INTRODUCTION



A. INTRODUCTION

IM JURUKUR BAHAN has commenced practice as a Professional Quantity Surveying Consultants in January 1994 by giving the services of all aspects of Quantity Surveying varying from inception stage toward completion and settlement of final account of the construction projects.

The principal of the firm is Sr. Haji Ismi Mohamad who was personally involved in Quantity Surveying Works for more than 25 years.

He had carried out responsibility as an independent Professional Quantity Surveyor providing services and expertise after experiencing an extensive and varied number of construction projects which included Hotels, Housing Estates, Sport Stadiums, Apartments, Educational Buildings, Luxury Condominiums, Shopping Complexes, Hospital, Bungalows, Istana, Civil Engineering Works, Massive Mix Development Project etc.

Until to date the firm has involved in giving Professional Quantity Surveying Services for projects consisting of Bungalows, Extension and Alteration Works to Existing Istana, Infrastructural Works in Labuan, Light Factory Building, Club House, Housing, Office Building, Shop Houses, Conservation and Preservation, Infrastructural Works, Resorts and Golf Courses, Schools and Educational Projects. Housing Development included Condominium, Apartment, Terrace & Bungalows, Hospital, University Building etc. (See list of Projects undertaken)

All the project undertaken by the firm had been successfully serviced and to the utmost satisfaction by the Clients.

SCOPE OF QUANTITY SURVEYING SERVICES


A. SCOPE OF QUANTITY SURVEYING SERVICES

The services which we provide as Quantity Surveyors to our Clients may be summarized as follows :-

a) Preliminary Cost Advice, Cost Planning, Feasibility Studies and

Preliminary Detailed Abstracts ( PDA).

b) Preparation of Bills of Quantities and Tender Documents

c) Advice on type of contract

d) Advice on obtaining tenders

e) Negotiation with contractors

f) Valuation of work in progress

g) Cost control and preparation of financial statements

h) Settlement the final building costs with the Contractors and Sub-Contractors

i) Project Management

There are few stages of Professional Advice to be given to our Clients as follows :-

1) Preliminary Stage

a) Investigating available data or information relating to the project

b) Preparing preliminary cost advice, cost planning and feasibility studies

c) Preparation of initial cost targets on a square rate basis and

comparison with known costs of completed projects

d) Preparation of initial detailed cost estimates based on approximate Quantities and priced at current rates and establishment and maintenance of a cost plan.

2) Design Stage

a) Developing and updating of cost estimate under the leadership of the Architect and in collaboration with other consultants

b) Preparation of detailed cost estimates based on design drawing

quantities and priced at current rates

c) Preparation of follow-up estimates to maintain budgetary control modifications in design, alternative type of materials, finishes and methods of construction

d) Research and advice on the economic effect of proposed modifications in design, alternative type of materials,

finishes and methods of construction.

e) Maintenance and upgrading of cost planning

f) Preparation of projected cash flow of cost of works

g) Preparation of Bills of Quantities, tender documentation and invitation to tender, etc.

h) Assisting the Architects and other Consultants in

writing the specification of works and schedule of finishes, etc.

3) Tender Stage

a) Compiling tender document and calling of tender for the main construction contract and specialists sub-contracts

b) Assist in the Pre-qualification of contractors

c) Checking tenders received and prepare tender report and recommendation

d) Attending tender negotiation and evaluation meeting

e) Advising as to the suitability of contractors tendering and as to the relative merits of tenders, prices and estimates received for carrying out the works

f) Assist in advising on construction schedules

4) Construction Stage

a) Preparation and compilation of contract documents including letter of acceptance for carrying out the works or part thereof.

b) Updating projected cash flows and cost planning.

c) Preparation of progressive budgetary statements of account

throughout the contract period.

d) Regular attendance at the works building site.

e) Attending site meeting fortnightly.

f) Monthly site valuation and preparation of Interim Certificates Valuation.

g) Preparation, negotiation and finalising works variations at

the time it occurs.

h) Examination, evaluation, negotiation and finalising contractor’s claims under the contract.

i) Advising on cost control of project including estimates of

proposed variations and checking with the budget allowed in the contract.

j) Preparation and presentation of a detailed statement of

final account on the building projects on completion.

k) Attending any other meeting to sort out site problem discrepancies in drawing/ documents disputes, coordination problem, etc. Whenever required.

5) Other Duties

a) Attending client / consultants meeting fortnightly.

b) Assisting the M&E Engineers in the preparation of tender and contract document for M&E nominated subcontract.

c) Assisting the Architects and other consultants in the contract

administration of the works.

APPROACH



APPROACH

a) Every building owner would like to have their project completed and handed over as soon as possible so as to enable them to make use of the facilities and the buildings as intended.

b) With the above in mind, we will constantly liase with the Architects

and the other Consultants to have all the consultant activities and stages of works on a fast track system. This will require over lapping and parallel runs of the various consultancy activity to ensure that the various items of work would be completed in a much faster time.

c) We will be working closely with the Architect and other Consultants

as a team and functioning as an entity. Team work is essential for the successful completion of the whole project on time, the standards as specified and cost control.

FEES



G. FEES

a) We would propose that our professional fees and mode of payment

be in accordance with scale of Professional Charges issued by the Board of Quantity Surveyors, Malaysia be used as the basis of negotiation for our fees.

b) We would request that lithography, printing charges, traveling, etc. incurred by us be reimbursed at cost.
