Ahmad ‘Asri Abdul Hamid on 1 st November 2016 at CIDB Boardroom, Level 25, Menara Dato’ Onn. We are moving towards the last month of the year, I hope MBAM have served all the memberswell throughout this year. To recap, MBAM had successfully organised numerous events suchas the 62nd Anniversary Dinner, 7th Malaysian Construction Summit, MBAM Annual GolfTournament, a series of outreach programmes and many more. I am proud to say that MBAMhave managed to organise all these events successfully due to the teamwork and commitmentshown by all parties involved.

Therefore, I would like to take this opportunity to extend my appreciation to all Council Membersand secretariat staffs who are directly or indirectly involved towards making these events a success.Not to be forgotten, I would like to say thank you to our Members and Affiliates who have supportedour events wholeheartedly and contributed to making it a success. ASSET FINANCING AND LEASING ASSOCIATION OF MALAYSIA (AFLAM) - LUNCHEON TALKON “THE OPPORTUNITIES FOR GROWTH IN THE CONSTRUCTION INDUSTRY IN MALAYSIA”

The Asset Financing and Leasing Association of Malaysia (AFLAM) invited MBAM President,Mr Foo Chek Lee to give a talk on 2nd November 2016 at Novotel Kuala Lumpur City CentreHotel. About 70 AFLAM members attended the luncheon talk. The event started with the openingremark delivered by AFLAM Chairman, Mr Eric Wong. This was followed by Mr Foo’spresentation on the Opportunities for Growth in the construction industry in Malaysia. Theevent concluded with an exchange of mementos by both parties. In his presentation, Mr Foomentioned that the construction industry contributes 4% towards the country GDP and it istargeted to reach a 5.5% GDP by 2020. There are more than 140 other industries relying onconstruction for growth and sustainability.

The construction industrycontinues to be resilientdespite the economic downturn. It is expected to remainstrong with RM136 billionjobs in the pipe line. Inaddition, intense demandfor more efficient urbantransportation and housingwould also help the construction industry. Mr Foo concluded bymaintaining his belief that the prospect of the construction industrieswill still be good for the next few years.

REHDA INSTITUTE BUDGET COMMENTARY 2017(IMPACT ON REAL ESTATE, CONSTRUCTION &PROPERTY DEVELOPMENT SECTOR)

Real Estate and Housing Developers' Association Malaysia (REHDA)Institute organised the Budget Commentary 2017 (Impact on RealEstate, Construction & Property Development Sector) on 2nd

November 2016. MBAM Immediate Past President, Datuk MatthewTee and MBAM Senior Manager, Mr Lenny Lim attended the BudgetCommentary session at Wisma REDHA. They participated in the“Construction and Real Estate Development Aspects of Budget 2017”session which also saw the participation of Datuk Ng Seing Liong,J.P., Chairman of the GST Task Force, REHDA Malaysia, DatukMatthew Tee, Immediate Past President of MBAM and Mr Thong MunWai, Head of Agribusiness, Real Estate & Construction Ratings of RAM Rating Services. The Moderator for the session was Dato’ Ir.Soam Heng Choon, Deputy President of REHDA Malaysia.

Items discussed during the session included the country’s needs, especially on the controlling the government’s spending and takingcare of the people’s interest to buy houses. There is a need for a rebalancing act in the property sector through focus on affordable

homes. Datuk Matthew Tee shared his views on how the budget has metthe needs of contractors. He stated that there were recurring matters suchas manpower issues, the increasing cost of doing business and appeal toreduce import duties on heavy machineries. He said that MBAM hasappealed and will continue to appeal for budget and assistance. DatukMatthew Tee also requested developers to consider awarding jobs to localcontractors instead of foreign contractors as in terms of pricing there isnot much difference. Overall, it was an interesting session with a lot ofparticipation from the attendees.

The 19th OUM Convocation took place from 31st October 2016 to 3rd November2016 at Putra World Trade Centre. The ceremony included graduates from

International Open College and was followed by the 12th IPD Awards Ceremony on the afternoon of 3rd November 2016. A total of 1,032graduated from 59 programmes under Institute of Professional Development (IPD), including 15 from the two Executive Bachelorshipprogrammes offered in strategic partnership with Master Builders Association Malaysia. We are pleased to inform that the followingMBAM Scholarship Recipients have graduated with the Executive Bachelor in Construction Contract Administration.

Mr Mohd Farhan BinMohammad Din, a current Secretariat Staff at MBAM was also featuredin the Programme Book for the 12th IPD Awards Ceremony along withMr Tee Cheong Yoke. Also graduating on the same day with ExecutiveMaster of Business Administration (Corporate Management) wasMBAM Council Member, En Mohd Razin Bin Ghazali from Ahmad ZakiSdn Bhd.

The ceremony was also attended byMBAM President, Mr Foo Chek Lee, MBAM Council Members,Mr Michael Yap and Dato’ Steven Hooi, MBAM Executive Director,Ms Loh Mei Ling, MBAM Senior Manager, Mr Michael Thongand I. MBAM also had a booth at the event as part of our outreacheffort to potential new members and to raise awareness about

our Association and its activities. Also participating in the exhibition area number of our Ordinary, Affiliate and Associate Members.

MBAM have always been a keen supporter of the OneBuild series ofexhibition and we hope that through efforts such as these, the localconstruction industry can work closer together to drive the growth ofthe industry to greater heights in the future.

SEMINAR ON IBS MALAYSIA INTERNATIONALBUILDING, CONSTRUCTION & INFRASTRUCTURETECHNOLOGY EXHIBITION (ONEBUILD 2016)

On 4th November 2016, MBAM IBS Committee and CIDB Malaysia IBSCentre jointly organized the IBS Seminar 2016 with the theme “Seminaron IBS Malaysia International Building, Construction & InfrastructureTechnology Exhibition” in conjunction with OneBuild 2016. Theseminar was sponsored by One International Exhibition Sdn Bhd atKuala Lumpur Convention Centre. The seminar was successfully heldwith a total attendance of 98 participants. There were 4 speakers whopresented during the seminars. The papers presented were as follows :-

1. IBS Incentive in Malaysia by Puan Najihah Abas, Malaysia Investment Development Authority (MIDA).2. IBS Promotion Fund by En Muhammad Zafri Bin Ismail Khan, SME Bank.3. IBS Success Story – The Construction of 3,810 Affordable Apartment by Mr Foong Fatt Kee, Setia Precast Sdn Bhd.4. BIM & IBS in Construction Industry by En Rofizlan Ahmad, CIDB Malaysia.

The presentations were capped by a Q&A session moderated by theGeneral Manager of CIDB Malaysia, Ir. Noraini Bahri. The seminarconcluded with the presentation of mementos to all speakers andmoderator by MBAM Executive Director, Ms Loh Mei Ling. Overallthe participants commented that the seminar was informational andhad helped them to understand IBS better.

WORKING VISIT OF COMMISSION DEVELOPMENTEAST JAVA LEGISLATIVE ASSEMBLY TO MBAMA group of delegation from the Commission D (Development) of EastJava Legislative Assembly paid a courtesy visit to MBAM on 7th November2016 with the purpose to get more information with regard to thedevelopment and management of highway in Malaysia.  The followingwere the representatives of MBAM. MBAM President, Mr Foo ChekLee, MBAM Vice President, Mr Chung Soo Kiong, MBAM InternationalAffairs Committee Members, Mr Goh Choo Leng from Gamuda Bhdand Mr Chia KL from IJM Corporation Bhd, MBAM Executive Director,Ms Loh Mei Ling, MBAM Manager, Ms Lee Siew Mei and I. While,Commission D (Development) East Java Legislative Assembly wasrepresented by Mr H. Mahdi, SE, SH, Deputy Chief of Commission D, MrKarimullah D, Member of Commission D and Drs Subarno M.Si, Head Committee of the Construction and Law Section of SecretariatEast Java Parliament.

Both parties exchanged views and ideasin particularly on the Malaysian andIndonesian construction industry inparticularly on the following issues:-

a. Open or closed payment highwaymanagement and arrangement

b. Infrastructure and law instrumentwhich required in highwayconstruction sector development

c. Law and regulations adopted byMalaysian Government concerningthe development of the road andhighways in Malaysia

The MBAM Finance Committee organised a Seminaron Budget 2017 on 9th November 2016. The event wasattended by 50 participants. Mr Kenneth Liew, MBAM

Treasurer-General delivered the welcome remarks and thanked Mr Yee Wing Peng, MBAM Honorary Tax Advisor for taking the timeoff his busy schedule to present on 2017 Budget Highlights and the latest updates on the subject matter. Mr Yee highlighted budgetallocations, key changes on income tax affecting companies & individuals, updates on Real Property Gain Tax (RPGT), stamp duty aswell as on Goods and Services Tax (GST). Mr Yee Wing Peng delivered an interesting presentation which was followed by a Q&A sessionthat was moderated by MBAM President, Mr Foo Chek Lee and MBAM Immediate Past President, Datuk Matthew Tee. I hope moremembers will participate in such events in the future where they can engage with MBAM Council Members so that issues that theyfaced can be brought to the attention of the authorities.

SEMINAR ON BUDGET 2017 - LATEST DEVELOPMENTSAND SOLUTIONS FOR CONSTRUCTION INDUSTRY

The SIRIM Surveillance Audit for MBAM was held on 10th & 11th November2016. In brief, the commitment of the management to maintain and improve

its Quality Management System (QMS) was evident across all areas of the organization covered during the audit. The compliance levelof the organization’s QMS in particular with respect to the overall effectiveness of the QMS was generally good as demonstrated by theorganization’s consistent performance in relation to its obligations to its customers and related parties. The objectives and requirementsset at various levels within the organization including the agreed requirements was monitored and measured on a continuous basisand generally conformed to set targets. The organization’s QMS can be further improved in particular in the areas as highlighted in theopportunities for improvement attached.

There was no non-conformity reports were raised for this audit and the Auditor has recommended to continue certification toMBAM without change. However, opportunities for improvement were raised for further enhancement of QMS. MBAM is currentlyin the process of migration from ISO9001:2008 to the latest ISO9001:2015. This process is target to be completed by mid of 2017before the recertification by SIRIM in November 2017.

OPENING CEREMONY OF NEW CONFERENCEHALL OF THE UNITED MALAYSIA CONTRACTORSASSOCIATION (UMCA)The opening ceremony of The United Contractors Association’snew conference hall on 12th November 2016 was officiated by YBDatuk Seri Mah Siew Keong, Minister of Plantation Industries andCommodities was witnessed by a huge turnout from members ofvarious allied associations. MBAM was represented by its President,Mr Foo Chek Lee, Executive Director, Ms Loh Mei Ling, SeniorManager, Mr Michael Thong and Executive Officer, Ms Abbie Ng.

The Guest of honor, Y.B. Datuk Seri Mah Siew Keongacknowledged the good work and contributions of the UnitedMalaysia Contractors Association in the domestic constructionindustry and urged the association’s members to jointly formconsortium to undertake International construction jobs. Hecited opportunities to team up with established Chinacontractors to tap into the One road One belt projects. Mr.Leong Kien Keong in the dialogue session with the Guest ofHonor, requested him to assist to look into the issues of laborshortage and work permits affecting the construction industrywhich were similar to YB’s ministry. YB had kindly to take theissues raised to the relevant ministry and to the cabinet.

CIDB Malaysia organised a Seminar on Statistics, Indices inConstruction & Automation (SICA) at Sheraton Imperial Hotel,Kuala Lumpur on 14th November 2016. The theme of the seminar

was “Effective Data Management in Construction Industry: Breaking the Productivity Puzzle’”. YBhg. Dato’ Ir. Dato’ Sri Haji Fadillah Haji Yusof, Minister of Worksdelivered the opening address and officiated the seminar. The seminar was attended also by Ms Loh Mei Ling, MBAM Executive Director,Mr Lenny Lim and Mr Michael Thong, MBAM Senior Managers, Ms Lee Siew Mei, MBAM Manager, Mr Mohd Hanif and Mr Leon Leong,MBAM Assistant Managers, as well as Ms Tessa Hamid, MBAM PR Executive.

SICA 2016 was designed to serve as a platform for various stakeholdersacross the construction supply chain such as construction contractors,consultants, developers, finance & economic researchers, to discussthe matter at hand, to address possible challenges as well as to collateideas and aspiration on the way forward. The objective of the seminarwere as follows:

n Create awareness on the current statics and indices practice andapplications available in market and how the industry cancontribute towards and benefits from it;

n Provide a platform for the industry stakeholders to highlight anddiscuss on the latest development and challenges in collecting data

on statistics and indices in construction; andn Promote the importance of credible and reliable data in

establishing a benchmark that will contribute to anevidence based policy formulation and business planning.

The seminar was divided into two forums. The first Forumwas on The Importance of Statistics and Indices inConstruction Automation: A Key Analysis on IndustryPerformance in Malaysia. While, the second forum were on“The Economics of Better Resource Planning: Performances

and Risk Management in Construction Industry”. MBAM Vice President, Ir. Chuan Yeong Ming was one of the panellist for the secondforum. Ir. Chuan presented on why productivity is important, how to be more productive and challenges faced by the constructionindustry. He said that the challenges faced by the construction industry includes lack of skilled workforce, lack of supervisory staff,high cost of material and labour, competitive environment due to local and foreign competitors and higher expectation in terms ofquality and project delivery. He compared the labour productivity in construction between Malaysia and a few other countries includingUS and Australia and concluded we still have a long way to go. In his presentation Ir. Chuan also touched on the topics of IndustrialisedBuilding System (IBS) and Building Information Modelling (BIM) which can increase productivity in the construction industry.

MBAM Executive Director, Ms Loh Mei Ling and I attended the 43rd Building Industry Presidents’ CouncilMeeting held on 15th November 2016 at PAM Centre, Jalan Tandok, Bangsar, Kuala Lumpur.

Some of the key issues discussed were as follows:-(i) The proposal for implementation of deposition of a security

deposit of 5% of the Architect’s Fees for Housing Project basedon works completed will be finalized by June 2017.

(ii) BIPC conducted a courtesy visit and meeting with Dato’ Ir.Ahmad Ásri Abdul Hamid, Chief Executive of CIDB Malaysia on1st November 2016 at CIDB’s office. The meeting discussed onissues related to the implementation of Industrialised BuildingSystem (IBS); enforcement of CIDB Act 520 on green card,clarification on the use of A-frames or tabular framesscaffolding at construction site; responsibility party on safetyat construction site; standard of living quarters for constructionworkers; and increase the value/quality of Akademi BinaanMalaysia (ABM) graduates for the internship from 3 months toone year.

(iii) Safeguard Investigation on Imports of Steel ConcreteReinforcing Bar (REBAR) into Malaysia (Investigation Number:SG01/16). The final determination on the Safeguard duty of13.42% imposed on steel bar will be made within the periodof 200 days from 26th September 2016, sometime in April 2017.Imports from ASEAN countries are not affected by theSafeguard duty and still enjoy the ATIGA which is at 0% duty.

(iv) Employment of foreign workers – MyEG has allocated two (2)dedicated staff to look into MBAM members complaints on therenewal of foreign workers work permit. The Department ofImmigration (JIM) held a dialogue with stakeholders on 24th

October 2016. Many complaints received on the delay ofprocessing of foreign workers work permit by MyEG, Bukti Megah Sdn Bhd and International Marketing & Net ResourcesSdn Bhd (IMAN). JIM stressed that they will take stern actions against employers who hire illegal foreign workers.

(v) The Department of Occupational Safety and Health Malaysia (DOSH) will be enforcing the on the use of steel scaffold whichare not in compliance with the standard MS 1462 Part 1 or any international standards such as ISO, BSI, AS, ANSI, JIS etc.MBAM is trying to call for a dialogue session with DOSH to seek for a grace period/extension of time for the said enforcement.

(vi) Proposal on the implementation of insulated fire rated doors for lifts. The meeting was of the opinion that this proposal was notpractical because the lift lobby is already protected by the fire rated door. This proposal will be suitable unless the lift lobby isnot a protected area.

MBAM Safety and Health Committee together with the JohoreMaster Builders Association (JMBA) jointly organised the Two-DaySeminar on Occupational Safety & Health (OSH) and Workshopon Heavy Lifting Plan for safety personnel in the ConstructionIndustry in Johor Bahru on 21st - 22nd November 2016. The

opening ceremony on 21st November 2016 was graced and officiated by the Guest of Honour, Ir. Haji Kormain bin Haji Mohd Noor,Director, Department of Occupational Safety and Health (DOSH) Johor. In total 90 participants attended the two days Seminar.

This Seminar, which was supported by Social Security Organisation (SOCSO) and the Construction Industry Development Board Malaysia(CIDB), endorsed by the National Council for Occupation Safety & Health (NCOSH) and the Department of Occupational Safety & Health(DOSH) was held with the aim to enhance the standard of safety and health at construction work sites by creating awareness amongthe employers and construction personnel on the importance of practicing high standard of occupational safety management and alsoby sharing of best practices with industry practitioners.

The 2nd day of the seminar was a Workshop on Heavy Lifting Plan which was conducted by Mr Chong Tshun Ming, Senior Manager ofGamuda Plant Operator School (GPOS). The workshop promoted awareness and understanding of the requirements of a successfuland safe heavy lifting operations and covered the aspects required by clients, including the importance of early planning and ensuringthat the correct competent persons are available and engaged in the required analysis of lifting operations.

SEMINAR ON COST OPTIMIZATION IN THE DESIGN OF ON-SITE DETENTION (OSD) FORCOMPLIANCE WITH THE SECOND EDITION OF THE URBAN STORM WATER MANAGEMENTMANUAL FOR MALAYSIA (MSMA2)

The MBAM Environment & Green Technology Committee organized a Seminaron “Cost Optimisation in the Design of On-Site Detention (OSD) For Compliancewith the Second Edition of the Urban Stormwater Management Manual forMalaysia (MSMA2)” on 23rd November 2016 at MBAM Tan Sri Datuk Tee HockSeng conference room. The seminar was organized with the aim to createawareness and enhance members’ knowledge on the latest MSMA2 on Designof OSD. The seminar was attended by 16 participants.

Ir. Dr. Quek Keng Hong,Principal, Dr. Quek &Associates, the speakerfor this seminar is aconsulting engineer bypractice and specializesin the field of urbandrainage design andhydrology. The topics covered in the seminar included 3 approaches (Theoreticalapproach, Common Approach and Alternative Approach), provided with casestudies, evaluation, wrong assumptions and cost optimisation with the rightdesign approach of OSD. Overall the feedbacks from the participants were thatthe seminar was educational and had enhanced their knowledge.

COURTESY VISIT AND DIALOGUE WITH PIKOMMBAM paid a courtesy visit to PIKOM Secretariat office at Empire Damansara,Petaling Jaya on 25th November 2016. The visit was held with the aim to fostera more effective collaboration between both Associations. PIKOM Chairman,Mr Chin Chee Seong hosted the meeting.

way forward for MBAM on PIKOM IndustryEngagement (PIE) Application software. Thematter will be further deliberated at MBAM ICTCommittee.

c. 44TH IFAWPCA CONVENTION IN KUALA LUMPURw Malaysia shall be hosting the 44th IFAWPCA

Convention from 12-16 November 2018 in KLCC.We expect around 1,000 delegates mainlycomposed of contractors, from 18 or morecountries to attend the convention. We hope toget the support of PIKOM for this event.

In the meeting, MBAM took the opportunity to thank PIKOM for all assistance rendered to the Association throughout this time.MBAM hopes to collaborate closely with PIKOM to safeguard the industry’s interests and to increase awareness of our memberson relevant issues and development related to ICT in the construction industry.

The Contracts & Practices Committee organized a talk incollaboration with Suruhanjaya Syarikat Malaysia (SSM) andJeff Leong, Poon and Wong and Azman Davison and Co. toshare knowledge and to increase awareness on the changes to

the Company Act on 30th November 2016. Mr Oliver Wee, MBAM Vice President and Chairman of C & P Committee delivered thewelcome speech to the 42 participants of the Talk.

Also attending the event was Mr Eric Kuan, MBAM CouncilMember and Chairman of MBAM Affiliates Committee. Thepresenters were Mr HY Chong, Managing Partner and MsAnnette Soh, Partner from Azman Davison and Co. as well asMs Anne Wong, Partner and Lee Seen Yin, Partner from JeffLeong, Poon and Wong. They shared their detailed knowledgeon the reforms to the Companies Act. Topics covered included:

The Conference was held in conjuction with Program CEO Faculty and Program Pameran dan Pembentangan Projek Akhir Pelajar IjazahSarjana Muda Teknologi Kejuruteraan Awam (BCT) and was attended by around 200 participants.

In his speech, Tan Sri Dato’ Sri Sufri talked about the Work-Based Learning programme that was conducted by PUO with the assistanceof MBAM Member companies. Seven MBAM Member companies participated in the WBL programme for the 1st Cohort of 20 studentsand 10 companies have agreed to participate in the upcoming 2nd Cohort with 23 students.

Speaking on the topic of employability of young professionals, Tan Sri Dato’ Sri Sufri said that the construction industry is facing ashortage of proffessionals and he does not agree that graduates in civil engineering and other courses related to the constructionindustry will face a big problem in getting jobs. It is all up to the individuals on how to do well when going for interviews, and hesaid it is important to be prepared and be confident. He said that women can succeed in the construction industry as well as men,and you should not look at skin colour or gender as a determinant to be successful at your work.

Tan Sri Dato’ Sri Sufri ended his talk with a Q&A session which was very well received by the participants who are mostly studentslooking to enter the construction industry after their graduation.
