The design and operation of Fiscal and Sales Allocation Metering systems is ofcrucial importance to gas trading parties as it is all about metering the money flow.Systematic errors in metering systems can represent a large financial loss to one ofthe trading parties. Accurate measurements of the traded volumes and theaccompanying gas quality are critical for correct billing, especially in the LNGtrade. Therefore, DNV GL has set up a best industry recommended practice for

design and operation of such systems. This method covers both technical andorganizational aspects from ISO 10012 (Management of Metering). Thispresentation will provide an introduction to mitigation of risks on these aspects,highlighting the financial importance of correct measurements and calibration.

Lennart van LuijkSenior Specialist Flow Metering & Data AnalysisDNV GL

Lennart van Luijk has more than 10 years of experience in the fields of fiscalmetering of natural gas, gas quality measurements and data analysisincluding leading Artifical Intelligence techniques such as Neural Networksand Genetic Algorithms. He contributed to the DNV GL Fiscal MeteringClassification Model, where financial risk is linked directly with operationalrisk.

Lennart has carried out numerous Fiscal Metering audits in Europe, theMiddle East and Africa, and is currently stationed in Kuala Lumpur to addressthe financial risks of metering in this region with a growing demand for gas.Having led several projects in which automated data processing isimplemented, he has helped operating companies with innovativetechniques to improve quality and volume measurement robustness, reducehuman error and limit cases of lost and unaccounted-for-gas (LUAG).

Kevin YoungPrincipal Consultant & Group Leader Asset Integrity SolutionsDNV GL

Kevin Young is Principal Consultant & Group Leader for DNV GL’s AssetIntegrity Solutions section, based in Singapore and has over 36 years’experience in gas transmission and pipeline operations.

Kevin has operated as Pipeline Integrity Engineer (Asset Risk Management)with Northern Gas Networks & National Grid prior to leaving the UK withresponsibility for ensuring compliance to pipeline legislation (PSR, PSSR,COMAH etc.) and ensuring the integrity of network through risk assessment,on line inspection, defect assessment and corrosion control. The role also hadresponsibility for delivering strategic investment projects including re-life ofageing assets.

Previous employment in Middle East (UAE) working for Gas Operator andConsulting Company as Engineering Compliance Manager supporting

Regulatory & Compliance Assurance to Gas Industry.

Kevin managed the Abu Dhabi City Gas FEED study including marketing,network design, financial modelling and maintenance & operating proceduredevelopment.

Paul JamesHead of Asset Risk & Integrity ManagementDNV GL

Paul has more than 30 years’ experience and has worked in the offshore oil

and gas industry since 1987 working for consultants (Atkins, GLND, DNV-GL),contractors (AMEC, Wimpey Offshore) and operators (BP). He has extensiveexperience of asset integrity, structural assessment and analysis and structuraldesign.

He has spent 7 years as structural technical authority for BP Egypt and MobilNorth Sea (ExxonMobil) with responsibility for up to 122 platforms rangingfrom concrete GBS types to simple braced caissons.He has been a Chartered Engineer since 1991 and is a Fellow of theInstitution of Civil Engineers (UK).

Paul is currently Head of Asset Risk & Integrity Management for DNV-GL Oil &

Gas in KL. The Section offers Asset Integrity Services, Corrosion ManagementServices, Structural Integrity Management and Operations Excellenceconsulting. In addition to this role, he is also the DNV-GL Regional HubLeader for In-Service Integrity.

He is currently on the IOGP Committee for the development of ISO 19901-9(Structural IM of Fixed Platforms) and was previously on the InternationalCommittee for API RP2SIM.
