    INTRODUCTION

    All students enrolled in Universiti Teknologi PETRONAS (UTP) must read,understand and comply to the Students Disciplinary Rules & Regulation of UTP,

    upon registration and during their stay at UTP.

    This Disciplinary Rules & Regulation will guide students to understand theUniversitys disciplinary requirements within the premises of the University or atResidential College. The handbook will also provide information on StudentsDisciplinary procedures and the types of actions/penalty that can be taken against astudent if they fail to comply to any Disciplinary Rules and Regulations.

    1.0 STUDENTS DISCIPLINARY RULES & REGULATIONS

    1.1 These regulations are designated as Students Disciplinary Rules &Regulations of Universiti Teknologi PETRONAS.

    1.2 These rules & regulations apply to all students for the entire period of theirstudies. Disciplinary action can be taken against students who commit anyinfraction of the provisions contained in these regulations.

    1.3 In any circumstances, the conduct and discipline of students are alsogoverned by other written rules that may be or will be enforced by theUniversity from time to time.

    2.0 DISCIPLINARY AUTHORITY

    2.1 In the Students Disciplinary Rules & Regulations, the term Students'Disciplinary Committee shall mean the Management, whose function includesupervision of code of conduct of all of UTP students.

    2.2 In carrying out this responsibility the Students Disciplinary Committee maydelegate at its discretion any of its disciplinary functions, powers or duties toany member of the staff.

    2.3 Definitions.

    2.3.1 campus means the area or areas, together with all buildings or otherstructures thereon, which belongs to or are used, whether

    permanently or otherwise, by the University.

    2.3.2 student means a person receiving education, instruction or trainingof any description from or in the University.

    2.3.3 University means Universiti Teknologi PETRONAS.

    3.0 RULES OF CONDUCT

    3.1 Disciplinary actions in accordance to these provisions can be taken againststudents who fail to comply with any of the provisions of these Rules of

    Conduct:

    3.1.1 Conduct of any kind of activities which are prohibited by MalaysiaSyariah and Civil Law such as drugs, liquor, phonography, damagepublic or personal properties, gambling, prostitution, stealing, physicalharm, arson, robbery, sexual harassment, murder etc.

    3.1.2 Conduct of any kind of activities which can hurt others and own selfsuch as disturbing, ragging, extortion, demonstration (picket), immoralactivities, vulgar, rude languages, non permission activities, vandalismetc.

    3.1.3 Conduct of any kind of activities which are against the ethics ofNational Education such as long hair, smoking in campus, failed tofollow UTP Appearance & Dress Code rules & Regulations, movingUTP properties without permission and etc.

    3.1.4 Conduct of any kind, which may cause disturbances to the UTPactivity, or with regard to studies.

    3.1.5 Conduct of any kind, which may be detrimental to the reputation ofUTP or its students.

    3.1.6 Conduct of any kind, which may cause the public to lose confidence inUTP.

    3.1.7 Dishonesty or conduct of any kind, which may be qualified asdishonest.

    3.1.8 Irresponsibility or conduct of any kind, which may be qualified asirresponsible.

    3.1.9 Disobedience or conduct of any kind, which may be qualified asdisobedient.

    3.1.10 To produce, keep or use object of any kind, which are qualified asdangerous weapon, firearms or explosive.

    3.1.11 To produce, own, control, care for or keep substances of any kind,

    which are qualified as drugs or poison or chemical which areprohibited by the government with the exception of medication whichis permitted by the government.

    3.1.12 To give, supply, distribute, offer or to propose to give, possess or offersubstances of any kind which are qualified as drugs or poison orchemical prohibited by the government.

    3.1.13 To eat, drink, smoke, and ingest substances of any kind, which arequalified as drugs or poison or to introduce these into the bodythrough injection or through any other means.

    3.1.14 To be under the influence or effect of substances of any kind whichare qualified as prohibited drugs or chemicals.

    3.1.15 To prevent the Management or Authority of UTP from instructingstudents suspected of involvement in the abuse of drugs from carryingout medical tests.

    3.1.16 Students, as well as groups or association of students are notpermitted to publish, hand out or distribute any kind of document,whether within the University or outside, except with the writtenauthorisation of the Management, subject to any form of restraints,limits or conditions which are deemed necessary or appropriate.

    3.1.17 Students, as well as groups or association of students are notpermitted to produce, wave, exhibit, show, own, store or control anykind of flags, banners, stickers, posters, symbols or any other type of

    objects which may cause a disturbance, riot or disregard for StudentsDisciplinary Rules & Regulations.

    3.1.18 To spread or promote any kind of deviations teaching which arecontrary to the Islamic faith.

    3.1.19 To commit any action which may be considered improper or sinful orwhich is contrary to Islamic faith, whether within the premises of theUniversity or Residential College.

    3.1.20 To posses, keep, store or distribute any kind of object, which may beconsidered as phonographic within the premises of the University orResidential College.

    3.1.21 To bring, keep, store, drink or distribute any kind of alcohol within thepremises of the University or Residential College.

    3.1.22 To organise, manage, carry out or participate in any kind of gamblingactivity, betting or lottery within the premises of the University orResidential College, either individually or in-groups.

    3.1.23 To use any kind of conduct or language which may be consideredrude towards employees of the University or towards any member of

    the public.

    3.1.24 To enter any off-limit places or areas of the University, except withspecial authorisation from the Authority of the University.

    3.1.25 To obstruct or disturb the Authority of the University from carrying outhis/her duties, functions or responsibilities.

    3.1.26 To detain or obstruct any students from attending any lectures,classes, practical work or any other activities which are lawful orordered by the University.

    3.1.27 To organise, incite or participate in any boycotting of any lectures,classes, practical work, examinations, tests or any other activitieswhich are lawful or ordered by the University.

    3.1.28 To smoke cigarettes within the premises of the University orResidential Collage.

    3.1.29 To create nuisance in any manner whatsoever which may causedanger or trouble within the premises of the University or ResidentialCollege.

    3.1.30 To interrupt or disturb any kind of class, lecture, practical work,administration or any other type of activities, which are carried out orordered by the University.

    3.1.31 To become involved in any kind of unauthorised work or activities.

    3.1.32 To use the facilities of the office, the Residential College or anyproperty of the University without the permission of the Authority.

    3.1.33 To be inappropriately or indecently dressed within the premises of theUniversity or Residential College.

    3.1.34 To fail to bring or show the Students identification card within thepremises of the University or Residential College.

    3.1.35 All students are absolutely prohibited from inflicting any kind ofviolence on other students, including extortion, brutality, torture or theuse of force on fellow students.

    3.1.36 It is forbidden for students to form, take part in or become a memberof any unauthorised type of group or society.

    3.2 Residential College Rules & Regulations.

    Students who stay at the Residential Collage are required to comply with theResidential College Rules and Regulations establish by the University as perstated in the Students Handbook. Additional Residential College Rules and

    Regulations is as per Attachment II.

    3.3 Industrial Internship Program.

    Students who undergo Industrial Internship Program are required to complywith the rules and regulation established by UTP and respective industry.

    3.4 Utilisation and Care of Property.

    3.4.1 Students are prohibited from:

    a. Moving, bringing in or taking out any object, property or

    procession of the University from classroom, hall, workshop,laboratory, Residential College or University premises.

    a. Remove, disturb or take any articles, object, items or propertyof the University, within the University or outside, for thepurpose of obstructing or causing nuisance, damage,breakage or loss.

    b. Park vehicles or other means of transport anywhere except inplaces designated for that purpose.

    c. Burning any items or substances at the premises of theUniversity or Residential College.

    d. Carrying out any unauthorised modifications or additions to the

    electrical installation at the premises of the University orResidential College.

    e. Carrying out any unauthorised modifications or repair on anymachinery or buildings of the University or Residential College.

    3.4.2 Students are required to:

    a. Take care of the premises of the University or the ResidentialCollege at all times, ensuring cleanliness, orderliness andsafety.

    b. Report to the Authority of the University, any matter orindividual behaviour, which they suspect, could jeopardise thesafety of the University or the Residential College.

    c. To pay for any damages or losses of properties of University orthe Residential College, done on purpose or because ofnegligence.

    3.5 Appearance & Dress-Code

    All students are required to be suitably dressed at all times in campus andadhere to the Appearance & Dress Code rules & regulations establish by theUniversity as per Attachment III.

    3.6 Traffic rules & Regulation.

    Students using vehicles in the University premises or at the ResidentialCollage are required to comply with the Traffic Rules and Regulationsestablish by the University as per Attachment IV.

    4.0 DISIPLINARY SYSTEM

    4.1 The Universitys Disciplinary System consists of the Students DisciplinaryAppeal Committee, Students Disciplinary Committee and Students MinorOffences Disciplinary Committee.

    a. Students Disciplinary Appeal Committee.

    The Students Disciplinary Appeal Committee will sit, whenever anappeal is forwarded by the accused after the Students DisciplinaryCommittee has awarded punishment.

    i. Composition: Rector and any member of UTP staff nominatedby the Rector.

    ii. Roles: To review the appeal and to confirm the punishment

    awarded.

    b. Students Disciplinary Committee.

    The Students Disciplinary Committee will meet when the Committeereceived a formal report on a case.

    i. Composition:

    Director, Management & Support Services -ChairmanManager, Student Support Services - MemberExecutive Disciplinary Unit - SecretaryAny executive of UTP nominated by the Chairman.

    ii. Roles:

    (a) To study the case reported.(b) To determine whether a Disciplinary Hearing need to

    be conducted or otherwise.(c) To nominate members for the Disciplinary Hearing.(d) To review the disciplinary hearing report and

    recommendations.(e) To decide the type of punishment based the

    Universitys Constitution and/or Rules & Regulations.(f) To submit to Students Disciplinary Appeal Committeeon appeals received from the accused.

    c. Minor Offences Disciplinary Committee.

    Normally, Minor Offences Disciplinary Committee will meet once amonth or whenever the Committee feels it is necessary.

    i. Composition:

    Manager Student Support ServicesDepartment - ChairmanManager Security Department - MemberHead of Residential College - MemberExecutive Finance - MemberExecutive Academic Administration - MemberExecutive Disciplinary Unit - Secretary

    ii. Roles:

    (a) To review the case and appeal.(b) To decide on the appeal and penalty.

    5.0 DISCIPLINARY PUNISHMENTS.

    5.1 The Students Disciplinary Committee may impose on a student any

    one of the following punishments:

    a. Reprimand.b. A fine not exceeding one thousand ringgit (RM 1000.00).c. Suspension from one or more facilities of the Universitys for a

    specific period.d. Exclusion from any part of the University for a specific period.e. Academic suspension for a specific period.f. Expulsion from the University.

    5.2 Any appeal on the punishment imposed by the Students DisciplinaryCommittee must be forwarded to the Chairman of the StudentsDisciplinary Committee within five (5) days after the issue date ofpunishment. The Students Disciplinary Appeal Committee will reviewthe appeal after the Students Disciplinary Committee with all therelevant documents forwards it.

    5.3 Fine imposed to students must be paid by the student within thirty (30)days after the date of issuance of summon to the Universitys FinanceDepartment. If the student wishes to appeal, the appeal must beforwarded to the Chairman of the Minor Offence DisciplinaryCommittee within fourteen (14) days from the date of issuance ofsummons.

    II. RESIDENTIAL COLLEGE RULES & REGULATIONS

    i) A maximum fine of 3 times of theroom rate (for the duration of therental period) and/or

    permission (refer to no .2).

    i) A maximum fine of 3 times of theroom rate (for the duration of the

    rental period) and/or

    ii) Instructed to vacate theResidential College

    i) A maximum fine of RM 50.00

    5. Changing room/s without prior approval

    9. Fail to use bedsheet and/or Pillow-case. i) A maximum fine of RM 50.00

    10. Usage of electrical appliances other thanthose provided for and/or approved by theResidential College Management.

    i) A maximum fine of RM 50.00

    ii) Electrical appliances will beconfiscated

    11. Fail to switch off fan and/or lights and/orelectrical appliances and/or water whenleaving the room.

    i) A maximum fine of RM 10.00

    12. Parking his/her vehicle in the residentialcollege building and/or non-designatedarea/s.

    i) A maximum fine of RM 50.00

    13. Cooking in the residential unit. i) A maximum fine of RM 50.00

    ii) Belongings will be confiscated

    iii) Expulsion from hostel/ResidentialCollege.

    14. Room not kept clean. i) A maximum fine of RM20.00

    g. National Malaysian costumes are encouraged. (National dress, batik etc).

    Pants

    a. Not torn and/or patched.b. Hem of Pants not torn and/or bushy.c. Not too tight or too loose.d. Seasoned pants are not allowed.e. Short pants are not allowed in class, laboratory, office and library.

    Sport Attire

    a. Proper attire must be observed in any during sport activities in sportvenues.

    b. Sport attire should not be worn in class, laboratory and library.

    General Rules

    a. Male students are not permitted to wear womens attire and/or accessoriessuch as necklace, bracelet, earring, nose-rings, hair ribbons etc.

    b. Caps are not permitted in the library, classrooms, halls and offices.c. Students should always look neat, clean and presentable. Their attire and

    appearance should not embody/depict any undesirable or unacceptableculture/lifestyles by the society.

    d. All students must carry the Students Identification Card (ID) at all times.The students ID card should always be clipped to the chest area of thestudents shirt or dress with the photo facing the front.

    Disciplinary Action for Dress and Appearance

    a. Student who failed to abide on the above students attire and appearancerules and regulation, the following actions can be take against them.

    i. Warning.ii. Fine up to a maximum of RM 50.00.iii. Reported to Student Disciplinary Committee.

    IV. TRAFFIC RULES & REGULATIONS

    NO OFFENCE PENALTY/ACTION

    1. Using vehicle without displaying officialsticker issued by University.

    A maximum fine of RM 50.00

    2. Parking his/her vehicle in prohibitedareas and /or causing obstruction oftraffic.

    A maximum fine of RM 50.00

    3. Driving motor vehicle exceeding thespeed limit and/or dangerously.

    A maximum fine of RM 50.00

    4. Driving motor vehicle on non-gazettedroads/path.

    A maximum fine of RM 50.00

    5. Riding bicycles, motorcycles or scooterswith more than one pillion rider.

    A maximum fine of RM 50.00 (riderand/or pillion rider)

    Violating the provisions of TransportationAct 1967 and other laws and bylawswhich are enforced by the government ofMalaysia.
