1. INTRODUCTION
The Standard Practice and Standard Content are part of the NOSS document which is produced together with the Training Manual and Internship Manual to complete the whole NOSS.
This is a review NOSS for the Industrial Automation Engineering Support Service under the Machinery & Equipment sector. This document only covers competency standard for Level 2. This NOSS illustrates a structured set of activities that are essential to reach competencies for this particular occupation as well as facilitating interested individuals to embark on a career in this industry.
The development of this NOSS is to attract industry and training sectors towards a flexible, dynamic and responsive skills accreditation systems to meet the industrial needs. This NOSS shall be used as a guide to keep current training programs up to date and abreast with Industrial Automation Engineering science and technology.
Industrial automation is a discipline that comprises of knowledge, skills and attitude from various engineering fields, which include mechatronics, electronic, electrical, mechanical, chemical, metallurgy, computer, software and communication engineering. In today’s competitive free market environment the dependency on human strength and capability alone does not position the industrialists ahead of their competitors. Entrepreneurs are under tremendous pressure when customers required higher quantity of products within shorter period of time, but putting lower price as one of the conditions. The uncertainty on the demand for labour supply in terms of quality and quantity, and the insecure social environment are two of the major issues faced in the course of strengthening the organization’s production or services capacity. This major syndrome that has haunted the entrepreneurs since the 80s has successfully been reduced to a more comfortable level with the establishment of industrial automation systems. With the automation system, many industries previously depended highly on labourers have opted for the automation system and managed to stabilize their productions. Thus, at the same time, the difficulty in obtaining workforces in dangerous, difficult and dirty sectors or known as 3D sector could now be overcome. The establishment of industrial automation system has stabilized the productions that previously depended upon the volatile human labors. With the automation system, the ability in maintaining the production standards due to the elimination of exhaustion and emotional factors in the systems itself is higher. It has been proven to date that demands on the products of industrial automation has increased and the usage of automation system in the industry becomes a necessity and undisputed. In brief industrial automation is a way of industrial life today and in the future. It is hard to imagine industrial societies lives without industrial automation as it covers just about any productions and services including the production of food, equipment, hardware, mining, construction, shipping, aeronautical, agriculture, medical, aerospace, defense and weaponry. Continuous effort in the

creations of new areas in science and technology and existing system modifications pursuits are nonstop and limitless.
The Industrial Automation Engineering Support Service personnel are the technicians who are responsible for the industrial automation engineering support service functions in organizations. The role of the incumbent is to ensure the administration and execution of the support service functions is well-organized in order to achieve the departmental objectives and organizational mission and vision as a whole. It is the requirement for the incumbent to have the industrial automation related engineering skills, knowledge and attitude.
2. OCCUPATIONAL STRUCTURE
This NOSS provides the employers and employees the information on Industrial Automation Engineering Support Service functions and working environment. It underlines the career path and employment development for this profession.
2.1 OCCUPATIONAL AREA Industrial automation technology utilized in various industries such as manufacturing, engineering services, water supply engineering, construction, oil & gas, mining, security & defence, building services, transportation, maritime, hospitality, sea port & air port Services, Bio-Medical & Health services, agriculture etc. In general it can be divided into Industrial automation engineering and Industrial automation production or operation (Application). Although it had been utilized by various industries, the concept, application, development system and nature or work are similar. For this NOSS development and training, focus will solely be given to Industrial Automation Engineering Support Service Level 2. The Industrial Automation Engineering Support Service Level 2 support Industrial Automation Engineering function in the organization. Figure 1.1 illustrates the hierarchy and career path for those involved in the industry.
The development of this NOSS at Level 2 (Refer Figure 1.1 Occupational Framework matrix for Industrial Automation & Mechatronic Sub-sector and Figure 1.2 Occupational Area Structure (OAS) Chart for Industrial Automation Engineering is essential so that the sub sector of the industry will have complete standards and guidelines to be used.
2.2 PRE-REQUISITE
The pre-requisite for Sijil Kemahiran Malaysia (SKM) Industrial Automation Engineering Support Service Level 2 program is the ability to read, write and basic arithmetic.

3. DESCRIPTION OF COMPETENCY LEVEL
The NOSS is produced for various occupational areas. For certification candidates must
be assessed and trained at certain levels to substantiate competencies. Below is the
guideline for each NOSS Level as defined by the Department of Skills Development,
Ministry of Human Resources, Malaysia.
Malaysia Skills Certificate Level 1: Competent in performing a range of varied
(Operation and Production Level) work activities, most of which are routine and
predictable.
Malaysia Skills Certificate Level 2: Competent in performing a significant range
(Operation and Production Level) of varied work activities, performed in a variety of
contexts. Some of the activities are non-routine
and required individual responsibility and
autonomy.
Malaysia Skills Certificate Level 3: Competent in performing a broad range of
(Supervisory Level) varied work activities, performed in a variety of
contexts, most of which are complex and non-
routine. There is considerable responsibility and
autonomy and control or guidance of others is
often required.
Malaysia Skills Diploma Level 4: Competent in performing a broad range of
(Executive Level) complex technical or professional work activities
performed in a wide variety of contexts and with
a substantial degree of personal responsibility
and autonomy. Responsibility for the work of
others and allocation of resources is often
present.
Malaysia Skills Advanced Diploma Competent in applying a significant range of
Level 5: (Managerial Level) fundamental principles and complex techniques
across a wide and often unpredictable variety of

4. MALAYSIAN SKILL CERTIFICATION
Candidates after being assessed, verified and fulfilled the Malaysian Skill Certification requirements shall be awarded with Sijil Kemahiran Malaysia (SKM) for Level 1, 2 and 3, and Diploma Kemahiran Malaysia (DKM) and Diploma Lanjutan Kemahiran Malaysia (DLKM) for Level 4 and 5 respectively.
This NOSS outlines the competency units, competency profile and curriculum of competency units in the Industrial Automation Engineering Support Service Level 2 working environment. . It has been analyzed, produced and documented by selected industrial panel of experts as per the industrial requirements. The industry requires for the competency units, competency profile and curriculum of competency units are outlined using high skills standards and consistencies throughout the assessment process. These were done by laying down a precise framework when conducting the assessment of competency units, competency profile and curriculum of competency units. The training and assessment of Industrial Automation Engineering Support Service Level 2 must be performed in accordance with JPK policy and in adherence to relevance business policy and legislations.
5. JOB COMPETENCIES The industrial automation engineering personnel bear responsibilities that are very challenging in their profession. This is among the professions demanded higher abilities and competencies in various integrated fields and functions. Incumbents normally faced significant resource constraint in their effort to manage the rapid acceleration of technological changes, and at the same time trying to keep reliability and smooth operating of factory machineries and instruments or service project. Thus making them seem to be the champion in the operational systems they are in. 5.1 In general the Industrial Automation Engineering Support Service incumbent is
required to acquire the following competencies recognized by the Malaysian Skills Certificate:
Industrial automation engineering drafting
Industrial automation computer aided design & drafting
Industrial automation fabrication and sub-assembling
Industrial automation installation
Industrial automation systems maintenance
5.2 There is no elective competency for this NOSS.
6. WORKING CONDITIONS
Incumbents in this field work in various environments that include the workshop and plant environment; in implementing the Industrial Automation Engineering Support Service functions. They will be in the factory or worksite environment that is exposed to installation, maintenance and recovery works following where the equipment and automation system are fitted and needed

The incumbent for this position belongs to the front line support group of the organisation. In addition to the competencies state at Para 5, incumbent is required to possess the following skills and qualities in order to be effective:

Proactive Similar to other organization members, Industrial Automation Engineering Support Service incumbent must uphold the goals and vision of the organisation. This requires the incumbent to have knowledge of the business of the organisation. Industrial Automation Engineering Support Service incumbent is also required to meet clients, visit the production floor, construction sites, the areas of maintenance and or targeted project in order to get information, check and investigate manufacturing and or service operational cases. This will expose the incumbent to unforeseen circumstances. Industrial Automation Engineering Support Service incumbent must be geared to face various job situations.
7. EMPLOYMENT PROSPECTS Individual who hunts for a challenging career with higher rate of employability is suitable to venture into this field. The incumbent ought to be creative, imaginative and proactive in utilizing industrial automation technology to support solving industrial problems. Given that the industrial automation affects the whole operations, incumbents should be responsible and committed in their jobs. From the career point of view, incumbents in this field always face new challenges, which urged them to continue to explore new experience and knowledge at work placed and share experience with peers and colleague from other organization when facing fresh unique problem from time to time. These factors increase the mind's activeness and stop the occurrence of career exhaustion. Incumbents become relevant and preferable with their constants involvement in this area
The demands for Industrial Automation Engineering Support Service incumbents remain high and will continue to be so in line with the economic growth. It covers sectors in engineering services, manufacturing, infrastructure, transportation, water supply, oil & gas, agriculture, medical, marine, construction etc. The demands became the impeller factor for its development through the SKM certification. The Government’s effort to steadily strengthen our country’s growing economy under the economic transformation programme forms a guarantee and promising future for Malaysia citizen. And the benefits are enjoyed by most workforce and businessmen in Malaysia. The industry growth rate continues to leap and the trend is predicted to stay positive for the upcoming five to ten years. This economic growth is directly proportional with the high demand of skilled workers and professional workers including for to Industrial Automation Engineering Support Service personnel . This development further enlivened with the increase of foreign investors’ entry. Foreign investors bring in vast and high-tech investments. These factors have urged the

growth of high skilled, semi and professional workers such as the Industrial Automation Engineering Support Service incumbents. Individuals who have endeavoured into this area have promising future and wider career path should they work hard, honestly, and apply competencies as part of their lives culture.
The incumbents shall be able to further their training and enhance their skills by following higher level SKM programs or similar programs by other recognized professional bodies and higher learning institution within and outside of the country.

12. GLOSSARY
Balloon: Balloon is used to itemize parts in an assembly to identify the parts and sub assemblies in communicating the design to others. Balloon contain parts list item number. Balloon guide users to identify parts and its location in the assembly drawing.
Coaching: is a powerful alliance designed to forward and enhance the lifelong process of human learning, effectiveness and fulfilment. It is a method of directing, instructing and training a person or group of people, with the aim to achieve some goal or develop specific skills.

External equity: A condition which exists when pay for employees performing jobs in a firm that is comparable to that of similar jobs in other firms.

Key Performance Indicator: A Key Performance Indicator (KPI) is a critical measurement of the performance of essential tasks, operations, or processes. A KPI will usually unambiguously reveal conditions or performance that is outside the norm and that signals a need for managerial intervention
Laser cutting is an intensely concentrated beam of light which can be reduced to a tiny
point of very high temperature and controlled in a way which means that complex and
very exact shapes can be cut out of the metal. Often, the laser will be controlled by a
computer which has the pattern required programmed into it. The accuracy and focus of

Performance Appraisal: A system that provides a periodic review and evaluation of an individual’s job performance.
Performance Dashboard; Performance dashboard is a management tool to gauge performance and progress toward business goals. Dashboards can be designed and produced to address a wide range of objectives, from monitoring the viability of a global organization's business strategy, to keeping a check on a department's ability to achieve service-level targets. Performance Gaps . The difference between the objectives established in the goal-formulation process and the result likely to be achieved if the existing strategy is continued.
Plasma Cutting is a metal cutting technique. A plasma torch pumps either oxygen or an inert gas out of the nozzle at high speed whilst simultaneously sending an electrical arc through the gas, thus creating plasma which is hot enough to melt the metal whilst also moving quickly enough to blow any molten. Situational analysis A situational analysis defines and interprets the state of the environment of a person or organization. A situational analysis describes an organization's competitive position, operating and financial condition and general state of internal and external affairs.
Standard Costing system: is a tool for planning budgets, managing and controlling costs, and evaluating cost management performance. At the end of the accounting period, the actual amounts and costs of direct material used and the actual amounts and pay rates of direct labour utilized are compared to the previously set standards. Comparing the actual costs to the standard costs and examining the variances between them allows managers to look for ways to improve cost control, cost management, and operational efficiency. Strategy: the current set of plans, decisions and objectives that have been adopted to achieve the organization’s goals. Turning: is a process via which the sharp point of a cutting tool is applied to the metals surface as it is rapidly spun by a device such as a lathe, thus removing the top layer of metal to a pre-determined size.

MC-XXX-01 Industrial automation engineering drafting is the competency of composing plans that are visually communicated on how some things function or has to be constructed.
