    A starting point

    Appropriate type of networks for cooperative servicesto mobiles and handhelds will most probably not fitvery well in the Plan

    An harmonised European mobile TV band, if any, hasstill to be found

    The Plan will have to become very soon evolutionary:need for frequency agile transmitters & receivers tomove step by step and implement new services

    RRC06 Plan is only a starting point for evolution
