Sekali lagi kita akan tiba ke penghujung tahun. Saya berharap anda semua telah mencapai segala matlamat anda bagi tahun 2019, dan kami nantikan tahun yang lebih baik pada 2020. Pada tahun ini, Majlis Bandaran telah memulakan siri Sesi Teh untuk Anggota Parlimen anda bertemu dan berbual dengan lebih ramai penduduk. Kami menghargai perbualan yang meliputi pelbagai subjek yang dikongsikan semasa sesi ini. Sebagai menyokong usaha negara untuk menjadi lebih mesra alam sekitar, kami mengetengahkan program Cash-for-Trash atau Wang Tunai untuk Sampah bagi memberi ruang kepada penduduk untuk mengitar semula barangan yang tidak dikehendaki di Sesi Teh ini. Respon yang diterima amat menggalakkan, dan Majlis Bandaran sedang berbincang dengan penyedia khidmat mengutip sampah kami untuk memperkenalkan program ini secara lebih kerap di merata estet.
Mengekalkan persekitaran hidup yang selamat dan selesa untuk para penduduk kami telah menjadi dua fokus kerja Majlis Bandaran. Oleh itu, selain kerja-kerja rutin dan berkitar yang memastikan estet anda terpelihara dengan baik, kami juga menjalankan program-program peningkatan dan projek-projek khusus yang menambah kemeriahan dan kemudahan di kawasan kejiranan anda. Majlis Bandaran juga telah meningkatkan infrastruktur kita dengan mengambil kira soal keselamatan. Ini termasuk memperbaiki laluan berjalan kaki, penggunaan lampu
LED yang memberikan pencahayaan lebih baik serta penjimatan tenaga, dan memasang tanda-tanda dan mesej keselamatan di kawasan umum untuk menggalakkan penduduk agar sentiasa awas dan bertimbang rasa. Anda boleh membaca tentang beberapa inisiatif kami di halaman berikut.
Di samping itu, Majlis Bandaran menyedari hakikat bahawa usaha kami memerlukan kerjasama, sikap sivik dan bertimbang rasa oleh penduduk antara sesama jiran; lantas, pelbagai inisiatif telah dilakukan dalam beberapa tahun yang lalu untuk mendidik dan mengingatkan penduduk supaya menjadi jiran yang baik, melalui Maskot Majlis Bandaran kami.
Selain menguruskan Bandar, Anggota Parlimen anda juga telah membangkit dan membahaskan isu-isu nasional di Parlimen. Ini termasuk membahaskan undang-undang serta dasar-dasar yang menjejas kos sara hidup, infrastruktur, dan tadbir urus; kepada menanyakan soalan di Parlimen mengenai isu-isu yang dekat dengan hati rakyat Singapura dan yang mungkin memberi impak besarterhadap penduduk kita. Dalam keluaran ini, kami menggariskan beberapa topik utama yang dibangkitkan di Parlimen pada tahun ini.

各位居民各位居民,,
Para Penduduk yang Dihormati,
日夜如梭,专眼一年又将过。希望大家在2019年里有丰硕的收获,在2020年里迎来更美好的时光。今年始,市镇会举办了一系列新的茶叙会,让国会议员与您多见面,能够与更多的居民交流。这些交流的讨论涉及了各种课题的对话,非常感谢大家的反馈。此外,为了支持我国绿色环保的努力,市镇会推出了“垃圾兑现金”计划;在茶叙会上为居民提供了回收不需要的物品的渠道,反应十分令人鼓舞。市镇会正在与提供垃圾回收服务的商家进行商谈,希望能在各个组屋邻里更频繁地举行这类活动。
为居民维持一个令人感到欢愉舒适的居住环境一直是市镇会的工作重点。因此,除了进行例行和周期性的维修工作以确保各座组屋保持良好状态之外,也开展了一些翻新的工作,并推出了特定项目,希望为我们的邻里增添活力和便利。与此同时,考虑到居民的安全,市镇会也一直在加强和提升各组屋邻里的基础设施。这包括改善人行道,采用可提供更好照明和有节能效果的LED灯,并在
公共区域竖立安全标志和信息,以提醒居民保持警惕并为他人着想。您可以在后续页面了解有关的更多详情。
不过,市镇会不曾忘记过的事实是,我们的努力需要广大居民的齐心合作与相互配合,保有公民意识,以及为邻居和他人着想的公德心。因此,在过去的几年中,我们通过市镇会所设计的吉祥物教育并提醒居民做个好邻居。
除了管理市镇外,国会议员也在国会中提问题,论国事。这包括辩论有关影响民众生活,建设基础 设 施 和 国 家 治 理 的 法 律 和 政 策 ; 在 国 会 中 询问新加坡人所关注的问题,以及可能会对居民产生深远影响的课题。在本期的【好邻居】中,我们也总结了今年在国会中提出的一些主要课题。

Another year is coming to a close. I hope all of you had a fruitful year in 2019, and we look forward to a better year in 2020. This year, the Town Council kicked off a fresh series of Tea Sessions for your MPs to meet and speak to more of you, and we are thankful for the conversations covering various subjects shared at the sessions. In support of national efforts to go green, we featured a Cash-for-Trash programme to provide residents an outlet to recycle unwanted items at the Tea Sessions. The response was encouraging, and the Town Council is in talks with our waste collection providers to introduce the programme more frequently in various estates.
Maintaining a pleasant living environment that is safe and enjoyable for our residents have been the twin focus of the Town Council’s work. Hence, besides routine and cyclical works that keep your estate in good order, we also carry out revitalisation programmes and specific projects that add vibrancy and amenities to your neighbourhood. The Town Council has also been enhancing our infrastructure with safety in mind. This includes improving footpaths, adoption of LED lightings which offer better illumination and energy savings, and erecting safety signs and messages at common areas to residents to be both alert and considerate. You can
read about some of our initiatives in this edition of Good Neighbours. That said, the Town Council is mindful that our efforts cannot be without the co-operation, civic-mindedness and consideration of residents to your neighbours; thus, much thought have been put in over the past years to educate and remind residents to be a good neighbour, through our Town Council’s Mascots.
Apart from managing the Town, your MPs have also been raising and debating national issues in Parliament. This include debating laws and policies that impact cost of living, infrastructure, and governance; to asking questions in Parliament on issues close to Singaporeans’ hearts and those that may have profound impact on our residents. In this issue, we outline some key topics raised in Parliament this year.

This iconic block has been a distinctive feature of Hougang Town for many years, since 1992-1993. The sunrise mural was designed as a “Good morning!” greeting to people passing by Hougang Avenue 2 and Upper Serangoon Road as they start their day. The sun symbolises energy (vitality), and will (determination).
In September 2019, AHTC started the repainting works to refresh this block mural. Keeping its original concept, the new design is more detailed, vibrant and modern. We hope residents and pedestrians would enjoy the new look.

PROTECTION AND SAFETY OF PEDESTRIANS GIVEN CHALLENGES PRESENTED BY PMDS AND E-SCOOTER USERSDaniel Goh asked if there had been a further spike in PMD-related fires in the first half of 2019, and what were considerations against bringing forward the end-2020 deadline banning the use of non-UL2272 devices. Senior Minister of State Lam Pin Min said there were 49 such PMD-related fires in 1H2019, versus 52 in the whole of 2018. Retailers had complained about the adverse impact on business, and some consumers were unhappy with the short usability of their non-UL2272 devices. As such, the Government would bring the deadline forward by six months to 1 July 2020.

MORE HELP FOR PMETS RETRENCHED IN 2018Daniel Goh asked if the Government had looked into why PMETs made up 75.8% of retrenchments in 2018, which sectors were most affected, and how many such PMETs had received retrenchment benefits. Minister Josephine Teo said that nearly two-thirds of PMET retrenchments in 2018 were in sectors undergoing restructuring, namely, wholesale trade, financial & insurance services, information & communications and professional services sectors. A 2017 survey on retrenchment benefits revealed that around 90% of retrenching establishments paid retrenchment benefits to their workers.

MEASURES IN PLACE TO PROMOTE SAFE USE OF PARK CONNECTORSDennis Tan asked about actions taken to promote safe use of park connectors by users who were on foot, cyclists, and PMD users. Minister Lawrence Wong shared that NParks implements safety measures such as installing additional lighting, speed regulating strips, and advisory signs at high usage parks and park connectors. Enforcement exercises were also carried out against errant PMD users.

RECIPIENTS AND INCOME CRITERIA FOR SILVER SUPPORT SCHEMESylvia Lim asked what support the Silver Support Scheme offered the bottom 20-30% of elderly Singaporeans, and whether the household monthly income per capita would be reviewed. Minister Josephine Teo replied that the scheme targeted the bottom 20%, but may be extended to the next 10% according to the type of HDB flat they live in. These appeals would be assessed on a case-by-case basis.

COST OF LIVING
CPF CONTRIBUTION RATES FOR EMPLOYEES AGED 55 YEARS AND ABOVE VOLUNTARILY RESTOREDDaniel Goh asked how many companies had voluntarily restored the CPF contribution rates for employees aged 55 years and above, and how many employees had benefitted to date. Minister Josephine Teo said that in 2018, about 1,000 employers made voluntary contributions for about 13,000 employees aged 55 and above. As these were private arrangements between the employers and their employees, CPF Board did not have sight over the basis for voluntary contributions.

ENSURING TOURISTS AND FOREIGN VISITORS ARE FAMILIAR WITH PMD RIDING REGULATIONSDennis Tan asked if measures were in place to ensure that tourists and foreign visitors were familiar with PMD riding regulations before renting the devices, and whether such measures would be included in the operators’ licensing requirements for both types of services. Minister Khaw Boon Wan said that LTA would require licensees of dockless PMD-sharing services to include in their mobile applications the essential active mobility regulations, such as speed limits and prohibitions against riding on roads, reminding all users of these regulations before a trip.

UNSUCCESSFUL FIRST-TIMER APPLICANTS FOR HDB FLATSPng Eng Huat asked about unsuccessful first-timer applicants for HDB flats at each of the last four quarterly sales exercises, and also the algorithmic components for the computerised balloting. Minister Lawrence Wong said that there had been about 990 and 4,200 unsuccessful first-timer-family flat applications in the BTO exercises in August and November 2018 respectively. The balloting process selects a certain number of applicants based on the number of flats on offer and randomly assigns them queue numbers, after accounting for various factors.

INSPECTION FREQUENCY FOR MATURE TREES IN PARKDaniel Goh asked asked about the inspection frequency for mature trees in parks, and if the inspection regime should be reviewed given recent changing climate conditions and tree failures. Minister Lawrence Wong said trees were inspected every 12 to 24 months, with annual in-depth internal decay inspections of trees more than four metres wide since 2016. With changing climatic conditions, storm-vulnerable species were replaced with hardier trees, and trees were regularly pruned to improve their structure.

EXPORT OF SINGAPORE’S RECYCLABLE WASTEDaniel Goh asked how much of Singapore’s recyclable waste was exported to overseas processors, and which countries received the most of our waste. Minister Masagos Zulkifli replied that about 60% of our total waste generated was recycled. In 2018. About 30% of recyclable materials were exported to countries including Australia, China, India, Indonesia, Malaysia, South Korea, and Thailand for processing and recycling.

FOOD WASTE GENERATED IN 2018Daniel Goh asked for the amount of food waste by households, food industries, F&B outlets, markets and supermarkets, and other sources in 2018. Minister Masagos Zulkifli shared that 763,000 tonnes of food waste were generated in 2018 – half were from residential households. Food manufacturers, hotels, malls, and hawker centres made up the rest.

PROPOSAL TO PROMOTE USE OF GENERIC DRUGS IN PUBLIC HEALTHCARE INSTITUTIONSLeon Perera asked about measures to promote the use of cheaper and clinically-equivalent generic drugs in public healthcare institutions, and if MOH tracked the proportion of generics amongst the volume of all drugs prescribed. Senior Minister of State Lam Pin Min replied that MOH introduced a basket of clinically, cost-effective generic drugs in 2017 which was regularly reviewed and updated, and also automatic substitution at the point of drug ordering. In 2017, the usage of the generic drugs in the basket has increased from 87% in 2013 to 99%.

WAITING PERIOD FOR PUBLIC RENTAL FLATPng Eng Huat asked for the number of public rental flats currently unoccupied, and total current waitlisted applicants and the expected waiting time for such flats. Minister Lawrence Wong shared that there were about 200 households waiting to collect their keys to a public rental flat, with waiting time for assignment about 2 months, especially if the applicant was not particular about location.

SUCCESS RATE OF APPEALS TO USE MEDISAVE BEYOND ANNUAL WITHDRAWAL LIMITSFaisal Manap asked for the number of Singaporeans aged 65 years and above that had exhausted their annual Medisave withdrawal limit in the past 2 years, and the number and success rates of appeals received from this group. Minister Gan Kim Yong replied that in 2016 and 2017, about 16% of Singaporeans aged 65 years old and older had fully utilised their Flexi-MediSave limit. On average, MOH received 200 cases of appeals each year from all age groups for outpatient MediSave use, with about half approved.

NEA LIFE CYCLE ASSESSMENT STUDY ON PLASTICSPritam Singh asked if the NEA life cycle assessment study on plastics would be made public in its entirety for the use of academics, professionals and the general public so as to promote an evidence-based approach to climate solutions suited for the Singapore context. Minister Masagos Zulkifli shared that NEA had released a factsheet on the key findings of the study in 2018, which highlighted the various environmental impact made by different types of material, including bio-degradable and paper materials. NEA will continue to work with NUS to release more information on the study in due course.

DENGUE CASES AND MEASURES TO CONTAIN ITS SPREADNoting the increase in dengue cases, Dennis Tan asked for the main reasons for the increase despite mitigation efforts, and whether NEA officers were facing difficulties when accessing individual homes to carry out inspections. Minister Masagos Zulkifli attributed the rise to three key factors – an increase in mosquito population; the relatively warmer weather; and lower herd immunity in our population. NEA officers had not experienced difficulties inspecting homes, except when residents were not at home at time of inspection, or just an elderly present.

CULTURE, COMMUNITY, AND YOUTHINABILITY TO RECOVER OVERPAYMENT AMOUNT IN NATIONAL GALLERY DEVELOPMENT PROJECTPng Eng Huat asked for an explanation for AGO’s conclusion on not recovering the $13 million in improper waivers of contractual provisions for the National Gallery Singapore (NGS) development. Minister Grace Fu replied that MCCY was “satisfied that there was no fraud involved” in NGS’s waivers of contractual provisions, adding that MCCY would work with NGS to “enhance their financial processes and procurement policies” following the audits.

DESIGN AND INSTALLATION REQUIREMENT FOR MANHOLE COVERS IN NEW ESTATESDaniel Goh requested for guidelines on the design and installation of manhole covers in new estates, and if noise reduction was required for vehicular driveways with interlocking pavers. Minister Lawrence Wong said that manhole covers needed to be structurally sound and fit for purpose, fit properly, and emit minimal noise. In the few instances of noise complaints, it was due to poor fit of the manhole cover, and usually resolved by HDB working with town councils.

REPETITIVE FINDINGS OF IT LAPSES IN GOVERNMENT AGENCIESPritam Singh asked for the systemic reasons behind the repetitive findings of the AGO’s FY2018/19 report, and the major findings on the public sector IT systems carried out from 2009 to 2011. Senior Minister of State Janil Puthucheary replied that the 2009 to 2011 audit across 85 agencies discovered that agencies were not carrying out regular reviews of their system architecture and standards, to ensure compliance with the latest available security systems.

KITCHEN EXHAUST DUCT FIRES FROM 2014 TO 2018 AND MEASURES TO MINIMISE RISK OF SUCH INCIDENTSLeon Perera asked for the number of kitchen exhaust duct (KEDs) fires each year from 2014 to 2018, and what measures to minimise such incidents. Minister K Shanmugam said that there were 42 fires involving KEDs from 2014 to 2018, mainly in food establishments within residential areas. The Fire Code required KEDs to be maintained regularly, and over the last five years 270 enforcement actions had been taken against non-complying offenders. Fire safety advisories and posters by SCDF and the Singapore Food Agency had also been distributed to stallholders.

Under the Remaking our Heartland (ROH) plans for Hougang Town, the existing Upper Serangoon Road will be enhanced to showcase the rich history and heritage of the road, which was built almost 200 years ago.
