Assalamualaikum and Salam Sejahtera.
It is with great pleasure that I pen these introductory words for
this inaugural issue of “Building Beyond Buildings”,
THPROPERTIES’ newsletter. The THPROPERTIES Group has
charted impressive growth over the past few years, and we
hope that this publication will serve to showcase some of these
achievements and the exciting prospects ahead.
‘Building Beyond Buildings’ is the Group’s maxim, and reflects
the attitudes and values of the Group. Centred as we are in
the business of buildings in its many forms, we apply the verb
building assiduously, whether it is to our organisation, to our
people, to our communities or to our legacy. We build wealth.
We build expertise. We build character.
This inaugural issue features our maiden venture overseas, the
Bay Pavilions in Lane Cove, Sydney, Australia. Offering over 200
apartments in five blocks, with water views and adjacent
parkland and approximately 15 minutes from the CBD, the Bay
Pavilions has received tremendous response from Sydneysiders.
Completion is expected at the end of 2015.

Kumpulan THPROPERTIES telah mencatatkan pertumbuhan yang memberangsangkan sejak beberapa
tahun kebelakangan ini. Oleh itu, sukacita saya menuliskan kata-kata aluan ini untuk penerbitan
pertama buletin THPROPERTIES “Building Beyond Buildings” di mana kami berharap penerbitan buletin ini
akan dapat mempamerkan sedikit sebanyak pencapaian-pencapaian Kumpulan THPROPERTIES serta
menyingkap prospek-prospek menarik yang akan datang.
'Building Beyond Buildings' adalah kata pepatah Kumpulan THPROPERTIES yang mengungkap intipati
sikap dan nilai-nilai yang didukungi oleh Kumpulan THPROPERTIES. Dalam menjayakan pelbagai
perniagaan yang berkaitan dengan ‘bangunan’, kami mengaplikasikan kata kerja “membangun”
pada segala usaha kami, samada terhadap organisasi, kakitangan kami, masyarakat sekeliling ataupun
warisan yang ditinggalkan. Kami membangunkan kekayaan. Kami membangunkan kepakaran. Kami
membangunkan jatidiri.
Keluaran ulung buletin ini mengetengahkan projek sulung kami di luar negara, iaitu projek “Bay Pavilions”
yang terletak di Lane Cove, Sydney, Australia. Projek ini menawarkan lebih daripada 200 unit pangsapuri
dalam lima blok, dengan pemandangan perairan dan taman-taman bersebelahan serta lokasi yang
hanya kira-kira 15 minit dari pusat perniagaan bandaraya Sydney. Dengan ciri-ciri tersebut, Bay Pavilions
yang dijangka siap pada akhir 2015, telah mendapat sambutan luar biasa dari penduduk sekitar Sydney.

Our flagship development, the 5,119 acre Bandar Enstek has come a long way since its launch in 1999. It is not only the ‘Prime Suburb of KLIA’ , it has itself become the catalyst for the development of the KLIA – Seremban corridor. We provide an update on the development of the township, and details of our latest homes: ‘Hundred East’@enstek – exactly 100 units of spacious linked houses of contemporary design.
Three reputable colleges have been established in Bandar Enstek. The Tunku Kurshiah College, the premier girls’ boarding school in the country with a long and distinguished history, relocated to Enstek in 2014. The Cempaka
International Ladies’ College, the first private all-girls boarding school in Malaysia, has been in Enstek since 2009. They are now joined by the Epsom College in Malaysia, a branch of the famous public school from England, offering a British curriculum to an international student body.
Following the completion of two new Haj and Hotel Complexes in Alor Setar and Kuala Terengganu, the Group is currently constructing two more: one at the KL International Airport and the other in Kuching. Both will feature unique, iconic designs. The Group is also constructing the new Islamic Administrative Complex in Putrajaya, which will centralise various Islamic Religious Departments and Agencies under the Minister in the Prime Minister’s Department. In this issue we take a closer look at this landmark building complex . We also turn the spotlight on THP Sinar, the Group’s property and facilities management company, which within a
short space of 3 years is now managing approximately 2.82 million square foot of building and office space. THP Sinar’s contribution to the Group is expected to grow markedly within the next few years.
The Group made a special trip to Kota Kinabalu in 2014, both as a reward to our staff and also to foster and improve teamwork amongst our fast growing team. You will read about the many social and charitable activities enjoyed by our staff, as well as the conquering of Mount Kinabalu! We round off this issue with a look at the impact of GST on the Malaysian property market. Interspersed throughout are sneak previews of exciting developments to come. Projek pembangunan utama kami, Bandar Enstek yang berkeluasan 5,119 ekar, telah berkembang dengan pesatnya semenjak ia dilancarkan pada tahun 1999. Ia bukan sahaja menjadi 'Bandar Pinggiran Perdana KLIA’, malah ia juga adalah pemangkin kepada pertumbuhan koridor KLIA-Seremban. Kami mendedahkan maklumat terkini mengenai
pembangunan bandar baru ini, dan butir-butir rumah terbaru tawaran kami iaitu 'Hundred East@enstek’, 100 unit rumah teres dua tingkat yang luas dengan rekabentuk kontemporari.
Tiga kolej bereputasi telah bertapak di Bandar Enstek. Kolej Tunku Kurshiah, sekolah berasrama penuh perempuan perdana di negara ini dengan sejarahnya yang tersohor, telah berpindah ke Enstek pada tahun 2014. ‘Cempaka International Ladies College', kolej swasta pertama berasrama penuh untuk pelajar perempuan, sudah beroperasi di Bandar Enstek sejak tahun 2009. Kini mereka disertai oleh “Epsom College in Malaysia’ cawangan sekolah swasta yang ternama di England, yang menawarkan kurikulum ala British untuk pelajar-pelajar antarabangsa.
Berikutan penyiapan dua Kompleks Haji dan Hotel baru di Alor Setar dan Kuala Terengganu, Kumpulan THPROPERTIES kini sedang membina dua lagi Kompleks Haji dan Hotel: satu di Lapangan Terbang Antarabangsa Kuala Lumpur dan satu lagi di Kuching, Sarawak. Kedua-duanya akan menampilkan keunikan dengan reka bentuk ikonik. Kumpulan THPROPERTIES juga sedang membina Kompleks Pentadbiran Islam di Putrajaya, yang akan memusatkan jabatan-jabatan agama Islam dan pelbagai agensi di bawah Menteri di Jabatan Perdana Menteri. Dalam keluaran buletin kali ini, kita akan melihat dengan lebih dekat kompleks bangunan yang bakal menjadi mercu tanda baru di Putrajaya. Seterusnya kami memaparkan THP Sinar, syarikat pengurusan hartanah dan kemudahan Kumpulan THPROPERTIES, yang mana di dalam jangka masa 3 tahun sahaja telah berjaya menguruskan kemudahan harta bangunan serta ruang pejabat, berjumlah 2.8 juta kaki persegi. Sumbangan THP Sinar terhadap Kumpulan THPROPERTIES dijangka akan berkembang dengan ketara dalam tempoh beberapa tahun akan datang.
Kumpulan THPROPERTIES telah mengadakan satu lawatan khas ke Kota Kinabalu pada tahun 2014, bukan sahaja sebagai ganjaran kepada kakitangan tetapi juga untuk memupuk dan meningkatkan semangat kerja berpasukan, ekoran dari pertambahan ketara bilangan kakitangan. Butiran lanjut mengenai pelbagai aktiviti sosial dan kebajikan yang dinikmati oleh kakitangan kami, serta misi menakluk Gunung Kinabalu juga dipaparkan dalam keluaran buletin kali ini. Pada bulan Jun 2014, lebih daripada 200 kakitangan serta Ahli Lembaga Pengarah THPROPERTIES telah diterbangkan ke Kota Kinabalu, Sabah
untuk satu program khas yang dikenali sebagai "Lawatan Pengukuhan
Ukhuwwah". Satu program yang sama telah dilaksanakan dua tahun sebelum ini di Pantai Timur Semenanjung.
Objektif program ini adalah untuk merapatkan hubungan di kalangan
kakitangan, yang kebanyakannya bertugas berjauhan di antara satu
sama lain di pejabat-pejabat dan tapak-tapak pembinaan syarikat serta
di bangunan yang diselenggarakan. Ia juga memberi peluang kepada
kakitangan untuk berkunjung ke destinasi yang mungkin belum pernah
mereka lawati sebelum ini.
Semua kakitangan telah menginap di TH Hotel Kota Kinabalu, hotel
berprestasi yang dimiliki oleh Tabung Haji. Antara aktiviti yang disertai
oleh kakitangan di hotel ialah Majlis Makan Malam bertemakan 'Pelangi'.
Kakitangan telah disajikan dengan persembahan kebudayaan,
penyampaian hadiah dan hiburan.
Beberapa siri lawatan ke tempat-tempat menarik di Sabah juga telah
diatur untuk kakitangan iaitu kawasan tanah tinggi yang menghijau di
pedalaman, air laut yang kebiruan dan pulau-pulau yang indah di
persisiran pantai Kota Kinabalu. Tidak dilupakan ialah sajian demi sajian
masakan tempatan Sabah (makanan laut di sini adalah yang paling
segar!) dan, sudah tentu, acara membeli-belah.
Lawatan itu tidak akan lengkap tanpa interaksi dengan penduduk
tempatan, dan kali ini kakitangan telah meraikan anak-anak yatim dan
kanak-kanak miskin dari Tambunan, serta saudara-saudara baru Muslim
dengan jamuan petang.

Bendera Syarikat telah diserahkan oleh Pengerusi
Kumpulan, Dato’ Azizan Abd Rahman kepada ketua
pasukan, Tuan Haji Abd Kadir Sahlan, seorang Ahli
Lembaga Pengarah Syarikat, semasa Majlis Makan
Malam Syarikat di TH Hotel Kota Kinabalu.
Pada awal pagi keesokannya, pasukan yang terdiri
daripada 32 kakitangan yang terpilih memulakan
pendakian mereka. Seluruh pasukan berjaya mencapai
titik transit di Laban Rata (3,800m) untuk berehat
sebelum pendakian terakhir untuk menawan puncak
pada awal pagi 21 Jun 2014.
Menjelang jam 04:30 pagi, satu pasukan enam orang
pendaki yang terpantas telah berjaya mendaki puncak
“Low’s Peak” dan mengibarkan bendera Syarikat di atas
gunung yang tertinggi di negara ini. Dua puluh dua
orang pendaki lain turut berjaya menamatkan
pendakian. Malangnya akibat keletihan, kesejukan dan
kekurangan oksigen, beberapa pendaki tepaksa
berpatah balik sebelum sampai ke puncak.
Berbekalkan semangat pencapaian ini, pasukan
pendaki THPROPERTIES menetapkan sasaran seterusnya
untuk menakluki gunung demi gunung…

Sebagai sebahagian daripada 'Lawatan Pengukuhan Ukhuwwah' ke Kota Kinabalu,
satu misi telah diatur bagi menyahut cabaran mendaki dan menawan Gunung Kinabalu berketinggian 4,095 meter.
Sebagai persediaan, beberapa sesi program latihan dan pemilihan yang rapi telah
dijalankan selama beberapa bulan. Latihan mendaki telah diadakan di Gunung
Angsi (824m), Gunung Bunga (1,430m) dan Gunung Ledang (1,276m). Selain
meningkatkan tahap kecergasan, program latihan juga memupuk semangat
berpasukan yang tinggi dan setia kawan di kalangan para peserta.

How GST Will
Impact Home Prices
& The Property
Market
With the coming implementation of Goods & Service Tax (GST) in April 2015, many Malaysians are concerned with what this bodes for prices in general. It is inevitable that home prices will also be affected. In this article, we explain how home and property prices will be affected
moving forward.
To properly appreciate how
GST will affect home prices, it
is necessary to first
understand how GST works.
Aside from GST, one must
also have an understanding
of the Sales Tax, which is the
existing tax scheme affecting
the property sector. GST will
supplant the Sales Tax come
April 2015.
TAX SCHEME ON RESIDENTIAL
PROPERTY – THE SIMILARITIES
In comparing both tax
schemes, we have to first
identify their similarities.
One similarity between GST
and the existing Sales Tax
scheme is that no taxes are
charged or will be charged
to the consumer on the
purchase of a home /
residential property. For GST,
residential properties fall
under the “Exempt Rated”
basket of goods. (But do take
note that GST will be
charged to the consumer for
commercial property
purchases as commercial
properties are “Standard
Rated”).
However, during the creation of the final
product (also known as the input stage in
tax parlance), under both tax schemes,
developers would incur taxes during
procurement of their inputs and materials.
And this is where the differences start to
become apparent between both tax
schemes. The tax rate for inputs and
materials vary between GST and Sales Tax.
SALES TAX VS GST FOR RESIDENTIAL
PROPERTIES – THE DIFFERENCES
Based on the Sales Tax Act of 1972, basic
building materials such as bricks, cement
and floor tiles fall inside First Schedule
Goods, in which all the goods in this
category will not be subjected to sales tax.
Meanwhile, other building materials fall
inside Second Schedule Goods, in which all
the goods in this category will only be
charged sales tax of 5%.
Under the new GST implementation, all
building materials and services (E.g.
Contractors, engineers) will be subject to
GST with a standard rate of 6%. This will
invariably raise the production cost for
developers.
If you understand how GST works, you will
notice that in most cases, the additional tax
cost is simply passed on to the final
consumer (Standard-Rated goods), or is
claimed back from the government (Zero-
Rated goods). But in this case (Exempt-
Rated), the additional tax
cost is borne by the party
before the final consumer –
The developer. The
developer does not have a
next “victim” in the supply
chain.
This seems like good news for
home buyers as they do not
have to pay GST when
purchasing a home.
However, one should not be
too happy about this. It is no
stretch of the imagination to
think that developers would
try to build in the additional
tax costs into the final sale
price implicitly.
BEFORE & AFTER GST – A
COMPARISON
The tables below show a
comparison between the
cost of a new property
before and after GST. Certain
taxes and costs leading up to
the sale to the final consumer
have been simplified for this
purpose.
Also, an assumption is made
that developers are able to
transfer 100% of all incurred
tax costs over to the
consumer via the sale price.

The example above shows a
price increase of 3.41% for new
residential properties post-GST
implementation. But there is a
plus point to this.
Overall, new residential
properties may register a lower
overall increase in tax burden
compared to Commercial
Properties that are Standard-
Rated. This is because there still is
the chance that developers may
only transfer some and not all of
their tax cost increases into the
final retail price.
The downside to this is that
where pricing for new
commercial properties will be
cleaner (Sales Price + GST),
pricing for new residential homes
would look inflated. This, in turn,
will undoubtedly have a knock
on effect on prices in the
secondary house market.
CONCLUSION
As a home buyer, it pays to know what the implementation of GST might
bode for home prices moving forward. If you skipped the entire article, here
are all the key insights in a nutshell:
• With GST, there should be a once-off increase in property prices across
the board;
• While developers may not bill home buyers for GST, they could transfer
the costs implicitly via the sale price;
• The overall price increase for new residential properties could be
marginally lower than that for new commercial properties;
• The secondary home market should see a knock on effect in prices.
Armed with this knowledge, you can make a better decision on when to
purchase your home.
