Memperkenalkan idea baru memang merupakan usaha yang perlu dilaksanakan secara berterusan dan konsisten.

Sebarang pembaharuan atau pelaksanaan idea mungkin tidak dapat dilihat hasilnya pada masa yang terdekat. Mengharapkan kejayaan berlaku pada masa yang singkat merupakan satu kegagalan besar. Oleh itu, kesabaran merupakan kunci kepada pencapaian kecemerlangan.

Tahun ini RAKAN Sarawak memperkenalkan beberapa perubahan dan pembaharuan yang matlamat akhirnya untuk menghasilkan produk penerbitan yang bermanfaat kepada semua pihak.

Satu Sidang Editorial yang baru telah dibentuk untuk memantapkan lagi penerbitan ini agar hasilnya kelak akan menjadi kebanggaan kita semua dalam Perkhidmatan Awam Negeri ini.

RAKAN Sarawak memperkenalkan format baru – bersaiz A4 – serta reka letak yang lebih ringkas yang mana ianya adalah lebih kemas serta mudah untuk dikendalikan oleh pembaca.

Beberapa ruang baru yang dimuatkan seperti ruang Leader’s Legacy, My Neighbourhood My Home dan Power to Serve adalah bertujuan memberikan kepelbagaian dalam pendekatan persembahan artikel untuk bacaan bersama.

Selain daripada itu satu laman web interaktif (www.faradalemedia.com/rakansarawak) juga telah dibangunkan bagi memudahkan pembaca mendapat akses kepada artikel-artikel yang lebih lengkap dan terkini selain membolehkan pembaca berinteraksi dengan menyertai beberapa kuiz, undian pendapat, menghantar komen, menghantar pendapat serta menghantar berita yang berlaku di jabatan atau agensi masing-masing.

RAKAN Sarawak menyediakan ruang untuk kita mendapat pendedahan tentang usaha yang dilakukan oleh rakan kita yang lain dalam perkhidmatan awam yang mana boleh kita contohi untuk menambah baik perkhidmatan yang kita tawarkan.

Oleh yang demikian adalah juga lebih praktikal setiap jabatan dan agensi kerajaan di negeri ini bekerjasama dengan RAKAN Sarawak dalam usaha berkongsikan ilmu serta pengalaman di kalangan kita selaras dengan konsep pendidikan sepanjang hayat (life long learning) dan melahirkan para pekerja yang berilmu (knowledge-workers).

Berkuatkuasa 1 Januari 2007, YB Datu Wilson Baya Dandot telah dilantik sebagai Setiausaha Kerajaan Negeri Sarawak. Sebelum ini beliau

memangku jawatan berkenaan selepas YBhg. Datuk Amar Haji Abdul Aziz bin Dato Haji Hussain bersara pada 15 Disember 2006 yang lalu.

Pada tarikh yang sama, YBhg Datuk Haji Mohd.Morshidi bin Abdul Ghani, Timbalan Setiausaha Kerajaan Negeri (Perancangan dan Pembangunan) ditukar bidang kuasa sebagai Timbalan Setiausaha Kerajaan Negeri (Pentadbiran, Keselamatan dan Hal Ehwal Korporat).

Datuk Haji Mohd.Morshidi telah dilantik sebagai Timbalan Setiausaha Kerajaan Negeri (Perancangan dan Pembangunan) pada 1 Julai 2006.

Berkuatkuasa pada tarikh yang sama (1 Januari 2007), YBhg Datu Abdul Ghafur Shariff dilantik sebagai Timbalan Setiausaha Kerajaan Negeri (Sumber Manusia). Datu Abdul Ghafur sebelum ini adalah Pengarah Unit Pembangunan Sumber Manusia di Jabatan Ketua Menteri.

Datu Wilson memulakan karier beliau dalam Perkhidmatan Awam Negeri pada tahun 1973 sebagai Penolong Setiausaha, Sektor Pertanian di Unit Perancang Negeri sebaik sahaja menamatkan pengajian beliau dalam bidang ekonomi dari University Of Western Australia.

Datu Wilson dilantik sebagai Timbalan Setiausaha Kerajaan dari tahun 2000 sehingga 31 Disember 2006.

Sepanjang tempoh itu beliau telah menjalankan tugas sebagai Timbalan Setiausaha Kerajaan bagi Perancangan dan Pembangunan dari tahun 2000 hingga 30 Jun 2004, Timbalan Setiausaha Kerajaan, Sumber Manusia dari 1 Julai 2004 hingga 30 Jun 2006 dan Timbalan Setiausaha Kerajaan, Pentadbiran, Keselamatan dan Protokol dari 1 Julai 2006 hingga 31 Disember 2006.

Sungguhpun sibuk dengan tugas beliau, Datu Wilson masih dapat mencari ruang untuk terus meningkatkan ilmu. Dari tahun 1984-1985, beliau telah melanjutkan pengajian di University Of Sussex, United Kingdom dan telah memperolehi Sarjana dalam Pembangunan Ekonomi (M.A. Development Economics).

Beliau juga pernah mengikuti beberapa kursus khas iaitu Senior Executive Fellows (SEF) di JFK School of Government, Harvard dalam tahun 1994, Planning for Sustainable Development Course, University of Queensland dalam tahun 1993 serta Project Planning Course, di iNTAN dalam tahun 1976.

Datu Wilson telah dianugerahkan dengan beberapa penghargaan daripada Kerajaan Negeri. Antaranya ialah beliau telah dianugerahkan dengan Pingat Perkhidmatan Bakti (PPB) dalam tahun 1986, Anugerah Pegawai Bintang Kenyalang (PBK) dalam tahun 1993, Anugerah Johan Bintang Kenyalang (JBK) dalam tahun 1997, Pingat Perkhidmatan Setia (PPS) dalam tahun 1998, Anugerah Darjah Jasa Bakti Sarawak (DJBS) dalam tahun 1999 dan Pingat Peringatan Delima (PPD Perak) dalam tahun 2003.

Datu Wilson juga merupakan Timbalan Pengerusi, Angkatan Zaman Mansang (AZAM).

Datuk Haji Mohd.Morshidi memulakan karier beliau di Petronas dalam tahun 1980 sebagai Eksekutif Pengurusan. Beliau berkelulusan dalam bidang ekonomi dari Universiti Kebangsaan Malaysia dan Sarjana dalam Pentadbiran Sumber Manusia dari University of Scranton, Pennsylvania, USA. Dalam tahun 1988, Kuching telah dinaik taraf sebagai sebuah bandar raya dan Dewan Bandar Raya Kuching Utara telah ditubuhkan dan beliau telah dilantik sebagai Pengarahnya. Jawatan itu beliau pegang sehingga tahun 1998. Dari Ogos 1998 hingga Jun 2000, beliau adalah Pengarah Unit Pengurusan Sumber Manusia di Jabatan Ketua Menteri sebelum dilantik sebagai Pengarah Unit Sumber Manusia dan Kualiti, Jabatan Ketua Menteri sehingga tahun 2001.

Beliau juga pernah dilantik sebagai Setiausaha Tetap, Kementerian Pembangunan Sosial dan Urbanisasi dari tahun 2001 hingga 14 Januari 2005 sebelum menjawat jawatan Pengarah, Unit Perancang Negeri, Sarawak dari 15 Januari 2005 hingga 30 Jun 2006.

Datuk Haji Mohd. Morshidi dilantik sebagai Timbalan Setiausaha Kerajaan Negeri (Perancangan dan Pembangunan) pada 1 Julai 2006.

Beliau adalah salah seorang daripada ahli Lembaga Pengarah Angkatan Zaman Mansang (AZAM).

Datu Abdul Ghafur memulakan karier beliau dalam tahun 1971 sebagai Pegawai Tadbir (SAO) setelah menamatkan pengajian beliau. Sepanjang lebih 36 tahun beliau berkhidmat dengan Perkhidmatan Awam Negeri Sarawak, beliau banyak kali diberikan tanggungjawab untuk bertugas di kawasan luar bandar. Antara tempat yang beliau pernah bertugas ialah Sri Aman, Lubok Antu, Saratok, Kabong, Betong, Sebuyau, Pusa dan Limbang. Beliau juga pernah dilantik sebagai Pegawai Daerah Kuching.

‘TUrUN PAdANG’ KE SArAwAKKetua Setiausaha Negara

Pada lawatan ini, Tan Sri Ketua Setiausaha Negara telah mengadakan lawatan ke Pusat Kepelbagaian Bio Sarawak (SBC) di Jalan Semenggok pada 15 Januari 2007 pada sebelah petangnya. Terdahulu pada sebelah paginya, beliau dan rombongan telah diberikan taklimat oleh Pengarah Jabatan Pembangunan Neger i Sarawak tentang status pelaksanaan projek pembangunan RMK9 Kerajaan Persekutuan di Sarawak.

Pada 16 Januari 2007, Tan Sri Ketua Setiausaha Negara dan rombongan telah menghadiri Majlis Khas Bersama Ketua Setiausaha Negeri yang diadakan di Bilik Gerakan Negeri, di Wisma Bapa Malaysia.

Pada majlis itu, dalam ucapannya, Tan Sri Mohammad Sidek mahukan kedua-dua pentadbiran Kerajaan Negeri dan Persekutuan terus menjalin hubungan akrab bagi memastikan penyampaian perkhidmatan yang lebih cekap dan berkesan kepada masyarakat.

YB Datu Wilson Baya Dandot, Setiausaha Kerajaan Negeri dalam ucapan aluan beliau sebelum sesi taklimat pada majlis berkenaan menyatakan bahawa penjawat awam di Sarawak amat terharu di atas kesudian Tan Sri Ketua Setiausaha Negara‘turun padang’ ke Sarawak dan beliau percaya lawatan sebegini akan dapat memantapkan lagi kerjasama semua peringkat antara Kerajaan Persekutuan dan Negeri.

Datu Setiausaha Kerjaan Negeri juga merakamkan penghargaan Kerajaan Negeri ke atas keperihatinan Kerajaan Persekutuan yang telah memperuntukkan RM15.1 billion di bawah RMK9 yang mana beliau percaya usaha kerajaan untuk membangunkan negeri Sarawak ke tahap yang lebih maju akan dapat direalisasikan.

Datu Setiausaha Kerjaan Negeri juga memaklumkan bahawa di bawah RMK9, fokus Kerajaan Negeri adalah selari dengan Kerajaan Persekutuan.

“Kerajaan Negeri juga memandang serius terhadap pelaksanaan RMK9. Dalam hal ini, pihak Kerajaan Negeri

akan sentiasa bekerjasama dengan Kerajaan Persekutuan untuk memastikan

semua projek yang telah diluluskan di bawah RMK9 dilaksanakan dengan jayanya. Berdasarkan pengalaman di bawah RMK8, Kerajaan Negeri telah mengenalpasti beberapa isu yang boleh melambatkan atau menggagalkan pelaksanaan projek.”

Datu Setiausaha Kerjaan Negeri menyatakan antara kekangannya adalah koordinasi di antara agensi Persekutuan dan Negeri, agensi klien dan pelaksana yang perlu diperbaiki lagi terutamanya bagi projek yang memerlukan kelulusan pelbagai pihak, yang mana dalam hal ini, kekurangan koordinasi boleh

menimbulkan beberapa isu sampingan seperti pembaziran dan heavier future cost yang akan menjejaskan kecekapan penyampaian perkhidmatan kerajaan.

Oleh yang demikian, Datu S e t i a u s a h a K e r j a a n N e g e r i menambah, adalah diharapkan agar agensi Persekutuan dan Negeri dapat bekerjasama dalam memantau pelaksanaan projek-projek RMK9 agar pelaksanaan projek adalah mengikut jadual dan seterusnya meningkatkan pembangunan sosio-ekonomi Sarawak.

Maka dengan lawatan sedemikian, pengurusan tertinggi kerajaan yang turun padang, mendengar sendiri isu-isu yang dihadapi oleh agensi di peringkat negeri Sarawak akan dapat memahami situasi sebenar yang dihadapi dan dalam masa yang sama dapat mencari/mengemukakan jalan penyelesaian yang terbaik yang pada akhirnya dapat membolehkan pelaksanaan sesuatu program atau projek pembangunan kerajaan dijalankan dengan lancar.

YBhg. Tan Sri Mohammad Sidek Bin Hassan, Ketua Setiausaha Negara, pada 14-16 Januari 2007 yang lalu telah meluangkan masa mengadakan lawatan

sulung beliau ke Sarawak sejak dilantik menjawat jawatan Ketua Setiausaha Negara.

Pengisytiharan tahun 2007 oleh YAB Perdana Menteri dan Ketua Setiausaha Negara sebagai tahun pelaksanaan projek RMK9 harus diambil berat oleh semua pihak.

Sehubungan itu, semua jentera pentadbiran Kerajaan Negeri seharusnya telahpun mengenalpasti dan mempunyai senarai projek yang akan dilaksanakan pada tahun 2007 dan 2008.

YB Se t iau saha Ke ra jaan Negeri, Datu Wilson Baya Dandot menegaskan perkara itu ketika menyampaikan kertas kerja yang bertajuk ‘Making Impact In The SCS Service Delivery’ pada Mesyuarat Setiausaha Tetap dan Residen (Bil. 1/2007) yang dipengerusi oleh beliau di Centre for Modern Management pada penghujung Januari lalu.

Pandang Serius Pelaksanaan RMK9Mesyuarat Setiausaha Tetap dan

Residen itu telah dihadiri kira-kira 35 orang terdiri daripada Setiausaha Tetap dan Residen Bahagian. ia juga merupakan Mesyuarat Setiausaha Tetap dan Residen yang pertama dipengerusikan Datu Wilson semenjak memegang jawatan sebagai Setiausaha Kerajaan Negeri pada awal tahun ini.

Datu Wilson menjelaskan bahawa semua Setiausaha Tetap dan Residen perlu bijak mengendalikan halatuju organisasi masing-masing supaya matlamat RMK9 dapat dicapai seperti yang dikehendaki. Semua projek, program serta sasaran kerajaan yang belum disempurnakan sebelum ini juga harus diteruskan.

Selain i tu, beliau turut menyentuh tentang ‘Budaya Kebersihan’ di

kalangan kakitangan awam negeri. Sehubungan itu, usaha perlu

dibuat di peringkat Bahagian, Daerah dan Daerah Kecil bagi mempromosikan kempen kebersihan serta memastikan bangunan kerajaan kelihatan bersih dan teratur sepanjang masa. ini kerana bangunan kerajaan merupakan hak semua pihak dan oleh sebab itu seharusnya dijaga seperti milik sendiri.

YB Datu Setiausaha Kerajaan Negeri mempengerusikan Mesyuarat Setiausaha Tetap dan Residen. Turut kelihatan ialah Datu Timbalan Setiausaha Kerajaan Negeri (Sumber Manusia), Timbalan Peguam Besar Negeri dan Pengarah Unit Pentadbiran, Jabatan Ketua Menteri

N e g e r i , k h u s u s n y a Setiausaha Tetap dan Residen perlu memandang serius pembangunan dan pelaksanaan projek di dalam Rancangan Malaysia Kesembilan (RMK9) yang kini telah memasuki tahun kedua pelaksanaannya.

• Kerajaan Persekutuan meluluskan peruntukan sebanyak RM15.1 billion di bawah RMK9 untuk Sarawak.

• Kerajaan Negeri mensasarkan pertumbuhan ekonomi sebanyak 6% setahun di bawah RMK9.

• KDNK sebenar di bawah RMK9 dijangka sebanyak RM26,430 juta manakala KDNK per kapita sebanyak RM10,406.

• Beberapa Projek Pembangunan Kerajaan Negeri Dalam RMK9

• Sektor pelancongan

• Sarawak Convention Centre (RM200 juta)

• Sarawak Convention Bureau • Kuching Marina Park (RM50

juta) • Sektor industri• Pembangunan Koridor Wilayah

(Regional Development Corridor) untuk Wilayah Tengah yang akan memberi penekanan kepada industri intensif sumber tenaga memandangkan kawasan ini kaya dengan sumber hidro dan arang batu.

• Pembangunan industri Kluster Minyak Kelapa Sawit (Palm Oil Industrial Clusters (POIC)) dan bio-diesel dijangka memberi sumbangan yang besar terhadap sektor pembuatan.

• Sektor pertanian • Melaksanakan konsep Agropolis

Cuma yang menjadi tanda tanya ialah sama ada semua hasil kajian dan penemuan yang dibuat di diketahui oleh mereka yang terlibat dalam sektor berkenaan.

Demikian menurut YB Setiausaha Kerajaan Negeri, Datu Wilson Baya Dandot ketika melakukan Lawatan Kerja ke Semenggok.

Datu Wilson turut diiringi oleh Timbalan Setiausaha Kerajaan Negeri (Sumber Manusia), Datu Abdul Ghafur Shariff, Setiausaha-setiausaha Tetap dan Residen-residen Bahagian.

Melalui lawatan kerja seperti itu, Datu Wilson berharap ia sekurang-kurangnya telah dapat membuka mata ahli rombongan tentang kemudahan, aktiviti dan kepakaran yang disediakan oleh khususnya dalam memajukan sektor pertanian yang merupakan sektor ekonomi yang amat besar dan berpotensi untuk terus dimajukan ke tahap lebih tinggi.

• Dalam Rancangan Malaysia Kesembilan (RMK9), sektor pertanian di Sarawak mendapat peruntukan sebanyak RM180 juta (lapan peratus).

• Penyumbang keempat terbesar kepada keluaran dalam negeri kasar (KDNK) Sarawak selepas sektor perlombongan dan kuari, perkhidmatan dan pembuatan pada tahun 2004 dan 2005

Keadaan ini dapat disaksikan dengan pembukaan Masj id Bahagian Kapit yang baru serta beberapa kemudahan bangunan pejabat seperti Pejabat Jabatan Agama islam dan Mahkamah Syariah Bahagian Kapit yang dapat menyediakan keselesaan serta memudahkan bagi urusan di antara masyarakat dengan pihak kerajaan.

YAB Ketua Menteri Sarawak, Pehin Sri Haji Abdul Taib Mahmud dalam ucapannya pada majlis perasmian Masjid Bahagian Kapit pada 19 Januari 2007 yang lalu menyatakan masjid bukanlah hanya untuk tempat sembahyang saja tetapi juga berperanan sebagai tempat asuhan kita untuk berbuat baik sesama kita, sahabat handai kita dan memberi layanan yang adil walaupun kepada musuh kita.

Pehin Sri menegaskan bahawa masjid juga berperanan sebagai platform untuk membincangkan soal masalah-masalah yang dihadapi di dalam masyarakat dan seterusnya

boleh menjadi saluran yang dapat menanganinya.

“Hari ini kita sudah ada masjid, aturkanlah program dan kegiatan yang boleh menimbulkan kesedaran yang lebih luas bagi orang is lam mengenai tanggungjawab mereka terhadap kepada masyarakat mereka di Kapit ini.”

Pehin Sri turut menyatakakan bahawa interaksi di antara orang orang islam dan bukan islam di dalam masyarakat adalah suatu yang dituntut. Saling tegur menegur dan prihatin dengan kesulitan yang dihadapi oleh jiran tetangga adalah sesuatu yang dituntut dalam islam.

Keseluruhan projek ini menelan kos sebanyak kira-kira RM9 juta, merangkumi dua (2) komponen projek iaitu :

• satu blok masjid dua (2) tingkat yang boleh menampung sehingga kira-kira 1,300 jemaah dan

• satu blok bangunan dua (2) tingkat yang menempatkan Pejabat Jabatan Agama islam Sarawak dan Pejabat Mahkamah Syariah.

• ia turut menyediakan tempat

meletak kenderaan sebanyak 85 lot.

Kesemua projek ini telah pun dilancarkan pada 19 Januari 2007 yang lepas, bersempena dengan Sambutan Maal Hijrah 1428 Hijrah Peringkat Negeri di Bahagian Kapit.

Pada 27 hingga 28 Disember 2006 lalu Lembaga Kemajuan Bintulu (BDA) telah mengelola

Seminar Bandar Sejahtera Bintulu.Seminar ini telah berjaya

menyatukan peserta dari agensi-agensi kerajaan, badan-badan bukan kerajaan (NGO) dan ketua-ketua masyarakat termasuk individu yang berminat yang ada di Bintulu untuk bersama menjayakan dan melaksanakan konsep bandar sejahtera di Bintulu.

Seminar ini telah disertai kira-kira 264 peserta dan telah dirasmikan oleh wakil YB Dato Sri Tiong King Sing, Ahli Parlimen P 216 Bintulu iaitu Encik Pau Chiong Ung.

Dalam ucap u tama yang disampaikan oleh Dr. Razali Abon, Residen Bahagian Bintulu, beliau berpandangan bahawa seminar yang dianjurkan oleh Lembaga Kemajuan Bintulu ini sesuai dan berperanan pent ing sebagai landasan atau forum untuk memikirkan dan membincangkan pelbagai isu, masalah dan idea berhubung kait dengan pembangunan bandar sejahtera.

Menurut beliau lagi, seminar ini semakin bermakna ekoran tamatnya dua kajian penting yang dilaksanakan oleh Lembaga Kemajuan Bintulu, iaitu Bintulu Urban Regional Study (BURS) dan Central Business District (CDB) Master Plan Study sebagai garis panduan dalam usaha merancang dan membangunkan Bintulu sebagai sebuah bandar sejahtera.

Dr. Razali menambah, untuk menangani isu, masalah dan cabaran ini, keperluan mendesak yang boleh diusahakan ialah untuk memberitahu, mendidik dan membangunkan masyarakat tempatan sebagai sumber manusia atau modal insan.

Beliau juga turut mengemukakan beberapa idea ke arah membangunkan Bintulu sebagai sebuah bandar sejahtera, antaranya :-

1. P e n g w u j u d a n k u m p u l a n m a s y a r a k a t /w a r g a p r i h a t i n d i mana mereka boleh berinteraksi, b e r k o n g s i i d e a , bertindak bersama d a n m e l i b a t k a n diri bersama untuk membangun dan memper t ingkatkan lagi budaya mereka, c on t o hnya ca ra -cara menggunakan kemudahan-kemudahan awam dengan teratur dan sempurna, berkelakuan baik untuk memastikan kebersihan dan persekitaran kemudahan-kemudahan awam ini.

2. P emahaman i d ea banda r sejahtera – Pelan tindakan lima tahun program bandar sejahtera Bintulu telah diwujudkan oleh Jawatankuasa Pemandu yang diketuai oleh Tuan Residen dengan penglibatan dari pelbagai jabatan dan agensi kerajaan dan badan bukan kerajaan.

3. Penglibatan dan penyer taan penduduk untuk membangunkan Bintulu sebuah bandar yang selamat, bersih, sihat, selesa dan sesuai untuk didiami.

4. Jaringan dan komunikasi di kalangan pelbagai agensi dan masyarakat setempat.Sebanyak 13 kertas seminar telah

dibentangkan. Setiap kertas yang telah dibentangkan telah mendapat sambutan menggalakkan daripada peserta yang sering mengemukakan soalan atau komen mengenai topik kertas yang dibentangkan. Persoalan serta komen daripada para peserta ini menunjukkan bahawa seminar ini telah berjaya diadakan untuk meningkatkan kesedaran mereka ke atas konsep bandar sejahtera Bintulu.

Semasa sesi penggulungan kertas-kertas seminar berkaitan dengan isu-isu yang menyentuh Lembaga Kemajuan Bintulu, Tuan Haji Mohidin Haji ishak,

Pengurus Besar BDA telah memberi respons kepada isu-isu berkenaan.

Dalam ucapan penutupannya, beliau menyentuh juga peranan penting semua pihak di Bintulu untuk mencapai dan merealisasikan visi Bintulu sebagai bandaraya industri yang mesra pada tahun 2020.

• Lembaga Kemajuan Bintulu (BDA) telah ditubuhkan pada 8 Julai 1978.

• Di bawah Ordinan Lembaga Kemajuan Bintulu (BDA ) 1978, dinyatakan bahawa BDA ditubuhkan sebagai agens i ke ra jaan un tuk menjaga perancangan fizikal dan pembangunan di Bintulu Sarawak.

• Kawasan pentadbiran BDA meliputi keseluruhan Bahagian Bintulu yang seluas 12,515 km persegi. Keluasan itu termasuk jarak sejauh 5 km di luar pantai Bintulu.

menangani masalah ketidaksamaan Sosioekonomi Secara membina dan Produktif

Kajian Kes: Pusat Pertumbuhan desa (RGC)

Pusat Pertumbuhan Desa (RGC) merupakan program pembangunan yang sedang dalam pelaksanaan bagi tempoh selama 20 tahun (1996-2015) iaitu semenjak Rancangan Malaysia Ketujuh (RMK7).

Program pembangunan jangka panjang itu dirancang secara menyeluruh untuk membangunkan kawasan luar bandar atau penempatan desa ke arah mewujudkan situasi yang lebih maju, menarik dan menguntungkan selaras dengan matlamat Wawasan 2020.

Konsep RGC mula diperkenal di Sarawak pada tahun 1990, hasil daripada pengubahsuaian ‘Program Halacara Baru Pembangunan Kampung dan Luar Bandar’ atau ‘Kampung Contoh’ yang telah dilaksanakan di Kampung Telaga Air, Kuching pada ketika itu. Di Semenanjung, ia telah dilaksanakan sejak tahun 1984.

Bermula dari program itu, Kerajaan Negeri dengan sokongan Kerajaan Pusat telah merangka strategi baru ke arah mempercepatkan pembangunan di kawasan-kawasan luar bandar supaya lebih berdaya saing, mantap serta mampu memberi pulangan ekonomi yang berkekalan kepada penduduk setempat dan seterusnya dapat mengurangkan kemiskinan dan masalah penghijrahan penduduk-penduduk luar bandar ke bandar.

Projek sulung RGC di Telaga Air itu kemudiannya dilanjutkan ke kawasan-kawasan lain seperti Balingian (Mukah), Gedong (Samarahan), Sundar Awat-Awat (Limbang), Beladin (Sri Aman), Mid Layar/Nanga Spak (Sri Aman), Padawan (Kuching), Belawai/Semop (Sarikei), Long Lama dan Long Semadoh (Miri).

Program pembangunan atau pelaksanaan RGC melibatkan empat komponen iaitu infrastruktur, ekonomi, pusat perkhidmatan dan pembangunan manusia.

Seluas kira-kira 144,100 hektar tanah di RGC itu sedang dan akan dilaksanakan dengan program pertanian. Daripada jumlah itu, 129,000 hektar sesuai untuk tanaman kelapa sawit, 10,500 hektar sesuai untuk buah-buahan dan 4,600 hektar sesuai untuk projek komersil akuakultur.

Projek Sangkar Ikan RGC Balingian Beri Pendapatan Kepada Penduduk

Kampung Suyong yang terletak dalam kawasan Pusat Pertumbuhan Desa Balingian Mukah merupakan salah sebuah kampung t radis i masyarakat Melanau yang suatu ketika dahulu agak mundur daripada segi pembangunan fizikal mahupun sosioekonomi penduduknya.

Ramai di kalangan mereka hanya menjalankan aktiviti pertanian sara diri. Bagi mendapatkan wang untuk membeli barang keperluan, mereka turun ke laut, menebang batang rumbia untuk dijual ke kilang memproses ataupun bekerja dengan pihak swasta yang mampu dikira dengan jari bilangannya di daerah kecil itu.

Justeru, hasil yang diperoleh tidak memadai untuk mereka menikmati keselesaan hidup.

Tetapi semenjak Kampung Suyong yang mempunyai kira-kira 300 orang penduduk itu termasuk dalam RGC Balingian, pelbagai kemajuan telah mereka rasai.

Pekan Balingian yang terletak hanya beberapa minit perjalanan dari kampung semakin membangun dengan pelbagai prasarana baru dan mudah dihubungi dengan adanya jalan raya.

Salah satu projek daripada komponen ekonomi yang telah membawa perubahan kepada penduduk di kampung itu ialah pembangunan akuakultur iaitu penternakan ikan tilapia merah dalam sangkar.

Dengan bantuan daripada Jabatan Pertanian, seramai 10 orang peserta yang terlibat dengan projek ternakan ikan tilapia merah itu telah mampu merasai perubahan yang berlaku dalam hidup mereka.

Sejumlah kira-kira RM125 ribu telah disalurkan bagi projek itu yang dimulakan pada tahun 2002. Bantuan itu merangkumi struktur sangkar, jejaring, stor makanan, makanan ikan serta benih ikan untuk pusingan pertama.

ia juga merupakan projek pertama seumpamanya di Bahagian Mukah.

Penanaman KelapaMasih Berupaya Memberikan Pulangan yang Lumayan

Penanaman kelapa pada pandangan umum tidak begitu memberikan pulangan.

Namun tahukah anda kelapa adalah tanaman yang hampir kese lu ruhan pohonnya dapa t digunakan untuk pelbagai perkara.

Kebanyakan tanaman kelapa diusahakan oleh pekebun kecil.

Secara puratanya, luas tanah yang diperuntukkan setiap penanam adalah 2 hektar dengan hasil mencecah dari 3,000 ke 8,000 biji kelapa setiap hektar.

Dalam tahun 2005, terdapat kira-kira 143,000 hektar telah ditanam dengan tanaman kelapa di seluruh Malaysia.

Berdasarkan statistik tahun 2002, kawasan yang telah ditanam dengan kelapa dianggarkan 25,495 hektar, yang merangkumi keluasan 22,303 hektar (matang) dan 3,192 (belum matang). Jangka hayat tanaman kelapa yang matang, separuh daripadanya melebih 30 tahun.

Buah kelapa matang selain diproses menjadi santan, sabutnya juga boleh diproses menjadi pelbagai produk seperti berus serta gentian untuk kerja-kerja tutup bumi di kawasan cerun.

Selain daripada itu penghasilan arang daripada bahan terbuang iaitu tempurung kelapa juga mendatangkan hasil yang memuaskan.

Kira-kira 6,000 penanam kelapa di Daerah Asajaya dan Sadong Jaya di Samarahan telah mendapat manfaat daripada pemprosesan arang daripada tempurung kelapa.

Sadong dan Sebangan berkeluasan 16,331 hektar, diikuti Bahagian Kuching (kawasan Beliong,Sibu Laut) dengan keluasan 2,785 hektar, Bahagian Betong (Kawasan Saribas, Kalaka dengan 2,595 hektar) dan Bahagian Mukah (Kawasan Mukah, Dalat, Daro dan Matu dengan 2,081 hektar).

Manakala dalam bahagian lain diusahakan secara kecil-kecilan. Kawasan tersebut termasuklah Bintulu (Kuala Tatau);730 hektar, Limbang (Limbang);600 hektar, Miri (Kuala Sibuti); Sri Aman (Sri Aman, Lubok Antu);53 hektar dan Sibu (Selangau; 2 hektar.)

Projek Kilang Arang Peladang Daya Permai Sdn Bhd. dilaksanakan menerusi Per tubuhan Peladang Kawasan (PPK) Samarahan dan PPK Simunjan dan di bawah penyelarasan Jabatan Pertanian Negeri.

Di kilang, proses mengisar arang tempurung dilakukan dan ditapis bagi mengasingkannya kepada beberapa gred berdasarkan saiz butiran.

Bagi memenuhi permintaan, seluas kira-kira 340 hektar tanah telah ditanam dengan benih baru pokok kelapa yang memakan masa hanya tiga tahun untuk matang dan mempunyai tempurung yang lebih tebal.

Usahasama dengan Assar Chemicals juga telah dirancangkan untuk membuka kira-kira 20,000 hektar ladang kelapa bagi menyediakan bahan mentah untuk kilang pemprosesan sabut.

Kilang itu akan menyediakan bahan asas untuk pembuatan kusyen kenderaan, sofa, tilam serta kegiatan hortikultur.

Kejayaan usaha PPK Samarahan dan PPK Simunjan dalam projek

arang tempurung itu harus diberi pujian. Bagi pengusaha tanaman kelapa ia semestinya khabar yang menggembirakan kerana semua bahagian yang dihasilkan tanaman kelapa mampu memberikan pendapatan kepada mereka.

• Para penduduk kampung (penanam kelapa) menjual bahan i tu dengan harga RM280 setiap tan kepada Kilang Arang Peladang Daya Permai Sdn Bhd.

• Mereka turut menjual buah kelapa dengan harga antara 17 sen hingga 20 sen sebiji.

• Harga arang tempurung kelapa (satu tan metrik)

Pada 22 September 2006 yang lalu bersama

dua orang kakitangan JKr Bahagian Bintulu, saya

ke Kampung Kuala Suai. Kunjungan kali ini adalah

yang kedua bagi saya. Angin sepoi-sepoi bahasa

yang bertiup menyegarkan persekitaran Kampung Kuala Suai sukar nak

dilupakan. Udaranya begitu segar, sejuk dan nyaman jauh sekali dari hingar dan

kerunsingan di bandar. Sambil bergurau, “...kalau balik

kampung sitok..., lupa seketika yang kita ada utang...” kedengaran senda gurau TK Adeni Satong selaku Ketua Kampung merangkap Pengerusi JKKK Kampung Kuala Suai, Niah.

Perjalanan menggunakan pacuan empat roda (4WD) R&DO Bintulu sejauh lebih kurang 112 kilometer dari pusat bandar Bintulu memakan masa lebih kurang dua jam. Sejam setengah yang pertama penulis melalui jalan bertar Similajau/Bakam sebelum sampai di simpang masuk ke Kampung Kuala Suai melalui Jalan Ladang Sawit WTK.

Setelah melalui jalan berbatu ladang sawit, kami kemudiannya menyusuri jalan pasir. Kami tiba Kampung Seberang Kuala Suai kira-kira jam 10.44 pagi. Setibanya di lokasi, kelihatan Saudara Dahlan Bin Karta, rakan sepejabat penulis yang juga berasal dari kampung ini kelihatan sudah sedia menunggu kami.

Kampung Kuala Suai terletak di Kuala Sungai Suai dan ini menjadikan lokasi kampung ini begitu menarik dan juga strategik dari aspek pelancongan. Buat masa ini, bilangan pengunjung luar masih belum berapa menggalakkan disebabkan faktor perhubungan dan komunikasi.

“...pengangkutan utama penduduk di kampung ini masih menggunakan sungai. Susah, minyak harga dah naik...” jelas salah seorang penduduk kampung kepada penulis.

Sekali pandang kampung nelayan ini seperti kampung yang sudah lama ditinggalkan. Banyak rumah yang kosong dan sudah usang tanpa

penghuni. Sayang sekali, namun seperti yang dijelaskan oleh TK Adeni dan penduduk kampung yang ditemui, kaedah perhubungan yang bergantung kepada sungai sejak sekian lama dan baru-baru ini menggunakan jalan darat melalui ladang sawit cukup memberi kepayahan kepada penghuni di kampung ini.

“...kalau guna injin 15 kuda, lebih kurang 15-20 minit boleh sampai kampung dari Jambatan Suai...” dedah TK Adeni Satong.

Jarak dari Simpang Ladang Kelapa Sawit WTK ke Kampung Kuala Suai ialah sejauh 20km. Bagaimanapun senario ini apa pasti berubah, wajah Kampung Kuala Suai akan berubah pada masa yang akan datang. Hasil perbualan penulis bersama penduduk dan JKKK Kampung juga mendedahkan hasrat dan perancangan mereka untuk mewujudkan pusat peranginan yang bakal diusahakan sendiri oleh penduduk dan JKKK Kampung. Pondok rehat, wharf tempat memancing, rumah rehat untuk bermalam yang bakal dilengkapi dengan kemudahan bilik air dan tandas serta dapur juga sedang dirancang oleh JKKK Kampung pada masa akan datang.

Balairaya yang dilengkapi dengan kemudahan dapur, bilik air juga dalam masa yang sama disediakan untuk rumah penginapan para pengunjung yang melawat kampung ini pada masa akan datang.

Menurut TK Adeni, selain dari menangkap ikan di laut, kegiatan pertanian khususnya skim buah tembikai atau “semangka” juga menjadi sumber rezeki penduduk kampung ini.

“...kalau pada musim tengkujuh, nelayan tak boleh ke laut, nanam buah semangka, ada skim diberi sidak Jabatan Pertanian..., ha, boleh molah dua kerja penduduk di kampung tok...” jelas TK Adeni Bin Satong.

Menurut beliau lagi, kalau nak datang melancong ke kampung ini, datang musim ikan, bulan Mac dan April hingga Mei merupakan waktu puncak bagi kegiatan nelayan di sini. Kalau pada musim kemarau pula, kegiatan menangkap udang, ketam dan belangkas juga giat dilakukan.

Kuala Suai juga di lengkapi dengan lain-lain kemudahan seperti Surau Al-Taqwa Kampung Kuala Suai, Bekalan Air Bersih secara rain harvesting system yang diperuntukkan melalui JKR.

Bagi kemudahan elektrik pula, majoriti penduduk yang tinggal di kampung ini menggunakan set generator kuasa 5 kuda yang dibeli sendiri.

“...nasib baik tank JKR ia ada, mun sik, susah kamek disitok. Iapun masih belum cukup kalau dikira ia...” luahan suara hati TK Adeni Satong mengharapkan lebih banyak projek bekalan air bersih seumpama ini dapat diagihkan di kampung beliau.

Dari sudut pentadbiran, kampung ini masih berada dalam bidang kuasa Pejabat Residen & Daerah Miri namun dari aspek kawasan Pilihanraya dan ADUNnya pula, kampung ini ter letak dalam kawasan Pilihanraya Parlimen P.217 Bintulu dan Kawasan Dewan Undangan Negeri N.59 Kidurong.

U n t u k m e n d a p a t k a n kemudahan rawatan kesihatan, penduduk Kampung Kua la Suai perlu mendapatkannya di Kampung Tegaging yang terletak lebih kurang satu jam perjalanan menggunakan jalan air.

Untuk kemudahan pendidikan pula, penduduk menghantar anak mereka ke Kampung iran dan ada juga yang dihantar belajar di Bintulu. Pada umumnya kampung ini juga seperti kampung nelayan yang lain seperti di Kampung Kuala Nyalau atau beberapa kampung lain yang terletak di lokasi tepi pantai. Namun keunikan dan kelainan yang ada pada Kampung Kuala Suai menjadikan ianya bakal muncul sebagai sebuah kampung nelayan yang berpotensi besar untuk dibangunkan khususnya dalam soal pelancongan pada masa akan datang.

Menyahut cabaran dan seruan pelancongan ini, TK Adeni Bin Satong turut menyediakan sebuah rumah rehat, wharf serta bot untuk

kegunaan para kaki pancing. Lokasi rumah rehat yang diusahakan beliau terletak dalam kawasan hutan bakau yang hidup subur.

Lebih kurang sepuluh tahun yang lalu, Kampung Kuala Suai Niah sebenarnya memang cukup meriah, didiami oleh

jumlah penduduk yang ramai serta aktiviti ekonomi terutamanya ialah pembalakan. Kegiatan pembalakan yang dijalankan pada masa tersebut bukan sahaja telah memberikan peluang pekerjaan dan pendapatan yang lumayan kepada penduduk dari Kampung Kuala Suai semata-mata, tetapi ramai juga penduduk luar contohnya dari Bekenu, Kampung Nyalau, dan Bintulu yang datang ke kampung ini untuk mencari rezeki.

Bagi memast ikan ke lancaran pentadbiran kegiatan pembalakan yang aktif di kampung ini, Kerajaan Negeri ini telah membina Pejabat Cawangan Hutan di Kampung Kuala Suai, Niah. Kini bangunan pejabat ini telah diubah suai oleh JKKK kepada Bangunan Balairaya.

Penu l i s d i fahamkan bahawa kemudahan perkhidmatan oleh Jabatan Laut turut disediakan di kampung ini pada masa tersebut. Namun kini semuanya tinggal kenangan, kemeriahan, kesemua bangunan dan kemudahan ini tidak lagi diguna dan didiami.

Pejabat Hutan Cawangan Kuala Suai juga sudah lama tidak beroperasi, manakala kegiatan pembalakan juga sudah lama dihentikan di kawasan ini. Yang tinggal hanyalah sebilangan kecil penduduk asal kampung ini yang masih setia dengan kegiatan hidup nelayan mereka.

Kampung ini kini kelihatan agak sunyi dan tidak banyak aktiviti ekonomi yang berjalan di kampung ini. Namun di sebalik kesunyian ini, tersembunyi satu rahsia alam semulajadi yang bakal menarik kembali kemeriahan dan kegembiraan penduduk Kampung Kuala Suai. Perjalanan singkat penulis ke kampung ini membawa pulang bersama harapan dan perancangan untuk melihat penghuni kampung dan pengunjung luar akan kembali semula ke kampung ini suatu masa nanti.

Apa yang kurang di Kampung Kuala Suai? Tiada yang kurang, kelebihan terlalu banyak, produk pelancongan juga banyak terdapat di sini, berjalan menyusuri pantai yang putih pasirnya, meninjau halaman kampung tradisional penduduk di sini, memancing, menikmati angin pantai yang segar dan nyaman sambil menyaksikan struktur batu laut yang cantik dan unik, di Tanjung Payung dan Teluk Salu, meneroka dan menghayati keindahan serta keunikan Pokok Bakau, beramah mesra dengan penduduk, memanggang ikan dan udang, menangkap bubuk, membuat belacan dan banyak lagi.

Sesungguhnya Kampung Kuala Suai memang begitu indah, tenang dan damai.

RAKAN Sarawak: Was there ever any conscious thought or effort on your part to pursue the highest position in the civil service?

YB DATU wILSON BAYA DANDOT (STATE SECRETARY):

i never consciously or deliberately aspired to occupy any particular position in the civil service. When i first joined the civil service, i was prepared to be sent to the remotest part of Sarawak because i knew that that was what being a civil servant entails. i was always prepared to learn and acquire new skills, competencies, knowledge in whatever tasks or position i was given. i’ve always looked at it this way: whatever exposure, experience, knowledge you acquire from a previous position will equip you for the next assignment. So, if you look at it that way, no job will surprise you. You will always be prepared or equipped, and the new task or assignment can only add value to what you already have, and not take away from it. if, on the other hand, you set out to pursue a particular job or position, and you were given an entirely different task from what you expected, you may end up struggling to cope with your unexpected assignment, and may end up frustrated and demoralised. Especially in the context of the civil service, we cannot look at our work targeting a certain position in mind. The only target we must have is to serve the people, to add value to the peoples’ lives. The only objective we must strive for is to do well in whatever task we are given, to satisfy the customers’ needs and fulfil their expectations.

When i personally assess a civil servant’s performance, i do not look at the position that he has occupied. if i ask them to tell me about their work experience, i will be disappointed if they tell me about their position and the job descriptions of that position. What i would like to hear from them is the actual impact of any projects that they were involved that transformed or added value to the lives of the people that they serve.

For instance, i don’t want to hear from an officer that he worked as ADO in Julau, Kanowit, Mukah and Lawas. i would want to know what he actually did, what did he learn and what projects did he contribute.

This is what i call applying leadership in your work. Each of our civil servants has leadership opportunities in the course of doing his or her job. in whatever task we are given, we must be aware of the opportunities

Passion equals excellence. Especially when one’s passion is for lifelong learning, as in the case of YB Datu Wilson Baya Dandot, newly-appointed State Secretary of the Sarawak Civil Service.

A Colombo Plan scholar who graduated from the University of Western Australia, YB Datu Wilson credits his passion for learning for his success in his civil service career. The defining moments in his life almost always centre on those experiences when he had the opportunity to get involved in something new and unfamiliar, thus affording him a chance to gain new insights, fresh perspectives and advanced competencies.

The new State Secretary thrived on fulfilling pioneering roles right from the start of his civil service career. He joined the Sarawak Civil Service as an Assistant Secretary with the newly-set up State Planning Unit (SPU) in March 1973.

YB Datu Wilson recalls the challenging tasks that they had back then as the SPU, being a new entity, was charting new territories for Sarawak.

“Having been trained as an economist, the SPU was the right place for me to start my career. My first few years at the Unit honed my analytical skills and ability to see things far ahead into the future and the need to see the big picture. it was exciting to be able to craft development plans for the whole state, and seeing these plans become reality over the years. it was rewarding to have worked with people who also have a pioneering spirit and are visionaries.”

This desire to conquer the unfamiliar and become an expert in it is what keeps him motivated, no matter what assignment is given him.

For instance, he looks back with pride when he was given an opportunity to work in Jakarta, indonesia with a team of international experts in economics, development, agriculture and commodity for the international Pepper Commodity Secretariat under the auspices of UNESCAP for six years.

He applied the same zeal for learning new things when he was given the opportunity to pursue his Master’s degree in Development Economics from the University of Sussex, United Kingdom, shortly after he resumed his duties with the Sarawak Civil Service.

His love for books on any topic, and his ability to read with ease and speed, further demonstrates his passion for learning. He doesn’t treat books as passive objects, but as repositories of ideas and thoughts that he constantly interacts and challenges his mind with.

As he casually puts it, “That’s why i never have any day that is dull or unrewarding. i constantly test, explore and apply certain ideas, and i am always fascinated by the results, whether they come out the way i predicted they would or not. Either way, i learn something which, of course, helps me advance higher in my thinking and reasoning as well as in practical decision-making”.

Ask him about significant moves in his life that helped propel him to become the top civil servant in the State and he will be hard-pressed to answer.

“i have never deliberately set out to do any task or assignment because i was aiming for some kind of personal goal such as a job promotion or money or public acclaim. in everything that i do, all that i would be aiming for was to do an excellent job, to deliver the results expected of me and as much as possible, try to exceed peoples’ expectations. When i manage to do that, that is reward enough for me,” the State Secretary said.

if there’s anything that he would like to see in each and every civil servant in Sarawak, be they from Federal or State departments and agencies, is that they continue to uphold the value and dignity of the civil service institution.

“We have confidently emerged from the shadow of our colonial predecessors. We have evolved into a strong, resilient and dynamic institution, able to meet the demands of the changing times. The civil service institution is an important pillar in our country’s vision of becoming a fully-developed country by the year 2020. if we fail to do our tasks well, we will derail the whole country’s journey towards Vision 2020. A lot rests on our shoulders. All of the States within the federation must be moving in tandem, with not one being left behind, if we are to achieve that goal”.

He enjoins all civil servants in Sarawak, both from Federal or State agencies, to internalize and actualize the idea and reality of “unity in purpose”. Datu Wilson stresses the importance of regular consultations and dialogues among civil servants in the State and Federal agencies and departments, something that he is committed to bring about as he plans to regularly visit and interact with Federal agencies here in Sarawak.

to lead. Leadership is not just about holding the highest position in an organisation; it is also about being an “authority” in the area that you are assigned in. Authority is accorded to someone by the breadth of his or her knowledge or the extent of his or her competence in executing his or her task.

RAKAN Sarawak: Can you share with us your career journey in the Sarawak civil service? When and how did your civil service career begin?

STATE SECRETARY: i joined the Sarawak civil service in March 1973 as a daily paid staff after completing my economics degree from the University of Western Australia. i was confirmed as permanent staff on July 1973. My first appointment was as an Assistant Secretary with the State Planning Unit. i was one of the pioneer staff of the State Planning Unit, which was just set up in late 1972. Looking back into my civil service history, my stint with the SPU was a key step. SPU was mandated to plan and coordinate the development of Sarawak. At that time, we introduced a relatively new concept of planning for development and coordinating the development programmes that are being implemented throughout Sarawak. With the setting up of the SPU, we started to move towards managing development through planning and monitoring, rather than just merely providing administrative services in the execution of development programmes for the State.

RAKAN Sarawak: How did your early years in the civil service shaped your work values and culture?

STATE SECRETARY: Those early years made me realize that the ability to articulate thoughts and ideas clearly and systematically was crucial in order to convince others, especially our immediate superiors, to support our ideas. We had a lot of opportunities to explore and introduce new ideas and approaches that required creativity and the ability to express these clearly. i was privileged to have worked with a group of people who were able to articulate and express ideas clearly, especially in our reports or proposals. My colleagues at SPU at that time - Tan Sri Hamid Bugo, Datuk Amar Aziz Hussain, Datu Dr Hatta, Datu Chin Jew Bui and Teo Tien Hiong – i must say, all had inquisitive minds, and we were always excited to share and explore new ideas for developing the State, and improving the delivery mechanisms of the Sarawak civil service.

RAKAN Sarawak: What was the work environment then?

STATE SECRETARY: The situation then was not like today because almost everything we had to do was relatively new in Sarawak.

in the ear ly 1980s , economic development gathered momentum and development administration was in vogue. We implemented the integrated Agriculture Development Project (iADP) which was a new approach adopted by the government to address rural poverty. i was the first Project Director and the task was to implement

the RM200 million ADB-financed project in 7 years. it was an experience to set up the new office in a remote area like Saratok then, where co-ordination takes place. i learnt and practice development communication at the grass root level talking to Temenggongs, Penghulus and the local populace. And through this programme, we had the opportunity to work with international organizations such as Asian Development Bank, among others. it was exciting to be able to relate Sarawak’s rural development in the context of, say, international markets for commodities and how we should be able to tap trends in commodities production so that we can reap economic benefits for the State. We had to help our farmers, who were then mostly surviving on small farm landholdings, to realize more economic benefits by convincing them to adopt better production techniques so that they can take advantage of international marketing trends for their crops.

RAKAN Sarawak: What other work experiences further enhanced your confidence and competencies?

STATE SECRETARY: i was privileged to be seconded to the international Pepper Commodity Secretariat based in Jakarta, indonesia for six years. i was still attached with the SPU but was seconded there. This experience was what i consider my “living university”. i had the opportunity to travel to india, indonesia, the Philippines, Brazil, Hong Kong, London and many other places to attend inter-governmental meetings. it was during this time that i honed my skills to write proposals and minutes of meetings and reports that conform to international standards, both in the quality of the report as well as in the use of the English language. We had to write those reports then in a matter of a few hours!

This was the time when i found myself

matching wits with my counterparts from the civil service organizations of india, the Philippines, indonesia, Brazil and other countries. it was a very challenging and rewarding experience for the young civil servant that i was at that time. Looking back, i credit that stint as the one work experience that really built my confidence to tackle the unfamiliar and not to be afraid of the unknown. i learned that if you come prepared to learn, then you will come out of the experience a more confident person, able to tackle an even more difficult assignment

or task.

RAKAN Sarawak: After your Jakarta stint, what was the next step in your career?

STATE SECRETARY: When i came back to SPU, i realized that i needed to acquire more knowledge and exposure in the area of development studies and planning. So i pursued my Masters degree in Development Economics in Sussex. The British education system encourages a student to pursue learning that is limited only by his/her enthusiasm or interest. They give you a lot of reading, and the topics are practically limitless. That way, you keep discovering fresh knowledge,

new insights on any topic.

RAKAN Sarawak: Was this the beginning of your passion for books?

STATE SECRETARY: Not really. Reading has always been my hobby and passion. i love books. Reading is one of the most accessible means of lifelong learning. i am not a passive reader. i engage myself in whatever i read, noting down, digesting, challenging, refuting, agreeing with the ideas presented by the author. it’s sort of a mental conversation that i engage in, and out of this process, i come up with ideas that i am challenged to apply in my work or personal situations.

RAKAN Sarawak: How do you view your position as the State Secretary?

STATE SECRETARY: it is such a privilege and an honour to be entrusted with such a challenging task. i am grateful to our Chief Minister, i am very proud of what the Sarawak civil service has achieved thus far, under his leadership and my predecessors who served as State Secretary under his administration – Tan Sri Bujang Nor, Tan Sri Hamid Bugo and Datuk Amar Hj Aziz Husain. i will bring my skills, expertise, tenacity, drive, and the passion to continue and enhance the tradition of innovation and excellence and dynamism in our civil service. The results i am expected to deliver, together with all the other civil servants here in Sarawak, is essentially to add value to peoples’ lives and transform their lives for the better. We can do a thousand and one tasks but if our efforts do not transform the peoples’ lives for the better, then it becomes meaningless.

The position i hold legitimizes my authority but it does not give me actual power. The power comes from the sense of purpose and commitment that i bring into my job, when i choose to apply my will, heart and soul with passion to helping transform society and our communities. No matter what our station in life is, we are powerful only if we are changing peoples’ lives for the better.

A key aspect of competitiveness relates to the efficiency and effectivenss of the

public service delivery system.

in fact, in the first meeting of the cabinet committee on national

competitiveness, this delivery system was identified for further enhancement in our

quest to improve national competitiveness. True, the private sector acts as the engine of

growth, but this engine cannot run in a vacuum. The speed, efficiency and effectiveness

with which the public sector serves the private sector determines the speed, efficiency

and effectiveness of our corporations.

Besides enhancing our competitiveness, we must improve our public service

delivery system simply because our citizens demand it. As the nation develops,

and as our citizens become more affluent and sophisticated, more and more

will be required of the government and civil service.

indeed, achieving world class standards in the delivery of products

and services is a top priority for the government. in today’s globalised

and increasingly competitive environment, Malaysia can no longer

compete on the basis of cost advantages alone. instead, we will also be

measured on the basis of quality – the quality of our products, the quality of our services, and the quality of the

delivery systems that make available those products and services to the various end-users and stakeholders.

Enhancing the nation’s competitiveness therefore requires the commitment of both the public and private

sectors in order to achieve and maintain superior standards in production as well as in service delivery.

The government is committed to this process of change and important progress is being made in enhancing

the performance of the civil service. Such initiatives underline the government’s resolve to lead the way in

improving service delivery.

The imperative to fight corruption and enhance integrity goes beyond the need to merely perform better

in surveys and indices.

subordinates on the standards he wishes to achieve. The directive of our Prime Minister, Dato Seri Abdullah Haji Ahmad Badawi, to enhance the public service delivery is important as it would ensure that all levels of the Government – from the minister to the management staff – carried out their duties responsibly and were accountable for their actions

The delivery system of the State Civil service is an important

mechanism which ensures that Government projects are implemented on the ground for the benefits of the people.

As such, the smooth running of this machinery needs to be consistently monitored and for this reason, feedbacks, suggestions and field visits are necessary.

Only by going to the ground and examining the way the officers are working can we get a true picture of the situation at the different locations where the Civil Service is operating.

We however, must always bear in mind that besides being efficient in our work, we must also be seen to be friendly and obliging to the public in their requests to us.

The Malaysian government, under the leadership of the Prime Minister Datuk Seri

Abdullah Badawi, has adopted a zero-tolerance stance on corruption. This attitude is in line with the goal of strengthening ethics and integrity in all spheres of national life.

The government realizes that improving systems and procedures will help reduce, if not totally eliminate, corruption in our midst.

As such, it is giving serious attention to making the public service delivery system more efficient and transparent to emphasize the preventive aspect of fighting corruption and unethical dealings in our society.

The Sarawak government has been taking key steps to help curb, inefficiencies and unethical dealings within the Sarawak civil service.

Sarawak was the first State government to set up its own internal Audit Unit, and its experience has become a model for other State governments to follow.

in 1995, the State Cabinet approved the establishment of the internal Audit Unit under the Chief Minister’s Department of the Sarawak civil service.

Datu William Lee was appointed the first Director of the internal Audit Unit which started full-pledged operations in 1996.

Sarawak is the First State Government to Set Up Its Own

Recalling the process of setting up the internal Audit Department, Datu William Lee said the Unit was initially placed under the purview of the State Financial Secretary’s Office.

When Datuk Amar Hj Aziz Hj Husain was appointed as the State Secretary in August 2000, the internal Audit Unit was placed directly under his office.

To further bring home the point that auditing plays a crucial role in enhancing governance and ethics in the Civil Service, the State Secretary initiated the formation of the Audit Committee in 2001. The members of the Committee include the State Secretary, State Attorney General, State Financial Secretary and Deputy State Financial Secretary.

“The Audit Committee meets to discuss, deliberate and decide on the internal Audit Unit’s findings and recommendations,” Datu Lee said. “There are times when certain decisions

have to be made fast to address any situation that we uncover during our auditing process. if decisions are delayed, it will lead to more complicated problems or wastage of government resources.”

Datu Lee noted that the State Secretary, who chairs the Committee, never fail to act fast in convening the meeting and leading the members to arrive at the most wise and prudent decision.

“Datuk Amar Hj Aziz understands the urgency of addressing any situation that does not conform to the highest standards of professionalism and integrity within the civi l service. With his strong financial background, it is also easy for him to see how inaction or delays in action can cause the government lots of wasted resources, including money. The rest of the Committee members are equally conscientious of the fact that they are stewards of the peoples’ resources, and so they must act fast to address any situation,” he said.

The internal Audit Director added that it makes their job even more rewarding because they know that the Audit Committee members will always attend to their recommendations promptly and professionally.

duties with the highest standards of excellence. The very reason why we have to do auditing work is not to let any cracks in the system get any bigger. Our staff know that their meticulousness and precision in doing their work will eventually help change the work culture in the civil service, which of course, will ultimately be for the peoples’ benefit.”

One of the things that Datu Lee is obviously proud of is the Computer Auditing systems that they have established throughout the civil service network. This enables the Unit to download client files from the system, and thus speed up the data analysis stage. The use of iCT in the auditing process also improves the efficiency of accessing complete and accurate information that are needed in the careful assessment of the data.

“The security of information is also safeguarded. We have incorporated certain protocols that restrict access to the data as well as monitor how the data is handled. We made sure that internal controls are in place since we cannot afford to have incidents such as tampering of data, stealing of information or hacking. This protects the integrity of data handling and management,” Datu Lee explained.

The Computer Auditing process also assures continuity of business operations as providing adequate data back-up is an integral part of the system.

When asked how the internal Audi t ing Uni t has so far been received by the other government agencies and depa r tmen t s , D a t u L e e e x p r e s s e d satisfaction at the cooperation and support of their clients.

According to Datu Lee, there have been some instances when the auditing report, for instance, revealed that there are some

expenditures that were actually unnecessary because there were certain steps in a given process that could be eliminated or merged in order to avoid duplication. Thus, in such cases, the auditing report can assist a department in crafting a well-thought out and more pragmatic budget for their operations.”

Datu Lee cited the example of how the internal audit has helped improve the efficiency of the civil service operations in the area of processing payments to suppliers and contractors at the sub-district and district levels.

“We found out that there were so many layers or stages in the way an invoice or request for payment from a contractor or supplier submitted at the sub-district level was handled. This causes the delay in the processing of payments. Moreover, every stage in the process is actually an opening for unethical parties to take advantage of the system and exploit certain quarters,” Datu Lee related.

“We empathize wi th these contractors and suppliers because most of them were small businessmen or contractors. So, we recommended that the government use the rural network of several commercial banks to expedite the processing and disbursement of payments for services rendered to government agencies or departments. We chose the banks that has extensive networks of branches in the rural areas to work with, and linked them up with the civil service’ relevant iCT links, ” Datu Lee explains

auditing process has also become well- accepted as an integral part of risk management fo r government departments and agencies.

“The repor ts that we generate will include findings on processes or

procedures which could be subject to abuse or negligence. This helps the management address such areas, thus avoiding possible incidents of misdemeanors or mishandling

of government’ funds or other resources,” Datu Lee noted.

The crucial role of a professionally conducted auditing process in a transparent and accountable Sarawak civil service demands that only staff with the highest standards of professionalism are taken in as part of the internal Auditing team. Besides being competent in terms of knowledge and skills involved in professional auditing work, they must also strictly abide by the internal Auditing Unit’s Code Of Professional Conduct.

All internal audit findings and conclusions must be kept confidential until such time that they have been approved by the Director for reference by or knowledge of third parties. As such, all internal audit officers must take note of and strictly abide by the stipulations in the Official Secrets Act, General Orders 166(2) and 172, and also bear in mind that they have taken the Oath of Secrecy.

“Among our senior civil servants, there is some degree of awareness about how the auditing process can actually protect them as they carry on their management functions.

The auditing process can direct them to the weak areas in their department’s operations as well as show them the areas of strength.”

Most of the kampungs, longhouses or smaller villages in Sarawak still retain traditional ties and the close-knit relationships that commonly bind people. However, in newer neighbourhoods which are usually made up of people who originated from other areas, the strong social ties and bonding are, sad to say, disappearing. Most residents of these neighbourhoods moved into these areas for employment or business purposes, and as such, their time are mainly preoccupied with earning a living. Establishing and building up social ties are given less time and attention, making such newer residential areas a virtual community of strangers. The Chief Minister enjoins all Sarawakians to work together to address this undesirable situation and prevent it from continuing to happen in our midst.

But it is all the more commendable if our civil servants, in their personal capacities, take time out to reach out and get involved in activities in their neighbourhoods. By volunteering in organized bodies such as Rukun Tetanga, RELA, and others, they can help make our communities safe, clean, healthy and wholesome, where people feel a sense of pride and belonging. RAKAN Sarawak will highlight the contributions of our civil servants who take active part in building strong and cohesive communities through their involvement in volunteer organizations.

in communities where most residents are relatively new to the area, to work together and thus instill a strong sense of belonging among them.

The neighborhoods of Taman Hilltop (opposite page) and Piasau Jaya Phase 2 in Miri (RS Online - www.faradalemedia.com/rakansarawak) are excel lent examples of successful RTs. These two RT groups show that it is not an impossible task to forge closer ties among residents of new neighbourhoods. The amount of funds and other resources at their disposal is also not a key factor in how successful an RT will be.

The key that spells success for each of these RT’s is the strong desire of the residents themselves to make their neighborhoods the kind of place that they are proud of to raise their families in. Also, finding some common interests among the residents is crucial. For the Taman Hilltop residents, for instance, activities like social dancing, cooking and even landscaping, were major attractions for their residents. For the residents of KRT Piasau Jaya Phase 2, their desire to maintain peace and order in their community

spurred them to work together.Committed and competent leadership

is definitely a major factor that will determine the success of any RT. in both the KRT Taman Hilltop, and KRT Piasau Jaya Phase 2, some of their leaders were civil servants. Rukun Tetangga (RT ) was formed under the Peraturan-Peraturan Perlu RT 1975 to allow the people to protect and ensure the security of their residential areas via regular patrol. These patrols consisted of residents of the community aged 18 to 55.

With the passage of time and as the security of the country improved, the emphasis was shifted with the introduction of the neighbourhood concept on January 1, 1983.

The idea was to promote the spirit of neighbourliness and cooperation among residents in the community. There are currently about 3,228 (May 2006) RT comprising more than 49 thousand committee members and covering about 8 million people in the urban and sub-urban areas nationwide.

First introduced in Sarawak in 1988, the State now records a total of 194 RT gazetted areas comprising more than 5 thousand committee members. All members are appointed by the Department of National Unity and Integration, an agency under the Prime Minister Department which is responsible for the development and monitoring of Rukun Tetangga in the country.

RT play an important function as a social institution which helps to inculcate the spirit of neighbourliness and unity among the local community. In the Year 2000, Rukun Tetangga was given a wider mandate, namely Building a Holistic Community, which is aimed at promoting National Unity.

There is great potential in Rukun Tetangga. In terms of figures, Rukun Tetangga has the biggest number of gazetted areas, the most committee members and the largest population of members involved. The organisation also shows an admirable level of resourcefulness where most of their activities and programmes are self funded. It is also the most active voluntary organisation with thousands of activities planned and implemented throughout the country every year. In fact, it is the single biggest voluntary organisation established by the government at community level.

How many neighborhoods can lay claim to having designed, landscaped and built their own

garden park? A park that is now one of the favorite sites for wedding photo shoots not only among their residents but from those of other areas as well?

A beautifully landscaped park is understandably the pride of Rukun Tetangga (RT ) Taman Hil l top, a residential area in Miri. But what they take even more delight in is the strong community bond that they enjoy in the neighborhood.

Thong Sai Kaw, Taman Hill Top RT Vice Chairman proudly shared that they get almost 100% participation from the residents in most of the activities they organize. “There’s a strong sense of community spirit among us,” he says.

“We have an activity for every day of the week, and each of these events are always well-attended. Residents from other areas will also come around to join us because they have heard about the fun and camaraderie that we enjoy through these activities. it’s an effective way for us to make and sustain friendships not only among us, but with residents of other neighborhoods as well.”

Chin Khin Boon, Chairman of the RT Taman Hilltop, has been serving in their committee for 17 years now and he is yet to show any sign of

waning enthusiasm and commitment for the group. “i don’t think i will ever lose my enthusiasm in working for our RT. it gives me a chance to meet people and make friends with them for life. Besides, what we do in our RT ensure that our neighborhood remain a wholesome, safe and secure place for all the residents.”

Another long-serving member of the RT is Nicholas Jong, the group’s Secretary who joined the RT in 1992. He agreed that the sense of self-satisfaction and the gratitude from among his neighbours are the rewards that he gets for being an active member of the RT all these years.

“Most of us, the 200 plus families in our neighbourhood, have come to appreciate the importance of having an actively involved RT in our midst. We are all happy and proud to work together for the good of the community,” Nicholas says.

concern that the public servants –both the political leaders and civil servants – have for the people that they serve. For the general public, a government office or building that is kept clean and well maintained, with a friendly and welcoming ambience, show them that the government cares enough to provide them with a comfortable and conducive atmosphere while their needs are being attended to.

This was the underlying principle why the new State Secretary, Datu Wilson Baya Dandot, made it a priority to spruce up Wisma Bapa Malaysia (WBM), the central administrative headquarters of the Sarawak government. Civil servants from 11 units under the Chief Minister’s Department who are based at WBM joined the State Secretary in a clean-up and beautification activity on 27th January 2007.

Datu Wilson said that the clean-up activity is a good means of enhancing the spirit of camaraderie among the staff at Wisma Bapa Malaysia.

“Keeping our workplaces clean and pleasant is good for everybody – for all the staff as well as the visitors who come to Wisma Bapa Malaysia. This building is the central administrative centre for Sarawak, and it’s transformation through the years is a reflection of the progress and modernization that we are now enjoying in the State. We should uphold what this place symbolizes, not only among the civil servants but also among the general public, by keeping it clean, tidy, beautiful, friendly and welcoming, “the State Secretary added.

He noted that WBM is where we receive distinguished guests, both from the national and international levels, and so, the standards of our cleanliness and beautiful surroundings must be kept above par at all times.

We should treat our work places much like our own homes which we make an effort to clean up and beautify because we want our guests to feel good when they come and visit us. 4. Focus on the People: Great products wouldn’t exist without great people. Consider

putting a human face on your operation by centring your latest exhibit around the people who make, test, or use your product. For example, Post Cereal, Reynold’s Wrap, and NAPA Auto Parts have all used this strategy successfully during periods when their product line was fairly static - and then carried the idea forward, altering it as needed to introduce new products!

5. Focus on Service: Many times, we’re asking buyers to make a huge investment

to buy our products. if something goes wrong, the buyer worries that they will be left holding the bag on a very expensive mistake. Reassure consumers that they’ll never be alone if there is a problem. By promoting service plans, support networks, and other types of assistance, you’re demonstrating that you’ll be there for your customer - through thick or thin!

The history of this word - for a familiar or humorous descriptive name given to a person, place, or thing - also tells us a bit more about the history of names in general. Nicknames were used in ancient Greece and Rome, especially in an affectionate way for children. in Anglo-Saxon times, surnames did not exist and nicknames were used to help identify a person.

Originally, these were called ekenames, as eke meant ‘also or added; additional’. in writing, the term an ekename at some point became incorrectly divided and the n from an was split off and added to ekename, becoming first nekename (and neke name) and eventually, nickname (c. 1674). in Europe, surnames began to be used in the 12th century, but it took several centuries before the majority of Europeans had surnames.

Eventually these surnames became inherited. Surnames derived from nicknames include ones like White, Young, and Long.

What is the etymology of nickname?
