Tourism

Global Tourism Scenario The Global Tourism sector continues to show positive growth. Global international tourist arrivals grew by 3.9% in 2016, receiving a total of 1.23 billion international tourists worldwide, 48 million more tourists as compared to 2015. According to United Nations World Tourism Organization (UNWTO) World Tourism Barometer, the Asia and the Pacific region gained 8% increase, the Africa region, gained also 8% increase in Tourism. Both regions have led the growth in international tourist arrivals in 2016. This was followed by America (+4%) and Europe (+2%) while arrivals to the Middle East decreased by 3%.The UNWTO forecast 3% to 4% increase in international tourist arrivals for 2017, expecting better result as compared to the previous year. Tuan Speaker,

Malaysia‟s Performance 2016 and 2017 Forecast In 2016, Malaysia received 26.8 million tourists, an increase of 4% arrivals growth and generating an estimated RM82.1 billion in tourist receipts. ASEAN markets continue to contribute largely to the arrivals, namely from Singapore, Indonesia, Brunei and Thailand.

Sarawak‟s Performance 2016 and 2017 Forecast For Sarawak, in 2016 we received 4.66 million visitors, bringing in an estimated tourist receipt of RM8.37 billion. Arrival figure indicates an increase of 3.19%as compared to 2015.For 2017; my Ministry is targeting 5 million visitor arrivals and expecting RM8.98 billion in tourism receipt. As of January to April this year, visitors' arrival figure was 1.67 million indicating an increase of 17.26% as compared to the corresponding period in 2016.

Tourism as the Driver and Catalyst to Accelerate Growth for the Service Sector Tuan Speaker, tourism as the driver and catalyst to accelerate the growth for the service sector under the State Transformation Plan, the State Government has set up three cabinet committees to undertake intervention growth plans in areas of the State socio-economic development, rural growth and service delivery. The three committees are: Socio-Economic Transformation; Rural Transformation; and Performance and Service Delivery Transformation. Acknowledging the significance and important contribution of tourism to the local economy as an impetus to create new growth in the service sector, the State Government has placed tourism as one of the Key Result Areas (KRAs) under the Socio-Economic Transformation Programme (SETP). For the year 2017, the following KRAs projects and programs have been approved for implementation:

(a) Branding for Sarawak From the feedback we received from foreigners during our numerous

trades and travel shows abroad, Sarawak is not well known overseas as compared to other destinations like Kuala Lumpur, Sabah, Penang, Langkawi and Melaka. We need to create a brand identity for Sarawak not only as a tourist destination but also as a business event, trade, sports as well as investment destination. The approach and strategy need to be holistic and to cover as many sectors as possible. Hence, the State Government has agreed to engage a Brand Specialist to look into this matter.

(b) Upgrading of Tourism Infrastructure and Facilities This KRA includes infrastructures at Bako National Park, Fairy Cave and

Wind cave, construction of a boat jetty at Santubong for visitors visiting the Kuching Wetland RAMSAR site and for diving and fishing activities. This KRA also includes the construction of a walkway linking Fort Margherita with the yet to be completed pedestrian Bridge.

(c) Development of New Tourism Products This KRA includes the conversion of the Old Brooke Dockyard into a

Maritime Museum, the conversion of the Old DUN building into a performing Arts Centre, conversion of the former Miri Resident & District Office into a Cultural and Heritage Centre and the conversion of the goldmine in Bau into a Gold Mine Museum and Park.

(d) Face-lifting and Upgrading Works This KRA is to revitalise the Kuching Waterfront into a more vibrant and

attractive place to visit at day and night time, allowing more tourism and commercial activities.

(e) Creating Fringe Events for Several Iconic Events This KRA is to enhance the ASEAN International Film Festival and Awards

(AIFFA) and the Rainforest World Music Festival to include more local participations.

(f) Establishing a Dedicated Sarawak Tourism app This KRA is to establish a dedicated Sarawak tourism app that caters to all

needs of a visitor. With this app, all information on tourism will be coordinated and link to all social media network and finally will funnel into „call for action‟ links; and finally

(g) Increasing Direct Flights This KRA is to provide incentives to interested airlines to fly direct to Sarawak,

either on chartered or scheduled flights. Overall, there are 13 KRA projects and programme under my Ministry and

an approved allocation of RM60 million. While my ministry immediate focus are to implement the above KRAs, that I have just mentioned, my ministry will also

give equal attention to other areas which has the potential to grow and contribute to our economy namely medical tourism, cruise tourism, education tourism as well as sports tourism.

Medical Tourism

Medical tourism is increasing its clout in the global tourism market and the momentum has promotly diffused in the developing Asia like Sarawak. The medical tourism sector has been expanding and contributing to the State economy. New private hospitals are being build to cater for the increasing demand. The rise in number of specialist private hospitals across the State for example, Borneo Medical Centre ... (Interruption) ... Timbalan Speaker: Yang Berhormat Minister, Kota Sentosa? Menteri Pelancongan, Kesenian, Kebudayaan, Belia dan Sukan (YB Datuk Haji Abdul Karim Rahman Hamzah): Oh, ok. YB Encik Chong Chieng Jen: Honourable Minister, thank you. Tuan Speaker, ya, I listen carefully to the 13 KRA projects that was mentioned. Two things; number one, I think there‟s an omission of the promotion for Mulu Cave. I did not hear any promotion in respect of that which is world heritage site and has been under develop, underutilized the potential of such heritage site. And number two; the total amount allocated was RM60 million for the 13 project which will be carried out. I mean, do you think that is highly insufficient, I mean given that some of the project involve multimillion expenditure? Menteri Pelancongan, Kesenian, Kebudayaan, Belia dan Sukan (YB Datuk Haji Abdul Karim Rahman Hamzah): Terima kasih Ahli Yang Berhormat daripada Kota Sentosa. Well for his interest on tourism as well as bringing up the matter of Mulu. Well definitely Mulu is world renown heritage tourist destination which is something we should be proud of. And I have to admit I was not here in the KRA because I just came in, this is only my ten days you know, but ten day as a Minister, but then I‟m not going to say that we are not going to look into this matter. Definitely it will be looked into but then the discussion on the KRA has been done much earlier. I only came in later but we will look into this matter. Definitely there will be some provisions that will be to cater for those tourist hearts, Niah Cave or Mulu Cave in Miri. I will definitely look into this and rest assure of that. Thank you. And on the some amount of RM60 million, I can‟t really say whether this is sufficient or not. It is quite a small amount to bring up infrastructures and all that. Well then again, give me a little bit of time … ya … we will ... I‟m as concerned as your good self in this matter. We will make sure that all these sites or all areas which are of, which we could market and sell will be look into ... Timbalan Speaker: Are you taking any question, Minister? Menteri Pelancongan, Kesenian, Kebudayaan, Belia dan Sukan (YB Datuk Haji Abdul Karim Rahman Hamzah): I think the lady ... (Laughter and give way) YB Puan Irene Mary Chang Oi Ling: (Laughter) Thank you Tuan Speaker and thank you Honourable Minister. This year is actually Visit Sibu Year. I don‟t hear any plans about Sibu as well. Is there any plan for Sibu at all? Menteri Pelancongan, Kesenian, Kebudayaan, Belia dan Sukan (YB Datuk Haji Abdul Karim Rahman Hamzah): This is for this year. The one for Sibu must have been planned last year. Ya, so I believe that allocation for Sibu might have been in the budget for last year. What I have mentioned just now are allocation just for this year. Next year there will

be … so it cannot ... even for the Mulu and Niah, the way I see it, it will definitely be next year. So we have to divide it up. Ok? Ya. Terima kasih. Now where am I now? Ok. In Sarawak in the year 2016 .... I‟m still on Medical Tourism. In the year 2016 received a number of 21,603 foreign patients who came to seek medical treatment bringing in an estimated receipt of RM27.36 million which is quite a good amount for 2016. Majority of the medical visitors are from Indonesia with the total number of 16,225 patients. In most cases, the families of this patients will also accompany those who come in to seek medical treatment, will stay for an average of about a week depending on the type of medical treatment sought.

Cruise Tourism

A December 2016 report by the Cruise Lines International Association highlighted that cruise passengers number are expected to rise from 24.2 million in 2016 to 25.3 million in 2017, with member liners scheduled to debut 26 new ocean, river and specialty ships in 2017 with a total investment of USD 6.8 billion. There is also an increase in cruise specialists from 12,000 travel agents in 2010 to more than 25,000 travel agents in 2016 which is double from 2010 to 2016 globally. Asia's cruise passengers are growing rapidly at double digit rates at 29.3%. Asia accounted for 2.1 million passengers with leading source market from China, Taiwan, Singapore, Hong Kong and Japan. I have to say I am one of those who love to go for cruises. The trend outlook for 2017 will see younger generations embracing cruise travel more than ever before and the demand for expedition cruises will rise due to the impact that adventure travel is growing at a record pace. The positive growth in the cruise tourism sector can be one of the main future contributor to tourist arrivals and economic spin-off should Sarawak decides to develop deep ports and terminals to accommodate the growing number and size of new mega size cruise ships in the region. For Sarawak, in 2016 we received 3,671 cruise passengers with 7 cruise ships arrival. To me, this is a small number actually. One Princess cruise ship can bring in more than three thousand passengers, just one ship. Whereas for us the three thousand come in seven cruise ships. That means must be the smallest cruise ship. For the 1st quarter of 2017, Sarawak ports of Kuching and Bintulu have received a total of 3 cruise ships by Silversea Cruises based in Monaco and Oceania Cruises based in the United States of America. As to date, total cruise passengers up to March 2017 were 1,006 passengers. For this year, Sarawak is expected to receive a total 6 cruise ships arrival with 2,000 cruise passengers. In order for Sarawak to be successful in the cruise tourism, it must be able to attract mega cruise ships that can accommodate four to five thousand passengers per arrival. Sarawak tourism attractions are within the city's vicinity like in Kuching and Bintulu are

ideal for cruise shore excursions while its lack of a deep sea dedicated cruise port will deter

mega cruise ships from coming to the shores. My ministry will put forward a proposal to the

State Government to propose for the construction of a deep sea port with dedicated cruise

facilities to tap the expanding cruise passenger.

Edu-Tourism

Education is another area that has the potential to grow and be promoted. Currently we have two foreign universities namely Curtin University of Technology, and Swinburne which are already taking in foreign students. There are numerous private colleges and institution which are also opening their doors to foreign students. With the conducive and peaceful surrounding, plus the excellent level of English that exist within these institutions added with the favourable exchange rate, Sarawak is set to be a regional education hub. My ministry has been working and will continue to work with the various education institutions to facilitate and position Sarawak as an education hub in this region. I will touch on sports tourism and its benefit to the State in the latter part of my speech.

Product Development, Coordination And Community Participation Tuan Speaker, the State Government will continue to put emphasis on Culture, Adventure and Nature (CAN) as our main selling points to portray Sarawak. With this, my Ministry will continue to encourage more rural community participation in the tourism industry through Community Based Ecotourism (CBET) which focuses on home stay and village stay programs. In 2016, a total of 35,971 tourists visited the home stays bringing in revenue worth RM4.01 million. Besides home stay, the national parks continue to be the most frequently visited attractions both among local and foreign visitors as what has been mentioned by Ahli Yang Berhormat for Kota Sentosa just now. Overall the total number of visitors visiting our national parks for the 1st quarter of 2017 was at 111,174, that is already six figures just for the first quarter of 2017, an increase of 14.5% as compared to the same period in 2016 which was only 95,013, five figures as compared to six figures, it has surpassed the 100,000 number. Among the most visited wildlife centre and National Parks are Semenggoh Wildlife Centre, Bako National Park, Niah National Park and Mulu National Park. In recognizing the contribution of the national parks towards the growth of our ecotourism sector, the Sarawak Forestry Corporation is putting priority in upgrading its infrastructure such as buildings, accommodations, plank walks, footpaths, interpretation centre, signages, visitor‟s safety, utilities, sewerage system and other basic amenities. National parks that are selected for upgrading and enhancement under RMK11 are Niah National Park (RM3.4million), Kuching Wetlands National Park (RM3.5 million) and Semenggoh Wildlife Centre.

Organising Events And Festivals Tuan Speaker, events and festivals are always the immediate attraction to tourists and visitors and at the same time generating income to the various service providers in the service sector. As such, my Ministry with the collaboration of other Government agencies and tourism industry players have successfully organized many tourism events that have generated economic spin off to the local economy and able to capture international media attention. The notable international events that has been lined up in 2017 were the World Harvest Festival in April, ASEAN International Film Festival and Awards, which was just concluded last week, followed by the Borneo Jazz Festival in May, which was only concluded last week, Rainforest World Music Festival in July, Borneo International Kite Festival in September, Kuching Waterfront Festival which comprises of Sarawak International Dragon Boat Regatta and the Sarawak Regatta in November and many more. ASEAN International Film Festival and Awards, that is AIFFA 2017, was held in Kuching, from 4th until 6th May 2017. It was attended by more than 500 ASEAN and

international delegates and local Sarawakians. The impact created was tremendous in terms of branding Kuching and Sarawak positively in the ASEAN region as a filming destination. Film is also about business. AIFFA 2017 saw more than RM120.0 million films financing available to pitch for. This private initiative between AIFFA and SAVAA, which is short for Southeast Asia Audio Visual Association, saw many film production companies from Sarawak, Semenanjung as well as ASEAN regions taking part in this pitch. This facility has provided an important solution to film production companies. Our local production houses also will be exposed to international standard business pitching exercise. The AIFFA Business World also set several Memorandum of Understandings (MOUs) between Sarawak and a China Production House, and between AIFFA and SAAVA. This year, the 12th edition of the Borneo Jazz has been held on the 12th and 13th May 2017 with 8 professional bands; both international and local. One of the bands featured our own Sarawakian violinist, Nisa Addina and another featured Michael Veerapen; one of the national singer, Sheila Majid‟s producers. The Borneo Jazz programme apart from the night concerts, have included workshops, network sessions and outreach activities, have created multiplier effect in the music interest especially among the youth. This interest will hopefully spur other festivals that will create a livelier city to attract tourists. The just concluded Borneo Jazz in Miri has attracted an attendance of 4000 crowd for the 2 nights and an early estimation in economic spin-off remained at RM8 to RM10 million. The 20th edition of the Rainforest World Music Festival will be held from the 14th until 16th July 2017. For this year edition, more fringe events will be organised in Kuching City by incorporating eco-friendly and greening initiatives, fashion, arts, music, crafts and photography. The objective is to bring out The whole of Kuching into a festivity mood throughout the Rainforest World Music Festival period. The Rainforest World Music Festival is estimated to attract 18,000 audience and 200 international media.

Industry Training and Capacity Building My Ministry in collaboration with the Ministry of Tourism and Culture Malaysia (MOTAC) and other agencies such as Sarawak Forestry Cooperation and Sarawak Tourism Federation will continue to organise Capacity building programs to equip the industry players with the necessary hospitality and frontline skills. The following capacity building programs has been planned for this year:

(a) Tourism Awareness Workshop; (b) Cultural and Handicraft Workshop; (c) NBOS 1 Volunteerism Program; (d) Service Excellence Training targeting Food Operators and Taxi Drivers; (e) Safety & Life Saving Training; (f) Event Management Training; and

(g) Specialised training tailored to niche products such as Karst Topography Workshop, Herpetofaunal Training, Bird Guiding Workshop, and Heritage Awareness Workshop

Regional Cooperation

Sarawak has been an active partner in several sub-regional cooperation platforms namely; The Brunei, Indonesia, Malaysia, the Philippines East Asia Growth Area (BIMP-EAGA), the other one is East Asia Inter-Regional Tourism Forum (EATOF), and Brunei-Sarawak Tourism Working Group. Through these alliances and collaboration we are able to share and exchange information and knowledge to further boost joint-tourism activities focusing in the areas of promotion, marketing, data sharing, research and development and product development.

Business Events (SCB)

Since Sarawak Convention Bureau was established in the year 2006, the State has secured 675 conventions with a total of Direct Delegates Expenditure of over RM480 million. The following are some of the high profile international Business Events for 2017 until 2020 that is for the next three years:

(a) The 2nd International Conference on Special Education, with the theme: “Access and Engagement (ICSE) from the 31st July to 2nd August 2017 with an expected 1000 delegates;

(b) International Summit on Peace from the 6th to 8thSeptember 2017 with an

estimated number of 800 delegates; (c) Sarawak Industrial Fiesta from the 24th to 25th April 2018 with an expected

number of 2500 delegates; (d) Annual meeting of the Association for Tropical Biology and Conservation from

the 28th to 30th June 2018 with an estimated number of 1000 delegates; (e) International Marine Conservation Congress (IMCC) from the 16th to 18th July

2018 with an expected number of 800 delegates; and (f) Men‟s Health World Congress (MHWC). Oh, there will be a lot of men at that

time coming in, from the 8th to 10th October, 2020 with an expected number of 920 delegates.

Promotional and Marketing Activities (STB)

Sarawak Tourism Board (STB)

STB marketing strategy is to focus on domestic and short haul destination while at the same time moving more aggressively into medium haul and maintaining our presence in the long haul market. For the short haul market, STB will focus on Singapore by firstly addressing the major challenge in lack of awareness and visibility. This will be addressed by increasing marketing activities emphasizing on consumer direct programme. By doing so, Sarawak will be widely visible through the means of tactical advertising on digital platform and travel online portals such as Agoda.com, Booking.com, Trivago.com and Trip Advisor. STB will launch another

consumer campaign in Singapore this year as a follow up from the previous year‟s campaign which has shown positive results in the 1st quarter of this year‟s arrivals. STB will launch another consumer campaign in Singapore this year as a follow up from the previous year‟s campaign which has shown positive results in the first quarter of this year‟s arrivals. The next focus will be on the domestic market. With the market familiarity on Sarawak, our approach will be „right-on-spot‟ tactical approach. Having more offerings from time to time will get the market excited to travel and Sarawak is just a weekend away. All these will be made possible by taking parts in the major consumer fairs, both online and offline. For the medium haul, STB is targeting for a greater performance in the China and Taiwan markets by engaging more chartered flights and existing airlines in bringing up the arrival numbers. The approach for these markets will be inclined towards digital application. Therefore, STB will put most marketing activities on digital platforms and portals in order to be closer to the consumers. For the long-haul markets of Europe and Australia, STB will sustain presence through partners in Tourism Malaysia and airlines as they have direct presence in the markets. STB will support any interests or leads from tour operators in collaboration with Tourism Malaysia and airlines from these markets. As generally these markets are slow in adapting to the digital applications as compared to China and Taiwan, STB will collaborate with the industry in producing printed brochures and other promotional materials.

Moving Forward into Digital Marketing In response towards the call for digitalization in the State, STB is also moving towards embracing more internet and online marketing. This move is not farfetched as services can easily be transacted through digital means and media. Optimizing the used of social media platforms and travel related mobile applications (mobile apps) will be the main medium to reach out to the market. This will increase the visibility globally online and enable business transaction to be done at real time. STB has concluded the migration of the Borneo Jazz and Rainforest World Music Festival at websites to mobile apps and linking to all social media platforms. This has provided effective information dissemination and also enabled data collection and analysis for future planning. In order to achieve a leap-frog performance, STB will expand presence in TripAdvisor, maximising Search Engine Optimization (SEO), digitalizing all promotional materials both written and visual, and increasing presence in „call-for-action‟ booking portals. Although digital marketing is widely used, STB will still provide a face-to-face interaction marketing as human interaction in tourism business is inevitable and remains relevant.

Tourism Industry Players Engagement (STF) In our effort to understand better the role and challenges faced by the industry players, my Ministry has set up a consultative platform known as the Sarawak Tourism Forum to engage and get feedbacks from the tourism players. The private sector is headed by the Sarawak Tourism Federation. Since its inception in 2015, numerous engagement and discussion on many issues and challenges have been held. Some of the requests from the

Industry players have also been implemented via the KRAs projects and platforms by my Ministry while few others are still at discussion level. YB Encik Chiew Chiu Sing: Thank you very much, Tuan Speaker. Thank you very much, Honourable Minister. Tourism being one of the products of the SCORE which has been so much emphasised for the development of economic growth in our State. I want to know what kind of programme that the Tourism Board will help to promote the tourism in this area so that we can also come in to bring about a bigger economic development for the SCORE programme that we have. Thank you. Menteri Pelancongan, Kesenian, Kebudayaan, Belia dan Sukan (YB Datuk Haji Abdul Karim Rahman Hamzah): Well, if you are to see, Bintulu is a core region where all the ports, deep sea ports are sited. If I am not mistaken, last year the cruise ship went down to one of the stopping points in Bintulu. It could not come to Kuching. Bintulu and the hinterland, if you are to see, going into Bakun, going into the hinterland, Bintulu is where the first port of call. This is where I would say, there is a lot of potential in Bintulu being promoted. We will have to look into this. As I have mentioned much earlier, this is only my 10 days into this. I have to really sit down with those who are doing the marketing and see how we can promote Bintulu as well as Miri because I can see that the northern regions, they have got lots of potential. Bintulu is also very near to Luconia, another area which is very much visited by anglers from all over these regions. YB Encik Chiew Chiu Sing: Honourable Minister, SCORE area, apart from Bintulu it goes down to Tanjung Manis and also goes north. I think those areas would also grow faster if we could have similar kind of tourism promotion in those areas, because tourism is one of the products of the SCORE area, if those areas could be covered also and if you could have programmes on those areas, it will help to boost the general economic development on the whole of SCORE area. Arts and Culture

The Sarawak Arts Council came into operation this year with the appointment of its CEO in January. The role of the Cultural Division previously under Ministry of Social Development has been taken over by the Arts Council. The State Cabinet has also appointed the Chairman and Board members of the Arts Council. In line with its vision to be the prime mover of Arts in Sarawak, the Sarawak Arts Council main task is to ensure that all forms of Arts and Culture that are beneficial to the society and the State are to be preserved, conserved, developed and promoted. Toward achieving this noble goal the Council programs and activities will focus on community engagement and participation. Numerous programs and activities have been outlined for implementation in 2017. And definitely we will try to see how we can use, far from there to use it as our tourism marketing too.

The State Government has agreed to convert the old Dewan Undangan Negeri Building, our old DUN building into a Performing Arts Centre. While awaiting proper renovation works and installation of equipment‟s, the old DUN building is already buzz with a lot of cultural activities. Since March 2017, the old DUN has been the venue for the annual cultural dance and music training program which include traditional dance and music, Theatre, Lagu Melayu Asli and Modern Music. A total of 520 participants have enrolled into this program with age group ranging from 7 to 40 years old. Similar training programs are also being organised at the Divisional level namely Sri Aman, Betong, Sarikei, Bintulu, Miri and Limbang. The objective of this year long program is to get our children and youth to equip themselves with music and dance skill and to engage them with meaningful activities. Music and songs are powerful tools to send out messages and to promote a destination. Leveraging on its existing strength through Sarawak Symphony Orchestra or in short, SONS my Ministry will be organising a musical tour entitled “Sarawak and Beyond” in several destinations within and outside of Sarawak. Well, we will make sure that the Honourable Members from this august House will be invited for some of these programs. I notice that some of these programs that were held the last few years‟ invitation to Ahli-ahli Yang Berhormat had not done. It should be done. At least you will be able to see what has been done through the SONS. I am very very impressed with this orchestra actually. But they are being quiet underutilized. We give them money to train and all that but then we do not really do a much promotion for them.

Sarawak Museum Department (SMD)

Museum plays an important role in the holistic development of a nation. It collects, conserves, researches and exhibits the heritage and history of a country. Museum is the manifestation of a country's heritage and a popular destination for visitors, whether coming for business or recreational purposes. Museum and tourism are interconnected and reflect the iconic image of a particular country and its inhabitants. The economic contribution of heritage resources is one of the major means to achieve sustainable tourism development (Apostolakis and Jaffry, 2005). Under the 11th Malaysia Plan (2016 - 2020) Sarawak Museum Department have been entrusted to develop a number of physical as well as a non-physical projects as follows:

(a) Sarawak Museum Campus Project The construction of the Sarawak Museum Campus is progressing

according to schedule (about 35% in progress now).The new museum gallery is expected to be opened to the public in the year 2020.

(b) Conservation and Upgrading of Historical Forts The conservation and upgrading of old forts as regional museums indicate

the presence of something valuable and relevant to be shared with the public. Conservation work will be carried out on five (5) historical forts namely:

(i) Kubu Lili, Betong (ii) Kubu Emma, Kanowit (iii) Kubu Hose, Marudi (iv) Kubu Sylvia, Kapit, and

(v) Kubu Brooke, Meluan Work on the first three (3) of the above forts will start this year in 2017,

while the other two (2) will commence next year. Under the Eleventh Malaysia Plan, the State Government has also

approved a sum of RM11 million to develop the Santubong Archeological Park and Wallace Centre. The projects involved conservation and development of several archeological sites like Sungai Jaong Santubong, Bongkisssam, Bukit Maras and Batu Buaya. All of them are in Santubong, actually. The project will commence from this year and 2018.

Sarawak Craft Council (SCC)

The Sarawak Craft Council, established in the year 1996 is tasked to „co-ordinate the development of handicraft in tandem with the tourism industry‟. The three main focus of the Council are capacity building, marketing and research and development. In 2017, the Council will continue its core programmes to achieve sustainable growth in the sector through market development, market penetration and product development. The core activities under the capacity building programme, marketing and research and development will be a continuation of the 2016 activities but will be more focused on quality in term of production skills and also in term of products. For the year 2017, the Council will participate in 12 promotional events at the local, regional and international levels. Now, I would like to touch on the subjects related to Youth and Sports.

Youth Development As we move towards achieving developed nation status, youth contribution to the State and to nation building is very, very crucial. UnderTransformasi Nasional 2050 (TN50), youth will be actively involved in moulding and shaping the future direction of the nation. In the State or in Sarawak, several initiatives have been planned and implemented to engage youth for the formulation of TN50. The first dialogue session was held on the 11 March 2017 involving 1,600 youths. It was attended by Yang Amat Berhormat the Chief Minister and Yang Berhormat Minister of Youth and Sports, Malaysia. Similar dialogues will also be held in other divisions this year. Actually, for the division of Samarahan it was held last night and I was the one who was involved with the crowd of about 1,000 participation, university students. It was really inspiring, hearing the aspiration of these young students, what they wanted to see Malaysia in the next 30 years. To prepare youth to face future challenges, the Ministry through strategic collaboration with relevant agencies and NGOs will continue to implement various youth development programmes in line with the Dasar Belia Malaysia (DBM). Since January this year, 21 programmes involving 6,300 youths throughout the State have been implemented. Among the programmes that have been organised are:

(a) Youth Fun Run; (b) Junior Youth Camp;

(c) Youth Transformation Programme “Kawan Ku Sayang Keluarga Ku Kenang”

(KKSKKK); (d) Entrepreneurship Programme; and (e) Karnival Go Belia Sarawak.

Among the main programmes that will be organised this year are:

1) State Youth Day Celebration (Hari Belia Sarawak) and 2) The Youth Forum

The objectives of the Youth Day Celebration is to recognise and appreciate youths contribution to the State Development agenda and to provide platform and opportunity for youth to exhibit their talent, potential and creativity in various fields including entrepreneurship and patriotism. The Youth Icon Awards for 2016 were awarded to Pandela Rinong Pamg for sports, for her contribution in the Olympic Games and to Dr Fauzan Sahdi, a lecturer from UNIMAS for Knowledge and Innovation. Whereas the objective of the Youth Forum is to inculcate positive values, healthy lifestyles and enhance their soft skills. The prime features of the Youth Celebration, besides the Youth Icon Awards is the Youth Town Hall dialogue with the Yang Amat Berhormat Chief Minister. The Town Hall initiative was started in 2015 with the objective of providing an opportunity and platform for youth from various backgrounds to have a face-to-face dialogue with the State top leaders. It is regularly being held and they even do it in Kuala Lumpur under the team of Lan Berambeh and for last year, I still remember I attended it. There were 7,000 youth; students from Sarawak from all over West Malaysia converge in to Kuala Lumpur to have this Town Hall Programme or Town Hall Dialogue with our Chief Minister. The Ministry in collaboration with Institute for Youth Research Malaysia (IYRES) is proposing to carry out a study on the Sarawak‟s Youth Index. The study outcome will serve as an indicator to measure the quality and well-being of youth in the State. The index will cover 12 domains and 58 indicators. Among the domains that will be measured are self-development, education, potential, economic well-being, media usage, political socialization and leisure time. The Youth Index will be used as inputs for the formulation of the youth development policy in Sarawak. It will be carried out this year, actually. Under the initiative of the National Blue Ocean Strategy (NBOS) programme, my Ministry is also implementing the 1Malaysia Youth City (1MYC) Programme in Lundu. In 2016 the following projects were implemented under this programme namely the upgrading of futsal court, football field and construction of an outdoor gym in Lundu while in 2017, the upgrading of zip tower or the flying fog tower and jogging track in Pueh Youth Camp, Sematan will be implemented. It is hoped that with the completion of these projects, Lundu will be transformed, it will transform Lundu into a youth-friendly city, it is not youth-friendly town.

Sporting Facilities and Activities

Providing sports facilities is one of the responsibilities of my Ministry. As more people participate in sports and recreational activities, the demand for such facilities to be built and improved has risen tremendously. And I can see that from the oral questions that were asked from most of the Ahli Yang Berhormat in this august House, the request for better sports facilities.

Under 11th Malaysia Plan the Ministry continues to build new and upgrade existing facilities. I am pleased to report here that the improvement work to Dalat sports Complex and the running tracks have been completed. The construction of new Betong swimming Pool has also started and is progressing according to schedule. It is scheduled to be completed by December 2018. The Ministry is also in the process of upgrading several other Sports Complexes. The upgrading works for Sri Aman and Bintulu Sports Complexes have just started earlier this May and expected to be completed by February 2018, also we are not forgetting Bintulu, while the ones in Miri and Kapit will commence in the third quarter of this year. The upgrading work for the running tracks at Sarikei Sports Complex will be carried out under the Rural Transformation Programme (RTP). It is expected to commence in June this year and targeted to be completed within 9 months. Other facilities at the Complex such as the terraces, the office space, the toilets and the roofing will be upgraded under the 11th

Malaysia Plan approved fund later this year. It‟s already been approved. The other RTP involve the upgrading of sport complexes in Asajaya, not because I just came in and the Asajaya is going to be upgraded, its already ongoing the works down there, even before I got in. And Kanowit, Kanowit Sport Complex had just been completed earlier this month, whereas Asajaya Sport Complex is targeted to be completed in September this year. That is the rubberized running tracks. On another development, works on the upgrading of the three (3) Youth Camps namely Pueh Youth Camp in Lundu, the Kemuyang Youth Camp in Sibu and the Mukah Youth Camp had all started in March this year and expected to be completed by November 2017. Upon completion of the upgrading works, we expect more people will use these facilities. The Ministry is aware that other facilities such as the Dewan Suarah and swimming pools also need upgrading in view of their deteriorating condition. The Ministry will continue to carry out upgrading works for these facilities based on the approved fund.

International Sporting Events and Sports Tourism Our scope of sporting activities should no longer be confined to our own shores only. It is high time that Sports be looked upon as an industry that is able to generate revenue and income to the economy and employment to our people. The recently held Victor Far East Malaysia Masters Badminton Tournament in Sibu in January 2017, the 3rd Southeast Asia Cup Squash Championship in February 2017 in Kuching, the Piala Tun Sharifah Rodziah (Women Inter-State Soccer Tournament) in Miri in April 2017, and Celcom Axiata Malaysia Open 2017 in April, Kuching, is a clear indicator of how the economy benefited from organising international sporting events. The service sector comprising of the accommodation providers (the hotels), transport providers, food and entertainment outlets, retails and shopping centres all stood to gain from organising such sporting events. The economic spin off and downstream activities can no longer be ignored. Adding to that, Sarawak has a few world class venue that should be utilized to organise national, regional and world class events namely badminton, aquatic, ten pin bowling, football, shooting, just to name a few. Because after the organising of SUKMA last year, we‟ve got a lot of our sports complex facilities which are of international standards where we could organise more international sporting events.

The upcoming international events which are already in place for 2017 include:

(a) Sarawak Chief Minister Borneo Cup International Taekwondo Championship at Stadium Perpaduan on 15th & 16th July 2017. This will involve, until yesterday, the participation will involve 15 countries. We are targeting about 25 countries to come which will bring in about probably 500 to 600 participants. Just participants not include the other entourage of our supporters, family members and all that.

(b) 31st Malaysian International Open Masters Athletics Championship in Kuching

from 22nd - 23th July 2017. So this is just following one another. Just after the Taekwondo we‟ll have the Open Masters Athletics Championship from 22nd - 23rd of July 2017. If I am not mistaken, this one will bring in about 2,000 participants from Asia.

(c) International Ten Pin Bowling from 6th - 9th September, 2017. (d) Siol International Mountain Bike Challenge in Kuching (SIMBC 2017) from 3rd to

5th November, 2017. (e) Master Swimming Championship 2017 at our Pandelela Rinong Aquatic Centre

from 8th - 10th December, 2017. (f) Kuching City International Dart Championship 2017 from 8th -10th December,

2017. These are among others which are going to be expected this year. There will be a few more that will be coming in … (Interruption) … Yes, a quick one. YB Encik Chong Chieng Jen: Thank you, Tuan Speaker. Thank you Honourable Minister. When the Government organizes all these international events, we want our locals to patronize the events, to support our athletes in all the events that they took part. That was the case in Malaysian Open where thousands went over to support Lee Chong Wei. But when they left the stadium, they were served with summons, parking tickets. Because, for the mere reasons that there were insufficient car parks in the immediate vicinity. Therefore, a lot of them parked their cars along, at the side of Jalan Bako. And they were served with summons for obstructing traffic. I believe for an event like that, there should be some leeway to be given and I have written to the Commissioner of Police for Sarawak to waive all the summons issues on those days when the Malaysian Open was took place, but I received no respond. Honourable Minister, can you help on that? Have a word with the Commissioner of Police for Sarawak to cancel all the parking summons, illegal summons in the vicinity on those days so that we can encourage more of our people to support our athletes when they are participating in international events. Menteri Pelancongan, Kesenian, Kebudayaan, Belia dan Sukan (YB Datuk Haji Abdul Karim Rahman Hamzah): Okay. Thank you Ahli Yang Berhormat for Kota Sentosa for your concern. I saw this matter in the media also. Actually, for the whole duration of the Malaysian Badminton Open, I was there almost everyday and even before that, we have already given out caution and warning to all those who are going to come over to attend that big function, if possible to car pool or to park their car at proper places. Actually, the Stadium Complexes has got huge number of parking slots actually. For the two stadiums, there are two stadiums there and you can see the

numbers of parking slots that are huge down there, but the attitude of our people, anywhere we go, we always want to park right next to the stadium. Let me finish up on this. Well, this is just unfortunate. They have to write in. There are always ways and means. Waiver, total waiver, definitely is not possible for situation like this but because of we have already given pre-warning, caution on where to park and all that. Well, I hope also for the PDRM to give them some discount for all these tickets but not total waiver. I do not agree also if it is a total waiver. Timbalan Speaker: Ahli Yang Berhormat for Kota Sentosa. You have raised the point. Knowing this matter, I think it is the police who have got the discretion. No, no. Okay. High Performance Sports - Sarawak as Sports Powerhouse Acknowledging the significance and importance of sports toward Nation building and State pride, the State Government has placed sports as one of the Key Result Areas (KRAs) under the Performance and Service Delivery Transformation Cabinet committee (KRA6). For Sarawak to achieve Sports Powerhouse status by 2020, the following plans and programmes are being implemented in stages:

(a) Talent Identification programs involving targeted sports such archery, athletic, tenpin, bowling, weightlifting, gymnastic artistic, swimming, and shooting; and

(b) Quality Coaching and leadership Programs involving Sports Science Course

Level I, II & III, Basic Coach Education, Continuing Coaching Education and Advanced Coach Education

Under the 11th Malaysia Plan, the following projects and programmes have also been

approved for implementation: a) Establishment Of The Sports and Youth Centre or the sports village worth RM60

million; and b) Programmes Delivery Performance Supports For Athletes, Coaches and Sports

Administrators. That is the two approaches which have been approved for implementation. The next area which I would like to mention down here is on Sukan Sarawak or in short SUKSAR.

Sukan Sarawak (SUKSAR)

In stepping up our efforts to make Sarawak the sports powerhouse in the country, we will intensify the organising of more high level sporting events for our local athletes to gain more experience and exposure in our backyard. And for that reason, we will be reviving the Sukan Sarawak or SUKSAR which will be organized from the 14th to the 17th December 2017 at the Sarawak Sports Complex, Petra Jaya. Potentially SUKSAR will grow to become the largest and the premier sports carnival to be held at the home front. SUKSAR will be held every two years and one year before Sukan Malaysia, where it is a place too, for us to identify talents. The last SUKSAR was held 26 years ago prior to the staging of the 1990 Sukan Malaysia or SUKMA where Sarawak played host at that time. Perhaps it was a sheer coincidence but Sarawak became SUKMA champion in that same year and we were also the overall champion in the next two SUKMA after that. Actually, even myself was quite surprise, why we stop with SUKSAR after that. That was the last time we were champion in SUKMA. It is therefore our hope that the revival of SUKSAR will revitalise and further boost our quest to become SUKMA champion once again when Perak become host in 2018. Apart from serving as a platform to identify new sporting talents, SUKSAR will also provide them the exposure when competing with the best athletes from all of the divisions in Sarawak. The four day event is open to all of our athletes aged 19 and below throughout the 12 divisions. The participants are divided into four different zones namely Zon Utara comprising of Limbang, Miri and Bintulu, Zon Tengah comprsing Kapit, Sibu and Mukah, Zon Barat comprising Sarikei, Betong and Sri Aman and Zon Selatan comprising Kuching, Samarahan and Serian. However, athletes who have won medals in SUKMA 2016 or those who competed representing Malaysia will not be eligible to participate. There will be 14 sports to be competed for normal athletes and 4 for the special athletes. These athletes are basically those who have the potential to represent Sarawak in the fourth coming 19th Sukma and the 19th Malaysian Paralimpiad Games to be held in Ipoh in a year 2018. To ensure consistency in its staging, SUKSAR will be held once every two years in alternate with the staging of the bi-annual SUKMA.

SUKMA 19th Perak 2018 The next matter which I intent to touch on is on the 19th SUKMA in Perak 2018. For the information of this august House SUKMA 19th in Perak 2018 will be held from 12th until the 22nd of September 2018. 19 compulsory sports and 10 optional sports will be competed as compared to 19 compulsory sports and 5 optional sports in SUKMA Sarawak. The target for the Sarawak contingent is of course, to be the overall champion in the 19th SUKMA in Perak. To achieve the target, preparations for Sarawak athletes are currently being carried out according to plan. The Sarawak Sports Corporation has been task to handle all these various high performance sports agenda and with the support from all sectors both Government agencies, the local councils and Sports Bodies, and hopefully all the YBs in this House to support especially the SUKSAR Games, ya. I‟m sure we can make it happen.

Issue Related to the Minister

Now I would like to touch on issues that has raised up by Ahli-ahli Yang Berhormat on TYT speech on issued related to the ministry. I would like to thank Ahli-ahli Yang Berhormat from Piasau, Layar, Batu Kitang, Pending, Sadong Jaya, Demak Laut, Bukit Goram, Bukit Assek, Repok, Lingga, Dudong, Jemoreng, Tamin, Engkilili, Pelawan, Samalaju, Serembu, Tupong, Simunjan, almost everyone touch on youth and sports I think and tourism, Bukit Semuja, Kabong, Murum, Telang Usan and Katibas for raising issues related to my Ministry in their debate on the Tuan Yang Terutama Yang di-Pertua Negeri Opening address in this august House on the 11th May 2017. My Ministry will take all the necessary steps and measures as well as recommendation to ensure that suggestions, feedbacks, requests and comments of this Ahli-ahli Yang Berhormat will be incorporated and considered in my ministry future action plan.

Saya juga mengambil kesempatan ini untuk mengucapkan jutaan terima kasih kepada Yang

Amat Berhormat kerana memberi kepercayaan pada saya untuk memikul tanggungjawab

dan menjalankan tugas berhubung dengan “integrity and ombudsman”. Saya akur ini

tanggungjawab yang besar dan berat. Insyaallah saya akan menjalankan tugas ini dengan

sepenuh tenaga, insyaallah.

Tuan Speaker, I would like to explain briefly about the new tasks that I am responsible for, that is, the Integrity and Ombudsman functions in the Chief Minister‟s Office. I specifically say briefly, because at this stage, we are still in the process of defining the detailed scope of work and responsibilities involved. I could not say much yet, and cannot draw upon experience and examples locally to conceptualize fully the responsibilities of this new function, especially on the Ombudsman function because Sarawak is the first Government in the country to start an Ombudsman function. The federal Government or the other States in the country have not done this, and as such there is no local model for us to follow. Before going any further, I would like to acknowledge and thank Ahli Yang Berhormat for N.24 Sadong Jaya for asking a question on the Government‟s initiative on integrity. As the question has not been answered, I would like to inform this august House that integrity is very important to ensure good and effective governance to ensure proper implementation of policies and programmes and sustainable development and with that the administration that will benefit the people of Sarawak. I would like to reiterate here that the State Government emphasises integrity among its employees. The State Civil Service has six core values, and integrity is the number one value. You can look at the display in the Secretariat, you will find this. I repeat Integrity is the number one value of the Civil Service . To ensure that the State Civil Service recruits only the best talent with high sense of value and integrity and character, the Government adopts a competitive and transparent five-phase recruitment process. Academic excellence alone is not enough. Applicants that pass through the first three phases, that is, academic screening, language proficiency test, and assessment center assessment, undergo a psychological profiling assessment before they are accepted for job interviews. Job applicants also undergo insolvency screening, no reference of anybody here. Job applicants must then verify their particulars by a declaration before a Commissioner for Oath. During the 30-days pre-service induction program, also known as the on-boarding program, prior to emplacement in the service, the successful recruits are given series of activities and lectures to internalize the six-shared values. State officers are screened through by the relevant authorities to ensure that there is no conviction against them in court before they can be considered for promotion. They also need to declare the status of their education loans, if any, to ensure that they do not default on any of their financial commitments. All public officers are required to declare their assets every 5 years, that should answer and this also forms part of the requirements for promotion. Thus the State Civil Service has already implemented a good system to ensure integrity among its employees. However, we believe that the situation in the State can improved integrity among its employees, nothing is perfect. However, we believe the situation that state can be improved further. That is why the Right Honorable Chief Minister has decided to raise the integrity function to a Ministerial level. Let me go through the shared values. Integrity, which we mentioned is the number one value. It means honesty, uprightness, probity, rectitude, honour, honourableness, upstandingness, good character, principles, ethics, morals, righteousness, morality, nobility, high-mindedness, right-mindedness, noble-mindedness, virtue, decency, fairness, scrupulousness, sincerity, truthfulness and trustworthiness. Those come from

Oxford Reading Dictionary. Apart from that the civil service emphasizes kind and caring, professionalism, sense of urgency and ownership, team spirit and result oriented.

Ombudsman

Tuan Speaker, in Sweden, where the practice of Ombudsman originated in 1809, more than 200 years ago, public complaints against malpractice in the public service and local Government are handled by the Ombudsman. The functions of the Ombudsman in Sweden are:

(a) To ensure that public authorities and their officials comply with the laws and

other statutes governing their actions; and

(b) To initiate disciplinary procedures against an official for misdemeanors.

Various countries in the world have adopted the system of Ombudsman model from Sweden. I would like to quote the example in New Zealand. The functions of Ombudsman in New Zealand are:

(a) To investigate complaints against Government agencies;

(b) To investigate agencies that fail to provide information requested in accordance

with the Official Information Act;

(c) To protect whistleblowers and investigate the administration of prisons and other

places of detention; and

(d) To encourage good administration by giving feedback and training to agencies.

The Integrity and Ombudsman Functions

Tuan Speaker, being a new portfolio that is still searching for an office, I can only describe the general ideas about Integrity and Ombudsman functions. It is established with the objectives of:

(a) To increase the level of integrity in the State Administration;

(b) To ensure that the environment in the State Administration is not conducive to

corruption;

(c) To ensure justice and fairness to the public in dealing with the State

Administration;

(d) To act upon public complaints on the State Administration; and

(e) To monitor the actions and response of State Administration in investigating

public complaints against them or their officials.

Immediate plans

Tuan Speaker, as an immediate initiative, the Government will conduct engagement sessions with various enforcement agencies both at Federal and State level, and with

relevant NGOs and civil societies in order to develop detailed terms of reference for the new function. We will also conduct road shows throughout the State to promote the function with the new portfolio in the State Administration. I will report on further progress of this function in future meetings of this august House. Now, I would add a bit more. 'Ombudsman' in the Merriam Webster Dictionary means a government official (as in Sweden or New Zealand) appointed to receive and investigate complaints made by individuals against abuses or capricious acts of public officials. So, some of the function of ombudsman; an ombudsman functions to investigate and resolve disputes between the people and the government. It ensures that government services are done effectively, that‟s the word, and without malpractice and corruption through the application of the principle of check and balance. In some Scandinavian countries an Inspector General, or Citizens‟ Advocate or other public officials may have duties similar to those of a national Ombudsman. They may also be appointed by the legislature. And below the national level, a state, local or municipal government may appoint their own Ombudsman. Private business and NGOs may also appoint their own Ombudsman. missed dearly. His passing touched the hearts of the people of all walks of life irrespective of race and religion throughout our beloved State and the nation. Being the people‟s leader, Sarawakians are truly grateful for his policies, especially his 53 Initiatives including those related to my Ministry that have greatly benefited the State. These policies include those that have facilitated the fast tracking of development projects through Rural Transformation Initiative as well as those that have relieved the people from the rising cost of living due to the uncertainty of the national and world economy which have directly impacted our own State‟s economy. The said policies enabled the increase in the annual budget for rural development which includes rural electricity and water supply for the whole State and the reduction in electricity tariff for domestic, commercial and industrial consumptions. The continuation of his policies by our able and visionary the Right Honorable Chief Minister Datuk Amar Abang Haji Abdul Rahman Zohari bin Tun Abang Haji Openg is welcomed by the people of all walks of life in the State. In making sure that the State is on the right path towards becoming the developed State by 2030, the Right Honorable Chief Minister has embarked on wise, forward thinking and visionary initiatives to fast track the development of the State. These initiatives include the setting up of the proposed Development Bank of Sarawak, acquisition of the Bakun Hydroelectric Power Dam from the Federal Government, the pledging of RM1 billion investment for technology and communication infrastructure for Sarawak to embark on the digital economy, the State‟s exploration into downstream activities related to the oil and gas industry, the well calculated plan to set up a Light Rail Transport (LRT) system to be implemented in stages and the proposal for the state-wide water grid. Tuan Speaker, on the initiatives which are within the purview of my Ministry, we are prepared and ready to take the lead with regard to the new policies and align them with the Right Honorable Chief Minister‟s vision and initiatives and thereby helping to realise his vision for our beloved State to become a developed State by 2030.

Water Supply Tuan Speaker, I will now touch on water supply. My Ministry is fully aware of the fact that an adequate raw water source is an absolute requirement in order to ensure that our communities will always have a sustainable and reliable treated water supply to meet not only their current water demands but also their future water demands. In this connection, the Sarawak Integrated Water Resources Management Master Plan Study was, therefore, carried our and it was completed in 2009. One of the main objectives of this study is to formulate a water resources development master plan for the whole Sarawak to meet water demand needs up to the year 2050 for the purposes of water supply and irrigation. The recommendations from this study which includes the construction of future water supply dams will serve as a guide in the development of raw water resources for meeting future water demands in the State. Besides the master plan study, the Government under the able leadership of Yang Amat Berhormat Ketua Menteri has agreed to look at out of box solution such as tapping the water resources available at our hydro-electric power dams to resolve the water supply problems in the rural and coastal areas. The use of dams for multi-purpose has been practiced in many parts of the world. However, sharing water resources amongst competing users has been acknowledge as being a major challenge for these multi-purpose dams. As such, there is a need to address such issues to minimize contradictions and competition associated with multi-purpose dams and to put in place and appropriate governance structure to allow coordinated and integrated water use management for effective strategy, planning, decision making and operation of such multi-purpose dams. In this connection, the State Government has agreed to appoint a consultant within this year to carry out an overall

study on the use of the reservoirs of hydro-electric power dams as raw water sources for our water treatment plants. Tuan Speaker, in the case of water supply dams, I would like to emphasize on the need to preserve the catchment areas of these dams so as to ensure that the raw water quality is kept in pristine condition which is fit for human consumption. In addition, the security issue of these dams has to be looked into also to prevent any acts of sabotage that will compromise the quality of the raw water. In this regard, my Ministry will liaise with the Attorney General‟s Chamber on how best to gazette these areas as protected areas. While on the subject of water supply dams, I would like to specifically refer to Bengoh Dam which was completed in 2016. It was already used during the dry spell in 2015 to release raw water for the Batu Kitang water treatment plant when the flow in the Sungai Sarawak Kiri at the raw water intake point had become insufficient. As such, I wish to highlight that the Bengoh Dam was built to meet the long term water supply demand of Kuching and its surrounding areas up to at least by the year 2030 by maintaining the desired water level at the Batu Kitang intakes throughout the year. Whenever a need arises during dry spell or when water demand has exceeded the available yield in Sungai Sarawak Kiri, water will be released from Bengoh Dam into Sungai Sarawak Kiri from where the raw water will be pumped for treatment at the Batu Kitang water treatment plant. After treatment, the treated water will then be conveyed to the consumers in Kuching and its surrounding areas including Asajaya and Sadong Jaya. As such, there is no direct supply from the Bengoh Dam to Asajaya and Sadong Jaya. With the current upgrading of the Batu Kitang Plant 3 from 200 MLD to 400 MLD coupled with the on-going construction of the pipeline from the Batu Kitang treatment plant to Entingan reservoirs, additional water supply can be made available to Asajaya and Sadong Jaya. Tuan Speaker, as in previous DUN Sessions, many Ahli Yang Berhormat in this august House had raised various issues pertaining to the water supply problems in their respective constituencies. In order to effectively resolve all these perennially recurring issues, the root causes of these problems must be addressed and they include old treatment plants of inadequate capacities, overloading of treatment plants to meet increasing water demand, aged and leaking water mains and water tanks, high non-revenue water, inadequate raw water sources, water mains becoming undersized as the water demands increase over time as well as operational and maintenance issues amongst others. These are the numerous challenges my Ministry has to overcome in the upgrading of the existing water supply infrastructure in order to be able to provide quality and efficient water supply services that can meet the higher expectations of the consumers. As such, there is an urgent need to address all these issues in a holistic manner rather than on an ad hoc fire-fighting basis. Towards this end, an integral master plan will therefore be drawn up that will provide a framework for water supply improvement and development to ensure sustainable water supply for the current and future generations. This master plan will cover not only the long term planning for ray water sources, but also for the treatment plant capacities, the distribution network systems including adequate water storages, the required one day storage, and the state-wide water supply grid. It will also cover water demand management which will address the issues of holistic Non-Revenue Water management, water tariff setting mechanism, the development of systems such as GIS, SCADA, water billing system network modeling system, data management system, public awareness, education and communication programmes and on the need for conservation of water amongst many others. Under the State Government‟s rural transformation initiative aimed at addressing the lack of basic infrastructure and social amenities in Sarawak‟s rural areas, one of the major focuses is on the provision of water supply to these rural areas. Presently, the water supply

coverage in the urban area is almost 100% but the coverage in the rural areas is only 61%. Hence, then, therefore is an utmost urgency in expediting the provision of water supply to the remaining 39% of the rural populace, representing an estimated around 114,000 households, which are still without treated water supply so as to uplift their living standards and livelihood. Towards this end, one of the major thrusts of my Ministry is to expedite the implementation of the Sarawak Alternative Rural Water Supply (SAWAS) Programme to enable more rural areas to be provided with safe water. This SAWAS programme will be implemented by JBALB in collaboration with Mineral and Geoscience Department and the Health Department through its Unit Bekalan Air dan Kebersihan Alam Sekeliling (BAKAS). Tuan Speaker, the overhauling of the existing water supply systems which have become inadequate and deficient together with the implementation of the numerous proposed improvement and development projects will require a lot of money from both the State and Federal Governments in order for our State to be at par with our counterparts in Peninsular Malaysia in terms of water supply coverage and level of service. It is estimated that over the 11 Malaysian Plan and 12th Malaysian Plan period, a total of about RM17 billion is required for the implementation of the various water supply programmes in the State. This requirement is inclusive of about RM10 billion for the provision of water supply to the rural areas under the rural water supply (SAWAS and KKLW) programmes. In addition, the state requires RM7 billion for replacement of ageing pipelines, NRW programme, provision of sufficient storages and rehabilitation of treatment plants, raw water source development, upgrading of water treatment plants, construction of reservoirs and of course IT systems development to improve our service. In view of the huge amount of funding required, it is therefore necessary to seek for more State and Federal funds (from EPU, KKLW and KeTTHA) as well as to adopt other non-conventional means of financing these works including getting the proposed Development Bank of Sarawak for some financing the costs involved as announced by YAB Ketua Menteri.

Isu-Isu Spesifik

Tuan Speaker, I will now touch on the specific issues on water supply raised by the respective Ahli-Ahli Yang Berhormat in this Dewan. Untuk makluman Ahli Yang Berhormat bagi Lingga, sejak kebelakangan ini para pengguna di Maludam terutamanya di Pekan Maludam, Kampung Maludam, Kampung Sg Pedada dan Kampung Sg Mulon seringkali mengalami masalah bekalan air dan tekanan air rendah. Masalah ini berlaku disebabkan oleh system saluran paip sedia ada adalah jenis AC (asbestos cement) dan DI (ductile iron) yang telahpun uzur dan telahpun terlalu lama. Tambahan pula, pertumbuhan penduduk secara mendadak di kawasan Maludam telah menambahkan lagi beban kepada sistem bekalan air yang sedia ada. Oleh itu, perancangan telah dibuat untuk menggantikan saluran paip sedia ada yang telah uzur sepanjang 9.8km dengan anggaran kos bernilai RM2.99 juta yang akan dikemukakan untuk kelulusan. Tambahan pula, pelaksanaan projek penyambungan saluran paip air dari Beladin ke Kampung Sepinang telah diluluskan di bawah Rolling Plan 1 dengan anggaran kos sebanyak RM6 juta. Jadi, setelah siapnya projek-projek ini, keadaan bekalan air dan tekanan air yang rendah di kawasan Maludam akan bertambah baik, bagi memastikan penduduk-penduduk di kawasan tersebut dapat menikmati bekalan air dan tekanan air yang stabil. Untuk makluman Ahli Yang Berhormat bagi Kabong, projek bekalan air ke rumah panjang Ulu Roban telah dikemukakan kepada pihak KKLW untuk pelaksanaan di bawah Rancangan Malaysia Ke-11 dan anggaran kosnya sebanyak RM3.5 juta.

Manakala masalah bekalan air dan tekanan air rendah di kawasan Ulu Kabong yang sering berlaku semasa musim perayaan akan bertambah baik setelah siapnya projek-projek untuk menaiktaraf sistem pam, saluran paip yang sedia ada dan pembinaan tangki simpanan di bawah peruntukan Negeri. Projek-projek tersebut dijadualkan siap pada tahun 2017-2018. Untuk makluman Ahli Yang Berhormat bagi Layar, pada bulan April 2017 yang lepas, loji rawatan air Lubau yang membekalkan air terawat ke seluruh Daerah Betong telah menghadapi masalah teknikal pada sistem pam air terawat dan sistem penapisan yang mengakibatkan loji rawatan air tersebut tidak dapat berfungsi sepenuhnya untuk membekalkan air terawat ke para pengguna. Masalah teknikal ini telah mengakibatkan beberapa kawasan di Daerah Betong terutamanya di rumah panjang dan sekolah-sekolah rendah yang terletak di sepanjang Jalan Lidong, iaitu kawasan Tembawai Lubok, Nyelutong, Buyong Panjai, Buyong Pandak, Aur, Kubal Pengkalan, SK Saka, SK Issu Bangat dan SK Lidong, menghadapi masalah ketiadaan bekalan air. Oleh itu, projek menaiktaraf stesen pam yang terletak di Kilometer 6 dengan anggaran kos sebanyak RM650 ribu telah dicadangkan untuk mengatasi masalah teknikal tersebut. For the information of Ahli Yang Berhormat for Meradong, the proposed improvement and upgrading works to existing 280mm dia HDPE pipe of 17 km along Kelupu Julau Durin (KJD) Road project was endorsed by the Cabinet Committee late last year under the Rural Transformation Initiative. However, due to the ongoing Pan Borneo Highway project, the 17 km of pipe laying works will be affected due to the cut and fill of the proposed road. So the department is of the view that the upgrading of the Booster Station without this pipeline is unable to solve the water supply problem in the KJD areas. Therefore, the department suggested that this project to be put on hold until the completion of the Pan Borneo Highway. There are areas in the Meradong District experiencing water problems, particularly low pressure and the main causes are the undersized pipes, pumps and tanks. Sarikei Integrated Water Supply Master Plan has been approved under 11th Malaysia Plan Water Supply. This study will identify the water supply problems and propose solutions to resolve the water supply issues for Sarikei and Meradong Districts in the long term. This study costing about RM5 million will be implemented in 11th Malaysia Plan. For the information of Ahli Yang Berhormat for Bukit Goram, the Bekalan Air Luar Bandar kawasan Kapit project has been approved by KKLW for implementation in 11th Malaysia Plan. The scope of works includes watermain extensions to areas accessible along Jalan Kapit/Nanga Yong, Jalan Ulu Yong, Jalan Melekun and Jalan Bukit Goram. For the settlements along Jalan Antaroh/Sungai Sut, the water supply for these areas had been put up under the SAWAS programme. As for the water supply to Nanga Mujong, the project had been put up to KKLW under Rolling Plan 3 for consideration and approval. Regarding the proposed alternative source of water supply at Sungai Benuang for Kapit through the construction of a reservoir dam, it is necessary to conduct a detailed feasibility study to determine the suitability of the raw water source and geological formations for the construction of a dam. For the information of Ahli Yang Berhormat for Batu Kitang, water supply in Kuching City is distributed through a mixed system, via direct pumping and through balancing and storage reservoirs. Plans are in place to construct more reservoirs in Kuching Water Board supply areas in the future. In the mid-term review of 11th Malaysia Plan, Kuching Water Board will be putting up proposal for the construction of Sipaya reservoir with a capacity of 18 ml, Bukit Panchor reservoir which has a capacity of 48 ml and a 60 ml reservoir at Mile 7.

For the information of Ahli Yang Berhormat for Padungan, currently the treated water supply to Tanjung Manis comes from Sarikei. In anticipation of future industrial needs, it is planned to supply the Tanjung Manis Halal Hub using the new source at Sungai Maaw, Sibu. The new water pipeline from Sibu has been completed recently. However the water intake package is facing some delay due to technical issues which are currently being resolved and is targeted for the pipeline will be commissioned by end of June 2018. Untuk makluman Ahli Yang Berhormat bagi Saribas ... (Interruption) YB Encik Wong King Wei: Thank you Tuan Speaker, thank you Honourable Minister. On the water supply to Tanjung Manis Halal Hub, I‟ve understand that Tanjung Manis Halal Hub has started in 2008 and it has been termed as the spearhead to the Halal Industry for the State. Not only for the benefit of the non-muslim businessman but also for the benefit of non-muslim businessman. Therefore, what have the Government been doing in just giving the water supply to Tanjung Manis Halal Hub for the past nine years? What have the Government been doing all these while? Menteri Bekalan Elektrik Luar Bandar dan Bekalan Air (YB Dato Sri Dr Stephen Rundi Anak Utom): Tuan Speaker, thank you Ahli Yang Berhormat bagi Padungan, that is exactly the point. That is exactly the point. Why are we constructing that water supply for…Tanjung Manis Halal Hub because at the moment the project is ongoing process where the investors come in stages as well so we are actually expecting around 150 ml from raw water transfer from this water intake to be reached Tanjung Manis, there will be a treatment plan in Tanjung Manis. One is for the portable water, then the other one is for water for the industrial activities. So this is what the anticipation of the industrial activities in Tanjung Manis. As of now, I think the yield that has been produced from this water intake from this point is sufficient. But we are, as I told earlier, the technical issue that we have to be, have to be resolved in order to be fully to reach 150 ml so therefore I think it will be able to meet the demand of the industrial activities in Tanjung Manis in future. Untuk makluman Ahli Yang Berhormat bagi Saribas, cadangan projek bekalan air bersih dari Kampung Mangut ke Kampung Tuie, Kampung Serabang, Kampung Supa dan Kampung Medang telah diluluskan oleh KKLW dan akan dilaksanakan dalam Rancangan Malaysia Ke-11. Kerja ukur tanah, penyiasatan tanah dan kerja rekabentuk telah siap dijalankan. Proses pengambilan balik tanah dan penyediaan dokumen tender sedang dilakukan. Tender bagi projek ini akan dipanggil setelah proses pengambilan balik tanah siap. Projek dijangka bermula pada akhir tahun 2017. For the information of Ahli Yang Berhormat for Tanjung Batu, the water supply to Rumah Jembu anak Tanggai benefitting approximately 120 people (24 doors longhouse) will be implemented under the Rural Transformation Initiative Program for this year. For the information of Ahli Yang Berhormat for Ba‟Kelalan, a proposal to provide water supply to SK Long Luping has been put for consideration under the SAWAS program which will be carried out in stages and is also subject to the availability of the funds. For the information of Ahli Yang Berhormat for Tamin, The “Projek Menaik taraf Loji Rawatan Air Nanga Sekuau/NangaStapang dan kerja-kerja penyambungan paip ke Kawasan Nanga Tamin, Nanga Tajam dan Nanga Sekuau, Bahagian Sibu Sarawak” costing about RM65.2 million has also included the communities along the Sibu-Bintulu Road from Pekan Selangau to Pekan Arip. Untuk makluman Ahli Yang Berhormat bagi Engkelili, Bekalan air terawat ke kawasan San Samalaju termasuk SK San Semaju dan Rh. Engkabi telah dimasukkan dalam Projek Bekalan Air Luar Bandar (BALB) Kawasan Lubok Antu Fasa II dan projek ini telah diluluskan

oeh KKLW di bawah projek RP2, RMK-11. Untuk kawasan-kawasan lain yang dibangkitkan oleh Ahli-ahli Yang Berhormat, projek bekalan air telah dicadangkan kepada KKLW untuk dipertimbangkan dalam RMK-11. For the information of Ahli Yang Berhormat bagi Semuja, the project to connect treated water supply to Kampung Merakai has been approved under the Rural Transformation Initiative – KRA4 (Rural Water Supply) Programme, it is proposed to be implemented in 2018. Untuk makluman Ahli Yang Berhormat bagi Tupong, saya telah mengarahkan KWB dan JBALB untuk bekerjasama mencari penyelesaian bagi membina rangkaian paip ke Kampung Sagah. Untuk makluman Ahli Yang Berhormat bagi Balingian, Penyelesaian segera yang diambil, gen set telah digunakan untuk mengatasi masalah kabel yang sering terputus untuk bekalan air di Kuala Balingian. Untuk jangka masa panjang, pembinaan saluran paip di sepanjang 4.5km ke persimpangan Telian sedang dilaksanakan dan dijangka siap pada pertengahan tahun ini. Dari Balingian ke Kuala Balingian, sepanjang 17km saluran paip yang telah siap dibina 9 tahun yang lalu dan akan dibaikpulih untuk pembekalan air dari Mukah dijangka dapat dinikmati pada awal 2018. For the information of Ahli Yang Berhormat for Sadong Jaya, the proposed Samarahan Coastal Regional Water Supply project has been submitted to KKLW for consideration for implementation under the RP3, Rolling Plan 3, for the purpose of improving the water supply system in Asajaya and Sadong Jaya. The project is estimated to cost RM200 million and the scope of works include the construction of booster stations, high level tanks and the pipelines. Untuk makluman Ahli Yang Berhormat bagi Krian, bekalan air ke Brayang, Mudong Ibus dan Ulu Sebetan telah dikemukakan ke KKLW dalam “Rolling Plan 3” dengan anggaran kos sebanyak RM21.5 juta. Skop projek merangkumi pembinaan stesen pam penggalak, tangki air simpanan dan saluran paip. For the information of Ahli Yang Berhormat for Opar, the temporary 355mm HDPE pipeline project from Stenggang Reservoir to Kampung Stenggang will increase the volume of water supply to Batang Kayan Booster Station which will alleviate the water supply problem to SMK Senibong and surrounding areas in Lundu. Tender for this project had been called and closed recently and the works are expected to commence soon. For the information of Ahli Yang Berhormat for Telang Usan, the SAWAS programme will be implemented in stages subject to availability of funds. For the information of Ahli Yang Berhormat for Lambir, Projek Bekalan Air Luar Bandar di kawasan Beluru, Miri was awarded on 2nd May this year with a contract sum of RM69 million and contract period of 18 months. Scheduled date of completion will be October next year.

Rural Electricity Supply

Tuan Speaker, I will now touch on Rural Electricity Supply. The State recognises the almost half of our population live in rural areas dispersed sparsely across geographically challenging terrain especially in the interior. Nevertheless, the State is committed to provide everyone with 24 hours electricity under its Rural Transformation Program (RTP). Our rural folks too, deserve similar basic amenities as their urban counterparts.

To accelerate the transformation of rural areas, a Cabinet Committee on Rural Transformation has been tasked to oversee the Key Result Area (KRA) of providing electricity supply to rural households in the State. The target is to achieve full rural electrification by 2025. The strategies for full electrification are as follows:

(a) Rural Electrification Scheme (RES) by extending 33/11KV distribution lines form the existing Grid;

(b) Rural Power Supply Scheme (RPSS) for new 275/132KV Transmission lines and

substations which integrate with 33KV zone substations as strategic locations for rural grid extensions under RES; and last but not least;

(c) Renewable alternative stand-alone systems which, such as solar or mini hydro

under the Hybrid or SARES Program that that we have implemented, the initiative rural areas which are not grid-connectible in the immediate future.

Tuan Speaker, under the Federal Government Transformation Programme (GTP) where providing rural basic infrastructure forms, one of the National Key Result Area (NKRA), about RM2.94 billion have been allocated under the Federal funding from 2009 until the end of 2015. A total of 87,300 rural households were supplied with electricity supply within that period. Under the 11th Malaysia Plan from 2016 to 2020, the Federal Government has approved a ceiling provision of RM1.34 billion for grid extension projects and renewable alternative schemes, while the State Government has allocated RM270 million for the renewable SARES projects. The funding within this period is expected to benefit a total of 29,700 households. The State‟s current rural electrification coverage is about 87 percent. An additional funding needed from the Federal Government for the State to achieve full rural electrification programme is estimated around RM6.7 billion.

Isu-Isu Spesifik Tuan Speaker, on the specific issues for Rural Electricity Supply. On the issue raised by Ahli Yang Berhormat for Meradong a study was conducted by Sarawak Energy in 2013 on the possibility of using LED lanterns for street lighting. The study showed that converting from conventional High Pressure Sodium (HPS) street lighting to LED lantern would cost about six times higher as compare to HPS lantern, and also the spare parts are almost very costly and the light coverage spread is very narrow. Therefore more lighting points are required to meet the road lighting standards. Therefore I think the HPS is still the preferred choice. Tuan Speaker, untuk makluman Ahli Yang Berhormat bagi Daro, Projek Bekalan Elektrik Luar Bandar (BELB) ke rumah panjang di Sungai Pasin, rumah panjang di Batang Lassa, Kampung Sawai Matu, rumah panjang di Sungai Serban Daro dan rumah panjang di Nanga Lassa, Sibu hanya dapat dilaksanakan sekiranya ada jalan penghubung ke kawasan berkenaan. Pelaksanaan projek BELB juga tertakluk kepada kelulusan peruntukan daripada Kementerian Kemajuan Luar Bandar dan Wilayah (KKLW). Berhubung dengan projek-projek BELB di Kampung Muara Stubah dan di kawasan Sungai Ilas pula, sukacita saya nyatakan bahawa projek-projek tersebut telahpun siap sepenuhnya.

Untuk makluman Ahli Yang Berhormat bagi Balingian, Projek Bekalan Air Luar Bandar ke Rumah John di Bayan Ulu, Rumah Maben di Liuk, Setuan Kecil dan Setejuk di kawasan Setuan dan juga di Serupai akan dipertimbangkan dalam Rancangan Malaysia Ke-Sebelas. Tuan speaker, for the information of Ahli Yang Berhormat for Tamin, most meters have already been installed but there are some other applications that are still pending submission to SESCO. To expedite meter installation, SESCO is taking the initiative to assist these applicants by facilitating with their application process. Tuan Speaker, untuk makluman Ahli Yang Berhormat bagi Tanjung Batu, Bekalan Elektrik Luar Bandar ke Rumah Lebong anak Luan di Semanok sedang dalam pelaksanaan di bawah kontrak BELB 2016 yang akan mendatangkan manfaat kepada 61 isi rumah (households) dan dijangka siap suku kedua 2018. Bagi Projek BELB ke rumah Jembu Anak Tanggai pula telah dikemukakan untuk pertimbangan di bawah Rancangan Malaysia Ke-Sebelas. Untuk makluman Ahli-Ahli Yang Berhormat bagi Meluan, Gedong dan Murum, kawasan-kawasan ADUN tersebut tidak dibekalkan elektrik melalui SARES kerana dapat disambung terus melalui talian grid. Tuan Speaker, for the information of Ahli Yang Berhormat for Telang Usan, ten villages in his constituency have benefited from SARES project in 2016. In 2017, another ten villages are planned for supply under SARES, whereas twenty three villages are planned in 2018 and nine more in 2019. Tuan Speaker, Ahli-Ahli Yang Berhormat for Tamin, Balingian, Bukit Semuja and Bukit Begunan raised an issue on schools that have not been connected to the grid line. For the information of Ahli-Ahli Yang Berhormat, my Ministry through Sarawak Energy Berhad and Jabatan Kerja Raya in coordination with Jabatan Pendidikan Negeri Sarawak, has prepared a list for electricity supply options for these schools. All schools nearby to the distribution line will be connected to the grid under funding from the Federal Ministry of Education. Schools in remote interior which are non-connectible to the grid will be supplied under genset or stand-alone alternative supply.

Electricity Supply Tuan Speaker, the current grid generating capacity is 3,544MW to meet the power demand of 3,315MW in 2016, compared to about 3,000MW in 2015. To cater for the increasing power demand of both organic and SCORE customers, the new 624MW Balingian Coal-Fired Power Plant is expected to complete in the fourth quarter of 2018, the 421MW Tanjung Kidurong Combined-Cycle Gas-Fired Power Plant by the fourth quarter in 2019, while the 1300MW Baleh Hydroelectric Plant is scheduled to be completed in 2025. Tuan Speaker, the rapid increase in grid generating capacity is supported by enhancement of existing transmission lines and construction of new transmission lines, to evacuate the power generated and to improve the reliability of electricity supply to major load centers. This is especially crucial as the State moves forward in realizing our vision of a digital economy to leap-frog economic growth, and in the face of increasingly high expectation from consumers and potential investors. The 500kV second transmission backbone stretching across the State from Similajau to Lachau will be completed in the middle of this year while the stretch from Lachau to Tondong is expected to be completed by end of this year.

The second backbone transmission line provides an alternative route to transmit power from major generating sources located in the north of Sarawak to major load centers such as Sibu, Sarikei, Sri Aman and Kuching in the southern region of Sarawak. The risk of major outages in the southern region will thus be mitigated as supply continuity is maintained in the event of tripping of the existing transmission lines. Other major-ongoing or planned transmission system expansion and reinforcement are:

(a) Transmission lines connecting Petian-Daro-Sg Maaw-Tg Manis strengthening supply to the central coastal areas which is expected to complete in 2018;

(b) The 275kV Murum-Samalaju transmission line will enhance supply reliability to

Bintulu and Samalaju and is expected to complete towards the end of 2018; (c) The planned Similajau-Bunut-Miri transmission line to enhance supply to Miri,

targeted to be completed by the year 2020; and (d) The Bunut-Limbang-Lawas transmission line connection that will eventually

connect Northern most Sarawak to the State Grid by the year 2021. Tuan Speaker, Sarawak Energy continues to expand and reinforce distribution. YB Encik Chong Chieng Jen: Thank you Tuan Speaker, thank you Honorable Minister. Just now Honorable Minister was saying, the State is now at the level of 3,500 MW. We were told that the Bakun Dam alone can generate 2,400 MW. May I know the generation of electricity from all the generators in Sarawak beside Bakun Dam and why are we only able to generate 3,500 MW as it is now despite the fact that Bakun is now already in full operation? Menteri Bekalan Elektrik Luar Bandar dan Bekalan Air (YB Dato Sri Dr Stephen Rundi Anak Utom): Tuan Speaker, there is installed capacity and firm capacity. In Bakun if talk about the installed capacity, the figure is higher. The firm capacity which is actually to be utilized in terms of the turbines and so on. That is where you can see the figure is slightly different. But we are more concerned of the firm capacity which is to be consumed by the consumers. And therefore if you see Bakun Dam the rate of firm capacity might be much lower. We have actually calculated the PPS being signed by the government and also the investors and that will determine the power that we need. That is why we need to understand what is firm and installed capacity. YB Encik Chong Chieng Jen: Arising from your answer may we know what is the firm capacity of Bakun Dam? Menteri Bekalan Elektrik Luar Bandar dan Bekalan Air (YB Dato Sri Dr Stephen Rundi Anak Utom): Firm capacity of Bakun Dam is around 1,700 MW at all times. Okay. Fourthly the Bunut-Limbang-Lawas transmission line connection that will eventually connect Northern most Sarawak to the State Grid by the year 2021. Tuan Speaker, Sarawak Energy continues to expand and reinforce the distribution grid system to meet the localized demand and improve their reliability. They have put in place various measures to overcome current challenges to the distribution system, especially long rural lines which are subject to outages due to natural elements such as lighting, vegetation and also animals. These include earthing improvements, installing lightning arresters, remote monitoring, automation, vegetation management, frequent line patrolling and mobile field force tracking.

In addition, Sarawak Energy continuously replaces old bare LT (Low Tension) lines with PVC covered lines and also identified alternative supply sources where viable to do so.

Specific Issues Tuan Speaker, I shall now respond to the specific issues raised by the Ahli-Ahli Yang Berhormat. On the request by Ahli Yang Berhormat for Jemoreng to enhance electricity supply in his area, I am pleased to mention that a 132kV transmission line project from Tanjung Manis to Daro and 132kV substation in Daro are being constructed and expected to be completed by the fourth quarter of this year. In addition, a 132kV transmission line project from Petian to Daro is expected to complete in 2018 which will provide another source of supply for the 132kV substation in Daro. With the completion of these projects, Matu and its surrounding areas will have two sources of supply. The main source is the said new 132kV substation in Daro and the other one being the 33kV line from the existing 132kV substation as a backup source. Tuan Speaker, for the information of Ahli Yang Berhormat for Machan, on electricity outages, these were due to transient factors such as vegetation, animal intrusion, strong wind, lightning activities, and overhead line fault. In order to minimize the occurrence of outages due to transient factors, SESCO has stepped up its effort on vegetation management by increasing the frequency of its line patrols for early detection of vegetation that could potentially lead to power outages. In addition, installation of a 33kV backup feeder is in progress to Kanowit and expected to be completed by end of this year. Upon completion, the reliability of supply will be further improved. Tuan Speaker, with regards to the points raised by Ahli Yang Berhormat for Kota Sentosa, in compliance with the Government‟s call for a significant Bumiputera participation in contracts, as a Government-linked company (GLC) Sarawak Energy is adopting a policy of requiring 30% composition of contracts awarded to be undertaken by Bumiputera entrepreneurs.

Telecommunications

Tuan Speaker, the provision of infrastructure such as water supply, electricity resources, and communication system indicates the growth and rapid development of a country. Thus, infrastructure investment reputedly can contribute to the increase of national economic growth. The Government through the Malaysian Communication and Multimedia Commission (MCMC) has invested over RM2 billion of Universal Service Provision (USP) fund for infrastructure development in Sarawak since 2008 until now. These investments are visible with the construction of 412 communication towers in the rural areas, 1237 km of fibre-optic cable connection (BBGP), and 124 IMalaysia Internet Centre (PI1M) which has been operating throughout the State. Other project that is being implemented through this fund is the construction of submarine fibre-optic cables that connects the Peninsular Malaysia to Sabah and Sarawak through the Cable System Rakyat 1Malaysia (SKR1M) initiative. The SKRIM has a total of

1229 km connection length which will provide internet speeds up to 4Tbps and is capable to be upgraded to a capacity of up to 12Tbps, depending on the consumer demand. The Government is currently expanding the high-speed broadband coverage up to 100Mbps in urban areas through the High Speed Broadband (HSBB) initiative. The Government is also upgrading the access speed of broadband services up to 20Mbps in the suburban and rural areas through Sub-Urban Broadband (SUBB) initiatives. In addition, 825 communication towers built by SACOFA Sdn. Bhd. under commercial initiatives also contributed to the increase in 2G and 3G coverage throughout the State. This is the Government‟s continuous efforts to ensure the increase of broadband penetration rate in Sarawak. To date, records have shown the increase of broadband penetration rate from 13.6% in 2008 to 51.8% in the third quarter of 2016. Meanwhile, the coverage of 3G services recorded in populated areas has also increased by 44.1% since 2008 to 72.1% in February 2017. Tuan Speaker, the development of infrastructure and communication services in Sarawak has been strengthened through the formation of Cabinet Committee for Rural Transformation which was established by the State in 2016. This shows the seriousness of the leaders in the State to spur economic growth through the Digital Economy in Sarawak. Exploration of the digital economy will be a new dimension in the development in Sarawak which would be a source of economic growth for more opportunities to the communities, especially the rural community and youth to participate in programs such as E-commerce, E-health, E-learning, E-tourism, etc. In view of that, various planning is in place for communication infrastructures to be upgraded and new communication towers to be implemented. Among the initiatives are the addition of 240 new communication towers, the upgrading of 395 existing towers to provide 3G and 4G services, and continuing efforts to connect over 600 towers with optical fibre to provide better broadband coverage and services. In the Chief Minister‟s speech during the International Conference on Digital Infrastructure and Economic Sarawak (IDECS) at the Borneo Convention Centre Kuching (BCCK) in April this year, a total of 5000 communication towers will be constructed in Sarawak to strengthen the communication infrastructure network and to develop Digital Economy era in the next five to ten years. The Sarawak State Government is also committed to initiate the development of the Digital Economy through RM1 billion investments to build communications infrastructure and to ensure the increase of internet penetration and speed. This includes the setting up of the RM30 million Digital Village, aimed at producing young technopreneur. Like the implementation of other basic infrastructure facilities, network design and implementation of communication systems should also be planned and designed centrally by focussing on high populated areas and then gradually to surrounding areas. This is to ensure that these facilities can provide a better quality of service to all regions, especially rural populated areas in Sarawak. In addition, centralized planning is also important due to various challenges such as the hilly terrain in Sarawak, high density of tropical rain forest and canopy height, scattered population, not only scattered, sparse and the constraints of stable electricity supply in rural areas.

Nevertheless, the State Government strive and will rise up to the challenge of developing and bridging urban and rural areas through the construction and upgrading of communication infrastructures, thus to improve productivity and quality of life for Sarawakians overall.

Isu-isu Spesifik Tuan Speaker, for the information of Ahli Yang Berhormat for Meradong, there are 14 communications towers that are currently operational in DUN Meradong. Nine of the total communication towers had been upgraded from 2G to 3G service. The upgrading of the remaining five communication towers from 2G to 3G and 3G to 4G services will be completed by first quarter of next year. The Government through SACOFA will build additional two commercial towers in Jalan Pan Borneo 52 and 53 by 2018. For the upgrading of fixed line internet (Streamyx) in Bintangor, Meradong district is listed in the planning by TM Sarawak to implement under Sub-Urban Broadband Initiative (SUBB) in 2019. Tuan Speaker, untuk makluman Ahli Yang Berhormat bagi Beting Maro, terdapat lima buah menara telekomunikasi yang beroperasi sepenuhnya di kawasan DUN Beting Maro termasuk sebuah menara telekomunikasi berskala kecil yang telah dibina dan beroperasi untuk mempertingkatkan liputan perkhidmatan telekomunikasi di kawasan Beting Maro. Selain daripada itu, terdapat tiga Pusat Internet 1Malaysia yang beroperasi di Kampung Batang Maro, Kampung Kalok dan Beladin dan juga tujuh Wifi Komuniti yang boleh digunakan untuk mengakses kemudahan internet di kawasan Beting Maro. Manakala, penaiktarafan talian tetap internet (Streamyx) di kawasan Beting Maro juga telah siap dilaksanakan. Sebanyak 192 port telah disediakan dan boleh dilanggan untuk menikmati pakej internet berkelajuan sehingga 8 Mbps daripada pihak TM Berhad. Kerajaan Negeri melalui Suruhanjaya Komunikasi dan Multimedia Malaysia (MCMC) akan mengkaji kesesuaian lokasi dan mempertimbangkan pembinaan Pusat Internet 1Malaysia di Kampung Tambak dan Kampung Semarang pada masa yang akan datang. Tuan Speaker, untuk makluman Ahli Yang Berhormat bagi Saribas, terdapat lapan buah menara telekomunikasi yang beroperasi sepenuhnya di kawasan DUN Saribas termasuk Kampung Mangut, Kampung Medang dan Kampung Serabang. Manakala terdapat dua menara komunikasi sedia ada telah dinaiktaraf kepada perkhidmatan jalur lebar mudah alih 3G untuk mempertingkatkan liputan perkhidmatan telekomunikasi di kawasan Saribas. Kerajaan Negeri melalui Suruhanjaya Komunikasi dan Multimedia Malaysia (MCMC) juga merancang untuk membina sebuah menara telekomunikasi di Kampung Serembang dan mempertimbangkan menara di Kampung Tuie pada masa yang akan datang. Manakala pihak SACOFA akan membina sebuah menara komersil yang terletak di Jalan Pan Borneo 42 pada tahun 2018. Tuan Speaker, for the information of Ahli Yang Berhormat for Opar, there are 14 communication towers that are currently operational in DUN Opar including three small structure towers in Kampung Sembawang, Kampung Sebiris and Kampung Spadah. All these communication towers had been upgraded from 2G to 3G service by all service

providers. Nine of these communication towers will be upgraded from 3G to 4G services which will be completed by the first quarter of next year. The Government through Malaysian Communications and Multimedia Commission (MCMC) will conduct further study to construct one tower in Kampung Selampit for future planning and SACOFA will also build additional seven commercial towers along Pan Borneo Highway and Jalan Bau Lundu by the year 2018. For the fixed line internet (Streamyx) in Matang Wildlife and the surrounding kampong areas, there are 96 ports available and ready to serve consumers in the areas. TM Sarawak had included these areas to the plan under Sub-Urban Broadband Initiative (SUBB) which will provide the speed up to 100 Mbps in 2018. Tuan Speaker, untuk makluman Ahli Yang Berhormat bagi Meluan, terdapat 16 menara komunikasi sedang beroperasi di kawasan DUN Meluan dan dua menara komunikasi masih dalam proses memasang peralatan selular di Nanga Maong dan Nanga Meluan yang dijangka siap pada suku tahun ketiga 2017. Tambahan tiga menara komunikasi komersil akan dibina di kawasan DUN Meluan pada tahun 2018. Manakala sebanyak tujuh menara komunikasi sedia ada akan dinaiktaraf kepada perkhidmatan jalur lebar mudah alih 3G atau 4G di kawasan DUN Meluan yang dijangka siap pada suku tahun pertama 2018. Manakala, terdapat dua Pusat Internet 1Malaysia yang beroperasi di pekan Julau dan di Nanga Meluan dan juga tiga Wifi Komuniti yang boleh digunakan untuk mengakses kemudahan internet di kawasan Meluan. Selain daripada itu, penaiktarafan talian tetap internet (Streamyx) di kawasan DUN Meluan juga telah siap dilaksanakan. Sebanyak 96 port telah disediakan dan boleh dilanggan untuk menikmati pakej internet berkelajuan sehingga 8Mbps daripada pihak TM Berhad. Tuan Speaker, untuk makluman Ahli Yang Berhormat bagi Murum, terdapat sepuluh menara komunikasi sedang beroperasi di kawasan DUN Murum dan satu menara komunikasi yang masih dalam proses memasang peralatan selular di Murum yang dijangka siap pada suku tahun keempat 2017. Manakala lima menara komunikasi sedia ada telah dinaiktarafkan kepada perkhidmatan jalur lebar mudah alih 3G dan enam menara lagi akan dinaiktarafkan perkhidmatan jalur lebar mudah alih 3G atau 4G di kawasan DUN Murum yang dijangka siap pada suku pertama 2018. Kerajaan Negeri melalui Suruhanjaya Komunikasi dan Multimedia Malaysia (MCMC) akan mengkaji kesesuaian lokasi dan mempertimbangkan pembinaan menara telekomunikasi di Lusong Laku, Jelalong dan Unau pada masa yang akan datang. Tuan Speaker, for the information of Ahli Yang Berhormat for Pelagus, for the fixed line internet (Streamyx) provided by TM Sarawak in Kapit, there are 2,680 ports available and ready to serve consumers which will provide the speed up to 8Mbps in that area. TM Sarawak had included Kapit to the plan under Sub-Urban Broadband Initiative (SUBB) which will provide the speed up to 100 Mbps in 2019 depending on the road access readiness from Kapit to Kanowit. Tuan Speaker, untuk makluman Ahli Yang Berhormat bagi Kabong, terdapat lapan buah menara komunikasi yang beroperasi sepenuhnya di kawasan DUN Kabong dan juga

satu menara komunikasi berskala kecil telah siap beroperasi di Rumah Belayong. Manakala, terdapat tiga menara komunikasi sedia ada telah dinaiktaraf kepada perkhidmatan jalur lebar mudah alih 3G untuk mempertingkatkan liputan perkhidmatan telekomunikasi di kawasan Kabong. Kerajaan Negeri melalui Suruhanjaya Komunikasi dan Multimedia Malaysia (MCMC) merancang untuk membina sebuah menara komunikasi di Jalan Kabong-Gerigat untuk memperluaskan liputan telekomunikasi di kawasan Kabong. Untuk makluman Ahli Yang Berhormat bagi Kabong, tiada menara hantu (Naked Tower) yang dilaporkan di kawasan DUN Kabong pada setakat ini. Tuan Speaker. First and foremost, I together with the other Ahli-ahli Yang Berhormat in this august House wish to record my sincere appreciation in thanking to Tuan Yang Terutama Yang di-Pertua Negeri Sarawak for his address during the opening of the 1st meeting of the 2nd session of the 18th sitting of the Dewan Undangan Negeri Sarawak on the 11th May 2017. I would like to take this opportunity to congratulate Ke Bawah Duli Yang Maha Mulia Sultan Muhammad V on His Majesty‟s coronation as the 15th Yang di-Pertuan Agong on 24 April 2017. Tuan Speaker, the 11th of January 2017 was indeed a sad day for Sarawak with the passing of our former Chief Minister Yang Amat Berhormat Tan Sri Datuk Patinggi (Dr) Haji Adenan Bin Haji Satem. His short term in office as the 5th Chief Minister of Sarawak had brought about many changes which have touched the lives of many Sarawakians. May I also put on record our deepest condolences to the family of the late Tan Sri Datuk Patinggi (Dr) Haji Adenan Bin Haji Satem. Tuan Speaker, I would also like to put in record our deepest condolences to the family of the late Tan Sri Datuk Patinggi Dr Wong Soon Kai, previous Cabinet Minister of Sarawak, Yang Berhormat for this august House and the third party president of SUPP. I would like to congratulate Yang Amat Berhormat Datuk Amar Abang Haji Abdul Rahman Zohari Bin Tun Abang Haji Openg on his appointment as the 6th Chief Minister of Sarawak on the 13thJanuary 2017. This is indeed Team Adenan Capten Abang Jo. Congratulation again to Yang Amat Berhormat Datuk Amar Chief Minister for leading the Barisan Nasional to an astounding victory in the N.3 Tanjung Datu by-election on 18th February 2017. I also would like to take this opportunity to congratulate Yang Berhormat Datuk Amar Jamilah binti Haji Anu for being elected as the Ahli Dewan Undangan Negeri for N.3 Tanjung Datu. Tuan Yang Terutama in his opening address for this sitting has spoken on a wide range of matters such as the State‟s economy, digital economy and ICT infrastructure, rural transformation,vurban well-being, security and safety, State and Federal Government relationship, political stability, unity and racial harmony. Tuan Yang Terutama has also reminded Ahli-ahli Yang Berhormat to maintain discipline and proper decorum during the course of their debates in this august House. I would like to record my thanks to all Ahli-ahli Yang Berhormat who, during the course of their debates, have either commented or raised matters related to my Ministry as well as agencies and departments under my purview or watching brief. I will now do my winding up for my Ministry, Departments and Agencies. At the same time, I will attempt to respond to issues raised by Ahli-ahli Yang Berhormat.

Ministry of Local Government and Housing

Tuan Speaker, with the recent Cabinet reshuffle, I am very grateful that I have been entrusted by the Yang Amat Berhormat Chief Minister to take up the extra portfolio on housing matters. My Ministry and all the agencies and departments under my charge, namely the 24 local authorities including MBKS, Department of Irrigation and Drainage Sarawak, Sewerage Services Department Sarawak, Housing Development Corporation, Borneo Development

Corporation and two federal agencies Sarawak State Health Department and Sarawak State Fire and Rescue Department, are fully aware of the ever changing and increasing expectations of the Rakyat. We pledge to give our full commitment to ensure that our service delivery systems are continuously improved to ensure the quality of life of the rakyat. My Ministry has implemented many initiatives such as Sarawak Civil Service Scorecard (SCS Scorecard), Key Focus Activity (KFA), MS ISO 9001:2015, Innovative & Creative Circle (ICC) and citizen engagement programs. As well as Key Performance Indicator for council chairman and councillors. In addition to that, my Ministry has also identified 7 Local Key Result Areas that the local authorities need to focus on for the Year 2017 and 2018. They are:

(a) They are hygienic food outlets; (b) Green and clean market; (c) Alleviating flash flood; (d) Creating business opportunities; (e) Safe roads; and (f) Local help service and clean functional and more accessible toilets.

The Local Key Result Areas were selected by local authorities based on their rating and also from the top issues registered in Talikhidmat.

24/7 Local Help Service

The 24/7 Local Help Service is designed to establish a structured and coordinated system to proactively detect problems and shortcomings on the ground before they become public complaints. This service will run on a pilot project basis in Kota Samarahan, Padawan, Sri Aman,Sibu, Bintulu and Miri. The 24/7 Local Help Service teams are undergoing training and they are currently attached with DBKU. The first service will roll out in July this year.

Local Authorities Staffing

My Ministry is fully aware of the human resource constraint and capacity faced by the local authorities. I wish to inform this august House that Jabatan Perkhidmatan Awam Malaysia has approved a total of 426 new posts for the Ministry and 23 local authorities. New staff will be recruited in stages based on the financial capacity of each local authority and the process is ongoing. To date, 173 new staff has been recruited.

Local Authorities Finance

Tuan Speaker, some of our district councils are not able to generate enough income due to small number of rateable properties in their area. The scattered nature of settlement poses logistic challenges to the district councils. Inspite of this, the State Government still proceeded to reduce or abolish rates for the benefit of the people especially the low income group be reduce the assessment rate for more that 400 thousand residenship properties and 130 thousand properties totally free of rates in 2016 causing a total reduction in council revenue by 30.5 million.

My Ministry is continuously looking into ways to improve the efficiency of the local authorities„ processes and services so that they can generate “healthy“ cashflow and savings for the local authorities and these include advancing the due date of assessment rates to February and August instead of May and October in each year. The Local Authorities will also be encouraged to embark on e-billing to reduce overhead costs and this is also in line with Yang Amat Berhormat Chief Minister„s vision for the State to leapfrog into digital economy.

Development Projects and Programmes under Local Authorities

Tuan Speaker, Ahli-ahli Yang Berhormat for Lingga, Dudong, Beting Maro, Tellian, Engkilili, Saribas, Tupong, Tanjung Datu, Tanjung Batu, Batu Kitang, Pending, Piasau, Repok, Layar, Meradong, Padungan, Machan, Lambir, Batu Danau and Bukit Goram have highlighted various issues and concerns relating to the provision of infrastructures, municipal services and the occurrences of flash flood in the respective constituency . These issues and concerns raised by Ahli-ahli Yang Berhormat will be looked into by the respective agencies under my charge. In this regard, my Ministry will continue to seek for more State and Federal fundings. For the information of Ahli-ahli Yang Berhormat, the State Government has approved an allocation of RM61.6 million in 2017 for the 23 Local Authorities to implement 476 small to medium-sized infrastructure projects such as upgrading of street lightings, traffic lights, footpaths, public toilets, libraries, jetties and recreational parks. Out of these 476 projects, 464 or 97.5% are at various stages of implementation and the majority will be completed within this year. In addition to this, the State Government through the Rural Transformation Initiatives has also approved 114 state flood mitigation projects with a total ceiling of RM100 million. The projects will be implemented by the Councils, DID and JKR and currently, they are at various stages of planning and implementation. Apart from that, a total of RM3.5 million was approved for the implementation of various Community Development Programmes. The Federal Government has also approved a total fund amounting to RM265 million for this year to my Ministry for the maintenance of roads, drains and road furniture under the Malaysian Road Records Information System (MARRIS). To-date, RM185 million has been received and distributed to the various local authorities based on their registered road mileage. In addition to this, the Federal Ministry of Urban Well Being, Housing and Local Government (KPKT) has this year approved RM27.9 million to the Local Authorities in the State to implement 99 minor infrastructure development projects. All of these 99 projects are expected to be completed within this year. Besides that, RM2.91 million has approved under the Urban Poor Eradication Programme to repair 194 houses and another RM1.1 million to implement 5 projects under the Safe City Programme.

Law Revision Committee My Ministry has set up Councils‟ Law Revision Committee with the objective of reviewing and updating local authorities laws and regulations to meet the current needs and demands. This Committee is chaired by the Permanent Secretary of my Ministry and members are amongst the legal officers of the major Councils. Among the laws there are currently under study by the Committee are Earthworks By-laws due to the importance of controlling the flood and soil sedimentation in the development areas and their vicinity. Secondly, Hotel and Lodging Houses By-laws is also being reviewed

as there is a strong need to update and regulate the hotel industry in support of the State tourism. There will be series of engagement sessions with the industry players before the new laws become enforceable by end of this year or early next year. Since 2012, two laws have been streamlined and reviewed namely, the Local Authorities (Advertisements) By-Laws, 2012 and the Local Authorities (Amendment) Ordinance, 2013. In addition to that, the Local Authorities (Licensing of Food Establishments and Miscellaneous Trades) By-laws are already in the final draft stage.

Community of Practice for Valuation My Ministry has also set up a Community of Practice for Valuation comprising of valuers from both my Ministry and the major Local Authorities in the State. This serves as a platform for valuers to discuss and agree on the methods of valuation for special properties such as hotels and shopping complexes so that rates chargeable are more uniformed and equitable throughout the State.

Issues Raised by Ahli-ahli Yang Berhormat On the issue raised by Ahli Yang Berhormat for Piasau on developing new and unique food and beverages attractions in Miri. I wish to inform Ahli Yang Berhormat that Miri City Council has already designated 11 food truck areas at popular spots in the city as well as at parks and sea sides. In addition to that, Miri City Council is also developing Miri Night Market at Jalan Brooke and Taman Luak. All these activities will definitely boost the local economy. For the information of Ahli Yang Berhormat for Tellian, Dalat and Mukah District Council has a new site approved for sanitary landfill with an allocation of RM3 million. But unfortunately, the Council is facing objection from the local residents which will further delay the implementation of this project. We will continue to have more dialogues with the local residents and hope Ahli Yang Berhormat for Tellian can also assist in this matter. For the information of Ahli Yang Berhormat for Engkilili, I am pleased to inform this august House that Engkilili town waterfront/walkway project is scheduled for completion this month despite various complications with regards to material supplies and working conditions.

Housing Tuan Speaker, I will now deliberate on housing issues. This year, Sarawak housing industry also facing challenges due to the falling prices of crude oil and commodities. Nevertheless, we will continue to work tirelessly to deliver affordable houses to the Rakyat.

Federal Affordable Housing Schemes Tuan Speaker, The Federal Government has five (5) housing programs to assist the Rakyat to own a house particularly the low income group.

(a) PBR or Program Bantuan Rumah is a program under Ministry of Rural and Regional Development targeted to cater for the housing needs of E-Kasih registered rural hardcore poor. For Sarawak, this program offers financial assistance of up to RM68,000 for the construction of new houses or up to RM15,000 for the house repairs.

(b) PSN or Penempatan Semula Nelayan is a joint effort by Federal Ministry of Agriculture and the State to provide proper housing for fishermen. Currently, 570 units are under construction in Pulau Bruit and Beladin.

(c) Program Perumahan Rakyat focuses to reduce the squatters problem and to

give opportunities for those households with monthly income of RM3,000 and below to own a house. Currently there are 2,428 units under construction in Kuching, Samarahan, Miri and Sibu.

(d) The fourth Federal Program, Syarikat Perumahan Negara Berhad (SPNB) has

plan to construct 1,000 units under the Program Rumah Mesra Rakyat 1Malaysia to help those families with household income of RM3000 and below who do not own a house or are living in dilapidated houses. The house will be built with the cost between RM68,000 to RM79,000 per unit. Out of this cost, the government will subsidise RM20,000 and the balance will be financed through government loan.

(e) The fifth Federal Program is Rumah Bina Negara program is implemented by

RISDA. It provides affordable housing for the Second Generation in Rural Areas (Generasi Kedua Luar Bandar) who does not own a house and having a monthly household income below RM4,000. Under the scheme, RISDA will construct the house at RM65,000. The government will subsidize RM20,000. The participant is only required to finance the balance of RM45,000.

In addition to the 5 Federal Programs that I have just mentioned, the Federal Government also have two other housing program. Program Perumahan Penjawat Awam 1Malaysia (PPA1M) is to assist Government Officers to own a house. 5,406 units are being constructed in Kuching, Samarahan and Miri. Projek Perumahan Rakyat 1Malaysia (PR1MA) is to cater for the housing needs of the medium income group earning between RM2,500 and RM15,000 per month. A total of 16,063 units of houses have been approved under this program and they are at various stages of implementation in Kuching, Samarahan, Sibu, Bintulu and Miri.

State Affordable Housing Schemes

Apart from the Federal Government initiative, the State Government also has two (2) housing programs to assist the low income group in addressing their housing needs. Since April 2016, Skim Perumahan Khas Rakyat or in short SPEKTRA was introduced where all private developers are required to build affordable houses to the prescribed specifications in their development projects. Recently, on 15th February 2017 the Yang Amat Berhormat Chief Minister has also announced Program Rumah SPEKTRA Permata. This program is designed to address the housing needs of our rural population with monthly household income of RM4,000 and below, and those who have residential lots either in the Land and Survey kampung extension scheme or Housing Development Corporation development scheme. Under RMK-11, HDC targets to construct 1,000 units throughout the State with an allocation of RM300 million.

Digital Housing Application

Tuan Speaker, in the last DUN sitting, it was reported that the Housing Development and Management System or also known as HomeApps has been implemented. This was due to the effort of our Yang Amat Berhormat Chief Minister when he was the Minister of Housing to digitalize the manual work processes. For 2016, a total of 539 housing development licenses and 481 advertisement and sale permits were approved. For the first quarter of this year, a total of 142 housing development licenses and 128 advertisement and

sale permits have been approved. All these housing development licenses and advertisement and sale permits have been approved within a period of 5 working days as stated in our client charter. The implementation of HomeApps has also simplified and expedited the process of case settlement especially for house purchasers outside Kuching. For 2016, a total of 48 cases were settled by the Tribunal. For this year up to April 2017, a total of 13 cases have been filed to the Tribunal. The common issues raised by the claimants are the late Handing Over of House Vacant Possession, late issuance of Occupation Permits (OP), late issuance of Land Titles, defects, poor workmanship and non-compliance with agreed building specifications.

Compliance Inspection on Licensed Housing Developers

The HomeApps also assists in monitoring the compliance of licensed housing developers to our Ordinance and Regulations. For 2016, the system detected 276 suspected offences. For this year, the system has detected another 25 suspected cases. Out of these, 12 were compounded, 271 cases were investigated and no breach of the Ordinance and Regulations was found and 5 cases were waived. The remaining 13 suspected cases are still under investigation.

Issues Raised by Ahli-ahli Yang Berhormat For the information of Ahli Yang Berhormat for Repok, at this moment the Government has no plan to build affordable houses in Repok constituency. However, the Government through Housing Development Corporation will carry out market survey to determine the housing demand and type of housing schemes that can be implemented. For the information of Ahli Yang Berhormat for Batu Kitang, Housing Development Corporation is in the process of applying for strata title for RPR Arang Road. For the information of Ahli Yang Berhormat for Lingga, the affordable housing scheme in Lingga will be implemented under RMK-11. As for Maludam, it is generally low-lying area and prone to flooding. HDC has yet to identify a suitable site and a suitable housing scheme for Maludam. For the information of Ahli Yang Berhormat for Samalaju, the State has approved 794 units of affordable housing for Samalaju. This will be implemented by HDC in stages. In addition, the housing needs in Samalaju constituency will also be provided by the private sector, the development of which will depend very much on the market forces. Ahli-ahli Yang Berhormat for Muara Tuang, Machan, Lambir and Batu Danau has highlighted various issues and concerns relating to housing matters in their respective areas. My Ministry will look into these issues and concerns.

Department of Irrigation and Drainage (DID) Sarawak

Flood Mitigation and Urban Drainage

Tuan Speaker, in 2017, the Federal Government has allocated RM28.21 million for Flood Mitigation and RM30.66 million for River Management Program. For the information of Ahli Yang Berhormat for Dudong, Sibu Flood Mitigation Phase 3 is expected to commence by the end of year.

Ahli-ahli Yang Berhormat for Lingga, Saribas, Machan and Beting Maro highlighted issues and concerns relating to riverbank erosion and tidal flooding in their respective constituencies. For the information of Ahli-ahli Yang Berhormat, these areas are subject to tidal flooding at least twice a month. Most of the houses are built on stilts. It is very costly to provide flood mitigation and riverbank erosion protection works for all these flood prone areas. Therefore, it may be more cost effective to relocate some of the severely affected settlements to higher ground. During the last sitting, I have informed this august House that RM11 million under RMK-11 has been approved by Federal Government for the Stormwater Management Drainage Master Plan Study for major towns in Sarawak. For the information of Ahli Yang Berhormat for Repok, the study for Sarikei and Bintangor towns has commenced this year with the cost of RM2.3 million. The findings of this master plan study will form the basis to bid for future flood mitigation and urban drainage projects. For the information of Ahli Yang Berhormat for Layar, the master plan study for Betong town is expected to commence next year. The State Government has allocated RM18.385 million this year to implement five (5) Urban Drainage Improvement projects throughout the State. Two (2) projects are on-going namely the drainage improvement works in Lawas and drainage outlet for Sarawak General Hospital at Green Road. The remaining three (3) are in various stages of planning. For the information of Ahli Yang Berhormat for Tupong, the urban drainage project at Kampung Gita will be tendered out this year. Department of Irrigation and Drainage will study the flood issues in Taman Malihah and Taman Sejoli and Taman Murni. In addition to this, to alleviate the flash flooding problem in Kuching, the State Government has allocated RM6.9 million for DBKU to improve drainage outlet from Padang Merdeka to Sungai Sarawak. This project has been tendered out this month and it is scheduled for completion by the second quarter of next year.

Coastal Erosion Protection and River Mouth Rehabilitation Projects Tuan Speaker, for the information of Ahli-ahli Yang Berhormat, the Federal Government has approved an allocation of RM 83.05 million to implement coastal erosion protection projects at 8 areas in Kuching, Miri, Mukah and Samarahan divisions. Two projects will be completed within this year. The remaining 6 projects are currently in planning and design stage. In addition to this, RM 29.96 million has been approved to dredge the river mouths of Sungai Sematan, Sungai Buntal, Sungai Bako and Sungai Limbang to improve the riverine navigation. These projects are currently in the various stages of design and procurement.

Hydrology and Water Resources

Tuan Speaker, DID Sarawak has established a total of 596 Hydrological Stations throughout the State. These comprise of 347 rainfall stations, 153 water level stations, 34 discharge stations, 22 climate stations, 28 evaporation stations and 12 groundwater stations. 393 of these stations are connected to the Central Information Telemetry Network. Information on rainfall and river water levels is available online through iHYDRO and SarawakGov services. DID Sarawak will continue to develop and upgrade another 50 telemetry stations this year.

Sewerage Services Department (SSD)

Urban Sewerage

Tuan Speaker,, I will now touch on various sewerage projects in the State undertaken by the Sewerage Services Department.

Septic Sludge Treatment Facilities

Tuan Speaker, the Department is working closely with Land and Survey Department to finalise the acquisition of suitable sites in Betong, Sarikei, Kapit and Limbang Division for the construction of four (4) additional septic sludge treatment plants each costing RM 15 million which were approved under RMK-11 First Rolling Plan (2016-2017). The design works are on-going. Once the land acquisition is finalised, tenders are scheduled to be called by the end of the year.

Centralised Sewerage Systems

Tuan Speaker, the construction of Miri Centralised Sewerage System, Phase 1, Package A involving the sewer network has commenced on 30th March 2017. It is scheduled for completion in 4 years time. The tender for Package B involving the centralised sewage treatment plant is scheduled to be called in the 3rd Quarter of this year. The total scheme value for Package A and B is RM428 million.

For Kuching Centralised Sewerage System Zone 1 Package 2, the tender is scheduled to be called next month. The scheme value of this project is RM20 million. This is for the proposed Darul Hana Redevelopment Area.

Sewerage Master Plan Studies

Tuan Speaker, three (3) sewerage Master Plan studies each costing RM 1 million for smaller urban centres in the State, that is Kota Samarahan Town, Sarikei/Bintangor Town and Mukah Town were approved under the RMK-11 First Rolling Plan (2016-2017). The studies have commenced this month and are expected to be completed within 8 months.

Sarawak Health Department

Health Services

Tuan Speaker, I shall now touch on the services provided by Sarawak Health Department, one of the Federal departments under my watching brief.

The Department provides services through a network of 23 hospitals consisting of one (1) state hospital, 3 major specialist hospitals, 5 minor specialist hospitals, 3 special institutions and 11 district hospitals. The department also operates 204 health clinics or Klinik Kesihatan (KK), 7 Klinik Desa, 35 Klinik 1Malaysia and 24 Klinik Ibu dan Anak.

Sarawak Health Department has a total of 25,233 approved posts. 96% has been filled. These consist of 308 specialists, 2,764 medical officers, 328 dental officers, 625 pharmacists and 8,608 nurses. The remaining is the supporting personnel for the medical service.

In 2016, the operating expenditure of the State Health Department was RM2.5 billion, 65% was for emolument alone. The remaining 35% was for drugs, vaccines, reagent,

maintenance and administrative costs. For 2017, the first batch of RM1.5 billion has been allocated to the Department, of which RM0.96 billion or 64% goes to emolument. The remaining RM0.54 billion or 36% is for drugs and others. Tuan Speaker, I am pleased to inform Ahli-ahli Yang Berhormat of this august House that most communicable diseases, except HIV/AIDS, dengue and tuberculosis, are under control with declining incidence rates over the years. However, non-communicable diseases such as diabetes, hypertension and heart diseases continue to pose problem in the nation. These diseases are due to unhealthy lifestyle such as unhealthy eating, lack of physical activities and smoking habit. Thus, Ministry of Health has introduced Komuniti Sihat Perkasa Negara (KOSPEN) since 2013. The objective of this programme is to promote healthy lifestyle and at the same time to promote health screening services, to detect non-communicable disease among the communities. We are alarmed to notice that the rate of undiagnosed diabetes was recorded at 20.0% in 2014, 15.0% in 2015 and 20.12% in 2016, that is for every 100 participants of this programme, 20 are at risk of being diabetic. Up to 31st December 2016, the department registered 131,213 cases of diabetes in the State. From January to April 2017, there are already 4,970 new cases of diabetes. We hope Ahli-ahli Yang Berhormat can further promote the program in their respective constituencies.

Dengue

A total of 2,773 dengue cases were recorded in 2016. This is an increase of 30.6% compared to 1,923 cases reported in 2015. Sibu District continues to record the highest number of dengue cases in Sarawak for the last two years. It has increased by 32% from 994 cases in 2015 to 1,463 cases in 2016. The second highest number of cases during the same period was recorded in Kuching District with 206 cases in 2015 and 207 cases in 2016. Up to 5th May this year, a total number of 509 dengue cases have been recorded in Sarawak. The Department is committed to work hand-in-hand with multi agencies in the State to address the dengue issue. Continuous health education and public awareness are key strategies in our effort to reduce dengue cases in Sarawak.

Tuberculosis

Menteri Kerajaan Tempatan dan Perumahan (YB Datuk Prof. Dr Sim Kui Hian): Tuan Speaker, for tuberculosis, there was an increase of 9.8% in the total reported cases in 2016 as compared to 2015. In 2016, total number of reported tuberculosis cases was 2,857 as compared to 2,575 cases in 2015. From January to April this year, 939 tuberculosis cases have been reported in Sarawak. Our main focus is to detect as many cases as possible through a systematic screening in order to start early treatment to control the spread of the disease. In 2016, a total of 6,762 persons were screened by our x-ray mobile team at 74 rural locations throughout the State. 48 cases were confirmed and 32 cases are still pending confirmation.

Rural Health Service (State Rural Transformation Program) Tuan Speaker, Rural Health Service is under the Key Result Area 2 (KRA 2) of the State Rural Transformation Program. For 2017, the State Government has allocated RM2.8 million to finance the following projects and programmes:

(a) Collaborative effort under the National Blue Ocean Strategy (NBOS) with Akademi Binaan Malaysia (ABM), whereby 13 clinics have been identified for repair and upgrading;

(b) Rural Clinic Visiting Doctors whereby identified rural clinics without medical

officer will be visited by doctors at least once a month; and (c) Cluster Clinic System whereby collaboration and resource sharing between

clinics of various types which are within the same or nearby geographical location.

Development Projects

For the information of Ahli-ahli Yang Berhormat, as at 23rd April 2017, the actual progress for Petra Jaya Hospital is 46.77%, compared with the scheduled progress of 99.79%. It was initially expected to complete in November 2016 but the project has suffered delays. Currently, Jabatan Kerja Raya Malaysia (JKR) is closely monitoring the said project in order to ensure that the hospital can be delivered to the people of Sarawak as soon as possible. For Sri Aman Hospital, the physical progress is 24% compared with the scheduled progress of 48%. It is expected to be completed in October 2018. JKR Malaysia is also closely monitoring this project to ensure that the progress is back on track.

Pharmaceutical Services

For the information of Ahli-ahli Yang Berhormat, Sarawak Health Department has improved the system at medication dispensing counters by introducing 5 Centralised Collection Centres for Follow-up Medications or also known as Pusat Pungutan Ubat Susulan Setempat at major towns in the State. The centres, namely in Klinik 1Malaysia UTC Kuching, Klinik 1Malaysia Sibu, Klinik 1Malaysia Miri, Klinik 1Malaysia Malihah and State Health Office at Petra Jaya, are established to provide further options to the public to collect their medications. Apart from that, additional medication collection points such as Locker 4U in Sibu Hospital and Walk-Through Pharmacy in Kota Sentosa Clinic also have been set up for patients to ease the congestion at dispensing counters and at the same time to provide alternative collection points for follow-up medication. For RM5 medication can also be delivered through Pos Laju.

Issues Raised by Ahli-ahli Yang Berhormat For the information of Ahli Yang Berhormat for Repok, the Ministry of Health Malaysia will deliver 36 new ambulances for hospitals in Sarawak in year 2017 and 2018. The detail distribution of ambulances will be determined later based on the needs. For the information of Ahli Yang Berhormat for Lingga, at this moment there is no plan to build new KK Lingga Type 6 yet as the existing clinic can accomodate the current needs. Data in 2016 shows that the average of daily attendences was only 22. However, under the Rural Transformation Committee, a total RM78,400 was approved for general repair and upgrading work of the said clinic. For the information of Ahli Yang Berhormat for Tamin, State Health Department has no plan to set up heamodialysis unit at KK Selangau yet. However, the department will look into this matter and conduct a proper study to assess the viability of this service.

For the information of Ahli Yang Berhormat for Tupong, Sarawak Health Department plans to submit the proposal of a new KK Matang Type 3 in 2019. For the information of Ahli Yang Berhormat for Murum, at this moment there is no plan to upgrade KK Sungai Asap Type 4. The existing clinic can accomodate 300 patients per day.However, the record shows that on average it only received 132 patients a day. With the regard to the issue raised by Ahli Yang Berhormat for Batu Danau to provide more specialists at Limbang Hospital, my Ministry will work closely with Ministry of Health Malaysia and Sarawak Health Department to see how this can be achieved in due course. For further information of Ahli Yang Berhormat for Batu Danau upgrading Limbang Hospital has been approved on NKR 11 and now it is on design stage by JKR Sarawak.

YB Encik David Wong Kee Woan: Thank you Tuan Speaker, thank you Minister for giving the chance. It is regarding Oya Road, Poliklinik in Sibu. Honourable Minister, that is the only Poliklinik in Sibu which is not fully air-conditioned and it is a very busy Poliklinik they serve around 8000 patients per day. I have brought this issue in public domain, asking your Ministry I have to help to make sure that Sibu Poliklinik is fully air-conditioned. Have you have none knowledge of this or are you doing something about it? Thank you. Menteri Kerajaan Tempatan dan Perumahan (YB Datuk Prof. Dr Sim Kui Hian): Thank you very much. I have actually forward the request to the Ministry of Health and I have not get a reply yet. In fact, I mean, many all of this clinic we all chirp in, unfortunately, if the Ministry of Health are not helping us we need our Member of Parliament to help us to raise the question apart from just a Minister. Fire and Rescue Department, another Ministry under my watching brief. Fire and Rescue Department under RMK11 ... (Interrupted) Tuan Speaker: Yang Berhormat Menteri would you take another question from Pelawan? YB Encik David Wong Kee Woan: For the information of Minister, our Member of Parliament from Lanang and Sibu have raises this issue, both Member of Parliament from DAP in Sibu and Lanang have raises this issue in Parliament several times. I think if the Federal Government cannot afford air-conditioning something very simple the State Government can do something about it isn‟t it? Actually I made a challenge to the Minister in the Government saying that if you cannot do it, just give the money to us for DAP to install it DAP doing it, can or not? Fire and Rescue Department

Fire & Rescue Station Projects under RMK-11 Tuan Speaker… (Laughter) … currently, there are 4 Fire & Rescue Stations under construction in Batu Niah, Tanjung Manis, Samalaju and Daro. The upgrading of Bintulu Fire & Rescue Station is also ongoing. The new Fire & Rescue Stations for Matu, Selangau, Belaga, Sibu Jaya and the replacement of Bintangor Fire & Rescue Stations are still in the design stage.

Public Awareness Programs on Fire Safety

To create public awareness of fire safety especially to longhouses and rural communities, FRDM of Sarawak has conducted 2,693 outreach programs last year. For the 1st quarter of 2017, the department has conducted 293 similar programs throughout the State. In addition to that, the involvement of public in the Community Fire Program or known as Bomba Komuniti is also well received. The participants act as an agent of the Department to promote fire safety awareness in the local community. They also act as a first responder to deal with any emergency incident before the arrival of the fire and rescue team. As at April 2017, a total of 333 Community Fire Teams with 3,310 members have been formed throughout the State.

Statistic on Emergency Call Last year, FRDM Sarawak has attended to 5,426 emergency cases, of which, 2,015 calls were fire cases, 3,201 calls were rescue and humanitarian services and 193 calls were for special tasks. The Department has successfully salvaged a total of RM184.6 million worth of properties from these fire cases. Meanwhile, for the 1st quarter of this year, the department has attended to 1,855 emergency cases of which 380 fire cases, 1,181 rescue and humanitarian service and 290 special tasks. From these fire cases, the department has successfully salvaged a total of RM128 million worth of properties.

Issues Raised by Ahli-ahli Yang Berhormat On the issue of the construction of the Balai Bomba Samalaju raised by Ahli Yang Berhormat for Samalaju, I wish to inform Ahli Yang Berhormat that the construction is ahead of schedule and is expected to complete on 6 December 2017. On the issue raised by Ahli Yang Berhormat for Lingga and Batu Danau for a Fire Station at Maludam and Mini Fire Station at Nangga Medamit, I wish to inform that based on the fire risk cover study carried out by Jabatan Bomba dan Penyelamat Malaysia in collaboration with Telekom Malaysia via TM Smart Map Application, both were found to be still in the low fire risk category. As such, there is no plan to build fire stations at these two locations. However, Jabatan Bomba dan Penyelamat is forming out the volunteer fire fighting team at both locations. For the information Ahli Yang Berhormat for Tupong, Jabatan Bomba dan Penyelamat Malaysia Negeri Sarawak is in the process of identifying a site in Matang-Batu Kawa to be submitted to Jabatan Bomba dan Penyelamat Malaysia for their consideration. Nevertheless, Jabatan Bomba dan Penyelamat Malaysia Negeri Sarawak has established a Pos Bomba at Taman Malihah in order to improve the response time due to the heavy traffic in this area and the distance from Balai Bomba dan Penyelamat Petra Jaya. Tuan Speaker, I am a strong believer of Freedom of speech but not abusing the freedom of speech. We are very fortunate to have social medias like Whatsapp and Facebook. However, there are so many people including some of the Ahli-ahli YB‟s in this august House who abuse this freedom of speech with fake news, hate news, misleading and deceiving news. We should learn from the British Parliament in passing new legislation so that proper legal action can be taken against these abuses of freedom of speech. Tuan Speaker, Sarawak racial and religion harmony have always been described as the shining example of 1 Malaysia. In order to minimize any misunderstanding when

implementation the Government policies, I urge more Sarawakian Chinese to register with the Sarawak Government e-recruitment. Out of 170,000 registered with the Sarawak Government e-recruitment, only 7% are Sarawakian Chinese. We need to see more Sarawakian Chinese in the Sarawak civil service. Sarawak State Government under Tok Nan‟s leadership is the first one in Malaysia to recognize the UEC. Tok Nan went a step further by placing an advertisement in the local newspaper to recruit UEC graduates for the Sarawak civil service. However out of 25,000 applicants for 100 JBC available posts, only 8 are UEC graduates. After 5 stage of recruitment process only one was offered the job. We need the Chinese community, the Chinese school boards, the Chinese educationists to help us to recruit more UEC graduates into the Sarawak Civil Service. Tuan Speaker, the Chinese old saying, never be stingy on Education no matter how poor you are. I have always said the Chinese Schools in Sarawak are not just for the Sarawakian Chinese but for all races. This is why there are over crowding of Chinese schools in all the urban area. SUPP has been playing a crucial role in relocating of establishing new Chinese schools such as Chung Hua Primary School No 6 in Kuching, SJKC Tudan in Miri. I will continue the tradition of helping relocating SJKC Bako to Kuching. Tuan Speaker, affordable Housing is a need for all races, for both the rural and urban areas. Yang Amat Berhormat CM Abang Jo and I had been discussing on ways introduce affordable housing for the middleclass Chinese in the Urban area. I will try my personal best to introduce such a housing program soon. I am very grateful to Yang Amat Berhormat Prime Minister of Malaysia and Yang Amat Berhormat Chief Minister of Sarawak agreeing in principle to establish a multimillion Yayasan Sarawak Chinese Small Business similar to Yayasan Penjaja dan Peniaga Kecil 1Malaysia (YPPKM) and Kopersasi Jayadiri Malaysia Berhad (KOJADI) to help the Sarawakian Chinese. Tuan Speaker, I also very grateful to Yang Amat Berhormat Deputy Prime Minister Malaysia has worked very closely with us by setting up a Task Force for Citizenship for the Sarawak Chinese who face the citizen issue in February this year. Menteri Kerajaan Tempatan dan Perumahan (YB Datuk Prof Dr Sim Kui Hian: The habit to point fingers at SUPP YBs and make all kinds of allegations just to try to distract the attention of the Rakyat from their failure to bring direct development to the Rakyat. They are trying to make SUPP the scapegoat to cover up their own weaknesses. The Yang Berhormat for Pending is not ashamed to liken the opposition as a cock and therefore cannot lay egg. She has now publicly admitted that DAP is a Party that cannot deliver the “eggs”, that is the goods to the Rakyat. Borrowing the analogy, the Members appears to be cocky and only know how to “crow” and can never lays egg. Tengok sahaja. For SUPP and all the component parties in Barisan Nasional, we are able to directly deliver the “eggs”. This is the services and development to the Rakyat. In my Batu Kawa constituency, the Rakyat can see the difference now compared to the time when it was under the DAP ADUN. Batu Kawah has so much to catch up after 5 years of tengok sahaja. Many improvements in infrastructures and amenities are taking place within one year since I got elected and many more projects are in the pipeline. Ahli Yang Berhormat for Padungan cannot deny the fact the DAP is not a Sarawak party. It is a Malayan party. The vast majority of the leaders and members are in Malaya. All they are interested is to run down Barisan Nasional Sarawak whose component parties are all truly anak-anak Sarawak parties. Ultimately SUPP is a true son of Sarawak. YB Datuk Prof. Dr Sim Kui Hian: When Barisan Nasional was going to take over the RUU355 Bill. But when BN decided not to take over RUU355, DAP also asked component parties to quit. So, which one do you want us to do? Now Pakatan said it wants to implement hudud but DAP has remained silent.

(b) DAP keep on asking people to resign on suspicion of corruption but when their top leader is charged with two points of corruption he refuses to resign.

(c) DAP Chief Minister buying a bungalow in an exclusive area at a price that is

even cheaper than Penang state affordable homes as per square feet basis. (d) DAP who has campaigned in the Sarawak elections saying GST is bad and that

Sarawak is suffering from GST but when challenged by our late Tok Nan, Lim Guan Eng suddenly said they had never promised to abolish GST if they win in the Sarawak elections.

(e) DAP said that non-Malay can become Prime Minister. But when Mahathir said

DAP leader wants to become Deputy Prime Minister, they not only denied it. They then also said that no non-Malays want to become Prime Minister.

(f) DAP claims that it is promoting “Malaysian Malaysia” is now in partnership with a

(g) DAP says they won‟t increase assessment rates or water rates as it will make life hard for the people but goes ahead and increase assessment rates on the same day as GST while increasing water rates 4 times over the past 8 years. They don‟t call it an increase but tariff to help with water conservation.

(h) DAP said they are against tolls. Sarawak had abolished all our tolls but DAP

wants to impose a 30 years toll for their Penang Tunnel project. (i) Before winning power in Penang, DAP said that the BN State Government was

wasteful in spending but when DAP win power, their annual State spending has increased every single year and is now 500% more than it was in 2008.

(j) DAP had claimed that Penang‟s development under them has been great but

official data shows that between 2008 to 2015, Sarawak has grown faster than Penang in State GDP per capita, investments, median household income and median salary levels. Within a few years, our GDP in Sarawak will overtake Penang.

(k) DAP has always made a big deal about their state reserves growing to RM1.56

billion as of 2015 – primarily due to their increasing sale of state assets. But Sarawak‟s State reserves grew by RM2.42 billion in 2015 alone to RM29.44 billion – almost 20 times more than Penang.

(l) DAP Sarawak had attacked the planned increase in Telco Towers in Sarawak

saying it poses a health risk but when DAP Penang was attacked by NGOs for deploying Telco Towers in Penang, their Chief Minister itself says there is no health risk at all or his brains will already have been fried as his office is right under the KOMTAR towers.

Tuan Speaker, in view of the time constrains, I will continue with the other 38 in the next sitting. Before the Sarawak elections last year, the DAP supporters in Malaya were praising Sarawakians and optimistic that DAP will win. But when BN delivered a crushing defeat to DAP in the elections, many of them called us stupid, living on trees, cheaper than RM30 prostitutes and so on and so forth. Let us tell these DAP supporters. Sarawakians are not stupid or cheap. We can evaluate what DAP has done, what damage they have wrecked, their tactics of using race and religious instigation, the many u-turns and the many lies they make. We know who is true and can deliver and we know who lies and insults us. We are not stupid or cheap like they said. In conclusion, Tuan Speaker, before I conclude, I wish to take this opportunity to congratulate and thank Tuan Speaker for your wisdom in ensuring that the proceedings in this august House are conducted with dignity and proper decorum. Tuan Speaker, I would like to draw the attention of this august House that in my winding up speech it will be accompanied by slides for illustration purposes. Terlebih dahulu saya ingin menzahirkan ucapan setinggi-tinggi tahniah dan penghargaan kepada Tuan Yang Terutama Yang di-Pertua Negeri Sarawak kerana dalam ucapan perasmian persidangan Dewan Undangan Negeri Ke-18, Mesyuarat Pertama bagi Penggal Kedua 2017, Tun Pehin Sri sekali lagi mengingatkan kita tentang pentingnya agenda pembangunan sosio ekonomi Negeri Sarawak yang dibangunkan secara strategik berpaksikan usaha untuk mensejahterakan rakyat bagi menjamin kelangsungan yang berdigniti dilaksanakan dengan penuh tanggungjawab. Peranan Kementerian sebagai sebuah agensi Kerajaan untuk “Melestarikan Kesejahteraan Komuniti Berdigniti Demi Kelangsungan Bersama” adalah berpandukan kepada aspirasi transformasi Kerajaan Negeri Sarawak dalam bidang sosio ekonomi, pembangunan luar bandar serta prestasi dan penyampaian perkhidmatan. Dalam memastikan pembangunan insan yang seimbang dan lestari, Kerajaan berpendirian bahawa kesejahteraan komuniti, kestabilan politik dan keutuhan ekonomi saling melengkapi. Kementerian akan terus memainkan peranan dan menjalankan amanah di bawah peluasan tanggungjawab yang diberi iaitu untuk memberi perkhidmatan kebajikan secara berhemah kepada golongan yang berkeperluan, menangani gejala-gejala sosial bagi memastikan kesejahteraan komuniti terpelihara, memartabatkan kedudukan wanita, memperkukuhkan institusi keluarga dan memantapkan pembangunan awal kanak-kanak secara holistik dan inklusif. Sehubungan ini, tahniah dan terima kasih kepada Yang Amat Berhormat Datuk Amar Abang Haji Abdul Rahman Zohari Bin Tun Datuk Abang Haji Openg, Ketua Menteri Sarawak Ke-6, kerana meneruskan agenda mensejahterakan rakyat melalui berbagai inisiatif pembangunan sosio-ekonomi yang berteraskan pembangunan insan. Terima kasih juga kepada Yang Amat Berhormat Ketua Menteri kerana telah memberi satu dimensi tanggungjawab yang baharu kepada Kementerian berhubung dengan kanak-kanak, iaitu anjakan daripada agenda pendidikan awal kanak-kanak (early childhood education) kepada agenda pembangunan kanak-kanak (childhood development). Tuan Speaker, sehubungan ini, melalui Majlis Pembangunan Sosial Sarawak (MPS), Kementerian telah mewujudkan kerangka kerja bagi membolehkan agenda sosial semasa dikenalpasti dan ditangani secara bersepadu dan holistik. Kementerian juga sedang

membangunkan kerangka falsafah mengenai kehidupan sejahtera dalam konteks melestarikan keharmonian masyarakat majmuk di Sarawak. Kementerian amat mengambil berat tentang isu-isu sosial yang boleh menjejaskan kesejahteraan dan kualiti hidup rakyat Negeri ini. Sembilan (9) isu sosial yang menjadi tumpuan Kementerian pada masa ini adalah: penyalahgunaan dadah dan substance, kehamilan remaja, perceraian; rogol, penyakit kelamin berjangkit, HIV dan AIDS, keganasan rumah tangga, jenayah jalanan, gelandangan, dan masalah dokumen pengenalan diri. Kementerian menyedari gejala-gejala sosial ini perlu ditangani dengan lebih berkesan kerana rakyat yang bebas dari masalah sosial adalah penjana pembangunan yang mampan. Bagi menangani isu-isu sosial tersebut, Kementerian telah dan akan terus merancang dan melaksanakan inisiatif yang merangkumi aktiviti kajian dan penyelidikan; pengurusan pangkalan data; pemantauan tren sosial Negeri, penganjuran majlis kesedaran sosial dan membangunkan program-program intervensi sosial. Untuk membantu Kementerian dalam hal ini, tiga (3) Jawatankuasa Kerja berikut telah ditubuhkan, iaitu Jawatankuasa Kerja Perancangan dan Dasar, Jawatankuasa Kerja Penyelidikan dan Penilaian dan Jawatankuasa Program. Bagi memantapkan jentera pengurusan isu-isu sosial, Kementerian telah mewujudkan governance structure yang merangkumi Jawatankuasa Penyelarasan dan Pemantauan Sosial Bahagian (JPPSB), Jawatankuasa Penyelarasan dan Pemantauan Sosial Negeri Sarawak (JPPSN), dan Jawatankuasa Penyelarasan Penyelesaian Isu-isu Sosial Negeri (JPPISN). Dengan terlaksananya governance structure ini, Kementerian telah menjalinkan kerjasama secara NBOS dengan pelbagai pihak yang berkepentingan bagi mewujudkan pelan tindakan dan program intervensi bersepadu berdasarkan pelbagai dimensi penyelesaian untuk dilaksanakan outside the framework of business as usual. Untuk tahun ini, Kementerian telah merancang untuk melaksanakan 31 program intervensi sosial dalam bentuk outreach, perancangan strategik, penyelidikan dan penilaian. Sehingga April 2017, empat (4) sesi dialog telah dilaksanakan di Lawas, Pusa, Serian dan Kuching. Tuan Speaker, kebajikan masyarakat adalah satu perkhidmatan teras Kementerian ini. Ini merujuk kepada antara lain, tanggungjawab Kerajaan meningkatkan taraf kesejahteraan sosial dan ekonomi komuniti berkeperluan. Perhatian diberi dari segi penyediaan bantuan kewangan dan perkhidmatan sosio-ekonomi supaya memberi nilai tambah yang menyumbang kepada peningkatan kesejahteraan hidup mereka. Perkhidmatan tersebut merangkumi tiga (3) teras strategik, iaitu Kesejahteraan Sosial; Pembangunan Ekonomi; dan Pemulihan dan Perundangan. Tiga teras strategik. Pemantapan Perkhidmatan Kesejahteraan Sosial memberi tumpuan kepada empat fungsi, iaitu Bantuan Kewangan; Bantuan Bencana; Khidmat Sokongan Sosial; dan Pembangunan Komuniti Sukarela. Untuk makluman Ahli-ahli Yang Berhormat, melalui perkhidmatan „Satellite Office‟ dan kerjasama erat pemimpin, penduduk setempat dan media yang menyalurkan maklumat tentang individu yang benar-benar memerlukan bantuan, Kementerian telah berjaya memperluaskan capaian ke kawasan-kawasan yang sebelumnya sukar dihubungi. Hasil daripada usaha ini, bilangan penerima pelbagai skim bantuan kewangan telah bertambah daripada 43,543 orang pada tahun 2011 kepada 57,047 orang pada tahun 2016. Bagi perkhidmatan bantuan bencana pula, dalam tahun 2016, Kementerian telah membantu seramai 72,514 orang mangsa bencana dengan perbelanjaan sebanyak RM3.5 juta dan sehingga April 2017 seramai 35,924 orang dengan jumlah perbelanjaan RM2.7 juta.

Sebagai usaha untuk memberi nilai tambah kepada bantuan bagi mangsa bencana, bermula Disember 2015, JKMS telah menyediakan juga bantuan sokongan emosi melalui perkhidmatan kaunseling. Berkaitan Pembangunan Komunikasi Sukarela, sehingga kini Kementerian telah membantu untuk memperkasakan 80 buah pertubuhan dan pasukan sukarela. Setiap tahun, Kerajaan menyediakan purata peruntukan RM2 juta untuk geran opersi (operating grant), program dan aktiviti yang menyumbangkan kepada pensejahteraan komuniti berkeperluan seperti kanak-kanak, orang kurang upaya, warga emas, mangsa bencana dan keluarga daif. Untuk makluman Ahli-ahli Yang Berhormat, bagi membantu Jabatan Kebajikan Masyarakat Sarawak to do more, to reach out to more, sehingga kini seramai 1,421 sukarelawan telah dilantik dan dilatih untuk memberi khidmat sokongan seperti Khidmat Bantu di Rumah (Home Help), khidmat Pengurusan Pusat Pemindahan Bencana, khidmat khusus di pelbagai pusat atau aktiviti kebajikan dan juga sebagai „lay counselors‟ untuk mangsa-mangsa trauma. Kerajaan juga terus memantapkan perkhidmatan kesejahteraan sosial kominiti berkeperluan dengan pembangunan pusat-pusat berasaskan komuniti, yang diurus dan ditadbirkan oleh komuniti sukarela setempat seperti, Pusat Pemulihan Dalam Komuniti (PDK), Pusat Aktiviti Perkhidmatan Warga Emas (PAWE/ PPWE) dan Pusat Aktiviti Kanak-Kanak (PAKK). Sehingga kini, kita mempunyai 51 PDK di Sarawak yang menyediakan perkhidmatan pemulihan (rehabilitation) kepada 3,061 Orang Kurang Upaya pelbagai kategori. Tuan Speaker, pada tahun 2016, Sarawak mempunyai seramai 279,300 warga emas iaitu 10.2% daripada jumlah keseluruhan penduduk. Bagi menggalakkan penyertaan mereka dalam pelbagai aktiviti sosial, Kerajaan telah menubuhkan 22 pusat aktiviti dan perkhidmatan warga emas (PAWE/ PPWE) dengan lebih 31,000 ahli berdaftar. Pusat-pusat ini telah mula menggunapakai Pelan Tindakan Pembangunan Warga Emas Kebangsaan yang merangkumi program-program kesihatan, program kesenian, pendidikan sepanjang hayat, kerohanian dan ekonomi. Untuk memelihara kesejahteraan komuniti setempat dan kebajikan kanak-kanak yang berada di kawasan berisiko tinggi turut diberi perhatian agar mereka terhindar daripada terlibat dalam gejala sosial. Satu inisiatif yang telah dilaksanakan oleh Kerajaan ialah penubuhan 14 buah Pusat Aktiviti Kanak-Kanak atau singkatannya PAKK yang menyediakan pelbagai program dan aktiviti seperti kelas ulangkaji pelajaran, indoor games, kesenian, kerohanian, motivasi dan kemahiran hidup. Pada tahun 2016, pusat-pusat ini telah memberi manfaat kepada 3,239 kanak-kanak. Tuan Speaker, Kerajaan juga sedang memantapkan Khidmat Sokongan Sosial untuk warga emas, orang papa, gelandangan dan OKU melalui latihan kemahiran, penjagaan dan pemulihan. Pada masa yang sama, untuk memberi persekitaran yang lebih kondusif, Kerajaan telah meluluskan peruntukan kewangan berjumlah RM36.8 juta dalam Rancangan Malaysia Ke-11, bagi menaiktaraf atau membina baharu institusi-institusi kebajikan seperti Pusat Pemulihan Samarahan, Rumah Seri Kenangan Kuching dan Rumah Seri Kenangan Sibu. Berhubung dengan kesejahteraan sosial orang papa dan gelandangan, Kementerian telah meningkatkan usaha untuk menguatkuasa Akta Orang Papa 1977. Pada tahun 2016, Jabatan Kebajikan Masyarakat Sarawak telah mengadakan enam Operasi Bersepadu dan menyelamatkan sejumlah 42 orang gelandangan di Kuching, Bintulu, Miri dan Sibu. Sehingga April tahun ini pula sebanyak tiga Operasi Bersepadu telah diadakan di Limbang,

Kuching dan Lawas di mana empat orang gelandangan telah diselamatkan. Untuk membantu mereka yang telah diselamatkan, bagi mereka yang masih ada waris, mereka diserah kepada keluarga masing-masing. Bagi yang uzur, yang tidak mempunyai waris mereka ditempatkan di Rumah Seri Kenangan, manakala yang masih sihat ditempatkan di institusi Desa Bina Diri Kuching (DBD) yang ditubuhkan bagi menyediakan perkhidmatan pemulihan dan latihan hands-on dalam pelbagai kemahiran sebagai persediaan untuk membolehkan mereka hidup berdikari dalam masyarakat.

Pembangunan Ekonomi Tuan Speaker, untuk makluman Ahli-Ahli Yang Berhormat, Kementerian memberi fokus kepada pemerkasaan individu di peringkat persendirian mahupun secara kumpulan untuk semua golongan komuniti termasuk kumpulan yang berkeperluan. Sebagai contoh untuk memastikan OKU di Pusat Pemulihan Dalam Komuniti (PDK) mampu berdikari dan seterusnya menyumbang kepada peningkatan taraf kesejahteraan sosio-ekonomi mereka, program dan aktiviti PDK dipertingkatkan dengan projek economic empowerment dan program job coaching. Dapat dilihat di dalam slide ya. Satu kejayaan yang ingin saya kongsikan ialah 10 orang pelatih PDK Sri Satok telah berjaya mengusahakan projek pembuatan sabun berkolagen. Projek ini diiktiraf di peringkat Kebangsaan dan telah mendapat anugerah tempat pertama kategori kraftangan pertandingan 1 PDK 1 Produk sempena sambutan 70 Tahun Jabatan Kebajikan Masyarakat Malaysia pada 17 November 2016. Sementara melalui program job coaching pula seramai 59 OKU telah berjaya mendapat pekerjaan di badan-badan berkanun dan syarikat swasta. Kementerian juga telah melaksanakan Program Peningkatan Pendapatan sejak tahun 2013. Sehingga kini seramai 171 orang peserta telah berdikari dengan memperoleh pendapatan bersih sebanyak RM1,000 atau lebih sebulan. Malah ada Usahawan Mikro Kebajikan yang mencapai pendapatan bersih melebihi RM5,000 sebulan. Sementara itu, seramai 727 orang lagi sedang dalam proses pembimbingan oleh Jabatan Kebajikan Masyarakat Sarawak. Satu lagi program yang dilaksanakan oleh Kerajaan untuk meningkatkan ekonomi isi rumah berpendapatan rendah adalah program 1AZAM. Sejak dilaksanakan pada tahun 2011 hingga 1 Mei 2017, seramai 42, 263 KIR telah menerima bantuan. Daripada jumlah tersebut, seramai 10,816 KIR iaitu 25.6% telah Berjaya keluar dari status Miskin atau Miskin Tegar. Dalam Teras Pemerkasaan Ekonomi Wanita pula, untuk memupuk rasa yakin diri, kemahiran sosial dan meningkatkan taraf ekonomi wanita, sejak November 2014 sehingga April 2017, Kementerian telah melaksanakan 348 sesi kursus yang melibatkan 5,807 penyertaan di Wisma Wanita Training Centre (WWTC). Kursus kemahiran yang ditawarkana adalah Jahitan Kreatif, Kecantikan, Masakan, dan Spa dan Urut. Selain daripada kursus tersebut, Jabatan juga melaksanakan program outreach MegaWWTC@Daerah di Sarawak. Sehingga kini, 4,416 orang wanita di luar Kuching telah mendapat manfaat daripada 12 program tersebut. Dengan menggunakan kemahiran yang diperoleh dari Kursus yang dikendalikan di WWTC, seramai 52 orang peserta telah memulakan perniagaan mereka sendiri. Maklumbalas yang diterima, menunjukkan pendapatan bulanan mereka adalah antara RM1,000 hingga RM8,000. Antara contoh peserta yang Berjaya ialah: Puan Dawn Belinda Chua Siaw Choon, berasal dari Kapit, membuka pusat spa dan Kecantikan Belinda Beauty di Summermall, Samarahan; Puan Dayang Angel Binti Haji Awang Kassim, dari Samariang yang telah membuka perkhidmatan Qhaula Azur Spa & Beauty Mobile; dan Puan Jessica Maragi, kacak mukanya dari Sri Aman yang berjaya membuka Sirna Ayu Spa & Beauty Centre. .

Usaha ini tidak akan berhenti di sini saja, malah Kementerian akan terus berusaha untuk memperkembangkan ekonomi kumpulan yang berkeperluan ini agar mereka tidak akan bergantung kepada sebarang bantuan Kerajaan. Sukacita saya ingin memaklumkan kepada Ahli-ahli Yang Berhormat bahawa hala tuju terkini bagi pembangunan ekonomi ialah untuk menubuhkan satu Pusat Pengumpulan Produk Usahawan Mikro or (Micro Enterprise Product Collection Centre), yang akan berperanan untuk mengumpul produk daripada pengusaha-pengusaha yang kita bangunkan. Pusat ini juga akan menyediakan perkhidmatan pembungkusan, perlabelan penjenamaan, serta kawalan kualiti sebelum produk-produk ini dipasarkan sama ada ke pasaran tempatan dan antarabangsa melalui e-commerce. Kerajaan telah bersetuju untuk menyediakan satu tapak untuk pusat tersebut di Samajaya. Pusat ini akan diurus oleh satu kumpulan professional yang berlatar belakangan IT dan perniagaan agar memudahkan capaian pasaran yang meluas. Kementeria yakin, dengan wujudnya pusat ini, dan pendekatan baru dalam memasarkan produk kita dapat meningkatkan pendapatan kumpulan ini dan mengeluarkan mereka dari kepompong kemiskinan.

Wanita dan Pembangunan Keluarga

Tuan Speaker, untuk makluman Ahli-ahli Yang Berhormat, berdasarkan statistik Jabatan Perangkaan Malaysia, pada tahun 2016, daripada 2.7 juta penduduk Sarawak, 1.3 juta iaitu 47.9% adalah perempuan. Bagi meningkatkan kualiti penyertaan kaum wanita dalam pembangunan kesejahteraan komuniti, Jabatan Wanita dan Keluarga Sarawak melaksanakan pelbagai inisiatif secara berterusan untuk golongan wanita dan keluarga bertunjangkan lima teras berikut: Pemerkasaan Ekonomi Wanita; Keutuhan Institusi Keluarga; Pemantapan Kepimpinan Wanita; Literasi Undang-undang dan Keselamatan; dan Kesedaran Kesihatan Keluarga. Untuk persidangan Mesyuarat Pertama bagi Penggal Kedua kali ini, Kementerian ingi berkongsi dengan Ahli-ahli yang Berhormat mengenai usaha-usaha Pemerkasaan Ekonomi Wanita dan Keutuhan Institusi Keluarga Kementerian juga menyedari bahawa keluarga bahagia adalah asas kepada pembentukan komuniti yang sejahtera. Walau bagaimanapun, peningkatan kes keganasan rumahtangga dan penceraian merupakan gejala sosia yang membimbangkan kerana boleh menggugat keutuhan institusi keluarga sekiranya tidak ditangani dengan berkesan. Dalam Teras Keutuhan Institusi Keluarga, Kementerian melalui Jabatan Wanita dan Keluarga Sarawak, berusaha untuk meningkatkan persefahaman antara suami isteri serta kefahaman mereka tentang tanggungjawab masing-masing dalam memupuk dan memelihara kerukunan rumahtangga dan kesejahteraan keluarga. Melalui Bengkel Perkahwinan: Till Jannah untuk pasangan Islam, dan Kursus The Marriage Course: Smart Marriage untuk padangan bukan Islam. Jabatan telah Berjaya menyediakan peluang kepada 234 pasangan bagi membantu mereka memahami tanggungjawab sebagai suami isteri dan juga ibu bapa, di samping menguasai kemahiran berkomunikasi secara berkesan. Hasil tinjauan yang dibuat menunjukkan bahawa 97.08% peserta berpandangan bahawa program ini telah Berjaya membantu mereka memahami tanggungjawab masing-masing dan turut meningkatkan kualiti hubungan sebagai suami isteri. Tuan Speaker, bagi mengelakkan kes penipuan status dalam pendaftaran perkahwinan monogamy dalam kalangan orang bukan Islam, Jabatan Pendaftaran Negara, Negeri Sarawak telah mengadakan kerjasama strategik dengan Majlis Adat Istiadat Sarawak atau MAIS untuk mendapatkan akses kepada Native Marriage Electronic System atau singkatannya NAMES. Melalui kerjasama ini, kepatuhan kepada Akta Membaharui Undang-

Undang khususnya Perkahwinan dan Perceraian (Akta 164) 1976, Bahagian II, Seksyen 5(1); dan Native Custom (Declaration) Ordinance, 1996; Majlis Adat Istiadat Sarawak Ordinance, 1977; Native Court Ordinance, 1992; and Native Court Rules, 1993; Laws of Sarawak (Chapter 55) – Native Customary Marriages (Maintenance) Ordinance, 2003, berhubung dengan perkahwinan monogamy telah dapat dilaksanakan. Sebagai contoh, dari Januari hingga April 2017, 167 individu telah dapat dikesan kerana memohon pendaftaran perkahwinan sivil walaupun masih dalam ikatan perkahwinan secara adat. Dengan adanya kerjasama strategik ini, maka perkahwinan yang boleh menganiaya kaum wanita atau warisnya dapat dielakkan. Tuan Speaker, berpandukan kes keganasan rumahtangga yang telah dilaporkan kepada Polis DiRaja Malaysia atau singkatannya PDRM, 358 kes pada tahun 2014; 279 kes pada tahun 2015; dan 427 kes pada tahun 2016; peningkatan, dan sehingga April 2017 sebanyak 165 kes. Kementerian telah mewujudkan satu Standard Operating Procedure bersepadu antara agensi berkepentingan. Standard Operating Procedure yang diterima pakai oleh Polis DiRaja Malaysia (PDRM), Jabatan Kebajikan Masyarakat Sarawak, One Stop Crises Centre, Jabatan Kesihatan Negeri Sarawak, dan Jabatan Wanita dan Keluarga Sarawak ini dibangunkan bagi tujuan menyeragamkan urus tadbir Kes Keganasan Rumahtangga di Sarawak supaya kebajikan mangsa keganasan terjaga dan mendapat pembelaan secara Cepat, Cekap dan Tepat (CCT). Dan yang ditunjuk di dalam slide sekarang ini ialah Stop Domestic Violence!

Pembangunan Kanak-Kanak Tuan Speaker, Kementerian kami telah diamanahkan untuk memberi fokus kepada pembangunan awal kanak-kanak yang berumur 6 tahun dan ke bawah bagi memastikan mereka membesar dalam persekitaran yang kondusif dan penyayang. Berdasarkan statistik Jabatan Perangkaan Malaysia, pada tahun 2016 bilangan kanak-kanak berumur 18 tahun ke bawah di Sarawak adalah seramai 830,000 iaitu 32% daripada jumlah penduduk Sarawak. Daripada jumlah tersebut, 290,000 iaitu 34.9% adalah kanak-kanak yang berumur 6 tahun dan ke bawah. Dalam perluasan peranan dan fungsi yang diumumkan baru-baru ini, Kementerian turut dipertanggungjawabkan untuk melihat aspek pembangunan awal kanak-kanak secara menyeluruh. Ini termasuklah aspek asuhan, bimbingan, didikan, penerapan nilai-nilai murni dan pembentukan sahsiah yang sekarang ini merupakan fokus Kementerian dalam menyediakan asas yang kukuh, a solid foundation sebagai persediaan untuk melahirkan generasi yang bersedia untuk melangkah ke alam persekolahan formal. “Melentur buluh biarlah dari rebungnya”. Quality human capital begins with early childhood education. Melalui Majlis Pembangunan Pendidikan Awal Kanak-Kanak Sarawak, Kementerian telah menyelaras penyediaan pelbagai kemudahan infrastruktur bagi melaksanakan pelbagai program pendidikan awal kanak-kanak. Sehingga bulan Mac 2017, terdapat sebanyak 232 buah Taska Kerajaan dan swasta yang menyediakan perkhidmatan asuhan kepada seramai 1,646 kanak-kanak. Sementara 2,790 buah prasekolah/Tabika/Tadika didaftar untuk menyediakan tempat bagi 80,191 kanak-kanak meliputi kawasan bandar dan luar bandar. Selain daripada aktviti asuhan, bimbingan dan didikan seharian yang dilaksanakan di 1,072 buah Tabika KEMAS, I don‟t know whether you can see it, maybe nextime Tuan Speaker we need a bigger screen. Yang hendak kita tunjukkan sebenarnya dalam slide ini Tuan Speaker, ialah taburan 1,072 buah Tabika KEMAS di seluruh Sarawak untuk 21,088 kanak-kanak, Hari Potensi diadakan untuk tujuan memupuk perkembangan holistik kanak-kanak agar seimbang dari segi sosial, emosi, fizikal, intelek dan rohani. Manakala bagi 28,074 kanak-kanak di 1,113 pra sekolah di bawah Jabatan Pendidikan Negeri Sarawak,

Karnival Pra Sekolah peringkat Daerah diadakan setiap tahun bagi tujuan yang sama. Di bawah anjakan daripada agenda pendidikan awal kanak-kanak kepada pembangunan kanak-kanak, Kementerian kami akan melihat bagaimana potensi kanak-kanak ini dapat diperkembangkan ke tahap yang lebih tinggi. Harnessing our children potential to the maximum level. Tuan Speaker, selari dengan aspirasi Sistem Pendidikan Kebangsaan, Kementerian memberi keutamaan kepada ekuiti, akses dan kualiti pengasuhan, bimbingan dan didikan kanak-kanak berkeperluan khas. Sekarang terdapat 20 buah sekolah rendah menyediakan kelas Prasekolah Pendidikan Khas Integrasi bagi menampung keperluan seramai 89 kanak-kanak bekeperluan khas. Meskipun menjadi hasrat Kerajaan untuk merealisasikan penyediaan prasarana yang berkualiti serta kondusif di semua peringkat pendidikan awal kanak-kanak, namun demikian, di bawah kendalian Jabatan Kemajuan Masyarakat Negeri Sarawak atau KEMAS sehingga Februari 2017, terdapat 191 buah Tabika KEMAS yang daif, kita tunjukkan beberapa contoh di dalam slide ini Tuan Speaker dan sangat memerlukan kerja baikpulih atau naiktaraf. Kerja-kerja ini dianggarkan memerlukan peruntukan sebanyak RM16.7 juta. Untuk makluman Ahli-ahli Yang Berhormat, bagi tahun 2017, KEMAS Negeri Sarawak telah diperuntukkan hanya sebanyak RM480,000 oleh Kerajaan Persekutuan untuk membaikpulih tujuh (7) buah Tadika.

Kesejahteraan Komuniti

Isu Penyalahgunaan Dadah dan Substance Tuan Speaker, satu isu sosial yang amat membimbangkan serta mendapat perhatian pelbagai lapisan masyarakat termasuk Ahli-Ahli Yang Berhormat adalah isu-isu berkaitan dengan dadah. Dadah bukan dada, saya dengar, I heard you. Dadah adalah musuh nombor satu negara. Dapatan kajian oleh Malaysia Crime Prevention Foundation pada tahun 2016, menunjukkan bahawa lebih daripada 60% salah laku sosial di negara ini mempunyai hubungkait dengan dadah. Okay, loud and clear. Statistik PDRM Kontinjen Sarwak pula menunjukkan bilangan tangkapan meningkat setiap tahun. Sejak tahun 2011 sehingga April 2017, terdapat 32,984 tangkapan yang melibatkan dadah. Slide menunjukkan taburan di mana tangkapan tersebut telah dibuat.

SOP Serta Pelan Tindakan Intervensi Bersepadu

Untuk memantapkan usaha memerangi isu berkaitan dadah, baru-baru ini satu Bengkel Penyelarasan Penyelesaian Isu Dadah di Bahagian Limbang telah diadakan pada 4-7 Mei 2017 di Lawas yang melibatkan pelbagai agensi seperti Kementerian Dalam Negeri Malaysia, PDRM Bukit Aman, PDRM Kontinjen Sarawak, dan AADK Malaysia. Bengkel tersebut telah berjaya menghasilkan satu Pelan Tindakan Intervensi Bersepadu yang berbentuk penguatkuasaan dan bukan penguatkuasaan. Saya yakin Pelan Tindakan Intervensi Bersepadu (Intergrated) Intervensi Bersepadu tersebut akan dapat dijadikan sebagai kerangka bagi operasi gerak gempur berkaitan isu dadah di bahagian-bahagian lain di Sarawak.

Pencapaian Penguatkuasaan Saya ingin mengucapkan tahniah kepada pihak-pihak penguatkuasa kita di Sarawak, khasnya PDRM, Jabatan Kastam, AADK dan Maritim kerana telah meningkatkan jumlah operasi terancang bagi menangani isu dadah di Sarawak.

Indeed the fight against drug and substances abuse in Sarawak is crucial judging from recent cases, whereby a number of government servants and ex-government officials were caught and involved in drug abuse, possession and trafficking; more students and youngsters of school going ages were involved; a mobile kitchen drug lab was detected; more than 50 per cent of marital problems at the counseling stage and on the verge of divorce were related to drugs; an unemployed drug pusher caught in Lawas recently had more than RM1.9 million worth of assets, and drug traffickers from Malaysia were caught in Indonesia, including across the border of Ba‟Kelalan on 19th April this year a trafficker from Lawas was shot by the Indonesian authorities while trafficking drugs across the border. I would like to share with this august House the announcement made by Tan Sri Noor Rashid Ibrahim, the Deputy Inspector General of Police as reported by the New Strait Times, 16th May 2017 that „there will be no mercy for police personnel found protecting and befriending drug syndicates”. Tahniah dan syabas kepada PDRM kerana telah mengambil tindakan yang berani. Tuan Speaker, sejak 2016 sehingga April 2017, pihak PDRM telah berjaya membuat beberapa rampasan dadah seperti yang ditunjukkan di dalam slide. Pihak PDRM juga telah menyita asset 37 orang pengedar dadah bernilai RM5.273 juta dengan penguatkuasaan undang-undang Akta Dadah Berbahaya (Pencegahan Khas) 1988. Dalam konteks rawatan dan pemulihan setakat April 2017, seramai 190 orang penagih dadah sedang menjalani pemulihan di Pusat Pemulihan Penagihan Narkotik Sarawak (PUSPEN) di Kuching. Seramai 62 orang penagih dadah menjalani pemulihan secara sukarela di Care and Cure Service Centre Kuching (CCSC), sementara 1,177 Orang Kena Pengawasan (OKP) yang menjalani pemulihan dalam komuniti dan diawasi oleh AADK Daerah di seluruh Sarawak. Untuk makluman Ahli Yang Berhormat bagi Ba'Kelalan, dalam Bengkel Penyelarasan Penyelesaian Isu Dadah yang telah diadakan di Lawas pada 4 – 7 Mei 2017, sebenarnya Ahli Yang Berhormat bagi Ba'Kelalan pun hadir sama ya. Pihak Kerajaan melalui AADK akan menubuhkan tujuh CCSC baharu iaitu di Lawas, Samarahan, Betong, Serian, Mukah, Bintulu dan Sarikei. Tuan Speaker, record has shown that drugs have destroyed lives, jeopardized family institutions and affected community well-being. It is indeed of great concern when our students and youths who are our human capital of the future are also at risk. Ineffective policies, practices, coordination, approaches, and strategies could destroy much more. So, let us together combat War Against Drugs or else our state well-being will be at risk.

Jabatan Pendaftaran Negara Untuk makluman Ahli Yang Berhormat ADUN bagi Bukit Assek, dan juga Ahli-ahli Yang Berhormat, sebagai langkah untuk menangani masalah penduduk peribumi yang lahir dan menetap di Negeri Sarawak tetapi tidak memiliki dokumen pengenalan diri, Kerajaan Persekutuan telah menubuhkan satu Pasukan Petugas Khas (PPK). Inisiatif yang hanya dikhususkan untuk Negeri Sarawak ini, memberi kuasa kepada Ketua Kaum dan Ketua Masyarakat untuk membuat pengesahan status identiti mereka melalui Akuan Berkanun di bawah Akta Akuan Berkanun 1960. PPK dilaksanakan di Negeri Sarawak untuk tempoh 15 September 2015 sehingga 31 Disember 2017, dengan menggunakan pendekatan turun padang (reach out) melalui Unit Khas Bergerak (UKB). Sehingga April 2017, sebanyak 86 operasi, shown in the previous slide, ya, telah dilaksanakan. Melalui operasi tersebut sebanyak 4,867 permohonan telah diterima dan daripada permohonan tersebut 3,406 permohonan telah dilulus dan dikeluarkan dokumen pengenalan diri, manakala 1,461 permohonan ditolak.

Satu lagi usaha yang dilakukan untuk menangani masalah kanak-kanak tanpa dokumen pengenalan diri dan status kewarganegaraan, Kementerian telah menyelaras dan memantau usaha bersepadu di antara Jabatan Pendaftaran Negara, Negeri Sarawak (JPN) dan Jabatan Pendidikan Negeri Sarawak (JPNS). Hasil kerjasama bersepadu ini akan membolehkan kanak-kanak menikmati kemudahan bantuan Kerajaan seperti Bantuan Kumpulan Wang Amanah Pelajar Miskin (KWAPM), pembayaran yuran persekolahan/fi perubatan yang minima, bantuan kebajikan dan akses kepada pendidikan. Setakat 26 Ogos 2016, pihak JPNS telah memajukan seramai 1,297 nama murid yang tiada maklumat status kewarganegaraan kepada JPN untuk semakan dan pengesahan. Hasil semakan JPN mendapati bahawa, seramai 687 orang murid (52.97 peratus) adalah Warganegara Malaysia; 79 murid (6.09 peratus) Bukan Warganegara dan 96 murid (7.40 peratus) bertaraf Belum Ditentukan. Sementara status 435 murid (33.54 peratus) masih dalam proses mendapat maklumat tambahan serta tepat daripada JPNS untuk semakan seterusnya. Untuk memastikan kerjasama strategik ini memberikan impak dan outcome kepada kumpulan sasar iaitu kanak-kanak, Jabatan Pendaftaran Negara Negeri Sarawak telah mengadakan taklimat, this is a proactive measure, kepada enam Pejabat Pendidikan Daerah (PPD) di seluruh Negeri Sarawak, manakala selebihnya akan diadakan secara berperingkat sehingga Ogos 2017. Taklimat ini diadakan bertujuan untuk mengenalpasti masalah yang dihadapi di peringkat sekolah di samping mendapatkan maklum balas berkaitan isu kanak-kanak tanpa dokumen pengenalan diri dan status kewarganegaraan. Selain itu, bagi menangani isu kanak-kanak tanpa dokumen pengenalan diri, JPN akan melaksanakan operasi melalui PPK. Manakala bagi kanak-kanak yang mempunyai masalah status kewarganegaraan, Jabatan Pendaftaran Negara mencadangkan supaya mereka mengemukakan permohonan mengikut peraturan yang berkuatkuasa. Di bawah Perkara 15A, Perlembagaan Persekutuan, memperuntukkan Pendaftaran Kewarganegaraan Dalam Keadaan Khas bagi kanak-kanak berumur di bawah 21 tahun dan ibu atau bapanya merupakan warganegara Malaysia. Kerajaan juga telah menubuhkan satu Jawatankuasa Khas Status Kewarganegaraan Di Bawah Perkara 15A Peringkat Negeri Sarawak, yang disebutkan rakan saya tadi lain sedikit, yang ini lain, yang bertujuan untuk menyemak dan menapis permohonan sebelum dipanjangkan kepada Kementerian Dalam Negeri (KDN). Tempoh pelaksanaan Jawatankuasa ini ialah dari bulan September 2016 hingga bulan September 2018. Mesyuarat Jawatankuasa Khas ini diadakan pada setiap bulan, we do it monthly basis, dan sehingga kini sebanyak enam kali mesyuarat telah diadakan dan sebanyak 131 permohonan telah dibincangkan.

Sarawak Connection

Tuan Speaker, sebagai respon kepada Ahli Yang Berhormat bagi Bukit Assek berkenaan dengan pengangkatan kanak-kanak tanpa dokumen, Seksyen 5(1)(a) Ordinan Pengangkatan (Bab 91) memperuntukkan bahawa; 'hanya kanak-kanak yang lahir di Sarawak dan mempunyai “Sarawak connection” boleh didaftarkan pengangkatannya di bawah Ordinan tersebut.' Sarawak connection di sini bermaksud: ”A child who is to be adopted should be born in Sarawak and one of his parents or her parents should be a person with Sarawak connection that is born in Sarawak, permanently residing or domiciled in the State”.

Pembuktian bahawa kanak-kanak tersebut lahir di Sarawak dan mempunyai “Sarawak connection” adalah perlu bagi memastikan bahawa pengangkatan kanak-kanak yang berstatus bukan warganegara didaftarkan di bawah Ordinan tersebut. Cadangan Ahli Yang Berhormat Bukit Assek N51 agar moratorium untuk satu tempoh masa setahun atau dua dengan memberi kuasa kepada Pegawai Daerah untuk menggantung pemakaian keperluan “Sarawak connection” semasa memproses permohonan pengangkatan kanak-kanak yang berstatus kewarganegaraan “Belum Ditentukan” adalah tidak sesuai, memandangkan keperluan “Sarawak connection” adalah keperluan undang-undang dan bukannya keperluan pentadbiran atau atas dasar budi bicara. But as an alternative, sebagai alternatif, ibu bapa yang berniat untuk mengangkat kanak-kanak yang berstatus kewarganegaraan “Belum Diketahui” atau “Belum Ditentukan” boleh memohon hak penjagaan (custody) di bawah Guardianship of Infants Ordinance (Cap. 93) jika permohonan pengangkatan kanak-kanak tersebut tidak diluluskan. This is as an alternative. YB Puan Irene Mary Chang Oi Ling: Thank you, Honourable Minister, for your reply and for considering the suggestion. But I think the problem here is more than this. Because if I may share, if we look at the Adoption Amendment Ordinance, the cut-off age is below 18 years old. Whereas if you go under Article 15A of the Federal Constitution, the cut-off age is 21 years old. Now we are actually concerned, in the first place, should we go for adoption first or citizenship first? This is my consideration, if we go for adoption first, you should do the adoption before 18 years old. The parents or the guardian will have to apply for the citizenship. Now on the other hand, if you go for citizenship first, now citizenship is under Federal, we have no control, in a sense, so it will take time, it is not an overnight thing. In the event that he shoots over 18 years old, what is going to happen to the child? Adoption would not be possible then. So there is a consideration. Can we have an answer to that? Menteri Kebajikan, Kesejahteraan Komuniti, Wanita, Keluarga dan Pembangunan Kanak-Kanak (YB Datuk Hajah Fatimah Abdullah): Okay. Tuan Speaker, semasa satu forum yang telah kita adakan untuk semua Pegawai Daerah di Negeri Sarawak, kita telah mendapati bahawa banyak kes, bukan satu sahaja kes seperti yang telah dikemukakan oleh ADUN bagi Bukit Assek tadi, there are many cases. Timbul daripada itu, kita, Insya Allah, selepas ini akan, susulan daripada forum tersebut dan taklimat kepada semua Pegawai Daerah di Negeri Sarawak, tentang proses dan prosidur pengangkatan anak ini. Kita akan mengadakan bengkel seterusnya di mana kita akan dapat lihat pelbagai isu yang timbul dan yang ada sekarang ini berkaitan dengan pengangkatan anak. And we would like to come up with Standard Operating Procedure yang jelas untuk digunapakai dalam urus tadbir pengangkatan anak untuk seluruh tempat di Negeri Sarawak.

Perintah Penjagaan Tuan Speaker, satu perintah penjagaan kanak-kanak di bawah Guardianship of Infants Ordinance tidak secara automatiK memberikan hak pengangkatan kepada penjaga ke atas kanak-kanak tersebut. Permohonan pengangkatan kanak-kanak tersebut masih perlu dibuat di Pejabat Daerah dan tertakluk kepada peruntukan di bawah Ordinan Pengangkatan (Bab 91). So we will look into the various issues. YB Puan Irene Mary Chang Oi Ling: Thank you, Tuan Speaker, Honourable Minister you were mentioning that the alternative would be the guardianship. But we know that the guardianship is actually different from adoption, right? Guardianship actually the natural parents, you still have the right to the child. Whereas for adoption, the adoptive parent would actually be given all the rights of the natural parent. The natural parent will drop out of

the picture. Now there are something that the adoptive parent can do and guardianship cannot do. So that is why I am concerned that in between the ages of 18 years old and 21 years old, what is going to happen in the event that the child cannot be adopted and he still doesn't have the citizenship. What is going to happen to the to the child? Now, actually I went to search this JPN website, what are the procedure required to apply under Article 15 (A). It says in there that one of them has be a parent and parent of course has to be a citizen, right. Now, if the child has no adoptive parent, no parent in that sense the parent should be out. Whereas for the guardian under this Article 15 (A) the requirement that was stated in there is that the guardian has to be a guardian with family ties. Now, if that is the case, who is going to apply for the citizenship for the child? Menteri Kebajikan, Kesejahteraan Komuniti, Wanita, Keluarga dan Pembangunan Kanak-Kanak (YB Datuk Hajah Fatimah Abdullah): Okay, Tuan Speaker, untuk kanak-kanak contohnya yang tidak mempunyai ataupun ibubapanya tidak diketahui,for instance children that has been abandoned and we do not know who their parents are. We have children like this at our place at our institution. And there are people who want to adopt these children. So the first step is of course to get the guardianship. Jadi, mereka boleh diberi hak memohon untuk mendapat hak penjagaan. Dan dalam pada masa itu, proses untuk memohon kewarganegaraan boleh dibuat iaitu dibawah Artikel 15 (A) for children that are below 18 years old. Ini satu prosedur yang kita gunakan. The good thing about it is that it enables the guardian and the child that is adopted to adapt to one another. Then, lepas itu, selepas permohonan untuk kewarganegaraan diluluskan maka pengangkatan boleh dibuat. That is the process and procedure at the moment. Bagi yang umurnya lebih daripada 18 tahun, mereka tidak tergolong dalam golongan kanak-kanak. So there are no more considered as children. So they don‟t come under Article 15 (A). My jawatankuasa deals with Artikel 15 (A). I think ok, Tuan Speaker, seperti yang saya katakan tadi, we have found that there are many types of issues. Many issues related to this adoption procedures. Dan what we are going to do under our Ministry is, apa yang kami akan buat ialah selepas ini, seperti yang saya katakan tadi, kita akan mengadakan workshop. And we are going to do it in an integrated and holistic manner because we know that it will have an impact on education, on health, facilities and also welfare. And we will bring all relevant parties on board to ensure that the process, bukan saja proses kerja urus tadbir dalam pengangkatan anak ini dapat dijalankan dengan cekap, cepat and all the time emphasizing on the welfare of the child being taken into ... (Interruption) Tuan Speaker: During the workshop you can propose what are the lacuna in the law, you propose what are the lacuna in the law. YB Puan Irene Mary Chang Oi Ling: We appreciate that but Honourable Minister, in that case, can we have a Standard Operating Procedure, can we have a directive to the respective department because what the parents are, well the guardians are experiencing at the moment is that none, not to say none, it is difficult for them to get the form from either one department and because I think there is no directive from, you know, the relevant Ministry, so can we have that in the sense, so there will be no… (Interruption) Menteri Kebajikan, Kesejahteraan Komuniti, Wanita, Keluarga dan Pembangunan Kanak-Kanak (YB Datuk Hajah Fatimah Abdullah): Yes, seperti yang saya katakan tadi Tuan Speaker, this is the objective of this workshop. We are going to have a Standard Operating Procedure that is very clear for all District Officers at the district level irrespective of where they are. Supaya urus tadbir pengangkatan anak ini akan dapat diadakan dengan cekap dan cepat dan dengan itu kebajikan anak itu ataupun kanak-kanak yang hendak diangkat dan juga ibu bapa yang, bukan ibu bapa, the guardian yang hendak, penjaga yang hendak mengangkat anak ini juga akan dapat penyelesaian yang cepat dalam proses ini. Tuan Speaker, kalau kita imbau peralihan pucuk kepimpinan politik dalam Kerajaan Barisan Nasional dari zaman Almarhum Tun Haji Abdul Rahman Yaakub kepada Pehin Sri Haji Abdul Taib bin Mahmud dan seterusnya kepada Almarhum Datuk Patinggi Haji Adenan Bin Satem dan kini diambil alih pula oleh Yang Amat Berhormat Datuk Amar Haji Abang Abdul Rahman Zohari, yang jelas dan nyata terpancar ialah transisi kuasa kepimpinan yang berlaku secara harmoni, beradab dan teratur. It was, it has always been, and we believe it will continue to be so, smooth and orderly, as this is the hallmark of Barisan Nasional Sarawak. Untuk melestarikan kesejahteraan komuniti yang berdigniti demi kelangsungan bersama, Kementerian menyedari usaha yang dilakukan seperti yang dilaporkan tadi, merupakan hanya riak-riak kecil dalam samudera perjuangan memartabatkan insan yang serba mencabar. Tuan Speaker, we are fully aware that there are still a lot more that need to be done and many more social issues to be addressed. It would be more meaningful and productive if we spend more time working together than finding fault and blaming one another. It is in the spirit that I call upon every member of this august House, including those from the opposition, to collectively contribute to and work together towards the realization of a better Sarawak – socially, economically, and politically – not just for the present but equally important for our future generation. To conclude Tuan Speaker, I would like to wish everyone in this august House, Selamat menyambut Hari Ibu, Selamat Hari Guru, Selamat Hari Gawai, Selamat Berpuasa dan Selamat Hari Raya Aidilfitri.
