2010 was a good year for Singapore, and a good year for the Town Council. According to the latest Town Council Management Report,

Sembawang made the greatest improvement of all the councils and is now in Level 1 – the highest possible – in five out of six indicators, and Level 2 for maintenance.

The press had good things to say about that achievement. You can read more about it, and how you could help us achieve Level 1 for maintenance, on page 11.

And this year, with the recovery of financial markets, the Council was able to turn around the loss we made on our investments the previous year, then make a return of 7 per cent, or $20 million, on the funds we held.

These figures from our Annual Report are on page 5, but I’d like to tell you the story behind one of them here.

Under Operating Expenditure, you’ll see we spent over $11 million on Cleaning Works.You may not know that we now pay for Cleaning Works according to performance-based contracts. These bring you higher standards of cleanliness and require the contractors to employ and train local workers. This has created new jobs for Singaporeans in our Town.

In the year ahead we will continue to make sure your Town is kept clean and well maintained. That’s our promise to you.

Would you be willing to make a promise in return? To take pride in your bit of the Town. To treat it as your own.

Launch of Northern Explorer PCNHundreds and hundreds of us,

from all over our Town (plus a few from out-of-Town!)

celebrated the launch in the only proper way to celebrate it: by using the new connectors.

Some of us donned trainers, a few used in-line skates. Some kitted up for their bikes, some for their skateboards, and at least two scooted.

The park connectors are ideal routes for every means of land transport that doesn’t use an engine… or a horse!

It was a cool overcast morning as crowds gathered at different points of the network. The flag-offs were around 8am and we all walked two to three kilometers on the network.

That distance brought those from

Marsiling , Admiralty and Woodlands to Woodlands Waterfront, where the official launch of the network took place. Most of us had to hop a bus for the rest of the distance.

Some of the cyclists covered the network from the Khatib Bongsu park connector all the way through to Admiralty Park and the Waterfront. It was a special Charity Ride.

After a short speech (he had a sore throat) Minister K. Shanmugam asked another four Sembawang MPs to join him in declaring the PCN well and truly open.

Then we all toured the exhibits. NParks and students from Republic Poly had put in a lot of thought and time to make them both educational and interesting for us.

A word from the Chairman

The launch had three themes:The Singapore Sports Council, KTPH and Republic Poly had stands that taught MyHealthy lifestyle.The Town Council, URA, LTA, NEA, Innova JC and Ngee Ann Poly all put up games and displays that taught better ways to care for My Environment. The Traffic Police and the Safe Cycling Task Force had stands explaining My Responsibility as a PCN user or SMILE: Slow down; Move to the left; Indicate your intentions; Look out for others; Enjoy.

KTPH is officially opened...

... and work starts on a makeover for Yishun Pond

Minister Mentor Lee Kuan Yew officially opened the Khoo Teck Puat Hospital on 15 November. He said it was “an advance

in the government’s efforts to deliver affordable, accessible and good quality care to Singaporeans.”

He had visited the hospital a few weeks before and had been impressed by the hospital-in-a-garden concept with plenty of natural greenery, fruits and vegetables growing within the hospital grounds, and Yishun Pond next door. “It does not

have the antiseptic look of a hospital and looks more like an airy and open resort hotel,” he said.

A plea for philanthropyMs Jennie Chua, Chairman of Alexandra Health, thanked the estate of Tan Sri Khoo Teck Puat for their generous donation to the hospital. “This donation is used to establish an Endowment Fund, for research and training, patient education, as well as support for financially needy patients,” she said.

Mr Lee said individual Singaporeans should do more to support philanthropy.

“The Khoo family is a good example. Besides their $125 million donation to KTPH, I am pleased to announce that the family has also made a further donation of $50 million to support the advancement of paediatric education, research and patient care.

“These gifts will benefit Singaporeans from all walks of life for many years.”

Dr Mohamad Maliki bin Osman, Senior Parliamentary Secretary for National Development, joined top officials from Alexandra Health, HDB, NParks and

PUB in a ground-breaking ceremony beside Yishun Pond on 9 September. The four organisations are collaborating for the first time to transform the pond and its surroundings into a multi-generational, health-promoting garden.

It’s part of the larger plan to revitalise Yishun town under the Remaking our Heartland initiative. The job should be done by end of this year.

You could try your hand at fencing, using electronic gear that told you the score. And if you liked it, you could sign up to learn the real thing.

Exhibits of crafts and projects produced by the PCF children had all the adults impressed. They simply could not believe the exhibits were done by six-year-olds.

The SCDF presented their new vehicles that day – three-wheeler motorbikes that could either fight fires or provide medical treatment.

Four pint-sized valedictorians from the PCF blew us away with their smooth, polished speeches in all four languages. With no script in hand!

A special treat for those of us at the carnival was a sniffer dog demonstration. The dogs found hidden drugs and explosives.

There seemed no end to the things to see and do at our Community Day carnival, held on 31 October.

A s early as 7.30am, hundreds of us were already at the open field next to Block 136 Yishun Street 11. And

with the wave of a flag, we set out on a mass walk – the flood of orange t-shirts into the neighbourhood was quite a sight.

While we were walking, our grassroots leaders and event staff worked hard to make everything just right.

hustled into position,

and exhibits were set up. By the time we got back, we barely had time to catch our breath before setting out once more to enjoy the carnival. There were free health screenings, sports try-outs and games to play.

Shortly after, Mr K Shanmugam joined our party, and everyone was delighted to get a chance to say hello to him. He stayed with us all through the morning, enjoying dances, presenting awards and touring the exhibitions. One segment of the stage show that had us all charmed was speeches by little PCF valedictorians. There were four of them, and they delivered speeches in English, Chinese, Malay and Tamil to a crowd of thousands.

Their smooth, articulate delivery (they all spoke without a script in hand) had every one of us amazed. We’ve listened to people five times their age, who couldn’t speak half as well as these kids!

Greening Our Town

Over the month of November last year, we added almost a hundred new trees to our homes. Planting trees together not only greens our town, it brings us closer together as a community, as we watch the trees we planted together grow tall and strong.

Beautiful Sunday

Our Woodlands Community Day celebrations on 31 October brought hundreds of us together for a day of fun. Held at the open

space next to Causeway Point, the music and colour attracted hundreds more who were on their way back from breakfast.

With games to play and things to learn from the exhibitions, we were having a lovely time when Ms Ellen Lee and Mr Khaw Boon Wan joined us at the party. After a round of good-mornings, they

took to the stage for the launch of Daddy Rockers, a new interest group – and joined in while the daddies performed for us.

After that little treat, we watched a telematch held by the PCF. A dozen children trying to race while balancing beanbags on their heads is not a sight you’ll forget!

We learned many interesting ways to go green, at the launch of Clean and Green week on 4 December.

A slight morning drizzle didn’t keep the crowd of hundreds from packing the Garden Plaza of Bukit Panjang Plaza. It might even have

been a blessing – passers-by looking for shelter found the many exhibits and stage shows a perfect distraction while they waited out the rain.

Students of Chung Cheng High School (Yishun) showed us how to make soap from used cooking oil – quite a novel way of going green.

Another interesting way to go green at home was this home compost kit you could buy. Earthworms will break down your food waste and turn it into odourless fertiliser that will have your plants jumping with joy.

Going GreenGreen @ North West, before touring the exhibitions. There were all kinds of interesting things to learn – how to make a terrarium (below), how to make soap from used cooking oil and how to make clothes from recycled material.

You could also buy green gadgets – energy efficient lights, a solar-powered USB charger and a home composting kit, just to name a few. All with friendly faces standing by to explain exactly how they worked.

Between the exhibits and the shopping, everyone who was there went home a little greener.

The event on Saturday November 13 was a finale for the nine-month process of developing plans for the Neighbourhood

Renewal Programme offered for the HDB precincts bounded by Yishun Avenue 6, Avenue 11 and Ring Road.

Residents in the area, Nee Soon East Zone 9, were asked to come down and see the final plans and vote for them – as an NRP can only proceed if at least 75% of the residents vote Yes at this stage.

Earlier sessions had given residents the opportunity to voice their suggestions, preferences and feedback. Draft plans had been presented and modified several times.

Now it was time to vote Yes or No. Residents liked what they saw and tenders are now being called to get the work underway.

Refreshing our private estatesSince 2000, the Ministry of National Development has spent some $117 million upgrading private estates. Another $46 million was set aside for these upgrades at the end of last year – and two of the private estates in our Town will have work on their Estate Upgrading Programmes (EUPs) started soon!

The working committee did a survey to find out what improvements the neighbourhood wanted. After covered drains, tops on the list were better parking, and more facilities like playgrounds and parks.

Mr and Mrs Jack Lee were painting their gate when we asked them for their thoughts on the EUP coming to their Jalan Mata

Ayer estate. “It’s already a nice neighbourhood – we just hope they won’t cut down any trees when they do the work.”

Covering the drains is one of the biggest benefits of an EUP – it stops leaves and branches from clogging the drains, and the reclaimed space can be used for more greenery.

for EUPs. Some 750 households in all will benefit from the upgrades, which will cost about $3 million altogether.

Covered drains and more facilities are often top on the wishlist in an EUP. This is where the NC comes in, working weekends and holding meetings late into the night.

And they try to consider everything. Mr Thangarajoo Ramesh, chairman of the Sembawang Springs NC, said the EUP committee proposed removing the overhead power cables.

“It was an idea everyone liked – but we simply can’t afford it with the budget we have.” He also said the committee was trying to convince NParks to build a connection from the estate to the Park Connector Network.

The EUP at Springs also covers the Gardens estate, and perhaps that’s why the committee seems to be working extra hard – they’re speaking for a lot of people!

A selection of members from the working committee regularly meet with a building consultant and representatives from several government agencies to discuss the upcoming EUP. After finding out what residents of the neighbourhood would like from the EUP, for example, a hardcourt, the NC brings the wishlist to the table to see which items can be delivered.

The Council held funds totalling almost $286 million at 31 March 2010, with 91% in the Sinking Fund. And made nearly $20 million on its investments, following a careful, well-balanced policy.

The pie charts show that most of the Council’s funds, 57.5%, were placed with professional fund managers while

a quarter were placed in fixed deposits. This may leave you asking the question, “How did the fund managers invest the Council’s money?”

Funds with fund managers are mainly in fixed deposits, bonds and equities. Including funds with fund managers, the Council had a total of 47% of its investments in government, statutory board and corporate bonds; another 38% were in fixed deposits; the balance, just 15%, were in equities.

As most of its funds come from Service and Conservancy Charges (S&CC), the Council will firmly engage residents who are in arrears, while offering help to those in genuine hardship.

Rejuvenation To ensure the Town is kept in good shape, the Council invested a total of $40 million in cyclical maintenance and replacement work.

Of this, $15 million was spent on repainting and re-decorating, $2 million on re-roofing, $2 million on replacing water pumps, and $1 million on replacing water pipes and water tanks.

The remaining $18 million was paid as the Town Council’s share of lift upgrading costs. Twenty-nine precincts were at various stages of LUP and TC-LUP work in FY2009/10.

One third was put in the Sinking Fund...

“Sembawang Town Council saw the most number of improvements across the indicators,” said Today.

With higher scores in cleanliness, maintenance and arrears management, it was in Level 1 – the highest possible – in five out of six indicators, and Level 2 for maintenence.

“This puts Sembawang at the top of the pack.,” Today reported.

The latest results were based on inspections by HDB officers from April to September.

The two charts below show a breakdown of the HDB’s observations in our Town. Under the cleanliness indicator, the breakdown contains only three types.

Mr Hawazi Daipi, Chairman of the Town Council, said that the Council already had an Innovation Projects programme to develop cost-saving maintenance ideas.

The example he gave of its work was a solution for the theft of stainless steel signs from central refuse chutes. “One of our teams trialled an idea of replacing the stainless steel signs with stickers.” said Mr Hawazi. “This has minimised the number of defects detected by MND.

“We have also greatly reduced our replacement cost from $48 to $0.40 per sign. So far, more than $20,000 has been saved.

We will continue to improve our processes, innovate new ideas, intensify our public education, and engage residents for their cooperation and assistance. Residents play a vital role, and together we can make Sembawang a pleasant town to live.”

You may have read in the newspapers that the Ministry of National Development (MND) released the second Town Council Management Report on 9 December. The newspapers all noted that Sembawang was a top scorer for the period from April to September.

Working hard to keep it CLEAN!Meet Mdm Rahaya bte Alwi who works from 6.30am to 2pm cleaning two blocks in Admiralty.

1. First she sweeps and mops the lift lobbies.

4. You need to get it done quickly, before everyone wants to use the lifts to get to work and school.

2. Then she sweeps and mops the lift cars.

3. And gives the walls, push-buttons and doorways a thorough wiping.

5. Next, the mailboxes get their morning wash.

6. The litter bins are emptied, given a thorough cleaning, and a new black bag is fitted inside.

7. With the sun coming up, Rahaya makes her first sweep through the void decks and around the blocks and linkways.

8. Her last job downstairs is cleaning the bin centre.

13. After lunch, Rahaya has time for one more inspection. 9. Then it’s up in the lift

with all her gear to start sweeping and mopping the common areas above.

10. Rahaya sweeps the stair cases and wipes down ...

11. ... the handrails at least once a month.

12. There’s time before lunch to do another sweep through the lobbies, void decks and around the blocks – looking for litter that has been thrown since her last inspection.

14. When she leaves for the day, another cleaner takes over, checking her blocks one or two more times before 6pm.

15. Another worker looks after the turf, landscaping and paths by her blocks.

16. The cleaning contractor for this precinct uses a new mechanical sweeper for the roadways within it.

You can see from the story on this page, that Rahaya puts in a lot of work, six days a week, to keep her blocks clean. And she’s only one worker

on the cleaning contractor’s team. They would all be able to do more cleaning if they did not have to spend so much time picking up the litter we leave everywhere.

Litter, and a bin within 20 metres! Now he may think before littering!

Rahaya said, “I like to work!” – and that shows in the blocks she cares for. It makes her sad to see how one or two lazy people can undo her hard work with just a little littering.

The Town Council doesn’t wait for neighbours to complain before sending officers to clear dangerous obstructions like these. You can do

your part by speaking to your neighbours who clutter the corridor.

Let’s work together to keep the corridors clean

There are two dangers. 1. Many items in these obstructions can be set ablaze by the spark from a cigarette, or the match of a vandal. 2. When fire strikes, these escape routes are obstructed!

Nearly everyone can see how dangerous it is to block the common corridors like

this. However, when the Town Council’s property officers call on the residents responsible for such obstruction, the first question they are usually asked is, “Who complained?”

These people, who are often old or out of work, just think they are being “picked on”. The property officers have a hard time explaining that they are just trying to keep the environment safe for everyone.

That’s one of the Council’s responsibilities. The Police, or SCDF, can only be called in when all the Council’s efforts fail.

So. Let’s all do whatever we can to help our neighbours understand that corridors must be kept clear.

They both started their careers in the HDB as Housing Maintenance Inspectors.

When the Town Councils took over maintenance of the common areas

fixed, complaints are followed up, and defects rectified.

Their day starts at 8.30 and they spend the first couple of hours at their computers, checking the system that schedules and tracks the conservancy and maintenance work for their blocks, – and logs that show feedback received overnight and what action was taken.

“We call the person who gave the feedback, to tell him what action was taken, and to check if he’s satisfied,” said Mr Boh. But if a drain is choked, for example, he said the night-time Emergency Maintenance crew would only give the problem a temporary fix. He would have to arrange with a contractor for a permanent solution.

They said solving technical problems – like electrical outages or water pump failures – was “easy” compared with the disputes between neighbours they were called on to solve. “It can be a small problem,” said Mr Ho, “but if it takes place in the corridor, the lift, the stairwell, the common property, then the Town

What part of the job do they like best? “Getting thanks from a resident for doing something!” said Mr Ho. What could residents do to make their work easier? “Be more understanding,” said Mr Boh.

They would like us to try to see our neighbour’s point of view. And, when a Council officer asks for an obstruction to be cleared, to see that the Council is just trying to maintain a safe environment for everyone.
