1. Terlebih dahulu dipanjangkan
syukur kepada Allah SWT kerana
dengan limpah kurniaNya kita dapat
berhimpun di pagi ini bersempena
Forum dan Wadah Perkhidmatan
Digital Kerajaan 2015. Sesungguhnya
program ini merupakan satu detik
penting dalam perkembangan ICT
sektor awam bilamana Ketua-ketua
agensi Sektor Awam, Ketua Pegawai
Maklumat (CIO), Pengurus-Pengurus
ICT Sektor Swasta dan wakil industri
ICT dapat berkumpul bersama-sama

bagi berkongsi idea dan pengetahuan
dengan para ahli panel supaya dapat
melakari platform ICT yang unggul di
masa depan.
2. Pada kesempatan ini saya ingin
merakamkan ucapan ribuan terima
kasih dan mengalu-alukan kehadiran
YBhg. Tan Sri Dr. Ali Hamsa, Ketua
Setiausaha Negara kerana sudi
meluangkan masa untuk bersama-
sama kita bagi merasmikan Forum
dan Wadah Perkhidmatan Digital
Kerajaan 2015 yang bertemakan
Internet of Things (IoT) for Smart
Service Delivery. Sesungguhnya

mengucapkan selamat datang serta

bagi memastikan pemerkasaan ICT

peningkatan keupayaan dan
prestasi serta menambah baik
sistem penyampaian perkhidmatan

Ladies And Gentlemen,
4. MAMPU as the driving force of
the Public Service Delivery
Transformation was tasked to

undertake the responsibility of
improving the country’s
competitiveness by strengthening
the organizational and ICT
management across government
agencies. For this to be realised,
MAMPU has been and always took the
initiative to organise ICT seminars,
forums and programs in line with ICT
development of either at the domestic
or global arena in ensuring continues
benefit to the public sector. The
collaborative implementation of this
program with our strategic partners;
TM, GITN, MDEC, OpenGov, Ministry
of Federal Territories and

PUSPANITA demonstrated the touch
of the Blue Ocean Strategy approach.
5. The objective of this program is
to provide a knowledge sharing
platform towards improving the quality
of digital services, promoting public
services digital products and initiatives,
promoting community involvement in
the development of innovative products
using Public Sector Open Data and
increasing the awareness in exploring
the potential utilisation of the Internet
of Things (IoT).

6. Our program today will cover four
(4) segments. The First Segment is
the Hackathon Program which is a
competition to develop applications
using Big Data and Public Sector
Open Data that lasted for 33 hours
starting from 9th September until 10th
September 2015. The program was
participated by a total of 131
participants from 37 groups made up
of civil servants, public and private
higher education institutions and
individuals, using their skills and
ingenuity to solve problems posed,
by developing applications using Big
Data and Public Sector Open Data.

The winners will take home cash prizes
of RM1,000 to RM10,000 and will be
offered to join MDEC MSC BDA
Accelerator Program, to improve their
developed application with
mentorship from the industry. They
also stand a chance to compete in the
final round of the National Big App
Challenge for the grand prize of a trip
to United Kingdom to enhance their
knowledge in start-up ecosystem.
7. The Second Segment is the
Launching of MAMPU’s Products
and Initiatives; the 1GovEA Master
Plan, GAMMA (Galeri Aplikasi

Mudah Alih Kerajaan Malaysia),
1GovUC and DDMS (Digital
Document Management System) by
Yang Berbahagia Tan Sri Dr. Ali
Hamsa, Chief Secretary to the
Government, followed by the
presentation of the Public Sector
Agency ICT Award of Excellence for
the year 2015. MAMPU with the
strategic partnership of OpenGov
Asia took the initiative to acknowledge
the involvement of various agencies
to strengthen the utilisation of ICT in
education, health, data analysis, social
media and mobility. A total of 100
public sector agencies have

participated in our online
questionnaires from 7th August to 31st
August 2015 and a total of 26 awards
were contested. Today, MAMPU will
also present DDMS Implementer
Appreciation Award to encourage
more ministries and agencies
converting their manual filing
management system to Digital
Documents Management Systems
or DDMS. To date, 32 agencies have
implemented DDMS and a certificate
of appreciation will be presented to
the Ministry / Agency which are
committed to implement the system.

8. In the meantime, the Third
Segment is a forum featuring
speakers who are expert ICT panel in
IoT from Gartner and Google.
Participants will gain from the
Knowledge Sharing and insights in
the panel presentation by
Pricewaterhouse Coopers (PwC),
CyberSecurity Malaysia, RedHat and
MAMPU’s CIO. Completing the
program today and also the Fourth
Segment, we are showcasing and
bringing the audience to travel into
the public sector ICT evolution in our
Pavilion through "Public Sector ICT
Transformation Journey". It

showcases ICT platform in the era of
data processing in the 60s, the era of
pre-MSC computing in the 80s,
sophistication of ICT during MSC era
in the 90s and the latest digital
transformation era.
9. Complementing this showcase
are exhibitions highlighting
contemporary products and
initiatives demonstrating the
aspiration and determination of the
government to improve public
service delivery through ICT. A total
of 22 exhibition booths comprises of
12 from the public sector, 8 from the

private sector and 2 from
PUSPANITA will be delighted to
enlighten the audience. Among the
products and initiatives offered by
MAMPU are 1MOCC, 1MTC, DDMS,
1GovAppstore, Big Data and Open
Data and two (2) booths for MAMPU
products’ cyber clinic. PUSPANITA
will share their activities within the
two (2) provided booths and ten (10)
agencies will showcase their products
and initiatives to improve public
service delivery system. Not
forgetting, our Strategic partners from
the industry will also be participating,
showcasing their products.

Ladies and gentlemen,
10. The current development of ICT
such as Cloud Computing, Big Data,
Big Data Analytics, Open Data and
Enterprise Architecture provides
many new disclosures on the
methods for information acquisition
and for a more realistic utilisation of
information across boundaries in the
formulation of public sector policies
and its co-relation to the strategic
utilisation of information by the
private sector. The theme of the
forum and showcase - Internet of
Things or in short IoT can provide an

up to date information on how our
everyday equipment can be
connected from the Internet to the
physical world or physical objects
with various dimensions facilitate
day to day management through
ICT.
11. IoT is a growing network of
everyday objects – from industrial
machines to consumer goods – that
can share information and complete
tasks while you are busy with other
activities. Using this infrastructure,
objects or assets can communicate
with each other and even optimize

activities between them based on the
analysis of data streaming through the
network. Imagine a sprinkler system
that uses forecasts and weather
sensors to optimize the watering of
your lawn. Or a public trash can that
compacts trash as needed and alerts
city workers when it’s full. Home
security systems already allow you to
remotely control your door locks
and CCTVs, but what if they took
proactive action on your behalf -
cooling down your home and
opening windows, based on your
preferences, the existing weather

conditions and your proximity to home?
I leave that to your imagination.
