Proiectele de facilitare a accesului la surse sigure de ap potabil i sisteme de canalizare, implementate cusuportul Comisiei Europene, asistena tehnic a Centrului Naional Practico-tiinific de Medicin Preventiv i a Fondului de Investiii Sociale din Moldova, pot servi drept exemplu n acest sens. Ele snt rezultatulefortului depus n comuni, n primul rnd, al comunitilor locale, care deja se bucur din plin de efectul benefic al muncii lor.

Currently our country benefits from several foreign financial sources that are oriented especially towardsthe stimulation of economic growth and poverty reduction. The support provided by the European Commissionto the Republic of Moldova Government in the frame of the Food Security Program is also among thesesources.

It is important that the financial sources available are used properly and have a visible impact on theimprovement of life quality of the population and that they reach the localities with the most stringent needs.Also, during the problem-solving process, the citizens learn how to cooperate in order to beneficiate from quality public services.

The projects for water supplies and sewage systems access facilitation implemented with the supportof the European Commission, the technical assistance of the National Practical-Scientific Center ofPreventive Medicine and the Moldova Social Investment Fund may in this context serve as an example.They are the result of the effort made in common, and first of all by the local communities that alreadytake full advantage of the benefits of their work.

EUROPEAN COMMISSIONFood Security Program financial sources managed by MSIF

In the frame of the Food Security Program the European Commission provided the Republic of Moldova Euro2 000 000 (about MDL 32 000 000) managed by the Moldova Social Investment Fund for supporting communities withstringent water supply needs, for building sewage systems and water treatment plants.

With the use of the financial sources mentioned and another MDL 6 000 000 the Republic of Moldova Governmentsand communities contribution, 16 subprojects have been implemented in 11 rural localities (2 from the post militaryconflict area) and 5 urban localities with a population less than 20 000 people.

According to the MSIF procedures, civil works have been performed by the communities, including: 26 artesian wells and 4 springs built or renewed; 35 protection zones equipped;

about 143 000m of water supply and over 4 600m sewage built; 11 water treatment plants and 25 sanitary points installed; 20 social objects (11 schools and 9 kindergartens) connected to the water supplies and sewage systems; 11 Beneficiaries Associations and 5 Coordination Committees created to ensure the sustainability of the

subprojects.

As an addition to the subprojects implemented, the communities connected 24 more social objects to the water suppliesand sewage systems using local resources. MDL 2 170 000 were invested for subprojects extension.

Over 70 000 citizens benefit from access to improved social services of which 27 500 are primary beneficiaries and8 600 are children.

1. ANENII NOIMihail CHEIBA

Primar / Mayor

ANENII NOI

Anenii Noi was documented for the first time on July 27,1731. Then it was called Pascani pe Bac. It was located onthe border of two hours, placed by the Turks from theriver Nistru up to the river Prut. The border had a width ofhow much a peasant would walk for two hours. An olddocument, dating from April 27, 1883 notes that Anina isthe same village as Pascani. In 1887, German and Russiancolonists came onto the land of the Anens (Pascani or Nicolevca), the last ones settling in Nicolaevca Noua.The census in 1910 stated that on the same old land therewere two villages the Russian Nicolaevca Noua and theGerman Nicolaevca Veche. In 1993, the villages got thenames Anenii Noi and Anenii Vechi. Five villages nowmake up part of the city: Albinita, Beriozchi, Harbovatul Nou, Ruseni and Socoleni.

Mihail Cheibas, mayor: The transition periodgenerated some problems, one of them being the watersupply. It has been solved thanks to the EuropeanCommission. Before this project was implemented,

la servicii sociale mbuntite.

Population: about 8350 people, of which 2650 children. Most stringent problem solved: water supply and sewage. Subprojects cost: over MDL 2 200 000. Community contribution: MDL 339 239. Executed civil works: about 4 590m of aqueduct were

Vitalie Vdovicenco, viceprimar: n urma unorsondaje efectuate n oraul nostru, s-a constatat c respondenii consider drept cea mai important problem de pe agenda zilei cea a asigur rii cu ap potabil. Apeductul vechi avea un grad sporit de uzur ,iar apa era transportat prin evi de oel i asbest, ceea ce

este inadmisibil. Pentru a depana o singur defeciune aconductei vechi eram nevoii s cheltuim circa 2500 delei. n prezent, apeductul corespunde cerinelor timpului,oamenii snt mulumii, iar autoritile activeaz pentrua spori numrul abonailor la reeaua de alimentarecentralizat cu ap potabil.

Nowadays, it has access to the aqueduct. Morethan 4.5Km of the aqueduct have been changed andthe kindergarten has been connected to it. We are nowconcerned about the durability of the project. We connectnew recipients to the aqueduct and we connect the poorfamilies for free.

Vitalie Vdovicenco, vice mayor: According to polls,the respondents consider the most important problem to be supplying the city with water. The aqueduct was oldand worn out. The water was transported in steel-asbestos pipes that are inadmissible. In order to fix a single failureof the old pipe, we had to spend about MDL 2500. Now,the aqueduct is up to date, the people are pleased andthe authorities work to increase the number of people

connected to the central water supply.

Dumitru Iorgaciov, head of the ImplementingAgency, director of Apa-Canal Anenii Noi: Theold water supply did not meet the citys needs. It wasfound that the renovation of the old water supply systemwould be much more expensive than building a new one.Apa-Canal Anenii Noi serves an increasing number of beneficiaries and so the income increases. This allows usto activate and extend.

Vera Liscenco, superintendent, kindergartenno 3: Before we were connected to the aqueduct, weused to continuously ask the mayor and vice mayor.Either we didnt have water or we had no means oftransporting it to the kindergarten. Now we do not havesuch problems.

Copiii i spal minuele de cte ori vor, iar lucr torii cantinei au ap din belug. Astfel, s-a redussimitor riscul unor maladii contagioase, ceea ce influeneaz benefic asupra striide sntate a copiilor.

Liuba Capbtut, beneficiar: Pn mai ieri, aduceam apa cu cisterna. Iarna,uneori, ajungeam s topim z pad, cci nu aveam ap. Astzi este cu mult mai bine,deoarece avem ap n permanen i la un pre mult mai mic.

Serghei Stratulat, beneficiar: Conectarea la reeaua de ap potabil ne-aschimbat viaa. Astfel, avem posibilitatea nu doar s consumm ap curat, ci s o folosimi pentru toate necesitile gospodriei: ne-am amenajat corespunztor bile, am procurat maini de splat moderne.

Tatiana Iurcovschi, nurse: I state with satisfaction that the sanitary andhygienic conditions in our kindergarten have improved considerably. Childrenwash their hands as many times as they want. The canteen workers have plenty ofwater. As a result, the risk of contagious diseases has been reduced considerably,which has a good influence on the childrens health.

Liuba Capbatut, beneficiary: We used to carry water with a tank). During thewinter we had to melt snow because we had no water. Now things are much better.We have water constantly and at a low price.

Serghei Stratulat, beneficiary: Connecting to the water supply has changedour lives. We now have the possibility not only of drinking fresh water but also ofusing it for daily necessities. We have now properly equipped our bathrooms and bought modern washing machines.

Natalia Tofan, kindergarten principal: The wateris great for washing. That is why we use less detergent.Once connected to the water supply the situation in thekindergarten has improved. Wed like to thank the donorsand everybody who has contributed to providing the cityof Bucovat with water.

Teoretic "Boris Dnga" la apeducti la staia de epurareexistente, amenajate trei zone de protecie etc. Beneficiari: toi locuitorii oraului, care au obinut acces

built and the "Boris Dinga" Theoretical Lyceum wasconnected to the existing one and to the water treatment

plant. Three protection areas were equipped. Other workswere performed. Beneficiaries: all people who got access to the improved

social services.

The legend says the locality was the result of a lovestory between Criu and Leana, two lovers from differentvillages. Their parents forbade them to meet each other.Thats why they decided to drown in the river Nistru.Shortly after the tragedy, their parents came to the bankof the river to be closer to their children and settled there.They called the newly formed locality Crio-Leana. Thename slowly changed to Criuleni.

Serafim Babenco, vice mayor: The city of Criuleni

had an aqueduct built in Soviet times but, because it wasworn out, people didnt have regular access to water. Werejoiced when we were offered the chance to renovatethe aqueduct with the help of the European Commission.

Criuleni a fost motenit din perioada sovietic. Dincauza gradului nalt de uzur , locuitorii nu aveau ap n permanen. Cnd ni s-a oferitansa de a soluionaaceast problem, cu sprijinul Comisiei Europene, ne-

am bucurat mult. Graie suportului oferit, a fost posibils instalm pompe moderne, s renovm o parte dinreelele de ap.

Vladimir Hincula, mainist la Staia de pomparea apei: De cnd au fost instalate pompe performanteieconomicoase, nu se mai ntrerupe livrarea apei n reea.n trecut, deseori eram chemai s efectum lucr ri dereparaie. De multe ori, nici nu mai puteam sudaevilevechi i eram nevoii s astupm sprturile cu cepuri delemn.

Ion Belinciuc, directorul ntreprinderii muni-cipale Comun-Service: Datorit finanrii obinute,locuitorii oraului nostru au ap pe parcursul zileintregi. Problema asigur rii cu ap potabil a urbei poate fi soluionat definitiv prin schimbarea ntregiireele de apeduct, doar c e nevoie de eforturi financiare

considerabile, deoarece aceasta are o lungime de circa54 kilometri.

Thanks to their support, we installed modern pumps and partially renovated the water network.

Vladimir Hincula, Water Pumping Station ope-rator: The water pumping is no longer interrupted sincewe installed the new pumps. We were often forced to doa lot of repair work in the past. Sometimes we were notable to weld the pipes and we had to stop the water withwooden spigots.

Ion Belinciuc, head of Municipal Comun-ServiceEnterprise: Thanks to the support, the citizens now haverunning water all day round. The water supply problemcan be completely solved by changing the entire waternetwork, but it requires considerable financial resources.The whole network is 54km long.

Ecaterina Vasilachi, superintendent of Boris

Dinga Theoretical Lyceum: We had to save waterin improvised tanks. Now this torture is only a memory.The canteen workers now have the conditions to servethe pupils only the tastiest food. Sanitary points have also been arranged.

Liuba Samoila, user: We used to have water for onlya few hours per day and we had to store it. We had greatdifficulties during the cold period of the year. Things havechanged. Now we have water continuously and, of course,we are glad.

Olga Dvorean, user: We have a well in the yard butwe dont use the water from it. Lately, the water level inthe well dropped, and we celebrated when the proposalcame to connect us to the water supply. Its important thatwe have water 24/7.

supply, except the ones from the sugar factory quarter, butwe are looking forward to solve the problem.

Valeriu Gudima, head of Mihai Eminescu Theore-tical Lyceum: I have worked in the educational systemfor twenty years and I can say that a lot of important thingshave been achieved by the city lately. Our lyceum has beenrepaired and fitted with computers, but most important, it wasconnected to the central water supply. As a result pupils now benefit from better studying conditions. We used to carrywater from wells and store it in a tank of several tons capacity because we were provided water only two hours a day.

Mihail Zbinca, Agroprofil Enterprise engineer: We encountered a lot of problems during the project.We had no up-to-date maps of the citys communicationssystems. The ones we had dated from the 50s lastcentury. We acted very carefully in order not to damage

the electricity and gas networks. We had to use specialequipment that helped us detect them. Another problemwas penetrating the foundation of the apartment blocks, atask that requires knowledge and skill. We are proud nowof the things achieved.

Grigore Babara, medical hygienist, Drochia Pre-ventive Medicine Center: We are monitoring the waterfor any possible contamination. The tests show that itmeets the heath regulations. The water is good and tasty,unlike that from the villages where in 70 percents of casesit does not meet the standards.

Victor Lisnic, pupil: On behalf of my colleagues andteachers, Id like to thank the European Commission andthe ones who have contributed to connecting our collegeto the water supply. We have been convinced that lifechanged for the better when we got water.

Mihail Zbnc , inginer SA Agroprofil: Pe durataderulrii proiectului am ntmpinat anumite dificulti, precum, bunoar , lipsa unor hr i actualizate ale reelelorde comunicare din oraul nostru, unele dintre acestea fiindntocmite n anii cincizeci ai secolului trecut. Din aceast cauz, ne-am str duit s acionm cu pruden, pentru anu afecta reelele electrice, de gaz etc. Am fost nevoiis utilizm pn i echipamente speciale, de detectarea acestora. O alt problem a constat n penetrareafundamentului la blocurile locative, aceast operaiunenecesitnd abiliti i cunotine n domeniu. Astzi, nemndrim de cele realizate.

Valeriu Tincu, head of Apa-Canal: Withoutthe European Commissions help, we wouldnt havefinished this necessary project. The old aqueduct wasntup-to-date and it was not profitable. We used to pump upto 28 000 cubic meters per day, now we pump as few as11 000 cubic meters. The pipes were made of cast iron,steel and even asbestos. In some cases, the pipes wouldcrack and we had to replace them. It cost us a lot. Nowwe have a new water supply made of materials that arentharmful.

An old legend says that back in the times of Ieremia Movila (1602) a poor peasant and his family, running fromthe Turks, came to a spring with fresh cold water situatedbetween three large trees. The man saw an angel in hisdream who told him to settle there. Years passed, and anew locality was formed Copaceni. Copac means tree. In 1779 three neighbor localities: Copaceni, Ivanusca and Nagoreni united forming one Riscani.

M-am implicat n procesul de implementare a proiectului de renovarei extindere a apeductului, fiind responsabil destrngerea contribuiei. Vreau s remarc acurateea de care au dat dovad responsabilii de conectare la apeduct. La finisarea lucr rilor propriu-zise, ei au astupatanuli au reparat trotuarul afectat,fapt pentru care le mulumesc din tot sufletul. n calitate de locatar la bloc, a meniona faptul c s-au dus vremurile decndva, cnd ni se ddea ap cu rita i numai pentru cteva ore. Population: over 4 000 people, of which 780 children. Most stringent problem solved: water supply and

sewage. Subprojects cost: over MDL 2 120 000. Community contribution: MDL 319 176. Executed civil works: about 13 400m of aqueduct and

156m of sewage were built. Two protection areas wererenewed. A water treatment plant was installed. Thekindergarten was connected to the aqueduct and thesewage system. Other works were performed.

Beneficiaries: all villagers who got access to the

improved services.

Many documents attest to the formation of Bascaliavillage, the earliest dating from 1830. The most accuratemention dates from 1874, when the first stone churchwas erected in the name of Saint Archangels Michaeland Gavriil. According to local legends, the name of thevillage comes from bascali. It is a name of a nogai tribe from Bugeac. There are Bulgaria and Turkish ethnicsamong the founders of the village. Their names speak ofthis: Demerji, Scutari, Popov, Iabangi

Ion Iabangi, head of Beneficiaries Association:Thewater supply is a true gold mine for our village. Despiteits geographical position, in the south, there is a criticallack of water in the region. The water from wells wastested and it was found that the water does not meet the

health regulations. During hot summers, when the wellsrun dry, people feel like fish on the ground. The EuropeanCommission helped us solve an important problem; theentire community is grateful to them.

Despite the scorching heat,now we have water for our own needs and for farming.Understanding the price of the water, we sometimes waterthe vegetables, but we never waste the water. Thanks tothe better quality of the water, people are healthier and weget a better harvest.

Vladimir Diacov, chief medic, Bascalia HealthCenter: The successful implementation of the watersupply project in our locality has solved some of the mostacute problems. As a medic, I am pleased that the centerhas fresh water continuously. This allows us to continueworking and meet the hygiene standards. There is nodoubt that the presence of a fresh water source contributesto the improvement of citizens health. The water fromthe wells is of a low quality, but that from the aqueduct isalways tested.

From ancient times, people used to keep domesticanimals. The climate is especially favorable for breedingsheep. People who had herds began selling cheese.Years passed. Asked where they were going, customersanswered: la brinza (cheese). This is why the village iscalled Brinza. The first documents mentioning the villagedate from the XVII century.

Cu trecerea anilor, fiind ntreba i unde merg, mu teriii r spundeau: labrnz, de aici provenind actuala denumire a localit ii.Primele atest ri istorice ale satului dateaz cu nceputulsecolului XVII.

Leonid Catera, primar: Situat n stepa Bugeacului,localitatea Brnza s-a confruntat dintotdeauna cu problemaapei potabile. Pe timpurile URSS-ului, aici funcionaun apeduct, dar, pe parcursul ultimelor decenii, acestaa degradati nu mai satisf cea necesitile cetenilor.

Din aceste considerente, includerea localitii noastre n proiectul de renovarei extindere a apeductului, finanatde ctre Comisia European, constituie un adevrat motivde bucurie pentru locuitorii satului. Darea n exploatare a

The legend says the river Nistru used to run a differentcourse. The first villagers were fishermen. The name ofthe village comes from the word cosnita, which meansa small basket in which people carried or kept their tools. According to documents, the village Cosnita has been inexistence since the end of the XVII century.

problem for the Dubasari district. We can already see the benefits from implementing projects such as water supplyrepair in Dorotcaia and Cosnita. Since the local authoritiesdo not always have the money to implement such projects,

Beneficiari: toi locuitorii satului, care au obinut accesla servicii sociale mbuntite.

The specializedcompanies are now tutored by the authorities from the left bank of the river Nistru. Despite the situation, we managedto prove that we have the capacity to administer the fundsoffered, to implement and to ensure the viability of the projects. Id like to mention that the local authorities have been fully supported by people and as a result were able tocollect the funds needed. Not only people from our district profit from the implementation of the project, but it hasalso boosted the image of the district and of our countryas a whole.

Irina Chirita, medic, Cosnita Health Center: Themedics are the people who perhaps understand best theimportance of unhindered access to fresh water. Its anextremely important thing that does change the quality of

life. Access to the aqueduct also eased the job of medicswho are in need of access to running water. Work conditionshave improved and so has the heath of citizens. Its wellknown that water is the spring of life and health.

Ghenadie Aslanov, superintendent, Ion CreangaTheoretical Lyceum: We used to carry water from thenearby wells before we were connected to the aqueduct.It was a difficult and expensive task. We have waterconstantly now. The canteen can work properly and safely.It allowed us to install some sanitary points.

There are many legends regarding the localitys nameof Costuleni. According to one of them, the village took itsname from the founder landlords daughter Ileana. Thelandlord used to ask his daughters suitors astronomical prices for her hand. When meeting each other, suitorsused to ask each other How much does Ileana cost? According to another legend, the name comes fromanother landlords name Costea or Costul. The villagewas documented for the first time on November12, 1605.

We had some difficultiescollecting the funds required but we managed to do it. 662 private homes, the school, the kindergarten, the mill andmany businesses are now connected to the water supply.People are pleased by the help granted by the EuropeanCommission and contribute to ensure the long-termsuccess of the project.

Lora Dicusar, kindergarten principal: We used tocarry the water needed from our neighbors until a shorttime ago. In such conditions, the kindergarten staff had todo physical labor. Once we were connected to the watersupply, we got quality water for food preparation, dishwashing and other necessities. Hygiene has considerablyimproved. We managed to install sanitary points. Thewater supply allows us to operate in better conditions and

treat the children well.

importance of the water supply and have contributed to it.A central water supply is very important for the people ofGhetlova. The first step we took was to test the water fromour wells. We found out that only one well had water that met

La primele adunri, la care se punea n discuie proiectul deconstruire a apeductului, muli ceteni erau scepticii

nici nu le venea a crede c apa va ajungei la ei. Astzi,cu toii s-au convins c orice vis poate fi realizat n practic, prin munc i efort colectiv. Din componenacomunei noastre fac parte trei localiti, dou dintre caredeja au fost conectate la apeduct. Dar sntem optimiti iavem certitudinea c vom reui s extindem apeductul pentreg teritoriul comunei.

Mihai Gartea, directorul Centrului cultural: Edificiul a fost reparat la cele mai nalte standarde decalitate. Astzi, nu ne este ruine s gzduim colectivei artiti cu renume, cci, pe lng cabinele de machiaj,avem amenajate grupuri sanitarei lavoare. Iar acestlucru a fost posibil graie conectrii edificiului la apeduct.Exprimndu-ne metaforic, am putea spune c aceast instituie a fost conectat nu doar la un izvor de ap, ci ila unul de cultur .

At thefirst meetings, many of the citizens were unsure whether the project could be achieved. Today, everybody is convincedthat any dream can be achieved through work and collectiveeffort. Our commune consists of three villages, out of whichtwo have already been connected to the water supply. Butwe are sure that well be able to extend the aqueduct to theentire territory of our commune.

Nelly Stavila, kindergarten medical assistant: The kindergarten renewed its activity after a pause ofseven years. We had always hoped to have access to acentral water supply. Thanks to the support offered bythe investors, our dream came true. The very moment thetaps were opened and the water began to flow, I could nothelp but cry. Id like to mention that the access to runningwater reduces the risk of illnesses caused by dirty hands.

The children now have the ability to wash their hands asmany times as they want.

465m of sewage were built. A water treatment plant wasinstalled. The gymnasium and the kindergarten wereconnected to the water supply and the water treatment plant. Other works were performed.

Subprojects extension:an additional 670m of aquaductwere built. The Mayoralty and the public bath wereconnected to the aqueduct and the water treatment plantetc.

Beneficiaries: all villagers who got access to theimproved social services.

The banks of the river Cainari have been populatedsince ancient times. Gura Cainarului was founded in1488. It is now situated in the eastern part of the Florestidistrict.
