ORDER

Kerala State Electricity Regulatory Commission (KSERC) vide order read abovehas revised the tariff applicable to all consumers of the State (excluding the tariffapplicable to bulk licensees) KSEB vide order read above has ordered to implementthe revised tariff applicable to all HTampEHT consumers wef 14082014 asapproved by KSERC

2 The State Government Order GO (Ms) No182012PD dated 06-08-2012 hasordered to exempt lsquodomestic consumers having monthly consumption upto 120 unitsrsquoand lsquoagricultural consumersrsquo from the tariff increase implemented from 01-07-2012 for the year 2012-13 and the Government has also ordered to provide Rs 2500crore per month as cash subsidy as per the section-65 of the Electricity Act-2003 toKSEB to meet the revenue shortfall on account of the same Further the StateGovernment vide the Order GO (Ms) No 242013PD dated 28-05-2013 has orderedthat lsquothe cash subsidy being provided to KSEB as per the Government Order dated06-08-2012 will be continuedrsquo Accordingly KSEBL has been exempting domesticconsumers having monthly consumption up to 120 unitsrsquo and lsquoagricultural consumersrsquofrom the tariff increase implemented from 01-07-2012 for the year 2012-13 tilldate KSEBL vide the letter read above has requested before the State Governmentto communicate itrsquos decision on continuing the subsidy provided vide the

Government order dated 06-08-2012 during the year 2014-15 also and the decisionon the same is pending with the State Government

3 The Chief Engineer (Commercial ampTariff) vide note read above has placedthe tariff order of the KSERC with the request to implement the tariff revision to LTconsumers immediately The Chief Engineer (Commercial amp Tariff) has also placedthe detailed billing procedure to be followed for the smooth and speedyimplementation of the tariff order issued by KSERC The Chief Engineer has pointedout that as per the Kerala Electricity Duty Act 1963 KSEB has to collect the

electricity duty along with the revised electricity charges at the rates 10 of theprice of energy indicated in the invoice from all LT consumers except public lighting

4 Having considered the note of the Chief Engineer (Commercial amp Tariff) andpending decision from the Government on providing subsidy KSEBL hereby orders to

(1) implement the revised tariff and re-categorization applicable to theLT consumers wef 16082014 as ordered by the KSERC vide itsorder dated 14th August-2014 on petition OP No 9 of 2014 filed byKSEBL

(2) continue the tariff subsidy provided by the State Government to thedomestic consumers with monthly consumption upto 120 units andAgricultural consumers vide the order GO (Ms) No 182012PDdated 06-08-2012 and GO (Ms) No 242013PD dated 28-05-2013till the decision of the State Government

5 In order to implement the revised tariff wef 16082014 KSEBL herebyissue following directions

(1) All the Distribution field offices and other offices shall raise the invoice ofLT consumers at the revised tariff approved by the KSERC for theirconsumption wef 16-08-2014 It is also ensure that the existing subsidyprovided to the domestic consumers with monthly consumption up to 120units and LT- V(A) agriculture consumers to exempt from paying enhancedenergy charges approved by the KSERC vide the order dated 25-07-2012 shallbe continued

(2) The Chief Engineer (IT) is entrusted to make necessary modifications in thelsquoORUMA ORUMANETrsquo billing software to incorporate the revised tariff termsand conditions and lsquore-categorization effectedrsquo to implement the revisedtariff with immediate effect Chief Engineer (IT) shall also ensure thatnecessary modification in the ORUMA billing software be completed in a timebound manner in all section offices and the progress shall be reported to theKSEBL within one week from the date of this order

(3) All the Distribution field offices are directed to assign the correct tariff toeach consumer as per the re-categorization approved by the KSERC asdetailed under Annexure-1 and Annexure-2 All the Distribution ExecutiveEngineers shall ensure the correctness of the same and shall forward thestatus report to the Chief Engineers Distribution (South Central and North)and to the Chief Internal Auditor

(4) Chief Internal Auditor in co-ordination with RAOrsquos is entrusted to conductrandom check on the correctness of the tariff assigned to each consumer

(5) Electricity duty on energy charges shall be collected from consumers as per

the schedule of the Kerala Electricity Duty Act 1963

(6) Financial Advisor shall initiate necessary action to obtain the subsidy fromthe State Government on monthly basis in advance If the subsidy is notreceived as ordered the matter shall be immediately brought into theattention of the KSEBL

(7) Tariff amp Regulatory Affairs Cell (TRAC) is entrusted to issue necessary billingprocedures and other instructions to the field offices for the implementationof the revised tariff order

(8) The circular and billing procedures issued by TRAC shall be scrupulouslyfollowed by all Distribution field offices and others for implementing thetariff order

4 In areas where low tension distribution lines of Kerala State ElectricityBoard Limited and other licensees exist metered supply shall be given bythe respective licens e for special type of lamps for which t he rates arenot given in the table above provided the lamps are installed andmaintained by the local bodies at their cost The tariff applicable in suchcases shall be 360 paise per unit plus fixed charge at Rs 30- per meter permonth subject to other conditions regarding payment of cost of the work

5 Separate charges shall not be collected from the consumers towards servicecharges for street lighting

6 Electricity duty is not payable for public lighting as per the provisions o fKerala Electricity Duty Act 1963

4 Having considered the note of the Chief Engineer (Commercial amp Tariff) andpending decision from the Government on providing subsidy KSEBL hereby orders to

(1) implement the revised tariff and re-categorization applicable to theLT consumers wef 16082014 as ordered by the KSERC vide itsorder dated 14th August-2014 on petition OP No 9 of 2014 filed byKSEBL

(2) continue the tariff subsidy provided by the State Government to thedomestic consumers with monthly consumption upto 120 units andAgricultural consumers vide the order GO (Ms) No 182012PDdated 06-08-2012 and GO (Ms) No 242013PD dated 28-05-2013till the decision of the State Government

5 In order to implement the revised tariff wef 16082014 KSEBL herebyissue following directions

(1) All the Distribution field offices and other offices shall raise the invoice ofLT consumers at the revised tariff approved by the KSERC for theirconsumption wef 16-08-2014 It is also ensure that the existing subsidyprovided to the domestic consumers with monthly consumption up to 120units and LT- V(A) agriculture consumers to exempt from paying enhancedenergy charges approved by the KSERC vide the order dated 25-07-2012 shallbe continued

(2) The Chief Engineer (IT) is entrusted to make necessary modifications in thelsquoORUMA ORUMANETrsquo billing software to incorporate the revised tariff termsand conditions and lsquore-categorization effectedrsquo to implement the revisedtariff with immediate effect Chief Engineer (IT) shall also ensure thatnecessary modification in the ORUMA billing software be completed in a timebound manner in all section offices and the progress shall be reported to theKSEBL within one week from the date of this order

(3) All the Distribution field offices are directed to assign the correct tariff toeach consumer as per the re-categorization approved by the KSERC asdetailed under Annexure-1 and Annexure-2 All the Distribution ExecutiveEngineers shall ensure the correctness of the same and shall forward thestatus report to the Chief Engineers Distribution (South Central and North)and to the Chief Internal Auditor

(4) Chief Internal Auditor in co-ordination with RAOrsquos is entrusted to conductrandom check on the correctness of the tariff assigned to each consumer

(5) Electricity duty on energy charges shall be collected from consumers as per

the schedule of the Kerala Electricity Duty Act 1963

(6) Financial Advisor shall initiate necessary action to obtain the subsidy fromthe State Government on monthly basis in advance If the subsidy is notreceived as ordered the matter shall be immediately brought into theattention of the KSEBL

(7) Tariff amp Regulatory Affairs Cell (TRAC) is entrusted to issue necessary billingprocedures and other instructions to the field offices for the implementationof the revised tariff order
