From the above, it is fairly clear that information is not readily available unless you belong to one of the above organisations or subscribes as member through annual membership fee .

For goverment officers, their information needs are catered for by the ministry libraries, while researchers, and students are very well supported by the academic libraries.

Large private establishments do have information centres, just like most of the many government corporations and agencies.

Despite the availability of information centres in Malaysia, the biggest question arise is "how far has the business community been able to benefit as a result of the closed door and serving specific clientele only policy" of most of these libraries.

Today, with the advent of international networking through infonnation highways and cyberspace, may be it is time that information centres should consider seriously adopting a more "user-friendly" attitude with regards to the questions of pub I ic access to information.

If ever, information is regarded as a commodity, where package and re-package of information is involved, may be it is time too to treat it as a saleable item so that infonnation may have global market access and not limited to any kind of restriction. With technological advancement and life affluence, society is more open and ever willing to pay as long as they have access to information they need.

Now I will focus more on those organizations that provide information services to the business community in Malaysia, from the different levels as described earlier in the paper.

MINISTRY OF INTERNATIONAL TRADE AND INDUSTRY (MITI)

Resource Centre, MITI

Resource Centre MITT, despite being a special library, is open to the general public . The strengh of the collection is mainly on the subjects of international trade, investment, imports/exports, industry and business management. Resource Centre subscribes to Economist Tntelligence Unit (E.l. U) country reports and profi les that costs RM56,OOO per annum. The import/export tabulations of trade statistics by products ' classification and country by group are readily accessible and the above 2 materials mentioned are

the most sought after materials by the business community.

Resource Centre, MIT! offers only reference and repographic services to the business community. Borrowing is however not permitted.

Malaysian National Focal Point (MNFP) Database

The MNFP was established in January 1992 with the objective to gather and assemble information and technology to be used by SITTDEC and local business community.

The MNFP SystemlDatabase is developed to provide an on-line referential point for information on trade, industry, investment and technology. The database can be used as :-

• an instrument to promote companies' products and services.

• a channel to offer or sou rce for joint-venture partners.

• a channel for legitimate business activities.

Opportunities database

Serves as a medium for entrepreneurs to advel1ise their products. May also be used as a focal point to find new business/trade opportun iti es, production/ joint ventures and the availability of new industrial technology. Information on business/contract tenders are also available.

Statistical database

Conta ins information on Malaysian External Trade under the Harmonised System, Custom Tariffs and Statistics on investments .

TradelInvestmentrrechnology Database

Contains information on Malaysian policies , incentives, reports, facilities and infrastructures with respect to trade. investment and technology.

Directory/Address Database

3 catego ries of trade directories are in this database namely :-

• Malaysian exporters

• Malaysian trading houses

• Malaysian manufacturers

Also includes addresses of trade associations, trade councils and exp0l1 promotion centres overseas.

Country's Database

Maintains some of the most basic but important information on developing countries. At the moment only 5 countries are availab le i.e. India, Kenya, Zimbabwe, Ukraine and Roman ia . Information on customs guide for APEC member countries are also available from this database.

Other information

This database is quite general in nature and contains information like Malaysian administrative procedures, culture and population. Information on business rules and regulations and workers/ employees are included too.

Malaysian Industrial Technological Information Centre (MITIC)

MITIC was first establ ished in March 1983 as Technology Reference Centre. However the name was changed to MlTlC in line with the upgrading of the role and responsibility of the Ce ntre in fulfilling the needs of the Small Medium Enterprises (SMEs) sector.

Objectives of MITIC

• To compile and disseminate information on the most current processing technologies both from within and outside the country and to enhance the awareness and interest ofSME entrepreneurs on the importance of science and technology.

• To create awareness among potential and existing SME entrepreneurs about the directi ons of the SME development policies, strategies and programmes.

• To assist in the promotion and dissemination of information on the participation ofSMEs in prioritized industrial sectors and sub­sectors under activities such as the 'Umbrella Concept ', ' Proton Vendor Scheme' and 'Subcontracting Exchange Scheme'

• To assist SME entrepreneurs in obtaining computerised business information to facilitate the preparation of business plans, product development and SME operations.

• Subcontract Exchange Scheme

• Vendor Development scheme.

• Registration of suppliers/manufacturers of industrial machineries.

• Registration ofSME projects approved under the Promotion ofinvestment Act (PIA) 1986 and projects given exemption under the industrial Coordination Act (lCA) 1995.

Creation and maintenance of information exchange network among domestic and foreign institutions to provide market and technical information.

• Periodic promotion by sector and permanent display for prioritized SME products .

• Provision of faci I ities to conduct workshops on SME with the cooperation of relevant implementation agencies/associations.

[note: A cabinet paper on the establishment of Corporation of Small and Medium Industry, an agency on its own has been presented in Parliament by MIT!. Jfthis proposal for the corporatization of part of M [TIC is accepted and approved by Parliament, then we will witness another milestone in the SME's sector growth that will further enhance its roles and functions]

AGENCIES UNDER MITI

Malaysian External Trade Development Corporation (MA TRADE).

MA TRADE was established in 1983 as an external trade promotion agency for Malaysia.

The services provided by MATRADE are best summed up in 3 broad areas namely :-

Organising meeting between buyers and sellers.

Publishing and disseminating trade related information materials.

MA TRADE has at the moment 24 trade commIssIoners overseas.

MATRADE Resource Centre

MATRADE library is substantia lly well equipped and have a vast collection on trade related information and is the focal point for that particular category of materials. The library maintains major trade reference materials, trade statistics, directory of importers/exporters, worldwide market trends and trade journals. All the materials are readily available at the disposal of the business community.

Besides printed materials, the library have online services to further enhance their function as a one­stop trade information centre . These onl ine services are :-

MATRADE Information Kiosk

Developed in collaboration with a private company, it is an interactive multimedia information system kiosk. The system provides comprehensive information on company profiles and products, trade, economy and information on trade related agencies and services . The system is developed mainly to bring together electronically local and foreign business comlllunity for the purpose of promoting expOlts of Malays ian-made products and services. They Illay use the kiosk to advertise their products and thus exposing their products to a wide range of kiosk users.

Membership

MARTRADE Re so urce Centre is opened to members only. They accept 2 kinds of membership i.e. inst itution and individual. Membership fee is RM 150 for institution and RM 120 for individual. However daily or walk-in membership is also allowed for a nominal fee of RM20 per entry.

MATRADE publishes various trade journals and directories to further disseminate trade information to the business community. These are :-

Malaysian Inilustrilll Development Alltltority (MIDA)

MIDA is the national industrial development and investment promotion agency. Since its inception in 1967, MIDA has been the government's premier agency spea rheading its tru s t towards industrialisati on. MIDA has been assisting both loca l and foreign busi ness enterpri ses in the smooth flow of investments to and from Malaysia.

Functions Of MIDA

• Tto undertake economic feasibility studie s of industrial possibilities.

• To undertake industrial promotion work in Malaysia and overseas.

• To facilitate the exchange of information connected wi th industrial development.

Advisory Service Centre

This centre consists of represe ntatives from the various government departments such as Ministry of Finance, Human Resources, Immigration , Customs, Environment, Factory and Machinery Department, Telecom and Tenaga Nasional. The function is to provide relevant information needed under one roof. Thi s will expedite decisions/ app lications and other matters under the purview of each of the relevant department.

MIDA Library

To further support the information needs of the business community , MIDA library is equipped with all the relevant trade related in fo rmation especially pertaining to M1DA 's circ le of functions. The library 's strength is in the subjects of manufacturing , indu stry , economics , investments and trade statistics'. It is open to all business community from Monday to Thursday onl y and letters of identification (company's official letter) are needed before permission to use the reso urces is granted. Photocopy service is avai lable.

Malaysian Technology Development Corporatio/1 (MTDC)

MTDC is the national venture capital and techno logy transfer organi sa tion. The main objective of MTDC is to impl ement the commercia li sat ion o f research result s of univer si tie s and re se arch o rganisations and prom oting the growth of technology-ba sed enterprises, to suit the needs of Malaysian business community in particular.

MIDF is Malaysia's primier industrial finance institutions, established on Ma rch 30, 1960.

Its main objective is to speed up the development of industry in Malaysia by :-

• Assist ing in the creation, expansion and modernisation of business enterprises.

• Encourag ing and promoting the participation of private capital, both internal dan external in such enterprises.

• Encouraging and promoting private

• World Bank Sponsored Scheme For Small Scale enterprises. Available to all Malayian controlled manufacturing projects , with shareholders' funds not exceeding RMI.5 million.

• MIDF's Financing Scheme. Available to all categories of manufacturers and is meant for the fina ncing of new fixed capital investments.

MlDF Library

To support the information needs ofMIDF officer, MIDF library is we ll stack with books, journals, reports and their strength is in the subjects of industrie s , investments, banks and banking statistics, stocks, shares and public listed compallies.

The library is open only to their own officials and corporate members, who are actually companies and business entities. Corporate membership fee

SI1TDEC is an international organisation, created as a result of the Heads of State/Government of the G 15 countries meeting in June 1990. It's statute was s igned in November 1991 at the G-IS Summit Meeting I n Venezuela.

Began operations in January 1993 , SITTDECs establ ishment is to provide mechani sm for enhancing investments, trade and technology

transfer among developing countries. SITTDEC 's mission is to foster and promote investment, trade and technology sharing among developing countries, through the provision of relevant, authoritative and accessible information to governments, organi sations, corporations and individuals in these countries.

SITTDEC 's headquarters is in Kuala Lumpur sharing the same premise as Malaysia's Ministry of International Trade and Industry. Each member country has its own national office called the National Focal Point. The NFP offices located at member countries are electronically link to Kuala Lumpur via a computer networking.

MARA is a government agency directly involved in promoting and developing the SMEs of the indigeneous community in Malay s ia i.e. the Malays. Broadly, this is done though 2 big sectors i.e. Education and entrepreneurs. The Entrepreneur sector is divided into 4 divisions where most advisory serv ices are dealt with and given upon request. These divisions are :-

UNIVERSITI SAINS MALAYSIA (USM) LIBRARY [UNIVERSITY OF SCIENCE

MALAYSIA)

USM library is among the first academic library in Malaysia that started a fee-based information service ever since 1974, when the serv ice was first se t up, geared towards regional indu stry and commerce.

The library is situated in the state of Penang. the northern part of Peninsular Malaysia and thus its clientele are mainly the business community coming from the n0l1hern states of Perl is, Penang,

Rendered th rough its Reference and Information Division, this fee-based service is directly available to all finns in the commercial and industrial sectors .

UPM library is another academic library in Ma laysia that has an established service so lely catered for the business community. Rendered through its Fee-Based Service Un it, the services are categorised as follows :-

Contents Page Service (CPS)

This is equivalent to the SDI of journal contents pages normally done by libraries for their cl ientele, but in a more wider scale. Started in Ogos 1993, the service is open to individuals, institutions, private companies or even libraries that cannot afford to subscribe to a whole range of journal titles in the market. By subsc ribing to CPS, they will rece ive, semi monthly, photocopies of the contents pages of current is sues of selected journals subscribed by the library. If the subscribers wish to obtain any article/s that are of interest, the library will send them with a nominal fee. This enables users to keep abreast with current developments in their respective fie lds without having to subscribe to all the journal titles.

Document Delivery Service

Prov ides photocopies of documents available in its co ll etion. Delivery is either by mail , fax or courier, depe nding on the customer's request. Payments by bank drafts, money orders and cheques are acceptable.

Literature Search Service

Uti li zing UPM's CD-ROMs collection, the service is performed at a nominal fee of RM35 per search on a particular subject. The search results may be downloaded on to a diskett, wh ich may also be purchased from the unit.

Quick Priuting Service

Although the bulk users of this service are the students, but it is open to the publ ic who has a simple printing work that need to be done in a short time. The service includes typesetting as well.

Courses

Course are provided on an occasional basis and generally 3-4 courses are conducted in a year. Relevant topics/subjects wi ll be identified. The last course they had was on scientific writing.

Corporate Membership

Provided under the Reader Service Unit, the library opens its door to the business community and they may have access to the library materials by subscribing to the Corporate Membership Programms. Individual private mcmbers are charged RM200, while company's membership is RM400. Maximum book loan is 2 books and 4 books respectively. Membership fee is paid only once.

SIRIM is a statutory body under the Ministry of Science, Technology and the Environment. SIRIM is the house l'or a grand collection of standard and patents far thc country and information services are provided by the Technical Information Section, through 4 different units as shown below:-

Information Resource Unit

Information Resource Un it o r more commonly called SIRIM'S library, its main function is to support researchers, both from SIRIM and the public . Being the central point for standards collection , most of the users are from the SME's group accounting to roughly between 65% - 70%. With an an nual fee of RM250, these corporate members may borrow a max imum 5 standards and 7 non-standards items per loan. Total membcrship at the moment stands at 800 people.

Clients ofSI RlM li brary have access to a collection of over 220,000 standards from IEC, ISO and ISO members. Online information retrieval is available for IRU·S collections, Malaysian Standards and patents, abstracts of articles, Malaysian Science & Technology Experts and SIRIM 's Technology (R&D findings). The library is also providing few other online services such as SIRIMLlNK, NSTP­Online, SIRIM-Online, Civi l Service Link and Dialog Online Databases. The SDI service is also provided. It comes in the form of abstracts from selected journal a rt ic les scanned by the librarian . The list containing the abstracts w ill be sent to subscribers on a monthly basis. The subscription fee for this serv ices is RM36 per year.

Standards Information Unit

This unit spec ia li ses in providing technical information for exporters from 2 important aspects.

• TEXPRO (Tec hni ca l Informati o n for Exporters programme)

TEXPRO prov ided both enquiry and advisory se rvi ces tha t inc .ludes the identification, provision and trans lation of foreign technical requirements, questions on foreign standards, regu lations or approval procedures.

GATT/WTO (Enquiry Point)

SIRIM has been appointed by the government to be a signatory to the GATTI WTO Agreement on Technical Barriers to Trade, also known as GA TT/WTO Standards Code Among other things, this unit assists in answering enquiries o n Malaysian standards, regu lations, TBT notifications, certification systems both local and overseas.

Patent Information Unit

Patent Information Unit is the biggest technical information centre in the country with 6 million patent documents available in their databases, CD Roms and Microfi sch. Its main function is to serve as the national contact point of reference and information on patents and to di ssseminate the information to industries to support national technological and industrial development.

Their clients are mostly the R&D people, the SMEs, inventors and entrepreneurs. Now they are doubling their efforts in promoting this information services to SM Es because besides its industrial application, it will help the SMEs who do not have enough capital for R&D . They are also encouraging the SMEs and our exporters to use the expired patent as one way to lower down production cost. Their other serv ices include :-

advisory and reference general advice on patent and patenting free patent search and reference by the public Patent search service specific consultancy service competitor watch search technology update search technology assesment and evaluation

Some of the services are free but certain services are charge with a nominal fee . For example RM50 is charged for PI U to undertake a search on a particular subject while for the consultancy Advisory Service, the charge is RM80 per hour.

SIRIM has taken steps to change its identity as a statutory body to a corporate organization early next year. With such an entity, SIRJM will be able to expand its services and extend further its Corporate Membership Scheme. When the time comes, a new fee structure wi II be introduced.

Lastly, I think , we a ll should be looking more seri ously into the right structure of a free-based informati on se rvice in the near future. As in Malaysia , the government is now taki ng seri ous steps into turning many government organizations as either privati sed or co rporatized en titi es .

USEFULL ADDRESSES

The deve lopment of enterpri ses mainl y the SMEs I. Resource Centre in Malaysia have taken a big turn . Government efforts have been geared towards intensifying the development in this sector and to break the area once dominated by multinational companies. The need to open this market has been the driving factor behinds efforts by the government spearheaded by MIT! to initiate its Umbrella Concept, Vendor Development Programme and other programmes. So much for the development paralled with this is the need for information serv ices and this aspect, as has been discussed in the paper is substantially we ll covered by MITI , its agencies as we ll as other private/academic institutions. 2.

Of the latest development recently is the setting up of a new ministry under the re-st ructuring programme of the Malaysian government after the 1995 general election. A new mini stry called the Ministry of Entrepreneur Development has been set up in Mei 1995 to furth er enforce and regulate in a more concrete manner the platform for entrepreneur development especially the SME's sector.

This paper gives onl y a general overview. Es tabli shed organisation like BERNAMA (Malays ia National News Agency) do have a whole spectrum of information services, both printed and 3. online . But again to whom is the serv ice for? How can the S MEs user group have access to the informati on they provide? Do they need to form an association or come under the jurisdiction of the government/government agency, so that their information needs will be catered for.
