    Endorsements

    Requiresadistricttoensurethateachstudententeringgradenineindicateinwritinganendorsementchoice.Mandatesthatthedistrictallowastudenttochoose,atanytime,toearn

    anendorsementotherthantheonepreviouslyselected.

    Mandatesthatastudentbeallowedtograduateunderthefoundationprogramonlyafterthe

    studentssophomoreyearundercertaincircumstances.Definesthecircumstancesthatpermita

    studenttograduateunderthefoundationprogramafterthestudentssophomoreyearwithout

    earninganendorsementonlyif(1)thestudentandparentorguardianisadvisedofthebenefits

    ofgraduatingwithoneormoreendorsements,and(2)theparentorguardianfileswritten

    permissionwiththeschoolcounselor.

    Introducesanewcareerandtechnologyeducation(CTE)coursedevelopmentoption.Allowsa

    districttoofferacourseorotheractivityneededtoobtainanindustry-recognizedcredentialor

    certificatethatisapprovedbythelocalschoolboardforcreditwithoutobtainingSBOEapproval

    undercertaincircumstances.Requiresthatthecoursesoractivitiesbedevelopedbythedistrict

    inpartnershipwithapublicorprivateinstitutionofhighereducationandlocalbusiness,labor,andcommunityleaders.

    Requiresthecoursesoractivitiestoallowstudentstoenteracareerandtechnologytraining

    programinthedistrictsregionofthestate;aninstitutionofhighereducationwithout

    Callsforthecommissionertoinvestigateoptionsforjoiningacareerandtechnology

    consortiumforthepurposeofdevelopingsequencesofrigorousCTEcoursesinareasofhigh-

    demand,high-wagecareers.

    CollegePreparatoryCoursesRemovesresponsibilityofthedevelopmentofcollegepreparatorycoursesfromtheTEAand

    highereducationcommissioners.Assignsresponsibilityofcollegepreparatorycoursesto

    districtsthatmustpartnerwithatleastoneinstitutionofhighereducationtodevelopand

    providecollegepreparatorycoursesinEnglishlanguageartsandmath.Requiresthatthe

    coursesbedesignedforgrade12studentswhoseperformanceonanEOCexamdoesnotmeet

    collegereadinessstandards;orcoursework,collegeentranceexam,orhighereducation

    screener(e.g.,Accuplacer)indicatesthestudentisnotreadyforcollege-readycoursework.

    Requiresthecoursesdevelopedbeprovidedonthecampusofthehighschoolofferingthe

    course,orthroughdistancelearningoranonlinecourseprovidedthroughaninstitutionofhighereducationwithwhichthedistricthaspartnered.Mandatesthathighschoolandhigher

    educationfacultycollaboratetoensurethecoursesarealignedwithcollegereadiness

    Designatesthissectiontoapplyonlytopersonalgraduationplans(PGP)foramiddleorjunior

    highschoolstudentwhohasfailedastatetestorwhoisnotlikelytograduatebythefifthyear

    followingninthgrade.

    Appliesbeginningwiththe20142015schoolyear.

    NEWHighSchoolPersonalGraduationPlan

    CreatesanewPGPspecificallyforhighschoolstudents.RequirestheTEA,inconsultationwith

    theTexasWorkforceCommissionandtheTexasHigherEducationCoordinatingBoard,to

    prepareandmakeavailableinEnglishandSpanishinformationthatexplainstheadvantagesof

    thedistinguishedlevelofperformanceandeachendorsementoption.Requiresthatthe

    informationnotethatoneormoreendorsementsenableastudenttoachieveaclassrankinthe

    top10percent.Mandatesthatadistrictpublishthisinformationonthedistrictwebsiteand

    ensurethatitisavailabletostudentsingradesnineandabove.Requiresadistricttoprovide

    informationinthelanguageinwhichtheparentsorlegalguardiansaremoreproficientonlyifatleast20studentsinagradelevelprimarilyspeakthatlanguage.
