MALAYSIAN Librarians Attend WLIC/IFLA Seoul 2006

PPM IFLA PACKAGEEvery year for the last six years, PPMhas been organizing a package forMalaysian librarians to attend the annualIFLA Conference, held in different citiesannually. The PPM package to WLIC/IFLA 2006 in Seoul from 18–26 Augustprovided librarians with an excellentopportunity to attend the mostimportant world library conference atan affordable price in the company offellow professionals and to visit Seoul, one of the world’s fast developing Asiancapitals. I, for one, had never visitedSeoul and IFLA was a very good reasonto make this visit. An old friend fromthe International Graduate SummerSchool, Abersytwyth in 1980, Prof. Dr.Han Sang Wan was the organizingChairman and I had promised to try mybest to attend. Maimunah Kadir, PPM’sHonorary Secretary and Chief Librarianat the HUKM Medical Library was ourseasoned and trusted coordinator, having successfully organized PPM toursto book fairs and conferences aroundthe globe. At RM3750 for twinaccommodation, and an additionalRM1000 for a single accommodation, the package attracted a good mix ofsome 26 librarians from national, academic, public and special libraries aswell as library schools. The group alsoincluded 2 retired librarians and twolibrary vendors. The PPM delegationwas led by our President, Puan PutriSaniah Megat Abdul Rahman, formerChief Librarian of Perpustakaan Tun SeriLanang, UKM.

DEPARTURE AT KLIAWe would have preferred to fly Malaysia

Airlines but due to problems withconfirmation for our return journey, weopted to fly Korean Airl ines.Apprehension about halal meals wasallayed by assurances from our agent

that halal meals would be served forMuslim members on board. James, therepresentative from our travel agent,

Commonwealth Tours, was at theairport to check us in and to hand usour travel bag, medical insurance etc.Our plane took off right on schedule at1.05 am on 18 August 2006. And yes,

the promised meal was delivered andwe quickly dozed off, although not toosoundly.

ARRIVAL AT INCHEON AIRPORT,SEOUL

We arrived at Seoul’s IncheonAirport in good time and soon foundourselves at the immigrationcounters. Here was our firstencounter with Korean officialdomand we were unimpressed. Therewere long and very slow queues fornon-Korean passports as there wasonly one counter open but therewere several for Korean passports.Perhaps it was too early in themorning and they were notexpecting visitors. Another counter

opened and those in the back of thequeue rushed to the new counter

only to find out that the computerwas not working. So back they came

to join the original queue. We couldnot believe that this was Seoul and

started making comparisons withKLIA’s immigration and technologywise, we are definitely better off.

Before long, a very busy lookingofficial started directing people toother queues and we noticed thatnew counters had opened. Thisstarted a rush for the other 2 or 3

counters and things started moving. The same official busied himselfushering people to different queues

as it got shorter. But we decided tostay put as our queue was alsomoving rather quickly and we did nottake kindly to being directed hereand there.

SEOUL CITYOnce we cleared immigration,

customs was no hassle as we hadnothing to declare. From then on, weexperienced nothing but efficiency, beginning with the Korean road andtransport system. Our clean and largetour bus was waiting at a convenientcorner of the airport and once all ourbags were loaded into the luggagecompartments, we were off on a citytour of Seoul. The weather was fine, hot like in Malaysia, but we werecomfortable in the air-conditioned bus.Our tour guide, Mike, an Englishspeaking Korean, still a rare breed aswe were to discover, was amiable, humorous and knowledgeable and filledus in on Korean history and culture aswell as recent developments in thecountry. We took in the KyongbokPalace and Korean War Museum before

lunch at a north Indian restaurant. Wesaw a bit more of the older part of thecity before crossing the Han River, whichdivides old Seoul from the new Seoul, towards our hotel.

SEOUL RESIDENCEChecking in at Seoul Residence, the

unpretentious hotel frontage, made uspray silently that the rooms would turnout to be much better and theyactually did. We walked into very cleanrooms with very comfortable looking

beds. The room was fully equipped withthe usual facilities and furnishing plus atwo-cooker stove, complete with

hood, a microwave oven, oven toaster, pots and pans and cutlery, kitchen sink

with washing liquid, towel and cleaningcloth, washing machine and drying area! When the doorbell rings you could seewho is at the door on a small screen inthe room. What more could you askfor? We quickly made someadjustments to the furniture(lightweight but strong) to create apraying area in the corner and startedunpacking. Sharif came to our aid withhis compass to determine the directionof the Kiblat for prayers. The prayertimes were provided earlier in the PPMhandbook for the Seoul package.

FIRST HALAL DINNER IN SEOULMike was waiting to take us to dinnerand some shopping in the evening atNam De Mun. There was very little timefor shopping. In fact, it was more of a

walk through the street towards theHamilton Hotel where our Pakistani

restaurant was located. As we walkedup the small hill, I was impressed with

the brightly lit Moghul restaurant at thetop of the hill, but just before we got

to the top, Mike appeared and usheredus into a side road where the restaurantwe were actually going to is located.

Stil l, I was not too disappointed.Although smaller, it was quite pleasantand the food was very good. On theway to the bus after dinner, some of usgot distracted by the shops which were

still open and Mike had quite a tryingtime rounding up the few missingpersons, all guys. That night I slept very,

very soundly.

REGISTRATION AND SECTIONMEETINGWe were up bright and early and after

Subuh prayers, Putri and I had toastand eggs for breakfast in our room. We

then made our way to the subwayMetro station with Maimunah andHasbullah to the Seoulleung on greenline 2 which was very close to ourHotel. The Coex (Conference andExhibition) Centre was just one stopaway, the Samseong Station, and thefare was 900 Korean Won (KRW),about RM3.50. We could havewalked if not for the heat. It wasvery hot in Seoul in August. Even theshort walk from the station to Coexmakes you perspire. The alternativewas to walk through the shoppingmall but there was a risk of gettingdistracted. The short distance fromour hotel to Coex enabled us to goback for lunch and prayers everyday, and return to Coex for the afternoonsessions, an arrangement which wefound very convenient.

Registration was a breeze since therewere no crowds and we had pre-

registered. The visit to the SaengbokPublic Digital Library was still open andwe had the last few tickets. Weheaded immediately for the Meetingof the Management of Library

Associations (MLAS) Section whichhad just started. The IFLA StrategicPlan and Library Advocacy were

discussed and the ALA President,Leslie Burger announced support forconferences organized by LibraryAssociations. We offered to give apresentation of PPM’s work in Aceh

to fill up last minute cancellations inthe scheduled papers for the MLASsession on Monday, 21st August, and

were immediately accepted. KeithMichael Fiels, the Chair of MLAS,Michael Dowling and others were veryfriendly and inclusive and made us feel

welcome at the committee meeting.PRESENTATION ON PPM IQRA’MISSION TO ACEHEarly Sunday morning, I borrowed alaptop which Anuar Talib from UTMbrought along with him. Maimunah hadan adaptor and Shahar had a sparethumb drive which I could borrow. Sowhile Putri attended the openingceremony, I sat down to prepare thepower point presentation of PPM’s workin supporting the rebuilding of librariesand literacy projects in Aceh.Fortunately there was a report Iprepared in the latest issue of BeritaPPM which we brought along todistribute to our counterparts. Thepresentation was the following Mondayat 10.45 am. I left early to go to theSpeakers’ Room to check my slides, loadit for presentation and print out hardcopies for reference. The auditoriumwhere the session was held was toobig for a Section’s session, and thecrowd was scattered. Otherwiseeverything went well and we were gladto have had the opportunity to talkabout our PPM Iqra’ Mission to Aceh.Present to give moral support was thePPM President, Hon. Secretary, CouncilMembers Hasbullah Atan and CheNorma Bahri.

CHEQUE PRESENTATIONThe next day PPM was a special guestat the IFLA Press Conference wherewe received a cheque for USD15,400from the US Library Associations as adonation towards PPM’s work insupporting literacy projects in Acehthrough the Phi Beta Learning Centre. The contribution was handed over in

the form of a large mock cheque byKeith Michael Fiels, Director of

International Relations, ALA. Inaddition, PPM received a contribution

of EURO450 from Dr. Alex Byrne,President of IFLA on behalf of USAIN

(US Agricultural Information Network).Although I was informed of theceremony I had no idea of the amount. So we were pleasantly surprised thatUS librarians had collected much more

than we did in Malaysia. I was given anopportunity to thank the donors andto convey our appreciation and

gratefulness of Malaysian librarians to USlibrarians for their concern and sincereefforts in helping recovery programmesfor tsunami victims in Aceh and SriLanka. Apart from me, PPM was well

represented by the President, Vice-President I, Hon. Secretary and CouncilMembers, Hasbullah Atan and Che

CONFERENCE ORGANIZATION ANDATTENDANCEOn the whole, the conference was verywell organized and very well supportedby the Korean mass media and thegovernment. His Excellency thePresident of Korea officially opened theconference and the Minister of Cultureand Mayor of Seoul held receptions fordelegates. I caught a TV programme inEnglish called Global which was devotedto a discussion on IFLA and itsprogramme. The President andPresident Elect of IFLA, Chair of theOrganizing Committee participated in thediscussion hosted by a lady from theTourism Ministry. There is no doubt theorganizing committee did a tremendousjob with attention to details for all eventsin the programmes. The 200 volunteerswho came from all over Korea to helpwith the conference also played a bigpart in the organizing of theconference. Participants were not onlytreated to excellent cultural events andreceptions but were also provided withexcellent guides and transport to andfrom receptions. The cultural eveningwas a splendid and spectacular showcaseof traditional Korean music and danceand was greatly appreciated by all. It iseasily the most unforgettable momentof our stay in Seoul.

More than 5,000 participants attendedthe conference but the Coex is so hugeyou do not notice the crowd so much.We met other Malaysian librarians whocame in a separate package comprisingmainly of public librarians and State

Library Board members from Selangorand Perak. There were at least 3 plenary

and 10 concurrent sessions each dayto cater for a variety of professional

interests plus the exhibition and postersessionsand they were all held at the

Coex. A presentation by Prof. Dr. HanSang Wan, Chairman of the OrganizingCommittee and President of the Korea

Library Association on the strategicpartnership between NGOs andGovernment for library developmentespecially for school and public librariesgave an insight into how public

awareness of libraries as knowledgecentres is driving catalytic developmentof libraries in Korea. It was very nice of

Dr. Han Sang Wan to acknowledge meas his classmate at the Summer Schoolin Aberystwyth way back in 1980 beforeanswering my question during Q&A.

EXHIBITION AND POSTERSESSIONSThere were 150 exhibitors at the

conference exhibition, includingthose who have offices in Malaysiasuch as VTLS, Proquest and AccessDunia. NLB Singapore, South AfricanNational Library, National Diet Library,National Library of China and ofcourse the National Library of Korea.Food and drink was plentiful at theopening and many new digitalservices were on offer. The postersession area at the back of theexhibition hall was rather crampedbut nevertheless presented manyinteresting ideas and projects oninformation, library and literacyrelated projects.

LIBRARY VISITS

I was fortunate to be able to visitthe National Library of Korea and

Saengbok Digital Public Library, bothof which are fine examples of well-

used libraries. The National DigitalLibrary Annexe is under construction

and due for completion at the endof 2008. The Saengbok DigitalLibrary is an excellent example of acommunity and user oriented libraryrun by the City Council. The Director

and staff turned out in full force toreceive the IFLA group and wereclearly very enthusiastic and proud

of their library. The services providedby the library, especial ly forresearchers, which included a privateresearch room complete with closetand couch which catered for long-

term use at a nominal fee, wasoutstanding and fully utilized. As inthe case of the National Library and

other libraries, application oftechnology in Saengbok is veryadvanced with a high percentage of

content in the Korean language.

KOREAN LITERATURE ANDTRANSLATION INSTITUTE (KLTI)I took the opportunity to visit theKorea Literature and TranslationInstitute (KLTI) which was near theCoex to find out how the Koreansmanage to bring translation of currentworks so quickly. Two young ladiesattended to me. One of them wasthe one I communicated with viaemail. Her colleague, who was ininternational relations, had lived inCanada but attended University inKorea and spoke very good English.

They explained that it was difficult to

get senior officers to attend to medue to language problems.I found out

that while the Institute has a veryactive programme for supporting

literature and the arts, they do notundertake the translation work

themselves. Translation of commercialpublications is undertaken bycommercial publishers. There is a big

demand for translated works as thereis a large market among the highlyliterate, knowledge and researchoriented as well as competitive Koreanpopulation. There are few takers for

translation and publication of literaturehowever, which is where KLTI has toplay a major role. I was very pleased

to be presented with two recentpublications of translations, acompilation of Korean Short Storiesand an Anthology of Poems as well asthe Institute’s very well produced

newsletter. It was raining when I leftthe Institute and the civilian securityperson, at his own initiative, was kind

enough to get an umbrella and walkme to the main street to stop a taxifor me.

KOREAN EFFICIENCYEverything works efficiently in Korea, standards are high and there is anobsession with doing things well.Korean people are not outwardlyfriendly and smiling but always helpful, despite not speaking English. Theunderground train is one of the best Ihave seen. They are punctual, spacious, bright and clean. I felt verysafe in Seoul, and could go about onmy own to the museum and otherplaces which can be located in the citymap and which can be reached by theextensive subway system. The buseswe rode on for library visits, dinners, cultural evening are always clean andin good working order. I also felt verysafe going by taxi and encounteredonly one grumpy cab driver, who keptmuttering about the traffic jam as itwas raining. The only problem weencountered in Seoul was findingKoreans who could speak English, they are still a pretty rare breed. Thehotel staff speaks passable English. The taxi drivers I came across couldunderstand English, I think, but do nottrust themselves to speak it. So onthe rare occasion when the girl sittingnext to me on the train spoke to mein English, I was so delighted. Shevolunteered information about theplaces we passed by on the train andthe place we were going to.

HOME-COOKED MEALSIN SEOUL

Where we were, it was verydifficult to get fresh

vegetables and fruits. TheFamily Mart chain store sells

groceries and very limitedveggies like cucumber. So

when I came cross atemporary market on theway back to the hotel I wasso thrilled to be able to buybroccoli and pears that I

gladly paid 3000 KRW(RM12.00) for a small bunchof broccoli and 5000KRW

(RM20.00) for 4 pears. Thebroccoli enhanced the Maggimee bandung, and freshpears a joy to savour beforeand after lunch. The Korean

bread is really lovely whentoasted as it is readybuttered. Ready cooked rice is

available at Family Mart and go well withBrahims ready cooked rendang, chicken, beef curry or tried and tested

serunding or sambal kacang and ikanbilis. Fry some eggs (yes we broughta mini wok and cooking oil), sprinklewith kicap Habhal from home, slicesome cucumber and you have acomplete meal for lunch. I was toldthat some even brought frozensoup, nasi empet and kuah kacang. Most evenings we have invitationfrom our vendor friends for dinnerat halal restaurants in Seoul suburbswhich gave us an opportunity tocatch up with news of our group’sdaily activities. We saw quite a fewMalaysian students, some said hello, few looked very shy and others didnot see us. There was hardly aflicker of excitement at seeingfellow Malaysians so we guessedthat they are probably used to it.

HOMEWARD JOURNEYI left a day earlier, 25th August, thanthe rest of the group to arrive intime for my nephew Danial’swedding on Saturday, 26th August,in Seremban. So I made my way tothe city terminal not far from myhotel, checked in and got ticketsat 18000 KRW (or was it14000KRW?) for the limousine busto the airport. It was all soconvenient and no hassle at all. Thetaxi driver even parked and came into make sure I got on the right bus, which was very kind of him. Oh! Ihad to show my passport toimmigration at the terminal and

At Incheon Airport - looking forward to flying home

waited while she scrutinized mypassport and looked up a couple oftimes to check the likeness with myface. I was getting annoyed whenI remembered that I wore mytudung differently in the passportphoto. In any case, I am totallyconvinced and have resigned myselfto the fact that it is the mission ofimmigration officials all over theworld to make things difficult forforeigners. Once you get pastthem, things always brighten up.

I did some last minute shopping atthe airport and had a very pleasantflight home. The fish beriyani onKorean Airlines was very good and Igot through Mission Impossible IIIbefore falling asleep. We toucheddown at KLIA on the dot at 11.35pm, self-checked my passport at thehigh-tech immigration control, collected my luggage and wheeledmy trolley through the green lanetowards the exit where myhusband and my son Reza werewaiting. I enjoyed Seoul very muchbut it is so good to be home.

* The rest of the group left Seoulon Saturday 26th August. They werefortunate to be able to visit the DMZ(Demilitarized Zone) as well as anamethyst factory and a silk marketon the day I left Seoul !
