'their councillors. Almost all the new councillors_have never served before. Tllis isnot totally a

bad thing as many former councillors-acquiredsome bad habits, such as turning a'blind eye tothe proliferation Qf billboards and o<;cupation ofopenspacesbypoliticalparties. ~ .

Councillors play important roles. They pass by-lawS,policies and annual budgets,includingfor dev~elopmentprojects. They highlight problems facedby ratepayers and often playa direct role in ~olv-ing these. Those app6inted to committees like theOne Stop Centre (OSC)committee that approvesapplications for development proJects, also'playimportant executive roles. ~.

Of interest inthe new line-up is the presenceofnon-governmentalorganisati.on(NGO)nominees.Although six out of 24.councillQrs in each Couf1cilis far short of the much touted 8-8-8 formula torepresent political parties, NGOs and professionalbodies, it is still better than the past practice ofappointingoply ruling party members.

Appointees such as petaling Jaya city council-lor Richard Yeoh of Transparency InternationalMalaysia and Subang'Jaya municipal councillorChang Kim Loong of the House Buyers Asso-ciation are examples of a new and progressivestep in the selection of people to serve in localcouncils. IndeedJ the appointment of chagg to thepowerful OSC committee is also commendable.'~i(HoWev~r,the decision to allow state assembly~mefi' and'members of parliament to participate intouncilmeetings, including committee.me~tings,is wrong even though they have no yoting rights.local councils are local governments.. Indiscriminateparkingnear hospitallAM a resident of SS12/1C Subang Jaya. In

order to get to my house, I usually pass bythe Subang Jaya Medical Centre's (SJMC)

emergency entrance.It was not a problem until SJMCclosed its

parking area to facilitate the building- of newparking bays.

As a result of the closure, visitprs are nowparking their cars haphazardly alongside roadsnear and around SJMC'ssouth tower.

They park their cars on both sides of theroad, leaving a small space for cars to gothrough.

Cars have to take turns to go through. thatsmall space. It should be all right when thereare no cars or when the drivers are consider:- Cate.

.But often than not, drivers- don't seem tocare. And that same road leads to SJMC'semer-gency room.

What if an ambulance gets stuck justbecause drivers do not want to give way?Would they (the drivers) want to be responsi-ble for a person's death?

I have complained to the Subang JayaMunicipal Council (MPSJ) several times, byphone and by email, to rectify this matter,either by towing away the cars (there is a 'tow-ing zone' sign)or issuingsummons. .

MPSJ did respond via letters dated 12th,16th and24th June, basically stating theyfound my complaints to be true and that theywill take action. .

And the -letter on the 16th .and 24th statedthat the area in question is a.'kawasanrondaanharian', that compounds were issued and that

the file is now closed. . .My question is: How can the file be closed?

It has to be left opened indefinitely. People arestill parking their cars alongside the road. Andthere are no enforcement officers around. Andthis problem not only exists during the day butalso way into the night where it is worse sincethey know MPSJ officers only work duringoffice hours.

I hope MPSJwilltake the necessary action.
