MBAM wish to share with all our members that effective from 1st July 2016, the minimum wagewill be raised to RM1,000.00 for workers in Peninsular Malaysia and RM920.00 for thosein Sabah & Sarawak. We would also like to remind all members that the Rehiring Programmefor foreign workers will be ending on 30th June 2016. The Government has encouraged allemployers to take the opportunity to legalise their illegal foreign workers through the rehiringprogramme. Employers who are caught harbouring and using illegal workers will now be broughtto the Court instead of being issued penalty.

MEETING WITH THE MINISTRY OF DOMESTIC TRADE, CO-OPERATIVES AND CONSUMERISMOn 4th May 2016, The Ministry of Domestic Trade, Co-operatives and Consumerism (MDTCC)meeting On The Supply and Prices of Building Material was attended by MBAM President,Mr Matthew Tee, MBAM Material Resources Committee Members, Mr Tony Foo and Ms ChoFoong Khuan, MBAM Executive Director, Ms Loh Mei Ling and MBAM Senior ExecutiveOfficer, Mr Leon Leong at Bilik Mesyuarat Meranti, Aras 3, Kementerian Perdagangan DalamNegeri Koperasi dan Kepenggunaan, Persiaran Perdana, Presint 2, Putrajaya.

MDTCC investigated on Prices of Building Material such as steel bar and cement. Especiallythe price hike on steel bar from January 2016.

MBAM Safety & Health Committee successfully organised the MBAM Annual Safety &Health Conference 2016 with the theme “Safety in Heavy Lifting” on 10th and 11th May2016 at the Sunway Resort Hotel & Spa. The event, which was officiated by YBhg. Dato’

Ir. Mohtar Bin Musri, Director-General, Department of Occupational Safety and Health, Malaysia (DOSH), attracted 300 participants.

The objectives of the Conference were to promote the importanceof Safety & Health by inculcating best practices of OSHManagement System and policies to protect workers fromoccupational hazards and risks; to inculcate the sense ofresponsibilities towards OSH in all walks of life; and to provide anavenue for exchange of ideas and best practices on OSH.

The highlight of the Conference was the presentation of MBAM’sSafety & Health Awards 2016 by the Guest of Honour, YBhg. Dato’Ir. Mohtar Bin Musri. The award presentation, which was a jointinitiative between MBAM and the Lighthouse Club Kuala Lumpur,offered a vehicle to recognise and reward the achievements ofthose who have worked tirelessly to enhance the safety level atthe project work sites.

MBAM C&P TALK SESSION 1 : PRINCIPLES OF LAW RELATING TO BUILDING ANDCONSTRUCTION CONTRACTS & EFFECTIVE CONTRACT ADMINISTRATION / MANAGEMENT

The 1st of the 4 Sessions of Practical Construction Contract Administration/Management was held on 19th May 2016 at MBAMTraining Centre. Sr. Ong Hock Tek, Managing Director, BK Entrusty was thereto act as the trainer for the 44 attendees. Mr Oliver Wee, MBAM DeputySecretary-General 1/MBAM Chairman for Contracts and Practices Committeegave the opening speech. The 1st session focused on the Principles of LawRelating to Building and Construction Contracts & Effective ContractAdministration/Management.

The training programme combined technical knowledge with practicalexperience and skills through a lecture cum work related discussion approach/ action learning approach. There are four (4) comprehensive sessions underthis programme including this session. The next 3 sessions will be held onthe following dates: -

Master Builders Association Malaysia (MBAM) has organized a series ofscaffolding training for our members and industry players. The Level 1 (Basic)

Scaffolding Course 15th intake was successfully held on 23rd May - 1st June 2016 at KLIA College with 6 participants.

The course was attended and briefed by MBAM Assistant Manager, Mr MohdFarhan Bin Mohammad Din.

This course was designed for any personnel involved in Heavy Industry andConstruction and is especially relevant to personnel who are:• Hands on personnel.• Safety & Health practitioners who are responsible to coordinate plan

and implement scaffolding work at work site.

The structured approach of learning using the Training Modules andMethods of presentation was designed to give a comprehensive overviewof the work process so that it is in compliance with the scaffolding standard

BS 1139 and therequirement of thelegislations. Afterattending this session, participants were able to compare and understand allthe scaffolding systems and procedures between Frame, Tubular and Modulartypes.

This Competency Scaffolding training is approved and recognized by DOSH andis 100% HRDF claimable. Participating company were given an approved 20CIDB CCD Points for each employee attended this training as well as 10 DOSHCEP Points.

6TH INTAKE OF THE MBAM COCD PROGRAMMEFOR TRADE SUPERVISOR (FOREMAN)MBAM has successfully conducted the Construction OccupationalCompetency Development (COCD) Programme for Trade Supervisor(Foreman) from 5th April 2016 to 24th May 2016 at MBAM TrainingCentre. The said programme was fully funded by the ConstructionIndustry Development Board Malaysia (CIDB) with the primaryobjective to certify and register construction site personnel inparticularly site supervisors, site agents and site foremen.

Prior to the training session, the assessors have interviewed 50applicants who were interested to participate in this programme, butonly 20 trainees were selected. The important criteria for selectionwere the participant’s work scope must fall within the ConstructionTrade (Foremen) - tradesmen or trade supervisors of sub contract (work, trade or specialist contractors) in charge of specific tradeconstruction crew. They must supervise the specific team (trade) engaged in construction activities.

Throughout the six and half days course MBAM had successfully accredited 20 trainees for the 6th intake of the construction tradesupervisor programme. Since the commencement of this programme in 2013, as of to-date MBAM and CIDB have trained one hundredand six (106) foremen / trade supervisors.

TALK ON CERAMIC: “RIGHT FROM THE START”Material Resources Committee organized the Talk on Ceramic: “Right fromthe Start” on 25th May 2016 at MBAM Training Centre. The talk wasofficiated by MBAM Deputy Secretary General II, Mr Ong Ka Thiam. Thetalks was held with the aim to create awareness and enhance members’knowledge on the latest update on the ceramic (Malaysian Standard)adopted in construction industry, in relation to compliance with CIDB Act520. A total of 51 participants attended the talk.

Federation of MalaysianManufacturers Malaysian CeramicIndustry Group (FMM MCIG)provided three prominent speakersto talk about wall & floor tiles,ceramic sanitary ware and clayroofing tiles. The first speaker was Mr Loo Sheau Ming, Senior Technical Manager for CeramicResearch Company Sdn Bhd. He presented on “Wall & Floor Tiles”. Meanwhile, the secondspeaker was Ms Sharifah Suzana Simmonds, Corporate Branding – Manager, Doe IndustriesSdn Bhd. Her presentation was on “Ceramic Sanitary Ware”. Finally, Ms. Adeline Ong, GeneralManager - Sales & Marketing, Terreal Malaysia Sdn Bhd took the class as the last speaker.Her presentation was on “Clay Roofing Tiles”, where she made a comparison between clayroofing tiles vs concrete roof tiles, Metal Roofing & Asphalt Shingles, type of clay roof tiles andfinishes, installation guidelines and usage of roofing components, clay roof tiles care andmaintenance and it warranty. Overall the feedbacks from the participants were that the talk waseducational and had enhanced their knowledge on the subject.

MBAM celebrated its 62nd anniversary in the construction industry by organizinga grand Anniversary Dinner that was graced by the Minister of Transport,

YB. Dato’ Sri Liow Tiong Lai as the Guest of Honour. The Anniversary Dinner was held on 27th May 2016 at the Grand Lagoon Ballroom,Sunway Resort Hotel & Spa and attracted close to 1,800 guests.

Mr Liew Hau Seng, MBAM Vice President and Organizing Chairman for 62nd MBAM Anniversary Dinner 2016 in his welcome speechhighlighted that the dinner theme “Construction Excellence through Change” was indeed timely as there has been of late recognitionthat changes and reforms are required in a number of aspects of the Malaysian construction industry.

MBAM on that night conferred special awards to individuals and companies in recognition of their contribution to the Association andthe construction industry. During the event, the MBAM Bronze Award and MBAM Long Service Awards were presented to the followingmembers in recognition of their dedication and contributions to the Association and the construction industry.

Towards the end of the event, the Organising Committee paid a special tribute to Mr Matthew Tee, MBAM President for term 2012-2014and 2014-2016. After almost 4 years and spending two terms as the President of MBAM, he will be ending his term in June this year.In this opportunity, the Council members wished him all the best and thanked him for all his contributions to the Association duringhis term. The Council hoped that he will continue to share his knowledge with the Association as the Immediate Past President afterthe end of his term. Overall, the event was very successful and MBAM hopes for continued support from members for the next MBAMAnniversary Dinner in 2017.

Mr Foo Chek Lee, MBAM Deputy President and Mr Lenny Lim,MBAM Senior Manager attended Persatuan Kontraktor IndiaMalaysia’s (PKIM) 19th Annual General Meeting on 29th May 2016,

at the Royal Selangor Club. Mr Foo Chek Lee was given the opportunity to give a speech at the opening ceremony.

PKIM has been an affiliate member of MBAM since the year 2000. The relationship between MBAM and PKIM provided anopportunity for both parties to come together and work towards the common good of the Malaysian construction industry. Other issues

THE CHINA-ASEAN CONSTRUCTION INDUSTRYCOOPERATION SUMMIT FORUM & THE INAUGRALCHINA-ASEAN CONSTRUCTION INDUSTRYCOOPERATION COMMITTEE

MBAM President, Mr Matthew Tee led a 3-MBAM delegation namelyDeputy Secretary-General I, Mr Oliver Wee, Committee Member, Mr AlexLiew and I attended the China-ASEAN Construction Industry CooperationSummit Forum as well as its Inaugural Meeting on 28th May 2016 inNantong, Jiangsu Province, China.

More than 60 delegates from 10 ASEAN countries and over 300 leadersfrom construction industry gathered in Nantong, Jiangsu Province, Chinato witness the establishment of China-ASEAN Construction IndustryCooperation Committee. A Summit Forum was also held concurrently. The Cooperation Committee was organized by Nantong citygovernment and China-ASEAN Business Council, which aims at promoting standards, technology, management and investmentcommunication between China and ASEAN to boost infrastructure construction in ASEAN area.

MBAM President, Mr Matthew Tee were given an opportunity topresent a speech at the inauguration ceremony of China-ASEANConstruction Cooperation Committee. In his speech, he stressedthat as an association with a reach of more than 6,200 membersand 27 Affiliate Members, MBAM is constantly looking forbusiness, growth and networking opportunities for our members.MBAM appreciates regular engagements via platform such asthis conference in order to capitalize on opportunities forenhancement of communication and to explore cooperation onconstruction projects in terms of financing and sharing ofknowledge and events such as this are important mechanisms toenhance understanding and advance regional cooperationespecially between Chinese contracting enterprises withMalaysian contractors.

Overall, the event was fruitful with high commitment fromattending representative to strengthen cooperation and makepositive effort to develop China-ASEAN economic trade relations.
