Fasa 1 dan Fasa 2, sebanyak 536 Lot diluluskan sejak tahun 2002;

2. Skim Pembesaran Kampung Badong Fasa 1 dan Fasa 2 sebanyak 331 lot yang telah diluluskan sejak tahun 2003; dan

3. Skim Pembesaran Kampung Masjid/Kampung Panchor/Kampung Baru Fasa I dan Fasa II sebanyak 446 lot diluluskan sejak tahun 2015, dapat dilaksanakan dengan secepat yang mungkin kerana ramai rakyat memerlukan lot rumah untuk membina rumah mereka.

Saya juga mencadangkan agar kelayakan permohonan ke atas lot ini dibuka kepada

seluruh rakyat di Daro bukan sahaja dikhaskan kepada kampung-kampung yang berkenaan sahaja. Ini adalah supaya mana-mana pemohon yang benar-benar memerlukan lot rumah berpeluang membina rumah serta dapat menggelakkan mereka membina rumah setinggan.

Rumah Mampu Milik

Tuan Speaker, salah satu perkara yang telah diberi tumpuan dalam bajet baru-baru ini ialah menyediakan rumah mampu milik atau rumah khusus bagi yang berpendapatan rendah. Sehubungan dengan itu, saya memohon kepada Kerajaan Negeri agar dapat melaksanakan projek Rumah Mampu Milik (RMM) dan Rumah Spektra Permata (RSP) di beberapa lot Skim Pembesaran Kampung dan Skim Perumahan Rakyat yang telah diluluskan di Daerah Daro tersebut supaya golongan yang berpendapatan rendah ini juga mampu memiliki sebuah rumah yang berkualiti dan selesa.

Estet Perindustrian Kecil dan Anjung Usahawan

Tuan Speaker, selaras dengan program perindustrian negeri yang meneruskan pelaksanaan pelbagai estet perindustrian, maka saya ingin mencadangkan supaya sebuah estet perindustrian kecil atau anjung usahawan juga dibina di Daro. Daerah Daro berpotensi untuk dibina kilang-kilang bagi perindustrian kecil dan juga anjung usahawan untuk disewa atau dijual kepada para usahawan bagi membolehkan mereka mengembangkan perniagaan ke peringkat yang lebih tinggi termasuk dalam sektor industri kotej. Beberapa kemudahan seperti sebuah RC Wharf yang bernilai hampir RM5 juta telahpun siap dibina pada tahun ini, sudah pasti akan memberi kemudahan bagi segala urusan pengangkutan dan penghantaran barang-barang melalui jalan sungai atau laut. Begitu juga dengan siapnya projek jambatan Muara Lassa dan Batang Paloh nanti maka akan menjadikan perhubungan ke bandar-bandar yang terdekat termasuk ke Pelabuhan Tanjung Manis akan menjadi lebih mudah. Sehubungan itu, saya menyeru kepada Kementerian berkenaan supaya memberi pertimbangan yang serius ke atas permohonan ini.

Bekalan Elektrik Luar Bandar

Tuan Speaker, saya memohon agar Kerajaan Negeri akan terus melaksanakan Skim Projek Bekalan Elektrik Luar Bandar atau pun lebih dikenali sebagai RES meskipun Kerajaan persekutuan di bawah Pakatan Harapan melalui Kementerian Kemajuan Luar Bandar dan Wilayah tidak lagi menyalurkan peruntukan kepada Kerajaan Negeri bagi tujuan ini. Di kawasan saya masih terdapat 25 buah penempatan yang terdiri daripada rumah panjang dan kampung lebih kurang 35% kawasan di bawah DUN N.43 Daro masih belum mendapat bekalan elektrik. Sehubungan itu, sekali lagi saya memohon supaya projek RES yang telah dilaksanakan di kawasan Stubah, dalam daerah Meradong pada masa ini disambungkan juga ke Rh. Ujang, Sg. Mawan dan Rh. Franchis Kiyai, Ng. Singat yang jaraknya hanya beberapa kilometer sahaja daripada talian grid yang sedia ada. Begitu juga bagi projek RES ke Sebedil yang sedang dilaksanakan ini disambung juga ke Kampung Sawai, Matu yang jaraknya hanya kurang lebih kurang dalam dua kilometer. Saya juga sekali lagi ingin menyeru agar Kerajaan khususnya Kementerian Utiliti mempertimbangkan permohonan yang telah dikemukakan untuk melaksanakan projek bekalan elektrik luar bandar ini di beberapa buah penempatan seperti berikut setidak-tidaknya melalui Sarawak Alternatif Electrician Scheme (SARES) sekiranya tidak ada atau pun tidak dapat dibekalkan

melalui talian grid kerana atas alasan tidak mempunyai jalan ke penempatan-penempatan tersebut adalah seperti berikut;

1. 10 buah Rumah Panjang di Passin dan Batang Lassa dalam daerah Matu iaitu Rh. Akin, Rh. Atoh, Rh. Nanai, Rh. Janting, Rh. Henri, Rh. Imba, Rh. Kayak, Rh. Geruka, Rh. Johari dan Rh. Selat;

2. 4 buah Rumah Panjang di Sg Serban, Daro iaitu, Rh. Minang, Rh. Chuchok, Rh. Menggong, Rh. Alak dan 7 buah Rumah Panjang di Nanga Lassa dalam daerah Sibu iaitu, Rh. Muahammadin, Rh. Jimbau, Rh. Michael, Rh. Nira, Rh. Kamaraw, Rh. Catherine dan Rh. Wih; dan

3. Dan sebuah rumah lagi iaitu Rh. Hudson Madut, di Sg. Sebinjai, juga terletak di daerah Sibu.

Tuan Speaker, selain daripada itu, masih terdapat rumah-rumah dalam kampung yang belum disambung dengan bekalan elektrik meski pun di kampung berkenaan telah mempunyai bekalan elektrik melalui talian grid. Alasan yang diberi adalah tidak mampu disebabkan bayaran yang dikenakan oleh pihak SESCO untuk kes penyambungan elektrik adalah terlalu mahal. Oleh itu, sementara mengunggu skim RES, kebanyakan rumah-rumah ini telah menumpang penyambungan elektrik dari rumah saudara mara atau jiran-jiran yang berdekatan sejak bertahun-tahun. Oleh itu, saya cadangkan supaya Kerajaan Negeri melalui SESCO membantu memberi subsidi bagi menanggung kos yang terlibat terutamanya kos pemasangan tiang bagi membolehkan mereka ini untuk menikmati bekalan elektrik yang selamat.

Sarawak Alternative Water Supply (SAWAS)

Tuan Speaker, saya mewakili kawasan saya di tujuh buah Rumah Panjang di Ng. Semah, penduduk di Kampung Penasu dan penduduk di empat buah Rumah Panjang di Sg. Serban, Daro mengucapkan ribuah terima kasih kepada Kerajaan Negeri khususnya Kementerian Utiliti Sarawak dan JBALB kerana telah melaksanakan projek bekalan air alternatif (SAWAS) di ketiga-tiga penempatan ini. Projek ini telah meningkatkan taraf hidup rakyat di sini yang sebelum ini hanya bergantung kepada air hujan untuk kegunaan harian yang kerap terputus bekalan ketika musim kemarau. Sehubungan dengan itu, saya juga ingin memohon agar projek yang serupa dilaksanakan di tujuh buah Rumah Panjang di Ng. Passin, Matu, tujuh buah Rumah Panjang di Ng. Lassa, Sibu dan Rh Francis Kiyai, Ng, Singat, Sibu, Rh Hudson Madut Sebinjai, Sibu dan di Kampung Sabena, Meradong untuk tahun depan 2019 nanti. Penempatan-penempatan ini menjadi keutamaan kerana mempunyai penduduk yang ramai disamping mempunyai klinik kesihatan Desa dan Sekolah Rendah serta lokasi yang jauh di pedalaman.

Masalah Sosial Tuan Speaker, apa yang saya dapati masalah sosial yang melanda dewasa ini bukan sahaja berfokus kepada penyalahgunaan dadah atau benda terlarang sahaja tetapi nampaknya masalah perjudian secara atas talian semakin menjadi-jadi dan berleluasa termasuk di kawasan luar bandar. Sekiranya masalah ini tidak dibendung maka ianya akan merosakkan masyarakat lebih-lebih lagi golongan belia. Oleh itu, saya memohon supaya pihak agensi Kerajaan yang berkenaan supaya mengambl tindakan yang serius bagi membendung masalah ini supaya ianya tidak terus berleluasa. Sebagai mengakhiri ucapan saya, saya mengambil kesempatan ini untuk Tuan Speaker, untuk mengucapkan Selamat Menyambut Hari Natal kepada semua Ahli-ahli Yang Berhormat yang beragama Kristian dan Selamat Menyambut Tahun Baharu semoga tahun

2019 nanti akan memberi lebih pembangunan dan kemakmuran kepada negeri kita Sarawak yang tercinta ini. Dengan itu, Tuan Speaker, saya sukacitanya menyokong sepenuhnya Rang Undang-Undang Pembekalan (2019), 2018. Sekian, terima kasih. Timbalan Speaker: Ahli Yang Berhormat bagi Meradong. YB Datuk Ding Kuong Hiing: Thank you Tuan Speaker, for giving me this opportunity to participate in the debate on Budget 2019 which was tabled by Right Honourable Chief Minister on 5th November 2018.

First of all, I would like to congratulate the Right Honourable Chief Minister, who is also the Finance Minister for tabling the record breaking budget which not only is comprehensive and people centric but also a surplus budget that is all the most splendid especially during the recent economic uncertainty.

Of the double figure budget, 76% of it will go to the rural development with special emphasis on provision of basic amenities including water and electricity supply, roads and bridges and the renovation and rebuilding of dilapidated schools throughout Sarawak. Compare with the National Budget which was tabled last Friday whereby the allocation to Sarawak does not in any way reflect the contribution made by Sarawak to the Federal coffer. It just goes to prove that it is vital for our Fairland Sarawak be governed by local political parties as we cannot fan our hope on the leaders of Malaya based political parties to safeguard our economy and other rights and privileges for us. As they have all failed miserably in voicing out against their political masters in Malaya for the injustices shown towards Sarawak thus far.

Tuan Speaker, I would like to congratulate the Right Honourable Chief Minister for introducing a one-off incentive for all new born children starting next year. The incentive can only be withdrawn upon attaining the age of 18. However, I would like to urge the State Government to consider giving another RM1,000.00 each to the families concerned to ease their financial burden. At the same time, I would like to propose that bereavement grant of RM1,000.00 each to be given to every deceased family to assist them financially during the difficult time.

With the number of new born babies estimated at 40,000 and the number of deceased at 12,000 yearly, the above allowance to the people is definitely viable and affordable for the Government.

Tuan Speaker, please allow me to touch on some other issues that are dear to the heart of my constituents and all fellow Sarawakians.

RM1,100.00 minimum wage The business sector in Meradong are concerned that the above policy is going to be applied across the board and this will have far reaching effect to small and medium scale businesses in small town like Bintangor and other similar town throughout Sarawak. I sincerely hope that we can find ways and means to ensure that there are not much burden by the new policy.

Free-hold Residential Landed Property

With the State financial position improving steadily, I would like to urge the State Government to consider changing the existing leasehold residential landed properties to freehold. This will benefit the urban and sub-urban people especially the medium and low-income group.

MA63 and Steering Committee

In recent years, the more our Sarawak people are equipped with the knowledge and understandings of the Malaysian Agreement 1963 or MA63, the more they demand the Federal Government to review the implementation of the MA63 in Malaysia after 55 years of independence and Sarawak Government should act as the mouthpiece for the people of Sarawak. As a State Legislative Member for Meradong, I also owe duty to my constituents in Meradong to speak on the recent development of the Federal Government which is to review on the implementation of MA63. Pakatan Harapan made one of their pillars of promises in the election manifestos to return Sabah and Sarawak to the status accorded by the Malaysia Agreement 1963. Undeniably, this promise struck accord among Sarawak voters in GE14 held on 9th of May. The expectation of Sarawak’s people rose to the highest point when the Pakatan Harapan was given the mandate to become the Government of the day. Nevertheless, the Pakatan Harapan Government moved to fulfilling its promise to return Sabah and Sarawak equal status accorded by MA63 had not being on the right footing since. This is particularly so when the Steering Committee chaired by Yang Amat Berhormat Perdana Menteri formed to review the implementation of MA63 was a lopsided composition with only two representatives each from Sabah and Sarawak. Tuan Speaker, I wish to extend my support to our right Honourable Chief Minister Datuk Patinggi (Dr) Abang Haji Abdul Rahman Zohari Bin Tun Datuk Abang Haji Openg who was prompt to point out that the Steering Committee as proposed by the Pakatan Harapan Government is the wrong modal to review the implementation of MA63 as the start. The task of reviewing on the implementation of MA63 in Malaysia should be handled by an Inter-Governmental Committee or IGC a modal of our founding father adopt when forming the Federation of Malaysia. Therefore, I particularly happy to see that a Consultative Committee to complement the Steering Committee was formed with unanimous approval for Honourable Members from both sides of the divide. I hope this spirit of one voice and one heart in revisiting the MA63 can be continued until the ultimate aim of full autonomy for Sarawak is achieve. Tuan Speaker, whether to the Sarawak Government together with all States Legislative Members of this august House, we are the representative of our people and we are being elected speak on their behalf in this house as long as to the Federal Government. It is no secret that the Sarawakian are getting restless and agitated due to frustration and disappointment of seeing how Sarawak position and rights are being eroded in the 55 years. As the steward for our people of Sarawak, Sarawak Government should not under estimate such sentiment and people’s movement like S4S and SAR 86 we saw lately. It might be incline to give more time for us to negotiate with the Federal Government about the implementation of MA63 but time may be running out soon.

Water Problem at Meradong District

Before I go any further into this matter, I would like to thank our Chief Minister for approving budget of RM81 million during his walkabout in Meradong earlier this year.

To upgrade the water reticulations system in an effort to solve the perennial water problem in Meradong District which has become a serious issue among the local communities. Therefore, it is vitally important that the Ministry concerned has to get the project on the way as soon as possible and at the same time do the necessary to ensure Meradong District get enough treated water supply either by some short term improvement works to Temuda Treatment Plant or get a fair share of the treated water supply from Bayong Treatment Plant, Sarikei via Bulat Junction. At the moment, Bayong Treatment Plant apart from supplying to Sarikei and Tanjung Manis, it is also complementing the treated water supply to Bintangor town and Jalan KJD of N.46 Meradong and also to Sungai Sian, Tanjung Bundong and other areas in Semop and Matu Daro constituencies. Perhaps the proposed water supply system from Sibu to Tanjung Manis, once resolved will settle the water crisis for the whole of Meradong District. Tuan Speaker, before I conclude, I would like to wish all Christian in this august House, Merry Christmas and to everybody in this august House a Happy New Year 2019. Tuan Speaker, terlebih dahulu saya ingin mengucapkan tahniah kepada Yang Amat Berhormat Datuk Patinggi Ketua Menteri kerana telah berjaya membentangkan satu bajet yang begitu menyeluruh dan progresif memberi tumpuan khas kepada pembangunan sosio-ekonomi di kawasan luar bandar dan pada masa yang sama memastikan pembangunan yang berterusan di kawasan bandar. Ini akan memastikan Sarawak mencapai status negeri maju walaupun dalam suasana ekonomi dunia yang tidak menentu sekarang.

Rakyat Sarawak memang bertuah kerana mempunyai sebuah kerajaan yang di

bawah kepimpinan Yang Amat Berhormat Ketua Menteri yang sangat prihatin terhadap pembangunan sosio ekonomi dan kemajuan Sarawak. Belanjawan yang cemerlang ini telah dicapai dengan pengurusan kewangan yang cekap sekali tanpa menyentuh ‘reserve fund’ kita. Usaha kerajaan Sarawak di bawah kepimpinan Yang Amat Berhormat Ketua Menteri dalam memperjuangkan hak-hak rakyat Sarawak mengikut Perjanjian Malaysia 1963 (MA63) adalah sesuatu yang disokong sebulat suara oleh rakyat Sarawak.

Tuan Speaker, rakyat di kawasan saya amat bersyukur kerana Yang Amat Berhormat Ketua Menteri telah memberi kelulusan beberapa projek besar di kawasan kami. Projek-projek tersebut khususnya projek jalan Sarikei ke Tanjung Manis, projek Agro Park, Kompleks Pentadbiran Negeri, dan Collection, Processing dan Packaging Central (CPPC) Sarikei, telah lama menjadi aspirasi dan impian rakyat di kawasan saya.

Oleh itu, saya sebagai anak Sarikei dan juga mewakili rakyat Sarikei mengucapkan

setinggi-tinggi terima kasih atas keperihatinan Yang Amat Berhormat Ketua Menteri terhadap kawasan kami.

Tuan Speaker, izinkan saya menyampaikan beberapa isu yang dekat dihati rakyat dan penting di kawasan saya. Saya berharap ia akan mendapat perhatian dan pertimbangan sewajarnya oleh kementerian-kementerian yang berkaitan.

Poliklinik Sarikei

Sarikei sedang membangun dengan pesat dan penduduknya pula semakin bertambah. Akibatnya, Poliklinik Sarikei sudah semakin sesak dan tidak lagi memenuhi keperluan penduduk setempat. Ditambah lagi dengan lokaliti yang agak tidak bersesuaian sekarang. Namun saya ingin mengucapkan syabas kepada pengurusan Poliklinik dan Kementerian berkaitan kerana begitu komited melakukan langkah-langkah untuk mengurangkan masalah-masalah yang timbul. Sebagai satu langkah ke depan lagi, saya memohon agar pihak Kementerian mempertimbangkan untuk membina sebuah poliklinik baru atau menaiktaraf poliklinik yang sedia ada dan turut menggunakan bangunan hospital lama berdekatan.

Banjir Kilat

Masalah banjir kilat semakin serius dan amat kritikal di Repok. Ini amat berbahaya dan menimbulkan kesulitan kepada rakyat. Keadaan ini disebabkan pembangunan perumahan yang pesat dan sistem peparitan yang sudah usang, terlalu sempit dan tidak lagi efisien. Dalam perkara ini, saya berharap agar pihak Kementerian dapat merangka pendekatan strategik untuk mengatasi masalah tersebut.

Jalan Repok ke Simpang CTC

Saya ingin mengucapkan setinggi-tinggi terima kasih kepada Kerajaan atas projek menaiktaraf Jalan Repok dari Simpang Jalan Bersatu ke Jalan Tai Ping sepanjang 700 meter. Projek ini sedang dijalankan dan kos projek ini adalah di sekitar RM2 juta. Projek seperti ini memang wajar dan amat diperlukan bagi keselesaan dan keselamatan para pengguna jalan raya. Namun sebahagian besar jalan ini dan sistem peparitan sepanjang 2.8 kilometer masih belum dinaiktaraf lagi dan usang serta mengalami kerosakan yang serius serta berbahaya. Justeru itu saya memohon pertimbangan pihak Kementerian agar jalan, sistem peparitan dan lampu jalan sepanjang 2.8 kilometer tersebut dapat diperbaiki dan dinaik taraf. Anggaran kos projek ini adalah RM9 juta.

Jalan Nyelong By-Pass Jalan ini yang sepanjang 4.9 kilometer sering digunakan oleh penduduk setempat dan juga lori berat sebagai jalan penghubung ke kawasan perindustrian, kawasan perumahan dan pusat pentadbiran Sarikei. Pengguna yang menggunakan jalan ini semakin bertambah dan saya yakin dengan siapnya Pan Borneo Highway dan Jalan Sarikei-Tanjung Manis nanti, bilangan kenderaan yang melalui jalan ini akan meningkat berlipat kali ganda. Oleh itu, saya dengan rendah dirinya memohon agar jalan yang sedia ada dilebarkan kepada empat laluan dan dilengkapi dengan lampu jalan. Anggaran kos menaiktaraf jalan ini adalah di sekitar RM 8 juta.

Sekolah Aliran Teknikal atau Kolej Vokasional Tuan Speaker, Sekolah Aliran Teknikal atau Kolej Vokasional semakin mendapat tempat di hati para pelajar kita, terutamnya pada era digital sekarang. Kemahiran vokasional sudah tentu dapat meningkatkan daya saing anak-anak kita. Justeru, komuniti setempat amat berharap program TVET dapat diwujudkan di Repok supaya anak-anak kita boleh turut memainkan peranan dalam ekonomi digital Sarawak.

Untuk itu, saya memohon agar dapat dipertimbangkan agar diwujudkan sekolah aliran teknikal ini di Repok supaya dapat memberi ruang yang lebih luas kepada anak-anak tempatan mengikuti pendidikan aliran teknikal.

Tebingan Sungai Rajang dan Nyelong

Tuan Speaker, persiaran di sepanjang tebingan sungai di Sarikei sangat luas. Tambahan lagi, lokasinya yang strategik di tebing Sungai Rajang dan Sungai Nyelong menjadikannya sangat sesuai sebagai tempat riadah, aktiviti rekreasi dan tarikan pengunjung khususnya dari luar Sarikei. Justeru, saya memohon dan mencadangkan agar tebingan sungai yang sedia ada dapat dibaikpulih, dinaiktaraf dan seterusnya dibangunkan sebagai satu destinasi pelancongan yang unik di Sarikei. Anggaran kos yang diperlukan adalah RM5 juta.

Usaha Membantu Pekebun dan Petani Kebanyakkan pekebun dan petani di Sarikei mengusahakan kebun secara kecil-kecilan dan masih lagi mengamalkan kaedah pertanian secara konvensional. Hasil pertanian juga tidak pada tahap yang memuaskan. Justeru itu, untuk membantu para usahawan tani meningkatkan pendapatan mereka, amatlah penting Kerajaan membantu mereka samada dari segi khidmat nasihat teknikal, bantuan strategi dan kemudahan jalan ladang atau kebun.

Untuk itu saya memohon kepada agensi-agensi berkaitan agar merangka satu pelan induk dan strategi yang menyeluruh bagi mencapai aspirasi Kerajaan Sarawak untuk menjadikan Sarikei sebagai Food Basket of Sarawak.

Zon Industri Bersubsidi

Tuan Speaker, sudah tiba masanya kita membangunkan industri-industri lain sebagai

nilai tambah kepada pendapatan untuk meningkatkan taraf hidup rakyat. Oleh itu, saya memohon agar Kerajaan dapat mengkaji untuk mewujudkan satu Zon

Industri Bersubsidi di Sarikei, membantu untuk menggalakkan industri hiliran dan pembuatan di Sarikei. Ini akan membuka peluang pekerjaan kepada anak-anak tempatan di samping meningkatkan tahap sosio-ekonomi di Sarikei.

Tuan Speaker, saya ingin mengambil peluang ini mengucapkan setinggi-tinggi terima

kasih kepada Yang Amat Berhormat Ketua Menteri di atas keprihatinan terhadap kepentingan rakyat Sarawak dalam belanjawan yang dibentangkan, Belanjawan yang development focused and rural biased sudah tentu akan memanfaatkan rakyat seluruh Sarawak secara amnya dan rakyat kawasan luar bandar secara khasnya. Saya dengan rendah diri memohon supaya diberikan lebih banyak peruntukan lagi di kawasan Repok.

(Mesyuarat ditangguhkan pada jam 11:45 pagi) Tuan Speaker: The Honourable Member for Bukit Assek. YB Puan Irene Mary Chang Oi Ling: Thank you Tuan Speaker for allowing me to debate on this Budget Bill. The issues that I would like to raise are these:

Permanent Residency (PR)

Tuan Speaker, getting a PR has been a long standing issue for foreigners who are married to Sarawakians. Without a PR, they would need to apply for social or spousal permit which needs to be renewed annually. And for professionals who follow their spouse back to Sarawak, they would find themselves jobless as they are not allowed to be gainfully employed.

As we know, our State Immigration Department has the autonomy concerning

immigration issues. And for all PR applications to be approved, they would first need them to be endorsed by our State Authority.

Allow me, therefore, to bring to the attention of this august House many concerns

regarding these issue as being practised by the State Immigration Department and the State Secretary Office.

(a) There is no time frame as to when the applications would be processed. It has

been known for applicants to wait up for years before they would be contacted by Immigration to attend interviews (which incidentally, is the start of the process following the submission of applications);

(b) There is an inconsistent time frame for the processing of applications. Some

cases were made in 2011 and have been approved and yet there are still some as far back as 2001 and yet nothing has been done for them after their relevant interviews;

(c) There is a lot of cases still pending at the State Secretary Department waiting

for the State Secretary’s recommendation. Without the recommendation or endorsement, the applications cannot proceed and would be stucked there for years. Sometimes, the applicants would not know that the State Secretary has declined to give the recommendation and the matter would be KIV for years, thereby wasting on the times spent on the waiting before the applicants could take the relevant action to write a letter of Appeal to the State Secretary;

(d) No receipt is given to applicants upon submission of their application forms.

Since there is no proof of submission, there is no reference number or date of application for follow-ups;

(e) For some successful applications, more often than not, applicants would not be informed immediately until they check with Immigration Department themselves. They would be told to wait for Letter of Approval which would be prepared and sent out by batches in accordance to their year of submission. From our enquiries, they are still preparing letters of approval for applications made in the year 2003. No reason would be given for the delay;

(f) Some officers are not well versed with the procedure themselves. Wrong and incomplete forms are very often given which would waste the applicants’ time and effort;

(g) The PR application form does not provide the proper title “Borang Pemastautin Tetap” but instead “Permohonan Untuk Permit Masuk Ke Persekutuan”. Hence the confusion to some applicants;

(h) Officers do not provide applicants with proper advice and assistance is not

readily available. A case in hand was a woman who has been applying for her Visit Pass for more than 30 years and she was never advised to go and apply for PR. The public is not made aware of their eligibility to make the applications; and

(i) Likewise, officers do not advise widows to apply for Pas Balu (Widows Pass).

Instead, they would be told to go back to their country of origin as there is no one to sponsor their application of extension of Visa, even when the widow has been staying in Sarawak for more than 30 years with her extended family of Malaysian children and grandchildren. Imagine, Tuan Speaker to be told to start packing when your spouse has just passed away and to leave your whole family behind to return to another country which you have left for more than 30 years ago.

Tuan Speaker, the whole State Immigration Department needs a shaking up in their

administration. The State Secretary Department needs more than a shaking up. It needs an overhaul in order to catch up with the numerous applications sitting on the desk of the State Secretary waiting for his attention. The Ministry of Integrity and Ombudsman and other relevant Ministries need to look into this non-performance or lack of performance.

Rabies

The Sarawak State Government has lost control of the battle against rabies. In July

2015, when Kedah, Perlis and Penang were invaded by the disease, the responses from the three States had one thing in common. The response was quick, decisive and with no expenses being spared for logistics and to mobilise the necessary manpower. The State Government of the three States never lost their focus in saving human lives above all. As a result, the disease which started in late July 2015 was stemmed out by 3rd November 2015, a mere three months later, with not a human life lost.

In Sarawak, we have a different sadder story. Since July 2017 when the first human

case was reported, 12 human lives have since been lost. And these lives could have been saved if our State Government had acted swiftly, decisively and without fear of any backlash, political or otherwise, upon the first hint of trouble – like Kedah, Perlis and Penang where rapid mass vaccinations were immediately carried out. Roadblocks at State borders were also set up by the State Veterinary Services Departments. Drastic measures like culling of stray dogs were fearlessly given the green light. Sufficient manpower was put in place with no expenses being spared.

Tuan Speaker, I understand that Sarawak has a much larger and different

geographical landmass. But the State Government should not fall back on that as the reason for their loss of control against the spread of disease. Everything start small before it becomes humongous. Likewise, the diseases have started with two deaths in Serian before spreading to almost every division, save for Mukah and Limbang. And if we do not step up in our effort, it would only be a matter of time before these two divisions are also affected. Rightly, the fight against the disease had started out as localised. But because, right from the very beginning, the State Disaster Management Committee was anxious to play down

the severity of the matter, this had led to a complacent attitude by the people and hence the lack of cooperation and hence the unchecked early spread of rabies.

Indeed, the Honorable Member for Nangka had gone to the Press to lament on the

lukewarm response to the vaccination exercise in Sibu on 20th January 2018 and had attributed that to the lack of publicity and public ignorance on the deadly rabies disease. The point is, Tuan Speaker, most people have the mentality that they are untouchable until they are struck down, much like a prisoner on the death row not realising the finality of the sentence until he is staring at the gallows. Therefore, I am compelled to say that the laidback approach by the State Government is causing more harm than good in the handling of this deadly disease.

This, on top of insufficient manpower and human resources had led to the inability to

carry out mass vaccination of at least 70% of the dogs’ population, as is the recommended guideline. I understand in Sibu alone, until now, mass vaccination has only reached about 30% because there is only one team from the State Veterinary Department to cover the whole of Sibu, Selangau and Kanowit. No matter how tirelessly this Team may have worked, it is humanly impossible to expect them to cover the landmass that they are to cover.

Similarly, the dog catchers are at their wits end. In Sibu, there are only two Teams

and it is unrealistic to expect them to work 24/7. And that is why I am baffled as to why Budget presented by the Honourable Chief Minister did not even touch on any funds allocated to fight this disease at our doorstep. The Budget focuses on physical development, especially in the rural areas. That is not wrong but physical development should not override human development. What is the good of all these physical developments if one by one of our people are struck down by this disease which has already gone out of hand? Is the State Government therefore, serious in eradicating and removing rabies form our midst?

Tuan Speaker, I say enough is enough. Let us get our priorities right and take

control. With only Mukah and Limbang left, more urgent and aggressive actions are required. More teams need to be formed and tasked for humane capture and quarantine of stray dogs. And where those dogs are found to be infected while under quarantine, they should be put to sleep humanely and where found to be healthy, to be given vaccination to be released thereafter. A lot more need to be done to ensure that the population immunity of the animals is sufficient to prevent circulation of the rabies virus. And all these need financial allocations for the relevant authorities to ensure that they would be implanted and enforced efficiently.

And the story should not end here, once the disease is under control. A stray

management machinery should be put in place for the Local Authorities and State Veterinary Department to carry out strict enforcement measures to ensure that strays are kept out of the street. This should be made a way of life event without the rabies around.

Standard Operating Procedure for Adoption

On 28th August 2018, these words were spoken to me over the phone, “As long as I

have not received the Standard Operating Procedure (SOP), I am not going to do anything!”

Tuan Speaker, these words were spoken by the District Officer of Sarikei after he refused to extend the standard adoption application form to the guardian of the 16 years old girl even though the girl was borned in Sarawak but of which he had erroneously and summarily considered as having no Sarawak connection under Section 5(1)(a) of the Sarawak Adoption Ordinance. The District Officer (DO), after being pressed by me, admitted that he did not attend the Adoption Workshop organised by the Ministry of Welfare, Family and Community Well-being on 8th June 2017. And that was when he insisted in receiving the SOP first before he would reconsider and in spite of his own absence on the Workshop,

he could not be bothered to even consider if the 16 years old girl has the Sarawak connection for the adoption to be legally processed.

Tuan Speaker, I wish to ask the Ministry of Welfare, Family and Community Well-being as to when would the SOP for Sarawakian Adoption be in operation? It has been more than a year since the Workshop. Have all relevant Departments been extended a copy and have all the Departmental Heads being briefed so that the incidences like the Sarikei DO would not be repeated? This 16 years old child would have turned 17 on 22nd February 2018. And once she reaches 18, the chances of her being adopted by the family who raised her would be gone unless the Sarawak Adoption Ordinance would be amended following the brainstorming Workshop carried out by the same Ministry on 8th of August 2018.

Tuan Speaker, I ask that the Ministry to expedite the issues and concerns raised here as the stakeholders are anxiously waiting to proceed with their adoption applications and thereafter with their citizenship application and so forth.

Urban Poor

Tuan Speaker, I say that the fall of the Federal Barisan National (BN) Government is indeed a good thing. For without so, this State Government would never have seen the urgent need to beat the Federal Government in the race to serve the people. The people can only benefit when the State Government roll out the much needed allocations for the development of the State, provided that every allocation is handled with transparency and accountability so as to ensure that every cent is delivered to its intended recipients, namely the rakyat. Perhaps this august House may be enlightened on the State Development Coordination Committee as mentioned in the State Budget and the Members sitting in this Committee and if any Opposition Members has been chosen or shall be chosen to sit in the Committee for the check and balance. The House needs to know that this Committee set up would carry out the executive duties efficiently and in an impartial and transparent manner. So while the Government is in the ambitious mood, may I remind this House not to neglect the urban poor, especially their need for funds to address and resolve some of the following perennial problems plaguing them.

Clogged and Broken Drains in Sibu

For every five drains in Sibu, four and a half of them would be blocked and clogged

up with rubbish and filth. There are drains which are clogged up because of a desperately needed desiltation work. And there are drains where parts of it have fallen through, thereby causing water to get blocked and cannot flow through. And no matter how many times the Local Councils have received the complaints of blocked and clogged drains, their response would be the standard reply that their Council has only got sufficient funds to cursorily dig the drains but not to do a true siltation work. In turn, during rainy season, the clogged drains would often cause flash floods and filth from the drains would flow into the houses and even coffee shops.

Of course, Tuan Speaker, we would say that the drains would not have got clogged up if not for the rubbish thrown in. Be that as it may, may I suggest that all drains, particularly in areas prone to flash flood, be covered up. This would prevent environmental contamination and would prevent the drains being used as dumping grounds. Indeed, the whole drainage system in Sibu, particularly in Bukit Assek, needs a revamp. A study should be done on what is the most suitable type of drain for those areas and which would resolved at least 90 percent of the constant problem of clogging and flooding, bearing in mind the soil condition and so forth. We should learn from more advanced countries like Australia and China where one hardly sees open drains in any parts of their country.

Back to Sarawak, Tuan Speaker, a case in hand, where an open drain which serves the neighbourhood at Lorong 3, Jalan Kapor in Sibu, has its middle part fallen through, resulting in the blockage of water from one section to the other. The rain water collected at the inner section of the drain has become stagnant and flowed inward into the residents’ houses after a heavy rain. Sibu Municipal Council (SMC) has done two superficial diggings and advice that was the best they could do as they have not got sufficient funds to carry out the necessary job of reconstructing and repairing the whole drain which serves the residents at the lane. And these residents continue to live in dread of rainy days as in many other parts of Sibu and the rest of Sarawak too.

So, Tuan Speaker, while the State pushes for rural development, there is still a lot of urban areas which needs the urgent attention from the Government of the day, including the sinking roads in so many parts of Sibu.

Glue Sniffing

We all know the very real danger of glue sniffing, how it can lead to addiction to other real drugs. Glue sniffing is a gateway drug and the frightening things is that it is rampantly getting out of control among our young children.

The recent episode at Jalan Seng Ling Landfill in Sibu where families of squatters were found to be residing there, were reports of children as young as seven and eight years old being seen sniffing glue. In fact, the Society for Education of Under Privileged Children in Sabah reported that children as young as three to four years old are sniffing glue.

This needs to be stopped, Tuan Speaker, because it has been shown that long-term effects of glue sniffing include memory loss, addiction and brain degeneration. Children addicted to glue sniffing also displays violent behaviour and are prone to bullying. Besides all these, these children would most probably would grow up to become drug addicts and would contributed to the escalating crime rate in our society. According to recent statistics on drug abuse in Malaysia, it is estimated that the number of addicts will reach RM3 million by 2020.

So therefore, Tuan Speaker, in Sarawak, let us do something about this. Do not let our children be ensnared by this gateway drug. As in Singapore and Thailand, enact by-laws to prohibit the misuse of certain substances, including glue which may caused intoxication when inhaled. Amend the Local Authorities Ordinance or the Public Health Ordinance to make it an offence to misuse these substances including inhaling them. Where children are involved, their parents should be held accountable. Take authority into our hands to do what we can for our own people, Tuan Speaker.

On another note, I wish to thank the Ministry of Welfare, Community Wellbeing, Women, Family and Childhood Development for taking swift action after receiving the information from Honourable Member for Pelawan and myself, concerning the squatters found to be staying at Jalan Seng Ling dumping site in Sibu. We shall be obliged for an update on the actions taken to assist these people. I conlude. Thank you. Tuan Speaker: The Honourable Member for Batu Kitang. I support and congratulate Yang Amat Berhormat, the Chief Minister for his articulate budget speech and his success in getting a double digit positive budget for the first time in the history of

Sarawak where 75% of the budget will go into development. This is in contrast to Semenanjung Malaysia’s deficit budget. This positive budget does not eat into our reserved but from the skillful ways of the YAB Chief Minister by imposing 5% sales tax on our oil and gas. And this is better than the 20% promised by Pakatan Harapan which until now, we have yet to see any cent of it.

Honourable Member for Kota Sentosa, Member of Parliament for Stampin do not seems to agree with this 5% of the sales tax imposed by the Sarawak Government. Honourable Member for Kota Sentosa must have got his mathematics wrong, how can it not benefit the people of Sarawak when this 5% sales tax amounting to almost RM4 billion a year is shared among three million people in Sarawak and not 30 million people in Malaya. All it does is PETRONAS will make RM4 billion less from the RM15 billion given to Malaya annually.

I am happy that we have RM4 billion income, extra income of State budget to develop our State’s infrastructure. Sarawak is on its way gaining financial independence under the capable leadership of our Chief Minister. Tuan Speaker, Petroleum Development Act 1974, a device that although passed by Parliament, however did not follow a substantive provision of the Federal Constitution and was therefore unconstitutional, null and void and of no legal effect. Sarawak under our Chief Minister is fervently pursuing our wealth from oil and gas to be returned to Sarawak and I’m happy to note that everyone in this august House to support his move. The recent RM271 billion Federal budget where Sarawak and Sabah have only be allocated a miserable RM4 billion and RM5 billion respectively only goes to show how unimportant Sarawak is in the eyes of the Federal Government. Where are the beautiful promises for an equal status for Sarawak and Sabah with Malaya? Where are the voices of objection and discontentment of our Pakatan Harapan members of parliament? How can you allow our new Prime Minister to get away with this disgraceful act of bully and disregard for Sarawak and Sabah? This is an insult to the intelligence of Sarawakian and Sabahan. I wish to congratulate our Honourable Chief Minister ... (Interruption...) Tuan Speaker: You give way? YB Ir Lo Khere Chiang: Yup. YB Encik David Wong Kee Woan: Tuan Speaker, thank you to Honourable Member for Batu Kitang. Okay for 2018, the budget presented by your so beloved Najib to Sarawak was RM4.336 billion. For Tun Mahathir, he gave RM4.346 billion, RM10 million more. How can you people did not mention about all this last year? How can you did not bark about this last year? Now, you complaint this year. First Tuan Speaker, we agree Pakatan Harapan Government as Federal Government, but as GPS come in to say, Pakatan Harapan Government Federal Government is bad so they are now barking so because last time they could not get it from Najib now they want to get it from Mahathir. Say that Pakatan Harapan is better, then we go and tell them. We are now, put it this way Tuan Speaker, Sarawak is an opposition State in Malaysia. Tuan Speaker: The Honourable Member for Pelawan. YB Encik David Wong Kee Woan: Ya. I’m trying to rebarking because he said the RM4 billion. Last year it was RM4 billion. This year RM4 billion next year RM4 billion. But last two years they did not say anything. Now they are talking about it this year. Tuan Speaker: You can say your piece afterwards.

I did not say the previous Government gave us too much. But what I am saying is you guys promised equal status for Sarawak and Sabah. You are the one who make the promise. You are the one who make the promise that we have equal rights. You are the one who make the promise that you give back all our oil and gas, our rights and what have you done today? Yes, 55 years I agree but you made a promise. Where is your promise? Where? Big talk empty can. You make a lot of noise. Give back what you promised. Equal rights, equal status, integrity and all the bullshit. Tuan Speaker: Order, order.

YB Ir Lo Khere Chiang: Okay let me continue. Let me continue okay. I have said my piece, let me continue. I wish to congratulate our Honourable Chief Minister ... (interruption...) you are a lawyer, leave it to the courtlah, the MACC has already investigated, let them do their job. Don’t worry, don’t worry. We will put the right, the wrong right, don’t worry. I wish to congratulate our Honourable Chief Minister for his brainchild in successfully mooting the motion to have a Consultative Committee yesterday, comprising of members from all political parties represented by this august House to advance and safeguard the special interests, rights and position of Sarawak as enshrined in MA63 and the Federal Constitution and to meet the expectations of Sarawakians for greater autonomy and devolution of powers to Sarawak.

Tuan Speaker, Honourable Member for Kota Sentosa MP for Stampin talked about accountability, integrity, transparency this morning. I wish to remind our MP not to forget the elephant in the room. PETRONAS, the biggest cash cow in the country is immune from having to report to Parliament. Following Pakatan Harapan’s promises to be fair and transparent, I hope that PETRONAS will not be immune but answerable to Parliament. I wish to remind Honourable Member for Kota Sentosa MP for Stampin, I’m sorry he is not here today, that Khazanah and PNB also holds hundreds of billions of dollars and do not have to report to Parliament as well. Where is the accountability, integrity and transparency that was promised before the GE14? And after our new Prime Minister took over, where is this... (interuption...) YB Encik David Wong Kee Woan: Tuan Speaker, thank you, Tuan Speaker I think he is a gentleman, I have to give it to him, but we have to understand that since.... Tuan Speaker: Honourable Member for Pelawan, since Honourable Member for Batu Kitang is gentlemanly so you must act gentlemanly. YB Encik David Wong Kee Woan: I am very gentleman, I asking him for clarification, he talks about PETRONAS, Khazanah all these. But bearing in mind that Pakatan Harapan took over only after 509 but for the past 55 years, it was under Barisan Nasional even if Pakatan Harapan want to change, the system has to be change. Its not that easy certain amendments to the Constitution must be done. Will GPS and UMNO support that. We don’t know. That’s why I am seeking for clarification. Want to quote about Khazanah, I think if you feel that something is wrong, lodge a Police Report. GPS you have members in Parliament, raise up in Parliament and there is substantial proof that there is something wrong, lodge a Police Report and MACC we will support you. Okey, thank you. YB Ir Lo Khere Chiang: Thank you, Honourable Member for Pelawan. Back to that same question same analogy you guys won the election because you made a promised to the

people of Malaysia to be fair, to be transparent, now I’m just asking that you stick to what you had promised to us the people to ensure transparency, credibility, accountability, fair and just. This is what you promised before the election, so you ask me right, give us a time, now Prime Minister is now the Chairman of PETRONAS. He should not be the Chairman according to what you have say and why are you guys so keeping quiet? You check the internet he is, sorry sorry owh, not PETRONAS, I apologise, I take that back, he is not the Chairman of PETRONAS he is the Chairman of Khazanah. That is equally bad, okey. Where is your accountability, integrity and transparency? Tuan Speaker, our Prime Minister for six months, Tun Dr Mahathir, visited China and saw for himself how China has grown into an economic giant in a span of just over 40 years after their “Open Door Policy”. He asked Malaysians to return to help rebuild Malaysia, a country which Tun Dr Mahathir said is at the brink of an economic disaster. Instead of spelling out how to improve this policy of attracting overseas Malaysians back, he returned home only to pass more discriminatory remarks on why it is important to continue giving special rights. If our PM is genuine in wanting overseas Malaysians to return to help Malaysia, he should not have insisted on continuing with the New Economic Policy (NEP) which Pakatan Harapan has also mentioned in your GE14, your manifesto, that you will abolish this. He should practice a fair and just policy for all races and help all Malaysian citizens based on needs. You mentioned this in your Pakatan Harapan Manifesto, why is it not done? Pakatan Harapan had banked on the policy to win the election by stating fairness and justice for all but after they won, many including Pakatan Harapan members from this august House kept quiet even when the Prime Minister’s policies were against their beliefs. The New Economic Policy (NEP) has been in place for decades and it has failed. We can see for ourselves how many poor Bumiputeras there are in Sarawak. How is our Prime Minister going to achieve a developed status by 2020? The NEP was the cause of unfair discriminations instead of helping all the poor from all races. We are together in this. If any help is to be rendered, it should cut across the board regardless of who we are. I am saddened to hear that the Prime Minister had reaffirmed this policy yet again in a recent BBC interview. With unchanged policies, talented overseas Malaysians will not opt to return. Such unfavourable policies have caused and is causing many to migrate. So, I can safely say, that even though this is a brand new Government, we still have the same old policies. When a Government reaches out to help its people, it should do so to help those in need. We need the new Government to provide good hospitals, good medical facilities, good schools, affordable education and housing within the reach of every citizen. Job opportunities should be given to capable and qualified people. Competition shapes character. It will enable all to strive and work harder only then will wealth in the nation multiply. The private sectors are prime movers of our economy. The Government of the day facilitates and regulates. Is this so difficult for the new Government to comprehend and to implement?

Unified Examination Certificate (UEC)

Tuan speaker, what a joke it was when the Federal Minister of Education chose to draw on the colour of shoes instead of concentrating on working towards recognizing UEC. Let us not forget that some of the Chinese schools in the rural areas especially Sarawak have over 90% Bumiputera students. Teachers were there to give their best and were never

worried about who are attending their schools. They only strive to bring out the best in each pupil.

Our late Chief Minister, Tok Nan took one single day to announce and recognize UEC in Sarawak. How much longer is the Pakatan Harapan Government going to take to recognize UEC? Talk, talk, talk, cakap-cakap sini, cakap-cakap sana, until today tidak nampak (Interruption...) You Promise. Najib didn’t promise. You promise. Accepting UEC... (Interruption...) Yes! I bark because you promise. Why did you make that promise?

Tuan Speaker, accepting UEC is a positive step towards making Malaysia a more

inclusive and a more competitive country. Let me remind our Pakatan Harapan members in this august House that education is meant for all to pursue knowledge for the betterment of Malaysians and it should not become a platform for anyone to play politics with. The Education Minister should know that UEC is recognized in top universities abroad, just like Tok Nan. He recognized it, but not in our local public universities. How silly and impractical is our Federal education policy? And what is Pakatan Harapan doing about this? (Interruption...)

UEC students opt to go overseas because they were rejected by their own country.

Then after completing their higher education, they look for jobs in their adopted countries and stayed on. The vicious cycle continues. Year after year, we lose our brightest student to other countries.

Tuan Speaker: Ahli Yang Berhormat, you have two minutes more. YB Ir Lo Khere Chiang: This is the main cause of brain drain.

Tuan Speaker, we are thankful that our Chief Minister, Datuk Patinggi Abang Jo has reiterated that policies which benefited the State will continue. Sarawak is fortunate to have Datuk Patinggi (Dr) Abang Abdul Rahman Zohari bin Tun Datuk Abang Haji Openg who is a wise leader; a leader with good economics accruement and who looks at positive changes in policies.

Project Rejected

Sarawak Pakatan Harapan can claim whatever they want but the truth is that many projects have been cancelled since they took over the Government. My Batu Kitang constituency, Haji Baki community centre and upgrading of the hawker centre, cost only RM2 million have failed to proceed.

Flood mitigation projects in Sarawak amounting to ten of millions have also been cancelled. Our Honourable Member of Parliament for Santubong had mentioned that RM250 millions worth of flood mitigation projects have been cancelled, and this is the most important, the most project that is required by the people in Sarawak. Flood mitigation.

I am extremely disappointed that every day, the Federal Government takes RM250 million worth of Sarawak’s oil and gas and still have the cheek to rob Sarawak off basic infrastructure projects comprising of roads and drains which are pertinent.

Now, the Federal Government is talking about National Car no.3. It upsets me to think that billions could be spent on a whim at the expense of sacrificing funds for education and development projects.

I wish to reiterate once again. Do not just talk, Honourable Member for Stampin. Give us back our full autonomy on Education and Health. Let Sarawak decide on our own

education and health policies. Stop your play action of the 20% oil royalty. Just give back whatever you have agreed, 20% of whatever. The money gives us back. (Interruption...)

We know, we will, wait! I haven’t finish. Just give back. Okay. Sarawak do not acknowledge PDA74 and the Territorial Sea Act and Sarawak acknowledges full ownership of our oil and gas (interruption…) Sorry. I have given you two chances already.

I wish to point out too that Tadika Kemas in Kampung Paya Mebi in my Batu Kitang constituency is below flood level and I hope that our Honourable MP will look into this as well as it is education.

Besides that, erosion has happened and a lot of road had collapse in my Puncak Borneo area, my Padawan Council Puncak Borneo area.

I wish that the new Government will stop Sarawak siphoning RM15 billion net profits in oil and RM49 billion gross profits in gas from us annually, so that we can construct better road infrastructure for our people in Sarawak.

At the council level, the Federal Government pay us RM27,500 through Marris Funds for the maintenance of every kilometre of councils road. The fact is that the actual amount costs around RM300,000 to seal one kilometre of 50 milimetres thick. (Interruption...) You come and see me in Padawan, I will show you. (Laughter...) It is no wonder that all roads in Sarawak. Tuan Speaker: You have to conclude Ahli Yang Berhormat. YB Ir Lo Khere Chiang: It is no wonder that all roads in Sarawak do not have sufficient fund for the council to carry out effective and quality maintenance. Where are your words? Equal status, give us back. We want 100% of our oil and gas. Thank you Tuan Speaker. Tuan Speaker: Honourable Member for Ba’Kelalan. YB Encik Baru Bian: Thank you Tuan Speaker for giving me the opportunity to address this august House on the occassion of debating the Sarawak Budget 2019 tabled by the Honourable Chief Minister.

Sarawak Budget

On the whole, I am happy that this budget is a development-based budget focusing on rural areas. Indeed, this budget has been hailed as a historical and highest ever budget by many of my Honourable colleagues on the other side of the Dewan. Compared to the 2018 budget of RM5.78 billion, this year’s budget of RM11.914 billion is definitely a blockbuster. The focus on projects that will benefit the people, especially in the rural areas is welcomed, as it has been a long time coming.

To quote the Chief Minister I quote, “our State of Sarawak, despite of 55 years of independence, is still lagging very very far behind in its development as compared to that of Peninsular Malaysia. It is saddening indeed to see that the people of Sarawak have not been able to enjoy good quality of life with the necessary infrastructures and amenities, particularly our rural community.”

Further on, when touching on the issues of school, the Chief Minister said that I quoted him, “it is disheartening to see our children have long been suffering from such poor quality condition and are forced to study in such inferior learning environment.”

Listening to the Chief Minister, I was reminded of the title of my book, “The Long

Awakening”. It is heartening to know that after 55 years, the leaders in the State Government have finally realized and acknowledged the real situation of Sarawak and Sarawakians. It is not too late to admit that we are left far behind.

However, the irony of this situation is that the GPS politicians conveniently overlook

the fact that this is the legacy created by their own former best friends – UMNO/BN, of which GPS had been part for 55 years. Our schools did not become dilapidated overnight, nor did the roads linking the town with rural villages in the State suddenly become inadequate since Pakatan Harapan won the elections, but they had been neglected over the past 55 years. If only the GPS leaders had woken up earlier and had been wise and bold enough to speak up to their UMNO/BN masters, Sarawak would perhaps not be in such a dire straits. In the Chief Minister’s budget speech and in the comments by other GPS leaders after the Federal budget was tabled, any common theme… (interruption)

Tuan Speaker: Are you taking clarification from The Honourable Member for Batu Kitang? YB Ir Lo Khere Chiang: Yes, Speaker. Thank you The Honourable Member for Ba’Kelalan, thank you Minister, Honourable Minister for Works. You mentioned 55 years, you mentioned Barisan Nasional and UMNO. But, do you realized that it is the same person, Tun Dr Mahathir who was there, who created all these in the first place? Thank you. YB Encik Baru Bian: Thank you very much Yang Berhormat. We know those facts, we are not ignorant of that. We will admit that. In the Chief Minister’s budget speech and in the comments by other GPS leaders after the Federal budget was tabled, any common theme was the lamentation that Sarawak has not been given enough allocations by the PH Federal Government.

These commentators do not want to concede that the new Government is only six months old and have had to grapple with crippling debts incurred by the man hailed by the same GPS leaders only a year ago as I quote “best ever Prime Minister for Sarawak”. The legacy of mismanagement, theft and debt inherited from the BN Government, of which the GPS members were a part, is truly mind-blowing in its astronomical amount. GPS members had chose to stay quiet in the face of mounting criticism and revelations about the appalling greed and arrogance of the previous Prime Minister and the members of his Government, especially in the 1MDB scandal.

Any complaints that GPS have now about the sorry State of Sarawak and the

perceived lack of allocation are in fact reflections of their own complicity in this country’s past and history. The Finance Minister said in his budget speech that the real figure of our national debt is RM1.065 trillion, which is RM350 billion more than what the previous Government admitted to. Besides that, the previous Government had secretly paid RM7 billion of 1MDB’s debt up to 30th April this year, leaving an estimated RM43.9 billion more to be settled by the new Government. Also, the Government has to repay income tax refunds of RM37 billion that were never repaid by the previous Government. As a partner that accepted this shocking grand-theft by the BN Government, the now renamed GPS should not be so ready to shoot their new found bullets at the new Government that is cleaning up the humiliating mess that has featured in major news networks around the world.

On the 5% Sales Tax on all petroleum products, I welcome the move as long as it is done in a proper manner, but it is a case of better late than never. The State Government could have initiated this a long time ago but did not choose to do so for reasons best known to them.

Notwithstanding the foregoing, I am glad to see that the State Government is now

willing to spend money on rural development including the rebuilding, repairing and upgrading of dilapidated schools, and providing water and electricity supplies and road networks.

In fact, this is how the federation should work. The Federal and State Governments

should compliment each other in providing allocations for development and spending, for the benefit of the people in the nation.

I am also happy to note that the GPS Government is not averse to learning from the

PH Governments in Penang and Selangor in adopting the birth incentive of RM1000 for each child born.

We must also acknowledge that the Federal Government is giving an allocation of

RM4.346 billion to Sarawak, which is an increase of RM10 million from last year’s allocation. To say that this amount is the only sum that Sarawak will get is mischievous and misleading. The Federal Government has made allocations to the various Ministries, and the spending by these Ministries will cover Sarawak as well. Besides being responsible for the provision of items such as education, health services and infrastructure, the Federal Government also pays for our police and defence forces, i.e. for the safety and security of the whole country.

Any discussion of budgetary issues should be done in the context of federalism. The bottom line is that the Federal Government will always be responsible where the Federal Constitution requires. One instance of this is in the mandatory allocation of funds for the maintenance of State roads in Sarawak, i.e. the State Road Grant under Part II of the Ninth Schedule of the Federal Constitution. The Federal Government makes provisions for this in the MARRIS allocations every year.

The fact of the matter is that, Tuan Speaker, the Federal Government is in a weak financial situation to meet all the development needs of the State because of their predecessor’s mismanagement, but it has managed to come up with a budget that has generally been well-received by economists and analysts. The Federal allocation for Sarawak together with Sarawak’s biggest budget should be sufficient to fund the development of our economy in 2019 and improve the lives of Sarawakians, especially in the rural areas. The application of the funds and the implementation of projects must be done transparently and efficiently, and not given to cronies of those in power. Every cent must be spent wisely on Sarawak.

Malaysia Baru Tuan Speaker, I now wish to speak a bit on the Mid-Term Economic Review of the 11th Malaysia Plan, as it will show that the Federal Government is not neglecting Sarawak as claimed by some. The new Federal Government has been in the seat of government for less than a year and the policy of this new Government can be summed up in two words – good governance. We resolve to fulfil the Pakatan Harapan manifesto as best we can, given the state of the Government’s finances.

As mentioned by the Chief Minister at the conclusion of his speech, the Prime Minister had just tabled the Mid-Term Review of the 11th Malaysia Plan in which he said that priority would be given to Sarawak and Sabah for the remainder of the Plan. The Prime Minister announced that priority will be given to accelerating development in Sabah and Sarawak for the remainder of the 11th Malaysia Plan. The Federal Government acknowledges that Sabah and Sarawak have had limited access to basic infrastructure and this has resulted in stunted business activities and economic growth. Under Pillar Three of the Review, measures will be undertaken to address development imbalances in six regions, including Sabah and Sarawak. These measures include strengthening and streamlining state and regional development planning to stimulate economic development in promoting balanced growth. Rural infrastructure will be enhanced to spear social economic activities in bridging urban rural gap. The development in Sabah and Sarawak will focus on strengthening inclusive and equitable development to benefit the rakyat. Under the same pillar are five strategies to accelerate development in Sabah and Sarawak. The main components of the strategies are: intensifying economic growth and development planning; improving infrastructure for better connectivity; expanding access to basic infrastructure, amenities and services; increasing employment opportunities and enhancing the development of customary land. Our areas of concern are mainly infrastructure, schools and healthcare. The Prime Minister announced that the Government will upgrade 400 schools and three hospitals namely Miri, Lawas and Papar. Rural regions such as the Baram areas, Kapit division, Kanowit district and Limbang division will be given improved infrastructure including roads, water and broadband connectivity. Efforts will be intensified to expand road networks including the construction of rural roads and roads to hydro dams and the upgrading of former logging roads.

Also, efforts will be taken to increase the capacity and efficiency of airports and ports to enhance inter and intra connectivity and increase competitiveness of the states. Tuan Speaker, facilities such as internet access and electricity supply to schools, especially in the rural areas will also be improved. In the provision of telecommunication infrastructure, the Federal Government plans to increase broadband coverage in rural areas with the construction of 106 new telecommunication towers and upgrading 400 existing towers. To boost housing infrastructure, the Federal Government aims to provide 7000 affordable houses in Sabah and Sarawak. In providing the various forms of infrastructure, the Federal Government of Malaysia Baru will strive to ensure that all projects are awarded in a fair and transparent manner and that contractors will be held to the highest standards of performance. Having said all these, Tuan Speaker, allocations may not be satisfactory for now, but we must realise that the Federal Government has to spend within its means and within the financial limitations we have inherited. We are aware that the previous Barisan Nasional Government may have approved a lot of projects but that doesn’t necessarily mean we have

the budgets for them. Being a responsible new Government, we must be prudent and ensure that we do not allow our country to sink deeper into debt.

Pan Borneo Highway The first phase of the Pan Borneo Highway is under way and the second phase is being planned. The Prime Minister had announced that there will be a rerouting of the second phase to bypass Brunei i.e. the Miri-Lawas-Sindumin road. The diversion of the highway will open up the interior of Sarawak for agricultural activities and business opportunities for the people living in the vicinity. There are several longhouses around the area, and the residents will benefit from the connectivity that this diversion will provide. Tourism will also get a boost, as travelling to the various attractions in the area will become easier. Places such as Mulu, Mt Murud, Batu Lawi and Batu Buda in Limbang have huge potential for tourism, especially the latter three destinations which have not been promoted as tourist destinations. It will be a lifeline for Limbang as at the moment there is a highway from Miri to Temburong bypassing Limbang. This proposed diversion would connect Limbang, bringing a much-needed boost to the economic activities there. In addition, a spur road linking Long Pa Sia in Sabah from Long Semadoh side would open a corridor in the Lawas highland with Sabah that would boost flows of tourists intra state, definitely benefitting our locals. On a more practical note, the bypassing of Brunei will make it easier for patients from the rural regions of Baram, Bario and Ba’Kelalan to get medical treatment in Miri Hospital or hospital in Kota Kinabalu.

Ketua Kampung

This issue has been widely discussed in social media and highlighted in the press, Tuan Speaker. It has been an issue for many years. Before the Ordinance was passed, Ketua Masyarakat had always been elected by the people. There was no duration limit – they were credible respected people who had the confidence and trust of the people. The moment these positions were politicised, they become political tools. Although the Ordinance made it clear that they were not to be politically involved, this rule was never enforced. The State was given the power to enforce the law but instead they made it worse. The Ketua Masyarakat became political tools used by the ruling political parties to control the rural folk. We had suggested that the Ketua Masyarakat be elected by the people, and then appointed by the Government and I hope the State Government would consider this proposal, which was the method traditionally practised in the past. What about the Penghulus, Pemancas and Temenggong? I suggest that the Penghulus be elected by the Ketua Kampungs, and the Pemancas by the Penghulus and the Temenggong by the Pemancas. Tuan Speaker: Are you taking clarification from Member for Muara Tuang? YB Encik Baru Bian: Yes, please. I give him way. YB Dato’ Haji Idris Bin Haji Buang: Tuan Speaker, Yang Berhormat Ba’Kelalan. On that point when you raised about the election of Ketua Masyarakat, I would like to know how

would you conduct the election? Is there any guiding law, principles, rules or anything that can make such an election tenable without any untoward sort of repercussion? Because if you do allow election in that sense as we do election as, you know, for Yang Berhormat Parliamentarians, then you can find that these so-called candidates for Ketua Masyarakat would be subjected to a lot of political manoeuvring and there will be a lot of politicking, you are dividing all the longhouses, the kampungs and so on or even further. So, would you not agree with me, ya, this is a point of clarification but then another proposal, that before you, anyway decide on any particularly election sort of mode for these groups of people, would you consider making a proper study, ya, a holistic study on this? Thank you. YB Encik Baru Bian: Thank you Yang Berhormat. I am aware, Tuan Speaker, that there is already election in the longhouse. They hold their own election. It is very simple election, the whole people at the longhouse gathered together. There would be election who would be recommended to be the Ketua Kampung of the longhouse… (Interruption…) Ya, okay. That is what I understand there is already an election. A simple election that all the people gathered together and that is okay we elect our Ketua Kampung, KK or Tuai Rumah. And they would normally have one or two or three proposals, the top three elected, then these names would be submitted to the District Office. The problem there, Tuan Speaker, for I know personally of this, there would be one that is totally qualified, the top one that got the top numbers but then the second one maybe the one that will be appointed by the Government without any good reason and just because they are friendly to that person whatever. That is what I am saying, there is already a system, a simple system that you just gathered everybody and that is my proposal. So, that is okay. Yes. YB Dato’ Haji Idris Bin Haji Buang: There were elections in the longhouses and so on. How then would they be appointed? Who appoint them? The longhouses or would it be the TYT, under the Ordinance that we have? YB Encik Baru Bian: As far as I know there is an Ordinance. According to the Ordinance supposed to be appointed by the governing council but I think it is done through the Minister of Social Affairs. That is how I understand but it could be to the Resident of the District Office. YB Dato’ Haji Idris Bin Haji Buang: No, another thing Minister. As you understand that Tuai Rumah, Ketua Kaum and so on so on, they were paid, the KKs we called it, they were paid by the Federal Government from certain times until the last Government. And then, they were all appointed under the Ketua Masyarakat Ordinance of Sarawak but then, I think the Federal commitment to pay them was out of goodwill as well as a sign of good cooperation of the State. That is why we continue. Just like the NCR surveys, there were commitment based on Federal policies to assist the State. Tuan Speaker: What is your question? YB Dato’ Haji Idris Bin Haji Buang: These were the things, so now that, what were the basis of you holding back that policy to pay? Was is that you are abandoning this policy? YB Encik Baru Bian: No, no it is not. Okay, it is very good. I am glad he asked this because I think he doesn’t know that in fact there was a stop for a while because of the election. That was from May onwards, ya, and for the whole of this year. And for next year 2019, RM35 million have been approved for Ketua Masyarakat in Sarawak. Tuan Speaker: Member for Muara Tuang, let him proceed.

YB Encik Baru Bian: Yes, we are continuing, it is only the question of appointment of the Ketua Kampung and Ketua Masyarakat. So this is the suggestion I have, Tuan Speaker. It is up to the State to adopt these. But as far as the allocation is concerned, let me make it very clear that RM35 million have been approved for next year. For this year, that was done because of the disruption of the election. Thank you, Tuan Speaker. Do I still have time? Tuan Speaker: Your time is up but I give you extra time. YB Encik Baru Bian: I have just only one more; Human Capital. Tuan Speaker: Proceed.

Human Capital

In the Mid-Term Review of the 11th Malaysia Plan, the statistics on labour force skills show that in Sarawak, the proportion of low-skilled workers has been increasing since 2011, while the proportion of semi-skilled workers has decreased. With a slight increase in the proportion of skilled workers. Taken with the other states, Sarawak is the third lowest in terms of the proportion of skilled workers to the total work force after Sabah and Kelantan, and third highest in terms of the proportion of low-skilled workers after Sabah and Penang. Investment in human capital is paramount for any country that strives to improve their standard of living. The provision of education and training is pivotal to economic growth and development, and we must continue to provide the necessary training so that our labour force will be able to take up the opportunities in our job markets and hence reduce our reliance on foreign labour. I hope that the State will be able to provide such training, possibly with the collaboration of some Federal agencies.

Conclusion Tuan Speaker, 55 years after the formation of Malaysia, we are sailing on unchartered waters. Pakatan Harapan has formed the new Federal Government and the former BN parties, now renamed GPS, find themselves as an opposition State in the nation. If our common goal is good governance for the benefit and betterment of our citizens, then we should set our minds and efforts on the huge task at hand. I hope the State Government will be able to deliver on the ambitious plans set out in the Budget 2019 so that the living standard of Sarawakians may finally be able to start approaching that of our cousins in Peninsular Malaysia. As a new Cabinet Minister in the new Pakatan Harapan Government, let me give you the assurance that we are ready to work together with the State Government to implement any projects that are beneficial for our people in Sarawak. Don’t be too fast in making conclusions or rather presumptuous in alleging that my colleagues and I in the new Federal Government have not acted in the best interest of Sarawak when it comes to matters affecting Sarawak. Time will proof whether we fare better than our predecessors. In conclusion, may I take this opportunity to wish all Christians a blessed Christmas, and to all, a Happy New Year. YB Encik Majang anak Renggie: Terima kasih Tuan Speaker kerana memberi peluang kepada saya untuk turut serta dalam perbahasan ke atas Usul Belanjawan bagi tahun 2019 pada hari Isnin yang lepas. Sebelum meneruskan ungkapan bicara, saya ingin mengambil kesempatan ini untuk turut sama menyulam tahniah kepada Yang Amat Berhormat Datuk Patinggi (Dr) Abang Haji Abdul Rahman Zohari bin Tun Datuk Abang Haji Openg di atas penganugerahan Ijazah Kehormat Doktor Falsafah Pembangunan Ekonomi daripada Universiti Malaysia Sarawak (UNIMAS) pada 29 Oktober 2018. Tuan Speaker, dengan kesempatan ini saya juga ingin menyampaikan penghargaan dan terima kasih kepada Yang Amat Berhormat Ketua Menteri kerana telah berjaya menyediakan bajet Belanjawan bagi tahun 2019 yang merupakan bajet tahunan terbesar pernah dibentangkan di Dewan yang mulia ini dengan jumlah peruntukan keseluruhan sebanyak RM11.914 billion. Belanjawan kali ini diperteguhkan lagi dengan dasar fiskal berhemah disulami akauntabiliti dan integriti yang tinggi. Antara intipati sangat menarik yang terungkap dalam Belanjawan bagi tahun 2019 adalah pertambahan ke atas peruntukan pembangunan iaitu RM9.073 billion atau 76% daripada jumlah keseluruhan berbanding dengan RM7.40 billion atau 70% pada tahun semasa, sambil mengekalkan bajet surplus atau berlebihan. Dalam memfokuskan kepada pembangunan bagi kawasan luar bandar maka RM6.049 billion atau 67% daripada peruntukan pembangunan telah diagihkan bagi memperkasa dan mengekalkan momentum pembangunan di luar bandar. Masyarakat luar bandar Tuan Speaker, sentiasa dahagakan pembangunan yang berterusan dan keprihatinan Belanjawan bagi tahun 2019 ini dilihat mampu memenuhi keperluan rakyat. Seperti yang diramalkan, pendapatan hasil negeri juga bakal meningkat sebanyak RM6.72 billion iaitu satu lakaran baru yang menunjukkan kemampanan dan keutuhan struktur ekonomi negeri. Ini sesungguhnya menunjukan komitmen penuh iltizam Yang Amat Berhormat Ketua Menteri dalam memacu pembangunan mampan di Negeri Sarawak ke arah mencapai status negeri maju menjelang tahun 2030. Sememangnya sebagai seorang wakil rakyat yang mewakili kawasan yang terdiri daripada kawasan berklasifikasi bandar dan luar bandar, saya sangat berharap agar Belanjawan bagi tahun 2019 dapat merapatkan jurang perbezaan dari segi pembangunan di antara kawasan bandar dan luar bandar. Tuan Speaker, dalam pembentangan bajet kali ini saya amat memuji pendekatan yang diambil oleh Yang Amat Berhormat Ketua Menteri dalam memperkenalkan pemberian insentif sebanyak RM1,000 untuk setiap anak warga Sarawak yang dilahirkan bermula dari 1 Januari 2019 dan hanya boleh dikeluarkan selepas usia anak tersebut mencapai umur 18 tahun. Ini merupakan salah satu pendorong sifat menabung di kalangan ibu bapa dalam menyediakan persiapan anak-anak agar mendapat pendidikan yang terbaik dan sempurna.

Isu-Isu Di Kawasan Dewan Undangan Negeri Samalaju Tuan Speaker, di ruang yang terhad ini namun tetap bernilai, izinkan saya menarik perhatian Ahli-Ahli Dewan yang mulia ini untuk menyentuh isu-isu di kawasan saya Dewan Undangan Negeri N.70 Samalaju.

Memperkasa Pembangunan Modal Insan Tuan Speaker, selaras dengan hasrat Kerajaan untuk menjadikan Taman Perindustrian Samalaju (SIP) sebagai pusat industri termaju dan termoden di rantau ini menerusi Pembangunan Koridor Tenaga Diperbaharui Sarawak (SCORE), haruslah diberikan perhatian khusus penyediaan tenaga kerja dari aspek pendidikan dalam bentuk latihan kemahiran dan teknikal. Tenaga kerja mahir dan separuh mahir ini perlulah seiring dengan pertumbuhan dan keperluan tenaga kerja dalam sektor perindustrian yang terdapat di sini. Justeru, saya menyeru agar pihak Kerajaan dapat memberikan keutamaan dalam menyediakan kemudahan prasarana dan kelengkapan berkaitan dengan bidang kemahiran dan teknikal di setiap institut pendidikan di negeri ini. Diharap dengan perlaksanaan keutamaan ini dapat meningkatkan graduan berkemahiran yang berkualiti dan berdaya saing.

Keperluan Program Perumahan Rakyat Tuan Speaker, secara umumnya, pembinaan dan penyediaan perumahan hendaklah seiring dengan pertambahan penduduk dan pertumbuhan sektor industri. Projek perumahan ini hendaklah mesra rakyat yang boleh dijadikan sebagai penempatan semula penduduk setinggan di samping memenuhi keperluan golongan berpendapatan rendah dan sederhana. Malangnya, walaupun Taman Perindustrian Samalaju (SIP) telah dan bakal menempatkan beberapa syarikat dari dalam dan luar negara akan tetapi tiada sebarang penyediaan perumahan rakyat telah dilaksanakan di kawasan ini. Apa yang ada hanyalah beberapa buah blok apartmen yang telah dibina oleh pihak swasta di mana unitnya yang terhad tidak dapat menampung lambakan permintaan dan keperluan yang tinggi. Keadaan ini amat menyulitkan dan menyebabkan para pekerja merasa terbeban dan tertekan kerana terpaksa berulang-alik setiap hari dari Bintulu ke Taman Perindustrian Samalaju (SIP) yang sejauh 110 kilometer. Faktor jarak dan masa sudah pasti menjadi kekangan dan mendatangkan banyak masalah kepada para pekerja. Justeru, saya menyeru kepada Kementerian berkenaan supaya projek perumahan mampu milik, perumahan mesra rakyat, kos rendah dan kos sederhana dapat dilaksanakan di Taman Perindustrian Samalaju (SIP) atau kawasan sekitar bagi memenuhi keperluan tempat tinggal selaras dengan pertambahan penduduk yang begitu pantas kesan daripada pembangunan industri yang pesat di kawasan ini.

Memperkasakan Sektor Pertanian

Tuan Speaker, melihat kepada sektor pertanian dan industri asas tani khususnya bagi masyarakat yang bergantung hidup dengan hasil pertanian di DUN Samalaju, maka pelaksanaan dan penerapan teknologi pertanian moden kepada kumpulan sasar perlu diperhebat. Menerusi penerapan teknologi pertanian ini, masyarakat dapat turut sama mengalami transformasi dalam kita memperkukuhkan keupayaan modal insan bagi melahirkan petani yang berpengetahuan luas dengan berorientasikan teknikal, perniagaan dan pemasaran. Oleh itu, saya mencadangkan kepada Kerajaan supaya menubuhkan sebuah Taman Pengeluaran Makanan (Food Production Park) di kawasan Samalaju demi memenuhi permintaan penduduk bagi meningkatkan hasil pengeluaran dan pemasaran makanan.

Bekalan Air Bersih

Tuan Speaker, masalah ketiadaan bekalan air terawat sering menjadi rintihan rakyat. Kebanyakan tempat di kawasan saya telah pun mendapat air terawat. Namun beberapa bahagian kawasan yang masih menghadapi dilema yang tak sudah, terus menagih kasih lantaran tiada air bersih. Dalam hal ini, terdetik di hati saya pada petang ini untuk bertanya kepada Kementerian Utiliti Sarawak, bilakah agaknya pembinaan fasa II dan fasa III sistem penyaluran air terawat di kawasan Suai akan bermula?

Pemohonan Lewat Bekalan Elektrik Tuan Speaker, saya juga ingin bertanya kepada Kementerian Utiliti Sarawak, apakah status permohonan lewat bekalan elektrik untuk penduduk di DUN Samalaju yang telah kita majukan kepada pihak Kementerian?

Kemudahan Jalan Raya Tuan Speaker, terdapat beberapa kampung dan rumah panjang dalam DUN Samalaju masih menagih simpati Kerajaan untuk menyediakan kemudahan jalan raya yang sempurna. Contohnya, penduduk di kawasan Suai yang amat dahagakan jalan raya yang baik memandangkan jalan utama di kawasan ini masih berbatu sejak 30 tahun yang lalu. Lebih menyulitkan lagi, adalah beberapa kawasan di sepanjang jalan ini sering terputus akibat banjir apabila hujan lebat. Oleh itu, saya mengusul agar kerja menaik taraf jalan Ulu Suai dapat disegerakan sejajar dengan Pelaksanaan Transformasi Luar Bandar yang menjadi fokus dalam pengagihan Belanjawan kita kali ini.

Pengukuran Tanah NCR Tuan Speaker, saya mengharapkan pelaksanaan Rang Undang-undang Kanun Tanah (Pindaan) 2018 pada Persidangan DUN yang lepas, untuk melihat tanah mereka diukur dan diberi status hak pemilikan. Justeru, saya mencadangkan peruntukan bajet 2019 diagihkan bagi melaksanakan kerja-kerja pengukuran tanah hak adat bumiputera (NCR) dan dalam hal ini, saya berharap tanah NCR yang telah siap pengukuran perimeter dan lot individu haruslah dikeluarkan Surat Hak Milik dalam kadar yang segera. Masih berkaitan hal yang sama, saya ingin bertanya kepada Kementerian berkenaan, apakah status tanah NCR bagi kawasan Sebiew-Similajau, Jalan Bintulu-Miri yang telah diukur pada tahun 1972 dan 1973?

Cadangan Untuk Mewujudkan Daerah Baru

Tuan Speaker, cadangan untuk mewujudkan daerah baru merangkumi Taman Perindustrian Samalaju (SIP) telah saya suarakan di Dewan yang mulia ini pada persidangan terdahulu. Kali ini saya merasa terpanggil lagi untuk mengetengahkan semula cadangan ini, memandangkan keperluan untuk mewujudkan daerah baru amatlah wajar supaya apa jua perancangan pembangunan dapat dilaksanakan dengan lebih berkesan dan efisien.

Pusat Rekreasi Tuan Speaker, pembangunan sesebuah bandar bukan sahaja mengambil kira keperluan tempat beriadah dan bersukan tetapi menekankan keindahan alam semula jadi yang perlu diwartakan. Di Bintulu, Pantai Tanjung Batu sangat popular di kalangan penduduk tempatan dan luar. Pantai yang bersebelahan dengan Taman Tumbina yang menempatkan pelbagai jenis flora dan fauna, padang golf dan bangunan pejabat Lembaga Kemajuan Bintulu (BDA) yang berdiri teguh di atas bukit menghadap laut. Di samping itu, tebingan pantainya yang berbatu dengan hempasan ombak yang memukau disusuli tiupan angin bayu pastinya menjadi penawar rindu, wajarlah dipelihara dan dipulihara sebagai produk pelancongan. Kawasan ini tidak seharusnya dimajukan sebagai kawasan komersial yang akan diseliputi rumah-rumah kedai nanti. Manakala segala bentuk pembangunan seperti penambakan laut di kawasan ini amatlah ditegah. Oleh itu, saya mengesyorkan kepada Kerajaan supaya Pantai Tanjung Batu bukan sahaja dikekalkan, malah dipertingkatkan prasarana dan kemudahan untuk dimanfaatkan oleh semua pengunjung sekali gus menjadi kebanggaan warga Bintulu. Dan sebagai penutup, Tuan Speaker, akhir sekali saya amat memuji sifat keterbukaan Yang Amat Berhormat Ketua Menteri dalam usaha beliau meneruskan momentum pembangunan Negeri Sarawak agar terus berkembang dengan pesat. Semoga Yang Amat Berhormat Ketua Menteri sentiasa diberi kekuatan, kesihatan dan kesejahteraan dalam segala urusan beliau. Saya mengucapkan Selamat Menyambut Hari Krismas kepada rakan-rakan beragama Kristian dan Selamat Menyambut Tahun Baru 2019 kepada seluruh rakyat Sarawak. Dengan itu, saya menyokong penuh Rang Undang-Undang Perbekalan (2019), 2018 dan Usul untuk merujuk Resolusi Anggaran Pembangunan Tahun 2019.
