    1.0 INTRODUCTION

    This tender calls for the supply, delivery, installation, testing and commissioning of A Complete Graphics and Multimedia Lab for Institut Penyiaran Dan Penerangan Tun Abdul Razak (IPPTAR), Kementerian Komunikasi dan Multimedia Malaysia, Peti Surat 12163, Jalan Pantai Baharu, 59700, Kuala Lumpur.

    2.0 GENERAL REQUIREMENT

    2.1 Statement of Compliance

    2.1.1

    Tenderer is required to tick either in the 'COMPLIED' or 'NOT COMPLIED' column for every clause of the technical specifications in SECTION V of this tender document. Remarks were required, must include performance figures and to be stated in the appropriate column. Failure in doing so shall be deemed as non-compliance and will be disqualified.

    2.1.2 The tenderer shall fill in the columns in the tender documents. For example, if the tenderer complies with the specification, the tenderer has to mark (√) in the 'COMPLIED' column and vice versa.

    2.1.3

    All compliance statement for equipment specifications must be supported by relevant technical literatures (such as brochures, schematic diagram, performance data, etc.). A statement of 'NOT COMPLIED' shall be accompanied by actual figures and deviation in the `REMARKS’ column.

    2.1.4 Only complete proposals furnished with complete Statement of Compliance and technical details will be considered for evaluation.

    2.1.5 The tenderer shall not use terms such as "NOTED", "UNDERSTOOD" or "AGREED" for clauses involving technical requirements and specifications.

    2.2 Accessories

    2.2.1

    All equipment shall be supplied complete with the necessary mating parts of all connectors used for inputs and outputs of video, audio, power, data, control, etc. Each shall also be supplied with proper interfacing boards, necessary cables, termination, extender boards, etc.

    2.2.2 All essential items and accessories required to meet the specifications, requirements and design, must be itemized in the Schedule of Equipment and Schedule of Prices and supplied together with each piece of equipment.

    2.2.3 Equipment or parts thereof, which form the main system or equipment spelt out in the technical specifications, must not be listed as optional items. Persistence on the part of the tenderer to do so will be deemed as non-compliance and will be disqualified.

    2.3 Manuals

    2.3.1

    One (1) set of original operation and maintenance manual (Photostatted copies are not acceptable) written completely in English or Bahasa Malaysia shall be supplied with each piece of equipment. The manual shall contain all the circuit details, theoretical explanations, setting up and operational procedures, performance characteristics and a complete list of all component parts with reference numbers. Both hard and soft copy shall be supplied.

    2.4 Technical Evaluation

    2.4.1 The tenderer is required to furnish full technical information on the characteristics, performance and operation of each of equipment proposed. This is essential for an effective technical evaluation and complete assessment of the proposal.

    2.4.2

    The following supportive documents must be submitted in the proposal:-

    a) Technical Brochures for all equipment.

    b) Proposed system drawing(electrical and networking)

    c) Concept drawing of new multimedia lab.

    d) Preliminary Project Schedule.

    Failure to submit the above documents in with the tender proposal may leads to disqualification of the proposal.

    2.5 Schedule of Equipment

    2.5.1 Tenderer is required to submit a detailed composition list of the equipment proposed including Brand Name, Model Number, Quantity, Manufacturer and Country of Origin.

    2.5.2 The Schedule of Equipment shall also include the essential accessories to be supplied with the equipment. All essential accessories supplied shall be itemized separately.

    2.5.3 Failure in doing so shall be deemed as non-compliance and will be disqualified.

    2.6 Schedule of Prices

    2.6.1 Tenderer is required to submit an information regarding equipment proposed in the

    Schedule Of Pricing including Quantity, Port of origin, Unit price and Total price.

    2.6.2 All price of the essential items shall be itemized in the section provided.

    2.6.3 Final price shall not include the Government Service Tax GST (6%).

    2.7 Completeness of Equipment Offered

    2.7.1 Tenderer’s special attention is drawn to the requirement of this tender for the completeness of the equipment offered with respect to a complete integral working system, covering all necessary components, items and materials, irrespective of whether

    or not these are clearly itemized or spelt out in this specification.

    2.7.2

    All these items, if any, shall be itemized and priced in both the Schedule of Equipment and Schedule of Prices. Any of these items, which has been omitted from the Schedule of Equipment and Schedule of Prices, but subsequently found to be necessary for the completeness and full functionality of the system, shall be borne by the successful tenderer.

    2.8 Supplier Authorization

    2.8.1

    Tenderer shall submit the original Letter of Authorization from the manufacturer or from the authorized agent together with the tender proposal. In the case where supplier sources the items/equipment from an authorized agent, a copy of letter of the appointment as Authorized Agent from the manufacturer must be submitted together. Failure to do so, the proposal might be disqualified.

    Failure to submit the above documents with the tender proposal may leads to disqualification of the proposal.

    2.9 Sales Records

    2.9.1

    The tenderer is required to furnish a list giving the names of organizations in countries throughout the world to which the tenderer/principal has supplied a similar system of equivalent size now offered to IPPTAR in this tender. The quantity and the data of supplied system shall also be given. The tenderer required to furnish APPENDIX 5- Company work experience.

    2.10 User Acceptance Test

    2.10.1 The user acceptance test shall be done by the contractor at site in the presence of IPPTAR technical staff.

    2.10.2 The contractor is required to provide their test equipment necessary for the testing and commissioning works.

    2.10.3 The contractor shall furnish two (2) sets of the final Acceptance Test Report for each piece of equipment and system on the completion of the final testing and commissioning.

    2.11 Warranty Period

    2.11.1

    The equipment offered shall have a warranty period of one (1) year from the date of final acceptance tests against any manufacturing defects. All equipment related to computer and server based system shall have a warranty period of three (3) years.

    Any extended warranty by the manufacturer shall be offered to IPPTAR. The contractor shall provide the original certificate of warranty from the manufacturer after delivery of equipment to site.

    .

    2.11.2

    Within the warranty period, the contractor shall be responsible to replace or make good of any defects, which occur to the supplied product within one (1) week. If this entails the removal of any components that may impair the working system, then the contractor shall ensure a replacement be made so as not to interrupt the normal operation of the system. All cost inclusive of all labors, parts and transport shall be borne by the contractor.

    2.12 After Sales Services

    2.12.1 The tenderer must be able to provide after sales services for local or regional support with the items supplied.

    2.13 On-Site Training

    2.13.1 The contractor shall undertake to provide training at site for IPPTAR Staff who will be directly involved in the operation and maintenance of the equipment.

    2.13.2 The training shall cover all aspect of daily operation, maintenance procedures and troubleshooting. Training shall be conduct in theory as well as practical.

    2.13.3

    The successful tenderer shall propose a training program by IPPTAR’s approval.

    a) Over all system and equipment for four (4) person/day x two (2) days

    b) Software functionality for four (4) person/day x two (2) days.

    2.13.4 The trainer must be a qualified person and certified by the manufacturer.

    2.13.5 The trainer shall be fluent in both spoken and written in Malay and English.

    2.13.6 The contractor shall propose a program for the on-site training for IPPTAR

    consideration.

    2.14 Delivery and Completion Period

    2.14.1 The delivery, installation and total completion period shall not be more than fourteen (14) weeks effective from the date of acceptance by the tenderer. All cost of transportation shall be borne by the tenderer.

    2.14.2 The tenderer should make sure all items are available locally. All cost of insurance and transportation shall be borne by tenderer

    2.14.3 Equipment and System to be supplied must be packaged individually and correctly labelled.

    2.15 Site Visit

    2.15.1 Tenderer is required to visit the site, before submission of tender proposal, to ensure smooth and proper installation.

    2.15.3 Letter of Attendance will be issued to the tenderer after the site visit and this letter must be submitted with tender proposal.

    2.15.4 Failure to submit the Letter of Attendance with the tender proposal shall lead to automatic disqualification of the proposal.

    2.16 Type Approval Certificate

    2.16.1 All items are certified with Malaysian Standard or International Standard recognized

    by the Malaysian government.

    2.16.2 All items supplied must certified with Malaysian or International authorized safety and health legislation recognized by the Malaysian government.

    2.16.3 The tenderer shall ensure that the items are supplied not infringe upon any patent or copyright.

    2.17 Floor Layout

    2.17.1 Tenderer shall also design and submit the floor plan for the equipment layout in the designated areas based on equipment or facilities supplied.

    3.0 GENERAL TECHNICAL REQUIREMENTS

    3.0.1 The proposed systems, layouts and equipment must satisfy the following general technical requirements:-

    3.1 Power Requirement

    3.1.1 All proposed equipment shall be able to work off AC supply of 230 Volts +10 % -6%, 50 Hz. They must be protected from transients and surges on the main supply line.

    3.1.2 The power connection to individual equipment shall comprise of a 3-conductor flexible cable. The third conductor shall be securely connected electrically to metal fittings of the equipment to provide a means of earthling the fittings as a safety measure.

    3.2 Environmental Conditions

    3.2.1

    All equipment shall be fully tropicalized and shall have a high degree of electrical and mechanical reliability and shall be capable of maintaining its specified performance when operated continuously or intermittently for 24 hours daily under any natural combination of the following environmental conditions :-

    3.2.2 Temperature : 1°C to 45°C (Electronics) 1°C to 50°C ( Dimmers )

    3.2.3 Relative humidity : Up to 95 %

    3.2.4 The equipment shall be designed with adequate ventilation so that there is no build-up of excessive temperature.

    3.3 Latest Model

    3.3.1 All equipment offered in this tender shall be of the latest model and of proven design. The year of manufactured must be stated.

    3.3.2 All hardware and software must be equipped with the latest compliance and compatible with each other.

    3.4 Audio Standard

    3.4.1 a) The audio system shall comply with AES/EBU Standard (AES3) as stated in ANSI

    3-1992.

    3.4.2 b) Digital Audio (AES/EBU) (Alignment Level ) 0VU shall be equal to -18dBFS @

    1KHz.

    3.4.3 c) Standard line output shall be +4dBm

    3.5 Cabling and Wiring Codes

    3.5.1 The contractor shall supply suitable trunking to ensure systematic cabling and wiring. All cabling and wiring must be done with a proper coding system to facilitate installation, fault finding and maintenance.

    3.6 Software Requirement

    3.6.1 The tenderer is also responsible to customize the software to suit IPPTAR’s system requirements.

    3.6.2 All software licenses shall be original and come with manufacturers’ guarantee. Software must be available online and via conventional media.

    3.6.3 IPPTAR shall be notified of any software upgrades or modifications. A copy of the particular software shall be sent to IPPTAR free of charge.

    3.7 Software User License

    3.7.1

    The contractor shall ensure that all software offered (inclusive of network and client operating system) in this tender is legally licensed to IPPTAR from the manufacturer. The contractor shall obtain the license’s agreement from respective software vendors on behalf of IPPTAR.

    3.8 Technical Documentation

    3.8.1 A descriptive technical documentation on system architecture and philosophy of design shall accompany the drawings.

    3.8.2 A detailed documentation of each software must be provided.

    3.9 Inventory list

    3.9.1

    The as-built inventory list containing all equipment components complete with brand name, model, serial number, cost, and location for every facility that make up the full system shall be submitted in one (1) handy drive and one (1) hard copy. This shall be submitted together with the commissioning documents for each site.

    3.10 Routine Maintenance, Standing Instructions, and Contingencies Procedures

    3.10.1

    All equipment/components that are required to have routine maintenance/operational procedures for the upkeep of the system and to ensure that all systems function at optimum performance without any substantial deterioration and constant operational interruption, shall be enlisted with detailed procedures for operating practices, testing, alignment and measurement.

    3.10.2 These procedures shall be documented in tabular form in one (1) set in the form of hard and soft copies after testing and commissioning

    3.11 Site Acceptance Test Reports

    3.11.1 One (1) set of the final Acceptance Test Report for each piece of equipment and an Overall System Performance Report upon completion of the final testing and commissioning.

    3.12 Special Instructions

    3.12.1

    All materials and equipment supplied shall be in accordance to the regulations of JKR, SIRIM, Suruhanjaya Tenaga and Jabatan Bomba & Penyelamat Malaysia and subject to such exceptions as the specifications for the time being in force issued by the Malaysian Standards, British Standards Institution, ITU-R Recommendations or equivalent, except where more stringent requirements are called for in these specifications.

    3.12.2 Any modifications, changes at site must be approved and signed by Superintendent Officer (SO) or his representatives before carrying out the work. Method statement must

    3.12.3 No substitutions of materials or methods other than that specified is allowed unless agreed upon by SO or its appointed representative in writing.

    3.12.4 Tenderer is responsible for measurement of all the required cable lengths. Any shortage shall be made good by the tenderer at his own cost. No cable jointing permitted in this contract.

    3.13 Contractor’s Liabilities

    3.13.1

    The contractor shall observe safety at all times during installation and the normal operation and maintenance of every piece of equipment. The contractor is also responsible to make good any damage done to the existing building due to the installation of the proposed system.

    3.14 Equipment Protection

    3.14.1 The equipment supplied shall incorporate all safety devices necessary for the protection against operating condition whether by instantaneous or prolonged nature.

    3.14.2 Appropriate fault indication system shall be used to facilitate trouble shooting.

    3.14.3 The equipment shall be protected against lightning strikes and possible induced transients on any present power supply line.

    3.15 Safety of Personnel

    3.15.1 Emphasis shall be placed on safety of personnel from the hazards of high voltage, RF Radiation, etc.

    3.15.2 Visual and aural indicators and warnings shall be provided where ever appropriate.

    3.15.3

    Contractor shall ensure that all equipment or parts thereof, working at voltages which may be considered dangerous to human life shall efficiently guarded or isolated and so connected that there shall be no danger whatsoever to human life during the normal operation and maintenance of the equipment.

    3.16 Project Schedule

    3.16.1

    Tenderer shall propose a project schedule indicating the stages from installation to commissioning. This shall be submitted in the proposal as a preliminary indication. The contractor, upon award, shall produce a more precise schedule not later than two weeks from the date of acceptance by the tenderer or during the kickoff meeting whichever earlier.

    3.17 System Drawing

    3.17.1

    List of reference drawings. For general floor plan layout refer to attachments as listed below:

    a) APPENDIX 1 : Floor plan layout b) APPENDIX 2 : Computer Lab layout c) APPENDIX 3 : System Diagram d) APPENDIX 4 : Proposed New Computer Chair

    The layout shown on the drawings in the Appendices are for guidance only and shall not be resubmitted in the proposal.

    3.17.2

    Tenderer is required to submit complete proposed system drawing. The system drawings shall be based on the system requirement as lay down in the scope of work of this tender document. The drawings submitted must match equipment listed in the Schedule of Equipment’s.

    3.17.3 Schematic drawings on the following system must be submitted with tender proposal:

    4.0 SCOPE OF WORKS

    4.1 COMPLETE GRAPHIC AND MULTIMEDIA LAB FOR TRAINING PURPOSE

    4.1.1

    To design, supply, deliver, install, integrate, testing and commission all the supplied equipment and software to provide a complete working graphic and multimedia lab for IPPTAR as listed below:

    a) Computer Workstation b) Computer Software c) AVA (Audio Video Aids) Equipment d) Internet Networking

    4.1.2

    Each Computer Workstation comprise of :-

    a) iMac include full accessories b) Professional closed monitoring stereo headphone c) Uninterruptible Power Supply (UPS)

    4.1.3

    Each Computer Workstation must be install and activated with the following software :-

    a) Adobe Creative Cloud (12 months educational license) b) Final Cut Pro X and compressor

    4.1.4 AVA (Audio Video Aids) Equipment comprise of :-

    4.1.5

    The tenderer must remove and cleared away all debris and rubbish from IPPTAR premises daily at rubbish dump site during the installation and demolition works. All solid waste that must be disposed and removed from the premises to landfills gazette by the PBT.

    4.2 Internet Networking

    4.2.1

    To design, supply, install, integrate, interface test and commissioning the Local Area Network based on Network Switcher and Internet Access Point shall be running and connected successful.

    4.3 Air Conditioning System

    4.3.1 The contractor shall supply and install new air conditioning system to meet IPPTAR’s requirement.

    4.3.2 The existing wall hang split unit air conditioning system to be dismantled and required to install at new designated area.

    4.4 Electrical Installation

    4.4.1 To design, supply, install and test system wiring for the power supply and distribution of all technical areas.

    4.4.2 Power and electrical related works must be endorsed and approved by a certified electrical consultant or engineer registered with Suruhanjaya Tenaga. Cost for consultancy and certification works shall be borne by tenderer.

    4.4.4 To provide sufficient 13A power socket for all equipment and general application.

    4.5 Cabling

    4.5.1

    To designing, supply, lay, install, test and commission all related cables including power and networking cables. All cable must be laid on trays, patching, trunking or conduits, etc. wherever necessary.

    4.6 Lighting System

    4.6.1

    The contractor shall supply, deliver and install, new lighting as additional to the current lighting system.

    4.7 Working Site Preparation

    4.7.1

    The contractor required to do site preparation with covering all building walls, walking path and other equipment that involved in working site for safety and protection reasons.

    4.7.2 The contractor should provide insurance protection scheme for each worker that involved for this project.

    4.8 Relocation and Demolished Equipment

    4.8.1

    The contractor is required to dismantle and store all existing lab equipment and furniture to site that designation by IPPTAR for storage.

    4.8.2 The relocation work of equipment into the store room should be handled with care and in a good condition.

    4.9.1
