BEGGARS IN KUALA LUMPUR
In the past, beggary seems the normal activity for the disabled people, like OKU to
take sympathy people around for a small amount of money. Now days, this activities seemsmuch different from the past and increased rapidly.
Beggary exist with the various purpose, mainly for money but in certain condition, its
manipulated by such syndicate by using the children , as it victims and its surely illegal. As
one of the unmorale activities, beggary exist rapidly, especially in the Urban area, such as big
town like Kuala Lumpur, Georgetown and Johor Bharu. In this analysis, we are choosing
Kuala Lumpur, which is the center-point of this activity with more than 2 millions in the
almost area in Kuala Lumpur, include : Ampang , Brickfield, Damasara, Subang, Shah Alam,Setapak and etc.
IMPACT FOR BEGGARS
From Diagram 2 (Graf ) , we can identified the impact of beggars activities, especially to the
public. By seeing the overall per vantage, the conclusion is that the beggary activities not yet
coming to the crucial point. As for example, annoying factor takes the biggest impact of thisactivity, it about 30%. The public will feel uncomfortable while doing their daily or social
activities caused of the beggars. For example, the beggars are familiar, while we do the night
shopping, especially in the Malay area, like Kampung Baru, Chow kit Road, Jalan Raja
Alang and etc.
On the second point, the people maybe feel scared or fear while seeing the beggars
and maybe the people will think that this group also involved in other unmorale criminal
activity .
Refer to Diagram (2), the actual impact of this beggary activities is that there will disrupt the
tourism activities, especially in the mid-point of Kuala Lumpur, like KLCC (Ampang Area),
Kota Raya, Brickfields, and certain location, wheres this areas are the center-point of
tourism activities. This impact actually takes 8% -10% of whole percentage and will increase
if no or less actions taken to prevent the beggary activities, especially when Malaysia
lunching The Year Of Tourism in 2013.

FACTORS BEGGARS AT KUALA LUMPUR
There are various faction contribute to make this unmorale activities exist and its
seems related to each other. On the first point (Diagram 3 - Pie Chart), the unemployment
faction taken the biggest part, 45% (half) from the whole percentage. This is the basic point
on how the people in metropolitan city, survive without income or jobless. With no more
choices in hand, the group of people then turn to become a beggars as the easiest way.
On the second stage, we can realize the unsufficent income contributed 20% of the
whole percentage. This first and second factor exist due to the higher cost of living. We have
to make intention , without rationality, this group community are easier to get involve in
other unmoral or criminal activities.
Finally, we come to the basics factors such as bad attitude (laziness)-20% and poor education (15%). This factors related to each other with the key point of low mentality due to
poor education. This group of people will do anything effectively to the public and their
nation.
By seeing that the beggars activities are getting to the crucial points, the effective
actions must be taken by the authorities, through his agencies. In this situation, there are
certain agencies that can play very important role to oversea this problems, its include,
i. The City Hall
ii. The Welfare Department
iii. The Immigration Department
According to the juried by The Welfare Department in June 2012, there are 40,000
(thousand) lived in poverty in Kuala Lumpur. Government through this agency , should
provide the fundamental basic such as financial support to the poor family and also provide
the opportunity to upgrade their Quality of living. Morale-education looks very important
and it should start from the beginning.
The city Hall and Immigration Department should take the drastic actions toward this
problem and look-down this problem seriously on the prevention objective. Fear to say that,
through research, there are about 20% foreigners get involved in this activity.

Finally on overall review, the government should have the long-term planning to resolve this
problems, especially in the urban area and big town such as Kuala Lumpur, its include :
i. To produce fundamental basic and quality living upon the citizens.
ii. To increase income and overcome poverty of the public
This in the main objective that stated in the New Economy Policy that was launched
many years ago (1970).
