2012 Cycle A INTRODUCTION

1 UNESCO designed the project UNESCOKeizo Obuch Research Fellowships Programme (UNESCOJapan Young Researhers Fellwship Prcgramme) in the framework of the Japanese Funds-in-Trust for th Capacity-Building of Human Resources which was established in November 21)00 by the Government of Japan to enable UNESCO to give impetus to resear 11 in four areas under UNESCOs Priority Programme Areas

2 Reinforcing its belief in people building the next er l the GOernment of Japan offers 20 fellowships per year for the twelfth Cll secutive year to be awarded to deserving candidates from developing countries espeCially the least developed countries (LOCs) who are eager to undertale research on one or more of the topics listed below The aim of the fell)wships is to support innovative and imaginative post-graduate research in fou areas of development of particular interest to UNESCO

B OBJECTIVES OF THE PROGRAMME

1 The UNESCOKeizo Obuchi Research Fell wships Programme (UNESCOJapan Young Researchers Fellowship Prograrlme) funded under the Japanese Funds-in-Trust for the capacity-build ing of Hurr an Resources will aim in particular to impact on capacity-building and res arch activities in the following areas 1 Environment (with particular attentio 1 to Water Sciences) 2 Intercultural Dialogue 3 Information and Communica tion TechnrJlogies and 4 Peaceful conflict resolution No other research topiCS will be cOl1sidered

C ELIGIBILITY

Applicants a maximum of TWO from each applying Nati al Comm ission must meet the following general criteria

1 Candidates under this Programme must be post-graduate researchers already holding either an MA or MSc degree (or equivalent) and wishing to pursue research war ~ abroad (preferably in their own region) with a view to enha cing knowl adge in one of the four specific fields mentioned in paragraph 01 beloy Thus those who are in the process of completing their Master degree must have completed it PRIOR to taking up their Fellowship

2 Candidates must be persons of high intellectua promise Vho may be expected to make significant contributions to the r country 01 return

3 Candidates must be no more than 40 years of age Thus applicants born before 1 January 1972 will not be (onsidered under the Programme

4 The selected Fellow must carry out the research Jnder the auspices of an academic supervisor in a host institumiddotlon Conf rmation of acceptance from the academic supervisor is Imp ~rative

5 Priority attention will be given to Women candidatures Candidates from least developed countries LOCs) Palestinian researchers

6 Candidates must be proficient in reading and lilTiting the language of instruction in the proposed country of studyreseah

7 Applicants must be in good health (both physicallI and mentally)

(v) The certificate of language proficiency (on th _ UNESCO form) duly completed in duplicate for the language of the counry of study (should this be different from the candidates mother torgue) issued by an official authority

(vi) A detailed description one to two page(s) lmax imum) in either English or French of the research work for vi ich the candidature is being put forward The research proposal shculd cover the following points

bull Why The concrete nature of the propose-l projects contribution to the fields listed in paragraph 0 1 above ts innovalive original aspects and the scope and purpose of the research project The candidate should demonstrate the reasors the theoretical and practical knowledge or training acquired 3t the host institution would be beneficial to herhis on-going resea ch project

bull What The expected results or impact 0 the research project being undertaken

bull How Describe the proposed arrangemer ts for conducting the research

bull Where The proposed country where reseu ch will be undertaken (one to two countries maximum) and the na 1e and address of the host institute

bull When The timeframe explicitly stating the )roposed starting date and the suggested duration of research whi ~ h should be of three months minimum and nine months maximum

bull How much A detailed budget estimate i dicating the resources required for the candidate to undertake th a proposed research The amount should be determined accon ling to the proposed duration and place of research (between US S6OOO to US$10000) The amount should not exceed US$10OO( All figures must be shown in US dollars and must be included on a separate page The amount indicated should cover exclus i ~ ely the international or domestic travel costs for the approved i nerary and personal subsistence abroad etc (The object of ts Programme is to provide research fellowships so it is conldered that in most cases tuition fees w ill not apply) Applicalts should be realistic in compiling their proposed budgets and cor sider that an average of US$1 000US$1 800 per month for acconl llodation and meals (including local transportation and incider tals) should not be exceeded Applications where funds requesld are judged to be excessive in relation to the objectives an importarce of the project are likely to be considered for a small l ~ r grant

(Note The following costs are not eligible computer or equipment purchases publication costs attendance at confJrences unless a case can be made that such attendance is an integral ~ art of the research and would make a direct and significant contribution to the outc)me of the development of the research project)

UNESCO and Japan attach the greatest Importan e to originality and quality Consideration will be given only to well-planned research proposals which demonstrate innovation imagination and relevancEt and which promise to contribute to knowledge in the four specific areas mentiJned in paragraph 0 1 above

Files wh ich are incomplete or which are received Oller the deadline for application as well as applications that do not meet the r ~quirements mentioned above will not be taken into consideration

E FACILITIES OFFERED BY UNESCOJAPAN

The Fellowships financed by Japan and administered by UNESCO will consist of the following

bull A maximum amount between US$6000 to US$10000 will be awarded to selected candidates The amo t to be paid in two or three instalments is intended to cover re~ earch costs only and will not be negotiable

bull No other costs will be considered and Jrants will be neither extended nor renewed

F SELECTION OF BENEFICIARIES

A Selection Committee made up of experts in the four Jreas listed above will make recommendations for the final decision of thu Oirector-General of UNESCO Applications will be judged on the basis )f the merit of each application and of its pertinence to the UNESCOJapar Young Researchers Fellowship Programme

Selected candidates will receive a Letter of Award Candidates who have not been informed of their selection by 1 September 2012 should consider that their applications have not been ap~ roved in the selection process

G DISSEMINATION OF INFORMATION REGARDINO THE RESULTS OF THE RESEARCH UNDERTAKEN UNDER THIS PROGRAMME

Once the Fellowship has expired the beneficiaries w I be encouraged to disseminate the results of their research No prior approval of UNESCO will be required for publication of a scholarly paper resulting fran research done while benefiting from the UNESCOJapan Young ResHarchers F ~ lIowship Programme However the Fellow will be asked to acknowledge UNE~ CO UNESCOJapan Young Researchers Fellowship Programme and the GO emment of Japan in their paper as having provided support for the Fellowship 3nd the Fellow will be required to send a copy of the report andor printed article to the Orga1ization for information It should be emphasized that UNESCO has n) obligatior to publish the scholarly papers and no allowance will be provided for t at purpose

Selected beneficiaries will be required to submit an inter m and a fina l report describing the results of the research undertafcen Fello~C will be required to send UNESCO a one-page summary with their report th l t will be reproduced later in a leaflet and disseminated widely by UNESCO

E FACILITIES OFFERED BY UNESCOJAPAN

The Fellowships financed by Japan and administered by UNESCO will consist of the following

bull A maximum amount between US$6000 to US$10000 will be awarded to selected candidates The amo t to be paid in two or three instalments is intended to cover re~ earch costs only and will not be negotiable

bull No other costs will be considered and Jrants will be neither extended nor renewed

A Selection Committee made up of experts in the four Jreas listed above will make recommendations for the final decision of thu Oirector-General of UNESCO Applications will be judged on the basis )f the merit of each application and of its pertinence to the UNESCOJapar Young Researchers Fellowship Programme

Selected candidates will receive a Letter of Award Candidates who have not been informed of their selection by 1 September 2012 should consider that their applications have not been ap~ roved in the selection process

G DISSEMINATION OF INFORMATION REGARDINO THE RESULTS OF THE RESEARCH UNDERTAKEN UNDER THIS PROGRAMME

Once the Fellowship has expired the beneficiaries w I be encouraged to disseminate the results of their research No prior approval of UNESCO will be required for publication of a scholarly paper resulting fran research done while benefiting from the UNESCOJapan Young ResHarchers F ~ lIowship Programme However the Fellow will be asked to acknowledge UNE~ CO UNESCOJapan Young Researchers Fellowship Programme and the GO emment of Japan in their paper as having provided support for the Fellowship 3nd the Fellow will be required to send a copy of the report andor printed article to the Orga1ization for information It should be emphasized that UNESCO has n) obligatior to publish the scholarly papers and no allowance will be provided for t at purpose
