Mandatesthatastudentbeallowedtograduateunderthefoundationprogramonlyafterthe

studentssophomoreyearundercertaincircumstances.Definesthecircumstancesthatpermita

AddstechnologyapplicationstoadistrictsallowableappliedSTEMcourses,inadditionto

CareerandTechnologyEducationCoursesDevelopedthroughLocalPartnerships

Introducesanewcareerandtechnologyeducation(CTE)coursedevelopmentoption.Allowsa

districttoofferacourseorotheractivityneededtoobtainanindustry-recognizedcredentialor

certificatethatisapprovedbythelocalschoolboardforcreditwithoutobtainingSBOEapproval

undercertaincircumstances.Requiresthatthecoursesoractivitiesbedevelopedbythedistrict

inpartnershipwithapublicorprivateinstitutionofhighereducationandlocalbusiness,labor,andcommunityleaders.

Requiresthecoursesoractivitiestoallowstudentstoenteracareerandtechnologytraining

programinthedistrictsregionofthestate;aninstitutionofhighereducationwithout

remediation;anapprenticeshiptrainingprogram;oraninternshiprequiredaspartof

accreditationtowardanindustry-recognizedcredentialorcertificate.Mandatesthatadistrict

reportsuchlocalcourseofferingstotheTEAonanannualbasis,andthatTEAmakesthe

informationavailabletootherdistricts.


DistrictResponsibilitiesforCTECourses

RequiresadistricttoencouragetothegreatestextentpossiblethatstudentsinCTEprograms

enrollindualcreditcoursesthatleadtoadegree,license,orcertification.

SBOEResponsibilitiesforCTECourses

RequirestheSBOEtoensurethatatleast50percentoftheCTEcoursestheyapprovearecost-

effectivefordistricts.

RequirestheSBOEnotlaterthanSeptember1,2014toensurethatatleastsixadvancedCTEor

technologyapplicationscourses,includingpersonalfinancialliteracy,areapprovedtosatisfyafourthcreditinmath.RequirestheTEAcommissionernotlaterthanJanuary1,2015toreport

totheGovernorandotherstheprogressmadetowardsapprovingnewcourses.


SubsidyforCTECertificationExam

Changessubsidyprovisionsbyrequiringadistricttopayforthecostandthenseek

reimbursementfromthecommissioner(versusthestudentpayingthecost).Removes

requirementthatcertificationsmustbeinhigh-demand,high-wage,high-skilloccupations.

CareerandTechnologyConsortium

Callsforthecommissionertoinvestigateoptionsforjoiningacareerandtechnology

consortiumforthepurposeofdevelopingsequencesofrigorousCTEcoursesinareasofhigh-

demand,high-wagecareers.

CollegePreparatoryCoursesRemovesresponsibilityofthedevelopmentofcollegepreparatorycoursesfromtheTEAand

highereducationcommissioners.Assignsresponsibilityofcollegepreparatorycoursesto

districtsthatmustpartnerwithatleastoneinstitutionofhighereducationtodevelopand

providecollegepreparatorycoursesinEnglishlanguageartsandmath.Requiresthatthe

coursesbedesignedforgrade12studentswhoseperformanceonanEOCexamdoesnotmeet

collegereadinessstandards;orcoursework,collegeentranceexam,orhighereducation

screener(e.g.,Accuplacer)indicatesthestudentisnotreadyforcollege-readycoursework.

Requiresthecoursesdevelopedbeprovidedonthecampusofthehighschoolofferingthe

course,orthroughdistancelearningoranonlinecourseprovidedthroughaninstitutionofhighereducationwithwhichthedistricthaspartnered.Mandatesthathighschoolandhigher

educationfacultycollaboratetoensurethecoursesarealignedwithcollegereadiness

expectations.

Mandatesthateachdistrictprovidenoticetodistrictstudentsandtheirparentsorguardians

regardingthebenefitsofenrollinginsuchacourse.

ProvidesthatastudentwhosuccessfullycompletesanEnglishlanguagearts(ELA)coursecan

theadvancedmathcreditrequirementforthefoundationschoolprogram.

Allowsthecollegepreparatorycoursetobeofferedfordualcreditatthediscretionofthe

highereducationinstitution.

Requireseachdistrictinconsultationwiththeirhighereducationpartnertodevelopor

purchaseinstructionalmaterialsforthecourse,includingtechnologyresourcesusingtothe

extentpracticalmaterialsalreadydeveloped.AllowsthedistrictsInstructionalMaterials

Allotment(IMA)tobeusedinpurchasingthematerialsandthecommissionertoadoptrules

regardingthisuseoftheIMA.Requiresthecourseandcorrespondingmaterialsbeavailableto

studentsnotlaterthanthe20142015schoolyear.

JuniorHighorMiddleSchoolPersonalGraduationPlan

Designatesthissectiontoapplyonlytopersonalgraduationplans(PGP)foramiddleorjunior

highschoolstudentwhohasfailedastatetestorwhoisnotlikelytograduatebythefifthyear

followingninthgrade.


NEWHighSchoolPersonalGraduationPlan

CreatesanewPGPspecificallyforhighschoolstudents.RequirestheTEA,inconsultationwith

theTexasWorkforceCommissionandtheTexasHigherEducationCoordinatingBoard,to

prepareandmakeavailableinEnglishandSpanishinformationthatexplainstheadvantagesof

thedistinguishedlevelofperformanceandeachendorsementoption.Requiresthatthe

informationnotethatoneormoreendorsementsenableastudenttoachieveaclassrankinthe

top10percent.Mandatesthatadistrictpublishthisinformationonthedistrictwebsiteand

ensurethatitisavailabletostudentsingradesnineandabove.Requiresadistricttoprovide

informationinthelanguageinwhichtheparentsorlegalguardiansaremoreproficientonlyifatleast20studentsinagradelevelprimarilyspeakthatlanguage.

Mandatesthattheprincipalofahighschooldesignateacounselororadministratortoreview

PGPoptions,includingtheendorsementsanddistinguishedlevelofachievement,witheach

studententeringgradeninetogetherwiththestudentsparentorguardianwhomustconfirm

andsignaPGPforthestudentbytheendoftheschoolyear.Outlinescertainrequirementsthat

aPGPmustpromote.Prohibitsadistrictfrompreventingastudentfrompursuingthe

distinguishedlevelofachievementoranendorsement.PermitsastudenttoamendthePGP

andrequiresadistricttosendwrittennoticetothestudentsparentorguardianiftheplanis

amended.

AddshighschoolPGPstoinformationthatmustbemadeavailablethroughtheelectronic

studentrecordsystem.AddsthatacharterholdershouldconsiderincludinghighschoolPGPs

asarequirementintheschoolscharter.AddsdevelopmentofahighschoolPGPasa

considerationforinnovategrants.

informationrelatedtotheimportanceofapostsecondaryeducationandtheadvantagesof

earninganendorsement,aperformanceacknowledgement,andadistinguishedlevelofachievement.


NoticeofRequirementsforAutomaticAdmission

Requireseachschoolboardandopen-enrollmentcharterschooltoprovidenoticeof

requirementsforautomaticadmissionstoaninstitutionofhighereducationandeligibilityfor

Requiresthecommissionertonotifydistrictsandopen-enrollmentchartersasearlyas

includeparticipationattimesoftheyearoutsideofnormalschooloperations.MandatestheAI

beprovidedatnocosttothestudent.

Mandatesthatthedistrictuseappropriatedcompensatoryeducation(CE)fundsfortheAI.RequiresadistricttoseparatelybudgetCEfundsfortheAIandprohibitsuseofthefundsfor

Introducesanewcomponenttothestateaccountabilitysystemthatrequireseachdistrictto

reporttoTEAandmakepublicallyavailableaself-evaluationofthedistrictandeachcampusin

fromdistrictsunderthesecircumstances.Allowsthecommissionertoorderthedistrictor

Requiresdistrictsandopen-enrollmentchartersassignedthelowestFIRSTperformancerating

tosubmittothecommissioneracorrectiveactionpantoaddressthefinancialweaknesses.

equivalentonthePSAT,SAT,ACT,orACT-Plan;andwhoreceivedascoretoearncollegecredit

Requiresthecommissionertoawardadistinctiondesignationtoacampusrankedinthetop25

percentinthestateforoutstandingperformanceinimprovementofstudentachievementand
