What is a Plan?
As an example, Stockholm 61
contained:
A list of transmitters with their
characteristics
Protection rules for these
transmitters and their service area
Coordination rules to allow for
addition and modification of
transmitters

What is the theoretical UHF capacity?
Scenario 1: complete geographical coverage
Scenario 2: limited separated coverages

Flexibil ity is a built in Geneva 06 feature!
Allotments versus assignments
In an Assignment, alltechnical characteristicsare fully defined in theplan, including site, highpower
In an Allotment, the planspecifies only the servicearea and the frequency.
Actual network design isleft open.
Allotments ease cellular approaches for mobile TV

Less planning constraints inland
Scenario 1 constraints (equal
treatment across borders) vanish assoon as you move away from theborder
As a consequence, scenario 2 maybe applied and give opportunity tofind new channels, for example indense populated areas, except alongdifficult boarder areas.

A further question for optimistic countries
What can be added to the Plan?
Two questions being
presently studied by some
interested actors in France:
In how many of the 110 main
transmitter sites can we put6 more wide coverage in
addition to RRC06
channels?
Can we get 20 full coverage
of Paris area?

Conclusion
A starting point
Appropriate type of networks for cooperative servicesto mobiles and handhelds will most probably not fitvery well in the Plan
An harmonised European mobile TV band, if any, hasstill to be found
The Plan will have to become very soon evolutionary:need for frequency agile transmitters & receivers tomove step by step and implement new services
RRC06 Plan is only a starting point for evolution
