PRAKATAIsu residu racun perosak dalam tanaman adalah salah satu isu penting yang diberi penekanan dalam usaha untuk mencapai visi dan misi jaminan bekalan makanan negara yang mencukupi dan selamat dimakan. Ia merupakan salah satu matlamat Jabatan Pertanian serta Kementerian Pertanian dan Industri Asas Tani.
Bagi merealisasikan matlamat ini, usaha yang menyeluruh perlu dilaksanakan dan dipergiatkan dalam program pengembangan pertanian yang melibatkan masalah berkaitan residu racun perosak seperti pelanggaran Maximum Residue Limit (MRL) racun perosak melalui aktiviti pemantauan serta khidmat nasihat yang tepat kepada golongan sasar iaitu petani.
Penyampaian maklumat yang tepat hanya akan terlaksana sekiranya pegawai-pegawai pengembangan pertanian dilengkapkan dengan maklumat serta kemahiran yang betul berkenaan residu racun perosak.
Dengan adanya Buku Ringkasan Maklumat Residu Racun Perosak ini, adalah diharapkan agar ianya dapat membantu serta memudahkan semua pegawai pengembangan pertanian kawasan dalam menyampaikan nasihat yang berkesan bagi menyelesaikan masalah residu racun perosak yang dihadapai oleh petani.

PENDAHULUAN Maklumat berkenaan residu racun perosak merupakan maklumat penting yang perlu dikuasai oleh semua pegawai pengembangan Jabatan Pertanian dalam usaha untuk memberikan khidmat nasihat yang tepat dan efisien kepada golongan sasar Jabatan Pertanian iaitu petani bagi masalah dan isu yang berkaitan residu racun perosak.
Justeru itu, Jabatan Pertanian mengambil inisiatif dengan menerbitkan Buku Ringkasan Maklumat Residu Racun Perosak untuk menjadi sumber rujukan kepada semua pegawai dan kakitangan yang berkaitan. Antara maklumat yang terkandung dalam buku ini adalah pengenalan kepada residu racun perosak, jadual senarai MRL (Kebangsaan, Interim, CODEX, ASEAN Harmonisation), penalti bagi pelanggaran MRL serta peranan semua pihak yang berkepentingan dalam isu residu racun perosak.
Secara umumnya, buku ini dapat membantu semua pihak untuk lebih memahami maklumat berkaitan residu racun perosak dan seterusnya dapat mengaplikasikannya dalam aktiviti pengembangan pertanian di negara ini.

PENGENALAN RACUN PEROSAKDEFINASI RACUN PEROSAK
Definasi berdasarkan Akta Racun Makhluk Perosak 1974Apa-apa bahan yang mengandungi suatu perawis aktif; atau apa-apa persediaan, campuran atau benda yang mengandungi mana-mana satu perawis aktif itu atau lebih sebagai satu daripada juzuknya.
Definasi Perawis AktifSesuatu perawis, sebagaimana yang disenaraikan dalam Jadual Pertama, Akta Racun Makhluk Perosak 1974, yang mempunyai sifat-sifat racun makhluk perosak dan yang memberikan sifat kepada racun makhluk perosak kepada suatu bahan, benda, persediaan atau campuran, dan perawis itu merupakan satu daripada juzuk dalam bahan, benda, persediaan atau campuran itu.
Definasi umum Racun perosak adalah satu bahan atau campuran bahan-bahan yang boleh digunakan untuk mengawal perosak samada secara membunuh, memusnah, mencegah, mengusir, mengurangkan dan lain-lain.
KEBAIKAN PENGGUNAAN RACUN PEROSAK Membantu petani mengawal/menghapuskan perosak tanaman. Meningkatkan pengeluaran hasil pertanian. Menghasilkan produk pertanian berkualiti dan dapat menembusi pasaran tempatan
dan antarabangsa. Memastikan bekalan makanan mencukupi.
RISIKO PENGGUNAAN RACUN PEROSAK Pencemaran alam sekitar Menjejaskan kehidupan organisma berfaedah. Kes keracunan dalam makanan. Kes bunuh diri. Masalah residu berlebihan dalam makanan. Harga racun yang tinggi.

RESIDU RACUN PEROSAK
APAKAH RESIDU RACUN PEROSAK ?Residu racun perosak adalah racun perosak yang mungkin tertinggal dalam tanaman makanan akibat penggunaan racun perosak untuk mengawal perosak tanaman.
BAGAIMANA RESIDU RACUN PEROSAK DALAM MAKANAN DIKAWAL?Residu racun perosak dalam tanaman makanan dikawal melalui penetapan nilai Had Maksima Residu (MRL) racun perosak.
MRL (Maximum Residue Limit)
Nilai maksimum residu racun perosak yang dibenarkan terdapat dalam tanaman makanan akibat penggunaan racun perosak tersebut berdasarkan Amalan Pertanian Baik (APB).
Dinyatakan dalam unit mg/kg. Penetapan adalah secara saintifik berdasarkan data kajian
residu hasil penggunaan racun perosak yang dijalankan ke atas tanaman yang berkenaan.
Spesifik untuk setiap kombinasi racun perosak dan tanaman.

PERANAN JABATAN PERTANIAN DALAM ISU RESIDU RACUN PEROSAK Mengambil sampel hasil pertanian di ladang untuk tujuan pemantauan residu
racun perosak. Memberi khidmat nasihat kepada petani tentang penggunaan racun perosak
secara berhemah berdasarkan APB. Menjalankan penilaian ke atas maklumat saintifik kajian residu racun perosak yang
akan didaftar di Malaysia serta mencadangkan nilai MRL yang sesuai berdasarkan penilaian tersebut.
Menjadi urusetia kepada Mesyuarat Ahli Kumpulan Kerja Penetapan MRL Racun Perosak Dalam Komoditi Makanan.
Menyertai kursus dan perbincangan di peringkat antarabangsa berkenaan residu racun perosak seperti mesyuarat CODEX Committee on Pesticide Residues (CCPR) dan ASEAN Expert Working Group on Pesticide MRLs Harmonisation.
Menguatkuasakan Akta Racun Makhluk Perosak 1974 dan Peraturan-Peraturan di bawahnya.
Memastikan racun perosak yang berdaftar dalam negara di bawah Lembaga Racun Makhluk Perosak (LRMP) adalah berkesan dan selamat digunakan pada hasil pertanian.

PERANAN KEMENTERIAN KESIHATAN MALAYSIA DALAM ISU RESIDU RACUN PEROSAKPihak Kementerian Kesihatan Malaysia (KKM) mengambil sampel-sampel pertanian di ladang, pasar dan pintu-pintu masuk utama negara bagi produk yang diimport ke dalam negara.
KESALAHAN ATAU PENALTI SEKIRANYA MELEBIHI MRL RACUN PEROSAK
Kesalahan dan Keterangan di bawah Akta Makanan 1983 Seksyen 13, Makanan yang mengandungi bahan yang memudaratkan kesihatan
Mana-mana orang yang menyediakan atau menjual apa-apa makanan yang ada dalam atau padanya apa-apa bahan yang beracun, merosakkan atau selainnya memudaratkan kesihatan adalah melakukan suatu kesalahan dan apabila disabitkan boleh dikenakan denda yang tidak melebihi satu ratus ribu ringgit (RM100,000) ATAU penjara selama tempoh tidak melebihi sepuluh tahun atau kedua-duanya.
Penalti di bawah Peraturan 397, Peraturan-Peraturan Makanan 1985, Akta Makanan 1983
Mana-mana orang yang melakukan suatu kesalahan terhadap Peraturan-Peraturan ini yang mana tiada apa-apa penalti diperuntukkan oleh Akta apabila disabitkan boleh dikenakan denda tidak lebih daripada lima ribu ringgit (RM5,000) ATAU penjara selama tempoh tidak lebih daripada dua tahun.

PENGUATKUASAAN RESIDU RACUN PEROSAK
Residu racun perosak dalam hasil-hasil pertanian dikawal di bawah Akta Makanan 1983 dan Peraturan-Peraturan Makanan 1985 yang dikuatkuasakan oleh Kementerian Kesihatan Malaysia.
Secara umumnya, nilai MRL racun perosak bagi setiap tanaman yang dibenarkan tersenarai di bawah Jadual 16, Peraturan-Peraturan Makanan 1985, Akta Makanan 1983.
Penguatkuasaan residu racun perosak oleh KKM dilaksanakan berdasarkan Peraturan 41, Akta Makanan 1983.

41. Pesticide residue.(1) For the purposes of these Regulations, the term pesticide includes-
(a) any preparation used, or capable or purporting to be capable of being used, for preventing the attack of, or for destroying-(i) fungi or other parasitic plants or bacteria that affect or attack
plants, fruits, grains, animals or property;(ii) insects or other pests that affect or attack plans, fruits, animals,
or property;(iii) noxious animals or noxious birds; or(iv) weeds or other noxious plants; and
(b) any substance purporting to be pesticide.
(2) No person shall expose, cause or permit to be exposed, any food, excluding water, in the course of its preparation, storage, packaging, delivery, importation or exposure for sale, to any pesticide, where such exposure will result in a residue on or in food that is greater than the amount as set out in the Sixteenth Schedule.
(3) No person shall import, prepare for sale or sell any food a) containing pesticide residue in a proportion greater than the proportion
specified for that food in relation to that pesticide residue as set out in the Sixteenth Schedule;
b) containing pesticide residue in a proportion greater than the proportion specified for that food in relation to that pesticide residue as recommended in the Codex Alimentarius, where the pesticide is not specified in the Sixteenth Schedule;
c) containing more than 0.01 miligram per kilogram of any pesticide residue, where the pesticide is not specified for that food in the Sixteeth Schedule or Codex Alimentarius.
(3A) For the purpose of subregulation (3), Codex Alimentarius means the international food standards adopted by the Codex Alimentarius Commission in respect of pesticide residue.

PERATURAN 41, AKTA MAKANAN 1983
41. Pesticide residue.(1) For the purposes of these Regulations, the term pesticide includes-

(c) containing 0.01 miligram per kilogram (mg/kg) or more than 0.01 mg/kg of any pesticide residue, where the pesticide is not specified for that food in Table I and Table II of the Sixteenth Schedule or, Codex Alimentarius or ASEAN Harmonized MRLs.

(3A) For the purpose of subregulation (3), Codex Alimentarius means the international food standards adopted by the Codex Alimentarius Commission in respect of pesticide residue. and ASEAN Harmonized MRLs means the ASEAN MRL adopted by the ASEAN Ministerial Meeting on Agriculture and Forestry.
3B) Subregulation (3)(b) and 3(ba) shall not apply for those pesticides as set out in Table II and Table III of the Sixteenth Schedule.
