  • The resoluteness of JUPEM employees as we stride intothe year 2007 will ensure for JUPEM excellence, gloryand distinction in keeping with the governmentsaspiration for the prosperity and harmony of the peopleof our beloved Malaysia. May we always be on theright track in implementing JUPEMs mission, vision andfunctions in the days ahead, to ensure that all the plansfor 2007 can be carried out by the department moreexcellently.Fulfilling the needs of our clients does not meandisregarding existing rules and regulations whencarrying out our duties just so they will be satisfied andbe full of praise.     We have to be sensitive to the changes taking placearound us so we can benefit from them. Beinginattentive or oblivious to these changes will make usinflexible and out of touch in all aspects of life, includingour attitude, thinking and self motivation. Besidesplanning for physical development, human capitaldevelopment programmes should be intensified in linetandem with physical development. Our efforts toenhance technology and improvement in our workprocedures should not distract us from improvingtogether our self motivation and paradigm shift.The success of an organisation will be realised with thepractice of team work, creation of a harmonious workplace and enjoyment in doing work. This attitude ofenjoying carrying out ones duties will result in workwhich is of good quality, creative and innovative.Furthermore, this attitude of enjoying work will lessenchances of gossip and back-biting at the work place,which can negatively affect interpersonal relationsamong co-workers and so indirectly affect productivity.Let us reflect for a moment our own attitude, and askourselves sincerely whether we have all this while givenour best to the duties and responsibilities entrusted tous.     To advise the government in the field of cadastral survey and mapping along with the state andinternational boundaries;

    To provide complete and conclusive cadastral information for issuing land, strata and stratum titles;

    To manage efficiently the cadastral and mapping databases;

    To publish topographical, cadastral, thematic and utility maps for the purposes of planning,management of natural environment resources, preservation of environment, development, surveillanceand security;

    To determine, demarcate, survey and maintain state and international boundaries for the needs ofstate administration and sovereignty of the country; and

    To provide geodetic infrastructure for the purposes of cadastral survey, mapping, engineering andscientific research.

  • Y.Bhg. Datuk Hamid bin Ali, who graduated with a B.Sc. (Surv) (Hons) (CNAA) London and a Diploma in LandSurveying from Maktab Teknik Kuala Lumpur, wasappointed Director General of Survey and MappingMalaysia on 17 May 2000. He had previously served asDistrict Surveyor for West Kelantan, Deputy Director ofSurvey Terengganu, Deputy Director of Survey Kelantan,Deputy Director of Survey (Task Force) Kelantan, DeputyDirector of Survey (Task Force) Pahang, Director ofSurvey in Penang, Negeri Sembilan, Terengganu andPahang. On 3 January 1995, he was appointed Directorof Survey (Cadastral Coordination) and thereafter wasDeputy Director of Survey and Mapping Malaysia until16 May 2000. He is also Chairman of the Land SurveyorsBoard for Peninsular Malaysia, President of the SurveyorsAssociation Malaysia, a Fellow of the SurveyorsAssociation Malaysia and a Certified Land Surveyor.Director General of Survey and Mapping Malaysia

    Y.Bhg. Dato Dr. Abdul Kadir bin Taib holds a Doctorateof Philosophy from the University of New South WalesAustralia, a Masters in Photogrammetry, an AdvancedDiploma in Photogrammetry from ITC Netherlands, aBachelors Degree in Survey (Land) from UniversitiTeknologi Malaysia. He was appointed Director ofSurvey (Mapping Division) on 2 September 2002. Heformerly served as Photogrammetry Engineer, AssistantDirector of Topography Survey (Geodesy), AssistantDirector of Topography Survey (Photogrammetry),Deputy Director of Survey Johor, Principal AssistantDirector of Survey (Boundary Affairs), Director of Survey(Map Production Division) and Director of Survey(Management and Development. He is also Chairmanof the Land Survey Division of the Land SurveyorsAssociation Malaysia, a Fellow of the Land SurveyorsAssociation Malaysia and a Certified Land Surveyor. He was appointed Director of Survey(Cadastre Division) on 2 September 2002.     Tuan Haji Muhamed Kamil bin Mat Daud, holder of aBachelors Degree in Land Survey and a Diploma in LandSurvey from Universiti Teknologi Malaysia, wasappointed Director of Survey (Cadastral Division) on 5April 2004. He previously served as District Surveyor forSouth Kelantan, Deputy Director of Survey Terengganu,Deputy Director of Survey Kelantan, Deputy Director ofSurvey Johor, Director of Survey Negeri Sembilan,Director of Survey Kelantan, Director of Survey (MapProduction Division) and Director of Survey FederalTerritory of Kuala Lumpur/Putrajaya. He is a CertifiedLand Surveyor.

  • JUPEM is one of the departments under the Ministry ofNatural Resources and Environment (NRE) and isheaded by the Director General of Survey andMapping, who is also Director of Military Mapping. Thedepartment is divided into three main structures, i.e.the Office of the Director General of Survey andMapping, the Mapping Division, and the CadastralDivision.

    The different sections under the Office of the DirectorGeneral of Survey and Mapping play a role in providingsupport services as well as coordinating activities,development programmes, research and themodernisation of JUPEM on the whole. Apart frommanaging and coordinating administrative affairs,finance and corporate management, as well as theimplementation of government and departmentpolicies, these sections also coordinate thedevelopment of human resources and employeecareers. This involves programmes that emphasise onthe involvement and learning of employees thusenhancing their knowledge, skills and efficiency inkeeping with current needs.

  • The National Committee of Mapping and Spatial Data(JPDSN) Meeting held every year gives the MappingDivision of JUPEM the role and the responsibility toimplement the national mapping policies andstrategies.The JPDSN, formed through a Cabinet decision in 1965,enables the Mapping Division to publish and supplymaps that include topography, thematic, orthophoto,electronic maps, etc. for the Malaysian Military andpublic to use for the purposes of national security,planning and development.In the interest of protecting the national sovereignty,the Mapping Division is also involved in the demarcationof international borders with neighbouring countries, thedetermination of the continental shelf (nationalexclusive economic zone) and Malaysian stateboundaries.The Division also publishes tidal tables/schedules,provides services on the calculation of the Muslimcalendar as well as the sighting of the new moon, andestablish mapping databases such as the TopographyDatabase and the Cartography Database.Besides that, the Division also carries out geodeticsurveys as well as sets up survey infrastructures such asBenchmark Station, Global Positioning System,determination of Baitul Hilal (observation point forsighting of the new moon), and Tide Gauge Station(STAPS).

    Formulate national mapping policies.

    Produce, publish and print a variety of maps and other materials

    Manage security filtering and issue copyright licences

    Carry out aerial photography for mapping purposes.

    The Cadastre Division is responsible for carrying outsurveys on land titles, monitoring the work of LicensedLand Surveyors, checking strata application plans,checking strata certified plans, preparing titledocuments and cleaning cadastral databases.Efforts have been made to upgrade the whole ofJUPEMs Cadastre Division in keeping with the era ofICT modernisation today.The increase in productivity is evident with developmentof JUPEMs existing systems such as the SAPD, SPDK,SAPD Upgrade, SPDK Upgrade and STS, Field to Finish(F2F) DCDB and others. On the whole, land title surveyshave become more efficient and meet with therequirements of the clients charter when the totalsurvey system is implemented.

    Advise the Department on the formulation of cadastrepolicies through provisions in the law, survey regulationsand Circulars of the Director General of Survey andMapping.Plan and monitor cadastral survey undertaken andcadastral databases implemented by the State JUPEMto ensure timely completion and achievement of setobjectives.Monitor the performance and quality of cadastresurveys carried out by the Licensed Land Surveyors (LS)to ensure adherence to the laws and regulations set.Performance appraisal is based on reports preparedby the State JUPEM while the work quality is assessedthrough random checks on the field.Plan and implement the development of a consistentlyefficient cadastre system for all JUPEM Statedepartments that encompasses work aspects on thefield and in the office.

    A total of 4,785 posts in JUPEMs technical and non-technical service, including KADER posts in NRE, JKR,MaCGDI, INSTUN, JPN, and MKN, have been filledfollowing vacancies and priorities.Incidentally, according to employment warrants forJUPEM for year 2007, JUPEM has a total of 5,043approved posts.The increase in posts was due to the creation of a newdivision, i.e. the Defence Geospatial Division (formerlyDefence Mapping Branch/Division) effective 1 October2007, placed under the Office of the Director Generalof Survey and Mapping. A total of 41 posts of variousgrades were approved through employment warrantNo. E61 dated 28 September 2007.

    Maintenance of Malaysian Active GPS Tracking Stations(MASS)Maintenance of MASS stations aims to ensure that thesatellite data observation processing system at MASSstations operating 24 hours is always running smoothlyand data can be successfully received by the GeodesySection, JUPEM Headquarters, Kuala Lumpur FederalTerritory.

    For the year 2008, GPS network and control surveyactivities have been planned with the aim ofcompleting observation work on 500 stations focussingon the Klang Valley, i.e. the Height ModernisationSystem Project. The team carrying out this activity willalso be involved in hydrography survey work on theMalaysia-Thailand border throughout the year 2008.

  • Archievement of GPS Observation Activities Over Five Year

    Apart from that, the maintenance is also to ensure thatthe MASS equipment and station are in good condition.Maktab Perguruan Rejang, Bintangor has beenidentified as the location for the new MASS station toreplace the MASS station in Sibu which has ceased tofunction.The maintenance of MASS stations was terminatedstarting from October 2007 seeing that all MASS stationshave been upgraded to MyRTKnet stations.Meanwhile, the weekly and annual MyRTKnet StationGPS Data Processing for 2007 will involve the processingof data from 60 RTK stations all over the country,producing 2,013 sets of weekly and annual data.Up to 31 December 2007, a total of 1,893 sets of weeklyand annual data had been processed.

    In summary, the 2007 weekly and annual MyRTKnet station GPS dataprocessing achievements are as follows:

    In 2007 there were 21 Tide Gauge Stations (TG)operating all over the country, 12 in Peninsular Malaysia,6 in Kota Kinabalu, Kudat, Sandakan, Lahad Datu andTawau, Sabah, and F.T Labuan, and 3 in Miri, Bintuluand Kuching, Sarawak to determine the mean sealevel.Data Collection of the Tidal Observation, numbering36 sets of data from 3 tide stations, was carried out in2007, at the Tide Gauge Stations (TGS) in Miri, Bintuluand Kuching, Sarawak.Whereas in Sabah, 72 sets of observation data were

    collected in Labuan, Kota Kinabalu, Kudat, Sandakan,Lahad Datu and Tawau, Sabah. In Peninsular Malaysia,144 sets of observation data were collected.

  • The target set for activities in 2007 was to publish a setof Tidal Prediction Tables, 2009, for 21 TGS: PeninsularMalaysia (12), Sabah (6) and Sarawak (3). Up to 31December 2007, the preparation of tide predictioninformation for 2009 was completed.

    The data collected from the observation activities wereprocessed and documented in book form as a JUPEMannual publication on tides, i.e. Tidal ObservationsRecord 2007 and Tidal Prediction Tables 2009.The Observations Record and Prediction Tables are forcirculation to local and foreign agencies that needthem.

    The Tidal Observations Record for 2007 has alreadybeen published.

    Precise Levelling is done to obtain the mean sea levelat the benchmark which connects the tidal observationstations. It is divided into two: First Class Levelling andSecond Class Levelling.First Class Levelling is done to connect Tidal GaugeStations (TGS) at three locations, i.e. Sejingkat Kuching,Bintulu, and Miri to establish a primary levelling networkfor Sarawak.Similarly, the 12 stations in Peninsular Malaysia, 6 in KotaKinabalu, Kudat, Sandakan, Lahad Datu, Tawau Sabahand in F.T. Labuan are meant to establish primary levelnetworks in the aforementioned states.

  • Gravity Survey Network

    For 2007, planning was done to complete 1,000 stationsthroughout the Klang Valley for the CCI, HeightModernization System for the Klang Valley Project andMalaysian Marine Research Survey (MyMRS) Project inLabuan, Sabah and Sarawak.Up to 31 December 2007, the two projects achieved atotal of 1,050 stations. This achievement includes 15 offirst order gravity survey for MyMRS stations.

    In 2007, the preparation of astronomical observationdata to determine the first day of Ramadan, Syawaland Zulhijah for the year 1427 in the Hijrah/Islamiccalendar was fully achieved on 28 observation stations.

    Map Production

    The Mapping Division introduced a new mapping seriesto replace the previous one. All the older mappingseries with the series L and T have been replaced withthe new series MY to standardise with the numberingmethod used by countries in the region, for exampleAustralia. Nevertheless, copies of maps bearing the oldnumbering series which have yet to be published andthose which have been published will continue to beproduced until all maps under the new series arepublished.

    As of 2007 this activity ceased for the Mapping SeriesL7030, T738 and T931, and replaced respectively withthe Control Point Survey for the Mapping Series MY501T,MY801T, MY511T, MY 811T and MY901U. Up to 31December 2007, the achievement of this activity withregard to number of stations is as follows:

    Through the modernisation of its mapping system,JUPEM has successfully produced mapping productsin digital form, which is a basic requirement for theapplication of the Geographical Information System(GIS) such as digital topographical maps, digital terrainmodels and orthophoto maps. The whole country alsomanaged to be mapped with a varying series ofmapping scales ranging from 1:50,000, 1:25,000 and1:3,000 - 1:12,500.The availability of a computerisation system has led toan increase in mapping products. Furthermore, the FastMapping System (FMS) has made it possible to fulfil therequest from the Malaysian Armed Forces (ATM),particularly the Royal Malaysian Air Force (TUDM) andthe Defence Intelligence Staff Division (BSPP) to obtaindigital mapping data according to militaryspecifications.

  • INTERNATIONAL BOUNDARIES

    The demarcation and surveying of the internationalboundary between Malaysia-Thailand was jointlycarried out with the Thai Survey Department (RTSD).The demarcation and surveying of the Malaysia-Thailand land boundary, stretching 551.5 km long,began on 6 July 1973 and was completed on 26September 1985.Subsequently, boundary maintenance survey has to beregularly carried out to ensure that the boundarymarkers planted in the ground are always in goodcondition.

    The 23rd Meeting of the Joint Malaysia - ThailandBoundary Committee (LBC - 23) in June 2006 agreed,among others, to carry out demarcation and surveyingof the joint international boundary of Malaysia - Thailandalong Sungai Golok for Section 1 and 2 Priority AreaVIII A in 2007. Agreement was also reached to use thethalweg as the boundary between Malaysia - Thailandand the task to prepare the Alternative Boundary Planno longer needed to be carried out.Besides that, the percentage of work for every task wasalso standardised again and divided as follows:i.   • In 2006, a plan was made to carry out demarcationand surveying of the remainder of the Pahang -Selangor boundary measuring 22 km.However, all through 2006 surveying could not becarried out due to insufficient allocation under thePeninsular Malaysia Inter-State demarcation and SurveyProject Trust Fund.Subsequently, the programme for 2007 was tocomplete the 2006 programme after getting approvalfor a joint allocation shared between the stategovernment and federal government on a 50 : 50 basis.

  • The progress achieved in land title surveys in 2007totalled 83,913 lots or 101% of the annual target of83,000 lots. The increase of 2.8% (2,313 lots) over that in2006 is a source of pride for the Cadastral Division, forthe encouraging achievement from year to year.The overall performance is extremely good with all StateJUPEMs achieving more than the Annual Work Targetsset.

  • Status of DCDB up to 31 December 2007

    The National Digital Cadastral Data Base (NDCDB) is acomponent found in the e-Cadastre project to beimplemented in the Ninth Malaysia Plan (NMP).Preparatory work for the NDCDB for every JUPEM Statewould be carried out in-house as agreed by all StateDirectors of Survey at a meeting held on 17 May 2006.The work had to be completed before the end of 2007to enable surveying to be done in an e-Cadastreenvironment.Preparing a Temporary NDCDB was the first step forState JUPEMs to take. Processes involved are theRecoordination and Repopulation of DCDB (R&R byPA). For this purpose, the Cadastre Division, through thecontractor for the e-Cadastre project, developed aR&R module application to be used by all state JUPEMs.A series of application training was given to staff of stateJUPEMs. The working norm for each processing stagewas 20 Certified Plans (CP) per day.

JUPEM Geoportal is also a method orsystem to rearrange data to enable users or JUPEMclients to locate, select, buy and use the data as wellas decide on the most efficient way to use the data.

    In relation to that, JUPEM has set up a NationalGeospatial Information and Data Sales Centre counter(NGIDSC). The Department offers a variety of geospatialproducts and services through a system of integratednational geospatial information distribution network.JUPEMs mapping products comprise topographic andthematic maps of various scales that cover PeninsularMalaysia, Sabah and Sarawak for the use of the militaryand the public. They can be bought in the form of aprinted map as well as digital. JUPEM also offers avariety of mapping service such as map reproduction,map mounting, scanning and printing for governmentagencies and the public. Besides that, JUPEM has alsotaken the initiative to change the format from existingprint maps to digital such as vector line maps. Theseproducts and services can be bought, ordered orrequested from the Geospatial Information Sales Centreon-line.

    The National Map Library provides a source of referencein the fields of survey and mapping to officers and staff.The Library provides collections of books and technicaljournals as well references of a variety of mappingmaterials produced and published by JUPEM such asmaps, aerial photos and print materials.     JUPEM was allocated RM440.1 million for the year 2007.Up to 31 December 2007, a total of RM431, 178,456.17had been spent, i.e. 98% of the total allocation. A totalof RM210.23 million of the overall allocation total wasthe allocation for management expenditure, while theremaining RM229.87 million was under developmentallocation. Expenses amounting to RM202,841,134.10 or96% of the allocation for management expenditure hasbeen spent, while expenditure under allocation fordevelopment amounted to RM228,337,322.07 (99%).

    The implementation of these development projects willhelp boost JUPEMs efforts to provide a comprehensivesurvey and mapping infrastructure in keeping with theadvances and development of the country in the eraof globalisation.     The e- Cadastre project will be launched early 2007.This project is considered important to JUPEM, as it willchange the present scenario of the title strata andstratum surveys, whether with regard to workprocedures or data processing methodology.   • e-Mobilisatione-Mobilisation is a Wholly Digitalised Mobilisation ofSurvey Files among State Survey and MappingDepartments System. This System aims to implementmobilisation of Department work among the StateSurvey and Mapping Departments (State JUPEM)completely digital, or known as e-Mobilisation. In linewith the Governments push towards an effectivedelivery system, the Department has taken thisapproach to implement mobilisation work involvingbordering states. Mobilisation work implemented beforethis was not carried out wholly digital.This e-Mobilisation module will be able to overcomeproblems hindering mobilisation work from beingimplemented wholly digital as well as assist to theDepartment in monitoring the status of mobilisation workin every State JUPEM involved. To facilitate theimplementation of work done using this e-Mobilisationmodule, a State JUPEM undertaking this mobilisationprocess will be known as Origin State (OS) while a StateJUPEM receiving the mobilisation work will be knownas Remote State (RS).To enable the District Survey Office of a Remote State(DSO RS) to receive mobilisation work directly from theDeputy Director of Survey, Origin State (DDS OS), allinformation related to DSO RS needs to be entered intoe-SRS in OS. The SPDK - SAPD handshake module in theIMS server of State JUPEMs involved is upgraded toenable mobilisation work to be sent to DSO RS throughhandshake. The File Transporter module in the server inthe District Survey Office receiving the mobilisation filesis upgraded to enable these files to be directly receivedfrom the DDS OS. To enable the information and datafrom the Cadastral Processing System RS (CPS RS) Unitsent to OS to be regenerated by the OS, the processinginformation (doer) and the Unit Head in the CPS RS Unithave to be included in the e-SRS OS system.

    The procedures set are for work bordering and close tothe borders of both State JUPEM where the survey fileswill be sent to the State JUPEM involved, digitally. OSneeds to register that particular file as normal in the e-SRS until the e-SKL preparation and production state.Files have to be sent until the DDS OS action stage.These files later need to be sent to the District Surveyorof the Remote State (DS RS) through the SPDK - SAPDhandshake module. To confirm that files sent have beenreceived through the system, a report listing files whichhave been sent has to be prepared and sent to the DSRS along with a copy to the Director of Survey CadastralDivision at JUPEM headquarters by the OS JUPEM.As soon as the DS RS received the mobilisation files fromthe DDS OS, the DS RS has to ensure that the e-SKLinformation is complete before registering it. Ifincomplete, the said file has to be returned throughthe handshake module. The DS RS receiving the workhas to register it in the SAPD Upgrade through the DistrictSurvey Record System (DSRS) module for the purposeof recording and facilitating monitoring work. DDS RShas to carry out surveys wholly digitally and ensure thatall 16 ASCII JUPEM files as in the Circular from the DirectorGeneral of Survey and Mapping No. 11 Year 2005 aresent to the State JUPEM.Work is sent to the DDS RS by the DS RS through the filetransporter module in the DDS RS. The list of completedfiles is prepared and sent to the DDS RS to confirm thatthe sent files have been received through the system.The DDS RS sends the said files to the CPS RS Unit Headusing the SPDK-SAPD handshake module to beprocessed and checked. The procedures to processthe title of land which has been surveyed should followthe circular from the Director General of Survey andMapping No. 2 Year 2003.Survey officers involved in this mobilisation exercise haveto be gazetted according to Section 12(1)(b) of theNational Land Code 1965 by the OS where themobilisation exercise will be undertaken.

  • The mobilisation work has to be provided in the form ofdigital SKL (e-SKL), which contains clear information onbearing, distance, size, lot site and other informationnecessary to determine that the boundary and lot sitesurvey is carried out thoroughly. Cadastral SurveyDatabase (CDB) and Certified Plan (CP) for the areato be surveyed need to be attached in digital form.The lot number will be generated through the e-SRSsystem by the OS and sent together with the e-SKLprepared. Meanwhile, the Calculated Volume and CPnumber will be given by the OS through e-SRSgenerated as soon as the completed files are receivedthrough the RS.Before the surveyor sends in the work, all reports haveto be generated using the Title Survey Module (TSM)application. For work which is problematic or whichcannot be carried out, the file has to be returned withthe complete minute as well as letters from the PTD/PTG.Should the survey work require approval from the landowner and the Land Office, this matter needs to beresolved first by the DS RS. Correspondence with theLand Office and other involved parties has to beforwarded to the OS JUPEM. The CPS RS Unit Head willsend the completed work directly to the DDS OS usingthe e-Mobilisation module.The State Director of Survey and Mapping (SDSM)involved has to ensure that all the 16 ASCII JUPEM filesare sent to the OS JUPEM in accordance with theCircular from the Director General of Survey andMapping No. 11 Year 2005. The flow chart for the e-Mobilisation implementation procedure is as shown inDiagram 1 and 2.

    Features of files which may be mobilised are as follows:

    (i) These files are files bordering the State JUPEMinvolved.

    (ii) These files are current.(iii) These files have to be prepared with e-SKL.(iv) Work on files to be mobilised will be done

    completely by the RS up to the preparation ofJK (T1) and PA (T1) level. The progress of workwill be considered as RS progress.

    To ensure that mobilisation can be implementedeffectively and successfully, the State JUPEM has toprepare a monthly report of the status of every filereceived and completed to the Cadastre Division,JUPEM headquarters for the purpose of monitoringevery first week of every month.Every file movement through the system provided hasto have attached a list of files sent to the branchinvolved. This is to ensure that these files are receivedby the branch involved.A report listing files received or returned has to beprepared and sent to the SDSM OS, SDSM RS, with acopy to the Director of Survey Cadastral Division.In conclusion, the introduction of the e-Mobilisationsystem to State JUPEMs is timely in order to developthe existing system used at present. The existing systemthat is the SPDK-SAPD Upgrade is only implemented andused in the State JUPEM to send files between the StateJUPEM and the District Survey Office/Territorial SurveyOffice. With the e-Mobilisation system, files may be sentfrom between more than one State JUPEM State andthe District Survey Office/Territorial Survey Office.

  • Such recognition, from either the government or thepublic sector, can intensify this departmentscommitment to continue in its efforts to carry out thedepartments activities successfully. This success isbased on the departments ability and the clientsconfidence in services provided by JUPEM.
