1. INTRODUCTION
1.1 Exercise BERSAMA LIMA 11 will take place within the Kuala Lumpur andSingapore FIRs from 210001UTC October to 021100UTC November 2011.
Exercise airspace will be closed to civil and non-exercise military aircraftduring this period. Johor Bahru / Sultan Ismail Airport will be closed tonon-scheduled traffic throughout the exercise.
2. DEFINITION
2.1 For the purpose of this AIP Supplement, Regular Scheduled Traffic means:
a) Scheduled Public Transport Services; and
b) Scheduled Charter Services.
3. EXERCISE AREAS
3.1 The exercise areas encompass portions of both the Kuala Lumpur andSingapore FIRs, as described below and depicted in charts 1, 2, 3, 4, 5 and 6to this AIP Supplement.
3.1.1 Area A. Area A is considered overland and extends from 023000N1021106E anti-clockwise along the Kuala Lumpur TMA Boundary to033612N 1012630E, thence to 041400N 1011500E then anti-clockwise
along the Ipoh CTR boundary to 045400N 1011500E, 050000N 1011500E,050000N 1005200E, 050700N 1000600E, then including the ButterworthCTR centered on BTR (052818N 1002342E) to 054300N 1002900E,052606N 1010424E, 054600N 1014630E, then along the Kuala Lumpur /Bangkok FIR boundary to 063000N 1023000E, 063000N 1024000E,053604N 1024944E, then clockwise along the east coast of PeninsularMalaysia, excluding all controlled airspace to 031240N 1032641E then to023000N 1021106E.

3.1.5 Low Flying Area (LFA). A LFA that is part of the exercise area has beenestablished for use by exercise aircraft. The LFA extends from 015200N1024900E, 020000N 1025800E, 021100N 1030000E, 021600N 1030300E,022300N 1031300E, 022200N 1032330E, 021900N 1033000E, 023130N1035000E, thence north along the east coast of Peninsular Malaysia to
053415N 1025553E, 052450N 1015000E, 040000N 1015000E, 032500N1020230E, 024900N 1022400E, 023530N 1024230E, 022230N 1024230E,015900N 1023700E to 015200N 1024900E.
Vertical limits : 250FT - 5,000FT below portions of Area A and Area C.

3.1.6 Coastal Corridors. Two coastal corridors have been established forexercise aircraft, and they are as follows:

3.1.7 Tengah Scramble Corridor. A corridor has been established to enabledeparting aircraft from Tengah Air Base to transit into the exercise airspace.The area is within 012857N 1033422E, 013212N 1033808E, 012622N1034515E, 012058N 1034452E, 012136N 1033954E, 012403N 1034013Eand 012857N 1033422E.
Vertical limits : SURFACE / SEA LEVEL to 5,000FT (All departing aircraftmust be at or above 3,000FT by 3 DME and above 5,000FTby 10 DME from TENGAH TACAN.)
4 REQUESTS FOR CLEARANCES INTO EXERCISE AIRSPACE
4.1 Civil and non-exercise aircraft requiring clearance into exercise airspaceshould submit a flight plan to either JATCC or SATCC at least six hours priorto departure. JATCC or SATCC will pass this information to the Airspace Cellat HQ BL11 for approval. The Airspace Cell will process these requests andwill endeavour to approve the flight plan or provide a deconflicted slot time.Any queries should be directed to the Airspace Cell at HQ BL11. AirspaceCell at HQ BL11 will pass this information to either JATCC or SATCC forapproval dissemination.
5 CIVIL CONTROLLED AIRSPACE
5.1 Civil controlled airspace within the exercise area detailed above is listedbelow and is depicted on the attached Charts 2 to 6. The lateral and verticalboundaries identify the limits of non-exercise airspace available for civil use:

6 BUFFER ZONES
6.1 A 10NM buffer zone will be observed where the boundaries of the exerciseareas coincide with the boundaries of the Bangkok, Ho Chi Minh and JakartaFIRs.
6.2 Non-exercise traffic may operate up to the limits of the non-exercise airspace.Exercise military traffic will maintain a vertical buffer of 1,000FT and a lateralbuffer of 5NM from airspace released for civil use except when operatingwithin the corridors described in paragraphs 3.1.6 and 3.1.7.
7 RESTRICTIONS AND PROCEDURES BUTTERWORTH CTR AND
KUANTAN CTR
7.1 Butterworth CTR : GROUND 12,000FT
Kuantan CTR : GROUND FL240
(NOTE: During the exercise period, Kuantan TMA is inoperative.)
7.2 Exercise activity in the Butterworth CTR will be moderate. In the KuantanCTR, the exercise activity will be intensive throughout the entire exerciseperiod and all airspace users must proceed with caution. Butterworth andKuantan ATC will provide separation and co-ordination between exercise
traffic and prior notified non-exercise traffic throughout the period ofactivation.
7.3 Regular scheduled civil traffic will be coordinated with exercise traffic topermit normal operation where possible within both the Butterworth andKuantan CTRs. However, some routing restrictions can be expected duringthe period of the exercise.

7.4 Non-scheduled civil and non-exercise military traffic will be able to operatewithin Butterworth and Kuantan CTRs provided that prior permission isobtained. Requests for clearance should be made through the appropriateATC Supervisor to the Airspace Cell at HQ BL11 at least six hours before theintended flight. Continuation and / or circuit training flights will not bepermitted within the CTR. Scheduled civil flights that are unable to adhere totheir published timings are to notify the Airspace Cell at HQ BL11 through the
appropriate ATC Supervisor as soon as delays are identified prior todeparture. During periods of heavy exercise activity, some delays may beexpected.
7.5 Butterworth TACAN VBT CH80X / 133.3MHZ may be turned off forunspecified periods during the exercise.
8 RESTRICTIONS AND PROCEDURES JOHOR BAHRU / SULTANISMAIL AIRPORT
8.1 Except for the special activity periods stated in paragraph 11.1, regular
scheduled civil traffic will be able to operate into Johor Bahru / Sultan IsmailAirport provided that prior permission has been obtained from the AirspaceCell at HQ BL11. Delays may be experienced.
8.2 The Johor Bahru / Sultan Ismail CTR will be deactivated for the period of theexercise. However, to allow for scheduled civil aircraft operations in and outof Johor Bahru / Sultan Ismail Airport, including the completion of standardinstrument approaches and departures, a temporary CTR as described atparagraph 5.1.25 will be released to civil ATC from 15 minutes prior to anduntil 30 minutes after a scheduled flight ETA, and from a scheduled flight ETDuntil 30 minutes after the ETD. The time windows during which the airspacewill be released will be established by reference to the RPL supplied byairlines operating regular schedules into Johor Bahru / Sultan Ismail Airport.The released airspace will revert to Exercise Airspace when the traffic haseither landed or departed the temporary CTR, and at all other times betweenthe established time windows.
8.3 Scheduled flights delayed beyond the established time windows may stilloperate into or out of Johor Bahru / Sultan Ismail Airport, except during thespecial activity period stated in paragraph 11.1, subject to being coordinatedby the relevant military and civil ATC agencies. In such circumstances,delays can be expected.
9 RESTRICTIONS AND PROCEDURES PULAU TIOMAN AIRPORT
9.1 An area within Pulau Tioman and adjoining corridors to VPK DVOR and VMRDVOR as described below is released to civil control according to the timingsprescribed below throughout the duration of the exercise. Outside theprescribed timings, regular scheduled traffic will be able to operate within thearea and adjoining corridors with prior coordination made through theappropriate ATC Supervisor to the Airspace Cell at HQ BL11. The corridorcoordinates are as follows:

10 SUSPENSION OF OPERATIONS ON SEGMENTS OF ATS ROUTESNOVEMBER 891, BRAVO 469, BRAVO 338, GOLF 334, ALPHA 457,ROMEO 325, BRAVO 466, WHISKEY 534, ALPHA 224, WHISKEY 404
10.1 All aircraft movements within the following ATS route segments will betemporarily suspended throughout the exercise period. Flights which wouldnormally flight plan to operate along these route segments will plan via thealternate route instead:
10.1.1 NOVEMBER 891 Affected Segment : PU DVOR to 20 DME PUAlternate Route : VTK to 8 DME VTK on Golf 219,
then direct to 20 DME PU onNovember 891 to join November891. Inbound flights are to use thesame route in the oppositedirection.
10.1.2 BRAVO 469 Affected Segment : PU DVOR to AKOMAAlternate Route : VTK to 8 DME VTK on Golf 219,
then direct to AKOMA. Inboundflights are to use the same route inthe opposite direction.

11.1.1 Singapore Changi Airport closed to non-exercise operations.
11.1.2 The vertical limits of the airspace described at paragraphs 5.1.12, 5.1.13 and
5.1.14 are temporarily amended to read FL140 to FL240 up to VMR (59 DMEVTK).

11.1.6 Singapore Light Aircraft Training Areas A, B and C closed to non-exerciseoperations.
11.1.7 Coastal Corridor East (CCE) is activated (see paragraph 3.1.6.2).
11.2 To ensure that departures from Singapore Changi Airport are able to passthrough FL140 prior to the commencement of the special activity, ATC will
only allow departures up to 10 minutes before airport closure time.
11.3 For the first 15 minutes following Singapore Changi Airports re-opening at0315UTC, Changi arrivals will be allowed to land on both runways whiledepartures will depart on Runway 02C/20C only. Segregated mode ofoperations will resume after 0330UTC.
12 SINGAPORE DEPARTURE AND ARRIVAL PROCEDURES
12.1 Northwest-bound aircraft departing Singapore Changi Airport can expect tofly via ADEX Standard Instrument Departure (SID) ADPAX 1V or 1X for
Runway 20; or ADPAX 1U or 1W for Runway 02. The ADPAX SIDs will joinATS Conditional Route W543 towards VMK direct SAPAT to join Alpha 457;or SAPAT direct to SALAX to join November 563 or Mike 300.
12.2 Similarly, aircraft arriving via Alpha 464 / Alpha 576 can expect to maintainFL140 until NYLON or SAMKO. (En-route climb or descent may be available,but it should not be anticipated.)
13 RELEASE OF AIRSPACE
13.1 Some BERSAMA LIMA 11 airspace may be released to Civil AviationAuthorities when not required for exercise purposes.
14 NAVAL FIRING
14.1 Naval Firing Activities. Naval firing activities, including Naval GunfireSupport (NGS) and Anti Air Target Firing Exercises (AATFX) will beconducted in the Naval Firing Area (NFA), as described below. DuringAATFX, an aircraft will tow a sleeved target that may be trailed up to adistance of 15,000FT.
14.2 Naval Firing Area. The designated area is contained within 023000N1041700E, 023000N 1051445E, 020000N 1052600E, 020000N 1053000E,014500N 1053000E, 013000N 1043600E, 013000N 1043500E, 015224N1042000E, 020000N 1042000E, 020000N 1041700E, 023000N 1041700E.
i) Vertical limits : SEA LEVEL 55,000FT
ii) Timings : Duration of exercise period.

15 REGULAR SCHEDULED CIVIL OPERATIONS
15.1 Regular scheduled civil traffic can continue to operate unrestricted within thenon-exercise airspace as set out in paragraphs 5.1.1 to 5.1.32 (see attachedcharts) except during period of special activity.
15.2 Domestic scheduled services operating into and out of airports in Peninsular
Malaysia via established ATS routes which penetrate the active exerciseareas not specifically released for civil use shall be permitted to operatesubject to prior coordination. Pilots of such flights shall conform strictly to theATC clearances issued before penetration of the active exercise areas. Anyclearance into the exercise area will automatically expire if the aircraft cannotremain within 10 minutes of the flight planned ETDs and ETAs.
16 NON-SCHEDULED CIVIL AND NON-EXERCISE MILITARY OPERATIONS
16.1 Because of the intensity of exercise aircraft operations within the exercisearea, all civil and non-exercise military flights are prohibited from entering the
exercise area during the period of activation, except for emergency reasons,or where prior permission has been obtained from the Airspace Cell at HQBL11. Such permission is to be sought as early as possible and at least sixhours before the intended flight. Some delays may be expected during heavyactivity periods. Any clearance into the exercise area will automaticallyexpire if the aircraft cannot remain within 10 minutes of the flight plannedETDs and ETAs.
17 SSR CODES
17.1 All non-exercise SSR transponder-equipped aircraft when operating in theKuala Lumpur and Singapore FIRs during the exercise period shall have theirtransponders set to their allocated SSR codes, or if a code has not beenallocated, they should set Mode 3/A Code 2000.
18 INTERCEPTION OF NON-EXERCISE AIRCRAFT
18.1 Civil and non-exercise military aircraft entering or transiting the activeexercise areas may be intercepted for the purpose of identification.
19 PERMANENT DANGER AREA WMD221
19.1 The permanent Danger Area WMD221, SURFACE to 10,000 FT, is locatedadjacent to the LFA. Pilots are to exercise caution when operating in thevicinity of this Danger Area as this area is being used extensively.

20 ACTION IN THE EVENT OF AN EMERGENCY
20.1 Civil and non-exercise military aircraft experiencing an emergency thatnecessitates them entering an active exercise area should immediatelyadvise the appropriate ATC agency so that necessary action can be taken toco-ordinate a safe entry into the area.

JATCC or SATCC will pass thisinformation to the Airspace Cell at HQ BL11 forapproval. The Airspace Cell will process theserequests and will endeavour to approve the
