The Role of SAWS
The State Administration of Work Safety (SAWS) is an agencydirectly under the State Council for overall supervision andregulation of work safety and it is also the working body of theOffice of the State Council Work Safety Commission. Establishedin 2001 and upgraded to ministry Level in 2005,.
As prescribed by the State Council, SAWS administers the StateAdministration of Coal Mine Safety and directs the overall controlof coalmine safety
SAWS is responsible for direct control of work safety in non-coalmining, hazardous chemicals, fireworks, offshore and onshore oiland gas, machinery, light industries, building materials, metallurgy,etc.
For the other industries and sectors (construction, road traffic,waterway, railway, civil aviation, fishery vessels, agriculture, etc.),SAWS supervises the industry-specific ministries to carry out theirduties on work safety.

Work Safety The Chinese government has beenattaching great importance to work safety!
On the 5th Plenary Session of the 16thParty Central Committee of Central
Committee of the CPC, China has putforward the scientific idea ofresourcesconserving, clean and safe developmenttorealize sustainable development, the firsttime for China to document safe

3. Legislative Framework ofWork Safety
There are regular work safety law, specialwork safety law, relevant work safety law,administrative work safety law and laws
concerning criminal crimes disrupting worksafety. There are more than 10 lawsrelated to work safety legislated by the NPC,over 50 regulations and rules stipulated bythe State Council. Moreover, since the
foundation of P.R. China, the State Councilhas issued over 30 notices onstrengthening work safety, while thedepartments of the State Council have
issued over 100 regulations and rules onwork safet .

Law on Work Safety of the
Peoples Republic of China
The Law was introduced on November 1st,2002.
This Law was enacted to enhance
supervision and control over work safety,to prevent and minimize accidents due tolack of work safety, to ensure the safetyof peoples lives and property and topromote economic development.
This Law is applicable to work safety inunits that are engaged in production andbusiness activities (hereinafter referred toas production and business units) withinthe territory of the Peoples Republic of
