BRIEF INFORMATION OF IMO SUB�COMMITTEE ON CARRIAGE OF CARGOES AND CONTAINERS SESSION 2 (CCC2)
A. AMENDMENTS TO THE IGF CODE AND DEVELOPMENT OF GUIDELINES FOR LOW�FLASHPOINT FUELS (AGENDA ITEM 3)
MSC 95 adopted the International Code of Safety for Ships Using Gases or Other Low�Flashpoint Fuels
(IGF Code) by resolution MSC.391(95). The first version of this Code includes regulations to meet the
functional requirements for natural gas fuel only (methane). In this regards, the Sub�Committee agreed to
continue the work on the development of provisions for other low�flashpoint fuels and to prepare
amendments to IGF Code accordingly.
1. Progress on the development of guidelines for ships using ethyl or methyl alcohol as fuel
CCC 2 agreed to have further discussion on whether the provision for the use of methyl/ethyl alcohol as fuel should be developed as amendments to the IGF Code or as non�mandatory guidelines after the finalization of the safety provisions from a technical perspective.
In addition to above matter, Sub�Committee has noted the following matters need further discussion in a correspondence group established in CCC 2:
1. Protection of fuel tanks
2. Inerting of fuel tanks
3. Emergency Shut Down (ESD)
2. Progress on the development of measures for fuel cells
In general, CCC 2 agreed to draft new text for fuel cells, by noting the following views:
a) consideration should be given on whether there should be any limitation in respect to the size of the fuel cell or the quantities of hydrogen involved
b) further technical comments needed to be taken into account before the draft requirements for fuel cells could be considered finalized.
Moreover, the Sub�Committee considered that further technical comments should be discussed in the working group, and decided to instruct the working group to prepare draft amendments to the IGF Code regarding fuels cells.
3. Requirements for low�flashpoint oil fuels
Having considered several proposal regarding requirements for low�flashpoint oil fuels (e.g. permit the use of oil fuels with a flashpoint between 52°C and 60°C without any supplementary requirements to SOLAS chapter II�2, etc.), CCC 2 agreed on the understanding that all safety concerns regarding ships using low�flashpoint oil fuels should be addressed in the context of the IGF Code, without reopening discussion on the possibility of amending the flashpoint requirements in SOLAS.
Furthermore, CCC 2 agreed to develop a work plan and a list of considerations for assessing the risks and the implications of using low�flashpoint oil fuels on ships. Subsequently, the Sub�Committee instructed the working group accordingly.

B. AMENDMENTS TO THE IMSBC CODE AND SUPPLEMENTS (AGENDA ITEM 5)
International Maritime Solid Bulk Cargoes Code (IMSBC Code) was adopted by MSC.268(85), which has entered into force on 1 January 2011. The IMSBC Code will replace the Code of Safe Practice for Solid Bulk Cargoes (BC Code), aiming to facilitate the safe stowage and shipment of solid bulk cargoes by providing information on the dangers associated with the shipment of certain types of cargo and instructions on the appropriate procedures to be adopted.
The Sub�Committee regularly evaluates the Code to take into account new requirements for existing or new types of solid bulk cargo.
The latest amendments (amendment 03�15) to the IMSBC Code by resolution MSC.393(95), which is expected to enter into force on 1 January 2017. While, the next amendments (amendment 04�17) to the Code have been discussed and will be brought to the meeting of the Editorial and Technical (E&T) group which will be held in the first half 2016.
CCC 2 agreed to bring the following matters to E&T 25:
• Amendments to existing individual schedules and provisions in the IMSBC Code
• Proposed new individual schedules
• Provisions for solid bulk cargoes that may liquefy
C. AMENDMENTS TO THE IMDG CODE AND SUPPLEMENTS (AGENDA ITEM 6)
1. Amendments to the IMDG Code
MSC 93 has adopted the amendments (amendment 37�14) to the International Maritime Dangerous Goods
(IMDG) Code by MSC.372(93), which will enter into force on 1 January 2016.
The Code is regularly evaluated to consider new requirements for existing or new substances. As part of
the evaluation, the Editorial and Technical Group (E&T 23) has been instructed by CCC 1 to prepare the
draft amendment 38�16 of the code and the draft editorial corrections to amendment 37�14 to the IMDG
Code.
CCC 2, in principle, agreed to the draft amendments prepared by E&T 23 and authorized E&T 24 to finalize
the draft amendments (38�16) to the IMDG Code by taking into account the documents submitted to CCC 2
and comments made and decisions taken during the meeting. The final draft will be submitted to MSC 96
for consideration and adoption.
Moreover, CCC2 agreed to include the following matters in new amendments to IMDG Code:
• Proposed Special provisions for maritime transport in relation with the transport of lithium batteries
contained in vehicles, engines and machinery
• The requirements for marking methods for fumigated cargo transport units and cargo transport units
containing substances presenting a risk of asphyxiation
• New segregation provisions for general cargo ships
• Changes to several stowage codes

2. Revision of DSC/Circ.12
CCC 2 agreed to draft amendments to DSC/Circ.12 on Guidance on the continued use of existing IMO type
portable tanks and road tank vehicles for the transport of dangerous goods and decided to refer the
document to the drafting group for finalization
3. Amendments to MSC/Circ.1025
The draft amendments to MSC/Circ.1025 on Emergency response procedures for ships carrying dangerous
goods (EmS Guide) were agreed by CCC 2. The draft will be finalized E&T 24 and be submitted to MSC
96 for approval.
4. Amendments to MSC.1/Circ.1442
CCC 2 agreed to the draft amendments to MSC.1/Circ.1442 on Inspection programmes for cargo transport
units carrying dangerous goods by taking into account document submitted to CCC 2 regarding non�
declared and misdeclared dangerous goods cargoes. Furthermore, E&T 24 was instructed to finalize the
draft and to submit it to MSC 96 for approval.
In addition, the Sub�Committee also instructed the E&T group to consider new title for the circular to make
it understandable that MSC.1/Circ.1442 is applicable to all cargoes carried in cargo transport units.
5. Draft MSC circular on Guidelines on consolidated IMO provisions for the safe carriage of
dangerous goods in packaged form by sea
Following up the decision made by MSC 95, the HTW Sub�Committee has referred the draft of circular on
Guidelines on consolidated IMO provisions for the safe carriage of dangerous goods in packaged form by
sea to the CCC Sub�Committee. In this regards, CCC 2 has reviewed the draft and agreed to it. The draft
will be finalized E&T 24 and be submitted to MSC 96 for approval.
D. UNIFIED INTERPRETATION OF PROVISIONS OF IMO SAFETY, SECURITY, AND ENVIRONMENT
RELATED CONVENTIONS (AGENDA ITEM 9)
1. Clarification of paragraph 8.2.18 of the IGC Code
The Sub�Committee agreed to the meaning of paragraph 8.2.18 of the IGC Code that:
“arrangements are to be provided taking into account the recommendations developed by the Organization,
and evidence of Administration approval of the arrangements will be by the issuance of a certificate by the
Administration or a recognized organization acting on its behalf, which is to be kept on board the ship.”
In order to show the above understanding, CCC 2 decided that the words "by the Administration" should be
deleted as follows.
“The adequacy of the vent system fitted on tanks loaded in accordance with 15.5.2 shall be demonstrated
by the Administration, taking into account the recommendations developed by the Organization. A relevant
certificate shall be permanently kept on board the ship…”

Consequently, the Secretariat was instructed to prepare a draft corrigendum to annex 6 of the report of
MSC 93 accordingly.
2. IGC Code requirement for pump vents in machinery spaces
Following the amendments to IGC Code by resolution MSC.370(93) regarding the requirements for pump
vents in machinery spaces, CCC 2 agreed to interpretations proposed by IACS, as follows:
a) the requirement for pump vents not to be open to machinery spaces should apply only to pumps
servicing dry duct keels through which ballast piping passes; or
b) the requirement for pump vents not to be open to machinery spaces should apply to pumps servicing
ballast tanks.
Furthermore, CCC 2 agreed to the draft Unified Interpretation on chapter 3 of the IGC Code and the
associated draft MSC circular and will submit these to MSC 96 for approval.
3. IGC Code requirements for fire integrity of wheelhouse windows, side�scuttles and doors
Having noted the inconsistency between SOLAS regulation II�2/4.5.2.3 and paragraph 3.2.5 of the IGC
Code regarding the requirements of wheelhouse windows, CCC 2 agreed to amend paragraph 3.2.5 of IGC
Code to align the requirements of the IGC Code with those in SOLAS chapter II�2 by deleting the following
words:
"Wheelhouse windows shall be constructed to not less than "A�0" class (for external fire load)."
The draft amendments of the IGC Code will be submitted to MSC 96 for approval and subsequent
adoption.
E. MANDATORY REQUIREMENTS FOR CLASSIFICATION AND DECLARATION OF SOLID BULK
CARGOES AS HARMFUL TO THE MARINE ENVIRONMENT (AGENDA ITEM 11)
Taking into account the requirements of garbage disposal under MARPOL Annex V adopted by resolution
MEPC.201(62), a classification scheme for solid bulk cargoes to determine whether or not they are harmful
to the marine environment (HME) under the IMSBC Code has developed by IMO. Nevertheless, IMSBC
Code is only mandatory under SOLAS Convention.
In this regards, CCC 2 agreed to add the definition of IMSBC Code in MARPOL Annex V was to make the
linkage between the IMSBC Code and the MARPOL Annex V. However, the linkage did not mean the
whole IMSBC Code was mandatory under MARPOL Annex V.
Furthermore, having considered the decision taken by MEPC 68 that the classification criteria for HME and
the shipper's declaration of solid bulk cargoes, as to whether or not they were harmful to the marine
environment, which is currently the 2012 Guidelines for implementation of MARPOL Annex V (resolution
MEPC.219(63)), should be made mandatory.
Consequently, CCC 2 agreed to the draft amendments to MARPOL Annex V, the following inclusions:
a. Definition of the IMSBC Code

b. Mandatory requirement of the classification criteria for HME and the shipper's declaration of solid
bulk cargoes
c. New Appendix to list criteria for the classification of solid bulk cargoes as harmful to the marine
environment. These criteria are taken from 2012 Guidelines for implementation of MARPOL Annex
V (resolution MEPC.219(63)
After subsequent discussion, CCC 2 agreed to invite MEPC 69 to consider the draft amendments to
MARPOL Annex V related to HME substances, with a view to deciding whether or not to approve the draft
amendments at this stage.
F. ANY OTHER BUSINESS (AGENDA ITEM 14)
Rectification of the IGC Code
Having considered proposal made to CCC 2, it was agreed to amend paragraphs 7.8.4, 13.6.11 and 16.9.5
of the IGC Code, as amended by resolution MSC.370(93), as follows:
a. The words “non�hazardous” in paragraphs 7.8.4 and 13.6.11 will be replaced with words “safe location”
b. Paragraph 16.9.5 will be replaced with the following sentences:
"In addition to the requirements of 16.4.3.2, both ventilation inlet and outlet shall be located outside the
machinery space. The inlet shall be in a non�hazardous area and the outlet shall be in a safe location."
Consequently, the Secretariat was instructed to prepare a draft corrigendum to annex 6 of the report of
MSC 93 accordingly.

MSC 95 mengadopsi Koda internasional untuk keselamatan kapal yang menggunakan gas atau bahan
bakal dengan Flashpoint rendah lainnya (International Code of Safety for Ships Using Gases or Other Low�
Flashpoint;IGF Code) melalui resolusi MSC.391(95). Versi pertama dari Koda tersebut mencakup regulasi
untuk pemenuhan terhadap persyaratan fungsi untuk bahan bakar gas alam (natural gas fuel/methane)
saja. Terkait dengan hal tersebut, Sub*Committee menyetujui untuk melanjutkan pekerjaan terkait
pengembangan aturan untuk bahan bakar dengan Flashpoint rendah lainnya dan menyiapkan
amandement terhadap IGF Code yang sesuai.
1. Progress on the development of guidelines for ships using ethyl or methyl alcohol as fuel
CCC 2 menyetujui untuk melakukan diskusi lebih lanjut mengenai apakah aturan untuk penggunaan methyl/ethyl alcohol sebagai bahan bakar harus dikembangkan sebagai amandemen terhadap IGF Code atau sebagai pedoman (Guidelines) tidak wajib, setelah aturan keselamatan dari segi teknis telah difinalisasi.
Sebagai tambahan untuk masalah di atas, Sub*Komite mencatat bahwa hal*hal berikut yang perlu didiskusikan lebih lanjut oleh grup korepondesi yang dibentuk oleh CCC 2:
1. Protection of fuel tanks
2. Inerting of fuel tanks
3. Emergency Shut Down (ESD)
2. Progress on the development of measures for fuel cells
Secara umum, CCC 2 menyetujui teks baru pada draft untuk Fuel Cells, dengan memperhatikan pandangan sebagai berikut:
a) Pertimbangan harus diberikan mengenai apakah harus ada pembatasan ukuran dari Fuel Cell atau jumlah hydrogen yang digunakan
b) Komentar teknis lanjutan dibutuhkan sebagai pertimbangan sebelum draft persyaratan untuk Fuel Cell dianggap final.
Selanjutnya, Sub*Komite menganggap bahwa komentar teknis lanjutan harus didiskusikan dalam kelompok kerja (Working Group) dan memutuskan untuk menginstruksikan kelompok kerja untuk menyiapkan draft amandemen terhadap IGF Code terkait Fuel Cell.
3. Requirements for low�flashpoint oil fuels
Setelah mempertimbangkan beberapa usulan terkait persyaratan untuk bahan bakar dengan Flashpoint rendah (sebagai contoh, ijin untuk menggunakan bahan bakar dengan Flashpoint antara 52°C dan 60°C tanpa ada persyaratan tambahan dari SOLAS Chapter II*2, dll), CCC 2 menyetujui pengertian bahwa semua hal yang menyangkut keselamatan kapal yang menggunakan bahan bakar dengan Flashpoint rendah harus dibahas dalam lingkup IGF Code, tanpa membuka kemungkinan untuk mengamandemen persyaratan Flashpoint dalam SOLAS.

Lebih lanjut, Sub*Komite sepakat untuk mengembangkan rencana kerja dan daftar pertimbangan untuk menilai risiko dan implikasi dari penggunaan bahan bakar Flashpoint rendah di kapal. Selanjutnya, Sub*Komite menginstruksikan kelompok kerja untuk melaksanakannya.
B. AMENDMENTS TO THE IMSBC CODE AND SUPPLEMENTS (AGENDA ITEM 5)
International Maritime Solid Bulk Cargoes Code (IMSBC Code) diadopsi oleh MSC.268(85), yang telah diberlakukan pada tanggal 1 Januari 2011. IMSBC Code akan menggantikan Code of Safe Practice for Solid Bulk Cargoes (BC Code), yang bertujuan untuk memfasilitasi penyimpanan dan pengiriman kargo curah padat yang aman dengan memberikan informasi tentang bahaya yang terkait dengan pengiriman beberapa jenis kargo dan petunjuk terkait prosedur yang tepat untuk diadopsi.

Sementara, amandemen berikutnya dari Koda tersebut (amandemen 04*17) telah dibahas dan akan dibawa ke pertemuan Editorial and Technical (E&T) group yang akan diselenggarakan pada semester pertama tahun 2016.
CCC 2 setuju untuk membawa hal*hal berikut untuk E & T 25:
• Amandemen terhadap existing individual schedules and beberapa aturan dalam IMSBC Code
• New individual schedules yang diajukan
• Aturan untuk kargo curah padat yang dapat mencair.
C. AMENDMENTS TO THE IMDG CODE AND SUPPLEMENTS (AGENDA ITEM 6)
1. Amendments to the IMDG Code
MSC 93 mengadopsi amandemen (amendment 37*14) terhadap International Maritime Dangerous Goods
(IMDG) Code oleh resolusi MSC.372(93), yang akan diberlakukan pada 1 Januari 2016.
Koda tersebut secara regular dievaluasi untuk mempertimbangkan persyaratan baru untuk zat baru dan
existing. Sebagai bagian dari evaluasi tersebut, Editorial and Technical Group (E&T 23) telah instruksikan
oleh CCC 1 untuk menyiapkan draft amandemen 38*16 dari Koda dan koreksi editorial dari draft
amandemen 37*14 dari IMDG Code.
CCC 2, pada prinsipnya, menyetujui draft amandemen yang disiapkan oleh E&T 23 dan mengijinkan
E&T 24 untuk menyelesaikan draft amandemen (38*16) dari IMDG Code dengan memperhatikan dokumen
yang dimasukkan ke CCC 2 dan komentar yang dibuat dan keputusan yang diambil selama sidang. Draft
final akan diserahkan kepada MSC 96 untuk persetujuan dan adopsi.
Selanjutnya, CCC2 setuju untuk memasukkan hal*hal berikut dalam amandemen baru untuk IMDG Code:
• Ketentuan khusus (Special Provision) yang diusulkan untuk transportasi laut dalam kaitannya dengan
transportasi baterai lithium yang terdapat dalam kapal, mesin dan permesinan
• Persyaratan untuk metode penandaan difumigasi unit transportasi kargo (cargo transport unit) dan unit
transportasi kargo yang mengandung zat yang dapat menimbulkan risiko sesak napas

• aturan pemisahan yang baru untuk kapal kargo
• Perubahan beberapa Stowage Code
2. Revision of DSC/Circ.12
CCC 2 menyetujui draft amandemen dari DSC/Circ.12 on Guidance on the continued use of existing IMO
type portable tanks and road tank vehicles for the transport of dangerous goods dan memutuskan untuk
menyerahkan dokumen tersebut kepada Drafting Group untuk finalisasi.
3. Amendments to EmS Guide (Emergency Response Procedures for Ships Carrying Dangerous
Goods)
Draft amandemen dari MSC/Circ.1025 on Emergency response procedures for ships carrying dangerous
goods (EmS Guide) telah disetujui oleh CCC 2. Draft tersebut akan difinalisasi oleh E&T 24 dan akan
dimasukkan ke MSC 96 for persetujuan.
4. Amendments to MSC.1/Circ.1442
CCC 2 menyetujui draft amandemen MSC.1/Circ.1442 on Inspection programmes for cargo transport units
carrying dangerous goods dengan mempertimbangkan dokumen yang dimasukkan ke CCC terkait non�
declared and misdeclared dangerous goods cargoes. Lebih lanjut, E&T 24 diinstruksikan untuk
menyelesaikan draft tersebut dan memasukkannya ke MSC 96 untuk persetujuan.
Sebagai tambahan, CCC 2 juga menginstruksikan E&T group untuk mempertimbangkan judul baru dari

5. Draft MSC circular on Guidelines on consolidated IMO provisions for the safe carriage of
dangerous goods in packaged form by sea
Menindaklanjuti keputusan yang dibuat oleh MSC 95, HTW Sub*Committee telah meneruskan circular on
Guidelines on consolidated IMO provisions for the safe carriage of dangerous goods in packaged form by
sea kepada CCC Sub*Committee. Terkait dengan hal tersebut, CCC 2 telah mereview draft tersebut dan
menyetujuinya. Draft tersebut akan difinalisasi E&T 24 dan dimasukkan ke MSC 96 untuk persetujuan.

RELATED CONVENTIONS (AGENDA ITEM 9)

"Suatu pengaturan (arrangement) harus dibuat dengan mempertimbangkan rekomendasi yang
dikembangkan oleh IMO, dan bukti persetujuan Administrasi terhadap suatu pengaturan adalah dengan

diterbitkannya sertifikat oleh Pemerintah atau organisasi yang diakui yang bertindak atas namanya, dan
sertifikat tersebut harus disimpan di atas kapal. "
Untuk dapat mencerminkan pengertian di atas, CCC 2 memutuskan bahwa kata "by the Administration"
harus dihapus dan paragrafnya direvisi seperti berikut:
“The adequacy of the vent system fitted on tanks loaded in accordance with 15.5.2 shall be demonstrated

Setelah memperhatikan adanya ketidakkonsistenan antara SOLAS regulasi II*2/4.5.2.3 dan IGC Code
Paragraf 3.2.5 terkait persyaratan jendela pada rumah kemudi (wheelhouse), CCC 2 menyetujui untuk
mengamandemen paragraf 3.2.5 dari IGC Code untuk menyelaraskan persyaratan IGC Code dan SOLAS
Chapter II*2 dengan menghapus kalimat sebagai berikut:
"Wheelhouse windows shall be constructed to not less than "A*0" class (for external fire load)."
Draft amandemen dari IGC Code akan dimasukkan ke MSC 96 untuk persetujuan dan adopsi.
E. MANDATORY REQUIREMENTS FOR CLASSIFICATION AND DECLARATION OF SOLID BULK
CARGOES AS HARMFUL TO THE MARINE ENVIRONMENT (AGENDA ITEM 11)
Dengan mempertimbangkan persyaratan pembuangan sampah di bawah MARPOL Annex V yang diadopsi
oleh resolusi MEPC.201(62), skema klasifikasi untuk kargo curah padat untuk menentukan apakah atau
tidak mereka berbahaya bagi lingkungan laut (HME) di bawah IMSBC Code. Akan tetapi, IMSBC Code
hanya diwajibkan berdasarkan aturan dalam SOLAS.
Terkait hal tersebut, Sub*Komite setuju untuk menambah definisi IMSBC Kode di MARPOL Annex V untuk
membuat hubungan antara IMSBC Code dan MARPOL Annex V. Namun, hubungan tersebut tidak berarti
IMSBC Code diwajibkan berdasarkan MARPOL Annex V.

Sebagai tambahan, setelah mempertimbangkan keputusan yang diambil oleh MEPC 68 bahwa kriteria
klasifikasi untuk HME dan deklarasi pengirim kargo curah padat, apakah atau tidak mereka berbahaya bagi
lingkungan laut harus dibuat wajib, maka CCC 2 diinstruksikan untuk mengakomodasi keputusan tersebut
dengan membuat wajib persyaratan bagi pengirim untuk menyediakan deklarasi yang berisi apakah kargo
curah padat mereka berbahaya bagi lingkungan laut atau tidak, sesuai dengan 2012 Guidelines for
implementation of MARPOL Annex V (resolusi MEPC.219(63).
Oleh karenanya, CCC menyetujui draft amandemen MARPOL Annex V, dengan menyertakan hal*hal
sebagai berikut:
a. Definis dari IMSBC Code
b. Persyaratan wajib dari kriteria klasifikasi untuk HME dan deklarasi pengiriman kargo curah padat.
c. Appendix baru untuk daftar kriteria klasifikasi dari kargo curah padat yang berbahaya bagi
liangkungan laut. Kriteria tersebut diambil dari 2012 Guidelines for implementation of MARPOL
Annex V (resolusi MEPC.219(63).
Setelah diskusi lebih lanjut, CCC 2 setuju untuk mengundang MEPC 69 untuk mempertimbangkan draft
amandemen MARPOL Annex V terkait dengan zat HME, dengan maksud untuk memutuskan apakah atau
tidak untuk menyetujui rancangan amandemen pada tahap ini.
F. ANY OTHER BUSINESS (AGENDA ITEM 14)
Rectification of the IGC Code
Setelah mempertimbangkan usulan yang dibuat pada CCC 2, Sub*Komite menyetujui untuk
mengamandemen paragraf 7.8.4, 13.6.11 dan16.9.5 dari IGC Code, seperti yang diamandemen oleh
resolusi MSC.370(93), sebagai berikut:
a. Kata “non*hazardous” pada paragraf 7.8.4 dan 13.6.11 akan diganti menjadi “safe location”
b. Paragraf 16.9.5 akan diganti menjadi:
"In addition to the requirements of 16.4.3.2, both ventilation inlet and outlet shall be located outside the
machinery space. The inlet shall be in a non*hazardous area and the outlet shall be in a safe location."
Selanjutnya, Secretariat diminta untuk menyiapkan draft corrigendum terhadap Annex 6 pada laporan
MSC 93.
