Onus on vehicle owner~Traffic law amendment closes address change loopholeBy LEE YUK PENG

SHAH ALAM: Motorists can nolonger give the excuse that theyhave not received any traffic sum-mons because they changed theircorrespondence address.

Under a proposed amendment tothe Road Transport Act, the onus ison vehicle owners to update theiraddress with the JPJ.Otherwise, thedepartment will regard the addressin their record as the valid locationto send letters, notifications or sum-monses.

JPJ director-general Datuk SolahMat Hassan said many offenders hadbeen able to get away now by usingthe excuse, resulting in a backlog ofunsettled summonses.

Those owing summonses foroffences such as illegal parking

issued by local authorities will also.find it hard to get away as the coun-cils can apply to the JPJ to blacklistthem for not settling their sum-monses.

"This means the motorists willface difficulties when renewing theirdriving licence or road tax, or carryout tasks such as transfer of owner-ship or even change the enginenumber," Solah said.

Under proposed amendments tothe Act, these motorists must settleany pending matteI'S with the JPJorthey would not be allowed to pro-ceed with any matters related to thedepartment.

Currently, motorists are onlybarred from renewing their road taxand driving licence. .

Solah also said that. motoristscould update their details by mail,e-mail or through the JPJwebsite or

counters or selected post offices.Speaking to reporters after a pub-

lic briefing on the amendJ)1ents heldat the Shah Alam Convention CentreMall here, Solah said there would be60 changes to be introduced to theAct, scheduled for first reading in theDewan Rakyat when it convenes onOct 11.

The amendments, he said, wereaimed at enhancing enforcement, improving road safety and reducingrvad accidents.

"They are not meant to makemoney from traffic offenders."

The compounds for traffic sum-monses remains at RM300.The min-imum age to apply for a motorcyclelicence will stay the same, too.

Solah said that the proposedautomated enforcement system(AES) to have video surveillanceon roads was also another pro-

posed amendment.The AES,used in 55 countries, is

targetted at discouraging peoplefrom speeding or beating trafficlights.

Outsourced to a company to takecharge of surveillance, Sollah said JPJofficers would be the ones to decideon issuing summonses.

'The notice, which comes withprintouts of the visuals, would besent to the motorist's home within aweek ofthe offence."

The AES will be installed at 265traffic lights nationwide in areaswhere motorists are known to fre-

'quently beat the light. It will also be sited at another 566

spots, including highways, to detectspeeding, Solah said.

Signages, he said, would be dis-played in areas where the AES isinstalled.
