Unsightly stretch Irresponsible residents and contractors are contributing to Sungai Merab village's rubbish problem, despite efforts by Sepang Municipal Council to stop illegal dumping. >3

Badge of shame in Sepang Sungai Merab villagers at a loss over illegal rubbish dumping Story and photos by GRACE CHEN [email protected]

DIRTY diapers, rotting bags of food waste, bundles of used clothing and broken furniture. These are what motorists will see when they drive along the roads of Sungai Merab, a village-in Sepang.

Long-time residents like Zulhelmi Seman, who has lived here for 15 years, remember Jalan Sungai Merab as a tranquil road flanked by lush greenery.

Today, it is an embarrassing eyesore where motorists are unwittingly assailed with the stench of rotting rubbish.

Over the past six years, it has worsened due to the growing population.

The unsightly trails of rubbish are often found at secluded stretches.

Three dumping spots were found along Jalan Sungai Merab during a visit.

One was at the junction turn-ing into Kampung Sungai Merab Hulu while another was several metres from the roundabout turning into Jalan Haji Yusoff.

Newly elected Kampung Sungai Merab village head Aris Said acknowledged the age old problem has become the area's badge of shame.

In the past, Aris said the Sepang Municipal Council (MPSepang) put up notices and cleaned the areas many times, but shortly after that, the place filled up with rubbish again.

He added that Jalan Sungai Merab was surrounded by 30 housing areas where the rubbish management was handled by the council.

"The most likely source of the rubbish could be from the tradi-tional villages, namely Kampung Sungai Merab Hulu, Kampung Sungai Merab Jaya and Kampung Sungai Merab. There are about 600 houses there."

In 2017, a research paper stated the average per capita generation of municipal waste in Malaysia was about 0.85 kg per person a day

There are many deductions as to the culprits to the rubbish problem here.

bish in plastic bags and toss them out of moving vehicles are one of them while the other sus-pects are illegal private waste contractors.

"I know some villagers are paying these people to collect their rubbish daily for a monthly fee of between RM35 and RM50.

"However, these contractors may be taking the easy way out by throwing the waste by the roadside to save on tipping fees," said villager Md Derus Moran, who was born and bred in Sungai Merab.

MPSepang Health and Environment Department direc-tor Kuzaini Hamidon said in the

past rubbish collection services were not extended to traditional villages as they did not pay assessments.

But as of last year, the Selangor Government issued a directive to local councils to extend domestic waste collection services to these areas.

Following this, centralised bins were placed at specific junc-tions in villages to allow resi-dents to dispose of rubbish, but this facility was abused by out-siders, namely hawkers, grocery shops and night market traders who filled these bins beyond their capacity.

Hikmat Surajat, who has lived

in Sungai Merab for 30 years and is head of the Indonesian community, revealed what hap-pened to these bins.

"Because collection was done only every two days, excluding weekends, people living nearby started to complain about the stink.

"As no one wanted to have a smelly rubbish bin in front of their house, the bin went miss-ing," said Hikmat.

In Sepang alone, dozens of these bins were believed to be stolen as suspected by the authorities.

Kumpulan Darul Ehsan Berhad Waste Management Sdn Bhd managing director Ramli Mohd Tahir said as the company responsible for waste collection in Sepang, he understood the villagers' plight and would visit the area before deciding on the next course of action.

"If we need to place more bins; we will do it," said Ramli.

MPSepang councillor Nor Mohd Zulkarnain Abdul Yazid said from what he has learned at council meetings, budget appli-cations may see additional enforcement personnel being put on the council payroll by next year to beef up enforcement at illegal dumping hotspots.

CCTVs are also being consid-ered to catch culprits.

MANY restaurants and food stalls in Petaling Jaya are known for their endless array of flavourful delights, however not all of these are clean in the eyes of the Petaling Jaya City Council (MBPJ).

"When it comes to service I have to applaud the Indian-Muslim res-taurants or the mamak outlets for their excellent customer service,

"The moment you step into an outlet, a waiter will be at your table," said Petaling Jaya mayor Datuk Mohd Azizi Mohd Zain dur-ing the award presentation to Clean Food Premises in the city.

Mohd Azizi said he enjoyed eat-ing out and always made it a point to observe the shop's cleanliness.

"Whenever I go to a mamak res-taurant, their table service is excel-lent but they lack in cleanliness and it an issue that needs to be looked into," he said, adding that the city currently has 98 restau-rants operating 24-hours a day.

These eateries, he said need to take a two-hour break daily to clean up their premises but not all were following MBPJ's ruling."We monitored 75 of the outlets and we found only 70% obeyed the ruling

to close between 4am and 6am, "The city council cannot be going

to every outlet, daily, so we hope restaurant owners will be more proactive in wanting to keep their restaurants clean," he said, urging Indian-Muslim operators to clean their premises regularly.

He said all areas in a restaurant should be kept clean at all times, not just the dining and kitchen

area. "If a customer enters your outlet

and finds the toilet is dirty, it may deter them from ordering food from your restaurant," he said, adding that customers who walk away after a bad experience would likely not return again.

At the event attended by restau-rant owners and operators in Petaling Jaya, Mohd Azizi also

shared with them his visit to a rest and recreation stop near Bukit Jalil.

He had stopped over for a drink but when their orders arrived, his driver found a cockroach floating in his glass.

"My tea was okay but my driv-er's teh ais wasn't, we saw a cock-roach floating in the drink. We will never go back there again," he said before presenting awards to win-ners from eight categories.

Mohd Azizi also urged restau-rant operators to ensure their kitchen staff and waiters were well groomed.

"Cleanliness and safety includes the people working for you. Nowadays, customers are more social media savvy and they can tarnish the name of your outlet overnight by posting photos of dirty restaurants on the Internet," he said before presenting awards to 85 food premises.

The awards was introduced in 2010 and the city council wants it to be an annual affair.

It features 12 categories; air con-ditioned restaurants, non air condi-tioned restaurants, fast food out-lets, restaurant in a shopping mall, 24-hour outlets, bakery, primary and secondary school canteens,

hotels, privately managed food courts, MBPJ food stalls and stalls in MBPJ food complex.

"Next year, we may reduce the number of winners or focus on just the top 20 cleanest outlets," he said adding the winners would then be featured and promoted by MBPJ.

Winners in the non-air condi-tioned category were Kanna Curry House (Section 17), Raju Restaurant (Section 5), Ana Patin House (Mutiara Damansara), Thong Kee Sea Park, Strawberry Fields Cafe, Mohd Chan Kitchen (Dataran Glomac), Macha & Co (Kota Damansara), Next Station Restaurant, Devi's Corner (Section 5), SS Gamelan, Ajmeer Curry House, and Hiong Seng Kitchen.

The bakery category saw only five winners; Baiwago Plus Cafe (SS2), La Bohemo One Utama, Bake & Brew, Kory (Starling) and Wondermilk while the air-condi-tioned restaurant category's 12 winners were Hometown Hainan Coffee (Sea Park), Taj Briyani House, George Town (Jaya 33), Restaurant Sri Thai, Eatscape Cafe, Restaurant Ratha, Mum's Place, Restaurant Sederhana, Stalkers Cafe, Vanilla Place Cafe, Restaurant Khatijah and Fei-Fei Crab.

Reshaping public spaces By EDWARD RAJENDRA [email protected]

A COLLABORATIVE effort between the Selayang Municipal Council (MPS) and Taman Greenwood resi-dents to redesign public spaces in Selayang is currently under way.

The initiative seeking to foster better understanding between resi-dents and MPS will include stake-holders' suggestions on redesign-ing public areas.

Gombak Setia assemblyman Muhammad Hilman Idham, who is spearheading the "Greenwood, the New Outlook" project, said the rejuvenation effort was more than just about having better designs as it would focus on creating a social identity to uplift the area.

He said residents' feedback was required as the project was still in its infancy.

"We want to turn the stretch off Jalan Batu Caves from the intersec-tions of DUKE Highway and Jalan Gombak into recreational open spaces.

"MPS held a discussion where urban planners tapped into resi-dents' ideas and insights on how the open spaces should be utilised," said Muhammad Hilman.

MPS carried out site visits with residents and traders to determine details including entrance to the area.

He said that residents were eager to participate in the project because they wanted a play a role and have a say in the direction of Taman Greenwood's future.

"A collaborative approach between MPS' urban planners, engineers and the public is the most effective way to revitalise public places.

"With people's suggestions, the council can create a common vision for Taman Greenwood's public space," he said.

MPS councillor Anfaal Saari said engaging with the people to rede-

"Unlike rigid planning processes, we are now involving stakeholders to voice their aspirations for their neighbourhood.

"MPS will seek residents' feed-back for other projects," she said adding that Muhammad Hilman's approach to the project would help the council overcome problems with regards to underused parks and development projects.

"Community input is important to ensure sustainable implementa-tion of a project," she said.

MPS Gardens and Recreational Department director Mokhtar Affandi Abdul Ghani said softscape and hardscape landscaping would be incorporated in the project for residents' benefit.

"I will continue to advocate a community-driven approach for all projects," he said.

Mokhtar Affandi added that MPS

hoped to encourage senior citizens to use the public areas as there would be exercise equipment and park benches for their benefit.

Anfaal says the council will consider public opinion for future projects.

Shah Alam mayor Datuk Ahmad Zaharin Mohd Saad said the close to RM1.9mil project started in December last year.

"Built inside the park com-pound, the bicycle track will make it easier and safer for chil-dren to enjoy cycling.

"The bicycle track also comes

with safety signboards and benches for parents to observe them.

"Another 46m-long bridge was built specially for children and the council has taken into con-sideration the safety of the users.

"Shah Alam City Council (MBSA) will maintain the beauty and cleanliness of this park.

"We also plan to do a series of green initiatives called Shah Alam Tree for Life which will be supported by private organisa-tions.

"I hope visitors will take good care of all the facilities in this park and at the same time nur-ture the importance of maintain-ing a green and healthy environ-ment for the younger genera-tion," he added.

The new canopy bridge stretches for 147.6m and is 3m above the ground while the sus-pension bridge is 60m long.

Visitors can enjoy the best from the 6m-high lookout tower.

Taman Tasik Shah Alam has long been a place for recreation-al activities especially on week-ends.

The newly added facilities are expected to encourage more resi-dents to embrace a green and healthy lifestyle.

Stop-work order for contractor Residents alarmed by soil dumping activity at hill slope in Taman Ukay Heights

Taman Ukay Heights residents were alarmed when they saw lorries dumping earth and rubble into the ravine along Jalan Teberau.

By SHALINI RAVINDRAN [email protected]

A CONTRACTOR for a slope strengthening and stabilisation pro-ject in Taman Ukay Heights, Ampang was issued a stop-work order following concerns highlight-ed by nearby residents.

The Ampang Jaya Municipal Council (MPAJ) issued the stop-work order to the contractor who was carrying out works on a pri-vately-owned land along Jalan teberau.

Residents were alarmed upon discovering the land clearing and earth filling activities carried out at the site - especially since a notice board at the entrance to the site stated the project was only for mon-soon drain repair and slope stabili-sation works.

Resident Tan Sri VC George said they assumed MPAJ was undertak-ing these works as the notice board carried the council's logo.

"But for the past month, we noticed relays of 20-tonne lorries dumping soil into the lot which is a ravine with steep slopes which has a gradient of more that 45 degrees.

"We estimate that 60,000 tonnes

of soil and rubble had been dumped and loaded on to the slope skirting the ravine at Jalan Tebrau," he said during a press conference yesterday.

Alarmed that contractors were not adhering to development rules, residents contacted Ampang MP

Zuraidah Kamarudin on Monday who directed them to liaise with MPAJ councillor D. Nallan over the issue.

"He immediately visited the site and contacted MPAJ to get clarifica-tion on the issue.

'It was only then that we learned

that the works were being carried out by the land owners and not by MPAJ.

"There is a significant danger for soil erosion as all the trees, shrubs and vegetation have been cleared," George said, adding any landslide could bring down houses above the work site as well.

A retired Court of Appeal judge, George also pointed out that filling up the whole depth of the ravine with soil and rubble would result in a change in the topography and contour of the slopes to create a dangerous situation that contra-vened the Town and Country Planning Act 1976.

Jalan Teberau resident Ming Tung said the situation was particu-larly worrisome as a stream that was running through the property had been diverted during the works.

"It was one of the major drainage system for Taman Ukay Heights and now water is flowing in different directions and may even be seeping underground," she said.

Resident Safinah Yaakob said a huge tree on the slope along Jalan Teberau almost crashed into her home more than a week ago as the

heavy vehicles plying the road had loosened the topsoil.

"It missed our house by three feet but damaged the water pipes and we have not had water since then," she said.

When contacted, MPAJ Engineering Department director Zafrul Fazry Mohd Fauzi confirmed that the stop-work order had been issued and served to the contractor on Wednesday following a site visit.

"The applicants were given approval to carry out slope stabili-sation and strengthening works within their boundaries as well as rectification of monsoon drain.

"The slopes had signs of weak-ness which was why approval was given for earth dumping and com-pacting," he said.

He added the 14-day stop-work order was issued because of aggres-sive traffic flow and unsafe work conditions.

"The contractor will have to rear-range the traffic flow and then only will they be allowed to use one spe-cific route in and out of the area.

"They will also have to build silt traps, wash troughs and repair the damaged roads caused by the heavy vehicles," Zafrul added.

MPK setting up committee to oversee complaints By BRENDACH'NG [email protected]

A SIVIALL complaints committee will soon be formed at Klang Municipal Council (MPK) to improve the existing system.

The main problem is that resi-dents do not receive feedback on their complaints.

"Even I am not aware of the sta-tus of complaints I have received and forwarded to the relevant officers," said MPK president Datuk Mohamad Yasid Bidin at the full board meeting.

"No one keeps me updated," he said, adding that residents should be updated and alerted on the status of their complaints.

The complaints committee idea was proposed by councillor Tan Jee Kian and will be chaired by Mohamad Yasid.

The committee-will monitor all complaints and ensure they are attended to quickly.

"This committee will comprise no more than one third of council-lors, as well as department heads from engineering, parks and health," he said, adding that these departments received the most number of complaints over the years.

Mohamad Yasid said complaints should be taken seriously as there were two cases, recently, where the complainants sued MPK demand-ing for compensation.

One of it involved a fatal acci-dent in Pulau Indah due to a pot-hole.

"I received a complaint on the pothole in the evening and it was forwarded immediately to the engi-neering team.

"However, before we could take action the next morning, the acci-dent happened the same night," he said, adding that MPK would take full responsibility and compensate the victim's family.

The second case also involved a pothole on a road shoulder in Bayu Tinggi that damaged a car.

Some councillors proposed that safety barriers be put in place to warn other motorists.

On a separate matter, councillors voted against traders selling pre-mixed drinks or cordials as well as on-site cooking at festive bazaars in Klang.

This matter was raised after traders at the Deepavali bazaar in Jalan Tengku Kelana requested permission to cook at their stalls and sell drinks, which were usually sold in either plastic bags or cups.

"We cannot allow this due to safety concerns. We don't want vis-itors getting injured from the hot wok or a fire," he said, adding that the same rules would apply to Ramadan bazaar traders in Jalan Taiping.

Mohamad Yasid said MPK did not encourage the sale of drinks to prevent Uttering.

He said visitors to the Deepavali bazaar could go to the various res-taurants along Jalan Tengku Kelana for their meals.

The topic of stray dogs caught by the council was also discussed.

MPK caught 5,867 stray dogs this year after receiving 1,672 com-plaints to date.

"We caught about 50 strays in Pulau Ketam alone recently," he said.

Last year, MPK caught 11,987 stray dogs.

He advised dog owners to apply for a licence that costs RM10 per dog a year which has to be renewed annually, and that 1,169 dog licences were issued this year compared to 1,345 last year.

Residents are also advised to stay safe and prepare to face the north-east monsoon until the end of the year.

"The state government has

requested all local governments to be prepared and monitor flood-prone areas.

'In Klang, they are Kampung Telok Gong, Kampung Perigi Nenas Pulau Indah, Bandar Puteri, Kampung Delek and Persiaran Hamzah Alang," he said.

Transit centres have been set up at community halls in Meru, Kampung Kuantan, Sentosa and Telok Pulai, Telok Nipah, Pulau Indah, Kampung Delek, SK Telok Gong and SJK(C) Lee Min Kampung Telok Gong.

"I've also requested for all our officers to be ready to provide logistics and manpower.

"It includes monitoring and cleaning all drainage channels in Klang, especially in flood hotspots to ensure smooth water flow," he said.

Its Pantas Squad is available 24 hours a day to monitor flood-prone areas and offer immediate assistance.

Mohamad Yasid assured resi-dents in Bandar Puteri that the flash floods on Tuesday was not due to the monsoon season but ongoing drainage works by the Drainage and Irrigation Department (DID), scheduled for completion early next year.
