Bismillahhir Rahmanir RahimAssalamualaikum Warahmatullahi Wabarakatuh DanSalam Satu Malaysia.Bersyukur Kehadrat Allah s.w.t. kerana keizinanNyadapat Jawatankuasa Teknik KOAM berjayameghasilkan Buletin Olahraga Malaysia bagi tahun2010. Saya menyanjung tinggi usaha mereka.Sayajuga mengucapkan terima kasih kepada Jawatan-kuasa Sidang Pengarang yang sudi meminta sayamenyampaikan sepatah dua kata dalam buletin ini.Sejak akhir-akhir ini ramai pelajar dari institusipendidikan tinggi menduduki Peperiksaan PegawaiTeknik KOAM. Inilah faktor utama yang telahmendorong Jawatankuasa Teknik KOAM menjalankanpeperiksaan ini dua kali setahun. Bagi saya, ini adalahsatu perkembangan yang baik.Kululusan yang ramai dalam lulus peperiksaan sahajatidak mencukupi. Pembangunan sukan banyakbergantung kepada usaha-usaha dan pendidikan yangberterusan. Kita harus mencari jalan untuk memberipendedahan dan mengekalkan minat mereka terhadapsukan olahraga.Sekian. Wabillahitaufik WalhidayahWassalamualaikum Warahmatullahi Wabarakatuh.“MEMUPUK SATU MALAYSIA MELALUI SUKAN.”

Firstly I would like to take this opportunity to wishall officials A Happy New Year.

I would like to congratulate our senior officials whofind pride in their uniform , pride in their work and mostimportantly, pride in themselves as technical officials.Their high level of concentration, diligence and disciplineduring officiating is commendable and an inspiration toall of us.

Lately we have taken steps to introduce an insurancescheme for Technical officials.

I’m glad that we had managed to insure senior officialsand it is my hope that in due course all technical officialswill be insured while on duty.

I would like to thank my committee members for theireffort in producing this bulletin filled with lots ofinformation. Efforts are being made to have moretraining programmes for officials, enhancing technicaleducation programme, improving the welfare of officialsand adopting a new criteria in the selection of officialsfor various meets and overseas assignments.

I am sure that this bulletin will be a point of referencefor all members of the athletic fraternity.

1. 16 JANUARI 2009.Mesyuarat Jawatankuasa Teknik di PejabatKOAM, Kuala Lumpur.

2. 17 JANUARI 2009Mesyuarat di antara JK Teknik dan semuaPengerusi Jawatankuasa Teknik POA Negeri.Mesyuarat berlangsung di Pejabat KOAM danmembincang rancangan untuk 2009

3. 5-7 FEBRUARI 2009Kursus Awalan Teknik untuk Guru-Guru diLabuan. Kursus ini diadakan di SMK MutiaraLabuan dan dirasmikan oleh Pengarah JPNLabuan. Pengerusi Jawatankuasa Teknik, En.S. Chinetamby dan Setiausaha En.Tan BoonSeng telah mengendalikan kursus yangmelibatkan 129 peserta.

4. 1 MAC 2009Kejohanan Merentas Desa MSSM diadakan diSMK Permatang Pasir Pulau Pinang. JK Teknikmembantu dalam hal-hal teknikal dankepegawaian.

5.6 MAC 2009Mesyuarat Jawatankuasa Teknik diadakan diSJK St. Mary’s Parit Buntar untuk membincangpersiapan bagi Peperiksaan Pegawai TeknikGred 2 / 3 dan juga perlantikan pegawai-pegawai teknik untuk Kejohanan MSSM danperkara-perkara lain.

6.7 MAC 2009Mesyuarat Panel Peperiksaan Gred 2 dan 3diadakan di SJK St.Marys, Parit Buntar untukmembincang soalan-soalan peperiksaanpertama.

7.27-29 MAC 2009.Kursus Awalan Teknik didakan di KampusInstitut Pendidikan Guru Miri,Sarawak. Iadikendalikan oleh Pengerusi JK Teknik, En. S.Chinetamby, melibatkan 205 orang peserta.

8.11-12 APRIL dan 18-19 APRIL 2009.Kursus Pegawai Teknik Perak. Kursus inidiadakan di Universiti Pendidikan Sultan Idris,Tg.Malim. En. R. Govindaraju, AJK TeknikKOAM megetuai barisan pensyarah.

9.25-26 APRIL 2009.Kursus Pegawai Teknik Terengganu. Kursus inidiadakan untuk guru pelatih yang akanmenduduki Peperiksaan Pegawai Teknik KOAMpada bulan April. Setiausaha JK Teknik En. TanBoon Seng dijemput ke kursus ini dan beliau

dibantu oleh Pengerusi JK Teknik P.O.A.Terengganu, En.Ahmad Zailani Halus.

10. 27 APRIL 2009.Peperiksaan Pegawai Teknik pertama KOAM2009 diadakan di seluruh negara. Peperiksaantahun ini melibatkan 5474 orang calon Gred 3dan 145 orang calon Gred 2 yang mendudukipeperiksaan di 53 pusat .

11. 16 MEI 2009.Mesyuarat Jawatankuasa Teknik diadakan diSeremban untuk membincang, menganalisiskeputusan peperiksaan serta membincanglangkah- langkah memperbaiki lagi mutupeperiksaan. Persiapan akhir untuk KejohananOlahraga MSSM dan Standard Chartered KLInternational Marathon juga di teliti olehJawatankuasa teknik.

12. 26.-30 MEI 2009Kejohanan Olahraga MSSM 2009 diadakan diStadium Nasional Bukit Jalil, Kuala Lumpur. JKTeknik seperti dipersetujui oleh KementerianPelajaran Malaysia telah menamakan 20 orangPegawai Kanan untuk bertugas di kejohanantersebut.

13. 11 JUN 2009.Mesyuarat Panel Peperiksaan Gred. 1 dan 3telah diadakan di Hotel Maluri, Kuala Lumpuruntuk membincang dan menyediakan soalan-soalan bagi Peperiksaan tersebut yang akandiadakan pada bulan Oktober 2009.

14. 11-12 JUN 2009Seminar Pegawai Teknik Kanan KOAM telahdiadakan di Hotel Maluri, Kuala Lumpur.Seramai 52 orang peserta yang terdiri daripada45 orang wakil negeri, empat orang pensyarahdan tiga orang ahli Urusetia hadir seminartersebut.Pensyarah terdiri daripada En. P. Soloman, En.S.R. Chandran, En. Robert Aeria dan En. S.Muregesu.

15. 28 JUN 2009Standard Chartered Kuala Lumpur InternationalMarathon berlangsung. Ia bermula dan tamadi Dataran Merdeka Kuala Lumpur. DYMM YangDipertuan Agong dan Permaisuri Agong sertabeberapa orang menteri kabinet turut hadir.Seramai 180 orang pegawai Teknikal telahbertugas di marathon ini.

16. 31 JULAI – 2 OGOS 2009Kejohanan Olahraga MINI OLIMPIK

berlangsung di Stadium Nasional Bukit Jalil yangmelibatkan 120 orang pegawai teknik

17. 21 OGOS 2009Mesyuarat Panel Peperiksaan Gred 1 dan 3diadakan di USM Pulau Pinang untukmenyiapakan soalan peperiksaan bulanOktober.

18. 22 OGOS 2009Mesyuarat Jawatankuasa Teknik bersidanguntuk membincang perkara yang belumdilangsai dan langkah-langkah untukmenyelesaikanya

19. 21 September 2009Mesyuarat Jawatankuasa Teknik diadakan diKota Bharu untuk membincang perkara-perkarayang berkaitan dengan peperiksaan pegawaiteknik, Kejohanan Olahraga Terbuka Malaysiadan Kejohanan Olahraga SIPMA.

20 3 OKTOBER 2009Peperiksaan Pegawai Teknik KOAM Keduadiadakan diseluruh negara. Bilangan calon -1600 orang.

21 9-11 OKTOBER 2009Kejohanan Olahraga Terbuka Malaysia diStadium Nasional Bukit Jalil melibatkan yang120 orang Pegawai Teknik.

22. 12-15 OKTOBERKejohanan Olahraga SIPMA 2009 melibatkan120 orang Pegawai Teknik KOAM. Ianyaberlangsung di Stadium Nasional Bukit Jalil.

23. 17-19 OKTOBER 2009Kursus Kepegawaian Teknik Olahraga IPGMMiri, Sarawak telahpun diadakan di KampusIPGM Miri . Seramai 75 orang guru pelatih telahhadir dalam kursus tersebut. Kursus initelahpun dikendalikan oleh En.Tan Boon Seng.

24. 1-3 DESEMBER 2009Kursus Awalan Teknik IPGM Tawau, Sabahdidakan di Kampus Institut Pendidikan GuruTawau dan dikendalikan oleh En.Tan BoonSeng, En.S.R.Chandran, En.Robert Aeria, En.Bonnie Rudolf, En. Yacob Manaf dan En. R.Govindaraju. Ia melibatkan 600 orang peserta.

REVIEW JAWAPAN PEPERIKSAAN PEGAWAI TEKNIK KOAM-GRED 3

Setelah menilai keputusan calon-calon yangmenduduki Peperiksaan Pegawai Teknik KOAM,Jawatankuasa Teknik KOAM meminta PanelPeperiksaan menyediakan ulasan ringkas yangboleh sedikit-sebanyak akan membantu calon-calon untuk memberi jawapan yang betul dantepat.

GRED TIGA

Jawapan untuk semua soalan terdapat dalambuku Peraturan Olahraga KOAM/IAAF. Jadiuntuk memberi jawapan yang betul dan tepat,calon-calon mestilah membaca keseluruhankandungan buku itu serta memahami dengantepat kaitannya terhadap setiap acara. In some meets involving a large numberof athletes where qualifying roundscannot be held due to time constrains,the organizers may decide to allow onlythree throws for each competitor.

IAAF Level 1 Qualifying Examination

IAAF Level One Qualifying Examinationpaper is divided into two parts- Section A andSection B. Both sections have questionsbased on Track Field and other atheleticsdisciplines. Candidates have to answer allthe questions in both sections.

SECTION A

Section A carries 40 marks and requires shortanswers. It is to test a candidate’s knowledgeof the IAAF Rules. The questions are straightforward and the answers expected areusually one- word or one-sentence answers.Some candidates write answers that arerather long and not to the

Section B may have 5 or 6 questions andthis section carries 60 marks. Somequestions in this section test one’s

knowledge of the IAAF Rules and how youapply this knowledge to solve problems ordisputes. Such questions usually require thecandidates to write the answers in one or twoshort paragraphs. Two candidates may writetwo different answers to the same problemand both may be acceptable. The importantthing here is the correct interpretation andapplication of the Rules.Some of the questions test the practicalknowledge of the candidates. Thesequestions require specific answers andusually have no room for discrepancies. Thismeans that the answers given by thecandidates would all be nearly the same.Example : Candidates are given the ScoreCard of a Field Event and are told to decideon the final placings.It has been noted that candidates usuallyface problems answering questions thatrequire long answers.

Question : The 400m is scheduled to startat 4.00pm. The competitorsreport to thestarter at 3.50pm. but one of the qualifiersis missing. Just as the competitors aregetting ready for the race, the missingathlete turns up. The time now is 3.55pm.What would you do if you are (i) ChiefStarter ’s Assistant? (ii) Refereeoverseeing the start.

Remark:Candidates must remember two factorsbefore answering this question :Firstly, officials are there to help athletesachieve their best within the confine of therules. Secondly, officials must consider if theiraction or reaction would give an unfairadvantage or disadvantage to any athlete/athletes.

(i) As the Chief Starter’s Assistant, I wouldrefer the matter to the Starter.( Just like Umpires are assistants to theReferee without authority to make finaldecisions the Chief Starter’s Assistantdoes not have the authority to make adecision in this case.)

(ii) As at the Start Referee, I would referthe matter to the Call Room Referee. Ifthe athlete had indeed reported to the CallRoom, the matter is settled and theathlete would be allowed to participate.

However, if the athlete had come withoutreporting to the Call Room, then we needto consider the level of the Meet. If it is aState Meet where quite often there is nodistinct Call Roomprocedures, the StartReferee should inform the Track Refereeand allow the athlete to participate. If itwere a National Meet or any meet biggerthan that, the matter will have to bebrought to the attention of the TechnicalDelegate who will decide and advice. Itis most likely that the athlete will be baredfrom the race unless he has a genuine,acceptable reason for the delay. In whichcase, he may be allowed to compete witha warning. 1 IntroductionThe need to improve the quality and consistency of thestarters’ performances during major IAAF competitionsprompted the IAAF Council to take initiatives; establishinga Panel from which International Starters for majorinternational competitions would be appointed and theseGuidelines which have the purpose of explaining astandardised starting procedure and thereby developingworldwide consistency in the way the start process ismanaged.It is recommended that Member Federations adoptthese Guidelines for the organisation of their ownathletics competitions.

2 International Starters’ Panel2.1 The IAAF Council approved the introduction of an

International Starters’ Panel, and of a consequentRule change, at the 2005 Helsinki Congress.The proposals are now written into the TechnicalRules and Regulations. Rule 118 includes referenceto the position and responsibilities of an InternationalStarter.

2.2 A Panel of International Starters has been formedand appointments are made by the IAAF todesignated IAAF competitions from this Panel. Allof the nominated International Starters haveattended a workshop conducted by the IAAF inValencia in March 2008.

2.3 The deployment of the International Starter isintended to:• Add a consistent approach to the start process at

all major competitions.• Ensure the Technical Rules concerned with starts

are correctly interpreted and implemented at allmajor competitions.

• Influence the organisation and practice at startsaround the world.

• Enhance the existing positive televisual image ofthe sport.

3 Structure and Organisation of the Team of Starters3.1 Rules 129.1 and 129.7 give responsibility for the

organisation and management of the starting teamto a Start Coordinator. His role is crucial to the

IAAF STARTING GUIDELINES

smooth running of the units that make up the startingteam and the accurate, consistent implementationof the Technical Rules.The duties of a Start Coordinator are to:• Allocate duties to team members (the duties of

the International Starter will be allocated underthe direction, and in consultation with, theTechnical Delegates).

• Control and manage the start process.• Be the link between the Competition Management

and the Photo Finish Judges, Timekeepers, FinishJudges, Wind Gauge Operator and, whereappropriate, the television staff.

• Keep the competition to time by working efficientlywith the team and all other parties.

• Be the link to the providers of the automatic falsestart equipment and other technology being usedin and around the start.

• Keep all relevant paperwork.• Ensure Rules 130.5 and 162.7 are observed and

fulfilled.There are two distinct ways that the role can beoperated:

• The Coordinator is a supervisory official whomanages all aspects of the start process. He isoften a very senior starter with significantexperience but he never starts a race when in theStart Coordinator’s role.

• The Start Coordinator continues to implement hismanagerial role but also acts as the senior starter,thus giving an added dimension of expertise tothe team’s contributions.If the first method is operated, three Starters perrace will be required. If the second method is inoperation then only two other Starters need to beappointed per race.In this case, the duties of the Start Coordinatorwill be taken by another team member for theevents the coordinator is starting.Within a round, all heats should be started by thesame Starter.

3.2 The Starter remains the key person in the startingprocess. His judgement, supported by any available

technology and the start team, is crucial.The Starter must ensure that:

• All athletes have a fair start within the rules of thecompetition specifically Rules 129.2/3/6.• He is the sole decision maker regarding false startsincluding occasions when an offence has been committedand the race is recalled by another member of the team.Consultation between team members on such decisionsis vital.• He is positioned so that he can see all athletes in asimilar, narrow angle of vision.• The false start equipment control module is positionedclose to him.• His commands are heard simultaneously by all athletes(in all major competitions this should be assured by theuse of a high quality sound system).• He must personally consult the information produced bythe false start equipment and usethat to confirm a false start.

3.3 The Recaller(s) are deployed to specific positions togive an alternative and enhanced view of a race start. Theirrole is to support the starter and identify any offence ortechnical fault at a start that the Starter may not haveobserved.

If there is any doubt about the legality or fairness of thestart the Recaller must recall the race.

Discussions within the team will determine thesubsequent action (if any).3.4 Starters’ Assistants play an important role in themanagement of the athletes, particularly in the preparationfor the race. They must ensure that Rules 130 and 162.7are fully implemented and check that:• Bib identification is correct and corresponds with thestart list.• Athletes are in the correct heat or race.• Lane assignments are correct.• The use of starting blocks is legal as defined in Rule161.• Batons are ready for relay races.

Furthermore, they must ensure that:• Rules 162.3 and 162.4 are observed.• Athletes assemble correctly before the Starter takescontrol of the start.• Correct warnings are given and that all athletesunderstand the condition under which subsequent startswill occur, i.e., the next false start will result in adisqualification (yellow card shown), the recall did notwarrant a warning (green card shown) or a disqualificationhas been made (red card shown).

• Any disqualified athlete immediately leaves the area ofcompetition.

3.5 The Start Referee plays an important role at all starts.Rule 125.2 requires the appointment of a ‘Track Referee’to oversee the start area. It is appropriate and good practice,that the appointed person is a specialist and experiencedstarter. If that is the case, his observations will be based ona technically sound background.

The Start Referee fulfils several obligations, specificallyhe:• ´Is not a member of the starting team.• ´Works alongside the start team.• ´ Does not interfere or comment on starts, except whenissues need addressing.• ´ s required to keep an accurate record of all starts.• ´Ensures the Start Coordinator carries out an initial checkof the false start equipment and a zero gun test.• ´Monitors the operation of false start equipment by anycommercial provider.• • Communicates with athletes only as a result of anofficial protest about a start or a warning/disqualification.In this context, the Start Referee can allow an athlete, whoimmediately protests, to run the race, subject to the protestbeing considered afterwards.• ´Imposes and notifies the imposition to the athletes of a‘disciplinary’ warning.• If the false start equipment correctly indicates a falsestart, the Start Referee cannot allow a ‘run under protest’.If, however, the false start equipment indicates an illegalstart and there is good reason to suggest the information isinaccurate, or there is an equipment malfunction, a rununder protest may be allowed. Other irregularities at thestart can merit an ‘allowable protest’ i.e. blocks slipping orcrowd disturbance.• Above all, the Start Referee should only intervene whenstart procedures are not conducted within the rules ofcompetition.3.6 The success of a good start procedure depends onhow the team works together and ensures that the processis efficient, fair and within the relevant rules for competition.The team should know the role they are all playing. Theyshould understand the signals they are to use and whatthey indicate and, above all, they should relay all informationthey have to each other to ensure the start is conductedfairly.

4 Team Positioning4.1 How the members of the team work together is crucial.The Start Coordinator must ensure that all team members

know their role and assume positions that allow them toimplement the Rules.

4.2 Ideally, there should be three Starters per race. Onewill take up a position in which he has a clear viewof all athletes. He is the Starter. The other two willact as Recallers and position themselves asallocated to oversee assigned lanes (usually fromdifferent angles of vision from the race starter). Theteam of three will rotate through those dutiesthroughout a competition.

4.3 The Starter’s Assistants will position themselvesto ensure a clear view of the position athletes takebefore and during the start procedure. In practice,this will require at least three people – one to observefront line positions and two to watch for rearinfringements concerned with foot contacts onstarting blocks (Rule 162.4).

5 The Start5.1 In events up to and including 400m, on receipt of

the agreed signals that all parties (athletes, PhotoFinish Judges, Competition Management, the timingcompany, track officials and television if applicable)are ready, the Start Coordinator will inform the Starterto issue the first command - ‘On your marks’. Whenall athletes are clearly settled, legally positioned (asindicated by the Starter’s Assistant(s)) and still, theStarter will issue the second command – ‘Set’. Whenthe athletes have all assumed their final set position,and are steady, the gun will be fired.

5.2 There is no perfect holding time in the set position.In reality, there must be a discernible hold to ensureall athletes are steady and in the correct startingposition.

The Starter must stop a race if:• ´An athlete, after assuming a full and final set

position, commences his starting motion beforereceiving the report of the gun (Rule 162.6).

• ´He receives a signal from the false startequipment.

• ´Any Recaller observes any irregularity with a start.5.3 In theory, a Starter can award a false start to several

athletes if it is indicated that their movement wasmore or less simultaneous. Otherwise, the warningmust go the athlete indicated as making the firstmovement. (See note to Rule 162.7)In all cases, the team must:• Consider all evidence that they have to hand

including the false start equipment analysis.• Show the correct coloured cards to demonstrate

the decision – yellow card for the athlete whocommitted the false start and to the rest of the

field or red card for any disqualified• athlete or green card if no false start has been

given.• Similarly, the Starter can award a false start

warning to any athlete who, in his opinion, fails torespond to the commands or disturbs otherathletes in the ‘on your marks’ position (Rule162.6(a),(b)). For example:

• Deliberately delaying in response to thecommands.

• Moving or making noise after the athletes havesettled into the ‘on your marks’ position thusdisturbing the concentration of fellow athletes.

5.4 If an athlete causes a start to be aborted, withoutgood reason, for example, by holding up his handor standing / sitting up, the Start Referee can awarda personal warning to that athlete and he will beshown a yellow card. (The Start Referee must besatisfied that the athlete’s action was not justified.Justification may be by crowd noise, block movementor external interruption). In this case, all athletes willbe shown a green card by a Starter’s Assistant.In all cases, the showing of any card must be seenby all athletes so that no-one is in doubt about theconsequences of further Rule violations.

5.5 When considering protests, the Start Referee’sposition is crucial.The Referee must:• Allow athletes to ‘run under protest’ (Rule 146.4(a))

if an irregularity is suspected in the award of afalse start. No protest will be allowed if the falsestart equipment is working correctly and a falsestart has been indicated.

• Retrospectively disqualify an athlete (Rule 162.7)when a race is completed, a protest is lodgedabout the start and an offence has beencommitted. The false start equipment (whereavailable) must be considered.

• In the need for justice, declare a race void andorder a re-run when the false start detectionsystem is faulty.

• When no false start equipment is in place, take aposition to accurately see the start of all theathletes in a race and make his own judgementon the legality of a start. This adds greaterimportance to the recommendation that the StartReferee is an experienced starter.

Every year we get thousands of candidates who sitfor the different examinations that are conducted byMAAU. These candidates fall into two broadcategories. There are those who take the examinationin the hope that it would help them in their pursuit tosecure advancement in their chosen career which mayor may not be associated with athletics. Next we havethose who sit for the examination solely due to theirdeep love for athletics.

MAAU is firmly committed to improving the standardof officiating in the country. It has spared no effort toensure that our standard of officiating will be at parwith that from other parts of the world. It is true that asound knowledge of Technical Rules is a prerequisiteto becoming good officials and we should notcircumvent them for the sake of convenience. Thereare instances when we need to be a little moreinnovative, a little more practical and a little moresensitive so that we reduce any room for error to theminimum.

Let us look at some of the areas where problems orcontroversy may surface. The first one involves thehorizontal jumps and all the throws where the distancehas to be measured and recorded accurately. Rulesrequire that there be two recorders and the reason forthis is most obvious. However, there have beeninstances, especially in lesser meets where shortageof officials has resulted in having just one recorder.Although this rarely happens, referees should neverallow this. But having two recorders is no assurancethat mistakes cannot happen. A few years ago at oneNational Meet where there were two recorders, therewas a discrepancy between the distances recordedby the two officials and this resulted in the competitorconcerned qualifying for the SEA Games. Fortunatelythe competitor concerned pointed out that there musthave been an error and admitted that he was notcapable of achieving such a distance.

So, how can we eliminate such errors? Here are afew suggestions. Firstly, ensure that the officials goabout their job in a serious manner. Do not providerecorders with facilities to be seated. The tworecorders should not be on the same side of therunway, circle or sector. Next, the recorders shouldsee the distance while it is being read out and thenrecord it. Then, at the end of the round the recorderscan check the distances as is required by rule 126.3.But ,let us say that there is a discrepancy. How is itgoing to be corrected? Which of the two differingdistances is going to be accepted? It is for this reasonthat I suggest recorders verify the distancerecorded immediately after each and every trial.This will only take a second and can be done withoutany hassle while waiting for the next trial. If there is adiscrepancy, it can be rectified immediately aseveryone concerned would still remember thedistance. Some Chief Judges too record the distances,but I feel that a good Chief Judge will have his handsfull and as such should not take on additionalresponsibilities.

WORKING TOGETHERAs for Track events, I would like to point out oneobservation. This involves races that are not run inlanes- particularly if there are over lappings. Theproblem becomes worse if it involves a large numberof runners. Picture the scenario towards the end ofsuch a race. The judges are busy trying to figure outthe runners they have been assigned to pick. The Laprecorders are frantic, informing the runners the lapsto go as this may differ from runner to runner and alsogetting those runners who have completed to stop. Inaddition to this we have the timekeepers whopractically harass the lap recorders to tell them therunner whom they are supposed to time. While creditmust be given to our officials who have been managingsuch races well, it cannot be denied that mistakes dohappen. Those of us who have been involved injudging, lap recording or timekeeping should be ableto recall the numerous times when the scene is almostchaotic.

While there is no easy solution to this problem, let usview the situation critically. It would help if the judgesand timekeepers play their part to help themselves dotheir respective jobs. Usually judges relax until thereare one or two more laps to go before they spring intoaction. Would it not help if the judges can keep trackof the progress of the runner or runners they areresponsible for? For example if you are assigned topick the 3rd and 4th positions, keep a close watch ofthe runners who are in these positions taking intoconsideration any overtaking. Towards the end of therace when the lap recorders call out who is coming in3rd or 4th , it would be just to confirm the runners youhave been following. What happens most of the timeis that the judges rely completely on the lap recordersto determine the position of the runners. Allow me toshare a scenario at a major meet. The referee askeda judge why he placed competitor wearing bib 477 inthe 6th place. The judge replied that the lap recordersaid so. As a judge one should try and minimize thiskind of problem from coming up. Judges should nottake “time off” during the progress of long races.

This is the same with timekeepers. Timekeepersshould not shift the blame onto the lap recorders ifthey time the wrong position. They should try and keeptrack of the runners in the position they are assignedto time and use information provided by the laprecorders to check. Can we deny that timekeeperstake “time off” during long races?

Note: This problem will continue to exist even withphoto finish equipment, as long as the races are notrun in lanes, involve a large number of runners andwith over lapping. Perhaps we should considerproviding “lane” numbers to all the runners in racesnot run in lanes. If there are 12 runners –provide all ofthem with no. 1 – 12.

In conclusion I have this to say. We are in it together,and so let us help one another and work towards zeroerror.

Rule 119: Jury of Appeal

The Jury of Appeal-to include a Walk Judge ifprotest concerns Rule 230 (Race Walking)No Jury member should deliberate protestsinvolving his own Member Federation.

Rule 125.5: Referees

For the implementation of Rule 145.2(Disqualification), warnings and exclusionsdecided by a Referee shall be communicated tothe Competition Secretary and to the otherReferees.The Road Race Referee shall, if practicable, givea warning prior to a disqualification.

Rule 127.4 Note (2): Umpires

The Umpire(s) shall report to the Referee anybreach of the Rules, even if the athlete (or team,for relay races) did not finish the race.

Rule 132: Competition Secretary

For competitions 1.1 (a), (b), (c), (f), and (g) aTechnical Information Centre (TIC) will beestablished. (This is also recommended for othercompetitions held over more than one day).

Rule 137: Measurement Judge (Scientific)

One or more Measurement Judges shall beappointed when Electronic or Video DistanceMeasurement, or any other scientificmeasurement device, is used.The ITO, Referee and Judges shall certify andsign all such result cards.

Rule 141: Age Groups

Master Men and Women: Any athlete who hasreached his / her 35th birthday for stadia eventsand 40th birthday for out-of- stadia events.

Rule 144.1 – Assistance to Athletes

The Referee shall allow intermediate times to begiven only when there are no time displays.

Rule 144.2 : Giving Assistance

Only shoes complying with Rule 143 shall beallowed.

Rule 146.3: Protests and Appeals

The person or team making the protest must havea bona fide interest in the event(s). If the referee

is not accessible or available, the protest shouldbe made to him via the TIC.In horizontal Field Events and Vertical Field EventsAthletes may compete under protest in specificcircumstances and the result may be valid.

Rule 160.1: Track Measurements

The Kerb on the two straights may be replacedwith white lines 5 cm wide.

Rule 162. The Start

In competitions under Rules 1.1 a,b,c,e & i, theStarter’s commands shall be in English only.

If in the judgement of the Starter an athlete fails tocomply with his commands or disturbs otherathletes, he may abort the start and warn ordisqualify the athlete concerned.Any athlete responsible for a false start shall bedisqualified.For Combined Events there shall be one falsestart.

Rule 165.5: Timing and Photo Finish

Timekeepers shall use manually operatedelectronic timers with digital readouts.The Chief Photo Finish Judge shall:* supervise the testing of the equipment,* ensure that the camera(s) is correctly aligned,* initiate zero control test before each session

(with Track Referee and Starter).

Rule 166.2: Seedings, Draws and Qualification inTrack Events

Whenever possible, representatives of eachnation or team and the best athletes shall beplaced in different heats in all preliminary roundsof the competition.

Rule 167: Ties

In the case of a tie, the tied athletes shall be placedin the next round, and when this is not practicable,lots shall be drawn to determine which athlete (s)will progress.

Encik Vegi dilahirkan di Bukit Mertajam, Pulau Pinang pada 5hb Ogos1941. Beliau mula berkhidmat dalam bidang Olahraga pada tahun 1966.

OBITUARYKrishnan Kutty Nair

Years may pass by, but even if we try, how can we ever forget Kutty as he was fondly known. Mr KrishnanKutty Nair was one of the earliest to qualify as Technical Officials. His Registration Number 0324 itself willspeak volumes of his long and dedicated service to Athletics. His involvement in athletics started way backin the sixties and his deep-rooted love for athletics never dimmed through the years. On the contrary, hisinvolvement and enthusiasm grew from strength to strength and culminated in he being appointed to Managevolunteers during Sukom 98 ( Commonwealth Games which Malaysia proudly hosted in 1998 )

Mr.N.Krishnan Kutty served as a teacher and principal in several schools in Kedah and Penang and latermoved to Negeri Sembilan. His advice and expertise was always in demand and readily available. He wasthe kind of character who had difficulty saying, “No” to those who came to him for help.

He was responsible for many teachers in Kedah becoming Technical Officials.Mr Kutty was synonymous with his never ending jokes and laughter. His wit and substance of humor

made him one of a kind. With him around, there was never a dull moment. He was a man of matter and thishe proved beyond doubt when he regularly participated in the Penang Marathon and never failed to recordrespectable times. Kutty was a great leader-a leader who could handle any responsibility calmly with inexnaustible patience.He was also very deeply involved in religious and social service. His untimely demise has left a void that cannever be filled. Those who knew him well will forever miss this great guy.

Long Jump and Triple jumpa) GeneralThe surface of the sand in the landing area must be smooth andlevel with the surface of the take of board. If the sand is lowwhere the competitor lands, his jump will be measured as morethan it really is; if the sand is high the competitor will lose somedistance.

The sand must be well dug, soft and moist, so that there is nodanger to a jumper.Competitors are not allowed to put marks on the runway nor inthe landing area but may put one or two marks only alongside therunway.

A competitor must take off from behind the edge of the take ofboard nearer to the landing area (XY).The distance jumped is measured from the break in the sand nearestto the board to the edge of the take of board nearer to the landingarea (XY). The break may be made by any part of the bodyincluding a hand. If the jumper touches the ground outside thelanding area beyond the break in the sand from which themeasurement is to be made the jump is correct. If he touches theground outside the landing area nearer to the take of board thanthe break in the sand it is a failure. If the distance measured is nota whole centimetre it is recorded to the nearest centimetre belowthe distance measured. The Judge at the take of board must watchto see that the competitor does not touches the grounds beyondthe take-off line with any part of his body, whether running upwithout jumping or in the act of jumping.Immediately beyond the take-off line there shall be placed aplasticine indicator board (no-jump-indicator) for the assistanceof the Judges. The upper part of the indicator board shall also becovered for the first l 0mm approximately and along its entirelength, by a plasticine layer.

In the cases of grass root competitions, and if a plasticine indicatorboard is not available, the Judges should build an alternativeindicator with moist sand which will clearly show if it is touchedby the athlete. When the athletes are using shoes with a raisedtoecap, it is possible for this toe to project beyond the take offline (XY) without touching the ground and leaving mark. In thiscase it is not possible to consider the trial, because of this, as a nogood one.

When a competitor lands in the sand a Judge places a spikevertically at the break in the sand and the zero end of the tape isheld at this point. It is easier to put the spike through the ring atthe end of the tape and make allowance for the thickness of thering when placing the spike. The distance is then read off at theedge of take off board checking the tape is at right angles to theline by moving it slightly from side to side until the minimumdistance is shown. If the break in the sand is to one side of thelanding area it may be necessary to prolong the edge of take offboard with a clip-board.In the Long and Triple Jump the wind speed must be measured atevery trial for a period of 5 seconds from the moment thecompetitor passes a mark placed alongside the runway. In theLong Jump the mark is placed 40m from the take-off line - for theTriple Jump, 35m. For both jumps the wind gauge is placed 20from the take-off board, 2 meters apart from the runway and 1,22mhigh.In both jumps an athlete fails if, when leaving the landing area,his first contact with the ground outside the landing area is closerto the take-off line than the nearest break made in the sand onlanding, including any break made on overbalancing on landingwhich is completely inside the landing area but closer to thetake-off line than the initial break made on landing. This firstcontact is considered leaving.

(b) Long JumpOne Chief Judge and at least two other Judges are necessary (plusthe wind gauge operator).The Chief Judge is responsible for deciding if the take-off iscorrect. He shall have a red flag to raise to indicate a no jump anda white fiag to indicate a fair jump. The Chief Judge also checksand records the distance jumped.The second Judge marks the break in the sand with a spike andholds the zero end of the tape.The third Judge holds the tape and checks the tape is at rightangles to the take-off line. The Chief Judge should read thedistance and record the distance on his score card.The third Judge can record the distance on a second score card.If there is a 4th Judge he can act as caller-up at the far end of therunway.After a jump and until the sand has been levelled ready for thenext competitor, the Chief Judge will indicate, placing a cone inthe runway in front of the take-off board, or using his red flag,that this next athlete can not yet start his trial.

(c) Triple JumpEverything given for the Long Jump applies here except thejudging requirements.The event consists of a hop from either foot to land on the samefoot, followed by a step to land on the other foot and then a jumpto land in the landing area. For a Rightfoot take-off the correct sequence is Right, Right, Left and then alanding as in the Long Jump. Anything else is a no jump. There isa possibility that an inexperienced competitor may touch the

Competitors must be warned about safety rules.A wind sock should be positioned near the take-off area in Discusand Javelin.Practice throws may only be made from the throwing points andunder the supervision of a Judge.Once the competition has started competitors are not permittedto use implements for practice purposes or to use the circle orground within the sector for practice trials with or withoutimplements.Implements must always be carried back during practice orcompetition - never thrown or rolled back.For throws made from a circle, an athlete may use one markeronly. This marker may be placed only on the ground in the areaimmediately behind or adjacent to the circle. It must be temporary,in position only for the duration of each athlete’s own trial, andshall not impair the view of the Judges. No personal markers(other than those under Rule 187.21) may be placed in or besidethe landing area.Marks showing records or individual throws are best placedoutside the sector lines because one of the lines will be visiblefrom any part of the ground.In many meetings the Organisers may not be able to provide thefull range of implements to meet the personal requirements ofevery competitor. Competitors may, in this case, be allowed tosubmit their own implements which must be checked and, ifcorrect, approved by the Referee or some other Official appointedfor that duty.If a private implement is approved, it will be marked in some wayto identify it, and Judges should always be on the watch to seethat all the implements being used have been supplied or approvedby the Organisers. A private implement becomes part of the poolof implements until the end of the competition and may be usedby any other competitor. The owner of a private implement cannotobject to its use by any other competitor.After a throw and until the relevant measurement (if any) wasmade, and it was checked by the relevant Official that otherOfficials in the landing area are ready, the next athlete will beinformed, by placing a cone in the circle or runway, or by the useof a red flag (eventually by the chief Judge), that he can not yetstart his trial.No substances may be spread or sprayed on the surface of thecircle or on the competitors’ shoes.No device of any kind such as taping two or more fingers to-gether is allowed (this can be considered assistance when makinga trial). If taping is used on the hands and fingers, it may be con-tinuous provided that as a result no two or more fingers are tapedtogether in such a way that the fingers cannot move individually.An adhesive substance such as rosin may be put on the hands inorder to get a better grip of an implement.In addition, Hammer throwers may use such substances on theirgloves, and shot putters may use such substances on their neck.Only Hammer throwers may wear gloves and these must besmooth on the back and front and the tips of the glove fingers,other than the thumb, must be open.An athlete may wear any kind of personal safeguard (e.g. ban-dage, tape, belt, support, etc.) for medical purposes. The Refereein conjunction with the Medical Delegate shall have the author-ity to verify any case should he Judge that to be desirable. (Seealso Rules 144.2 and 187.4.)In the throwing arena each competitor is allowed trial throws.They should be made in the order of the draw under the supervi-sion of a Judge.If an implement breaks during a fair trial the competitor isentitled to a substitute trial. So many things need to be watchedat the ‘throwing’ end that the Judges need to concentrate onwhat is happening. They must never watch the flight of animplement but continue to watch the competitor, especially hisfeet.

runway surface with the “trailing” or “sleeping” foot which, inthe sequence quoted, would be the right foot, as it is broughtthrough from the step into the jump landing. This is not a fouljump.

Sequence illustrated above is correct for a left foot take-off. TheJudge responsible for marking the break in the sand with the spikecan also watch the sequence between the take-off and the finallanding.To ensure fairness to all competitors they should be advised beforethe event commences that a decision on the validity of the jumpwill not be made until the jump has been completed.In other competitions where the standards of the competitors andtheir performance vary considerably it may be necessary to havetwo take-off boards at different distances from the landing area.The competitors must then tell the Judges which board they intendto use for their trial.

Shot, Discus, and Hammer(a) GeneralThese four events are distinguished by their differenttechniques but Judges will find that some rules apply to all ofthem. Except for the javelin throwing, the landing sector shall bemarked with white lines 5cm wide at an angle of 34.92° such thatthe inner edge of lines, if extended, would pass through the centreof the circle.Note: The 34.92° sector may be laid out accurately by making thedistance between the two points on the sector lines 20m from thecentre of the circle 112m (20x0.60) apart. Thus for every lm fromthe centre of the circle, the distance across shall be increased by60 cm.Provided that, in the course of a trial, the Rules relative to eachthrowing event have not been infringed, an athlete may interrupta trial once started, may leave the implement down inside oroutside the circle or runway and may leave it. When leaving, theathlete has to follow the same Rule as when leaving after a trial(mentioned later in guide).The shot, the Discus, the Hammer head or the tip of the javelinon its first contact with the ground can not touch the sector linesor the ground outside the sector lines to be valid trial. A Judgemust decide the point at which a marking spike is put.Measurement is made immediately after the throw from the nearestmark made by the fall of the implement (as defined for each ofthe events) back to the inner edge of the circle or, in the case ofthe javelin, the inner edge of the arc of the circle. The tape mustcross the line radially by taking it through the centre point of acircle or through the centre point of the javelin arc.

Safety is the most important aspect of all these events -competitors, Officials and spectators must be protected asmuch as possible.

A fair trial in this event is, as it says, aPut, i.e. “push” of the shot from theshoulder with one hand. The competi-tor must start with the shot touching,or close to, the neck or the chin and atno time may the hand be dropped, normay the shot be taken behind the line of the shoulders. This allmeans that there must be no hurling or throwing action. Acompetitor is allowed to start from a crouch position so that theshot moves up with the head to give additional impetus to thedelivery. He may also move across the circle in a jump or glide.Some competitors manage to achieve a rotation of the body togain momentum and this is not disallowed by the rules.For theright-handed competitor:The first Judge watches the hand and any foot fault on his side ofthe circle; he calls-up the competitors and records the distances.The second Judge is mainly concerned with foot faults on the topof the stopboard and the top of the circle on his side of the stopboard. If flags are available for indicating fair or foul throws theyshould be the responsibility of this Judge who, as a matter offact, acts as the Chief Judge.For left-handed competitors these Judges change their positionsaccordingly.A third Judge is out in the sector marking the landing of the shot.He puts a spike at the edge of the indentation made by the shotnearest to the circle. It is easy to mark

(b) Shot, Discus and Hammer (Events from a Circle)These events involve the use of circles which are fully specifiedin the relevant rules for competition.A competitor must begin his trial from a stationary position in-side the circle; he is not allowed to run or jump into a circle andtake his trial without first assuming the stationary position.When a competitor begins his trial, it becomes a foul throw if hetouches with any part of his body the top of the circle (and/or thetop of the stopboard in the case of the shot), or the ground out-side the circle. Touching the inside of a circle or a stopboard isallowed. The competitor must wait inside the circle until the imple-ment has landed.Just before leaving, the competitor may, or may not, have a footor both feet in Area A. However, to comply with the Rule, theimportant thing is that the first contact with the ground outsidethe circle (or with the top of the iron band) must be completelybehind the white line drawn outside the circle, running theoreti-cally through the centre of the circle.The Foot movement may be so fast (especially in the Discus andHammer) that it may be difficult for the Judges to decide if a foulhas been committed or not. If there is any doubt the competitormust be given the benefit of the doubt. Two Judges, at least, arenecessary at all throwing points.

where the shot has fallen although it is possible that theshot may land very close to a previous landing spot.The measuring tape is taken over the stopboard and throughthe centre of the circle by one of the Judges while the otherJudge reads the distance to be measured. Measurementsmust be made immediately after each trial. In the shot putall throws shall be recorded to the nearest full centimetrebelow.(d) Throwing the DiscusThere are no problems in the method of throwing a Discus.The competitor may adopt the position he chooses and makesuch turns as he wishes before releasing the Discus. Becauseof the turns made by the thrower, there is a danger of theDiscus being released in any direction by an inexperiencedcompetitor. All other competitors and Officials near thecircle must be outside the cage as recommended in the RuleBook.At least two Judges are needed at the circle.The first Judge calls up the competitors and watches forany foot faults on his side of the circle as the thrower turns- especially likely at the rear of the circle.The second Judge watches for foot faults on his side of thecircle , these are most likely just as the Discus is released.A thrower will often realise that he has touched the top ofthe circle and he quickly draws his foot back in the hopethat the Judge has not seen the fault!

There should be a Chief Judge at the circle who will indicatewith a white or red flag if the throw is a fair one or not. Inthe landing area another Judge will perform a similar duty.In the landing area three Judges can be positioned acrossthe sector so that at least one of them is likely to be near theplace where the Discus lands. The actual landing point maybe difficult to find so it is essential that Judges in the fieldwatch very carefully especially if the ground is hard andthe Discus bounces.If the Discus lands on its front edge, a curved mark shouldbe clearly seen: if it lands and then tilts forward onto itsfront edge care must be taken to see if there is any markabout 20 cm, behind the curve mark. If it lands absolutelyflat there may only be a bruising on the grass. Judges mustget as near as possible to the spot where the Discus is goingto hit the ground.The marking spike must be placed at the part of the pointof contact which is nearest to the throwing circle. The Judgesmust make up their minds as quickly as possible where themarking spike is to be put and not spend time searching fora mark which may be hard to see.For this event a long tape is required and this may be keptextended all the time to measure each throw immediately.The zero end of the tape is held at the marked positionwhere the Discus landed. The tape is taken back throughthe centre of the circle for measurement to be read at theinside of the circle. The tape must be as straight as possibleand not twisted. Long tapes are expensive and, if made ofsteel, they can easily be damaged by careless people whomay step on them or allow them to get tangled.In the Discus, distances are measured to the nearestcentimetre below.
