WELCOME “Selamat Datang” Dear Members of the Paralympic Family, Greetings and a very warm “SELAMAT DATANG” to Malaysia. In just a few months, we will be seeing the athletes, team officials and your team at 2016 IPC Powerlifting World Cup Kuala Lumpur, Malaysia. Over the past few years, the Team Powerlifting KL has made excellent progress towards our objective of hosting the Most Memorable World Championships ever in the year 2002 and 2010. Besides that, we have organised several other Regional and Sub-Regional Powerlifting Championships as well. 2016 IPC Powerlifting World Cup Kuala Lumpur is the last qualifying opportunity for powerlifting athletes to Rio Paralympics in September 2016. Team Powerlifting KL has prepared this Manual, which contains detailed information on general information, programs and services for athletes and team officials, to help make your 2016 IPC World Cup Kuala Lumpur experience an exiting and enjoyable as possible. We look forward to welcoming you and your team in Kuala Lumpur from 22 to 29 February 2016. Besides competing, enjoy the beautiful sights and attractions which “Malaysia Truly Asia” has to offer. GENERAL INFORMATION 1. IPC MEMBERSHIP:

The Organizing Committee will only accept entry forms submitted by the NPC / NPF in good standing with the IPC. Furthermore, only those entry forms submitted by the NPC President, Secretary General or authorized person will be processed. For further information on the IPC’s membership policies or to address general membership issues, please contact the IPC PO office [email protected]

2. RULES & REGULATIONS:

The 2013-2016 IPC Powerlifting Rules & Regulations will apply for the 2016 IPC Powerlifting World Cup.

3. ANTI-DOPING:

The Anti-Doping control/processes will be carried out in full accordance with the IPC Anti- Doping Code and the IPC Doping Control Agreement. The Malaysian Anti-Doping Agency (ADAMAS) will be assisting the process throughout the Championship.

4. CLASSIFICATION:

Athletes who have never been classified and or have a designated sport class status of “R” (Review) will be required to go through International Classification prior to the start of the Competition. International Classification will be conducted on 22 – 23 February 2016. A detailed classification schedule will follow after the revision of the final entries by IPC PO. All athletes informed that they require classification must arrive at a time prior to/in advance of their allocated slot within the classification process and have with them ready a completed copy of the IPC Powerlifting Medical information form (this can be found on the IPC Powerlifting website, on the download and forms section http://www.paralympic.org/Powerlifting/Forms The NPC must upload the Medical Information in the classification section of SDMS four (4) weeks

before the competition. International Classification must be completed at least 2 hours prior the start of the Technical Meeting.

Athletes must be licensed through their NPC. From a classification perspective the provisions of the Classification Manual apply. For more specific details refer to the IPC Powerlifting classification rules and regulations. http://www.paralympic.org/Powerlifting/RulesandRegulations/Classification

5. MEDICAL INFORMATION:

Medical Services The LOC will ensure the implementation of all necessary and appropriate on-site medical, emergency ambulance and first aid services during the competition.

Treatment No medical insurance will be provided to any of the participants. All participants are responsible for obtaining their own medical insurance (including Repatriation Coverage) and will be responsible for any medical expenses resulting from participation in the event.

Participant Insurance Each NPC must ensure that all members of their delegation are appropriately insured, including coverage for travel, liability, accidents and repatriation. All delegation members must have appropriate accident and health insurance accepted in order to compete at the 2016 IPC Powerlifting World Cup.

8. MAXIMUM NUMBER OF ENTRIES PER EVENT PER NPC

At all IPC PO recognized competitions (except) Paralympic Games, each country is allowed to enter a maximum of 10 senior male and 10 senior female competitors spread throughout the range of the 10 male and female bodyweight categories. There must not be more than 2 senior competitors from any one country in any particular bodyweight category.

Additionally, each country is allowed to enter a further maximum of 10 junior male and 10 junior female competitors spread throughout the range of the 10 male and female bodyweight categories for juniors. There must not be more than 2 competitors from any one country in any particular bodyweight category.

9. VIABILITY OF THE EVENTS

For an event to be considered viable for all three medals the minimum number of athletes per weight category must be 3. In case of a category with less than 3 athletes (2 or less) then section 9 of the 2013-2016 rules book will apply and either a minus one rule will be applied and or, where considered more practical, weight categories will be grouped together as decided upon by the technical delegate appointed by IPC PO. In such circumstance of combined bodyweight groups the AH Formula should be used in full accordance with the IPC PO rules. Any final decisions made will be announced prior to the competition at the technical meeting.

10. BODY WEIGHT CATEGORY CHANGE

Bodyweight categories will apply as per the 2013-2016 IPC Powerlifting Rules and Regulations. Point 4.1 of the rules applies where entered bodyweight or change to bodyweight category is required. The bodyweight category signed off at the technical meeting is considered final and no further changes will be allowed.

11. RESULT Results will be sent by LOC to the IPC PO Office after the competition is completed. The results will then be reviewed and the World Ranking list will be updated accordingly. Only results of athletes who are licensed by IPC PO within the given timelines for results recognition and have an ‘R’ or ‘C’ sport class status will be taken into consideration for inclusion in the official World ranking lists (refer to the 2013-2016 IPC PO Rules and Regulations).

14. COMPETITION FEE

The Competition Fee for 2016 IPC Powerlifting World Cup Kuala Lumpur, Malaysia is: 765 Euro per participant for twin sharing room and; 915 Euro per participant for single room.

This payment to be made directly to LOC and to be paid by 12 January 2016 The competition fee covers all the Championships services including accommodation (twin sharing/single occupancy), 3 meals and local transportation (to/from airport, official Championships hotel to venues) from the 22 – 29 February 2016.

17. EARLY ARRIVALS AND LATE DEPARTURES

In case of early arrivals and late departures, each delegation need to pay EURO 180 per room (twin sharing) which includes room with 3 meals and transportation.

18. TRANSPORTATION Air travel

All team are responsible for their air travel from your country to Kuala Lumpur. The LOC will provide local transportation for registered NPC delegations to and from Kuala Lumpur International Airport to the Hotel for delegations arriving by airplane.

Delegations are kindly requested to book flights with final destination Kuala Lumpur.

Ground Transportation during the Competition LOC will provide transportation to and from the designated hotel to the competition and training venue.

19. ENTRIES AND REGISTRAITION PROCESS The registration process for the competition is as follow: 16 October 2015 Delivery of Invitation letter and general information

20. LATE ENTRIES The IPC PO Office must be informed about any late entry. All respective information must be reviewed on the ‘case by case’ basis and the entry may be accepted / rejected by IPC PO.

21. REPLACEMENTS The IPC PO Office must be informed about every replacement. Replacement of athletes may be accepted due to injury or medical reasons. All respective medical information regarding the athlete who is to be replaced must be sent to the IPC PO Office by the respective NPC for further consideration regarding its acceptance/rejection.

22. VISA ARRANGEMENTS AND IMMIGRATION For those delegation members who require visa to enter Malaysia, you are to contact the nearest Malaysian Embassy in your country. All NPC’s to fill up the Visa Request Form and send it as soon as possible to: [email protected]. The LOC will provide you with a formal invitation letter together with the list of your delegation to your NPC and the Malaysian Embassy in your country.

Please be reminded that it is important that your NPC arrange all RELEVANT VISAS well in advance with the respective deadlines. Note: Please be aware that there will be NO VISA ON ARRIVAL at entry point.

23. YELLOW FEVER A Yellow Fever vaccination required from all Malaysian going to/through Yellow Fever Endemic areas/countries and visitors coming from/through Yellow Fever Endemic areas/countries. The vaccination certificate is only valid if the vaccine is approved by WHO and administered at an approved Yellow Fever Vaccinating Centre.

In accordance with article 68 of the International Health Regulations of the WHO, travellers without a valid Yellow Fever vaccination certificate shall be quarantined upon arrival in Malaysia. (Please refer to attachment) For any queries, please kindly refer to:

24. ACCREDITATION

Athletes and NPC Team Officials must provide the ACCREDITATION FORM with two (2) passport photo’s (4.5cm x 3.5cm) for their Accreditation Card.

25. MEDALS

Where numbers are sufficient medals will be awarded to the top three (3) ranked athletes in the Championships per weight category for Men and Women. However medal awards will be in accordance to the IPC Rules Book 2013-2016.

26. THE HOST CITY - KUALA LUMPUR Kuala Lumpur (KL as the locals call it) is the capital of Malaysia. From its centralized position, which spans 243.6 sq. km, the ultra-modern nerve center of Malaysia expands outwards to embrace the world. Discovering KL is like traveling through a time tunnel. Here, vivid traces of history continue to influence and inspire a country set on becoming a fully industrialized nation by the year 2020. Ultra-modern skyscrapers stand magnificently next to rows and rows of quaint old shop houses while haute cuisine is located beside simple hawker stalls.

Kuala Lumpur is the capital city and legislative capital of Malaysia and it is also the largest city in the country. Kuala Lumpur is one of the three Malaysian Federal Territories, and an enclave within the state of Selangor, on the central west coast of Peninsular Malaysia. The Federation of Malaysia comprises Peninsular Malaysia and the states of Sabah and Sarawak on the island of Borneo. 27. Geographical Location Located between 2º and 7º north of the Equator, Peninsular Malaysia is separated from the states of Sabah and Sarawak by the South China Sea. To the north of Peninsular Malaysia is Thailand while its southern neighbour is Singapore. Sabah and Sarawak are bounded by Indonesia while Sarawak also shares a border with Brunei.

28. Geography The two distinct parts of Malaysia, separated from each other by the South

China Sea, share a largely similar landscape in that both West and East Malaysia feature coastal plains rising to often densely forested hills and mountains. The local climate is equatorial and characterized by the annual southwest (April to October) and northeast (October to February) monsoons.

29. Languages The sole official language of Malaysia is Malay (Bahasa Melayu). English is also

taught in schools and widely spoken in the cities although in rural areas a little Malay will come in handy.

30. Currency The Malaysian currency is the ringgit, abbreviated RM or MYR, which is divided

into 100 sen. There are coins of 1, 5, 10, 20, and 50 sen (RM1 coins ceased to be legal tender in December 2005) as well as bills of RM1, 2, 5, 10, 50 and 100. The RM2 note is becoming rare and is usually in bad condition as new notes have ceased to be issued. Coins 1 sen and 5 sen are mainly given as change in large establishments and supermarkets.

31. Shopping Kuala Lumpur is a shopping mecca for clothes, electronics, computer goods

and much more, with very competitive prices by any standard. Traditional Malaysian fabrics (batik) are a popular souvenir. The cheapest place to easily buy ethnic souvenirs (especially wood-based) is in Kuching, East Malaysia, and the most expensive place is in the major, posh KL shopping centres.

32. Telephone numbers The country code for Malaysia is 60 To call a Malaysian number: From overseas dial the international access code, the country code for

Malaysia, the area code without the "0", and then the phone number. From outside the local area dial the full area code, followed by the phone

number. There are no exceptions to this rule, except when using a mobile phone.

From within the local areas just dial the phone number without any code.

Mobile phones Malaysia also has three mobile telephone service providers which utilize

codes 011, 012, 013, 014, 016, 017, and 019. This code will be shared among the three providers. Mobile networks utilize the GSM 900 and 1800 systems.

To call a Malaysian mobile number: From overseas dial the international access code, the country code for

Malaysia, the mobile telephone provider's code without the "0", and then the telephone number.

From within Malaysia dial the provider's code with the "0", and then the

telephone number. From mobile phone to mobile phone within Malaysia dial the provider's code

with the "0", and then the telephone number. Although you can drop the provider's code if the two phones share the same provider, you will still get through if the provider's code is dialled.

33. PLACES OF INTEREST KUALA LUMPUR CITY CENTER (KLCC) With a height of 1,453 feet, one of the world's tallest buildings rises above the skyline of Kuala Lumpur. They are called the Petronas Towers, and, inevitably, they have become the symbols for the astounding growth that has taken place in Malaysia over the last two decades. The towers are a visual and architectural feat to behold. The Petronas Twin Towers, spectacular when lit up at night, are the world's tallest buildings. Both towers stand almost 1,500 feet tall (88 stories). Included is a skyline link to connect both towers at approximately the halfway point. KUALA LUMPUR RAILWAY STATION Located at Jalan Hishamuddin, this Moorish-style terminal was designed by architect A.B. Hubbock, who also designed the Masjid Jam. Built in 1910, it underwent extensive renovations in 1986. It is equipped with air-conditioned waiting halls, snack kiosks, money changing booths, souvenir shops, restaurants and a tourist information counter. Across the street is the Malayan Railway Administration Building, another fine example of the British colonial adaptation of Moorish architecture. It is linked to the station by an underground thoroughfare. NATIONAL MUSEUM The National Museum just outside the Lake Gardens, is a palatial structure built in style of old Malay Architecture. Located atop a hill at Jalan Travers, it provides an interesting introduction to the history and culture of Malaysia. Inside are interestingly laid out displays and exhibits on local history, culture and traditions, arts and crafts; economic activities; local flora and fauna; weapons and currency. KL TOWER This formidable landmark is one of the tallest concrete towers in the world at 421 meters. Aside from being a telecommunications tower, it also houses a great many interesting things, among them being an observation deck and revolving restaurant which has a good array of local and continental cuisine. SULTAN ABDUL SAMAD BUILDING Sultan Abdul Samad Building with its 130-metre clock tower is undeniably one of the most striking landmarks of Kuala Lumpur. Its elaborate edifice is a fantastic blend of Moghul, Moorish, Arab and British neo-classical architecture.
